Lets talk about those interviews, first with the sykes guy. He called into sykes radio show with confidence today, and one of the first questions sykes asked him is, why are you calling in here . Do you know that i have been staunchly for this never Trump Campaign. Hes not a protrump guy. Hes been adamantly against him on his radio show. Trump did not know that, so its unclear if trump was just saying that or he really didnt know that he was walking into a bit of a lions den a hostile a reason a. A hostile arena. But wisconsin is a state he needs to take. He is split with wisconsin with ted cruz. He needs to get some media in wisconsin with radio shows that are popular there. Still, trump tried to apologize for this nasty infighting between he and ted cruz. That did not work. Heres how sykes described the interview. I failed miserably in getting him to apologize, and i suggested to him, hey, if you want to kick off your campaign in wisconsin, understand how important civility and decency is. Understand you have a problem with conservative women who will vote in big numbers next tuesday in the republican primary. And he just didnt want to do it. He didnt want to do it. He doesnt generally apologize. He hasnt admitted to apologizing for what, at least. He said hes got to apologize to me first because he started it. He says ted cruz started it. Theres been no true confirmation. This has been a Cruz Superpac that started it. Its a antitrump superpac. Its not associated with ted cruz. Make america awesomawesome . Make america awesome, yes. Ted cruz and his campaign are pointing to, look, donald trump has a lot of ties to the enquirer, this is something his campaign placed. The Trump Campaign is denying that completely. And the issue trump has with louisiana is what . He won that state, and he and cruz got the same amount of delegates, 18 delegates. Since then Trumps Campaign have sought out delegates in that state and those referred to as zombie delegates. They are marco rubios delegates. They were able to convince those delegates to go to the ted Cruz Campaign to vote for them, and donald trump is now saying thats completely unfair, i won that state outright, there is no reason why ted cruz should ultimately be getting more delegates than i am. Now hes starting a suit. Remember, hes threatened suits a lot in the past. So far there is no indication he is actually going to file the suit against the crc in louisiana. Thank you. Lets talk about whats happening first. This crowd is all waiting to see ted cruz pull up to this restaurant in altoona, wisconsin. Its basically due east from minneapolis. Were expecting his bus where he is barnstorming the state today. This is part of the ted cruzs strategy on the ground here, to come here and try to mobilize any congressional districts to beat donald trump and strip delegates away from him. You talked about whats been happening in louisiana. The Cruz Campaign response would be something essentially like, hey, theyre playing by the rules. You heard that from the louisiana gop head that told the cnc that the rules were followed. Barry bennett, one of the folks advising the Trump Campaign said trump is planning to challenge those louisiana results, but this is something that could potentially play out as the Cruz Campaign focuses very intently on delegate strategy. Not just winning states like wisconsin here and picking up delegates in states to come, but looking back at states that have already voted and held caucuses and making sure their slates are strong. When you look at the polling, you can see trump has a low favorability rating here in wisconsin, which is why some of his critics think this could be a pivotal place to try to slow trumps momentum. That said, trump still holds a lot of popularity, a lot of sway in the northern and western part of the state, which is why wisconsin is such a battleground. Guess who is not concede ting t state . John kasich who is campaigning here, too. We have 2 republican delegates at stake here. We had some interesting news in the last hour about the campaign of john kasich pulling ads in parts of wisconsin. What else can you tell us . Reporter well, those are radio ads, thomas, and its about half a dozen stations that got the word that backers for john kasichs campaign who make those decisions want to pull those ads. We talked to the campaign. They said theyre reallocating the money for those ads to other places where they think they can perform better. Theyre not giving us the specifics of exactly where in wisconsin they would add those additional radio spots, but theyre also saying theyre looking ahead to new york and pennsylvania. Governor kasich is behind me here doing a town hall meeting, and we have noticed one thing that is a bit different. He is speaking a little bit more expansively on some of the issues related to terrorism, referencing what happened in brussels. We have one clip we want to share with you of something he said about this just a short time ago. The infitisimal number of muslims in this world, how do you think they feel like what happened in brussels or paris . How do you think they felt yesterday when they blew up all those women and children in pakistan . How do you think most muslims feel about that . Do you ever think about that . They think its as horrible as we think it is. So you have this Early Morning system when we suspect it and see it reporter so hes talking about issues that relate to whats in the news and also taking a shot not by name at both donald trump and ted cruz, hitting some of their policies on issues that relate to trump talking about keeping muslims from coming into the country, and on ted cruzs policies related to the middle east where governor kasich said one guy wants to make the sands glow. Thats a reference to cruz talking about carpet bombing, in discriminaskri indiscriminate bombing on muslims in the united states. We talked about the radio ads. That is the sign of a campaign struggling, although its also fair to say they have to make decisions on the way and get money in other places. This is a challenge for john kasi kasich. Hes trying to demonstrate a relevance in a campaign where hes been behind, behind, behind. He is getting a good sort of response here in wisconsin. They knew the west coast is sanders country and there is still some western states to vote, but the critical battles will be the northeast and, of course, wisconsin. His senior airdes held a press Conference Call with reporters, kind of outlining what their strategy is. They do know its a relatively narrow path for them, but they do see new york in particular as a key place where they can compete. They say their data shows that race is in a place thats better for them than even in some of the states they won previously. They also acknowledged, interestingly, i thought, that neither candidate in their view is going to win the nomination, get a majority of the delegates, and have that majority made up all of pledged delegates. So an acknowledgment that they might have to rely on some superdelegates, that strategy unfolding. Thats been a bone of contention because sanders himself, many supporters, drew these superdelegates as a nonsupportive part of this fight. Two headlines today that are troubling for the clinton campaign. First the reporting that its moving into her private email serv server, her top aide moving into this process. President clinton looks barred to sitting down with prosecutors, because it indicates investigators are nearing their end and it sthoez. It doesnt seem that this investigation is moving toward criminal charges. A Washington Post report that indicates that she and her aides at plout loud. It has nothing to do with per private email server but it does have to do with judgment again. Theres nothing new in this reporting that we. One, for the past week, belgians did feel there were inroads being made on the investigation given this man, faycal cheffou, was arrested over the weekend for serious crimes of terrorism, and threatening terrorism. It was found this morning they didnt have evidence to keep him, and it was a judge that decided because of a lack of evidence he could no longer remain in detention. Surprisingly as well, police came out with that appeal saying they are still looking for the man in the white jacket, dark hat. That was also a surprise because Belgian Police were reporting he was, in fact, the man they had in custody. There were continued raids overnight in various parts of the country. Nine people were detained, nine people were released, four are still in custody, including three that have been charged with participating in a terrorist organization. Its not clear if they are at all associated with what happened here last tuesday, but it does give you a sense that the Investigation Continues despite this setback today. I think people of wisconsin focusing on the final five, the three republicans, the two democrats. On the republican side, it is going to be interesting. You mentioned john kasich. He said last week in wisconsin, if he drops out, donald trump will be the nominee. Just within the last hour, thomas, we have learned and confirmed that the Kasich Campaign are sort of reallocating resources in the state. They are going off the air on radio and tv and shifting to sort of the outstate area. Thats where they think their strength is. Trump has yet to be on the ground. He will be here tuesday in jamesville. Ted cruz has already been here, and the poll suggests its going to be a battle between ted cruz and donald trump. Were waiting for the Gold Standard in the polls out here, the mark larroquete poll. That comes out wednesday. Is that a red flag to you about a worried campaign for what wisconsin means . I think its a realistic assessment. I think the Kasich Campaign and the Cruz Campaign recognize that this is not about them winning the nomination, because theyre not. It is about depriving donald trump of enough delegates to reach 1237 majority. So its a divide and conquer strategy. There are certain areas of the state where john kasich may be able to take one of the congressional districts, and ted cruz will probably be stronger in the fox river valley, the suburban milwaukee districts, the rural districts outside madison that will determine the statewide winner and all the atlarge delegates. So we have over a week to go, charles. So governor walker, is he expected to endorse . He says hes going to endorse. He sounds a lot like he likes ted cruz, but he also says hes a friend of john kasich. So were waiting to see where he decides he will put his endorsement behind. Keep in mind, donald trump tomorrow will be here in two interesting areas. Hes going to paul ryans home turf of jaynesville, and that is an area of big labor and a lot of concerns there about jobs, unions, trade policy. Then hes going up to green bay on wednesday, another big area of concern with jobs and trade. So hes going to areas where he thinks he can hold his strength. But when you look at the state of wisconsin, we are very conservative. We have a conservative governor, a conservative legislature, a conservative high court. You would think this state would be made for people like john kasich and ted cruz. We talked to barry been necessity for donald Trumps Campaign, and he talked about cnc rules, how they wont impact the delegate counts. Heres the race that alaska is having. The rnc rules says you have to have delegates in eight states to be nominated. Cruz won a majority of the delegates, but after they were reallocated, they got two, we got one. Its now a tie, so its not a 40 b1 victory. I think hes down to 44 now. Are you saying with reference to alaska and some of these other states that cruz should not be on the ballot in cleveland . If he doesnt win the majority of delegates in eight states, the rules of the Republican Committee eliminate him from even being nominated. What do you make of that and the fact that donald trump is planning to sue louisiana over its delegate allocation . The rule that he is citing is a rule that was passed for the 2012 convention. They dont carry over to 2016 in the sense that the 2016 will have to pass its own rules, including the number of staltes. I think there is a lot of Supreme Court precedence that allows Political Parties to choose their nomination process, and the nomination process for this time allows what ted cruz did in louisiana. Thats not to say that donald trump might not have a credentials challenge against those delegates at the convention if he can win enough delegates in the states to actually control the committee. Grassley took a political swipe in a political article published a few moments ago saying, quote, with all the troubles shes getting on email and the fbi will want to question her, i would think she would want to change the tone of her campaign. The New York Times are stating that they are in the process of setting up interviews with longtime clinton aides, and the Washington Post, that clinton aides warned security warnings. Joel, its good to have you with me. The Washington Post, thats pretty alarming as people get down to the nittygritty and read that. 64 believe they have a trust issue when it comes to Hillary Clinton. Does the fbi investigation suggest that Hillary Clinton was acting with political entitlement or just with bad judgment . Secretary clinton has addressed this. The Washington Post had absolutely no new ground in there. The New York Times story, secretary clinton has encouraged everybody who was involved in her emails and servers to answer questions honestly, and she said she would do that. Its not new ground here. Its not new ground, but its a reminder of the issues that go along with using an unsecure blackberry, never having a personal computer assigned, never having an email address at dot. Gov or never being able to receive classified information. If a military officer did this and was Proven Guilty of transferring military information or classified information via unsecured systems, what do you think would happen . I think first of all the record has been very clear that nothing could be and was transmitted via email that was classified. There has been a lot of retroactive classification. Theyve been doing that to emails colin powell sent, that condoleezza rices state department sent. This is old territory and the investigation is ongoing. Secretary clinton has admitted that the use of personal email was not the best judgment, and shes encouraged everybody to answer questions and she wants to cooperate in that review to bring this to closure. As for what youre really asking, weve been going through over 30 states so far competing. Voters are making their decisions on the issues as we debate those each day. Shes got more votes than anybody on either side of these primaries. I think theyre making a decision about which one of these people is really going to make a difference in my life going forward, because thats what they want in the next president. As we look at the map moving forward, as these headlines are circling over here, and saying she will be interviewed by the fbi, something you say she wants to do, Bernie Sanders is remaining competitive. Is there going to be a debate . He would like to see a debate before the new york primary. Do you think thats going to happen . Senator sanders made up some ground this last weekend just like we gained a lot of ground the previous weekend. There are a lot of delegates to be decided in the month of april, particularly between april 19 and april 26. There are over 600 pledge delegates. We have a demanding lead, almost irreversible from senator Sanders Point of view. He does not have a path to overcome that lead. But we have contests coming up before we get to new york, which is what hes talking about. We have wisconsin coming up, weve got wyoming. As you see, minimal staff, only one person onsite right now trying to move those barricades into place that we see in this tighter shot. The Capitol Police locking down the capitol complex due to a potential security threat. Nobody is going to be allowed to enter or exit currently. Reporter yeah. Thomas, im in the Senate Office building which is part of the complex and i just heard the announcement going over the p. A. Saying shelter in place, nobody allowed outside. An email went out to capitol hill staff a few moments ago that said u. S. Capitol police are locking down the entire u. S. Capitol complex due to a potential security threat. Nobody will be allowed to enter or exit the buildings. You may move around within the buildings and underground and between the buildings if you are inside. That went out from a bulletin on the internal house sent to email systems. Right now from my Vantage Point of a window, i see a lot of Police Activity centered around the capitol business center. This is an area of tourists who wish to take a tour of the capitol go to the rotunda, see the statues, this is where they enter in from. Its directly from the center of the capitol underground. If you are looking at the Capitol Building and the center steps, its directly underground there. From my Vantage Point, i see Capitol Police officers, some with guns drawn, others sort of standing around. I saw two fire trucks go that way. Tons and tons of police cars, and the roads around the capitol, from my Vantage Point, both independence avenue and constitution avenue, are shut down, which would lead us to believe there is some type of situation thats been ongoing. Earlier today, thomas, there were some drills that routinely take place, but those were very publicly announced as drills. That is why folks are taking this one seriously, not only because of the shelter in place warning over the p. A. But because of the massive Police Activity to close the surrounding blocks. Havent heard anything else. Some of my colleagues are reporting that tourists who were outside were told to stay away from the capitol, try to cut down on foot traffic, but thats what we know right now, thomas. So the schedule as we look at the calendar, its in recess right now but the senate returning april 4, house returning april 12, right, luke . Yes. This is a very quiet break. This is the easter break, sort of spring break that Congress Goes into every year. We did a few reports on your area, thomas, and it was about judge garland, this important nominee meeting, senators cardin and donnelly were here early on in the day, but most of congress are away and most of the staff uses this week to take a vacation because theres not much action going on. So its certainly less people working here at the building today than on an average workday, but ill remind you this is the Cherry Blossom season here in washington, d. C. , its the height of when the tourist onslaught comes through, and we have seen a real notice and uptick in tourist traffic over the last few weeks, a lot of high schools and such that come through the capitol this time of year. So typically, when you talk about the fact they did a runthrough, you said a dry run just for precautionary measures. How often do you typically hear something from the p. A. , luke, when youre at work and you have to follow the orders knowing that this is not a drill . Its rare. Its very rare. And if it is to go over the p. A. , almost always the p. A. Will say, this is a drill. In this case that did not happen. I can also just tell you from my Vantage Point, from what i can see peering through the trees, there is at least 15 to 20 Law Enforcement vehicles. So that leads me to believe that its more than a drill, and also just the heightened sense of, i would guess, nervousness around here with staffers. You dont see many walking about, actually. Im in the Office Building in russell and i can tell you there is nobody in the hallways. Most people are standing in their offices having been directed to shelter in place. Even though they said walking to and from the buildings are okay. Not many people are following that, theyre really just staying where they are which leads me to believe something on the serious side is probably going on. Any of those servers youre on direct email, have you gotten any updates . As of now, no. Ive been periodically checking them. Thats the system Capitol Police use. Ordinarily its sent out for something like, there is a suspicious package, avoid the area. And most of those since ive been here in seven years it turns out to be someone accidentally left a bag or there is a piece of garbage or something of that nature. Im just getting in my ear that there was a senate email sent out that reportedly gunshots were heard in the cnc of the u. S. Capitol building. That would confirm what folks have heard around the vicinity of the capitol business center. I did not myself hear gunshots, but if that was, in fact, what went down, that would certainly constitute the response that has occurred. From my Vantage Point, thomas okay, is that an ambulance . Yes, okay. We are now seeing an ambulance leave in front of the capitol. It is getting a police escort. Are we up on that stretch . See if we have a shot of this so you can see it sooner rather than later, but it looks like an ambulance is leaving the capitol complex, and that was there it arrived about 15 minutes ago. So presumably, something is going on with that. Information, though, is slow to get around. Well have to shelter in place for a time. Thats where we are at this point right now as the ambulance pulls out of the capitol. If you just joined us right now, we got word moments ago there was a shelter in place order as the u. S. Capitol was put on lockdown asking people to shelter in place. They were not allowing people in. Now we have an email going around informing people there were gunshots heard at the u. S. Capitol on the cvc. How close is that to you, the Visitors Center . The cvc is directly connected to where i am from the Russell Center Office Building underground by a series of tunnels. For me its literally about a fiveminute walk. If i were to go outside, its probably about 200 yards from where i am, and its a massive complex underneath the capitol. Ill give you an idea of what its like when you walk in there. There is a security perimeter in the cvc.
