Attorney general eric holder announced details just moments ago. Our investigation will assess the Police Departments use of force, including deadly force. It will analyze the stops, searches, and arrests. And it will examine the treatment of individuals detained at fergusons city jail. In addition to other potentially discriminatory police and techniques and tactics that have been brought to light. We will follow the facts and the law wherever they may lead. The death of Michael Brown is the motivation behind the decision but its critical to point out that this probe is different than the one specifically into browns death. In this is ka, its whether there has been a systemic pattern of civil rights violations, traffic stops and ticketing, plus, complaints of excessive use of force. About three dozen similar investigations are under way in other american towns. In ferguson, twothirds of the residents are black but just 8 of the police force is. Fergusons mayor told nbcs ron allen hes not satisfied with those numbers but at the same time does not fear a federal investigation. Weve got some initiatives were working on now to help send africanamericans through the police academy. Thats something were going to be working on over the next several years. Its a long process to get someone through the police academy. Weve welcomed anybody to look at our actions over the past several years. Am i concerned . I am absolutely interested in knowing wanting to know the truth of whats been going on. For more on this, lets bring in Jonathan Allen, Washington Bureau chief and professor and director for the center for police. Phillip, help breakdown what we just heard in this conference and how is this different than the investigation into Michael Brown . Well, this is really consistent with what a lot of Community Activists and Community Members have been saying for a while. Its not about just one death. This is into tnot just about on. Its part of a bigger pattern and its the general desire to look at broader patterns more broadly. So in the attorney general remarks, he talked about the pattern and practices. Thats part of a revitalized Civil Rights Division looking not just at ferguson but large cities, midsize cities so theres some kind of accountability for local Law Enforcement. And you have three dozen other investigations happening around the country. Clearly ferguson is the focus here. This is obviously a high priority for the attorney general. Anyone that reads the newspaper or watches television knows that theres a lot of mistrust between local communities and Police Forces in various places across the country. I think what youve seen today is a step towards trying to restore that trust, bringing in somebody who can help them deal with it systemically. Everybody has to follow the law, including police officers. This is an acknowledgement from the Justice Department and police force that something more needs to be done to make sure that is not in the first in a series of cases. Phillip, we saw two announcements, an investigation in ferguson. They also announced that their communityoriented office is going to enter what they call a Collaborative Reform Initiative with the st. Louis county police department. Youll recall, it wasnt mostly Ferguson Police officers who we saw engaging in those operations, what does it mean that the just disaccident is going to be doing with that . Its the carrot to the communication stick. There havent been historically a whole lot of options for them to be proactive in response to these kinds of negative incidents or before they ever happened. What the cops office is being asked to do is to go in and work with the community and Law Enforcement relationship that is so special that, god forbid, there be another miscommunication, deadly or not, that it doesnt result in the unrest that we saw in ferguson. And one of the things that weve learned as we dug into the city of ferguson and what that town is leak and what Police Practices have looked like, its not just excessive force. Its a town of high number of brace i can traffic stops and then court fines assessed on top of traffic stops. We pulled some numbers. Ferguson is a city of 21,000 and in last year alone there were 33,000 arrest warrants issued just for nonviolent offenses. So that would be something that the Justice Department would fake a look at here, too . Thats right. I know that given the context in ferguson, theres been a lot of conversation about racial disparities, as there should be, but there should also be a conversation about over zealousness in general. If you are stopping that many people, is that the best way for Community Funds to be keeping the community safe. Phil and john, hold on. More breaking news in the cycle. Verdicts in the corruption trial of former Virginia Governor bob mcdonnell. Kelly odonnell is live for us. Reporter a sweeping conviction in the former governor Robert Mcconnell and his wife. They were found guilty. There were a couple of exceptions where the jury found on specific matters, they found not guilty. But overwhelming guilt. I could hear sobs in the courtroom. I was in a different courtroom, whats known as an overflow, which allowed us to be able to exit before the whole presentation was completed and raced down to you. I could not see the governor and his wife crying but im told there was an audible outpouring of emotion. This is all about a Corruption Case brought by the federal government against the former Virginia Governor, claiming that he and his wife had sought owe and accepted gifts from williams because he was trying to get state favors and additional help to promote his dietary supplement made from tobacco. At one point, Robert Mcconnell was considered a rising star in the republican party. His name was often whispered on lists of potential future nominees or Vice President ial picks, all of that changed dramatically when these allegations first surfaced. The couple was of accused of accepting pretty lavish gifts to money for their daughters wedding and to loans for their realty company. The jury found overwhelming proof on most of these counts that hes guilty. We dont yet have because i left the courtroom early a sense of when the timing for sentencing will take place but i can tell you this is a dramatic fall from grace and a very emotional day here in richmond. Bob mcdonnell was seen as sort of a pragmatic, effective governor in virginia. Some democrats would disagree but there was a sense that he governed in a bipartisan way. He had an image of an anticorruption fighter, really cleancut. And as kelly mentioned, seen in a lot of circles as a potential republican candidate. Just speak to his political t trajectory and really dramatic fall. Heres a guy that was conservative but came off with very moderate tones, very cleancut, somebody that the republicans looked to as a potential national figure, as kelly said. I think its going to be a warning to politicians to be very careful about who they take gifts from. In most cases, those gifts are appropriate and i think people will take that lesson but also a lesson politically as well in terms of the judicial process. When youre distancing yourself from your wife, youre in bad shape. Yeah. Jonathan, what do you think the reaction will be to this . Kelly odonnell said guilty on most of the 14 counts. Do you think there will be a shock wave reaction from this news . I think this was such a strange case and trial that any outcome would have been believable. Im certainly not shocked. I dont think most people will be shocked. I think there was some sentiment that he might be able to walk if his defense was ingenious enough to perhaps separate him from what was going on, to portray his wife as somewhat having a crush on this businessman. Ultimately, though, i think that ambition agreed and criminal activity is not surprising to anyone here in washington and sadly i think it will affirm the worst fears that a lot of the American People have about their leaders. So youve been writing about what we can do about this. Youve been sounding the alarm for over a year about the danger posed by the threat of isis and in syria and iraq. What can the west do about this problem . The first thing is, its not a british problem, its not an american problem. Its a global problem and, therefore, it needs a global response. The chinese have this problem and europe has this problem in north africa. America, clearly, from 9 11 has this problem. And by this problem you mean it needs a radical response and collaborative response from the region. Specifically, saudi arabia. Saudi arabia have been exporting an interpretation of the sunni sect for many, many years. And it needs a very hard conversation between thes, uk, europe and it needs to understand what saudi arabias objectives are in the region and needs to harness egypt. Its a strategic pivot between africa and the middle east and has gone through a revolution and the reason its done that is because the egyptian people have decided they want sovereign identity over religious ideology and that is something that we, as the west and the world should be embracing as well. Its a multifaceted response that requires political buying and before any military activity occurs, there needs to be a political plan. Otherwise, military activity is short term and its going nowhere. And another problem that were seeing is isis recruitment ability, most that were seeing is on western folks. And Richard Engel did a package last night and today on donald morgan, a man raised in North Carolina as a catholic, a former lieutenant officer, someone you would never expect to turn to extremism. He booked a particular kit tick hoping to join isis. My entire life growing up was surrounded by the idea that i would be 82 airborne, i would be special forces, i would serve dutifully. Reporter he calls the Islamic State a saviour. The responsibility is to protect those who cant protect themselves. Its going to be obama launching a drone strike. So it matters not to me who the enemy is. Isis is referred to doesnt have the objective to to be a terrorist organization. So this man, donald morgan, is now back in the united states. This is something that i think we should all be very concerned of. What do we do about folks like him and others who will ultimately be recruited . Its a Million Dollar question. In 2011, there was a strategy and part of that was a strategy called contest which was about counterterrorism. And that was broken down into four particular aspects. It was to pursue, prevent, protect and prepare. This specifically addressed how people become disenfranchised. You dont wake up one morning and want to adopt radical islam and travel to syria and do what we see on the tv at the moment with isis. That doesnt happen overnight. Its understanding the way that the society in the west treats the minorities. Its the really between the state and the citizen. Its understanding what the mosques within those minorities, within the suburbs of london or birmingham or wherever it might be in europe, understanding what is going on inside that on the process of becoming disenfranchised. That is a proactive strategy that we need to harness. We need to understand that better. When that was written in the uk in 2011, we hadnt had the leeward piece, we hadnt had john the jihadi whos got this english east london accideent beheading american journalists. Its been brewing for a year, two years, josh, as you mentioned earlier on. Its something that weve got to start developing a political plan on because without the political plan, military activity is a waste of time. And thats my sense as well. In some ways while its a huge and challenging question of what we do from a military perspective right now, whether we see the threat of isis growing throughout iraq and while our journalists are being held hostage and being beheaded in gruesome fashion for the world to see, in a lot of ways it seems to me that the even more challenging question is, if you do go in, if you eliminate the threat for now, how do you combat the ideology, how do you ensure that there are stable governments in the middle east and iraq and syria . Its a complex question and its a complex answer. What youre talking about is the ideology, you need a proactive approach. What were seeing in terms of american air strikes, its very reactive. You see an isis convoy, you take it out, then what . There are people still cueing up, there are still people wanting to come from the uk and europe and join this ideology. Theres a home and away approach. We also have to bolster. In the uk we have mi6 and mi5 and the nsa equivalent. Theres got to be a collaborative approach there. We have spent 4 to 6 trillion on activity. We need to take some of that money and those resources and bolster immigration. I dont know the answer but clearly people are and we need to understand the relationship between this state and the minority. In the joint oped between barack obama and Prime Minister cameron, they said it could be deployed anywhere at any short notice. Is that feasible . I mean, to sort of world policemen force and would that be able to deal with Something Like ooiisis . Yeah, i think it is. Everything that weve done from our procurement plans have been about Counter Insurgency and about trying to defeat ieds. Its all very well about having the world police and Nato Response to Counter Insurgency. Without a political plan and without the buying of saudi arabia to stop supporting acquiesce sense to be able to tackle the problem inside syria, this problem is brewing at your front door, unless you have a collaborative plan, its useless. She slaps him around for a while, says some really nasty things that we cant repeat on this network. If youve seen the episode, you know the final punch line is incredible. Doing a 30minute tribute to joan, sort of sitting there and saying, how do you do comedy . Please tell me. One of the ways that she did it, she was very biting. She never stepped back from the comments that she made. She did not want to be politically correct. She wanted to be funny. If that meant she had to step on a couple of toes in order to get the last, thats exactly what she did. Fearless, aggressive, meanspirited at times but there was that funny that you laughed with her at the same time. Thats correct. And that biting style was also part of what made her such a trailblazer for a woman to use that sort of language, to be as dirty as she was willing to be, to be as cutting as she was, not only was she just breaking down barriers for women in comedy, but the way that she did it was so incredible. And in 1965, Johnny Carson figured it out that this was a woman who could make a difference in Television Like no other woman could do as far as comedy was concerned. That was her big break. She shut off and launched herself into a whole different kind of career that other people have tried to follow behind. But that story with her and Johnny Carson is very interesting because he loved her co comed comedically and then she gets her own call on fox and she calls him a little bit late in miss mind, im going to compete with you, yelled at her, hung up the phone, never spoke to her again. Yeah. It was a sad chapter, i think, for particularly joan because he had been so instrumental in her life in terms of the comic career that she had. But she tried to get over it. You know, even the appearance she made on jimmy fallon show, basically back on the tonight show, lets bury the hatchet. She did get over it. She reinvented herself after all of these challenges. How does somebody do that . I cant imagine when im 81 being as relevant as i was at 35. I cant imagine it. But when youre funny, i mean, really funny, you can continue just being funny and when you are that fearless and youre willing to say anything about anybody and she gets it. She gets the current vibe, whatever it is. Exactly. And again, to go back to her staying current, staying on the red carpet, creating a place for herself where other people may have thought, joan is a has been, shes not in the spotlight, she always put herself back in the spotlight. She was so good at transforming her career because i know her from e news where she could be so cruel and controversial and oftentimes she would say things that you thought but you would never say the way she could and yet she would do it and the celebrities still loved her. Some d some obviously took it more personally but she really was an amazing, amazing woman. Most people in the entertainment got over her make fun of them than not be talked about at all. Exactly. And she made fun of herself. She was not shy about talking about the numerous plastic surgeries that she had and it was something that she felt she had to do. She knew people were talking about it. Well, that was june cleaver compared to the raunchy joan rivers i saw in atlantic city. And you loved it, right . And i loved it. It was awesome. It was like the kids in the south park movie where they go see the expletive rrated movie and the looks on their face is complete shock but they thought it was the best thing that they had seen in their lives. But seeing joan rivers that way, completely different than her television persona, was truly spectacular. That is an amazing way to see her. You see her in her fabulous manhattan apartment and you see her walking through the warrens of clubs and theaters and studios working hard for every bit of fame and money and attention that she was able to garner. Right there with her, yelling back at her, very much her daughter and very much part of the joan rivers act before the reality show era was leike, brig your family and well put it on air. Weve been talking about the tact that shes really this trailblazer and she was able to keep her career alive for almost her entire life. Its almost unbelievable when you think about it. I mean, how has she changed television and how will she change the path are to the young comedians coming up behind her . She changed comedy. She changed what comedy means to female performers and also changed what comedy means to any performer, male or female, just by the longevity she shared. I think a lot of the shock that people feel that shes gone seemed impossible that she wouldnt bounce back from this because nothing ever stopped her. She did not less personal tragedies stop her, professional blackballing stop her. This was a woman who was determined, dogged and was going to prove that she would make it and that was a trail that was blazed that will never be softened. And the longevity that you mentioned is such a part of this legacy. I can obama think of one other comic who broke in in the 60s and continues to be funny and pops up on television and thats bill cosby but everybody else has faded away or they are not doing standup anymore. She was still driving hard to the end doing standup, appearing on television shows, doing her own shows. The industry of joan rivers continued almost to her last day. Absolutely. Very much to her last day. She was at an event hosted by the Parent Company for People Magazine the night before she had this procedure, i mean, less than 12 hours prior she had a room in stitches. She owned that room. She was in command that of that room and she had plans for the coming week. She had more episodes of the Fashion Police coming up and looking forward to award season. This was not a woman who was ever, ever going to retire. Jonathan, one of the things that is so interesting is that she was so mean and people loved her for being so mean. How did she pull off that balance and convince people that it was okay to be mean. In her documentary, you see the reason why she was able to be mean and to bounce back from whatever backlash would come. She made a joke that where the punchline was i think she said that she liked deaf children or well, i dont want to repeat it because the person in the audience heckled and said, Something Like, youre so mean and then she just rips into the guy. She calls him stupid, she tells him she doesnt know what shes talking about. But what she says is, comedy is about making people laugh. And if you cant laugh, then, y life basically isnt worth living. You have to be able to laugh. Sometimes life can be so hard that you have to find some way to turn comedy out of tragedy or misfortune or something thats or terrible fashion. Yeah. And so thats how she yes. Especially terrible fashion. Always guilty of terrible fashion. Thats why she was able to bounce back and she was able on get the audience back with her. Ive been amazing listening to this conversation and thinking back on joan rivers life and how much weve all been laughing and smiling which i think is a real testament to who she is and how she lived. A verdict in the corruption trial of former Virginia Governor bob mcdonnell, the passing of comedy legend joan rivers and a major civil rights investigation in ferguson, missouri and we begin with a stunning verdict this afternoon for former Virginia Governor bob mcdonnell. A federal jury just last hour found mcdonnell and his wife maureen guilty of public, corruption, fraud and bribery. Bob mcdonnell is now the first virginia govern aror convicted of a felony guilty on 11 counts. His wife maureen guilty on eight counts. The verdict comes after a fiveweek trial that pitted mcdonnell versus mcdonnell, but the governors defense relying on claims of a broken marriage and the portrayal of his wife as irresponsible, insecure and erratic.
