Blacks and latinos make up 86 of those arrested for marijuana this year. That is striking. Now this is a national epidemic. Lives ruined. 50 of americans have engaged in, a point Lawrence Odonnell made, pushing the nypd and police around the country to heal themselves. These marijuana arrests are ruining lives, making it impossible for some people to keep their jobs making it impossible for young people to go to college. It is a racist government enterprise operated in plain sight, local government, State Government and federal government. Police officers all over the country are in secentivized. To meet quo ttas. The easiest way to do that is drive into black communities and stop and frisk black people which they do here in new york city as an official sanctioned policy of the department. The arrests in new york city, the same number of arrests this year as last year. 28,000 is no small number. Down from 2011. 50,000 arrests. 28,000 the average under the giuliani years. These need to be down at 0. That would be an appropriate number for marijuana arrests in new york city. Thats what we have to get to. The numbers are not there. Let me cut the debate into two. One, whether it should go to 0 as you are advocating and two if we are going to enforce this in this city or around the country whether we do it fairly or in a racist way. Those are two pieces of the puzzle. Let me read what the president said to David Remnick of the new yorker. Middleclass kids dont get locked up for smoking pot. Poor kids do. Africanamerican kids and latino kids are more likely to be poor and less likely to have resources and support to avoid penalties we shouldnt lock up kids or users for long stretches of jail time when some folks writing the laws have probably done the same thing. Here in new york and what is so interesting and why we want to look at this tonight you have a may your who ran on this and has done, incrementally positive things on stop and frisk which is racially discriminatory. These numbers cant be spun . No they cant. What you have in other states progressivism on this issue, states changing laws, this is a National Debate about changing this approach. It really doesnt make sense that in a city and a state that supposedly is, is as progressive as new york with a may your who rwho mayor who ran against this issue and it is appalling and unacceptable. This is quite frankly an example of the institutional racism you still see in america. Not the bundy or sterling racism. Thats rhetoric. Some times it is worse. This directly affects more people. Directly affect more minorities. Prevents them from getting jobs. Prevents them from going to c m college. Mark, making such an important distinction there. We have been talking about bundy or sterling in these word. Then we have discussions what kind of america we are living in. I would submit it doesnt really matter. How and why all these cops are making these stops. If the sum result is this racist, right, as we have been reporting here, then whats in their heart is actually secondary to the, to the result. Let me play de blazio sfeki isp on the last word take a listen. When it is used unconstitutionally, the case in the city, we found out, when it is used in a discriminatory manner it is unacceptable. The approximately seize ha policies supported an approach that is discriminatory. While that program is changing you are seeing the pot arrest not the really changing. Thats where we have to pay attention. The mayor came in and said we will take care of stop and frisk. Stop and frisks have gone down. The fact that marijuana arrests has not gone down. We cant say because the stop and frisks have gone down. We are hunkydory now. We need to address institutional racism, the hall make of the arrest and put into place immediate immediately. This know it one that should not be hard to solve. Stop making at rests. The de blazio administration, he said it through the campaign the we will stop this. On his campaign website. We think they will do it. Should get around time. That time should be now. Let me go to the politics, mark, what is striking, mayor de blazio is called out by chris christie, and, eric kantur, for being so liberal. He really did run on civil rights. On equality. And on economic empowerment. A lot of big progressive issues. Maybe he need time. But from your perspective on the politics, how should people be pressing him here . They should be pressing him hard and aggressively. And asserting that this policy is a problem. It is discriminatory. It is not helping at all. And this was after all, a promise he made. And really now you have to wonder whether or not the cessation of stop and frisk so to speak is some what negated by these types of arrests not going down. I think that is a very serious thing. Whats the point. Whats the point of being able to stop an frisk if we are having this problem. . We need to press in as hard as we can. I have got to tell you beyond the reporting and data that you have. When we look at 86 , minorities under these arrests. I can tell you from living in new york. There are a lot of other white people using pot and drugs. This is not just reflective. Any time you have of a policy enforced that way, you have off to look at the systemic racism. The Washington Post said some at the times have been quietly critical of abramsons style, aloof, and personnel appointments which featured younger journalists. Whether it was abramsons dispute over her pay, management style or alleged clashes with owners. Some are wondering if there is sort of a class cliff here for women in top positions and others are saying, president obamas recent call for transparency in compin compensa is needed more than ever. She was not allowed to address the staff. This is a big deal. You say there is a description of an increasingly common circumstance with the glass cliff. What happens when people who have long been side lined from power get a chance, prominent jobs, but only when the power and possibility of those positions has eroded . We are seeing that a lot right now. We are living in an era in which a lot of the positions that for a long time were held exclusively by white men, positions of power and influence are now being held by women. You have examples of, you know, katy couric, diane sawyer, evening news, women and people of color, barack obama ills the president of the United States. The ceo of gm. All positions that previously only went to white men. Now, a more diverse array of people are holding them. But the positions themselves are beginning to erode a little in terms of power. And the New York Times its a perfect example of that. Media, traditional print, journalism, newspapers are in trouble. A very turbulent period. It was at this moment that Jill Abramson, during a period. A lot of discussion about the Digital Future of the paper and all that was given power. Now her successor, who is an african, first africanamerican editor of the paper is going to preside over a similarly turbulent time. Rebecca one more thing here. Whether or not she was fired for the right reasons, because of her performance alone, or because of some gender related conflict. You can still draw a Straight Line from the way people talked about her work to the way people talked about him ear clint hi clinton when she ran for president. Sure. A lot of the very valid complaints people have about Hillary Clinton the way she ran her campaign. Strategic mistakes. Theyre not just about gender. Not because she is a woman. That woman. Right. We also have to take a look at how the way that we absorb her, the very real complaints, are in themselves gendered. Jill abramson was criticized in public often for being brusque. For being difficult. For being abrasive. For being mercurial. Qualities we are more used to in bosses. Liz you, wrote about this and broadened out from Jill Abramson. Whether people know or care about her. Look at media which has influence. And gender. Wage gap and media for all journalists you. Have 53,000 as an average for men. Down to 44,000 for women. Thats right now. And what you showed is that it has thent hasnt improved over time. The broader, larger picture here. If you look at the top positions. The position that she used to hold. It is 23 of people who actually, women who are in the positions. Leadership positions. Women cant be what they cant see. If a young woman is looking at this sort of unfold in the media. Theyre going to be scared to go into journalism. Theyre not going to want. Not going to be an afrack tittr field for them. If there is no women thats worse. Harry reid went to the senate fl floor to draw a Straight Line from this situation, contested as to what happened to what he says congress should do about this which is actually give women more power to actually know what theyre making and what counter parts are make sowing we can deal with it. Take a listen to senator reid. Look what appears in the New York Times. The woman who ran the newspaper was fired yesterday. Why . It is now in the press because she come mraescu complained, do work as men, two different jobs, made different money. I also want to take a little quick look at part of what Jill Abramson did do at the times the first woman editor. Abramson was committed to increasing womens reputation the paper. Got results. 2013, replaced a Washington Bureau chief. Overseeing all politics coverage. Placed national editor, with weekend editor allison mitchell. Handed reins of the book review to pamela paul who made enormous stride representing women in the book section there. For people who care about politics, equal tee and culture, right, the people in charge of these institutions have tremendous influence . Yes, it is very visible in terms of her record. When people who have been previously side lined from power, get into positions of power it is not if not always the case, often the case they further diversify the staff below them. That at least happened in this case. As we talk about diverse team. The reason we are having this discussion this way or the way we wanted to put up the news this way because the New York Times handled it so poorly. There are serious allegations around the treatment of women. Having said that. However bad the New York Times is in that respect. An historic occasion here. In 1945, the first black reporter at the New York Times. Today you have a black black repo today you have a black reporter running the times. It is overshadowed. The mishandling of this. You might say that, that, the way you can equate that is, there are Ground Control stations in the u. S. And russia. That are mirror images of each other. In case one of the operational stas stations is down. The other can take over. The only thing missing is launch capability. As you pointed out the u. S. Will have, u. S. Based launch escapability within a couple years. From more than one company in fact. Nasa will have its own launch escapability up and online by 2018 or 19. That launch capability is coming on quickly to. Have a threat from the deputy Prime Minister who isnt in the Space Program by the way, to say that this is something that wears going to be missing and they will be able to take over or they will deprive us of this access, really doesnt amount to very much. Considering how close we are to having our own launch capability. We also have to remember the fact that, in fact, the way you would really look at it, it would be a much greater loss for the russians to step away from this partnership than it would be for the americans because we still have all of the other partners involved.
