Steve, whats your reaction to this announcement tonight . I think we heard the president say the other day that we had a lot of training and not enough recruits. What you see is this is outreach really to the sunni region of iraq. A confidence Building Measure with the tribe there to encourage them this is something directed towards them and a side step from baghdad. Well see if it works. Right now this adds to the training capacity but its not clear if the recruits we will have to see what happens. What can 500 people do . As steve points out, the administration pointed out that it is not really a need for trainers in iraq. There are political needs. The only suppressive force in iraq has been shia led. Thats going to alienate the sunni forces that they need to rally in Anbar Province. What can they really do . They can start targeting air strikes. Thats what they really need. Advanced ground operations that can target these isis borders and help degrade operations to allow what ramshackle sunni forces they can actually recruit. So this is this is im afraid, a back to vietnam analogy of saying are they really trainers or advisers or advanced troops . You make your pick and decide what the verbage is. If he makes these slip ups or makes clear that he isnt as well versed in this that would be problematic. We saw Chris Christie go to europe and once you get to the question and answer spot he got in trouble too. These guys are not prepared for this. I mean i think the issue whether it is Chris Christie or jeb bush to a certain degree they are trying to play pentagon hugging games, show they are strong military, National Security hawks without sbens sensibility of what is going on both with the concerns that americans have of being over extended in the world and trip over things that unnecessarily offend important powers. Russia is a problematic country but it is also a country we have to deal with in all sorts of other issues. I cant imagine his father who was one of the really interesting and great Foreign Policy president s actually saying, you know understanding that his son basically said russia should give up its russian stakes. Its a country we were at odds with for decades and the characteristics of russian nationalism that is rising today, in part is because of the sense of humiliation from comments that jeb bush offered. Theres a lot of strategy talk going on about the president ial campaigns. And david brooks today, Richard Wolffe from the New York Times writing about the Clinton Campaign strategy of going for the base, not trying to reach in the middle the way bill clinton did. David brooks rattling off reasons why he hates the strategy. And his argument there are more people in the middle than these political campaigns are acknowledging. I think david brooks is on to something when he says political leaders if they are reaching if ar National Majority have to speak to a higher principle, be president ial and have a Greater Vision than 50 plus one. However, if you are trying to win your nomination and going through primaries, even if the contests are fringy or minor candidates you still have to reach out to your base. The question is can you go through those primaries and spell out a bigger vision. Hillary clinton has to prove that shes of the left but also of the center. More than that she has to speak to a bigger vision. Where will she take the country . Our policies our training our practice do not support his actions. He came in to the call out of control. As the video shows, was out of control during the incident. I had 12 officers on the scene and 11 of them performed according to their training. They did an excellent job. He ordered other officers on the scene to make one arrest. There was one person who was arrested. That case has been dropped. That person joining us now, 18year old Adrian Martin and his attorney heath harris. What were you doing at the scene . Were you at the pool party . Yes. The party was on a friday. I had an invitation to go. Just like the rest of the over kids. They had an invitation to go as well. Some of us werent allowed to go swimming because we didnt have a guest pass but there were those who had a guest pass to enter the pool. Adrian im going to show the audience the video that was taken that shows where you were and what your involvement was. Were going to watch that now. What the [ bleep ] is going on . [ screaming ] [ bleep ] [ bleep ] [ bleep ] [ screaming ] on your face hey, hey, hey. I just want adrian we are going to go back to the video to show. You are in the blue tshirt there, in that video . Yes, sir. So what we are seeing is you come in to the scene, clearly only after the officer has grabbed that 15yearold girl. What were you thinking at that point . I was thinking i was just telling the audience thats you running away. What made you first approach the situation and what made you run away . What made me first approach the situation was i thought and believed that that officer was man handling that little girl. And for no reason. I want to tell the control room we dont need anymore of this video. I just wanted to establish where adrian was. Go ahead adrian. So for whatever reason i just approached the scene because i thought it was irrational and i thought it was wrong. As soon as he pulled that gun out, i think anyone is going to run when a gun is pulled out on them. Did you touch the officer, adrian . No sir, i did not whatsoever. Did you see anyone else touch the officer . No sir. When you saw him pulling out the gun, was there anything about it that you could link anything that happened that you could say, oh he pulled out the gun because . As a you can see in the video, me and my friend were trying to tell the girl were going to call her mother. Were going to call her. Dont worry about it and we are trying to let the officer know sir, you are hurting her and you are not taking care of the situation pretty good. But while were doing that i shift to the side and theres an incline on the hill that you can see and my friend its kind of crowded. So he accidentally bumps me twice which makes me slip down that incline. As you see me slip it looks like im lunging toward the officer but in all reality i wasnt. I just got accidentally bumped. We are seeing that move on the radio right now. What made you run away adrian . Whenever i got bumped toward him i backed up quite a bit maybe five yards from him and after i backed up he stands up and pulls his pistol out. Thats what made me run away. Was he looking directly at you . Making eye contact with you when he pulled out the gun . Yes he was. Okay. So then you run away. You were chased by two other officers and arrested by them . I thought i was being chased by the same officer that pulled out the gun. When i look back i realized it was two different officers. So i decided to get down comply with them and they did detain me but when they came on top of me i accidentally bit my tongue. In the video it shows i was bleeding but those officers were acting professional and did their job right and i want to thank them for helping me out and what not. That explains because later part of the video after they brought you back and you are in handcuffs where you are leaning over with your mouth open and i was wondering what that is about and thats because you bit your tongue and had some blood there . Yes, sir. The other officers, you say, handled the situation professionally. When did you find out today that officer casebolt had resigned . I found out earlier in the day. I really cant remember what time it was but i did find out. It kind of got a load off my chest. I think it was a good decision. Heath harris, are you going to advise adrian to pursue any legal remedies in this case . No. We have gotten the remedy that we wanted. We wanted this case dismissed because we believe the evidence on the video clearly shows he was not interfering. That he was bumped in to the officers direction. That all he did is try to come to this poor childs aid. Off an ufser out there grounding her face in to the ground. You have a poor child out there begging for her mom. All he was trying to do is let her know they were going to call the mom and try to get her to calm down and like all the other people out there trying to get this officer to stop manhandling this poor child. Thats all he did. If you look at the video close it was clear he was bumped in to the area and immediately distanced himself from the officer. Even after he distanced himself from the officer the officer pulled the weapon. What we are thankful for, like the police chief said, there were several officers out there do ing their job, that were conducting themselves professionally. And were thankful for those officers being there. Because we dont know what would have happened. If the took that type of aggressive nature toward the young lady and all she did is try to walk away. What would he have done to this young man had the officers not be there to restrain him. So you are not going to advise adrian to sue for false arrest or anything like that . No. Absolutely not. We are looking forward to work with the Mckinney Police department to make sure other kids dont find themselves similarly situated. It is a valuable Lesson Learned and we will hopefully talk to other kids to let them know if you are involved in a police encounter, dont argue with police, comply with their wishes and if you have a complaint file the complaint. I think this police chief has shown, like other Texas Police Chiefs have shown if you file a complaint and those officers have done misconduct we will hold them accountable and thats they this reit way to handle it. It could have been yet another tragic situation. Were thankful those other officers were there and conducted themselves in a professional manner, unlike this officer casebolt. So in that first question we seem to have one reason why the officer would have resigned. He is able to keep his pension apparently. Eric are there any other legal advantages to resigning, rather than waiting for more of the process to play out . Yes. There is the advantage of being able to be hired at some other place. If he is fired its like the kiss of death. In the process of applying someplace else they will look at your record and what you have done. If he has been fired he would be unable to obtain employment anywhere else within that profession. Scott palmer, does that make a difference in this case . If you know nothing about someone and all you have is the paper it is rel vanlt whether he was fired or not but he is nothe is one of the most famous Police Officers in the country. No one will touch him with a tenfoot pole. He will have to take time to think of another career or apply far from texas. I dont think he will have a future anywhere near mckinney or dallasft. Worth. It is too hot. Too much heat. This case received so much press an the video itself was so disturbing in nature to see him react that way it is indefensible. That came out today, of course. Yesterday it wasnt indefensible until he is no longer an employee which is interesting. I think it is a good move on his part to stop the investigation and part ways on his own terms. They say it was his free will but i think he was pressured by the global attention on this case which was immense and still going. This immediately stops the internal Affairs Investigation because hes no longer a member of the Police Department. The chief was asked today, what about further investigation of criminal conduct and he said thats ongoing. Eric smenner is there a possibility of criminal charges, assault and Battery Charge against the officer . There is a possibility and i dont think it is a good idea to stop the internal Affairs Investigation. If theres a problem with their training procedures the way they are taught to treat citizens, that needs to be addressed. I think just by him leaving the job, that shouldnt stop the internal Affairs Investigation. They should continue with that to see if there is something about their policies and procedures that may have caused that to happen. Scott palmer what about civil liability . We heard from the attorney of the teenager who was arrested that he has no intention of suing for false arrest or any claim like that. This officer, casebolt is clearly liable for some civil suits. The possibility of civil suits coming his way. I do civil rights litigation in this area. Theres clearly a cause of action for many people involving the situation. The problem is damages, theres no question that he infringed on multiple peoples civil rights Constitutional Rights to be free from unreasonable searches and seizures. The question is do they want to drag it out in court . Probably not. And i think his advice is solid. The young lady obviously was man handled and Excessive Force was used against her with no justification whatsoever. But mr. Casebolt would have to be sued individually. The city would have to defend him. And that would be costly and i think they want to avoid that. Theres definitely leverage in the civil aspect of all of these cases that were involving the pointing of the gun, the unlawful arrest of that young man and what they did to the young laf di was just ridiculous. Lets listen to what the 15yearold girl 0 was put on the ground by him and grabbed. Listen to what she said about what happened. He grabbed me. He like twisted my arm on the back of my back. He shoved me in the grass. He started pulling back my braids. I was telling him to get off me because my back was hurting me really bad. Getting fired isnt enough. Eric smenner, theres the idea. Getting fired isnt enough. What else do you think the community is going to demand . Well with i think they are going to demand something from the Police Department that they perhaps they change their training procedures. It looked to me when i watched the video that the officer was reacting out of anger because the kids were with expressing their opinion. Thats one of the toughest things for a Police Officer to do is to ignore those things and act in a professional fashion a. You hear him say a couple of times on the videotape she needs to stop running her mouth. When she didnt i think he acted inappropriately and perhaps thats something they can correct with proper training. Quickly, before we go as a former Police Officer, tell ufs how the training gets lost. When we are watching that video, it feels like we are watching someone whos never trained on anything but he was trained. How is that completely how do officers lose their grip on training out in the street with kids in bathing suits leaving a pool party . Sometimes its just an emotional situation. Sometimes theres so much pressure. One call after the other and a lot of anger that builds up than just cant control themselves. Officers are subjected to a lot of difficult situations on a daily basis. Sometimes thats maybe what needs to happen the officers need to take a break, work in another area of the Police Department where they are not faced with those things. Rotate them to other areas because that is sometimes just burn out and pressure and the officer seemed to overreact. The over reaction maybe because hes been through too much. A manhunt continues tonight for the two convicted murderers who escaped from a maximum security prison in new york on saturday. Today police extended their search after two men were seen running in to a wooded area. Willsboro is 40 miles southeast from the clinton correctional facility. Investigators said that a prison employee Joyce Mitchell is now a person of interest in the case. Joyce mitchell checked herself in to a local hospital on the day of the escape after reportedly suffering a panic attack. Nbcs Stephanie Gosk spoke to Joyce Mitchells son about his mother. Reporter speaking exclusively to nbc news he calls the speculation about his mother Joyce Mitchell flat out wrong. Com former speaker of the house Dennis Hastert made his first appearance in federal court today since he was charged with violating banking laws and lying to federal investigators while trying to pay 3. 5 million for a quote past misconduct. To according to reports the past misconduct allegedly involved the sexual molestation of a male student when he was a High School Wrestling coach. Dennis hastert pleaded not guilty to those charges today. The judge said he would rekuz himself from the case after Commission Records revealed he donated 500 and 1,000 in 2004 to hasterts campaign unless both sides decide later this week to wave objections to the judge handling the case. Joining us is jim warren the chief for the new york daily news. Lynn why is this landing as such a shock . Why didnt people know more about Dennis Hastert . I know i had heard a bt bunch of things from illinois people and some illinois media people years ago that indicated there were some id say some odd aspects to Denny Hasterts background. Well lawrence whatever one may have heard, whatever you may have heard, it did not reach the level where somebody could report it with credibility. Denny became speaker on december 1988 because there was suspicion around him at a time when republicans were impeaching president clinton. In a day when Bob Livingston was the apparent speaker until his own affair made it impossible. So Denny Hastert went through his record tenure as speaker of the house without a problem until the very end when the mark foley sexting scandal happened. He was criticized for being slow in acting but nothing of what he is facing now in these allegations of sexual misconduct. Going back to when he was a high school teacher. That was not on the table when he was in the house. Jim warren, Denny Hastert was chosen in a panic. Not as if they did a serious vetting about his background. They needed to get someone and get someone fast. And then the mark foley scandal, we remember was about mark foley being too close to the male pages in the house and the speaker was then publicly accused, his office was publicly accused of knowing about this for a very long time and taking absolutely no action. Yeah i mean i was watching bureau chief of the Chicago Bureau at the time and i have known him since 93 and you are a bureau chief in washington. Lynn has been in the delegation for a long time. We heard rumors about philandering of different people of deceit by different people alcoholism. You name it. A lot of alleged deprefty. I never heard anything about Dennis Hastert. Also remember this is guy who got in to the political life late in life mid to late 30s. Recruited to the legislator solid citizen there, well respected before he went to congress. Now of course with this new lens it includes my looking at a piece you did i think for Huffington Post that reference the fact that in somewhat odd living arrangement, particularly in retrospect. I think he was living and renting a place in d. C. To his chief of staff, ie a subordinate. Curious but i will tell you at the time never heard a single word about hastert. Money is not what it is about for the speaker of the house. He makes more than anyone else there. He can afford his own place. Im not saying that was his approach. Jim and i knew and covered him. He just didnt want to spend money for living arrangements. I remember this pretty clearly, he went to dinner with these guys every night and they were his staffers. Okay. The east wing may think they need a permanent head but no. A good way of saying he may manage things differently. There maybe a whiff of sexism here because i cant imagine an unmarried woman for president put through this hurdle about whos going to be your first mate . It is a little sexism in the answer. I dont know how toung tongue and cheek it was. The whole notion seems insulting to have rotating first ladies or first sisters. It seems somewhat akin. I dont know of anyone in north america other than your colleague would remember in 61 the cubs had rotating manager s, four different managers who rotated because chewing gum magnet p. K. Lynn, there seems to be a sense of oh, theres something wrong with there being an unmarried person in the presidency. It is unusual. People have to absorb this. We are used to having married people. We dont even have president ial candidates with partners or fiances. I think this does make it different. By the way the first spouse first lady does oversee the event functions in the white house. Often it could be from a the the signing of a bill to a state dinner. There are some things an east wing has to do but i think it is a delightful change. Rethink something. Look at it different.
