Front runners Hillary Clinton and donald trump hoping that pennsylvania will help them cement their new york victories, the democrats have 210 total delegates at stake. The republicans 71 delegates but 54 of the 74 unbound and up for great britains in a brokered convention. Hillary clinton will be in town for two events later today. Ted cruz is in hershey, pennsylvania. And Bernie Sanders was at penn state last night. The newly self controlled donald trump fresh from his smashing new york victory will be heading to indiana today and open primary state that could be pooi pivotal to his chances of avoiding a Convention Floor fight. Im joined with kristen welker, kelly odonnell, and halley jackson. Lets talk about ted cruz with a terrible night in new york. Reporter not great at all in new york, andrea. Not unexpected for the campaign but not going to be a good week moving forward either over the next seven days looking at donald trump polling. The question for cruz then becomes, what is his path forward . How does he see himself getting the republican nomination . I know this is a very empty room right now. They have sort of torn down the trappings of the rally but before they did, senator cruz was working the rope line shaking hands. We managed to get him a question about his path forward. Listen to his response here. Nobodys getting 1,237. Donald knows that. Were headed to a contested convention. And at a contested convention, the only way you become the republican nominee is to earn the support of a majority of the delegates elected by the people. The reason donald is so terrified and the reason why hes got so many of his media surrogates repeating the mantra that the race has to be over now is because he knows he cannot earn a majority of the delegates in cleveland. Reporter so, senator cruz there with really the most definitive answer we have heard yet about a contested convention in cleveland. A couple of weeks ago in midapril he talked about the odds of going to cleveland much, much higher. But now after the New York Primary and heading into the 26th and the northeast hes been very clear. He is now being clear about what it means come july when theyre in his view a contested convention. His campaign doesnt believe that donald trump gets to the 1,237 figure to see a potential success for cruz. I want to make another point, andrea. Senator cruz all but called on john kasich to drop out essentially for becoming mathematically impossible for the nomination essentially when kasich couldnt win out enough remaining delegates. I said hows this different . You are virtually impossible for cruz to get the nomination. Our calculations at needing ii remaining delegates and krutzs response is kasich simply not won enough states. Won his home state and lost more than 30 others basically. In cruzs mind, what he is saying, arguing, kasich should be the one to remove himself, he and donald trump are the only ones left. Cruz and trump are only ones left with a plausible path to the nomination. A lot of news coming out of pennsylvania today, andrea. A little bit of a drive but i think we have the better chocolate out here . You are in chocolate town. Were envious of you, too. There in hershey, pennsylvania. Hallie jackson. Kelly odonnell here. Kelly, the Republican National committee is meeting today in florida. And thats where its all coming together. Their argument that the rules are the rules and, you know, you have to get to 1,237 votes, delegate votes. Trump going big with his argument and really out talking them, out blasting them. And reince priebus. Last night, andrea, making more of the pitch to transition to being more president ial, perfectly timed before so many of the party minds are coming together to show a little of what he might be able to do there not referring to lying ted which he has done thousands of times. First time i heard him say senator cruz. Senator cruz, almost a tone of reverence and governor kasich. I think in florida theres an internal struggle. The rules have always been the rules but the rules not tested in this way in more than a generation. And so, trump has the math on his side. Has a lot of the Public Energy on his side. And john kasich is always talking about going to convention. Were now hearing a more definitive lean that way for ted cruz. So if at the convention they can somehow get through that first ballot, if he does not go in with a sufficient number, then it becomes that issue of on a second ballot, more freedom among those assigned as delegates and could that shake the balance . Trump anticipating that and talking about if i have the most votes, if i have the most support, i should be the nominee and to try to tamp down any idea that the vote earls intent could somehow be dismissed. And kristen welker, we were both at hillary headquarters last night. Hillary clinton most excited we have seen that crowd because new york was so important to her. And it was such a resounding, smashing victory. And afterwards, there was a briefing from jen palmari, the communications chief, using really tough language about Bernie Sanders. I mean, she and her speech wooing the sanders supporters, but boy, hes come after us, been destructive, bad for the party, bad for the future of and he has to decide what to do now. Thats two key points. Senator clinton, the supporters energized. They acknowledged and felt last night was a major turning point in the race because she practically put the race out of reach for senator sanders mathematically. In order for him to come back and win through a delegate system, he would have to wing every single state moving forward by double digits and so difficult for him to do and then in terms of jen palmiri, calling on senator sanders to tone down the rhetoric, essentially. That is what were going to hear from the Clinton Campaign. They feel as though its taking a toll on the favorability. Saw it drop 11 points from the last time the poll was taken and their argument, look, if she is the nominee, we need senator sanders supporters united behind her. She said that we are stronger when were united so i think thats what to expect moving forward and here in philadelphia, as well. A great place we are in fishtown, a great neighborhood revived and were right under the elevated and not far from the old ballpark at 21st and lehigh. A place i was born. I know, i know. Its your hometown. And yours, too. Kelly odonnell, thank you so much. Despite a big loss in new york, Bernie SandersCampaign Says there is still a shot at winning the nomination. A path forward. Campaign manager jeff weaver went to the big board with Steve Kornacki last night to prove they have a plan. Were going to go to the convention. It is extremely unlikely that either candidate will have the number of pledge delegates to get to this number. Right . It is an election an election determined by the super delegates. Joining me now from washington, ted he vine, Bernie Sanders top strategist and adviser. Your colleague jeff weaver saying theres a path and saying that this is going all the way to the convention. I read a quote from you on the Associated Press last night saying youd reevaluate after california. Which is it . I said well assess how to get to the goal of a pledge delegate lead after california. We lost more yesterday than i hoped we would. We have to make some more ground. We believe we can get there. Bernie sanders can win more pledge delegates by the time the voting is done and make a strong case as jeff was pointing out to the super delegates that Bernie Sanders should be the nominee of the party, earned the nomination and would be the strongest candidate in the general election. Given that the democrats vote proporti proportionally, no winner take all situation, do you have to win pennsylvania . Do you have to win california . I mean, how do you catch up 200plus lead that they have . Sure. Well, andrea, we have to win a lot of states and delegates. You know, certainly those states are key targets for us, california at the end. Pennsylvania next week. I think we have a good shot in california to win. Hillary clinton did well in new york and won an impressive victory and not a home state anymore. Well did to where Bernie Sanders message that this system is rigged, the Campaign Finance is holding a rigged system in place. Now, what about indiana and i mean, washington sit has not been apportioned yet. We have pickups there potentially. But are the must win states by large margins pennsylvania and indiana going into california . Listen, andrea. A lot of states going to win. I think jeff pointed them out last night. Oregon, for example, people start voting very soon. They have early voting there by mail is a state where i think we can have an impressive victory. I think in all the states of the region, many not until june, dakotas, for example, i think we can win. And new mexico where, you know, weve done better with latino voters in some states and we can do well there. I think we can win. I think theres a lot of states ahead to win and a lot of delegates to win in the states so were going to keep focused on the task at hand. The New York Times had a powerful editorial pointing out why its so important that Bernie Sanders continue to make the case to the voters and hes energizing the party. We saw it yesterday in the exit polls. Two thirds of the democrats said that this campaign was energizing the party. By the way, a plurality of voters, 46 , said the Clinton Campaign was the campaign being, you know, the one that was really making a negative case. You know . And thats in a state she won overwhelmingly. They should take a step back and restrain the rhetoric we heard from some of the spokes people last night. Lets have a debate on the real issues like college education, health care for all, like how the take on climate change, whether we should have a carbon tax. Thats the debate Bernie Sanders wants and i hope we get it from Hillary Clinton. Only 14 of those in the exit polls said that they definitely would not vote for her which is a fairly low number. 65 said they definitely would. And you had 20 say they probably would vote for her. So shes got a lot of support even among sanders supporters. In addition, she won across all groups. I mean, she didnt win the young people. Other than that, from black people, older people, women, she had a really broad based victory. She did. But it was an electorate that didnt allow independents to participate. A group where she does not do well. Pennsylvania is closed and connecticut and maryland. You have to wait until you get to indiana for another open primary to draw from independents. Its true but new york is closed but its very closed. They set the deadline for independents transferring to the Democratic Party months and months ago so i think we can do well in the states coming up. Some closed. Many like california allow independents to participate and i think well do better. Taking nothing away from secretary clinton episcopal victory yesterday. Winning a general election, she has to start winning independent voters and she has not demonstrated any capacity to win support of independents in open primaries. How about the fact that by 2 to 1 the voters yesterday feel she has a better chance of defeating donald trump than Bernie Sanders . They hear that from everyone who talks on television about being ahead. It is her home state. Listen. I think both trump and secretary clinton did well in their home states. They didnt do as well as Bernie Sanders did with 86 in vermont but they did well. And, you know, we recognize that. But i think as we move through the process we believe we can win a pledge delegate victory. We believe his message is powerful, more powerful than hers and pull the Democratic Party together, particularly around the issue of whether or not it has to continue to rely on special interest funding for campaigns and talk about and when all the voting is done see where we are and decide the course we need to take. And, ted, very briefly, any toning down of the rhetoric in acknowledgment of her fairly commanding lead . I hope they tone it down and judging by jen no. Your toning down of the sanders rhetoric. Listen. I mean, a lot of this is in response to the incoming. They Just Launched a gun ad on us. Okay . Well, i wanted to get you to respond first of all to ted devine and what hes been saying and what more importantly what jeff weaver was saying last night, about how theyre going all the way and a contested convention. Well, andrea, as you yourself mentioned earlier, the math is becoming pretty overwhelming for the Sanders Campaign. We welcome senator sanders in the race. We think the competition is good for the party. But it is hard to see at this point how it is possible for him to get a majority of the pledge delegates. Thats the goal that you just heard ted set. This is a shift in strategy on their part, what they have been talking about before and heard jeff weaver say last night, was that theyre going to try to win it with super delegates to tip the scales for them. That would be a pretty big migration of super delegates considering how big hillarys lead is with pledge delegates and, look, hillary is winning on all the measures. She has shes the only candidate running democrat or republican with over 10 million votes. The lead over senator sanders in the popular vote, over 2. 5 million. She leads with close to 240 pledge delegates and curious that senator Sanders Campaign would want to override the popular vote and the will of the people in that regard. So if they now want to make it a race for pledge delegates, we think thats a race we can win based on hillarys ability to keep winning this popular vote. What about what ted devine said which is you are the ones being negative, gone up with a negative ad on guns in connecticut today and that you need to tone down your rhetoric . Well, i think thats a little bit rich considering that it was the Sanders Campaign and sanders himself who just last week was saying hillarys not qualified, making outrageous and false claims about, you know, fundraising and so on. Look. The Sanders Campaign said they had to win new york. They said this was where they would turn the tide and take the lead in the campaign. That didnt happen. And if the Sanders Campaign wants to return to a debate on the issues, we welcome that. We felt like that was lacking in the new york campaign. We thought the tone did get over the top from the sanders camp and we welcome a debate on how we help americans afford health care, how we help young people afford college so if thats where the campaigns going to go we welcome that. Again, hillary is winning the popular vote. We think that we know that the voters are endorsing her positions on these issues so we think thats strong place for us in the campaign. Still, in our nbc news wall street journal poll 40 of sanders supporters had a negative view of clinton. As you showed earlier, andrea, the exit polls show that sanders supporters overwhelmingly support hillary, overwhelmingly plan to vote for hillary. You know, as were discussing, we are getting close to the point where there will be a clear presumptive nominee and the party will need to come together, and as hillary said, what unites us as democrats and supporters of clinton and sanders is far greater than anything that divides us and very little divides us so i think both camps are eager to unite behind the presumptive nominee and make sure were strong and take on donald trump and the republicans rye there any back channel conversations . Do you think if you do well in pennsylvania and in some of these other states on tuesday that you can actually nail this down and be the presumptive if not having it locked presumptive nominee after indiana on may 17th . Well, andrea, we are taking this one state at a time and focused on winning these contests, earning as many delegates as we can. And i think it will become clear who the presumptive nominee is relatively soon. We would hope after next tuesday. But, you know, i think at the point that happens democrats will come together. I dont think theres going to need to be a back channel. I think all of us are united in the importance of making sure that the white house remains in democratic hands. That we have a president who believes that Global Warming is real and wants to do something about it, focused on helping young people afford a college education, getting the minimum wage up again. There are so much that unites us. Im not concerned about the party coming together and i think we are close to that point. Robby mook, thanks again. Thank you so much, andrea. Breaking news today from michigan. Surrounding the flint water investigation. Three people now have been charged with criminal offenses for allegedly misleading regulators about the lead crisis, charges after a lengthy investigation into the crisis that exposed thousands of residents of flint to lead poisoning in the water. Michigan Governor Rick Snyder under fire for the handling of the crisis pledged to drink the specially filtered water from flint for a month. Heres how flints mayor responded to this. If the governor really wanted to know what its like to deal with the situation were in, then instead of saying hes going to drink filtered water for 30 days, he needs to come and stay here for 30 days. Joining me now is nbcs Stephanie Gosk in flint has been covering this from the beginning. What are the charges . Whos been charged . Whats the prospect for the investigations Going Forward . Reporter well, andrea, its a long laundry list, actually. There are three officials charged right now. You have two officials from the States Department of Environmental Quality and you have one official here from flint, the utilities administrator and among the charges that they all face, tampering with evidence. The state officials also face a misconduct in office and for each of the felonies it could be muches four to five years in prison and fines between 5,000 and 10,000. Now, the real heart of this issue here in flint and these criminal charges is the fateful decision not to use whats called Corrosion Control making the water switch. If they used the chemicals the lead would not have been leeched out of the pipes, at least not to the degree it was and we might not even be talking about this today. One of the state officials is accused of willfully misleading the epa and telling the epa in february of last year that those Corrosion Controls were actually in place. The other state official is accused of ignoring warnings from the city official that the city was not ready to make this switch to the flint river but made the switch anyway. All very serious charges. These are things that people, residents, here in flint have been clamoring for, they have wanted criminal charges and today theyre getting them. Andrea . President obama who arrived in saudi arabia earlier today to meet with king solomon in hydra ma between the saudis and the white house. It is over so many issues, iran nuclear deal, a deal with their arch rival in the region, the president s failure to attack the assad regime in syria over chemical weapons and the saudis have long distrusted mr. Obama after he once referred to them as, quote, socalled allies. Now more friction over the legislation to let the 9 11 families sue the saudis for damages over the longsuspected involvement in the terror attacks based partly on 28 classified pages of a congressional report examining the saudi role. Joining me is congressman adam schiff. You have ofly read the 28 pages, congressman schiff. What can we draw from that . Still classified. Should they be released . What do we know about the saudi role . Andrea, they should be released and the speculation about what they contain is more damaging than, in fact, the contents of the 28 pages. 28 pages were produced by the joint inquiry by the congress after 9 11. Looking at what role the saudis or saudi government may have played in 9 11. It is a set of allegations more than it is a set of proof and the 9 11 commission thereafter looked into the allegations. They werent able to substantiate them but i think the mystery about whens contained in the 28 pages is really the most damaging and i dont see any reason why they cant be redacted to preserve sources and methods but released by and large to the public. The chairman of the 9 11 commission, the executive director rather, said they shouldnt be released because the 28 pages includes as youve just said unverified fbi and other information. So, its like a big data dump that hasnt been properly analyzed or vetted. Couldnt it make things worse . It has been analyzed and vetted, though. In the sense that the 9 11 commission locked into this. It was not able to substantiate it. As long as we present the public with the facts that these are allegations, theyre not proofs, and that when we did look into it, we werent able to corroborate it, i think its important to get the information out there and i dont think that the sensitivity of of a Foreign Government ought to stand in the way when we can protect methods and sources from the release of this information. I think its in our interest, the saudis often felt it was in their interest to have the 28 pages published and i think thats what we ought to do. What about the fact that the saudis threatened to dump more than 750 billion in u. S. Treasuries, basically dump u. S. Assets to hurt our economy if legislation favored by the 9 11 families is passed which would strip the saudis of immunity to be sued for damages for their alleged involvement in 9 11 . Well, its an economic matter, i think the saudis would be unlikely to fall through on the threat. It would undoubtedly, though, affect the u. S. Saudi relationship and the bigger issue an i can well understand the value of allowing the 9 11 families to seek compensation but the bigger issue i think may be well whether it opens up to other countries seeking compensation from the United States. With this, for example, open up claims by iraq, my afghanistan, against the United States people who lost Family Members in those wars to seek compensation from this United States . So we really need to think through the consequences, the downstream consequences, of this because i think we all favor allowing those 9 11 victims to, you know, follow the responsibility trail wherever it leads and seek compensation but we also have to be concerned about when we remove the immunity shield of Foreign Governments enjoy and also means they may remove the immunity shield that protects the u. S. From liability that the citizens bring against us. But bottom line, the 9 11 commission language clearing the saudis was really very lawyerly. They say not at the senior level of the saudi government. Doesnt this leave a big hole for the possibility that saudi officials or members of the royal family were financing these hijackers while they lived in san diego and elsewhere under cover . Well, i think the difficulty is this. You had saudi money going to al qaeda. Saudi money going to fuel a lot of terrorism. You have saudi support for these wahabi schools. And its not hard even with that being the basis of a case to say that saudi arabia bares a responsibility for terrorism so you can make i think a legal case even if you cant prove that this particular saudi minister or this saudi royal Family Member was directly implicated in the plot and there is i think lies the challenge. There are certainly indications of saudi money going. The question is, was this knowing to a highranking people within the royal family or the government . Those allegations have never been able to be corroborated or confirmed. And i think thats where the debate really is between a knowing level of support and the fact that through a lot of Saudi Charities money made its way from saudi arabia into the coffers of al qaeda and other terrorist organizations. She does have a challenge. I think shes still favored for a variety of reasons. Right. But shes clearly underwater. Shes not trusted. Or particularly liked. If trump goes on to get the republican nomination, and she closes it out and looks like she is going to do, it would be an interesting contest, like whom do you like the least . Whom do you dislike the least. Yeah. We have double negatives in there. A lot of double negatives going on. Never had frontrunners for the nomination this unpopular and ann, you have spent time on the road with me, covering Hillary Clinton. She was in new york, a must win but it was such a big win for her over Bernie Sanders. And now you have duelling arguments. On the it down. You first. I dont see any sign that this thing is going to resolve itself any time soon. Andrea, i think you are right. There really is little reason at this point for Bernie Sanders to stand down or even to tone it down although hes under some Democratic Party pressure to do so. He is really uniquely positioned to withstand that pressure. Hes not an actual elected member of the Democratic Party and isnt beholden to it in the same way that Hillary Clinton or elected democrats around the country are. And he has a movement on his hands and behind him that he wants to sustain. That said, the results in new york last night are sobering for Bernie Sanders. Bode very well for her give her momentum going into pennsylvania and maryland and expected to do well next tuesday when a lot of delegates, even if he picks up one or more of the other northeastern states that vote tuesday. And, chris, Hillary Clinton is going to be campaigning with eric holder here very shortly. A lot of focus on that 1994 crime bill. The way bill clinton and week and a half ago dealt with some protesters against the crime bill, the sentencing provisions and her having referred to some of the crack dealers as super predators back then. A lot of it taken out of context and not well explained by the administration has to how many of the congressional black caucuses voted for the crime bill, what the situation was, the fact that the violence against women bill, the assault weapon ban were in there. Im not still heard a really good explanation from either clinton that doesnt sound defensive pi. Well, remember, andrea, why is it so important . Because for Hillary Clinton to win pennsylvania, she needs a massive showing in philadelphia proper as well as with the black community. Across the state but particularly in philadelphia. So we saw that in new york. And i think shes trying to replicate Something Like that again. Really wanting to nip in the bud what bubbled up last week with bill clinton, the crime bill, the back and forth with the black lives Matter Movement because thats essential to her. She has people like ed rendell who know former mayor of philadelphia, former governor of pennsylvania to turn out the bloc in pennsylvania. Shes likely i would say to lose in a number of the loss pop rated counties in the center of the state to Bernie Sanders but if she can keep that philadelphia base whole, she should be just fine. And, tom, the monmouth poll now showing that among democrats at least, trump would get clobbered if he is the nominee by Hillary Clinton. Oh, it would be an epic disaster. It would be like Something Like 8111. Yeah. Its not republicans in pennsylvania are very scared. Very scared. I mean, the ones that are called the establishment, the ones that trump says are out to get him. You know . Theyre afraid for holding the party together. Does kasich have any leverage here claiming it as a home state . I think a little bit. Not huge. He does have some tv spillover from the western ohio markets but really, he his biggest backers are a lot of the county chairs and activists here, you know, mainstream republican activists in suburban philadelphia and believe with some evidence to match up the best against hillary of any of the three left. Mark mazetti joins me now. You broke the story that the saudis threatening to sell off u. S. Assets if the Senate Passed legislation that would hold them potentially liable for 9 11. Where does this stand now . The bill is going through the senate. Its got a lot of support, republican and democratic support. Theres a lot of mash nations in the white house. And then, obviously, going to the house and ultimately get signed by president obama or vetoed. The white house is threatened to veto. So theres still a long way to go with the bill but i think it shows really for the first time you see Congress Looking hard at the u. S. Saudi alliance, both republicans and democrats. And not sort of accepting it as this just given that the United States will back saudi arabia whatever it does. So i think thats why its an interesting moment in this alliance. Isnt it unprecedented that you would have the Saudi Foreign minister threatening to dump u. S. Treasuries, 750plus billion dollars. Maybe its an idle threat but its so in your face. Thats not the way the saudis ever operated before. No. To be sure, theyre certainly couching it not as a direct threat but more as a protective measure. We have to protect our interests. We might be forced to sell the assets because they might get frozen in american courts and we cant risk that. So but its a threat by any other definition, right . They might theyre saying they might have to do this and it would have an impact on the economy. How big an impact is really a question. So youre right to have the Saudi Foreign minister tell not only Administration Officials but congressionals, lawmakers, its a really big deal an it kind of shows how much tension is escalated in this relationship. On a whole number of issues. Now, what about the bottom line . Where do you come down on the saudi vomit . Because the 9 11 report written in a lawyerly way. Does your reporting support the fact that there was some level of saudi involvement some level of the saudi government in 9 11 . Yeah. I think that its impossible to draw any real con clougss at moment, even 15 years after. As you said, the 9 11 Commission Said that there was no official saudi policy of support. No highlevel saudi support and left open the possibility of saudi individuals, saudi princes, other officials helping the plotters. This you know, 28 pages that are yet to be declassified of a different report certainly is going to leave some tantalizing clues about saudi involvement. And then its going to be something that people are going to still follow. I think its hard to imagine that the saudi government had a policy of helping and might be something there.
