So far, this man has not been identified. Authorities say the other two seen here were suicide bombers. The man on the left is now identified as najim laachraoui. He was already wanted in connection with last years paris attacks and believed to be an accomplice of salah abdeslam, the paris attacker arrested last week. The man in the middle is identified as ibrahim el bakraoui. He was familiar with police because of a long and violent criminal record and he was actually, we learned, deported by turkey last june when he was caught at turkeys border with syria. Authorities say his younger brother, 27yearold Khalid El Bakraoui was responsible for detonating the suicide bomb on the subway train. Both brothers helped facilitate the paris attacks and now an expert is telling msnbc news today the brothers spied on a top nuclear researcher and hoped to build a socalled dirty bomb. We also learn they were almost captured in a raid last week where police recovered a number of weapons. In the meantime, the people of brussels pause as the city observed another solemn moment of silence to honor the victims of tuesdays attacks. 31 People Killed and 300 injured. So much of this intelligence being gathered is in like neighborhoods that youre standing in right now. A key part of this investigation. Reporter yeah, absolutely. This is part of the problem but its also part of the solution. Neighborhoods like this. This is what officials will tell you and its even local residents. We spent the better part of a day here, not too far here from one of the things that one of the local residents was telling me is that it was not the doors at the mosque and recruiters giving out pamphlets that would stop going to the mosque because of guilt by association that has become so prominent in communities like this. When you talk to residents, they acknowledge that there is a problem. They will tell you that this has nothing to do with their religion but really whats at the core are key problems. They will tell you, socioeconomic disenfranchisement and racism in the sense that young people here of north african descent can cannot get jobs and opportunities elsewhere and that leaves them vulnerable to recruitment. I spoke to one guy, a moroccan immigrant to this country who works at the Brussels Airport that was attacked and he was telling me that he is concerned about going back to work when the airport reopens because he feels his colleagues are going to be looking at him with suspicions and thats an example of what is happening across this country as a result of this attack. Yes, we are seeing signs of community and feel more insular and isolated. Officials need the help of residents in communities like this in order to tackle radicalization. We know that the bakraoui brothers and others who have spent some time in molenbeek were able to hide within the community making it difficult for authorities or police or investigators to track or even find out where they are. Thats how abdeslam evaded capture for four months. Theres a clear problem. The communities recognize it. Theres still a wide gap. Nobody has a clear understanding of the best way to try and solve this particular problem that is going to be critical, not just for this investigation but to prevent other types of terrorist attacks that have taken place both in paris and brussels. The state department has confirmed there are about a dozen injured americans. Also a number of people still unaccounted for. They also told us that some u. S. Government employees and family members were unaccounted for. People are going to hospitals. As you mentioned, some people are coming back here to belgium to try to find people. Loved ones, of course, are holding out hope and they are doing their very best to try not to fear the worst just an hour before the first blast, emily had spoken to her belgian boyfriend headed to the airport to visit her in georgia. Bart told me that he would get in touch with me every step of the way. His last words on the phone call was that i love you. Reporter no one has heard from him since. So im a lucky one. Now, tamron, that picture of sebastian in the airport, i want to let you know, i spoke with the photographer who took that last night. She was at the airport and in those moments just after the bombing she said she just felt she had to start documenting what was happening. Im not a doctor, i couldnt help people but im a journalist and i could let people know what had happened. That photo was published. She had no idea who sebastian was. Shes hoping she can connect with him and is glad that her photos allowed others to know that their loved ones were okay. Erica, give us some information about how the information is being given to family members. Were focused on this manhunt, rightfully so, that the terrorist could strike again. If you have a loved one and youre trying to get in touch with them or locate them, that doesnt ease a persons pain or frustration and in looking for their loved one. Reporter it does complicate things if someone was supposed to be a flight, they were supposed to check initially with the airline. They eventually moved people out so they could account for people and get people out of harms way, as you can imagine. There are different hospitals treating people. We spoke to a doctor at the hospital. Hes an intensive care doctor and he treated six americans, that one of them he expected to be released within the next week or ten days from the hospital. Understandably, we cant get quite as much information because we are not the family so obviously privacy concerns here as well as we know them well in the u. S. With hipaa laws and a lot of people are doing just that, going to the hospital and making phone calls. Weve heard from people who were unaccounted for, that their family members are making their way to belgium because they want to do some of the legwork themselves on the ground. Its a lot of sometimes its a lot of legwork and phone calls as they are trying to piece all of this together and the authorities, too, are still trying to piece certain aspects of it together. The airport remains closed tomorrow. Not only because of the damage there and safety concerns but also because its a crime scene. So they have to work through all of that as well, tamron. And i cannot ignore the fact that you hear the people singing beautifully together, it sounds like they are singing stand by me. The community and what has happened in brussels, communities anxious about what will happen and some of the suspects in both the paris and brussels attacks do call this the mayor of home and did you know that they were under your nose for the last four months . Well, they were very well organized. Reporter but did you hear anything . Did you hear anyone saying that these people were living here . No. Absolutely nothing. Reporter so there was this list of 80 names of people who live in your neighborhood with suspects and ties to terrorism. Do you think the police are doing enough . I think they do their best but its the radical movement. Reporter have you identified anyone who you link to terrorism. But the investigation is a duty, a responsibility of the federal police, not of the local police. Reporter and are they doing enough to put a stop to it . Well, they do what they can. Reporter with abdeslam, the main terrorist in the paris attacks, did you get a feeling that he could come out and walk around and go to the market . Would people protect him . No, i dont think so. And thats where the authorities find him, abdeslams mom lives right around here . Yes. Yes. Reporter have you spoken with her . No. No. They live here just in the front of the house. I was alone standing in front of the Ticket Office and awaiting for a call and then in the very moment, very close to me, there was a first explosion and there was gas and smoke within seconds. As you told your viewers in three or four seconds there was a second blast, an explosion and we could not see anything around us and i rang and in the airport there was a passport photo booth, you know, the it was a shelter for me for two meetings and i was standing there with a woman. There was a place for her, also. So i told her, i said, come with me, come with me. Lets be there for some time. And when we realized that we can go outside, first what i saw was a woman in the yellow jacket, this photo which you know. Today, her relatives are arriving in brussels. I want very much to meet with them and im sure and i hope very much that everything will be okay with her. The second what i saw was the guy on the floor and as i know today, hes a basketball player. Yes. Hes also hes also in the hospital and under operation and i asked belgian tv, my colleagues from belgian tv to connect me with him. I also want to speak with him. I had less than a minute to take photos and then the evacuation had started and armed soldiers forced us to leave the territory. In that short period of time, ketevan, you were able to capture images. Sebastians family, the basketball player, only learned about him after they saw your photo. Yes. I read the article by usa today and i was happy to read and to know that i helped someone far away from brussels in mumbai and they recognized by my photo that his sister was alive and at the airport and just now a few minutes ago i was sitting here in front of the Stock Exchange and someone came and told me that his that he knows this photo and he knows this guy. Hes in the hospital but hes a 21 years old and everything is okay with him and i was also very, very happy to hear the news about him. Appearing on this network earlier, senator lindsey graham, a ted cruz supporter, appeared disconcerted with ted cruzs proposal to secure and patrol muslim neighborhoods before they become radicalized. I dont know what he means by that. If it means that were going to put surveillance on every muslim in the country, thats a bad idea. If were going to have a better relationship with the muslims to get better intelligence, thats different for you. Let me make this easy for you. Should he have seen said it. Ted cruz has to speak for himself but we need a better relationship with the Muslim Community in america but that has nothing to do with destroying isil. Senator cruzs comments drew strong reaction from president obama who was in buenos aires. Picking up on what senator cruz had to say, he named mayor de blasio, president obama and Hillary Clinton. He did not name new york citys Police Commissioner bill brat tbratton who had the strongest words towards senator cruz. It was bratton who brought up the fact that the Associated Press and others revealed that the nypd unit, that went in to muslim communities, it was reported in six years of spying real estate eavesdropping, not one bit of information was generated or led or triggered a terrorism investigation. Sure. The proposal that senator cruz is making i think would be rejected wholeheartedly by Law Enforcement officials to put a whole community under surveillance, a whole neighborhood under surveillance. That wont work. Well probably have to wait seven months to have an intelligent, nonpolitical or as apolitical conversation as we can about how to protect the country. It seems now thats not going to happen. You know, its interesting. Obviously the rhetoric and weve seen everything from attacking each others wives and other incendiary comments. You have testimony from the new york assistant chief at the time acknowledging in court that after again six years no information, no substantive information was generated by this program and yet you have senator cruz willing to ignore the facts in this case, it seems. Well, it sounds like hes going even more broad. It sounds like hes making terrorism akin to gangs and they should double down on the km communities and he hasnt been specific about that. Certainly we have an antiterrorism unit but were going to have to strike an equilibrium here going forward. Obviously putting any neighborhood under surveillance will spar radicalization. So thats counterproductive. The police in the uk have a long history of this and they understand if you put people under suspicion because of their National Origin or religion, you are going to drive them into the worst elements. Thoo these are real issues and europe is really wrestling with this. In the uk, they make one terrorism arrest every day. Were going to have to recon with it but obviously profiling people based on religion is a bad strategy and putting the police there will denigrate the work that they do. Were trying to encourage them. The conversations the last couple of years is to get the cops to see the content of their crash and not to judge them by their National Origin, religion or race. And you brought up the tact that senator cruz relates this to neighborhood policing, for example, with gang members and areas with high crime. Why is that not a fair why is that a false equivalence for senator cruz to make . 3. 3 million muslims, a very diverse community, speak different languages. You have to find who muslims are and where they live. They dont Wear Clothing to tell you who they are. And then it sounds as though he is suggesting perhaps field interrogation or Something Like that, which is something you would use against identified, known criminal gang members. You can just imagine how much that would alienate a lawabiding Muslim Americans to be targeted as a group and what a gift this would be to isis and those trying to harm us. It was actually from an antitrump super pac called make america awesome. Cruz has denied any involvement with the ad. Cruz responded on twitter reading, quote, donald, real men dont attack women. Heidi is the love of my life. Before we talk about this, lets talk about wisconsin. The antitrump movement has to really take a stand . Reporter absolutely, tamron. So technically, if you talk realistically, the movement has until april to have their last shot at trying to stop trump, at least from a delegate perspective and potentially from a momentum perspective. Wisconsin is really going to be the test of how much meat is on the bone, how much influence and sway these people who have come on board the antitrump movement in the last two weeks will have, especially now that its a threeman race. Marco rubio, who was still kind of a factor, even though he dropped out of the race. For wisconsin, its going to be donald trump, ted cruz, john kasich. All three of them, by the way, have a real shot at doing well in wisconsin if you look at recent polling. Its not quite an equal threeway split but its somewhat close, especially with the new poll showing cruz and talking about utah which he won very handedly and wisconsin being the key battleground states for them right now. Thats why youre seeing them pour resources and time coming to dane in a couple of hour. What about scott walkers role in this . Is he going to endorse . Reporter he says he will. The timing is a question mark. It may be this week or next week. Walker wants to make a decision not too close to the primary. He wants the endorsement to have an impact which is why he wants to get out there soon. Who will he endorse . Kasich or cruz. He just said yesterday that he believes cruz is the one who has the realistic chance of actually beating donald trump when you look mathematically at the numbers. Thats an indication, we believe, of which way walker is leaning. I believe scott walker was the first of the republican field to drop out of the race and that big surprise that day. Yeah. Will it matter . Reporter will it matter . Two points. Yes, scott walker was Donald Trumps first casualty. He went after trump and quickly dropped out and months ago called on the rest of the field to consolidate against trump. The field obviously didnt do that and were sort of just now seeing that movement coalesce. Will he have move in the in wisconsin . Yes. Hes relatively popular with the conservative base and hes sort of the tea party guy. He fought the unions. He came out and sort of battled for conservative causes. And you have information about what this could mean of the spilling of the beans on heidi cruz . Yes. That ad was targeted to mormon voters in utah. I spoke to a republican strategist behind it. She said she spent a few thousand dollars putting it up. Utah was already going to vote against trump. It probably had very little influence until donald trump decided to make a big deal of it the night of the caucuses there. I think probably at least in part to distract attention for his big loss there in utah. When he said he was going to spill the beans on heidi cruz, there was a lot of speculation about what that could possibly mean. I wrote a profile of heidi cruz last year in which we got her the campaign to talk a little bit about a period of depression that she went through about 11 years ago and there was a Police Report where she was found by an expressway, she was having kind of a depressive episode, it appears. The campaign was forthright about it. So they havent they havent denied it and have no problem with it and heidi almost considered talking to us but because she didnt want to highlight her own happy ending, shes recovered from depression while so many people suffer from it for their entire lives. This would not be a secret or a scandal. If thats what donald trump is talking about, i dont know how much influence its going to have. Lets talk about something that is incredible and played out on our air with Mark Halperin in a conversation with donald trump on what he would do to fight isis and they ask him about Nuclear Weapons and whether he would take it off the table. Heres what trump said. So you would not rule out the possibility of using Nuclear Weapons again isis . Im never going to rule anything out. And even if i wasnt going to, i wouldnt tell you that because at a minimum i would think that i would want them to know that we may use it. That wasnt trending yesterday because of insults wives and that got lost in the mix. You know, its a symptom of this election cycle that some thanks would be enormous controversies in other campaigns are barely blips. He was talking about nukes. Nuking isis in the middle east. But keep in mind, this is in the context of other things that donald trump has said about his strategy for the middle east. He says he wants to target the families of terrorists. The children and spouses of terrorists. Which is something weve heard michael hayden, a former cia director, say is unconscienceable. Military personnel would actually revolt against that if they got that order. There are serious questions about the proposals that donald trump is laying out when it comes to fighting terror and the middle east. Factual aspects of it and even if he were to use Nuclear Weapons on isis, where does the country of isis exist . Exactly. There is no is sllamic state. Perhaps this is why the feud is heating up. Cruz has a chance of doing that. The automated poll from Emerson College shows trump and cruz in a dead heat. Cruz is leading by just one percentage point. 3635. Cruz has two events in wisconsin today and could soon get a boost from Governor Scott walker. The governor announced yesterday that he will make an endorsement in the next few days. As you heard hallie jacksons report, Governor Scott says cruz is the only candidate that can stop trump from getting the nomination. Ive lost count at how many states weve said was a make or break. The list goes on and on. But wisconsin does matter for this effort to stop trump. Lets talk about the numbers and what youre hearing on the ground, john. Reporter sure. Wisconsin is the only wisconsin tuesday. And so the key thing is that its the one state in play. Its a battleground state and has a history of close elections in november and also a republican governor is a big deal. So theres a lot going on here. And scott walker hasnt made his call yet. Thats important. Much of rightwing talk radio, conservative talk radio in the milwaukee area is very enthusiastic for ted cruz. Thats important because its a very influential voice in this state. Also, former governor Tommy Thompson and Scott Mccallan had stepped up to endorse john kasich. So you really start to see people getting into their places and ted cruz coming here to dane, this is a very democratic county but hes coming to one of the more republicanleaning areas of the county. Hes going to try and get into the madison media market. Hes going later to janesville, which is paul ryans home town. The energy is quite electric. Its interesting to be here right now. While there are certainly some folks who may find that appealing, people need to remember that in this state that Tommy Thompson, the former republican governor who is backing john kasich and scott walker, they have stood up on a number of occasions and made it clear, thats not the kind of politics that they are interested in. Also, youve seen paul ryan even yesterday gave a speech in which many people saw as attacking and if you read the speech carefully, it talked a lot about divisiveness and separating out certain groups and criticizing him. So the fact of the matter is and such an extreme position. The winning line in wisconsin, i would sulggest, is suggesting mainstream conservativism and moderation. I dont know that kasich can sell that in the short time he has. But that has a resonance here. Lets get the latest from nbc justice correspondent Pete Williams with more on this. What can you tell us . Reporter tamron, its not every day the government puts out mug shots of people in iran wanted for crimes but thats what happened today. Seven men in their 20s and 30s worked for two companies in iran that did work for the iranian government, specifically, the Iranian Revolutionary guard. It said these seven men were behind two kinds of attacks on the u. S. About four or five years ago. First, a flood of attacks on banks in the u. S. , what are called denial of service attacks. Flooding banks to prevent their customers from being able to log on and do any Online Business and this included some pretty big names in the banking industry. Bank of america. U. S. Bank. Pnc bank as well as nasdaq and the new york Stock Exchange. These hackers didnt go in and steal data, but they blocked people from being able to use it and it cost the companies tens of millions of dollars to repair the damage. The second thing, one of these hackers managed to get into the control systems that would remotely open and close the gate on a dam outside of new york city. The bowman dam. Its not a huge dam but its alarming they say that iran was looking to try to get into the infrastructure in the u. S. And they say that this represents a whole new operation for the Justice Department that instead of just figuring out who did it and telling the intel people and keeping it quiet, theyre now going to go very public and try to put the warning out for these guys to know the u.
