Of time, extra days. But fortunately what happens in cases such as this and even prior to this the response to the alton sterling i said dent that youll have a backup, other agencies, other entities, federal government offices and resources they can. So theres a collaborative effort in enhancing and supporting local Law Enforcement because you realize you have a certain level, a certain amount of man a certain level of manpower, a certain level of resources but you still need to get the job done exemplary. Thats where the Additional Support comes . One of the shots we keep showing is kind of the mobile crime lab trailer of st. Tammany parish coming in. Thats well to the south of baton rouge. And in new orleans its not unheard of to have fish and game police come in just to give you some visibility, another pair of hands, eyes and ears. Sure, om ani hands, eyes and ears. Sure, om anpresent is very important. Even in the points where they may not be adequate or high level of resources available, the om any presenni the om any presennpresent is ve important. Just to see Police Officer and Law Enforcement officials at those locations so they know theyre being paid attention to and level of concern and whatnot. They can call in a lot of resources. There are opportunities to call in resources from outside of the state who will be more than willing to respond because if it was turned around, baton rouge would do the same thing. Thats right. This is the 16th time the president has spoken following a mass shooting of some sort. Weeks after the shooting today he called it a cowardly, reprehensible act and that shootings of this kind have no cause, no purpose. And heres the president. Good afternoon everybody. As all of you know now, this morning three Law Enforcement officers in baton rouge were killed in theli eed in the line. Three others were wounded, one is still in critical condition. As of right now we dont know the motive of the killer. We dont know whether the killer sat out to target Police Officers or whether he gunned them down as they responded to a call. Regardless of motive, the death of these three brave officers underscores the danger that Police Across the country confront every single day. And we as a nation have to be loud and clear that nothing justifies violence against Law Enforcement. Attacks on police are an attack on all of us. And the rule of law that makes society possible. Earlier this afternoon i spoke with governor edwards and mayor holden, and i offered them the full support of the federal government. And reiterated my full support for Law Enforcement in baton rouge and for Police Officers across the country. I also spoke to the attorney general. The fbi has already been on the scene. And through the work of all levels of government justice will be done. Most of all our hearts go out to the families who are grieving. Our prayers go out to the officer who is still fighting for his life. This has happened far too often. And ive spent a lot of time with Law Enforcement this past week. Im surrounded by the best of the best every single day. And i know whenever this happens, wherever this happens you feel it. Your families feel it. But what i want you to know today is the respect and the gratitude of the American People for everything that you do for us. Five days ago i traveled to dallas for the Memorial Service for the officers who were slain there. I said that killer would not be the last person who tries to make us turn on each other, nor will todays killer. It remains up to us to make sure that they fail. That decision is all of ours. The decision to make sure that our best selves are reflected across america, not our worst. Thats up to us. We have our divisions, and they are not new. Around the clock news cycles and social media sometimes amplify these divisions. And i know were about to enter a couple of weeks of conventions where our political rhetoric tends to be more overheated than usual and that is why it is so important that everyone, regardless of race or Political Party or profession, regardless of what organizations you are a part of, everyone right now focus on words and actions that can unite this country rather than divide it further. We dont need inflammatory rhetoric. We need to temper our words and open our hearts, all of us. We need what we saw in dallas this week. As the Community Came together to restore order and deepen unity and understanding. We need the kind of efforts we saw this week in meetings between Community Leaders and police. Some of which i participated in. Where i saw people of good will pledge to Work Together to reduce violence throughout all of our communities. Thats whats needed right now. And it is up to all of us to make sure we are part of the solution and not part of the problem. Someone once wrote, a bullet need happen only once, but for peace to work we need to be reminded of its existence again and again and again. My fellow americans, only we can prove through words and through deeds that we will not be divided. And were going to have to keep on doing it again and again and again. Thats how this country gets united. Thats how we bring people of good will together. Only we can prove that we have the grace and the character and the common humanity to end this kind of senseless violence. To reduce fear and mistrust within the american family, to set an example for our children. Thats who we are and thats who we always have the capacity to be. And thats the best way for us to honor the sacrifice of the brave Police Officers who were taken from us this morning. May god bless them and their families. I thought it was interesting he took the opportunity to essentially, i think the message he wanted to deliver was the second half of that message. Obviously wanted to pay his respects to the slain officers, but it felt like almost at the end there a plea, some might call it a lecture, to leaders to, you know, it seems as if he believes hes worried about a cycle of violence here. Hes worried about a cycle of something here. I think a lot of people are worried that something is just that were on a nice edge, you know, at any given moment. And i think it was interesting to use the last part of that speech to address one way he thinks this can be curbed, choose our words more carefully, be careful with the hyperpolitical rhetoric, noting very wisely that the next two weeks will have a lot of hyperpartisan political rhetoric. That it sounded as if he was throwing an idea out there to both Party Conventions to say, hey, you know what, think about what the last five weeks have done to the country. Yeah. And to your point, news media appropriately, social media appropriately and the two political parties. Because of the one thing we can anticipate over the next two weeks is heightened rhetoric. Jim miklaszewski is back up and running in the Briefing Room. And, jim, a somber president , i think chucks assessment of the content of his remarks was right on. Absolutely. I have to agree with chuck 100 . If you listen to the president s remarks, his many remarks after the massacre of those five Police Officers in dallas, there was some exhortation, some urging to all sides to get together and correct this current problem, that its clear the president is afraid is expanding. But also he was not pointing any fingers of blame. He was trying to draw all sides together. In every one of his public statements to in an effort to settle, settle whatever differences all people have with Police Officers, with each other. Its clear that the president is deeply concerned that this could very well spin out of control. But, again, if you look at all his remarks, they have been very measure measured and an attempt to heal as opposed to attempt to accuse. Jim miklaszewski in the white house Briefing Room, thanks. The president pointedly talking to those trying to make us turn on each other. Interesting times indeed. Pete williams our justice correspondent in our washington bureau. Pete, what more have we learned . Brian, lets step back a little bit here. I think the president framed this just right by saying we still dont know why this happened. Now, the leading theory among Law Enforcement is that there was some connection between a 911 call that lured the police to the area where the shots were fired and the person who fired the shots identified as gavin long of kansas city, missouri. Whether he made the call, whether someone else made the call, or whether he was parading around with a rifle in a mask hoping to get someone to make a call is to be determined. But the theory of Law Enforcement right now is that this was an ambush. That he intended to draw police so he could shoot them. But that is a theory i emphasize. And theres we just dont know whether thats the answer to the question or not. Initially police said they were concerned about at least two other people. As we understand it based on eyewitnesses and of course the problem with eyewitnesses is that they can sometimes be mistaken in the chaos of a shooting. But that police were pursuing at least two people, that they may have found one of them and the other was still at large. At this hour its unclear whether others were involved. Weve got conflicting reports, frankly, from various Law Enforcement people. Some say authorities are still out trying to round those tips up. Others say that the current thinking is that this person acted alone. What we dont know of course is the motive, why was this done. It doesnt appear that the person who fired the shots is from baton rouge. It appears that hes from missouri. What his connection is with the police in baton rouge we dont know. Thats to be determined as well. So the bear bones of this are clear, but the why behind it is so often the case just hours after this happened is anything but clear. But the authorities were saying at the News Conference there that there was no active shooter situation. And that is backed up by some officials who say that the growing concern growing thinking that he acted alone based on what theyve been able to find out. But this is all going to resolve itself in the next few hours. But its still a little clearer now, but theres still some pretty Big Questions here that remain unanswered. Three Police Officers dead in baton rouge, louisiana. Three others wounded, one of those said to be fighting for his life. Obviously were also in one of these situations where we are in more than one location, were on the eve of the start of the Gop Convention in cleveland. And a part of our coverage was to include that today. Chuck todd is a big part of that. And chuck is with us. We wanted to bring a conversation your about to have into the larger conversation, chuck. And that is with a former High Ranking Police official in this country. Thanks, brian, lets bring in somebody you and i both know pretty well at this point, charles ramsey, former Police Commissioner and cochair of the president s policing task force. Mr. Ramsey, i want to actually start with security. And since you live in philadelphia, you probably know a little bit about the preparation of convention security, considering what happened in nice, this concern that maybe there are multiple groups now that are interested in targeting Police Officers, doing disruptions, what are the extra security measures that you would be putting into place right now if you were in cleveland and perhaps you know maybe need to be put into place in philadelphia . Well, the first thing i would be doing is exactly whats being done. And that is being in close contact with our federal partners, fbi, secret service, really working through the Fusion Centers to try to get as much intel as possible. Obviously everyone is very concerned about whats going on. We knew to begin with that thered be a lot of demonstrations potentially. Some could become a bit unruly. But this adds a whole new dimension when you look at what happened in dallas and now baton rouge. Im sure theyll be additional precautions taken. Some things youll see, many that you wont see, in order to try to make sure that we dont have any kind of problems that would go for both cleveland as well as philadelphia. Chief ramsey, toii want to a you, the Cleveland PolicePatrolman Association here, he called on the governor of ohio to suspend the states open carry laws in whats called the event zone here around cleveland. Do you believe thats something that would help security, something to help Law Enforcement on the ground here . Or does that add to the i think some argue it adds to the burden of policing at this point if its enacted so late. What do you say . Well, certainly the open theory is going to be problematic. You have no way of knowing the intentions of the individual. Its not just a threat to Law Enforcement, but can you imagine the impact it has on just the average everyday citizen thats a bit on edge right now. And having people in the event zone or anywhere else Walking Around with a rifle swung over their shoulder or guns being exposed, i mean, we need to get a handle on this but especially now with the convention, some of the threats that exist across the country obviously. I mean started with new york city back in december of 14. And then dallas and now baton rouge the threats toward police are very, very real. And so we have to be very concerned about it. And i think if theyre able to suspend the open carry in the event zone, that would be very helpful. That would help Law Enforcement in your opinion. You would like to see governor kasich do that . Id like to see it, yeah. I do. I think these are extraordinary circumstances right now. And theres no time to have a debate in congress or anywhere else. I mean, somebodys got to take action. I think thats the appropriate action in this case. And why do you need to walk around with assault rifles thrown over your shoulder or pistol on your side if youre not a Law Enforcement officer in light of whats going on especially in the event zones of either convention. Chief ramsey, im curious, your familiarity with the group that this shooter may have been a part of, this sort of militia that doesnt necessarily believe the sovereign nation group, how familiar are you with this group . And have you had to deal with threats from them before . Ive never personally dealt with them. Ive heard of them. But ive never personally dealt with it. But clearly if it turns out that hes part of that group, then that is problematic. But whatever group he may be associated with or whether or not he actually was alone, it really its just a problem. Ive never seen anything like this. And ive been in policing since 1968. But ive not seen the kind of targeting that youve seen over the last couple of weeks. And its just a dangerous situation. Chief ramsey, i cant imagine what every Police Officer in the country must be thinking right now. Brian, i know youve been talking to a lot of Law Enforcement today. But we got to remember they all have family members that are at home that are all wondering. They know they have to sleep nervous sometimes, but wow. Yep. And cleveland is so much in the context of everything were covering today, just as everything were covering today in baton rouge is in the context of the reason baton rouge was in the news last. Cal perry is part of our team. Hes been gathering what he can, especially since weve had this idea as to the name of a suspect, when he was born, where hes from, cal . Yes, 29 years old from kansas city, missouri. We heard initial reports coming from the Mayors Office that police were on the look out for a group of men from kansas city. Were still trying to track back where they got that information from. But at this hour while the shooter is down, and we heard that clearly in the press conference that Police Believe this was one shooter and that shooter is down, i can tell you theres still Extensive Police activity happening in east baton rouge. So theyre clearly looking to see if this shooter was a part of a group. And they are not convinced at all at this point that the situation has been resolved from that perspective. So while the shooter may have acted as a solo shooter being the only person to actually pull the trigger towards police, the part of the city, the eastern part of baton rouge looks like an ongoing manhunt, frankly. I mean, look at whats going on online, look at some of the periscope video and were putting up some of that on our screen, the city is pretty much divided. And the people there are talking about a very, very what i should call Robust Police presence. And we often talk about police posture. And the posture of police in east baton rouge has not changed since that press conference. Its something were keeping an eye on. But from that perspective, from that lens this is still an ongoing situation, brian. Yeah, those Police Officers we just saw on the left hand side of the screen, one of them with a shotgun, the other with an ar15, those are not, you know, they dont appear to be Police Officers walking through a kind of cold crime scene. And in this group shooting of Police Officers question is the gunman who has been killed the lone actor in this, or is there more . Terry cunningham has been very patient with us during our coverage today. He is head of the International Chiefs of police. Terry, these are tough days for the men and women of your organization. Hey, brian, yeah, thanks for having me on. The first thing that struck me there, you know, listening to that press conference, you could hear the pain in both the chiefs voice and also in the sheriffs voice. This has been a heart wrenching week for Law Enforcement. When you think about it, think about the amount of blood thats been spilled on the streets of our nation just this past week alone. You think about the 18 officers that have been shot, eight officers that have been killed, and you think about those dallas officers shielding those protesters that were there to protest their First Amendment right against the police. The officers are doing an incredible job, but the stress out there is just incredible right now. You think about the cumulative effect of that stress, think about what these officers are dealing with every day now and then lay this over it with issues of race relations, home grown violent extremism, active shooters and still have their day job where they have to go from call to call to call and protect the citizens theyve sworn to protect. What do you make of what weve watched transpire today . It is odd that in all the places on the planet here we have the same city where alton sterling died july 5, one of two places in the news for Police Involved shootings over the past few weeks. Yeah, you know, brian, what i think ive said over and over again is weve cautioned people not to rush to judgment. Some of the images weve seen over the last week from the two shootings were clearly disturbing. But what id like i would really like to go to what the president had to say today. What struck me were two things. One, theres absolutely no justification for violence against the police. Number one. Number two, we have to we together have to tamp down this incendiary rhetoric, the demagog demagogde demagog demagoguery, the hyperbole. Go back to the shooting of the two new york officers, that seemed to take this to a whole different level. Weve got to find a way to bridge this gap. It doesnt matter what your politics are, i sat with the president on monday for over two hours and i sat again with him for over four hours on wednesday. You cannot question his commitment to this issue. And together weve got to find a way forward. Social media, which has been a ray of sunshine in many areas of life has also made the job of the men and women you represent tougher. Yeah. You know, bring an, i think it really is kind of a perfect storm here. We talk about, you know, this lack of dignity and respect for particularly some of the folks in the minority community, but not just at the hands of the police, number one. Then number two, youve got this whole social media and ubiquity of the cameras that are out there. And then number three, youve got the 24hour news cycle. When that all comes together, it becomes very, very difficult for those officers to continue to do their jobs as effectively as they can. What a disparate group you have in the association, International Association of chiefs of police. Am i correct its about 18,000 in the United States . About 18,000 in the United States, yes. And so youve got the gamut from rural to urban where they really do have the biggest problem, the black lives Matter Movement has been chief among the organizations kind of focusing attention on it. Do you feel that those white house meetings you attended, did the two get any closer . Im confident that we did get closer and we will continue to work to get closer as we move along. I definitely think that the meetings were well worthwhile. I think both sides heard things they hadnt heard before from each other. One of the things that, you know, Law Enforcement wants to make sure those people that are out there protesting legally and nonviolently that we give them the protections that they need. And allow their voices to be heard. And on the other side of it though, you know, the folks that are protesting, whats the end . We need to find out exactly what it is that thai looking for. You hear them say that theyre protesting the injustices that have occurred. But whats their end game . Whats the conversation they want to have . Because you clearly have people in some of those protests that are just there for nefarious purposes and not really there to find some, you know, logical end to this. So we really need to sit down and unite. We need to continue to have this conversation. And, again, i think that there are reasonable people on both sides and i think we can stop this. But the violence has got to stop, brian. Do you agree that chief brown out in dallas has been a towering example of your profession during a time of great otherwise high emotion . Yeah, interesting, i actually sent the chief a text, i think, the first or second day he was into it. And i said im proud to serve in the same profession as him. I think hes represented the profession, you know, exquisi exquisitely. His department is an example of what departments can do right in this nation. I think that the training that hes put in place as far as fair and impartial training, policing in a democratic society, Police Legitimacy and pruocedural justice, those are all components that we need in place so that we can police in america today. And especially when he said were hiring. And come join our department, try to change the system from within and get assigned to the neighborhood where you came up. I think it was interesting. It was an interesting, you know, statement on his part. I understand that theyre flooded with applications. This is a great opportunity for people who are standing there on the outside talking about change for them to come into the Police Department and actually make the changes that they want to see. Again, i cant say enough about the chief and the job hes done there in dallas. Thank you very much, terry cunningham, for being with us and for your patience joining us from washington, d. C. Thank you. Jacob rascon is part of our team in cleveland. Outside the convention center. And, well, look at what we have here already. Were a day away from the start of the convention, but, jacob, this puts you squarely at the center of the conversation. Were talking about the right of the people to peacefully protest in a democracy against the president s plea that everybody keep the temperature down on this kind of thing. Brian, what were seeing here is a few hundred protesters who say they want to shut down the rnc convention. But what its turned into is an antitrump and a black lives matter protest. Theyve been marching now for almost an hour. Theyve been going toward the convention center. In fact, now were in downtown. You can tell were probably less than ten blocks away from the actual convention center. And i want to show you who just showed up here, this is the first time weve seen this ch, s which is not only officers on bike, which have been here the whole time, but now we have officers on bike and some of their brand new protective equipment, they call personal protective equipment. Others call it a type of riot gear. This is part of the new equipment they bought using the 50 million federal security grant that they received just for this purpose. Now, of note this is not a protest that was sanctioned by the city. The city handed out 123 different protest permits for during the convention, the four days. But were not there yet of course, so this is a day before. They did not receive a permit. Theyre not along the parade route. Theyre blocking traffic. At this point theyre blocking two, three, possibly four lanes of traffic. And the police here, and these are the officers weve seen most of the time, those on bike. There are about 300 bikes that the city bought exactly for this purpose. The officers doing crowd control. Theyve been following the crowd around doing exactly what they had planned on doing, which is to try to control the crowd. And theyve been doing it, theyve been turning them away from the convention center. But each time the crowd will go and use the barrier and go where the police want them to go, but then turn again at the next street. Again, going toward the convention center. And well get closer to them so you can hear some of their chants. Theyve been chanting recently, black lives matter. It hasnt been a problem. When you get too close they drown out what youre saying. Can you bring us over to that other line of bicycle cops in the new protective gear . I find that interesting. Lets do that. Lets walk over there to where they are. Wow, look at that. Looking at little different than what we usually see. Of note as well as we were going along the parade protest route, and as they begin to get closer to downtown, we saw different vehicles driving up, showing up with officers in their protective gear inside. We knew that was always the plan. They have, again, 5,500 officers total assigned to the rnc. Thats 3,000 federal officers. And then we have about 2,000 officers from out of town. Whove been swornin to help the Cleveland Police department. And in addition we have about 500 of the cleveland Police Officers. Now im going to go this way. Lets walk over and i hope you can hear me better, weve got a different mike for you. Oh, we have someone who we can talk to. Here were going to walk over here. One of our officers who we talked to during the training of all of this, here she is, shes going away now. This is one of the officers we talked to who grew up in clevela cleveland. A lot of them did. Very proud of their city. And they want to make sure theres never a black eye on their city, brian. All right. Jacob rascon, thank you. This is going to be very, very familiar during this coming week and next week. Weve said often that cities who win the bidding to host a convention often find its a double edge sword because you get your downtown completely shut down. You get people who are given a week off from work. A lot of the commerce comes to a halt. Weve seen there the two steps of security from the friendlier looking Bicycle Police wearing shorts, local cleveland p. D. , to the kind of Luke Skywalker look on the new uniforms among the more armored bicycle cops who as jacob was going to go talk to one of them, have taken off to kind of advance deploy. They also are protecting property, lets face it. They dont want scenes of broken windows and any kind of a rampage. And you also may have seen while jacob was talking a guy with a gopro on a helmet who was taking jacobs picture with a camera the whole time. That also is going to be very prevalent. There are people on all sides of every issue that are just attracted by these gatherings. They see some of them see nefarious activity wherever they look. Some of them engaged in nefarious activity. And the cleveland p. D. , secret service, this is a National Security event, as all conventions are. Well have plenty of time to talk about all of this. But its germane today because the president just mentioned from the Briefing Room a plea, us included, social media, protesters, politicians, everybody to keep the temperature down on the rhetoric. In fact, the entire state of louisianas Law Enforcement community, plus federal agencies all represented here. Were seeing officers with long guns stopping vehicles, actually more surrounding them, six to eight officers at a time will surround a car to talk to the driver. They will search that car. And then let them go. So you can tell theyre very on edge here. In fact, just a few minutes ago we saw one driver very slowly approach this checkpoint. He had one hand on the wheel, the other hand he had out the window to show to police he wasnt a threat. The helicopters we were seeing in the air, those have mostly cleared for the moment though i do see one up there behind me. So even though this happened at 9 00 a. M. It has been it was just beyond incredible today to learn baton rouge was back in the news after being one of two places in this country where officerinvolved shootings receive so much attention, justifiably because of social media. Tell us about the baton rouge community, what do people need to know . Because theyre certainly getting this portrait here today. What people need to know is baton rouge has problems, but weve made tremendous progress in how our communities address each other. Im not arguing theres not more to do. But im just outside right now Police Headquarters, and i spoke to protesters. And they cannot believe this happened. Theyre having this nice conversation with one of the Law Enforcement officers skpr. And they said, listen, were protesting peacefully. The police would come out and talk to us. We would talk to them. And this is the way it is supposed to be. Now, that is an example even though on different sides of an argument, nonetheless find this a terrible event. And i think that is true of everybody in our state. What will you do about passing along and amplifying the president s remarks . You seem to have agreed and accepted and embraced at least part if not all of what he said today about keeping the temperature down. You know what, it sounds like we have lost our connection with the senator who as you heard was outside Police Headquarters there. As we heard sarah dallof say, this is whats going on, traffic, all incoming traffic, anyone wanting to pass into or through the community, we presume they are having to prove their residency. If they have license or a utility bill on them that gives their address, if they need to go home, they need to go home. But at the same time a lot of different Police Officers are surrounding the vehicles. You can understand it. It is a solemn moment for our industry and for the nation by extension because as you mentioned, you know, were tolling that number of officers killed in the line of duty this year, but in the last three or four weeks as you know, it has been a repeated series of events that are affecting the nation as a whole on the community side, and also on the Law Enforcement side. Also been talking about the doubleedged sword of social media, it is a true ray of sunlight for some folks, some people say it is a it has been a terrific thing for free society. And for others it has been very hard to cope with. Sure. I mean, again, it is freewheeling with no filter as it were, so people can post things on social media that are rhetoric and inflammatory that can say one thing or another and in most cases it is not true. We need to get back to the basic of speaking to each other as a community, as opposed to being divided over issues that can be solved with communication. How do you do this now . We lost three more today. The we have barely gotten over the period of official mourning after five deaths in dallas. How would you counsel our Public Officials in how to talk and deal with folks . We with the president had a passionate discussion about coming together as one. Law enforcement comes from the community. We have to get together more often, discuss the issues common to us. More importantly on our side, we have to also listen to what people are saying. Not just hear them. But listen. Because at the end of the day, they are saying things that are important to us as Law Enforcement leaders, and we have to be compassionate and empathetic to their concerns.
