Yeah, especially, i mean, it is a remarkable thing for these families to be willing to talk to reporters and to have their stories told and to okay their physicians and lawyers to tell their stories to a national audience. If you think about what their families are facing, theyre being told get out of the country or we will forcibly deport you, and if you do either of those things, youll be killing your child. Imagine the lengths to which any family would go to avoid facing that, to be ordered to kill their kid, right, and so the fact that these families are such, willing to go public with it rather than immediately going into hiding, and whatever else they could to evade the circumstance is an act of faith that americans, we will fix this problem when we come to know. You and i know people who work at fox, great journalists there and will know this is a real story. I think politically speaking it might only get fixed if our friends at fox choose to talk about this story and highlight some of these families. You know, kwoowell do our best the meantime. The end of humanitarian relief as we know it. That is what one of the lawyers involved calls the new Trump Administration policy that we have been talking about of deporting sick people who are receiving life saving treatment here in the United States. The New York Times told the story today we heard from rachel about Maria Isabel Bueso, one woman with a rare disease who was saved and has saved lives by participating in a multiyear Clinical Trial for the treatment of that rare disease. And what has been learned as a result of her participation in several medical studies has actually greatly extended the lives of people with her condition. What more does she have to contribute, what more does she have to do, but shes going to be deported. Her doctor spoke to rachel minutes ago. You heard that, i hope. Her doctor, her lawyer, her mother say that her deportation is a death sentence and at the end of this hour tonight, were going to take another look at it, a close look at this developing, deliberate tragedy that the Trump Administration has decided to inflict on sick people, without making a public announcement to anyone about it. And bill clintons successful 1992 president ial campaign, james carvel made no secret of what he thought the campaign should be about, the author of the shortest Campaign Memo in history, everyone remembers it, its the economy stupid. He actually put that on the wall of the Clinton Campaign headquarters and now republicans have a similar message that they are much more likely to just whisper amongst themselves at this point than put on any Campaign Office wall. Its the tariffs, stupid. The Republican Party has always been the antitariff party. Republican senators have always been in favor of free trade agreements, until donald trump. Donald trump changed all of that. But with an Election Year approaching, republicans are getting increasingly worried about the tariffs that they would be attacking if they had been imposed by anyone other than donald trump. Pennsylvania republican senator pat toomey tells politico, theres no question that trade uncertainty is contributing to the slow down. Were in a very good place. The danger is where are we going to be a year from now, if concerns about trade continue to be an irritant to growth. That is as brave as republican senators get at the moment in trying to float the warning to President Trump about the tariffs. But pat toomey is not the only one. Wisconsin senator ron johnson told politico, the biggest risk to the economy is the whole trade situation. I think the president did a great job. We stopped doing the regulatory burden. We have a fair attack system, and the whole trade war has injected a huge dose of uncertainty and instability. Senator johnson blamed white house trade adviser Peter Navarro for the whole thing. He said, i dont think Peter Navarro understands the instability of what he promotes and what his trade war is injecting into the economy. Senator johnson said. And so for republican senators who are brave enough to float warnings about the trade war, it is Peter Navarros trade war suddenly. A person most americans have never heard of. It is Donald Trumps trade war, but by this time next year, for political survival, who knows how much republicans running for reelection to house represent tic tichrepresenttives in the representatives in the senate might have to break with the president on what is most definitely not Peter Navarros trade war. Senator toomey, and senator johnson are speaking to the white house about this, and quote however delicately they are urging trump to show more flexibility on china and it does not seem to be working. Pat toomey, who i know you respect, a republican from pennsylvania says quote theres no question the trade uncertainty is contributing to the slow down in our economy. Is he right . So what does pat toomey want me to do, does he want me to say, let me put my hands up china, continue to rip us off. Tell pat, i like pat. Tell pat, continue to rip us off, let me give up right now, china, even though were winning, let me give up right now. That is exactly what the republican senator with the most experience in International Trade thinks the president should do. Give up right now. Senator rob portman was the United States trade representative in george w. Bushs administration. Now, senator rob portman is telling politico quote the administration has to be prepared to take off the tariffs in order to get a good agreement. The Nonpartisan Congressional Budget Office now says that the trump tariffs have reduced Economic Growth and increased American Consumer costs. The trump tariffs have hit the american Agricultural Sector hardest, the strongest area of support, and now corn growers are being hit hard again by the president s attempt to help another industry that usually supports republicans. The oil business, the Associated Press tells the story this way. The trigger wasnt trumps china tariffs but waivers the administration granted this month to 31 Oil Refineries so they dont have to blend ethanol into their gasoline, since roughly 40 of u. S. Corn crop is turned into ethanol. It was a fresh blow to corn producers already struggling with five years of low commodity produces and the threat of mediocre harvest this fall after some of the worst weather in years. Thats our country stabbing us in the back, farmer randy miller said. Thats the president going the Oil Companies need to make more than the american farmer. That was just i like the oil Company Better or im friends with the oil company more than im friends with the farmer. In a few Quinnipiac University poll released today, 41 of voters said that President Trumps policies are hurting the nations economy, 37 said President Trumps policy are helping the nations economy, and those numbers are not numbers that bode well for the president s reelection to put it mildly. This is the kind of story where we need to turn to people with real experience working on Economic Policy in a real white house, and we need people with full fluency in republican Economic Policy before trump, and what it has become during trump, and we have that full range of expertise covered by our first two guests tonight. Were joined by jayson fingermafingerma jason ferman, currently a professor of the practice of Economic Policy at harvards school, and Jennifer Reuben an opinion writer at the Washington Post who never had to struggle hard to find agreement with republican Economic Policy until republican Economic Policy became trump Economic Policy. Jennifer is an msnbc contributor. Jason, you worked on obamacare and many things under president obama, often referred to as one of the architectures of obamacare, but you have never heard anyone called it fuhrman care, which was the equivalent of Peter Navarros trade war that the republican senators are suddenly willing to complaining about. Talk about what it would be like inside a real white house today, trying to deal with these kinds of policy conflicts that donald trump keeps creating. Yeah, thanks so much for having me on on this really important topic. You know, look, china does a lot of bad things economically. We need to do something about it, but 2 1 2 years into this strategy, weve gotten absolutely no acceptance from china. What its going to take is a more concerted effort rather than that random spray of policy, announcing it one day, taking it back the next, starting a trade war with mexico the third day. This fall we may have tariffs on german autos. Focus on the problem, the problem is chinas statused economic policies, work with our allies, and keep at it until we get something done. Dont just shoot ourselves in the foot and the head and every other part of the body. And Jennifer Reuben, Donald Trumps discovering the struggles that youre going to run into when you start dealing with what economists call industrial policy. Here he is trying to do something for the oil industry. And he ends up smacking the agriculture industry specifically the corn sector in a way that he probably could not have understood while he was eagerly try to help the oil industry. Listen, donald trump loves to call democrats socialists. This is stalinist. This is the fiveyear plan and hes busy starving the farmers. The analogy is pretty good, actually. On this, the republicans have only themselves to blame. If you remember way back when in the dim past, like a year and a half ago, there was a gentleman who was a head of the Senate Foreign relations committee, mr. Bob corker and corker wanted to put on the floor of the senate a provision to take back trade authority from the president. The only reason trump has the power to do this is because Congress Gave it away. He couldnt get a single republican to go along. So fast forward until now, corker is of course retired and they say, oh, my gosh, the economy may go up in smoke and with it our reelection chances. This is a problem of their own making. And frankly, it goes back to their decision to play along with pulling the plug on tpp, which was an excellent strategy for dealing with the chinese, would have boxed them out, lighten up our democratic allies in asia. They were quiet. They were quiet while hes been picki picking fights with nato allies. Now theyre in the soup. They could vote to take back trade authority but dont hold your breath. Tariffs had always been the province of the congress and specifically under Congressional Authority except for this one little exception, and its a little exception, and it involves National Security. The president has the authority to impose tariffs in the interest of National Security. Prior to donald trump, no one ever thought the chinese washington machines were a National Security issue. Jason, lets just for the moment leave aside the illegality of the trump tariffs that are not based on any kind of National Security calculus but lets talk to the audience about why tariffs are not the tool, not the magic wand that donald trump thinks they are. I mean, i think we kind of have a full display of that going on right now, but why did president obama never say, you know what, im going to help the domestic manufacturer of washington machines by slapping a tariff on chinese washing machines. Tariffs are attacks on American Consumers. They are pretty regressive tax that costs the most and takes the most out of a paycheck of low and moderate income households and then a number of the things we put tariffs on are used in american production. In fact, there are American Steel factories that are being hurt because theyre using some chinese steel and remaking it into products in america. Certainly American Auto makers dont benefit when you raise the price of the steel they put into american cars and make American Auto makers pay more for that steel than japanese or german auto makers are paying for their steel. Its bad for consumers, bad for jobs, and, you know, were not getting anything in exchange for it. China is not making the concessions that we were promised if we went down this path. Jennifer, we know that virtually all republicans senators were opposed to these kinds of tariffs before donald trump started imposing them. But no republican senator could be more opposed to them than rob portman who specifically worked as usdr trade representative for president bush and worked on these issues every single day and he has to have seen the destructive nature of what donald trump has been doing but its taken this long, this long, for him to be willing to say publicly, were going to have to remove these tariffs in order to make progress. Could we expect that with the election calendar in front of us, there could be a much quicker road to dissent over this, over the next few months for republican senators . I think it depends on where the economy goes. If you do see a downturn, you Better Believe a bunch of them are going to be more forthright. Its not just rob portman. Why did mitt romney run for the senate if hes just going to sit there like a lump on a log. He of all people understands this. He was a free trader last time i looked. Why hasnt he said something. Why hasnt any of them said something, and to go back to jasons point, the whole premise is ridiculous. If we had 100 tariffs on all of this stuff, it wouldnt be like the shoe industry would revive in the United States or the industry for making plastic toys, they would just go someplace else to vietnam or to other locations. And then trump would have to put tariffs on them. If the purpose is to create a domestic manufacturing base, the whole idea is flawed. We do do manufacturing, but at a very high level, in very select ways. And frankly, manufacturing has been slowing down. So the premise, the execution was all wrong. And the notion that were going to blame Peter Navarro for this, you know, listen, the only thing donald trump has been consistent on his whole life is this wrong headed view of tariffs and trade. The quinnipiac poll shows a 54 disapproval of President Trumps positions on trade, a 38 approval. And so jason, i think you would have to give the American Public a passing grade on that particular Economic Literacy test. I would be happy to give them a passing grade, and, you know, one thing maybe not everyone who took that poll is that china has raised tariffs on the United States. Theyve actually cut tariffs on the rest of the world, and so over the last 12 months, theyve cut their imports from the United States, but theyve raised their imports from the rest of the world. Thats the flipside of what jennifer was talking about, you know, production can move to vietnam, but also exports, instead of america exporting, you can see other countries doing that exporting to china, so theres a lot of reasons for americans not to be happy with this strategy. Georgia republican senator announced that he will retire at the end of the year for health reasons. Senator isaacson has suffered a series of Health Setbacks and will be resigning his senate seat halfway through his sixyear term. He issued a statement saying he really did not want to leave the senate but with the mounting Health Challenges i am facing i have concluded i will not be able to do the job over the longterm in the manner the citizen of georgia deserve. It goes against every fiber my being to leave in the middle of my senate term but i know its the right thing to do on behalf of my state. This now means senator isaksons seat will be on the ballot in georgia where the other republican senator david perdue is running for his reelection next year, and President Trumps numbers in georgia had already been encouraging to democrats for what was supposed to be a campaign for one Georgia Senate seat but will now be a campaign for two senate seats. Donald trumps approval is now below 50 in georgia, his Approval Rating is at 49 , his disApproval Rating at 47 . Democrats were encouraged by the latest polling in another state, arizona, showing democratic candidate mark kelly ahead of appointed senator martha mcsally, for a look at the complexity of senate races in georgia and the rest of the senate map, we have the benefit of the nonpartisan observationinobservations of larry sabato, author of the blue wave, the 2018 midterms and what they mean for the 2020 elections and larry, lets start with the frame of your book. The 2018 elections and what they mean for 2020. Whats the large message there . Well, the large message is that you need to focus as much as possible on swing states and swing districts and focus on the suburbs there. Because trump has turned off suburban voters and especially women suburban voters and especially white women suburban voters. Youve got your target group. Theyre prepared to hear your message, nominate strong candidates in states like georgia and youll have a decent chance to win. Where do you see the democrats with their best chances for the senate at this point. Certainly colorado. I would say any democrat whos nominated is probably going to be favored against the oneterm republican senator cory gardener. Colorado really tipped into the democratic column in 2008 and its never moved away. Its become more democratic. Second would be arizona, which you just mentioned. I would say even though its close and theres an appointed republican incumbent, martha mcsally, she lost the race for the other senate seat in 2018. She was appointed here. I would give democrats at least a slight edge there. Kelly is a strong nominee. Then of course you have alabama. Thats a problem for the democrats which would be the best thing possible for democrats, and the best thing possible for doug jones, without him, its tough to hold that seat. But there are others. You just mentioned georgia. This is important. Its a double headed Senate Election. Weve had over a couple dozen of them in the hundred years that we have had elective senate races and almost always, they go in the same direction. You have to go back to 1966 to find one that split. And because were so polarized, they almost always go the way of the president ial election, so if democrats can nominate a strong candidate and capitalize on trumps relatively low ratings in georgia, they could get two seats out of this, not just one. So georgia, if they picked up the two, that could really be the key to winning back control of the senate right there. Lets go to maine quickly, too, larry because Susan Collins doesnt have good numbers in maine for an incumbent, a 45 approval against a 48 disapproval. The president s numbers in maine are bad, 55 disapprove. 42 approval for donald trump in maine. How about the Maine Senate Race . Absolutely. Its on the map, and it is a potential gain for democrats, unless, as Susan Collins has before, she can find a path to separate herself from the republican president without alienating his strong supporters. You know, good luck, this is going to be her toughest race ever, so yeah, thats another potential pickup, and its only going to happen if democrats win the white house. And they get Vice President too to break a tie. If you get the democrats winning the white house, theres a, i would say a good to very good chance that the democrats will surprise a lot of people and take the senate too. And in that case, they will actually have the white house, the senate and the house. They would have real control for something they havent had for a while. Exactly. And three weeks ago today, a russian Nuclear Accident killed five russian scientists. Cnbc is reporting dramatic new information of what happened three weeks ago in that mysterious explosion. A u. S. Intelligence assessment found that the mysterious explosion off of russias northern coast occurred during a Recovery Mission to salvage a Nuclear Powered missile from the ocean floor, according to people with direct knowledge of the report. This was not a new launch of the weapon. Instead it was a Recovery Mission to salvage a lost missile from a previous test said a person with direct knowledge of the u. S. Intelligence assessment. There was explosion on one of the vessels involved in the recovery, and that caused a reaction in the missiles nuclear core, which led to the radiation leak said another person who spoke to cnbc on the condition of anonymity. One week after the explosion, norwegian radiation and Nuclear Safety authority said they had detected tiny amounts of radio active iodine in northern norway last week four of russias nuclears monitoring sites mysteriously stopped reporting to International Authorities citing communication and network issues. Since then international monitors have reported that one of those stations located far east of the original incident is back online, but the international monitors have not publicly commented on the other three. And here to help us understand this Nuclear Accident mystery, we have expertise on russia, and we have expertise on Nuclear Weapons, joe, the president of the plow shares fund and Global Security foundation, focused on prevents the spread of Nuclear Weapons, and an msnbc Nuclear Security expert. Evelyn far bega evelyn, an msnbc National Security analyst, and joe, what do you gather now from the new cnbc reporting about what happened. Contrary to our initial assessments t doesnt appear this was a failed test of the missile itself. Rather it was an attempt to recover one of the previous failed tests. There have been at least five tests of this Nuclear Powered Cruise Missile in the last ftwo years. We still dont know exactly what led to the explosion. It could have been some of the conventional rocket fuel that is in this Cruise Missile, the Cruise Missile has to get to a certain speed before the Nuclear Reactor would kick in theoretically. It could have been some of the co coolant that might be used for this reactor. Its a possible it was a liquid sodium, molten sodium, good for a small compact reactor, it has a dangerous side effect when exposed to air or water. It explodes and that could have been what happened in the recovery operation. We still dont know. Unfortunately there are no International Organizations that are allowed to cover this kind of thing. It wasnt a civilian Nuclear Accident. It happened in a Nuclear Weapon state, russia, its a National Security issue so the only thing were going to be able to learn from this is what we get from reporters like cnbc reporter picking up from intelligence officials and what were able to piece together from outside experts. And evelyn, my expertise on this is limited to what i have learned from hb os chernobyl. Right. Which is a lot. But what you see in that is this soviet and russian attitude toward these kinds of events and transparency is not the direction they go in, and last week you have four of russias Nuclear Monitoring sites suddenly not reporting, not working. Going silent, and these should be linked with international monitors and International Experts just as you saw in chernobyl. Lawrence, this is a killer thing because this year that series came out and the biggest thing it highlighted was that the soviets at the time were not telling their people, not telling the International Community what was going on. It took, i believe, the swedes to detect it from overseas or outside of the soviet union and inside the soviet union, belarus detected it as well. The russians are not telling us whether they are doing an evacuation of the citizens from one of the towns affected. They said were going to, then said theyre not. Who knows what theyre telling the russians, according to russian media, some of the physicians were angry, too, because all of a sudden these people who were contaminated with radiation showed up at the hospital, and the physicians werent warned. So its unfortunate and this is the russian government making another mistake, a soviet mistake, and they have made a bunch of soviet mistakes under stre Vladimir Putin and this is the latest one. Talk about the dangers way russia does handle the after math of one of these events. These missiles are flying chernobyls, this is a 60yearold idea, maybe a 60yearold technology. We tried Something Like this in the 50s and 60s. One of the reasons we stopped it was because there was no way to control the radio activity spruispr spewing from this mini reactor powering the long range Cruise Missiles. We in the United States have an independent press to report this. Russia does not. They have a very constrained press. Remember, this is the fifth failed test that we know of in the last couple of years. This is what they were trying to recover. There may be other missiles down at the bottom of the sea, that they have not yet recovered, still spewing out radio activity. Nothing, the russians have just clam clamped up, issued false stories, bits and pieces of storiesme stories. This is a hazard to the people of russia, norway, and the other baltic countries and if they go ahead with the program, it could be a threat to the people of the world, not just what the missile is tended to do but what it might do in further failed tests. The New York Times delivered a story under a headline that was inconceivable before the trump presidency, sick migrants undergoing life saving care can now be deported. Aaron jordan and Kaitlyn Dickerson told the story of Maria Isabel Bueso who came to this country at 7 years old at the request of american doctors in california who were conducting Clinical Trials for the treatment of her rare disease that i for one have never heard of. She has been participating in medical studies throughout her life in the United States. Or just as bad, putting them into an Immigration Court to have a deportation hearing with an immigration judge. I mean, that would be torture for these people. Do you have experience dealing with these people who are working on the government side of this . Processing these letters . Sending out these letters to people . I think it is easy for people outside the system to get the idea this is just a group of people who feel no humanity what so ever. I mean, there has to be people involved in transmitting these letters to these patients who know just how bad this action is. You bring up a fantastic point. The people that work at the field offices are really good, hard working, dedicated professionals. Frankly, im really appalled for what they have to go through and trying to carry out what this administration is asking of them. It is just inhumane. And it seems at this stage that public pressure is possibly going to be more effective than any kind of legal maneuvers. This seems to be one of those things where you want to try to get the attention of the first lady. You want to try to get the attention of the president s daughter. You want to try to get the attention of anybody close to donald trump. Donald trump himself. He can instantaneously put an end to this. Absolutely. Youre right. If someone could just interfere between trump and steven miller, i think this would never have happened. Frankly those people around him have been plotting for years now on how to reduce Legal Immigration to our country. How the saab tang the system from within. And theyre sadly succeeding.
