The house on the verge of passing a Major Police Reform bill. Were tracking that live on the floor of the house and well bring you updates, including a special guest only throughout our coverage. Also, disturbing new video of an arizona man killed in custody. These are the stories ive told you before. Were staying on them. We have the facts for you and also, reverend al sharpton will be here on what he says people need to do on the facts coming in. We begin with our top story. The coronavirus spike that is breaking records. Cases now surpassing the dangerous highs from april. Over 2 million total. You see the red arrows from how bad it was and how bad it is tonight. The cdc chief meanwhile rattling many today, stressing that for every confirmed covid case, there can be 10 more that exist in the United States, but are undiagnosed. Over 20 states are seeing spikes like florida, oklahoma, south carolina, and texas. Reporting the highest single day totals ever on wednesday. If the cdc is correct in the way they are estimating this, the 2 million confirmed cases now would reflect a total estimate climbing toward 20 million covid cases in america. This is a brutal reality that undercuts president trumps false claim this week that the virus was, quote, going away. It also undercuts what mike pence has been up to. He is of course the designated leader of the task forceful hes been revising his approach to all this, with an op ed talking about focusing on the encouraging signs. President trump pressing toward his third rally as covid surges. This one planned for july 4th weekend at mt. Rushmore. It looks like another effort to pretend that things are going back to normal. At the policy level, that same instinct you can see. Lets pretend its normal. The Trump Administration ending funding for 13 covid testing sites across five states. As many people are vend, you out more, and sometimes breaking the guidelines for keeping themselves and their communities safe, we want to show you what were getting in our reporting from the front lines. Doctors who actually treat the sick explaining why they are alarmed. I just cinch when i see people going back like nothing is going on. Im afraid well get to a point where everybody realizes, this is bad but a lot of the damage is did you mean. We had 50 patients test positive on friday alone in our clinic. Uptaking in clusters of patients who were out in bars and clubs over the last few weeks have been coming in in droves, testing positive, unfortunately. People testing positive in droves. After fighting guidelines on social distancing. When covid first hit, there were many states in america, many countries that did struggle, of course, with this new pandemic. And the virus can hit people who did follow the rules. It can spare others who dont follow the rules. There is no scientific karma in the data here. But look at what were blerpg how similarly wealthy western democracies are handling this different. Youre penal countries including many with cities and free societies like america, they are bringing their cases down from similar highs on the left in april. The European Countries bringing their cases way down in june by following the medical rules as the u. S. , for its part, is not. You see the surge. The United States failing to bend the curve around the corner. There is some talk of a second wave of the coronavirus coming back this week. The facts are worse than that. To paraphrase the canadian writer, aubrey graham, we cant say this is back or nothing because that implies its back from something. Coronavirus is not back in america. It never left. Because too many people from the top of the Trump Administration to places all around the nation, are not taking it seriously enough. We turn to our first guest. Shes worked at the intersection of science and government policy. Dr. Natalie azar, back with us, and bill kristol, serve director of the group defending democracies together. Good evening to all of doctor, why is it important to understand that we didnt rounds the corner. Cyrus is not back. Medically speaking it has been with us this whole time and continues to surge. Absolutely, ari. This was always the expectation that we would have waves of transmission across the United States. As the months progressed. What we did in the northeast is we successfully flattened the curve, implementing all the mitigation strategies. It is unfortunate. I did hear an earlier show had on an emergency room doctor from texas who said, we did see what happened in new york and new jersey in the tristate area and weve prepared for the possible of needing to have even more capacity as they enter into the steepest part of the curve and potentially hit their peak, especially around the july 4th weekend. Its really terrible. You see our counter parts in the european union. Countries with similar wealth with dense cities. They were hit very hard. Italy and spain early on and they succeeded in being serious about it. They had serious governance. They were getting mixed signals and they have a manageable situation. It could go back up. This is a tough virus. Nothing is done forever but at least now it is under control. It is allowing the economy to open up and schools to open up. If you look at the chart, i worry about the school year. That has all kinds of economic and school costs. Mostly about people getting sick. I worry about the emergency room doctors and so forth in texas. Theyll go through now what people in europe went through a few months ago. It is really terrible. And i think the total failure of the federal government, its fast the president decided, hes finished with this and the virus isnt finished with us, you know. The failure to tell people what to do. The testing is still not adequate, apparently. The masks, ill just say it. Vice President Biden gave a pretty good speech today, it seemed to me. When he finished the speech, talking about the state of the unit, as he was leaving the stage he put on a mask because he would be in close proximity to other people. It was a little gesture. He didnt say anything about it. And trump cant even do something simple like that to show americans, hey, were in this together. I wanted to ask you where the politics and the landscape meets the health policy. I think the point youre getting at, people may be over dealing with the coronavirus but the virus is not over killing americans. So this is a, literally deadly serious challenge. If you look down in texas, and i know you know, what has happen to the Republican Party under donald trump. You have Governor Abbott who has been trying to yoke himself to trump and maga, backing away from that. Governor abbott pausing what had been an aggressive reopening plan according to health officials. Delay go the return of city employees. Scaling back reopening as the covid cases spike. First, bill and then governor, what does it mean to you when a red state governor where trump does remain popular says, i reopened as much as i could. We have to back off to save lives. Im sorry. I was going to go bill and then governor. Sorry. Governorable made a lot of mistakes in my opinion. It went much too far with president trump. At least he has some conscience here. He seems to be trying to do the right thing. I wish we could say the same for president. I would agree with that. Whats going on is unconscionable. It didnt have to be this way. If the president from the getgo had relied on the sinltss. Let them tell everybody, what we know, what we dont know. Science is evolving. Were finding out more every day about this virus. Even though you might have a relatively mild case, it may not go away after youre released from the hospital, if you are hospitalized. It can have consequences. We could have put this, if the president wore a mask. It is a simple gesture but it speaks volumes. It tells people to take it seriously. To make this into a political statement which is what it is. His supporters, the real people dont do that. Real americans dont wear masks. Were not scared of this. This is a virus. It will kill you. It can kill you. And it is getting all age groups now. Weve seen fortunately very few little children, whatever this other complication is, but now you see the 18 to 25yearolds in florida. Thats where they see the biggest uptake in cases. The president lives in a bubble. Nobody gets near him without getting tested repeatedly and he gets tested repeatedly. He can afford to do that but there are a lot of other people who put their lives on the line for no good reason. With Health Experts talking about the surge. This is pretty alarming. Pretty worrisome. We are seeing this largely because we opened up too quickly and without the right safeguards in place. Governor . I agree. Because the president didnt take it seriously, because we didnt have enough of the masks and the personal protective equipment right away, that made it very hard for the governors trying to be responsible. Trying to do the right thing. That you were not just being arbitrary. Ive said before, there isnt a governor who doesnt want to open up business. Thats revenue. Theyre all facing budget problems. Particularly those with the constitutional budget. They want to open up but they care about their constituents. Were not over the first wave so we dont have to worry about a second wave. But we are as far as the economy goes. If we were to have a second big hit, if it were to grow bigger even faster than it is doing and more governors have to shut down again, have to pull things back from where they were, that will really hit the economy. And bill, on the beat last night, we heard from regular people around the country dealing with covid including two people who voted for trump laugh time. A barber in georgia, who i appreciated coming on the show he basically opened up about what hes doing in his own household. His economic anxiety. There were things he disagreed with with trump a little bi. But like many other republican voters, he told us, what we heard last night, it can be hard to stay positive. We also see in state polling, and reminds my viewers, having worked on a president ial campaign a long time ago, National Polls are worthless because there isnt a national vote. There is only states and the electoral college. If you look at the states, we are seeing some shifts. The key rust belt states. It is not allegedly closed by opening up double digit leads. How do you view it . Could it reverse itself by november . Trump has had a couple of very bad months. Some of these people only recently have switched over. Some are very doubtful about trump. I think it is a combination of the virus and the economic effects of the virus and then the lack of empathy in terms of this has created a sense of whatever you might approve of what hes done, whatever your thoughts were in 2016, about hillary clinton, the elements you dont like about the left, four more years, we cant have it. People are not arguing about 2016 or about the judges or decisions made a year or two years ago. Theres a number of voters, 3 , 4 is huge, that are moving over. Were running over on time and i try respectfully keep dr. Azar out of the politics. From a health perspective, do you know which way to vote is best for your own Blood Pressure in november . Which way to vote for your own Blood Pressure . Okay. Im going to take that question and weave in high Blood Pressure. The cdc had quite a lot to say in addition to the fact we might be woefully underestimating the cases in the u. S. He said about 92 to 95 of the population are still us is emible. They also expand there at risk groups and they said which cardiovascular disease, hypertension is in there. They no longer have the age cutoff. Over the age of 65. They say any advancing age in and of itself is a risk depending on your underlying medical conditions. Finally, 60 of americans have at least one chronic medical condition. And i lied. Thats not finally. You know the young people who get really, really sick and they didnt have any medical conditions . There is this syndrome thats evolving of these people that are recovering. Its not pretty. It very much can resemble a Chronic Fatigue type of syndrome. So its not just people with chronic medical conditions. We know that and we are seeing this every single day, as governor whitman said. We are all potentially vulnerable to this. Really important points and viewers can make up their minds. The doctor could go into politics if she wanted to. You answer the question you want, not the question you got sometimes. I learned that. I want to thank you all in your own lanes of expertise. Well be seeing you all again. I want to fit in a break but this is something we have coming up. This disturbing death in police custody. Hes begging for water. Hes crying out at times for his grandmother. Reverend al sharpton is here. I want to you stay with us for both the story and what to do about it. The chief offering a resignation. The body camera video is brands new. So this is newly released video. The incident was in april. It shows officers approaching a house where Carlos Ingram lopez was reportedly drunk and acting disorderly. It is not clear from the available public evidence which of the three officers was taking the video. As always, we warn you. This involves video disturbing to watch. Get on the ground im sorry get on the ground please, please. Get on the ground. Give me that hand, okay . Okay, okay. This scene, of course, appearing chaotic at times. Then officers restrain him and he is face down for 12 minutes. Restrained meaning hands cuffed in what is referred to in these situations as a quote, prone position. Then he yells out in pain and he tries to plead with them to understand that he could not breathe. Please, can i have some water . Hes on something. I cant breathe. Can i please have some water . I cant breathe. Thats captured here. He would be face down for another 12 minutes. Is he breathing . Hey hey hes not very conscious right now. Police eventually did try cpr. Lopez died at that scene. The autopsy report states that the cause of death was a sudden cardiac arrest in the setting of acute cocaine intoxication and physical restrain. Note the manner of death was essentially undetermined. Officials were briefed the day after the death but this is very important as we dig into these incidents and how does policy work, how did police operate, how did the mayor thats are supposed to oversee them operate . I can tell you Something Else disturbing here. They are saying they didnt even initially look at the video. There are questions asked for those of us at an executive level to become aware of the very troubling actions of the officers as seen in the footage. Although we were briefed the day following the incident, we do not view the footage at that time and frankly, thats something we should have done. Something they should have done, they now say. The actual live could not temperature pranl just video of the death. Tucsons mayor said she is deeply troubled. A criminal investigation has been launched. This is a new and developing story. We turn to reverend sharpton. The president of the action network, viewers and people around the nation know him for working on these issues in many, many different communities around the country. So i want to get you on tonight. Beginning with what were learning about this, what was wrong in your view based on the evidence and this inaction . What should happen now . Well, clearly we are looking at something that reminds us of the eric garner case in new york six years ago, and that happen after this. This happened in april. With the death 30 days ago today of george floyd. Police are not there to punish a suspect. Theyre there to arrest a suspect, bring him in, or her in. If theyre pleading you cant breathe, you should accommodate that. Theyre hand cuffed. In this case, he was hand cuffed and nude. Clearly there were some issues there about him. He may have been intoxicated. You do not withdraw medical assistance from him and you certainly do not allow him to die. Thats first. I think that that is why you need federal law on how police can and cannot behave, and if they cross the line to where it becomes that they are adding to someones demise, which happened in this case, or injuries. That they open themselves up to criminal exposure. But the other thing is, when you have the authorities say, a man died, and they know hes dead, and they didnt even look at the videotape, then all of the fighting that occurred, and that was successful in parts of the Obama Administration, in getting cameras on police, Means Nothing if those in authority wont even review the tape. Then why are we having with you the cameras on police, when the heads of the Police Department admit, we didnt even look at the tape. What could be more serious than a man dying in custody and you didnt review the tape . 100. You just said it. The push to get the videos and evidence the is that it can be a source of facts. You have people admitting, one of the most serious things that can happen. A death. Legally some deaths are ruled no fault. Or a justifiable homicide. Others are crimes. The most serious thing. And they said we didnt even want the look at it. A huge tell. I promised viewers, there is Something Else big i want to get you on. Another development related. Congress is on the verge of passing a major bill reckoning with problems in policing. It is called the George Floyd Justice and police act of 2020 and there is nothing automatic about what the house is deliberating on right now. This bill has changes that were once considered controversial among democratic politicians because it takes on powerful police units by restricting their tools from no knock warrants to chokeholds to tracking misconduct. And if you remember one thing about this bill. It will reform the greatest shield that officers have in courts across america, qualified immunity. And politicians in both parties have to do by that immune shield on the theory that they say officers need deference for what they do in the line of duty. So lets be clear. Democrats didnt touch that when they took over the house or when in 2009 when they had congress and the white house. Indeed, the Justice Department in the Obama Administration largely defended qualified immune when it came up in court as the law of the land. So it is big that one country is shifting on this. Demanding accountability for police in court. Largely because of the protests. The last Time Congress did a sweeping crime bill was in 1994. Very few measure thats took on police union power. Democrats suggesting they have the votes to pass this tonight. This is not something that was just going to happen. It is a win for reformers and black lives matter activists. The movement, moving the ball even as many are putting pressure for a lot more to come. What does it mean to you to see Congress Step up on these issues including the key immune that officers tend on benefit from in court in. It means a lot. Movement without, demonstration without legislation is incomplete. Many of us have been fighting for this and now to see the congress moving, heartened by it. We do not want them going back to the senate. They had no exposure at all. That they not give up any major parts. I think without qualified immune, without making chokeholds illegal, without dealing with the other things in this bill, it becomes, thats what we are going to keep the pressure on. Were here because many of us stayed on this for years. With the death of george floyd, it expandsed the movement of all races. But we must still turn it into legislation so it is not drama without justice for these families and for families to come. All that makes sense. Weve covered here. Were not, as weve. Were not dropping these stories. What is happening in the house would not have happened but for the action in the streets. Good to have you. Thank you. People can finds the reverend 5 00 p. M. These calls are coming amid other shocking reports out of North Carolina with three officers in wilmington, were just fired after a supervisor discovered a nearly twohour long rant with racist statements and threats. It was apparently accidentally recorded. A patrol car camera capturing one of the officers saying the country needed a quote, civil war to wipe black people, quote, off the map. An officer talked about slaughtering people based on their race. The officers used racial slurs. And we will not note or repeat in our broadcast. Wilmingtons police chief, a black american who is in his first week on the job, responding by saying this. When i first learned of these conversations, i was shocked, saddened, and disgusted. There is no place for this behavior in our agency or our city, and it will not be tolerated. Were joined now for a special discussion with janelle ross. And isaac. He was convicted for a drug offense. He became a paralegal in prison working with others on his own exoneration. He is now a licensed attorney in new jersey and we should note the abc show for life is actually based on his experience. So it may be familiar to some. Thank you for joining me. Well get to all of it. What you sometimes find under the hood, at least in some departments. Well, two things. Making use of the technology thatle Police Officers have been outfitted with. Listening to tapes and not relying on what police themselves report. I think police are a microcosm of the american public. So youll finds police saying many of the same things that people across the country say. So i think not shocking. Is it disturbing . Yes. These are people who have, they are armed and theyve been given license to enforce the law up to death, right . So it is certainly scary that this is their goal or even casual conversation. But what we can extrapolate from this, beyond these particular officers, it is pretty hard to say. Yes, yes. I think one of the major tragedies when you look back, and you look back at american history, for some reason, you know, were always looking for the federal government to come in and protect us. I mean, since reconstruction, weve been looking for the federal government to come in and protect us. It is a tragedy. Thats not supposed to happen. The states were given the power to not only police its citizens but protect its citizens. For some reason, were repeating the same things over and over and over again. So when you hear these comments by these Police Officers. When you hear the racial slurs. I agree. Thats not a surprise. Thats something that is deep rooted in american history. That is something deep rooted in american culture. When you look at our leaders who have consistently failed to do anything. Theyre sending an implicit message to the police. As long as youre not caught, its okay. But when you do get caught, you know, we have to figure out a way to punish you or to deal with the issue without making major changes. And it brings us back over and over again to the same cycle and thats where we are today. And you get this far to create evidence, aka facts, then you have leaders who are so bent on avoiding it. They admit, we didnt look at the evidence. Thats a tell. And a private citizen doesnt have the ability to detain and kill. A private citizen wants to stay i ignorant, thats their call. When you have the powers, thats not acceptable. Well, when you look at the issue, a high ranking official has the responsibility to make sure this doesnt happen, had not looked at the video. Theres a message in that. The message is that these are things that are not only acceptable, but theyre leaving the people on the ground, the foot soldiers, to actually look after themselves. Theyre delivering the judge, the jury and the executioner of the police on the streets without any time of supervision. When they go out and rough a guy up, they choke him to death, they treat him inhumanely. They understand theres nobody watching. Yeah. And to your point. We saw it today. Americans are confronting that youre witnessing extra judicial killings. What do you want to do about it . I have to turn isaac to something that mixes in with your life story. A lot of hardship. But at the end, if i may, kind of cool if they make a tv show about someones life. Not that anyone would trade for that deal. But if i may be positive, then you are. So lets take a look a how theyre making a show out of your life. What i do as a prison, everything i do, everything ive done is about getting my freedom, getting back to my family. You want another lawyer, have at it. But youre not going to find anybody more motivated than me. Youve been through a lot. How does it feel reliving it through a fictionalized narrative here . How do you feel watching that . What are you hoping Everyday Americans who may not be in this the way we are, what do you hope they take from the show . Inspiration first. The effort to pound the pavement for change. One of the things that brought me through my challenge is my innate understanding on how the system, and how Law Enforcement works. And i think thats one of the problems with society as a whole. When you look at what happened with george floyd, the reason there was this big outpouring. George floyds case was very, very unique. For the first time the public was able to understand not only the ruthlessness and callousness of Law Enforcement, but the total disregard. The kinds of, another day at the office attitude of taking a mans life. And it wasnt just a shot in the back and an instant kill. It was a slow torturous death while he begged for his life and the people on the sidelines were begging on his behalf. For the first time the public was able to see that. To see the scenario play out over the course of ten minute. So it woke them up. Thats very important. How Law Enforcement works. How culture is he will bedded in not only Law Enforcement but the way they treat other people. It is, one of things i always say. If you dont see yourself in a persons pain, youre not going to do much to help that situation. Yell. Until were educated, until we see ourselves, nothing will change. Im running over on time. Janelle, final thought . Im grateful to have heard what was just said. It is a really important point. We have a Justice System that i think we like to describe in one way as the everybody 50 of the world. For many people, there is a dawning recognition that it function day to day on the grounds level in a very different way. And the responsibility for trying to close the gap between what we say we want and what we say we have and what people are experiencing is falling on individual citizens and people willing to stand up and challenge what is happening. And when you look at this high school name, i mean, do students in that school, you or your peers, is this something you talked about a lot the past couple years or with everything going on now, people are thinking of it more deeply. Yes, we have been thinking of it in past years. With Everything Else going on, i feel like with everything going on this was the right time to do it. Laura, walk us through how this is being greeted in the school community. This is something that has been an issue for 50 years now, the name. They started to try this in 1971. So this is nothing new to us. Right now as trudy said, now is the time to make this change. And do you think it is having an impact . It is a stark way to tell people a student doesnt want to participate, doesnt want to race under this brand, this name. Yeah. These athletes are taking a stand, it is a moral issue for them. And we are all so very proud of not just trudy but the other athletes standing beside her, doing the same thing. Trudy, what have you learned in talking to fellow athletes, coach, teachers, what have people been saying since you put this out . I had a lot of friends tell me they were proud of me, had a lot of parents tell me that they were so proud of me for standing out and for doing the right thing. And so laura, what do you think comes next here . Ari, i want to take a moment to say how proud i am of trudy for bringing this to my attention. This is something ive known about, but until she really brought this to my attention with a letter she wrote, i was just incredibly moved. So what we want to happen is to call on local politicians, the time is now. Call a vote before the july 20th meeting. Theres no reason to wait. Do this so we can start our school year on a fresh start. I guess my last question, trudy, youre doing this, youre getting understandable shoutouts. What do you say to other people watching, your age or high school who might be thinking it seems scary or makes you feel nervous to speak out on Something Like this. What would you say to other students . I would say just do your best because i know it is really hard, it was really hard for me. Just go out there, do your best and do what you believe in. I think thats a fitting point for us all to reflect on. A lot of people are through the protest pressure, people are trying to say wait, what do i believe, whats the right thing to do. It is not about reliving everything you could have done different. What do we want to do different today and tomorrow. Lot of people looked at what youre doing, trudy, i think agree with you. Thanks for telling us about this effort. Thank you. Thank you. Good luck to you both. Were going to fit in a break. Be right back with one more thing. Back with one more thing.
