This store, walmart was packed between 1,000 and 3,000 shoppers. Families doing backtoSchool Shopping on a day when there was a tax holiday. Juarez is on the other side o there are reports of a second person in custody. We dont know what role that second person may have had or whether the second person is still in custody. Officials believe crusius posted an essay online before the attack the other person was not identified. The president tweeted working with state and local authorities and Law Enforcement. Spoke to governor to pledge total support of federal government. God be with you all. America is under attack from home grown terrorism. We have to agree that we cannot tolerate this kind of ga now to be with my own family and my home town. Witnesses recorded some of the most chaotic moments of the tragedy as it was happening. Kathy park has been following that story. Good evening. For thousands of people, this was a normal day of shopping which became one of the darkest and deadliest days in texas history. Police are saying that bodies remain at the crime scene and they will stay there until the crime scene is fully processed. Meantime, one Community Leader described the massacre as an evil act of violence. Panic in el paso with an active shooter on the loose. Shoppers rushing out of cielo vista mall and the Walmart Super center next door. Stores went into lockdown as this jcpenney employee started people to safety. Others choosing to hide from the danger. Kiana long and her husband made their way out unharmed but shaken by the terrifying moments inside the walmart. He was like, yes, people were running inside saying there was a shooter. The first calls to Police Coming in just after 10 00 a. M. Local time. Within minutes, multiple Law Enforcement agencies swarmed the area and secured it while telling people to stay away. We are transitioning into a homicide scene or a possible homicide scene. Law enforcement sources confirming that 21yearold patrick is in custody. We have no information that we have be put out. Concrete response on what the motive for the shooting is. We are working at it. Governor abbott writing, the state of texas will do everything it can to ensure justice is delivered to the perpetrators of this heinous act. This busy texas shopping central becoming the latest mass shooting less than a week after the last one. And we are still waiting to learn more information. Right now it is Holding Steady at 26. And theyre saying the age range varies. He surrendered to approaching officers when he was confront. He was eventually disarmed and then arrested. Of the 20 killed, three are mexican nationals. We are learning with literally each passing five minutes, more information about this. This suspect had posted what some are describing as a manifesto or a screed. It seemed to neat standard of illustrating a way of keeping america white. It seemed to neat standards of being white nationalists, domestic terrorism. It is not something were likely to hear from the president if he comes out to speak in a little while. Yes, youre right. This is an all too familiar pattern. An individual expresses views that set up some other group as an other, somehow, some kind of threatening other part of society that needs to be dealt with violently. I even hate the word manifesto because that implies rational, philosophical thought. What it ends up being is a rate of screed. I know the local Law Enforcement authorities have been a bit careful. Theyre wanting to be sure this online posting does align with what the actual individual posted. It suggests that we are dealing with a hate driven ideology. Targeting a group of people for their ethnic or religious or racial back ground. And thats terrorism in whatever form you want to call it. The worry is if we dont call it what it is, we wont tackle it. For the average american yurgs chances of being killed in a domestic terrorism attack are much greater than being killed by an islamic terrorist or an al qaeda or isis motivated attack. We dont seem to really get it. The fbi gets it but as a nation. This is becoming an epidemic. And ive spent a lot of my years in my career focusing on the other form of terrorism that you referenced and we did not talk very publicly about our problems with domestic terrorism or terrorism fueled by the far right or White Supremacy or antisemitism or other forms of hate based ideologies. If you look at the frequency, tempo and numbers, that is what is most threatening to American Communities right now. When you see the department of Homeland Security testifying, thats what they are emphasizing as the most concerning threat. Thats what they are under pressure from members of congress to address. So youre right. This is not something that were used to talking about publicly. It is even more complicated when you start to ask questions about the Political Climate of the day, or political comments of different political actors actually contribute to this climate. I dont want to get too far down the road in cause and effect. Were seeing an increase in hate speech, violent acts, and it is tied to a much more toxic political environment that were living in. So this could, lets stay away from deciding whether the Political Climate encourages these things, but this could be a turning point in which the president could, if he wanted to, if he were so motivated, start to Say Something that Amy Klobuchar suggested he do. Say look, dont go down this road. Im not going to say there are good people on both sides. We can set the tone from the top and have an all of government solution to this. Well, all president s have faced moments like these when National Tragedies happen and the opportunity is to find common ground. To not seek to take political advantage but to find a message that resonates with all americans. Regardless of whenever theyre republican, democrat, independent or whatever. My thought is that the president will not really tackle the issues that are fueling this increase in domestic terrorism. That would probably get into a political place he probably doesnt want to go. It is becoming indicative of a larger problem that weve got as police try to make the connection between this shooter and the posting that he put up there. There is an interesting development, nick, that i want to ask but before i go to ben collins. Were not sure how the fbi got on to it. It is possible that someone else on 8chan, by saying hello fbi, when he posted this, that may have been a trigger or something that the fbi, that enabled them to look into this. But there is some hope here. They had some warning. Wasnt enough time to head off this attack because there wasnt enough specificity but theres something thats interesting. It is clear that there are certain places to look for this kind of material. I would expect our federal fbi authority is looking into it. These individuals can express all kinds of hateful speech. If they dont signal their intent to use violence, there probably isnt much that Law Enforcement authorities can do in advance. If there were reports of physical threats to others, some kind of foreshadowing of violence. If it is just hateful speech, as we know, it can go on in a protected way and Law Enforcement doesnt have the ability to do something about it until it crosses into that violent area. All right. Manifesto or screed, people wanting to get throughout and protect their race or their whiteness in america. This was there then. Whats the difference . The difference is the internet and the ability to push it across platforms instantly and anonymously. The talk is not new. Anybody who has lived, investigating these guys, you know, the screeds are the same. Even the arguments they make. The coming race war, the white nation, the identity, europa, europes white people, demonizing people of color, all this nasty talk. Go back where you came from. This is really, really old hate stuff. None of this is new. It may be new to some people who are just experiencing it but im telling you, this was the world of hate in america back in the civil rights era. And back with the nazis in world war ii. And back to the ku klux klan and back to the civil war and back to europe 300 years ago with antisemitism. None of this is new. It is the Digital World that is changing it and putting it in someones basement. I want to go to pete williams. Weve been trying to figure out the time frame. Weve been told by Law Enforcement officials that this essay, this writing that authorities believe Patrick Crusius posted on a racist website, that it was posted before the shooting. That authorities had some idea of it. Number one, it doesnt say what the target was. It doesnt say even a city. It just talks about a motive. Secondly, it is anonymous. Within a very short time, were will, Law Enforcement figured out who it came from and had some heads up about this posting. Again, just speech. Before the shooting. But heres the critical thing. 25 minutes is all. We believe that this, that the first attempt to post this on the racist website was at 10 15. Apparently, the poster as ben told you earlier, tried to attach his essay as a pdf and failed. And then there is a subsequent posting. The first posting is at 10 15. The police say they got the 911 call 24 minutes later. 10 15 is the first attempt. And then it is post a few minutes later, after that. Because ben collins said he posted it first and it didnt upload properly and he had to do something else. 10 39 was the first 911 call. 10 45 was the First Responders at the shopping mall. So no city, no name on an anonymous website. Right. The essay is written as though it is looking backwards. It says, this attack was carried out because so it was intended to be read after the attack. And it was posted about 25 minutes before. So thats the best we can tell trying reconstruct what were finding on the internet. A lot of this material has been taken down. It was archived by one of our eagleeyed people. Thats the way it played out. And let me understand this. Ben collins said that a post on, and i dont know enough about 8chan and how it works. But a post that occurred in the moments after, the minutes after 10 15, had somebody saying, hello fbi. Do we have any idea as to what alerted the fbi should is that the thing lertd the fbi to the fact there is something they should look at . We dont know. Yeah. We dont know yet how they did it. But there is no way that there could have been any meaningful response to something that didnt have a name or a target or a place inside 24 minutes. Correct. All right. The fbi had some information about the posting. I think nick is still with me. I dont know what they could have done. What happens . Do you have any idea what happens when somebody alerts the fbi to this sort of thing . They cant really say ill deal with it on monday. This just goes to the huge challenge that Law Enforcement faces. This is not actionable intelligence. This was a date point in relatively realtime. If petes reporting is as he reported. I dont know what you could have expected Law Enforcement to have done. You cant put out a blast warning everywhere saying, watch out for far right wing extremist attacks wherever you live. Even in a state as lorarge as texas, narrowing down the targets would be impossible. It is an interesting fact. Im just not sure it would in any way shape the Law Enforcement response. And jill, the same thing. It doesnt seem according to them that there was enough information in this post. Youve seen it, too. To direct Law Enforcement response. To be able to say anything other than, something could happen. Clearly there was not enough to use this information to stop the killer. Sometimes you can get lucky and ahead of something with some effort. But 20 minutes, no location, no city. What you have to look at. Youre on the right trail here. And mr. Rasmussen knows this as well. They leveraged this so good against isis and al qaeda of it is the agents of influence. Theyre not just in anonymous websites. They are named and known people with known websites. I dont want to name the websites because i dont want to give them any energy. But organizations like adl and Southern Poverty Law Center do name them. They are agents of influence peddling this stuff and it spills over into 4 chan and 8chan. Back in the day when al qaeda was just forming, it was the finsbury mosque in london. Agents of influence who would recruit members. In Law Enforcement, we had to learn how it developed. Now theyre using the web and digital means. But there are still identifiable agents of influence. So what can we do about those people . Thats where free speech there but sometimes goes into encouraging these mass killings. Then the killers, the actors, they go to an encrypted message board and we cant even get in Law Enforcement to hear what theyre saying. Remember, killers, mass killers, haters, certainly our legislatures can look at that and come out with things that can help Law Enforcement. You can reduce the numbers and make it harder to do it. At least three mexican nationals killed, confirmed about an hour ago. Six others wounded. The officials are cautioning the numbers could rise. They are of course working with u. S. Authorities to try to nail down some of those details. A little more about the community, weve been talking all night about how this is a Border Community very closely connected to its neighborhood, juarez, in the south. This is a community that has rallied around migrants, coming from south america into the United States. Shelters all over el paso try help people coming to this country. So this community has rallied in those places. Those organizations. For example, the Border Institute is putting out word if you are in the el paso area and you are looking for loved ones but you are worried about your status, they will help you deal with authorities there on the ground. More details coming out about the scene there at that walmart. We do understand that there was a Little League fundraising event happening at the doors of the walmart. One of the coaches of that team has been wounded in the shooting and has been taken to local hospital. The game of the local soccer team in el paso was canceled. The team recently arrived at a Blood Donation center to try rally people there. So when you hear folks like phillip mena talk about how closely united that community is, it is absolutely true. This is a place where 20,000 people cross every day between juarez and el paso. So this really is. When you watch the news in mexico city. It is the lead story. It will be on the front pages tomorrow. This is really a binational news story. At least in some countries, Mass Shootings continue to stay at the top of the news. This individual is from outside of el paso. No one in el paso would have ever done Something Like this. Our community is close and drawing closer together. Right now we have to get prepared mentally. Thats what we have to do mentally. I cannot stop to think about it. The call went out at 10 thine. The police were there at 10 45. Six minutes. At hea11 06, he was apprehended. You cant do that without a properly Trained Police forceful thats why weve been one of the safest cities in the United States. We just got back from visiting some of the families at Mac Arthur Elementary School who are waiting to hear news. The governor gave them words of encouragement. Let me be clear that we stand united as a community. We will do everything that we can to be sure that things like this dont happen again. Were going to make sure that the families have the support that they need. This will only bind us to be stronger and unified. We will rise from this at some point. When the sun sets tonight here in el paso, theyll to go bed without them. Those families are broken. Wits our strength and resolve that we can help piece them back together. Thats what we have to commit ourselves to doing. And so i know the eyes of this community and this nation are fixed on el paso. And i want people to know that this horrific act does not define our community. What defines our community is the lines around the blood bank. The people ready to donate. The people wanting to offer Counseling Services to families. Volunteering left and right. Thats who el paso is. Thats what will define us tonight and going forward. And i ask for those folks from wherever theyre watching from, to say a prayer for those families that are broken. For them to have peace and help rebuild their lives going forward. Thank you. Weve seen a number of reports suggesting there was a second gunman initially inside the walmart. What more can you tell us . It was dispelled. That was the initial, they were uncertain and we were, that was the initial preliminary information that was dispelled with further investigation. We believe at this point in time, a lone single shooter. How do you get our city ready . I dont know. Weve never done this before. I would hope and pray we would never have to do it again. Well do it and well survive. Thats who we are. Thats what were about. I will say this. I havent been able to check my phone. I havent been able to talk to them yet. I havent had my phone. What do you want people to know your stance is . Listen, there are bodies that have not yet been recovered. I think we have to focus more on memorials before we start the politics. One more question. To the representatives, is there any legislative steps youre taking now . Weve had conversations that what we can do next. We have moved the ball forward in our state regarding Mental Health and how we secure our schools. This did not happen in a school today but were going to work very closely with the governor. We are democrats. He is a republican. We stand together in this tragedy. Were going on Work Together to make sure texas families are safe. And work in a positive way forward to make sure that these types of tragedies dont happen again. As these scenes unfold, not just santa fe, el paso, but across the country. Were not sent to the capital to ignore things like this. I know that we havent. We will continue to long for ways to continue to make sure weapons dont get in the hands of the wrong folks. To make sure that our schools remain safe and build on that and to ensure no matter where you are, a Public School or a neighborhood walmart, youre safe and secure with your family. Thats something that should be at the core of what we do. And i know i can speak for the el paso legislators. When we go back in 2021, this is in the front of our mind and in our hearts and we will not be going there to do nothing about it. Well be going to do something. Thank you very much. All right. Were listening to the mayor of el paso, the governor of texas and some other local officials in a second briefing. An update to the one we heard a little while ago about the situation in el paso. Heres what we know. 20 people are dead. 26 people are wound. Of the dead, we know three are mexican nationals. Of t this is very, very close to the mexican border. El paso is a sister city to juarez, mexico. Many people describe it as sort of a, one major metropolis with an International Boundary in between. The mayor of el paso has often said, you dont know when youre looking, where el paso begins and juarez ends. There were between 1,000 and 3,000 people in the walmart when the shooting began. This first, the posting that the suspect posted on 8chan was first posted around 10 15. That was the first attempt. The successful attempt was a few minutes later. By 10 thine, 911 had received a call that this was a shooting underway. 10 39 mountain time. Two hours earlier than eastern time. 12 39 eastern time. I want to bring in Cyber Security and National Security analyst shawn henry, former fbi. Most of my viewers are not familiar with 4chan and 8chan. They were a police for free speech and not being monitored by authorities. 8chan has become a home for white supremacist nationalists and extremist views. Not everybody on it is of that sort but that has back place that those people have had a very comfort existence online. The authorities were alerted to the fact that there was a posting. Wasnt enough time to do anything about it. They did have some early response. Tell me with this. So these channels are ways by which people are expressing themselves. And it has moved into a state of hate. Quite frequently. Not always. More often than not. They are difficult for Law Enforcement to monitor and for a number of reasons. First of all, some of the channels are hidden. They move from server to server. Theyre not always easy to gain access to. From a constitutional perspective, Law Enforcement is often precluded from monitoring channels where this is an open discussion. Who are not you agree, and i would vent you aure to say that of the people listening would not agree with the type of language and the discussion that occurs on those channels. Nevertheless, it is protected speech and thats a very significant hurdle for Law Enforcement to get over. And you have to be able to show that there is some reason to believe that there is a crime being committed. The pure discussion of this type of rhetoric is not a crime. It is a difficult task for Law Enforcement. In terms of this coming in, it was somewhat nebulous. It certainly appeared to be a threat but there was not a lot of specificity. The officers in el paso wound up doing a reactive response here. When they heard shots, the 911 call came in and they responded as they typically do. They train regularly in these rapid responses. It looks like they did everything they could possibly do in this particular case. Lets talk about this. The reason the fbi may have been alerted of this is because someo someone. Somebody said hello fbi. The screed, the posting, did not name a target. It did not name a time or a place the suspects name was not put on to it. How this is the same thing theyve struggled with with al qaeda and isis. How do they know when someone is a real warning of an act. It is theyve made their intention clear. If people are discussing their hatred for a particular group. Theyre discussing political views not popular. Those things are protected speech. I dont agree the language with. What theyre saying. People have the right to say those things. You may know that somebody is out purchasing weapons . That with speech that may be protected may be a trigger for Law Enforcement to get a search warrant or conduct surveillance. To try collect information that may be indicative of a crime Law Enforcement is on the lookout for that those that surround the individuals out to cause harm are in the best position to see first hand. To have information that is of value that would allow Law Enforcement to take some specific action. Law enforcement action. Absent that, it is very, very difficult. Let me add one other thing. The challenge, even if you did have specific information that would allow for authorized communications, it is oftentimes pre cheweded by encryption, devices, technology that allows these people to remain anonymous to keep their conversations below the scrutiny of Law Enforcement. Theyre able to do it in a very discreet way. A protected way. And that is yet anotherawnforce. So it is an incredibly challenging time for Law Enforcement. Especially when we see this rhetoric increasing and there seem to be a changing tide in what many would cite as domestic terrorism. Myself being one. And this is the discussion that we had after 9 11 with the patriot act, right . The intersection and the idea of freedom of speech coming up against National Security and where that balance lies. Sometimes when we dont feel it as urgently as 9 11, we think that free speech needs to be protected. And then we wonder how we deal with issues like this where somebody posts, a post about their hatred and what they plan to do about it. And we want to stop them. Stand by. Well take a quick break. When he with took the stage, he gave brief remarks at the time but it was talking to reporters after that. He came in a good half hour after taking the stage and taking in more of the information. At the time there were 15 announced at the time. The former congressman was very clearly emotional. He was choked and he said he was going to be heading back to el paso. He said that it was sad for the community. Theres been tough to watch. As the afternoon went on, several other candidates took the stage and talked about it directly. Kamala harris brought up the idea that there is an Elementary School cafeteria here in nevada, and kids are becoming too familiar with shootings. She said there was the house of representatives that earlier this year passed two measures, the universal background check measures that the senate has not taken up, and she said that it is time for action. Pete buttigieg, the mayor of south bend sout, he called out nationalism and said it is, quote, being con dont understand at the highest levels of our government. He said if the United States does not come to dpripz with White Nationalism and its pertinence, then its not doing justice. 19 candidates in nevada. As the afternoon, it was a somber afternoon as each candidate came to the microphone eager to talk about things like the economy, but it seems suddenly Kamala Harris just two weeks ago was addressing the shooting in gilroy just outside where she grew up. Its hard to engage in these conversations. Ill be frank with you. Kamala harris is talking about other issues on the campaign trail because it seems these shootings happen so often. And democrats you constantly hear them calling for ban on assault weapons and highcapacity magazines. Every single one of us was discriminated for some reason, our people. Wherever we came from, we were discriminated and attacked and vilified and put down. And Everybody Needs to realize that. They dont need to act that way. Everybody needs to change, but theres just too much of this hate talk in the general political sphere, in the media, you know, on the web. I mean, really, ali, this is kind of talk we heard only in hate circles, you know, 30 and 40 years ago and 25 years ago. That was hate circle talk. Now its mainstream talk. So its really just morphed to be sort of acceptable language. So americas got to take this back. We got to get back to the place we really should be. Were all equal.
