We are looking at a reminder of the challenge that faces any incumbent president when you have this kind of dissatisfaction. Basically, almost no one satisfied with whats going on. An incumbent seeking reelection. So where do we go from here . We would need to keep going and think about what comes next. We have some special guests. But i want to tell you, a politician can only confront or denial reality like this when nine out of ten people are this dissatisfied. This virus is spreading all over the United States and it is far from under control. I think it is under control. How . 1,000 americans are dying a day. They are dying. Thats true. And it is what it is. But that doesnt mean we are not doing everything we can. Its under control as much as you can control it. Thats donald trump offering climbed of a double negative in this new interview claiming the surge in caseload doesnt mean hes not doing Everything Possible to stop the virus. But medical experts are stressing, in this administration, the u. S. Did not issue uniform safety rules. It did not immediately require masks. It did not even protect the jobs of cdc officials who were getting this right from day one. Meanwhile Economic Experts say in the very week when donald trump says theyre doing everything, you just saw that brief excerpt, the actual Top Development in washington is that the Party Controlling two branches of government has let covid relief benefits completely expire. The second thing is the claim that we are doing everything is just blat anally false. A little over a week ago, i and a number of other physicians and Public Health experts signed a letter calling for the United States to finally create a National Strategy. Similar pleas early in march when this virus was just being identified on our shores. The federal government still lacks a comprehensive National Strategy around testing, around personal protective equipment, or around national mandates for masking or other efforts that we know can stem the spread of this virus. Connie, we have the president , of course, planning to come back out and do another one of these White House Briefings. I want to get into a grim part of the pandemic that can help people have a truthful context for whatever you may hear now or later. The u. S. Leads the world in virus deaths overall. We know that. When deaths are counted as a portion of the population, the u. S. Is one of the very worst. The fourth highest. Countries that spend less on health care, you can see it here. Now for policy that matters, because it proves that better policies can cut the death rate which would save future lives. Even separate for how much spent on this. The president used the facts as a kinds of indictment. Hes been denying them and trying on distract from the death rate for the population and instead use deaths per case count which would measure testing more than deaths. So for our panelists, watch what happened when the president tried with it a report he who actually knew the numbers. You dont know when the numbers do know it. The United States is lowest in numerous categories. Were lower than the world. Lower than the world . Were lower than europe. In what . Take a look. Right here. Heres case death. It was so clear the president is lying. The president wants to be right. He doesnt want to reassure the country. He doesnt, he isnt really trying to help the country at this point. His goal is to always be right. Hell lie. We know that. He was lying there. Hes misrepgt. Six governors, three republicans, three democrats, are forming their own partnership to get enough testing and to have testing that we can get back quickly which without it, there is no point to do any kind of tracing, correct, doctor . So you cant undie people. These numbers are growing. And he wont be able to undo this damage. What we can hope for is that the medical experts and the elected officials who are willing to listen to them will set the model for how we must all behave moving forward. It is the only way to get ahead of this. Doctor . I couldnt agree more with connie. We need tests. Weve needed tests since the beginning. We had failed tests from the cdc. We couldnt test the people we thought were infected. We slowly increase the number available. That was only because the case count went down. As soon as the surge started in the south of the country, we saw it go way up. In my home state of rhode island, were seeing well over a week wait for tests done outside the hospital setting. Thats not okay from a Public Health perspective. I couldnt agree more with her statements. Yes, this damage cannot be undone. Those are some important pieces of factual context. Coastal areas in the storms path can expect to see the storm surge and rip currents as well. Inland areas could see flooding and very, very high winds. Fema is responding to states that have requested the assistance. We have a list of those states. We can give them to you in a little while and my administration is monitoring the situation very closely. We have the military on guard. But we have, fema is there in all cases. The corps of engineers is needed. The Army Corporal of engineers version talented people. I urge everyone to remain alert and to follow the guidance of your state and local authorities. I now want to update you on the path forward having to do with the china virus. Before i do that, i want to give you some numbers which are rather spectacular, that just came out. The Manufacturing Index of the institute for supply management, ism, morising near will you 2 points in july to 54. 2. The highest reading since march of 2019. This is remarkable, considering the survey was conducted throughout july and showed significant improvement despite the southwest, in particular, virus hot spots. The ism measures and it is a very strong measure, of new orders rose 5 points in july to 61. 5. And its highest reading since september of 2018. Thats a big number. Since the i am a load, new orders are up over 34 points which is the largest increase in the history of the ism dating back all the way to 1948. So 34 points. Thats the largest since 1948. Similarly, the isms measure of production is up 35 points from its april low to a reading of 62. 1, which is the largest threemonth gain in over 70 years. Thats some number. These were somewhat surprising. But ive been saying were doing well. And those numbers are really spectacular. Automobile sales likewise are a key factor in the resurgence of manufacturing. Since the marlow of 8. 8 Million Units with sales and all of the numbers that are going up stunningly. 65 increase since then to 14. 5 Million Units. Which is a massive number. The great strength and great news is really for states like, in particular, michigan and ohio, south carolina, pennsylvania, very good, florida, a little bit. These are great numbers. Record setting numbers. The used car market where soaring demands, literally soaring demand is putting upward pressure on the used car prices. This is a leading indicator of the Motor Vehicle industry. The need to restock depleted shelves will further galvanize the factory sector and we think very substantially, based on the numbers. Were very happy with these numbers and i think most people are anywhere from surprised to shock by these numbers in a very positive way. Economywide, inventory has crashed at a near 320 billion annualized rate last quarter. The crash in that case means good thing. Not a bad thing. Thats the largest drop ever on record. Ever. Home builders likewise soaring as are home sales. Sentiment is now higher than last year. New homes recently made a 13year high. We have a 13year high in new home, new home construction. New Business Applications are very strong. That just came out. The widely followed atlantafed gdp. Thats something they have just come out with now, forecasts the new data and incorporates it into quarterly estimates. It looks like 20 annualized growth in the current quarter. So 20 in the current quarter, well take that all day long. Thats a projection. Well see if thats right. The atlanta fed. Very respected. The virus, back to that, we are continuing to monitor. And monitor particular hot spots across the south, southwest, and the west. And were seeing indications that are strong mitigation efforts, working very well, actually, especially to protect those who are most at risk, which has really been our primary focus, ever since weve gotten to understand this horrible, horrible plague that has been unleashed on our country by china. As of yesterday, cases are declining in 70 of the jurisdictions, compared to 36 last monday. Thats a big, big number. 11 out of 13 states with the positive rate above 10 have seen a decline in daily cases since mid july. In other states, the data suggests that the need for continuing vigilance, always strong even though the numbers are getting very good. States that have a test Positivity Rate between 5 and 10 , and the states with the lowest Positivity Rates, we also see slight increases in daily cases, and a couple of them. We must ensure that these states did not become new flareups so were watching them very, very closely, thanks to substantial improvements in treatment and the knowledge weve gained about the disease itself, the reason rise in cases has not been accompanied by a significant increase in deaths. Fatalities nationwide are at roughly half the level of the april peak. So the death, the number. Deaths, fatalities are at half the level. One is too much. One death. This should have been stopped very easily in china, in wuhan. Thanks to our major advances, weve seen vast improvements in recovery groups in all age groups compared to april. Mortality rates are 85 lower among individuals age 1869. And 70 lower among individuals over 70 years old. Weve also made significant strides in sheltering those at highest risk. Specially the elderly. Approximately 85 of all current cases are individuals you understand the age of 65. Just getting some very accurate numbers on this. And these are people who are generally at a much lower risk of complications. Since the pandemic began, nearly half of all fatalities have been at Nursing Homes or assisted living centers. Thats an incredible statistic when you hear that number. This data underscores that the best path forward is an aggressive strategy focused on protecting americans at highest risk, as we race toward the development of a vaccine. We must continue to take extraordinary precautions to shield the elderly. Were doing that with testing and common sense, and those with underlining conditions, especially the elderly, underlining heart or diabetes. They seem to be the two most predominant conditions that cause tremendous problems. While allowing those at lowest risk to carefully return to work and to school. Where embers flare up, we must engage immediately. Thats what were doing. This is the science based approach and it is good with us. Working very hard on that. And extended lockdown would fail to target resources at the highest risk populations, while inflicting massive economic pain, long lasting damage on society, and Public Health as a whole. So there wont be lockdowns. We watch specific areas. Were very careful and were putting out embers, were putting out flames. When you look at whats happening with miami, and it is going, the numbers are going down. But florida is going down very significantly. Texas and california are going down. Rather significantly. On telemedicine as we discussed the last time, as i said, numerous times during this day. An incredible thing thats happening. The central part of our effort to protect the elderly is to greatly expand access to telehealth so seniors can be treated from the safety of their homes. Thats whats happening. The number of medicare individuals using telehealth went from roughly 14,000 a week to nearly 1. 7 million. So from 14,000 to 1. 7 million per week in total. 10 Million Medicare beneficiaries have accessed Telehealth Services since the pandemic began. A tremendous thing that has happened with telehealth. As we shelter those at high risk, we are also pouring every resource at our disposal into the development. Therapies and vaccines. Two vaccine candidates are currently in the final stage of Clinical Trials with several more vaccine candidates entering phase three in the coming weeks, and youve read and seen what has happened today. Todays news was very exciting. Through operation warp speed, were also mass producing all the most promising vaccine candidates and were determined to have a vaccine very quickly. Well have something very soon. Weve got great companies. Among greatest companies in the world. But right now, they dont like me so much because im forcing them to drop drug prices. Prescription drug prices very massively. Some of these companies are involved. In. Some of them are not. Were having tremendous, you will see a tremendous drop in price. Were using favorite nations, the rebates, were using everything ever. So long ive heard about how wealthy the middle men are. They call them middle men. And they are very wealthy. Noble even knows who they are but theyre very wealthy people and were doing the rebates. Were doing purchases from other countries. Like canada. I call it bad. It is men really for Drug Companies to get higher prices. But under the system of matching that we have, if germany has a pill for 10 cents and ours is 2, were allowed to say we want favorite nations and we want it for the same. Theyre if they sell to one country lower than anybody else, thats the price were going to get. Drug companies arent too happy about that. Big pharma. Weve also dramatically accelerated the availability of plasma therapies, steroid treatments, antivirals and other therapies to treat the illness. Today the nih, were very excited to announce, theyre beginning the start of two new antibody treatments which will take place in 40 cities across the country. It will move very quickly. The results look very good already. More than 230 Clinical Trials of potential treatments are underway and weve secured 500,000 courses of treatment for remdesivir. Were really doing a job with it and it is helping a lot of people. Thats why you see the fatalities and mortality numbers looking very good, relatively speaking. But thats for american hospitals through the month of september. So we have remdesivir at a very high level for hospitals through the month of september. Thats big news. The United States also is far and away the most robust Testing Capacity in the world. Testing has been incredible, what weve been able to do. Since march 12th weve increased daily testing by 32,000 . How is that . Somebody would say that must be a typo. Its not. 32,000 . We now have conducted over 61 million tests nationwide, averaging over 20,000 per day. Now that were understanding the virus, were understanding vex what were doing with respect to who it affects, who it is destroying, who gets away with it like young people, very young people. Well be having some interesting statements having to do with testing, i call it focused testing. By comparison, mexico, so were doing numbers that are incredible but by comparison, mexico as you know, the president is a great guy but their numbers are. Different. They could about 1 million tests. Frangs has done 2. 9 million. Ka canada around the 4 million mark. Australia the 4 million mark. The United States is testing more people in a single week than in many cases large segments, or large well known countries all put together. It has been an amazing cheemt, the quality of the testing also. And now were doing testing where you can have results in five minutes and 15 minutes as opposed to waiting for it to come back from labs. Over the last several weeks hhs has opened testing sites in baton rouge, phoenix, miami, jacksonville, florida, bakersfield, california, and this week were opening new surge sites in houston, texas, atlant atlanta. To date more than 130,000 tests have been conducted at these sites. Last week the fda authorized the first two tests that display an estimated quauchblt antibodies present in the individuals blood which is a big deal, allowing to us learn more about the immune response. Fema has worked the private sector to deliver, we have new numbers. More than 200 million n95 masks, 855 million surgical masks, 36 million goggles and face shields, 364 million gowns and coveralls, and 21 billion, billion, can you believe that . Billion gloves. And we distribute that to the governors of different states. When we get on the phone with them, theyre very happy. That i can tell you. No complaints from any of them. Theyre very, very happy. What they say to you separately maybe will change for political reasons but they are very happy with the job weve done. In our national stockpile, weve tripled the number of n95 masks on hand to more than 40 million. The number of dpounls to 15 million. And quadrupled the number of ventilators to nearly 70,000. These numbers are growing every day and were now making many thousands of ventilators a month. Were getting them to other countries who are desperately in need of ventilators. Theyre very hard to produce. Very complicated machines. So were fully stocked here and weve made sure every state is fully stocked. Were getting them to a lot of countries that need help. Well continue to work the governors and local authorities to help them ensure significant capacity, protective equipment supplies, and medicine. Im more confident than ever that we will get a vaccine very soon and we will defeat the virus. And i want to thank you for being here. Well take a few questions. I wanted to ask you, you had a big announcement the other day about getting kodak into the pharmaceutical business. The s. E. C. Is now investigating what happened. Can you say a word or two, whether you think there might have been some kind of a problem in terms of how those arran arrangements were made . Is there any cause for concern from your perspective . A bomb of some kind. On coronavirus, you talk about it with the mortality rate, the death as a proportion of cases. How deadly the virus is, or how good a country does keeping people alive, when you talk about the scope of the virus, when you look at the percentage of the population that has died, only three countries that have more deaths than the u. S. How do you explain that, why the percent of the population has died is so much higher than the u. S. . I think the numbers are lower than others. We proportionately are lower than almost all countries. Were at the bottom of the list. Relative to cases, also, were at the bottom. List which is a good thing. I can get back to you. We have about four or five different lists and were generally speaking at the very bottom. List. When i look at the john hopkins coronavirus resource center, its on their website. It says the most affected countries, deaths per 100,000 people, how many people have died. You have the u. K. , peru, chile, and the u. S. Canada has 8,000, 9,000 deaths. Theyre smaller than us but that only 6 of the population. 6 of our total cases. Why are the deaths soef higher . A lot of our numbers were based on it. New york had a very tough time. New york, new jersey. That area. When you take them out, as an example. Take a look at florida relative to new york. Thats not to say anything wrong new york. It was just a very tough place. People are close together. Its crowded. Its not easy. When you take that out, our numbers are among lowest and even with it in, i will get back to you. But we have among the lowest numbers. Theyve double a fantastic job. Yes, mr. President. I would like the on ask a question about the election. One thing on under employment first. Are you considering taking executive action to extend or rather reinstate the Unemployment Benefits that expired last week if congress cant get a deal by the end of the week, and as a general point, what rate, a percentage, a flat rate in. Were looking at it. Were also looking at various other things that im allowed to do under the system. Such as the pay roll tax suspension. So were allowed to do things. Were talking with the democrats. They seem to be much more interested in solving the problems of some of the democratrun states exhibs and that have suffered greatly through bad management. So that seems to be, theyre hook for 1 trillion to help out with cities that are run by democrats. In some cases, radical left democrats that have not done a good job. I appreciate the wall street journal said very good things, that we did a great job in portland by having our people go in, homeless, chad wolfe, we went into portland and weve double a great job. And they had that in the editorial. That we really won that situation. We want the whole, we did save the courthouse. The courthouse was going to be burn down or knocked down. It was in tremendous danger. We went in. We took care of it. We appreciated what the wall street journal said. As far as the various things that i may or may not sign, i may not have to sign. Progress is being made, as you know, very well on the hill. Well see what happens. Including the pay roll tax suspension. People are being evicted very unfairly. It is not their fault. It is chinas fault. And people are being evicted and we can do that with an executive order. Even from the standpoint of covid. People get evicted and then they go into shelters and there are thousands in the shelters. This is not a time of you never want to be in a shelter but this is not a time to be in a shelter with the covid. They catch it. They get and it it is no good. So i may have to do something on evictions, too. The democrats amazingly dont want to do it. We offered them short term deals is that lots of alternatives. So far the only thing they want to do is bail out states run by democrats. President trump, on the sale of tiktok, youre arguing the u. S. Government is going to collect from a transaction including two companies in which it doesnt hold a stake. That is a precedent that has never happened in u. S. History before. The administration has offered very little explanation about how that will work. Can you provide specifics about did you say that is impressive . I said unprecedented. Almost the same thing. Not quite. I like impressive. Not quite. Close. So tiktok. It is very successful, it does tremendous business in the United States. People are riveted by it. I have many friends when they saw that announcement, theyre calling, i think their kids love it. They dont. Because they dont get to see their kids anymore. But its an amazing thing, whatever it may be. And i told microsoft, and frankly, others, if they want to do it, if they make a deal for tiktok, whether it is the 30 in the United States or the whole company. I say its okay. But if you do that, were really making it impossible. Were letting you operate here. So the United States treasury would have to benefit also. Not just the sellers. And i said, inform very simple. We have all the cards because without us, you cant come into the United States. Its like, if youre a lands lord and you have a ten an. The ten ants Business Needs a lease. So what ive said to them, whatever the price is, a very big proportion of. Price would have to go to the treasury of the United States. And they understood that. And actually they agreed with me. I think they agreed with me very much. Please. Thank you. That deal may or may not happen. Weve given them until september 15th. If they can have security, the obvious security, microsoft would be a good company in that respect. Theyre improved including working the department defense. Theyre very high level approvals. So it would be good. But there are other companies also. Yes. You or anyone in the administration reached out to other companies aside from microsoft to see if theyre interested weve had other Companies Call us. Microsoft called me directly. And weve had other Companies Call. I dont know where they are. It sounds like microsoft is along the way of doing something. I dont blame them. Its a great company. We cant take the security risks of any of those Companies Including huawei. I think our attitude with china has changed greatly since the china virus hit us. It hit the world and it shouldnt have. They should have been able to stop it. When you lose so many thousands of people, ultimately, it will be millions of people around the wor world. Its a terrible thing that happened to the United States and europe and the entire world. A terrible thing. On the virus, you said there can be too much testing. Can you explain what the down side would be from teske too Many Americans . Why you havent provided a date by which all americans might have the same testing we had at the white house . Well, we do more testing than anybody in the world, as i explained. I dont mean a little bit. If you look at india, theyre about 11 million and were at 61 million. Well be announcing it. What weve done is incredible with the testing. Not only the testing. Not only the number of testings but the quality of the tests and the mnlory itself to do the testing. Nobody thought it would be possible to get a fiveminute and a 15minute result. That is a very accurate result. And we do, theyve done a great job. Many of they will have done a great job. So were looking temperature very strongly. And were looking at doing something that if we do it, look, right now the testing is useful but were spending massive amounts of money and we want to have it chaneled. We want to help the most people we can. We are testing at a level that no country in the world, and ive spoebl to the leaders of the world, theyll ask me about it. No country in the world, it is even believable that we can test. So. 61 million, most countries dont even test. Do you know what they test . When somebody is feeling badly. Theyre symptomatic, thats when they test. Thats a big difference. With us we go around looking. If we find, we find spots, we find hot spots. One problem is from the standpoint of the media, we end up with far more cases than we would normally show. So what i called it the other day. It is called media gold. For the media, it is gold. Nobody in the world has done the testing. They cant believe were able to do it. We want to test very specifically the people in most danger. I wanted to ask you first about what you tweeted out earlier today in regards to florida. And your comfortableness as it relates to mailin ballots for florida. Why does that apply to florida and not to mailin balloting across the country in. So florida has a great republican governor. And it had a great republican governor. Robert desantis, rick scott, two great republican governors. And over a long period of time theyve been able to get the absentee ballots extremely professionally. Florida is different from other states. In nevada, we have a governor, he said lets just sends out millions of ballots. The post office cannot be prepared. I havent spent on to the post office about it. I dont know how they could be prepared. Florida has been working this for years. And they have a very good system of mailin. And that would be absentee or even beyond that. So in the case of florida, there are not too many people who would qualify. Florida is a very well run state. Theyve done a great job. Low taxes and everything. Theyve got a great system of absentee ballots. Even in the case of mailin ballots. The Postal Services have built up. It takes a long time. When you look at the carolyn ma loany election, i think they give you the story. I think you have to do that election over. That election is no good. You have to take a look in new york. It is only for a relatively small number of ballots. I think they have to do the it over. The times wrote a big story about it yesterday. It is a disaster. Nobody can know what the election result is. In the case of florida, theyve done a great job. Theyve been doing it over many years and made it really terrific. So for florida, you can mail in your ballots. You dont have to go in maybe a couple other states. Theyve worked out a state. In the case of nevada, theyll be voting in a matter of weeks. And you cant do that. I cant imagine the post office can do it. All of a sudden, it is supposed to be dealing in millions of ballots. Florida has done a great job. Ultimately, the number that we need to assistant by is the deaths per 100,000 people and it is you, the reporter during the prompbls pointed out. We are mock the bottom four or top four, depending on how you look at i, countries in terms of the death rate. Be defensible. Not with the Health Care System we have. Well, doctor, as it is sometimes said, big facts. Youre giving us the facts we need. And while the underlying situation is very serious, there is this political overtone of the clash. Both the White House Briefing room, we just saw it. In oneonone interview, you did have a reporter call out the president only west want our viewers to have those facts. Looking i dont understand any one politician, i want to play something from the governor of new york. We just heard from the president. People can hear all the politicians and make up their own miblds. Governor cuomo being quite strong. Six months later, you still dont have testing. You had six months. How did you not set up a testing operation . How did you not expand the capacity of your hospital system. How did you not locate additional staff . How do you not locate additional ppe . You had six months. The reason they didnt . Because they were listening to the president. Governor cuomo being quite blunt there about something hes lived through and cares about, new york hit hard. But that is as far as hes gone, connie, basically saying, in his view, he argued that because of politics and blind maga loyalty, republican governors let more citizens die.
