On a busy news day. With isis overrunning iraq and finding a safe haven in syria, the president will lay out his strategy tonight for degrading and ultimately destroying that terrorist group. A Senior Administration official tells me president obama is prepared to authorize air strikes in syria whenever the time is right. The stakes of course couldnt be any higher. Tonights speech comes on the eve of the 13th anniversary of the september 11th attacks. A new poll reveals nearly half of americans believe we are less safe now than we were before 9 11. That numbers significant. Its the highest number we have ever recorded on that question following 9 11 attacks. Tonights speech comes exactly a year to the day from this address, when the president made his case to the country for strikes on syria after the assad regime. The Assad Government used chemical weapons on its own people. Then americans were largely skeptical of military action. Things have changed. Not anymore. The chilling stories of isis beheadings of american journalists are shifting Public Opinion. More of those figures for you. More americans, 94 of them to be exact, have heard about the beheadings, than any other news story we have tracked over the last five years. 61 of americans now believe military action against isis in iraq and in syria is in the countrys National Interest. Nearly twothirds of americans support air strikes to take on the terrorist group. 34 also support combat troops on the ground. President obama has ruled out ground troops. An official tells nbc news the president asked lawmakers for the authority to train the syrian opposition. Which white house Officials Say would require a vote in congress. That those aides insist needs to happen before congresress goes recess. The new york times, that the notion arming the rebels would have made a difference has, quote, always been a fantasy. After meeting with the president , House Speaker boehner expressed support for some proposals, including training and equipping the syrian opposition. The president did not ask for any new information from congressional leaders for military action, which aides say he does not believe he needs and leaders in the room did not push for. Though Senate Republican leader Mitch Mcconnell is now publicly calling for a vote. At this hour, secretary of state john kerry, as we told you, is in iraq. This is a surprise trip. He will also head to europe to build a coalition of allies that according to one aide has not required a lot of arm twisting. Tonights speech also has significant political stakes. Less than two months of course before the midterm election, the president s Approval Rating, now look at it, sits at just 40 , dragged down specifically by views of his handling of Foreign Policy. That roughly 32 of americans who approve of his performance. An alltime lie. For the first type, president is less popular than former president george w. Bush. Republicans lead democrats by nearly 20 points on which party better handles Foreign Policy and by nearly 40 points on which party ensures a Strong National defense. The white house says that. Chuck todd is joining us today from new york. Were seeing a huge shift in Public Opinion in these polls from one year ago when the president last gave a primetime speech on syria. What in the numbers do you see is driving that . Its certainly different circumstances and a different type of threat here. The president finds himself in an unusual situation for president s. Normally, when you ask for primetime, youre trying to rally the country by your side on a specific issue. This is a case, as you and i were discussing before, of the reverse. The countrys already there in what theyd like to see as far as going after this terrorist group isis, both in iraq and syria, and theyre almost waiting for the president to agree with them. So on one hand, as far as Public Opinion is concerned for his strategy, he doesnt have a heavy lift. Now, politically, this is actually a big moment for him. A big moment for the Democratic Party. Hes got to meet this moment. His party desperately needs him to meet this moment. His own personal numbers have taken a huge hit. The Biggest Issue is the issue of the beheadings that really galvanized the country much different than a year ago when we talked about going after assads political interests. You kill two americans and americas decides its in their interest. When asked whether military action in syria is in the u. S. National Interest as youve been talking about, 61 right now say yes. That number was 21 in august of last year. Unsurprisingly, theres also a big gap between the parties when it companiy comes to military terms of military action in syria. Heres a figure that helps give us a better understanding. Air strikes, only democrats, 49 . Air strikes and combat troops, republicans are more inclined to say yes to that, 47 . Is it unlikely does this indicate the president is less likely to face any opposition at least from republicans in congress . Frankly, many democrats. I think democratic lawmakers are closer to where rank and file republicans are in this issue. Think about the letters that al franken has sent. This is not exactly i think its across the board as far as democratic leadership is concerned and key democratic senators. I think its more remarkable that in a country that clearly has war fatigue and has been tired of doing this for the last here we are, about to be at the 13th anniversary of 9 11, that you still had nearly half of republicans willing to send willing to send combat troops into this situation in syria. And you had onefourth democrats. I look at those numbers and say, wow, that just shows you the power of these attacks on these two american journalists. You know, chuck, one thing youve been talking about over the course of this day, as you sort of examine these poll numbers, is how far the president s approval has fallen when it comes to Foreign Policy. He thought it was a strength when he went up against mitt romney of course after taking out osama bin laden. The numbers show that has changed dramatically. It has. All of his erosion is from democrats which gives him an opportunity, right. It is, you know, in the interview with me on sunday, the president talked about, he doesnt do the theater of the presidency very well. This is the moment he has to do the theater part of the presidency very well. Mary landrieu in louisiana, others, theyre counting on him, because among the more stunning numbers here this wasnt a judgment about just president obama on Foreign Policy, youre seeing a trickledown effect. The brand on the Democratic Party on the issue of Foreign Policy, on the issue of a Strong National defense, has been damaged, at least temporarily, by the president here, because theres really no other no other issue that has come up that somehow hits the democrats in addition to the president. So this is a huge moment for him that he has to meet on the commander in chief front. So youre talking politics. Lets talk midterms. 2014 elections less than two months away now. I want to get your sense on where voters are. Youre seeing a shift in favor of the gop. Lets put up numbers on the scene. This is what americans are saying in terms of the right direction, wrong track figures. 23 of americans say were heading in the right direction. 67 say the wrong track. You look at the last few midterm elections and we havent had a president s job rating this low at this point in time, believe it or not, the president s job ratings are a little bit lower than where president bush was in 06 at this time. Granted, it was right around the 9 11 anniversary and he used to get some bumps on that front. That just tells you, though, this is a i think the democrats are sitting right on a tipping point. Theres still not a lot of evidence this could be a big wave election in favor of the republicans. Theres not an theres an enthusiasm issue. Interest in the election is still waning. The sense that the country doesnt think whatever happens its really going to change things in washington. However, take the state numbers we had earlier this week, couple them with what weve seen nash, and you can see, the democrats are on a knifes edge here. It could just doesnt take much for suddenly republicans to be on the precipice of a five or sixseat senate gain to eight or nine. Tonight you hate to say a Foreign Policy speech about syria and isis somehow impacts november. But given the president s standing, given his partys standing, its a huge moment for him and his party needs him to step up because its a its one of those its sitting at the knifes edge and it could go to wave pretty quickly. One of the more striking numbers i read was the 2014 outcome election, will it make a difference, 43 say yes, 53 say no matter what happens, washington will stay the same. Its a rationale thought by the american public. I cant say i disagree. Chuck todd, thank you. You got it, brother. The white house says the president will not give details, an estimated cost or a timetable for the fight against isis. He will also not ask for a congressional authorization vote for expanded military action. One thing he is asking for, however, authorization to train the syrian opposition. Republican congressman ed royce of california is chairman of the House Foreign Affairs committee. Hes joining us now. Congressman royce, we appreciate your time right now. I want to get your sense in simple language of what you expect to hear from the president tonight. What i would anticipate hearing is that the president has a strategy in order to bring in some of the gulf state countries. After all, this war is in their region. We want them to have the infantry on the ground. We would expect to hear that nato has been solicited and that some major european powers, and we understand this is under way, will be part of the air strikes that australia will be part of these air strikes. Because the United States does not want to go this alone. And, frankly, we want to hear the gulf states, arab states, helping to pay for this operation as well. Congressman, youre a good person to address this too. You met with representatives of the Free Syrian Army this week. Thats the moderate opposition that are among the troops the president says we will train if Congress Approves it. Now, just how complex that may be. This is from the daily star. General id ris, one of the leaders, acknowledges, quote, we are collaborating with the Islamic State and the nasri front, thats the al qaeda offshoot, by attacking the syrian armys gatherings. Another commander says weve reached a point where we have to collaborate with anyone against unfairness and injustice. So that said, does the u. S. Want to get into the business or can they afford to get into the business of dealing with groupings where youre not entirely clear whether youre dealing with and where they stand . You have to, because theyre defending aleppo. In aleppo, what is happening is assads forces with artillery and planes wi s wits are bombin. Some reporter says, are you both fighting assad . Yes, they are both fighting assad. The point is, this is my argument that my colleague, the ranking democrat member, made on the committee. If were not arming the free syrian forces, that void gets filled, instead, by isil, right, so the president is coming around to this position, saying, okay, if were going to have because we have had, so far, a lot of military engagements, Free Syrian Army fighting isil, and because the kurds want to fight isil, the kurdish, the kurdish foreign minister told us last week he needed antitank missiles, he needed artillery in order to fight back against isil. Its time we gave them those weapons. But its time that we commit to this idea. They have to provide the infantry. Arab states also have to provide the infantry. Not us. And they have to pay for a big share of this cost. And it has to be the europeans joining us in this effort because americans had enough of going it alone. Again, congressman, and perhaps quickly here, this is important, the topic of exit strategy now. Language that people get. How do we know that weve won . When is this done . Ill tell you where i think its done. The number one problem you have with terrorism like this is the use of a base and the ability to train and equip, you know, and bring in foreign fighters on to those bases where they have a safe haven. You eliminate the safe haven. If the air strikes go in and knock out the safe haven and then if kurdish forces, Iraqi Security forces, come in there and overrun those positions, then youve done the job with air power and i think thats what were looking to do. We want to have those who beheaded americans held responsib responsible. They said theyre going to bring the war, you know, back to the capitals of europe and back to the United States. Lets make sure theyre the target of an effort to eliminate them and their base. Congressman ed royce, we appreciate you joining us on whats going to be a busy day there. Thanks for your time today. Lawmakers on both sides of the aisle are trying to clear the way for the president to take military action against isis. A few different bills have been introduced so far. Latest just yesterday from the Top Republican on the Senate Armed Services committee, senator inhofe. Senator wolf of virginia introduced a similar measure. Even though senator nelson has cite sided the president in the past for not Consulting Congress on military action, hes pushing a resolution to give president obama the goahead. Like the others, nelsons bill would authorize the president to use appropriate military force to protect the u. S. That includes green lighting commando raids and military air surveillance missions. Would prohibit rotational ground forces. And the president s authorization would expire three years after the resolution is enacted. No better person to discuss this with than the senator himself, senator nelson, i appreciate your time. I want to get a sense from you right out of the gates as we anticipate hearing from the president this evening. Are you going to get a vote . It seems the president doesnt think he needs one. You do. Well, eventually, we will. I believe that the president has the authority to strike. Its the Constitutional Authority as commander in chief. I believe he will exercise that authority. I think hes already set it in motion by what hes done in Northern Iraq as well as august 25th, the surveillance flights over syria. So i think hell go ahead and strike. But this is not a shortterm deal. This is going to be a longterm deal. And thats where you need, under the constitution, the buyin from congress. Were going to hear from secretary kerry any minute now. We know he landed overnight, a surprise visit in baghdad. I want to get your sense of how confident the white house says this sort of unity government is critical to its strategy. How confident are you that any government in that region can unite these competing factions, ultimately stop isis or any militant group . We have to. And you see how this brutality has started to knit together the coalition. Not only of european and other western states, but the arab league as well. And so i think you will see a strong coalition. Theres a lot more at stake other than just syria. Its the threat to europe. Its the threat to the u. S. Its the threat to our allies next door, jordan, even a threat to israel. Senator nelson, it seems the president has made it clear he doesnt want to occupy that region. But a lot of americans i think are dismissive of this idea after you get isis its done and its good. Isnt there going to be a successor to isis . And one after that . What do you do to end this recurring problem . Well, thats what makes this complicated. Weve seen this advent of this religious fanaticism. Thats not going to go away so are we in this thing for decades . We as the leader of the free world are in this for a long time. We want to bring in the host of msnbcs hard ball, Chris Matthews. First, the things youre hearing today in anticipation of the remarks this evening . Well, have really put a price for the president tonight. What hes being asked to do is defend the term we use now is homeland, that ominous term, avoid any ground campaign, any ground activity over there, ground combat. In other words, dont get engaged militarily. Fight from the air. Its almost like they want a strategy, they want immaculate conception. A war that involves no casualties at home certainly, no entanglement overseas and yet kills all the enemy. If youre going to war, you have to go to war. The tricky president , is he going to use special forces in syria. Is hes going go in there be an help the Free Syrian Army to defeat isis . If he isnt, who is going to do that . Who is going to defeat isis and stop the beheadings . Obviously, the complication exists with the socalled rebels. Theres so many groups there. Its challenging to vet these groups. Its obviously john kerrys mission now with stops in saudi arabia, jordan. Is it possible in the absence of special forces to get that process . I dont know how you beat somebody without beating them. The beheadings, as you pointed out earlier, the biggest news story in five years. Terrorism is about scaring somebody. So you behead some americans. And we can all identify with somebody beheading us. Its not hard to imagine. Sitting out in the desert and the horror of that while they sit there and casually decide to cut your head off. That grabs your attention. So the American People have their attention grabbed. The president , has chuck said this morning, dont need their attention grabbed. They know were into fear. The question is how do you deal with fear reasonably. Can you protect any attack on the United States ever, no. Can you prevent any entanglement over there without going to war, no. So the president has to Say Something thats impossible tonight. We can defeat the enemy without any danger to america. Theyre beheading people, they say, because we used air strikes against isis. This is a cycle. We hit them with more air strikes. Theyll do more against us. The idea that somehow a president can avoid any casualties and win a war is not really reasonable. For the president , this isnt just a Foreign Policy crisis. Its obviously also a political crisis. Some of these numbers are staggering. The disapproval in term, of his handling Foreign Policy is now at 61 . Chuck earlier today said president obama is in danger of doing, jimmy carterlike damage to the party. I was a speechwriter for jimmy carter, let me tell you, totally different situation. The people in america were really angry in 80 over the fact we were being humiliated overseas. It wasnt like we were afraid at home or Homeland Security or even the term homeland wasnt there. It was the humiliation of us being blindfolded and marched around. Our people were killed over there. It was a pride thing. This is different. The American People are afraid. They werent afraid then, they were angry then. By the way, lets leave politics out for at least a half hour tonight. Because i think the issue is, American Security tonight. What do you want to hear . I would like to see the president cut through the polling, which is not really reasonable, and tell the American People, grow up, were facing a situation we didnt necessarily create. Its an islamic zealotry over there. This religious crew said, if you will, on the part of those fighting to behead people, to kill christians, to kill anyone who disagrees. This isnt something we created. But we have to deal with it. Its going to involve casualties. Were going to get people killed. Unless we just let them run rampant. We can do that. But nobody in america seems to want to do that now. If the American People want to do something about isis, its going to be costly. Think he has to tell they, unlike george w. , theres going to be a cost to this war. I think youre going to have plenty more opportunities to weigh in on this. Back now with more from our nbc news wall street journal poll. Public opinion on Foreign Policy isnt the only place were see ing Public Opinion shift. Republicans now lead by seven points on the question of which party would do a better job of handling the issue. Democrats had a fivepoint edge. That gop lead grows to 14 points in the Senate Battleground states likely to determine the outcome this fall. Take a look at some of these figures. Thats down from 64 in the spring of 2013. Just 32 support a pathway down from 15 points. Or down 15 points, i should say, from last year. Support is down 16 points among africanamericans. 14 points among women. By 10 among young voters. Support is notably higher if voters are told about the details of a pathway proposal. Required to pay a fine, back taxes, as well as a background check. One place the shift doesnt seem to be happening is among latinos. And dont miss this yellow flag for the Republican Party, 52 say when republicans ask for voter security first, its simply an excuse to block reform. That number climbs to a whopping 66 when you specifically pose that question to latino voters. Let me bring in msnbc and telemundo anchor jose diaz. We wanted to bring you a little earlier to get your sense on this. The national shift explains the politics of the president s decision on the immigration. This is great, great question, because the fact is, this is all about politics. And when you have a party in power, that has to confront, you know, a huge increase in the number of unaccompanied kids that are crossing over the border, and there is no easy solution to how to deal with this, then i think that Public Opinion says, gosh, it seeps like theres no real concrete plan in place to deal with immigration. Remember that the border has been an issue that weve been talking about forever. And what to do about the border. When all a sudden, things seem to be out of control with no clear plan, then i think that were seeing the consequence of that. Also add to the fact that republicans have been playing politics with this, as have democrats, but republicans in very key districts, even senate races, have been using this for months now. Do you take away warning signs from this for the Republican Party . Your takeaway for the gop . My take away for the gop is when you explain to people what, for example, Immigration Reform would include, the senate bill, people overwhelmingly support that move. And so the quote is how long are Political Parties going to be playing politics with this before they decide to get anything done. I think the numbers are very, very troubling for the democrats because theyre seeing the American People now support the republicans version of immigration. I dont know what that version is quite frankly. I think whats striking finally is the other number were seeing in this poll is the president s Approval Rating is down to just 47 among hispanic voters. I mean this was a key voting bloc for this president on two occasionings. So are hispanics losing faith in the president s ability to keep his promises and get things done . Do they think this is a lost cause for the rest of this administration . And, peter, these numbers are before the impact of the president s decision the latest statement. Not to have executive order by the end of the summer. I think a lot of latinos may not be as jazzed up to come out and vote this next november, because they may feel maybe theyre being taken for granted. The fact is, what are the options. And that is something that i think, you know, people have to look at. What are the options. Between a party that says it supports Immigration Reform and some may think hasnt done enough and then another party that so far has, for the most part, said that the solution to Immigration Reform is just deport, deport, deport, and nothing else. Chuck todd said, you wrote earlier this week, the president does not have a heavy lift with the American People tonight. What would you check off as this was an effective and successful address . Well, the polls already show that the majority of americans rightly or wrongly believe that isis poses a clear and present danger to the United States. I think those two horrific videos of journalists being murdered by isis probably turned the tide. Now he has to sell he has to reassure americans. He has to set the boundaries in which his campaign will take place. He has to reassure them that there will not be boots on the ground. That whatever campaign he undertakes, that it will have a sizable international approval, that there will be other allies who will go along with us, that it will have the approval of quite a lot of people in the arab world. That this is not the repeat of iraq in 2003, but this is much more like iraq if you like, than the first gulf war in 1991, when there was an International Coalition that went in there to drive Saddam Hussein out of kuwait. Indira, let me pose this to you, more broadly about where secretary kerry is now. Hes in iraq, jordan, saudi arabia, up ahead for him. What will that audience be listening for from the president tonight . I think theyll look at how isis is a threat for their region as well as for the United States. Theyre going to want to know whats different from a year ago. Because, remember, it was just one year ago that the president was talking to the American People about how he was ready to authorize air strikes against syria because of the chemical weapons attacks. And then when he made the decision he was going to go to congress and try to get their buyin and it became clear he had to back off and a separate side deal was made on chemical weapons, the whole mood has swung in the United States. I think all our allies are going to want to know, are you really on board this time, how serious are you about it, or is this just a head fake again. As our poll numbers reflect, its the president being led to this address by the americans as perhaps the president perhaps leading americans with this address. Bobby, you used what i think was an important word there, which i think is boundaries right now. The challenge of setting the boundaries. Obviously the president has made it clear theres not going to be boots on the ground here. But the boundaries in that region are so hard to find. Literally between iraq and syria, but more broadly in terms of fighting Islamic Militant groups. This terrorism in that region. Is there any belief system anything the u. S. Does will ever satisfy the desire to stop it . Thats why it cant be a u. S. Mission. If this was only the United States or the United States and its western allies going in there, then it would lack the credibility. Im not arguing thats a reason for it not to be done, but it would lack credibility. Thats why its usual that john kerrys mission to go and round up support for this mission from the arab world. The president will be speaking to the u. S. But getting the arabs to go along. Not just simply sit on the sidelines and give their blessing. But to actually participate. The way they did in 91. And not the nofly zone that they inposed. You need that kind of participation. Its easy to say heres what were going to do but how do you say heres when we know weve done it defensively . Secretary of defense hagel was just in turkey. He came away without an official commitment from the turks. I think the turks realize isis is a huge threat. They planning to close down the border to jihadists. At the same time, they have 49 turks who are hostages that they dont want to see beheaded. Kerrys that the rest of this trip throughout the rest of the middle east. One point i really want to make, i think is important, lets look at this in the context of our entire middle east policy. Democracy promotion is kind of making a back seat. Were having to make partnerships with monarchies. In a way, if not party nering wh assad, the same enemy that he has, so difficult choices. Roger goodell said the league did not get a chance to see the graphic Surveillance Video before it was released by tmz sports. The video shows rice punching out his now wife in an elevator in a new jersey casino in february. Rice was originally suspended for just two games right after the incident, but when the new video came out, that was monday, the nfl suspended him indefinitelily goodell spoke to cbs news last night. We certainly didnt know what was on the tape, but we have been open and honest and i have, also, from two weeks ago, we didnt get it right. Thats my responsibility and im accountable for that. The ravens owner issued his own apology in a letter to fans saying, quote, seeing that video changed everything. We should have seen it earlier. We should have pursued our own investigation more seriously. We didnt and we were wrong. Im sorry. We let you down. Rices wife janay rice is defending her husband, the wives of other nfl players told the today show theyre troubled by the way the league handled the entire situation. Instead of talking about how the first day of the season went, we were having to deal with this. And to think that the nfl had an opportunity to do the right thing from the beginning its troubling. It really is. Joining me now is brent harris the reporter for Comcast Sports net. Right out the gate. Its clear the nfl didnt do enough. Did they fail to do enough even after the first video came out. I think a lot of outrage surrounds the simple fact. Ive heard a lot of people say the nfl dropped the ball on it. To me they never picked it up. They set the play out. They never got the hand off. You can go all the way back to when the incident first occurred back in february. You know, the nfl has been steadfast in saying they havent seen the video. But i can tell you that i was told what was on the video six months ago. Clearly someone saw the video. Now do i believe the nfl didnt have the video in hand . That might be true. But someone from the nfl saw the video and certainly went back to the nfl offices and told them what was on the video. Right. My question is, to them, what did they think was different once they saw it . We heard Roger Goodell say it was sickening. It was very difficult to watch. I think once they saw it with their own two eyes and got the Public Opinion, the outcry and the outrage from public was strong Roger Goodell felt like he had to make the move to suspending rice indefinitely. What is striking since the year 2000, 77 nfl players have been arrested for Domestic Violence. Clearly there wasnt video in any of the other cases. Only six were kicked off their own team. You can only imagine how much wider the problem would be if there was video every time it happened for the nfl. What do you anticipate as we approach the ravens next game thursday night. Another big nfl weekend ahead. What are we going to hear from the nfl doing . Well, certainly Roger Goodell answered some of the questions by putting in place now stricter punishments for Domestic Violence within the league. In this case, he suspended ray rice for two games and has come back and added to that punishment with the indefinitely suspension. The nfl now, i think, way too late is cracking down on the Domestic Violence part of it. You know, i think they made mistakes all throughout the process leading up to this now.
