And even i dont know who it is. Let me get started with my first read of the day. Three of americas four corners are voting today. Florida, arizona, and vermont. Governors races are in the spotlight. One of them you know about because its in florida. President ial swing state with a pair of National Names squaring off. The other, you should know about. That one is in arizona, featuring a bunch of candidates you probably havent heard of yet. But its a state that could be a president ial swing state as early as 2016 and it could be an early indication of where the republican partys brand problem thanks to ideological driven primary also drag into november. And in both states well get an idea of whether democrats plans to coalesce the nonwhite vote rick scott, just too shady for the sunshine state. Slick politician. Lousy governor. In every job he has ever had, rick scott has docked the treat. Hypocrite Charlie Crist, he is everything you hate about politics. Those are the positive ads. No, im kidding. That basically gives you a good taste of what florida is right now. Current governor rick scott and Charlie Crist have been going at it four months despite the fact that they wont officially become nominees until after todays vote. The margins will be important, republican turned independent turned democrat is trying to win over members of his new party for the very first time. His opponent, nan rich, has tried to portray him as a politic political chameleon. There are significant differences i think. The reason i say i think is because my opponent has really changed his opinion. There are so many changes. Its not as if there were one or two issues. Its just about every issue. Scotts campaign had actually toyed with the idea of trying to help nan rich off and on. Tried to put crist a little bit more in the box. Republicans have been loosely linked to political shenanigans, statewide robo call that played crist statements from 2006. The gop never fully engaged in the primary. Scott hasnt paid much attention to his opponents either, expected to defeat a trio of opponents. Crist had a doubledigit lead in this race but the race is essentially even today. That may be more about crist difficulties as a candidate than it is about governor scott, who is no more popular than he was a year ago. Bottom line, tonights resolve will mark the official result of the most expensive governors race in the country. The only question is whether it will be the most expensive race, period. To avoid any contentious primaries, in both the governors primary and primary for attorney general Democratic Candidates are running unopposed. Different story on the republican side. Tonight will mark the end of a raucous contemptuous race. Right now there are six candidates running. Just three have a realistic shot of becoming the nominee. Out of the three, the former mayor of mesa, scott smith, who democrats may fear the most. Seen as the most pragmatic moderate of the bunch. Support of outgoing governor jan brewer, who may help bring in some conservatives at the end. Our next governor must be able to confront challenges head on and, like me, be willing to go down the more difficult path. Scott smith has proven he will do just that. But smith may have a tough time beating doug ducey. We havent mentioned senator mccain or senator jeff flake. Because neither senator has endorsed a candidate in this primary. Theyve stayed out of it, almost afraid of getting involved in the raucous nature of arizona primary politics. Go daddy executive Christine Jones flew under the radar for weeks before using a surge of ads and outside money to get back in the race. Shes also been pushing the campaign to the right a bit. Final note, by the way, in turnout for both of these races. Neither state broke turnout is not expected to get better this time. You have to wonder if an august primary is the best way to engage voters, particularly when both states have so many snow birds who havent even gotten there yet. On florida, a dispute over congressional maps right up until last friday before a judge agreed to let the mid terms operate under those redrawn maps. So the controversy that democrats thought was going to help them perhaps pick up a few morehouse seats may be subsided for now. Joining me now to talk more about todays primary day, Senior Editor for msnbc. Com. Mark, let me start with you. Gubernatorial races, sometimes people watch politics from a washington perch and think senate races, senate races, senate races. This does have the feel that both of these states, we could learn a lot about 2016 by what happens in both florida and arizona. Well, thats right. You and i have been watching florida for a very long time. Weve been eyeing rick scott, the republican, versus Charlie Crist, the democrat. Maybe the best race this entire cycle. 2016 overturns, given how important florida is. Arizona is very interesting, too, given the situation where republicans have controlled ta state politically for so many years now. But do they go so far to the right . It just was a few years ago where democrats thought incumbent governor jan brewer was one of the most conservative governors in the country. She has endorsed the candidate in this field. Its a question of whether republicans end up creating a very competitive general election in november, chuck. Its interesting, beth. Both states, democrats have gone on a similar path. At least with arizona, they hope to almost copy the florida path, right, which is to coalesce the vote and become more competitive. In florida, the white vote is more competitive. In arizona its still pretty polarized. Yeah. We now more or less think of florida as a blue state. Purple trending blue. Arizona the other way around, reddish, trending purple. Arizona republicans are really in a spot, if they decide to go this path and go to ducey, the candidate who wants to coalesce the white vote. Most conservative. He has the tea party support. No state in the country has experienced illegal immigration the way it has in arizona. Dominant story line of this primary, republican primary with all of them fighting to appear, to some hispanics, more antiimmigrant. Sure. The crisis of the children coming across the border down there. We have a huge demographic shift in that state. Weve seen it in so many other places. Especially in the southwest. Hispanic vote is growing. Older, white snowbird vote, military retirees, for lack of a better term, dying off. Republicans in that state really want to, at the short term, win this race and win this primary at the expense of growing the party for 2016. You know, mark, going back to florida and Charlie Crist and rick scott, what people dont realize about both candidates is how much both of them still Harbor National ambitions. Rick scott actually made his name in politics before going to florida and running for office. He was essentially the chief antagonist to president obama and the Health Care Law and the public option, in particular. He made his name doing that. I get the sense that the winner of this Gubernatorial Race will believe they should be a viable National Candidate of some form. Maybe Charlie Crist thinks he could be the running mate. Why not me . Ill be a twoterm governor of the biggest swing state in the country. And then, of course, marco rubio, florida senator, if he decides to run in 2016. Chuck, it was just a few years ago when Charlie Crist was one of john mccains Vice President ial possibilities in 2008. Not only that. Went to arizona and the ranch. Remember . Getting interviewed. Shows how things could certainly change for somebody like Charlie Crist. You are right. Look at some of the polls weve seen in the florida governors race. Crist and scott have upside down Favorable Unfavorable ratings. Usually not good territory for future Vice President ial possibilities. This has been a race to the bottom. This has been just a knockdown, dragout fight. Its a pure 50 50 race. Mark, you make a good point. Florida governor and the campaign being waged feels ive watched it in kentucky. Those two are emblematic of what everybody feels about politics right now. Nasty. Feels very uninspiring. Bob graham, former governor, quite frankly both parties these days. Former democratic partner said he just hates it. And he blamed both candidates. He said this stuff is driven by the candidates. But the stakes are so high, as mark was saying. Basically the big swingish state in the country who is running that state has incredible influence nationally, both in the party and in terms of National Campaign and candidacy. Youre right. Its a zero some game here. Youve got the unpopular, very unpopular governor who basically only won because he bought the seat in 2010. Charlie crist, who has gone from a republican i was covering the sarah palin campaign. Charlie crist there he was, go, governor palin. All about sarah palin back then. Way back then, right . In ancient history of 08. Republicans to independent to democrat. Who can believe this guy . Its really unfortunate. This is the kind of thing that makes voters very cynical about politics. It is. Before i go, weve launched 70 days to election day, 70 races. Every day, a profile of one of them so were showing were not picking favorites were going alphabetically. Todays race is alaska senate, incumbent democrat versus republican dan sullivan. Chuck, the polling has been very tough on this. I dont think anyone would be surprised if begitch or his opponent end up winning. Fewer than 5,000 voters. This may be the last race called on Election Night because poll closings at 1 00 am eastern time. Were going to be following this real late in the evening Election Night. Has begun manned and unmanned surveillance flights over northern syria. President obama authorized the flights for the purpose of selecting potential targets for possible u. S. Military air strikes against isis. Officials stressed that, quote, no decisions have been made or orders given to launch air strikes in syria. The speed at which, though, that the u. S. Is preparing options for syria reflects the growing concern that isis militants may pose a threat to the u. S. More importantly, europe. Because so many are believed to carry western passports. 2,000 to 3,000 by some estimates. The threat is generally described as a threat to the west. Just a relative handful are from the u. S. In that respect. This is more of a european problem than an american one. The french government estimates roughly 900 french have joined isis. And some 500 people linked to the uk have travelled to iraq and syria to fight with isis, potentially including the man who executed journalist james foley w that in mind, listen to this stunning conversation between keir simmons and islamic militants. This interview was not conducted in the middle east, but in great britain. As soon as i heard about the drone strikes that america was sending, the immediate thought to my mind was america youre in trouble. This execution of this man was obviously to send a message to america to say mind your own business. For years, america has been supporting our enemies against us. Thats why you saw things like 9 11 take place. The americans should be very frightened. I think they should be terrorized and horrified by what is taking place. James foley is, i think, probably the beginning of, you know, a terrorizing campaign to the americans. The more they bomb them, the more they kill innocent people, the more it will come back on the streets of new york. Ayman mohyeldin is in london. The conversation that keir had with those gentlemen, it seemed to play in every stereotype i have heard come from some american politicians who have been very fearful of islamic extremism becoming home grown. We dont have it in the United States the way it is in great britain. Is that fair to say . Absolutely. Its not to say that extremism doesnt exist but, you know, i lived and grew up in the United States and i know very well the Muslim Community there. And its not the same. Its not facing the same types of problems that the muslim communities both in the United Kingdom and in france and elsewhere in europe are facing. The u. S. Has a very different track record with immigration and has a very different track record with asimulatisimilation how concern rd western european leaders . It was striking to me you know, people were comparing president obamas reaction of foley to david cameron. David camerons reaction, to me, struck as its like he knew, oh, no, this may be linked to us. Yeah, absolutely. This is a serious problem for officials here on two fronts. One, the ideological front as you heard in that interview with keir, speaking to those folks. Ideology exists. These people are not simply picking up and going to syria and iraq without any kind of support network. That, in itself, is a major cause of concern for western officials. As you mentioned, there is this kind of, well, what happens when this is over, if they want to come back and attack europe . General dempsey, from the joint chiefs of staff, have talked about how the Southern Commander is extremely exposed. Keep in mind turkey is a member of nato. Some of these fighters come back into turkey, they can carry out attacks on western interests in places like turkey, which is strategic interest to the United States. This is a very pressing issue for western officials and, chuck, its going to be with them for a long time unless they try to address the root causes of it here inside their own countries. Thats another partitive longer conversation we need to have. Sort of a part two of this. Ayman mohyeldin in london, thank you very much. Joining me on this, nora ensenhel. You put out a report to try to dive a little bit deeper on this issue of westerners. In this case, mostly more western europeans than americans but westerners joining this fight in isis. When we hear the rhetoric from a mike rogers saying, hey, theyre a plane ticket away, is this really an american is this really fears that americans should have or the near term, this is a western european issue . Well, it affects both of us, both sides of the atlantic. The most immediate direct threat is probably to europe because of the porous borders there and particularly the foreign fighters out of syria into turkey and through to western europe. The ideology is that they have of striking the United States in the long term. Europeans are under a more immediate threat. Its a problem we, as western allies, face together. Whats the policy solution here . What should policy makers be thinking about in trying to deal with this problem . Is it an immigration issue . Is it dealing with passport stuff . What is the proper way to deal with this . There are a couple of things that the u. S. Can be doing. The first is to pressure the europeans to have increasing diplomatic cooperation on a number of areas, including border security. The key issue, the problem with dealing with isis as a political threat and as a terrorist threat is that its very difficult to know who is in the organization, who is in charge of whom and, really, identifying the key people there. The United States is the best country in the world dealing with people once we know who they are, whether thats putting them on nofly lists or deciding that its time to take them out with a drone strike in accordance with policies. The problem is knowing who they are. So i think well have to see a lot of diplomatic effort on that. At the same time that the president is keeping his options open by conducting increased reconnaissance and collection in the skies over syria. Do we know how you know, you hear these estimates and numbers. But how good is the uk or the french, or the germans at tracking their citizens who hold passports from their countries as theyve moved to this fight in iraq and syria. Again its a matter of not just tracking who has gone there but figuring out who is a threat, who has been working with isis on the ground and who is likely to come home and pose a Terror Threat there. Without violating their civil liberties. Exactly. Thats exactly right. Just in accordance with national policies. So thats a really, really big challenge. I think that, you know, our intelligence on the group is not as good as we would like it to be in both europe and the United States. Thats an area where youre seeing a tremendous amount of emphasis, particularly after the gruesome beheadings we saw last week. Nora bensahel, you put out this report yesterday. Bob corker, we know that youve been pushing for a coordinated u. S. Effort to go after isis in iraq and syria. Youve talked about arming Syrian Opposition forces for more than a year. Yesterday you called isis a demonic group of people that needs to be dealt with. But you dont think u. S. Troops will be sent in. Let me start here. What should Congress Role be and what do you want Congress Role to be in this decision by the president . Well, chuck, we should certainly authorize this. I know the president has been sending over, through the war powers acts, notifications relative to specific excursions. Its been interesting to watch. What that does, chuck, it gives them 60 days of activity without coming back to congress. This is going to have to be something far more coordinated. Its obviously going to need to take place in iraq and in syria for it to be effective. They have not yet shared with us what their plans are. Ive checked in several times over the last several days and unusually i havent heard back. One of the things they could try to do, chuck, is to use the 2001 aumf relative to afghanistan. Its a 60word authorization thats very broad. I hope that is not what they will do. I hope what they will instead do is come to kcongress and ask fo a new authorization for a new threat that has evolved over time. Now are you willing to have that new the president himself has talked about a new authorization, reworded authorization, if you will, that is narrower in scope. Right. Are you willing to basically not only take you want this new authorization, but essentially rescind the other one . Because right now, arguably, there is so much that has fallen under that original authorization. Right. Its a little bit scary to some people. Well, i think what Congress Wants to do is, in fact, to broaden, in some ways, his authority, but narrow it at the same time. I know that sounds strange. The way it is right now, some of the people that have entered this fight almost werent alive at the time. Thats a slight exaggeration. Right. Things have evolved tremendously. Right. If you remember you probably dont. In a hearing most recently on the amf and weve been pushing to have this new one written. We ask if isil even comes under the mandate that they were given. And they wouldnt answer the question. So, again, look, for the American Peoples sake, congress should weigh in. Congress should be a part of this. Congress should own whatever military. Ive been talking to colleagues on the other side of the aisle. I think theres a general agreement that a new authorization needs to take place. You say that. I have to say im going to play cynical journalist a little bit. We are 70 days from an election. Right. To me, the lessons of iraq, the candidates themselves have not taken to heart. Meaning im not seeing a debate. Im seeing politicians of both sides basically duck the issue. They dont want to vote on it. I know leadership doesnt want to put a vote. How much is the november election going to impact the ability to see Congress Actually stand up and take a role in this . Not to be too prejorative but everything this administration does is about elections, it seems. I would hope the American People would demand that the people theyre voting for state their position on an issue that is such a threat to us, both now and over the longer term. So, look, you know, things happen around the world. There are crises that occur. Its our responsibility as elected official to let people know where we stand relative to national security. So, again, i hope this delay thats taking place, where the administration continues to not say what its going to do, continues to not lay out objectives, continues to not lay out a strategy, i would hope that the reason is not the elections that are coming up. Let me ask you this. Let me go about this in another way. There are 20 im trying to think. You could argue for 25 straight years the United States has been engaged in some sort of military conflict in the middle east, dealing with some sort of exi existential threat. Ten years ago, it was al qaeda. Now its isis. Why do we think military strikes are the right policy when today its isis. We what can them. Tomorrow its somebody else. Relative to how we begin this, to support the iraqi military, to support the peshmerka, the kurds. I want to see what that really means. The administration has ducked that issue for so long, left them hanging for so long. I really want to understand what that portion of this overall strategy means. Do you think there are a lot of moderates i didnt mean to interrupt you but that moderate opposition is not that big. Well, look yeah, chuck. You know, if there was a point in time, as you know, when out of our committee we strongly pushed for them to do what they said they were going to do, many of us have been to these refugee camps, looked people in the eyes and been really despondent over the fact that america never lived up to their obligations. We cheered them on. Come on. Well support you. Well train you. Well arm you. We never did that. No question that the modern opg has diminished and people are despondent over the lack of u. S. Support. I want to hear that piece. I really do. I dont know exactly what the administration feels is the appropriate step after not taking the steps they said they would take earlier. But back to what were talking about, were talking about air strikes. Were talking about drones. Were talking about intelligence. Were talking about empowering people that are already on the ground in iraq. And so i do think this is an important step for us. And i think the American People have seen how dass tardly, how demonic almost these people are, chopping off a western journalists head. I know you can go. I can hear you saying yes. I know. Back now to my series of exit interviews by members of congress on their way out of washington on monday, what they had to say about whats wrong with government today. Today well look at what they said about why they got involved in politicians in the first place. Was afraid that his daughter would get bussed to another high school. There became an opening on the high school board. They had a special election and i and 13 others signed up to run. And we would go to these forums. You know, you would have 20, 30 people in the audience, our best friends. There were as many candidates as there were audience . Just about. Yeah. And we would all get up and we would rail against bussing our kids out of the valley and i won the election. I was a landslide. I got 3 of the vote. That was enough . 90 turnout. Yeah. It was not a real big deal. And so i went to my First School Board meeting and found out that its against the law. You dont bus kids from one district to another. So 14 of us were running, didnt have a clue what we were talking about. I saw my father being able to help people. You know, people would come to our front room and ask for help for this or that. They would come to legislature. He would have hearings. He was always taking me out of school. I would get to go watch all of this and going to meetings. You know, High School Student and i thought my father could help those people. He could do that. He could do this. And i just said i think thats i want that kind of leverage i wanted leverage. Motivation for you personally was your brother . My brother, frank, who was deaf. I sought sau how he was discriminated against and i said if i ever could get in a position to do something about it, i would. Fortunately, i did. I got in that position and i was able to work with people to get it done. I was intrigued by, but never thought i would ever run for public office. And then in, lets see, 1992, right after the redistricting took place, a group of folks came to me and said you ought to really think about running for congress. The district has changed and were now in another district thats probably suited for a republican. You know, my wife and i talked about it. She thought i was absolutely crazy for thinking about it. But the more we talked about it, the more we thought that, you know, the country was in a mess then. And that we might have something to contribute. Thats about half of the exit interviews that i hope to conduct before the end of this year. Its a taste of how some of these retiring lawmakers got into politics. The reasons theyre leaving are all the all the same. The place they came to work just isnt the same anymore. Voters all agree. Even with job openings at a sevenyear high, were facing washington fatigue with voters having a lack of faith in political system. Call it a political depression. 71 of our voters said the country is headed in the wrong direction, despite the good economic news. A number thats continued to increase since president Obama Took Office with the exceptionative short decline around the 2012 election. 79 are dissatisfied with the american political system. Alltime high. 60 describe the country as in a state of decline. What will motivate voters this november . Im not sure anything will. Bipartisan polling team, fred yang and bill. This lack of faith in washington that actually i think is trickling into the state capitols, really. Only city governments seem to be on the upswing these days, at least perceptionwise. What do you tell a candidate to say these days that is somewhat believable to a cynical public . Well, number one, i dont want to lose track about bad peop people, the economy. Thats important. I dont want to sound like its mr. Smith goes to washington. What you tell the candidates . Tell them what you really do. Tell them what you believe. In this era, what i do think we need to tell people is more can get done in washington and i want to fix the economy. I dont think our candidates and campaigns of both sides are doing that message relatively well. And i think thats a message people would want to hear and want to see done. You know, fred, its funny. I detect the same thing. Im watching the tv ads. Im looking at the campaign websites. I see a real disconnect between where the American Public is about sort of the state of american politics and the politicians themselves. Theyre sort of i guess theyre afraid of the anger. I dont think theyre missing it. They know that theres anger out there, right . All of us know that theres anger out there. Part of it, chuck, is trying to figure out exactly what is driving it. I think those exit interviews you did was great. Regardless of what party they were in, they all got into this to make a difference. And i think thats whats missing from the electorate, that their vote or participation makes a difference anymore. Very few people do this for a living who are not trying to do something to help this country and are motivated by desire because of a love of country to do better. And we live in a messy, messy system. The other thing i tell young people is dont evaluate what you got done in the next year or two. You have to look at the long arm. Five, ten, 15 years to see how this country changes. And whatever your attitudes, this country for example, i tell folks, we watch a radical shift in add tuds that could not happen in any other country in the world. This country has a great capacity to change. And that spirit of hope is what needs to be tapped into. And we are losing a little bit in this election and other elections. You know, fred, i worry that were not seeing the same quality of people wanting to run for office. I look at the state of florida. And, you know, Neither Party has people that seem to want to run for the top spots anymore. Its that way in a lot of are you noticing, is the system turning off candidates as well as voters . Well, i think you know, yes. I think the short answer is. Again, bill said it very eloque eloquently. Bill and i have a chance to see these candidates and politicians as real people. Chu chuck, its not only the system, its the personal toll that this takes on politicians to run. And, look, the other thing, though and you mentioned this in your intro, that people have more faith now in city government. I think people are finding out that if youre civic minded Public Service oriented, there are other ways of making a difference. Yeah. Than just running for office.
