Was the lone gunman. The kank government had already considered him a quote, highrisk passenger. His parents today apologizing to everyone their son hurt. His mother says shes crying for the victims not her son. He shot and killed Nathan Cirillo before running into the parliament building. They laid flowers in his honor. A man was arrested just steps from the Prime Minister when he pushed through police lines. There were no shots fired. And in halifax, nova scotia, police took a man into custody after leaving a gun on a city bus. Neither incident has been tied back to the attack. But shows how on edge the country is. Wednesdays violence was the second in three days the canadians are classifying as terror. And on monday, another soldier was killed when police say a man targeted and crashed his car into another vehicle carrying canadian troops. Well be vigilant, but we will not run scared. We will be prudent, but we will not panic. And as for the business of the government, here we are in our seats, in our chamber in the heart of our democracy. There are concerns the attacks in ontario and montreal are lone wolf retaliation for the pledged involvement in the mission against isis. Last month, militants called for attacks in canada. But canadian fighter jets only arrived in the gulf this week. Antiisis air strikes in iraq and syria have killed more than 500 militants, most near the key town of kobani near the kurdish border. Pledging more forces to the fight, but a botched kidnapping in turkey is raising new concerns about turkeys ability to patrol its own territory and about the safety of u. S. Troops stationed there. And now the pentagon says it will no longer talk about what allies are contributing to the fight. More on that coming up. But first, we start today in ottawa, ottawa near parliament. And we expect an update from the Royal Canadian mounted police any moment. But what is the mood there today . Well, good afternoon. The Prime Minister pledged that this country will not be intimidated by the attacks. And today, we saw a shaken public try to prove him true. Getting back to life as normal as possible under a heavy police presence. It has been an emotional day beginning with members of parliament and the Prime Minister visiting the national war memorial, laying that wreath in honor of the fallen soldier. That continued with the opening of parliament and that standing ovation for Kevin Vickers, sergeant at arms who appeared to swallow hard, to choke back emotion as he was given that standing ovation in honor for his bravery being called a hero for his actions yesterday when he ran to grab a gun and then shot and killed the gunman outside the caucus rooms. Worldwide, messages of sympathy have been pouring in, including the u. S. , which, again, pledged its support today. When it comes to dealing with terrorist activity, it is clear that canada and the United States have to be entirely in sync. We have been in the past, and we will continue to be in the future. Across the country, theres increased security especially at military bases and transit hubs. We are told that some members of the military are being asked not to wear their uniforms off base when they are off duty out of concern they could become targets. All right. Thank you so much for that update. The associate dean at the Royal Military college of canada and queens university. Thank you for being with us. My pleasure. Theyre watching at least 90 known isis sympathizers in canada. They can take away their passports, but beyond that, theres little they can do legally. So how might the events over the past two two heinous terror crimes now. How might that change the approach . So these are Ongoing National security investigations. These are not all necessarily related to isis. How might this change the approach thats underway . One of the challenges that canada has had is that the judicial system set a very high bar for the detention, incarceration charging and ultimately convicting individuals who engage in politically motivated violent extremism. That is to say that the judiciary wants to see very concrete evidence that an individual is not just harboring particular thoughts, but is intended to move to action. And thats a pretty high bar to reach. And so one of the implications of this event in ottawa is likely going to be, perhaps, a bit of soul searching on the part of the judiciary and Canadian Society as to perhaps the tolerance of the threshold of evidence needs to be lowered somewhat so as to ensure that effective preventive measures can be taken because the challenge with terrorism is that in criminal law, we charge people after the fact. In terrorism, we are trying to prevent people from engaging in this type of activity in the first place. Right. Very difficult to strike that balance. Lets talk about the physical security at Parliament Hill. We know that the threat level had just been elevated in canada, the day before this attack occurred. And yet there didnt seem to be any additional security there on Parliament Hill. Do you expect there to be more permanent lasting changes to the physical security there . So, this is an interesting conversation. When i have the same sort of conversation with journalists in the uk, their observation is how efficient and effective the Security Response to this particular incident was. No members of parliament were harmed in the process that the political executive, the Prime Minister and ministers were ferried away to safety and that the continuity of Constitutional Government was assured as was the rule of law and the ability of canada to continue to govern itself democratically. And so ultimately, sure, we can try to build higher walls and bigger motes, but we know that people can even intrude into the white house, which is arguably one of the best guarded entities within any democracy in the world. And canadian has prided itself on an open relationship, both politicians with citizens and parliament with the citizenry. So i think politicians will be apprehensive about putting up a lot more measures. Certainly a review of the Perimeter Security on the parliamentary precinct. And probably moves from some barriers that are past the barriers to more active barriers to control human traffic flow and forestall a future event like this. Yeah, and going further in the other direction, what we know about this individual suggests they acted alone. We have some reporting today and its very early, we have reporting from people who say they had contact with him, friendly with him and he had a belief that the devil was after him. Some folks think he may have been mentally unstable. All of this suggesting a profile that when we talk about a lone wolf isnt necessarily someone actually trying to make strategic common cause with some operative, you know, program against canada, be it isis or otherwise, but may have been highly disturbed. Speak to us about that distinction. You can have someone who is basically has a problem mentally and thinks that, you know, theyre being spied on and they might invoke grievances that exist and are real there are two issues here. One is the asymmetric nature of this kind of attack. Whether its someone bent on assassinating the member of the Canadian Armed forces as happened yesterday or somebody a lone shooter who three weeks ago took aim at three members of the Royal Canadian mounted police, these are very difficult to defend against because it doesnt require a lot of reconnaissance, doesnt require a lot of planning or know how or a lot of money to carry out. At the same time, as you rightly point out, we need to be careful that radicalization in and of itself is not a grounds for people to move to action. In a democracy, there are lots of people who have ideas at the margins, some of them ideas about violence, but very few of them move to violence. This is why courts do impose this relatively high bar with regards to evidence of people who are looking to take action. And its not a conveyer belt of people who get radicalized and become ever more involved and one day commit violence. Some people wake up in the morning and commit violence in the afternoon without any previous indication. Other people have sympathies for violent radical causes, but never actually act on them. And in many cases, we know theres about a dozen triggers, mechanisms that combine in these cases when we have extremism. They combine differently in Different Cases and different individuals. And so there is no one sort of singular pattern and it must be said that many of these mechanisms have nothing to do with violent ideology. Thats totally true. I want to turn you around a little bit. Yesterday also, canadian hero was born. Sergeant in arms Kevin Vickers jumped in and saved the day. He was rightly greeted as a hero in parliament this morning. What a courageous guy. Are canadians everywhere saying, wow, thank you so much, sir. Good job . Well, i think what canadians are impressed by is the fact that people did what they were trained to do and asked to do for their job. And Sergeant Vickers did put his life on the line in order to save the security of all the other individuals in the building. And i think what people must be commended for is the ability to be professionals under considerable duress. And that it shows that the efforts that the government and parliament has put into preparing for this type of eventuality are paying off and that the considerable training and the interoperatability, given that the house of commons, senate have Different Police forces, theres the opp, and quebec, and on the other side of the river, you have the police. This was a considerable interagency effort and also multilevel governance level effort. And it seemed like a very well rehearsed and orchestrated endeavor in terms of the response that we saw given that there were some 70 shots fired in total, 30 outside, 40 inside the building, how relatively little harm was done shows the response was effective. Yeah. And it gave me all of us chills watching the standing ovation. Thank you so much for being with us. And up next, the Global Impact of all of this. When he jumped the fence here at the white house, you can see those dogs being released immediately. Those canine dogs. He actually started punching and kicking back at them, the two dogs named hurricane and jordan. Were told the dogs had to go to the vet. Theyre now out, fine, back on duty, were told. But in court a few moments ago facing a number of felony charges. The judge ordered him to have a mental evaluation. Stark contrast to what happened just a month ago here thats when Omar Gonzalez made it into the white house. The canine units were never released and that led to the resignation of Julia Pearson and now, of course, we have an interim director joe clancy. There was high praise today at the white house for the fact that the secret service were able to nab him so quickly. Still, an acknowledgment that security might need to be beefed up. Take a listen to moments ago. Working closely with the General Council at the department of Homeland Security to conduct a review about the Security Posture around the white house. Theyre considering a wide range of things, including the deployment of personnel, the deployment of technology. And even physical obstacles like a fence. That are critical to protecting the first family of the white house and those of us who work here. Reporter still, toure, good news for the secret service after a series of negative headlines and the white house praising the fact they were able to apprehend that fence jumper so quickly. So the message is, dont mess with the white house dogs. All right, thanks, Kristen Welker. Well, there was no warning at the white house last night, with know there was chatter before yesterdays horrific shooting in ottawa. Intelligence officials reported that chatter as early as last month possible warning of a knife and gun attack by isis sympathizers. Any plots at that time were described as being in the aspirational stages. They are no longer aspirational. And the world is on high alert for additional lone wolf terrorists. Lets bring back tom zanderson of transnational threats at the center for strategic and international studies. Tom, welcome back, we seem to be in a world where we can derail many threats, deal with larger cells of folks, but solo motivated individuals who may or may not be mentally stable, those seem to be much harder to deal with. How do we get up to speed to be able to deal with those sort of folks without losing our open, free society. Well, theyre very difficult individuals to detect. With we talked about the signatures. Unless theyre communicating openly and providing that chatter, about what they intend to do, its difficult to see them coming at you as opposed to a larger group or cell that has a higher signature or bigger footprint that could be detected by a family, community activists, Law Enforcement, intelligence. So its very difficult to prepare for and prevent these kind of lone wolf attacks. And if youre a lone wolf considering this, youre radicalized, in the United States, you look at what happened in ottawa and then you look at the fence jumping phenomenon at the white house, its a pretty easy calculation. Hey,ky do that, i can get close to the white house potentially with a weapon and do some damage. Yeah, and we still dont know what the ultimate motivation was for the shooter yesterday in canada. But to your point, its a wakeup call for all of us that is capable of happening. You have isis urging sympathizers to carry out attacks any way they possibly can, to cause serious damage. And you think about that being a reality. If you wanted to go out on the sidewalk and shoot a police officer, you could do that. We live in a free country, which is why many of us are feeling a little bit unsure of things right now and therefore the discussions about Civil Liberties and how to prevent this and make it less likely arent really practical. Theres easy access to guns and other weapons. Just the notion of people being able to get close to the white house or to engage in that kind of activity. Its hard to detect it. Almost impossible to detect it. So i think were essentially at a position where we have to rely on Law Enforcement to do its job which its doing and doing very well. The fbi director was talking about the threat of lone wolves. He doesnt like the term. These home grown violent extremists are troubled souls who are seeking meaning in some misguided way and so they come across the propaganda. They become radicalized on their own. Independent study and also able to equip themselves with training, again, through the internet and then engage in jihad after emerging from their basement. The name lone wolf offends you . It does. Id prefer lone rat to capture the kind of person were talking about. I dont know if hes going to shift the nomenclature, but if you look at people who are actually killers and doing it in what he views as a cowardly way, you can understand that piece of it. Speak to the motivation he talks about. Seeking some sort of misguided meaning. Oh, absolutely. Look, even in this country, you have a number of individuals if were looking specifically at the Muslim Community that feel a sense of siege that look at whats happening in syria and iraq and other places and see outside forces the u. S. , europeans and others. And internal forces, the saudis, others in the region as illegitimate, as invasive. And they want to act out to defend their brothers and sisters in those communities. These are also individuals who dont necessarily have a certain level of success, a sense of purpose, a sense of dignity. Theyre not feeling empowered. They may be disenfranchised and not part of the political process, the Economic Life of the country. And they may feel this is a great opportunity for them to attain something theyve never had. And they may not be able to reach syria, but they can do something here. And that seems viable to them. And tom, bigger picture, we talked a little bit about this yesterday, theres this sense that globally theres a heightened level of sort of global chaos. Do you see there being some underlying structure contributing to that . Well, certainly if you look across the globe and you do look at the systemic disorder we discussed yesterday. Or the level of unprecedented level of instability and fighting, a lot of it driven by sectarian issues, you do have many individuals who are not anchored around the world. And so they look at whats happening and they look for a mission or they feel a sense of drifting and listlessness. They latch on to something significant, like isis, a group that seems to be making progress. It has land, it is attacking shia, it is standing up in the mind of these individuals. Thats a piece of solid ground for them. And in that world of disorder and chaos, thats significant. Tom sanderson, thank you for being with us from terror to ebola. Newly appointed ebola czar was invited, but he will not testify since the white house points out he has not technically started that job yet. Meantime, the president is preparing to ask congress for new funds to fight ebola. Effectively putting the ball in lawmake lawmakers court with two weeks to midterms. Most lawmakers remain in their home districts campaigning, helping out friends on the stump and talking to their constituents. From ebola to the canadian attack and isis terrorist fears, it has been a vicious news cycle. But what are voters actually most concerned by . Well, lets ask a congressman. And yesterday i was thinking about what sort of the overarching theme of these midterm elections, and im not sure there is one. But if there is one to me, it may be fear. Is that the sense youre getting from your constituents, as well . Thats certainly what the republicans are pushing and pushing hard. They go into the grab bag of fear. Theyve done it on gays, on guns, abortion and now its ebola and a lot of the things that are really running rampant in the world. Fear is sometimes an effective political strategy, but its a dead end governing strategy. And what im fearful of is we have two more years of Republican House leadership where we bang our head against the wall repealing health care 55 times, where we dont pass a longterm transportation bill that will put people back to work. Where we dont even pass a budget. So, you know, the big issue really is the economy in trying to build wages to revive the middle class. And as youre out campaigning, what are you fighting voters saying . Because its really a contrast here to see the house give itself the vacation, not hold an isis vote, never held a jobs vote, didnt hold an immigration vote. This is a Republican Leadership that doesnt feel a lot of the desire to work. Yet, when we had ebola, they put themselves back in with hearings here. The question being, are they substantive or political . Whats your view . And what are you hearing from your constituents . Well, you know, theres two themes im hearing constantly. One is just this dysfunction. And people want us to get together and get some things done. That is the overwhelming focus im hearing. And the second is a real apprehension on the part of the middle class about the future they face and their kids face. Im hearing a lot about the cost of higher education. Im hearing a lot about low wages and i think those are the two core issues and, you know, its ironic. That the campaign doesnt engage on Economic Issues and whats the challenge for the future. So theres a disconnect here. And the fear is being generated, of course, with a lot of ads. Theres news cycles on peoples minds. The Economic Issues, thats not really getting the play in the campaigns that i think it needs. What would you like to say to your fellow democrats who are so afraid to be aligned with the president they wont even admit they voted for him . Well, i think thats a dead end denial. Obviously you vote for your candidate for president and theres a lot of things that obama did that we should be proud of. Hes under water in a lot of states, so those candidates are in a struggle to get folks to look at them what theyre offering and what their record has been. But i think when you deny the obvious, you know, for republicans who said they didnt vote for george bush, no one would believe them. And i think thats the case here. City hall says a doctor just back from treating the outbreak in west africa has been transported to bellevue hospital. He has a 103degree fever and nausea. Those are possible symptoms of ebola. City hall is cautioning it could also be malaria or could be the stomach flu. But out of an abundance of caution, the patient was transported in a special hazmat ambulance with a crew dressed in that personal protective gear weve heard so much about. Preliminary test results are expected in the next 12 hours. Bellevue hospital is designated for this type of isolation in the citys Health Department is now tracing all of the patients contacts. It feels like one thing after the next and we cant seem to get our head above water here. And you say it all comes back to here at home that we cant even agree on anything. And that impacts the way were viewed abroad. Well, we used to have this quaint notion that politics stops at the waters edge, but right now almost starts at the waters edge. It just seems that if our secretary of state goes out and does something, some senator will follow him and criticize him as hes doing it, its a tough Political Climate in the u. S. And, frankly, its complicating our stature, efforts overseas. Yeah, and some of the questions were facing dont have any kind of easy or obvious political answer. I want to play for you what the treasury, undersecretary david cohen said today. About where isis is getting its money. Take a listen. According to our information, as of last month, isil was selling oil at substantially discounted prices to a variety of middle men, including some from turkey who then transported the oil to be resold. It also appears that some of the oil emanating from territory where isil operates has been sold to kurds in iraq and then resold into turkey. And in a further indication of the assad regimes depravity, it seems that the Syrian Government has made an arrangement to purchase oil from isil. As the kids say, thats messed up. Assad is fighting isil and buying its oil, funding the fighters that are killing the syrian fighters, right . And then you have middle men in turkey, then the iraqi kurds. Walk us through what this means and what the u. S. Is doing here with this announcement today. First of all, doesnt all depend on us. I wish it did. I wish the United States could step in and say, okay, youre going to do this, youre going to do that. Doesnt all depend on that. The real issue right now, its kind of a no mans land, a bit of a free for all. For the iraqi kurds to be marketing this oil. When they have people in the front lines against this group, hard to understand. But i think to get a kind of to get some understanding of it, has to do with the fact its very broken down, not a lot of sort of vertical authority, very horizontal spread out over the battlefield. And its going to go on like that. And that gives some insights why the United States recently actually hit some of these oil installations. You know, youd rather not have to do that. But at this point, thats probably the only way we can do something about isis money. Ambassador, lets talk about north korea. Weve had little bits of strange news coming out of north korea. Kim jongun, nobody knew where he was, and finally he reemerged after being absent. We had this american being released and two more being held. What are experts and insiders thinking about whats going on . Theres clearly churn going on. Things happening. The fact they sent their number two and number three people down to seoul. That was very unusual. And remember, theyve been accusing the president of south korea of pretty terrible things and then the next thing you know theyre sending a delegation. At the same time, i wouldnt read too much into the return of one of these hostages. Lets see if they can return the other two. That may suggest a willingness to talk to the u. S. One of the things we know about kim jongun, hes not been enthusiastic about dealing on the nuclear question. And that causes a problem for the United States. At the end of the day, we need them to get serious about their obligations to denuclearize. And so far, kim jongun has not been so. You talk about north korea, the middle east, talk about other regions that are a problem for us and for the entire groeb. You crane, we could go on. The world seems like a more dangerous place. Is that us thinking that hour moment is the most dangerous moment . Is that accurate in terms of look at history . Well, if you go back to 1989, 1990, we had a secretary of state who said, you know, some people are going to wish they had the old system here because this new world order is going to be pretty chaotic. It was a pretty chaotic time back then. Its kind of held in the last 20 something years and now were seeing the things are kind of falling apart. And in particular, the middle east is kind of all over the place. And this situation in isis, this is not just a syria crisis, not just an iraq crisis, its a crisis all over the middle east, and you see countries like turkey, saudi arabia, really not knowing how to respond. You love to be able to bank those votes so you dont have to worry about them on election day. You dont have to worry about if theres a bad weather event or your candidate says something done or International Events that make people for whatever reason not come out to vote. You love to get those early votes banked in and done. But its not just about calling people up and registering them to vote. You also have to have a message, like you said, that motivates them. And the problem here for democrats and this climate is, republicans have that motivating message and amounts to barack obama bad. For democrats, there is not a message message. Right. Democrats dont have that kind of message. And a unified one. In a unified, national way. And theyre basically tailoring their messages for individual races. In iowa, you see one message. In colorado, another message. Its harder to do that. But thats the advantage that republicans have nationally at this point. They do. And it might pay off in the long run. It is reflective in a way in a sense that youve got a very unpopular barack obama in a state he won. These should be blue states, states where democrats are not worried and not only are they not doing very well as a result of the president s unpopularity, but actually have tea party republicans. Not just moderate republicans, but colorado like you said, mentioned iowa, really far to the right in a state that is one of Barack Obamas favorite states not doing well. I think colorados a bad sign for democrats nationally if on election night, we see colorado goes to the republicans. I think its going to be an ugly night. What are women going to do in this election . And are minorities going to turn out. And one of the things that struck me, i was watching some of the big Senate Debates, there were very, very, very few women and minorities represented as debate and moderators and panelists. I went and crunched the numbers, 7 out of 10 Senate Debate moderators were men. 92 were white, which to me is pretty striking, again, when those were central themes of this election. A, do you think that makes a difference in terms of the types of questions that get asked . And, b, are we doing enough to include women and minorities so we feel their voices are represented and theyre part of this process . Obviously, its a huge problem and i dont want to pick on him, but if you look at the debates that weve had you often have a limited set of questions and it gets to the point where you do debate prep and you can almost predict the questions that are going to be asked. You set the candidate down and you throw questions at them and almost nine out of ten questions you can predict and that is a problem, part of that is because you have this very same perspective and same types of people asking the question and its not just an optics thing and you dont want to have that kind of problem and theyre the questions and issues and i totally agree with you. The governors races are trending toward something historic and incumbent kofrnors are infallible the last four elections and its very hard to unseat an incumbent governor and this year were seeing 12 men in trouble here. Its a very, very interesting trend, and the good news for democrats is they could do pretty well in the governors races even as they lose the house and the senate. The people that came in 2010 was a Tea Party Wave and you have a number of Tea Party Governors in blue states like florida, michigan, pennsylvania and they dont fit with those states and now theyre forced to defend those seats and it will be difficult for the governors and unlike some of the midterm races and some of them were on jobs and some of them are republicans answering tough questions about minimum wage and.
