Klobuchar is joining him in dallas. Buttigieg dropped out with remarks that sounded like he was knocking Bernie Sanders and now we have him stepping out to endorse joe biden. I strongly urge pete to stay engaged and told him if i won the nomination, i was coming to him to be involved because he is real, real talent. Theres no official policy to try to talk people out of the race. And thats not all. This swift rush towards and around biden is, of course, coming from some rival whose spent months arguing he might take the Democratic Party backwards. This reflects several larger shifts. Former president obama has remaind carefully neutral, even with his relationship to several candidates, even with his former Vice President. And people close to obama say the signal has been sent. In the past 36 hours, obama sees biden as the candidate to back. And the largest shift came in this weekends blowout you can see reshaping the entire race right now. Bernie sanders had surged, of course, in three states but biden came back swinging, showing in the debates, according to many democrats, that biden had far more fight than Mike Bloomberg. Biden arguing he was the more rightful leader than an independent democratic socialist. And i can tell you we were just down there and heard many voters embracing bidens argument on the ground as the contest has turned to more southern and diverse turf. And that clearly has boosted joe biden. Everything that has been happening since saturday for biden is in a way because of South Carolina, the south, which is a proud and complex place which argus it can sometimes be misunderstood or ignored by elites and other parts of the country. This is the point the artist, andre 3000 made in a cultural moment that can also apply to politics. But its like this do, im tired of folks, you know what im saying . We got a demo tape and nobody want to hear it but i got something to say and thats all i got to say. The south got something to say. Can you their south right now . We track the delegates on the beat because they also got something to say and they say it more plainly than media predictions. Bie biden pf bidens name is so big, there are fewer on the score card and hes within seven delegates of Bernie Sanders. Whos trying to arguing it actually validates how much he is at war with the establishment. There is a massive effort trying to stop Bernie Sanders. The political establishment is coming together and they will do everything. They are really getting nervous that working people are standing up. It doesnt surprise me. None of the three candidates have gone to sanders. We should note liberal nation magazine endorsing him for a realistic and radical agenda. I can tell you i worked on a president ial campaign. One thing i learned is ambitious people will stay in the race as long as there is a money and a path to win. Take either one away and it gets harder. Buttigieg and klobuchar saw no path and would be running out of money soon. They also had a self interest political reason before getting shut out of more delegates tomorrow, which could cut out any talk of strength for a future run, or if one were to lose ones home state. And Elizabeth Warren has money. They dont see a path to her winning outright anymore either. Her new message is maybe no candidate will have a path to the majority of delegates and if she stays in, she can win at convention thats brokered. If shes in third or below t gets hard to see how that gets her from single digts to the nomination. Tomorrow this race turns from differences of dozens to hundreds. 1300 delegates up for grabs in states with texas and california the most. Right now biden, buttigieg, klobuchar and a growing number of Democratic Leaders endorsing biden are pushing to catch sanders. I can tell you the people trying to stop him may be reflecting on another piece of southern wisdom from andre 3000 about not taking your leadoff any kind for granted. True, ive got more fans than the average man but not enough loot to last me by the end of the week. I live by the beat like you live check to check. If you dont move your feet, then we dont eat, and we like neck to neck. Theyre working to keep this race close. And joining me the democrat from california whoos endorsed joe biden. And doug herman, a political strategist who helped president obama with a direct mailing strategy. Hes not goodendorsed or workedh any candidate this cycle given your candidate surge in joe biden. Does he have enough support here, having been out spent and out gunned, to keep it neck to neck . Yeah. Joe biden has been outspent by Bernie Sanders and also michael bloomberg. I think Bernie Sanders is going to do just fine. Im from southern california. Plenty of rappers and folks with great quotes. Bottom line is i think youre going to see Bernie Sanders is doing much better, hes going to do much better because he finally have the kinds of funds where he can communicate to the communities in a way every candidate would like to. The thing i love about joe biden is the fact that he is a true public servient. Hes not a nay sayer, not angry guy telling people to get off my lawn. He knows how to work with people on both sides of the aisle and how to get things done. Bernie sanders a cranky, elderly person telling people to get off his lawn . Is that what youre saying . I remember as a kid anytime someone would yell at me to go away or something, it reminds me of that. Thats all. Thats your take. Doug, ive got sanders people coming later in the hour. So, we get everybody. Take a listen on the note buttigieg struck while dropping out. We need leadership to heal a divided nation, not drive us further apart. We need a broadbased agenda that can truly deliver for the american people, not one that gets lost in ideology. We need an approach Strong Enough not only to win the white house, but hold the house, win the senate and send Mitch Mcconnell into retirement. Doug as a veteran of these things, straight up, when you see pete and amy coalescing around biden, does that matter for voters tomorrow in your state of california or is it late for that and will help more later . It still does matter. Theres a lot of votes left to be cast. And theres a majority of the votes a super majority yet to come in. Were only at 50 of the votes. So, theres certainly enough votes for joe biden to make up the gap and i think whats happened is the kind of momentum he needs to have the energy to make delegate viability and cut into the sanders delegate lead. As mentioned, you work this cycle. Barack obama did better than expected. Could this be that moment for joe biden. Does the house have something to say . I think it could be for the reasons duk just said. There are a lot of folks holding their ballots until tomorrow or even tonight. Watching what pete, amy, others do in these last moments as they make their decisions. And the south has a lot to say tomorrow. California, obviously, has the biggest prize. And north carolina, tennessee, a lot of Southern States that are going to be voting where, if the South Carolina results say anything, is going to do quite well. I think theres still twists and turns left in the race and we havent seen the end of it yet. Listen to Mike Bloomberg on the trail. I talked to mayor pete and to Amy Klobuchar and i wish them all the best. I thought both of them behaved themselves. But they represented their country and their states very well. And i felt sorry for them. But im in it to win it. Were going to go out and going to go get them. You cannot complain about whootz in the race. You got to win no matter what. But what do you say to this former republican mayor billionaire who got in late, claiming your candidate was weak, as we just showed your candidate currently looks stronger today but bloomberg could be a problem to you. Well, since bloomberg made that statement when he got in, he thought biden may have been weak and probably many others. But he did state that and i think its time for him to reevaluate and realize joe biden is here for the long hall and has the biggest and best relationships with people actually getting things done in the house of representatives and the senate. It was said country needs to heal and joe biden is exactly that person who can start literally from day one, reversing many of the things donald trump has done as president and getting legislation done in the first 100 days and six months, making sure we can move this country forward as quickly as possible in the right direction. You mentioned, that, congressman and relationships. This sis a time where people ar giving a close look to joe biden. Experience in the congress. Experience with republicans. Sometimes thats been used against him because eras are different now. Im sure you have constituents and progressives that want to be confrontational. What is it that makes him the right person here . And im curious what you thought of his speech sunday night which leaned more into a call for unity and perseverance that led to a list of issues. Exactly joe biden is working on the issues together. We have a big push of people coming from Central America to the United States because this administration literally cut off, almost completely all the support they had to stay home. Thats a buffperfect thing Vice President joe biden did champion when he was in the white house with the previous president , president obama. Hes not the kind of person that talks about what needs be done. He was part of an administration that movaled us from over 20 of americans not having true and honest access to health care, down to less than 10 . And i was one of those individuals. I can appreciate what its like from going, a, to the bedroom to the emergency instead of going to the doctor and saying help me out. Whats wrong. Very interesting coming from you as a congressman and leader with your own constituents. Theres a flich side. Were going to hear some sof that later from Michael Moore. As you and others know the concern about joe biden was never that he wasnt well liked in the party or isnt a longstanding democrat, which is a contrast to Bernie Sanders. All of that was well established. One of the things i know youve heard, that we hear on the trail, ran from for president three times. Never won a delegate. And with regard to the coalition, i want to read to you from Washington Post by henrioleson. South carolina was the first state to vote with a large black population. Nearly no state has offered such terrain. Theyll be a third of all voteards and getting 61 of the black vote will make biden competitive. It will not send him, he argus, past sanders. I mean, could be right. But i think this is why mayor pete and senator klobuchar getting out is going to be fw beneficial to joe biden. They were taking up 15 to 20 of the voters. Those are voters up for grabs, that may be able to add to his coalition. The base of the support is africanamerican voters, particularly in the south. And ultimately, hopefully growing your coalition to 50 plus one. Its up to his campaign to see if he can pick up those pete supporters, steyer for that matter and piece it together. Thats what a campaign is and i think its up to him, senator sandards and the other candidates to see if they can piece it together and make it work for them. Doug, stay with me. I have one more campaign bit of business to do with you. I want to thank you both very much. Doug, i want to ask you one other thing and that is basically, we actually first met in the 2004 cycle when i was working under john kerry. Full disclosure. But you know your way around the nuts and bolts of the super tuesday states. The way california and texas dominate. You did work for obama. Can you just give us, on the straight facts, the preview of what really matters and how much of this is early vote thatsa already banked . I know you know it so well. So, thank you for that question. This soo really interesting dynamic going on. There are so many more that have yet to be cast. And what make as president ial campaign unique is that the cocktail chatter, the social chatter, the conversation people have is a part of the conversation the president ial campaign and so what happens there is important and determinative and doesnt have to be an ad that tells people whats happening and where their votes should go and where theyre going to make the most difference. Theres a lot of places f you add up the delegate totals that are cast to date and keep the buttigieg numbers and the klobuchar numbers, hes becoming the leader,if not in a dead heap tie with bernie. The most important component is what youre seeing happen in the period after South Carolina through today is joe biden is gaining delegate viability. There was a question whether there would be anybody besides Bernie Sanders in california who made delegate viability. That same kind of criteria and qualifying is happening in every 1 of these states. Theres a host of states across the south voting tomorrow that dont have aggressive and robust early vote programs. And now is going to be qualifying or likely to be qualifying based on those events. This sis a really significant event. This is by far the biggest and most significant move of the delegates and even anything thats happened in advance of the big votes tomorrow. Thoolats really striking. And youre saying not because you are rooting for one candidate. But this idea a wider races may have put biden on a numerical disadvantage. The difference between 13 and 16 is a difference between biden being run out of the race and now maybe in a long delegate hunt and a match up based on bloomberg as well. Always learned a lot from you since back in the day. Thanks for being here. Coming up we have a special report. Were going to break down the spending in the democratic primary. Three candidates have all dropped out in the last three days as were getting the first mull state picture on what theyve spent and what has worked. The clues in the new results could shape how democrats plan the general Election Campaign against donald trump. Especially since there are billionaires arguing providing a campaign with your own Funding Provides an edge. Were digging into spending and what the campaigns got for it. Take a look at what many voterfunding candidates have spent. Sanders spenting money in four states and beyond. Biden spent half of sanders spending and most are on the left, with the exception of klobuchar who had far less. What i just showed you is what the entire race would look like. But whats so different right now, which could matter tomorrow on super tuesday is adding in the millionaires plowing their own money into the race. Tom steyer spending 2 250 millin in about four states of competition. Hes already dropped out. And boom, fittingly in green, bloomberg spending three times what Bernie Sanders has spent. Bloomberg emphasizes that was for super tuesday and beyond. Many different organizations and news media track this kind of spending. What youre looking at was reporting Rachel Maddow did previewing the dramatic difference in ad spending. Steyer poured this 250 million of his own money into campaign and then dropped out saturday. Bloombergs spending is increasingly looking like a problem for joe biden. Tom steyer is spending more on ads in one state than others have spent in their entire campaign. If show someone something enough times, theyre going to be like yeah, i like that. Thats why cheerios is a thing. Hes spending so much that right now this may be a commercial for him and we dont know it. Mike bloomberg. He could have funded grass roots organizing or offered the same money to donald trump to quit. Our our special report focuses on one part of this question. First of all does more money automatically equal more votes . And if it doesnt, then maybe this spending doesnt have to matter as mucha as people think. What weve done is crunched an estimated money per vote for each candidate this far. As you know all the numbers are fluid. They will change as the primaries continue. But were journalists and we count as we go. Joe biden has the best return on investment at 190 spent per vote and sanders, even though he spent more than warren, has a better money per vote ratio so far and very interesting look at steyer who dropped out after his disappointing South Carolina finish. The guy who spent the most is over there where you dont want to be spending 3,000 per vote. That is not, in business terms a good return on investment. These numbers could look good by tomorrow or tomorrow night when you have different results. Sanders has spent a lot of money on super tuesday states. And theres one candidate not shown here at all. And thats Mike Bloomberg. Hes run a strategy where hes spending, spending but insisting dont count anything yet because hes not on the ballot. We couldnt leave him out completely. So, weeve run a potential outcome for you. This is what it would look like if bloomberg got the same number oaf votes hypothetically as the vote leader and still less than his former billionaire tom steyer. What if he finished at the bottom of the pack with the same amount of votes as klobuchar . He would be 4,000 per vote, making him again a pretty bad democracy businessman with the lowest return on investment than any major candidate. Two of those bars were hypothetical and whats clear right now is for one and we heard this anecdotally from vote thorns ground in South Carolina, money doesnt buy votes. And theres also what people stand for and basically what does it mean if somebody spends so much and doesnt have preexisting credibility with voters that they start to second guess the influx of ads telling them what to do. Weve got special experts to walk us through the nuances of this and what you think youre going to learn on super tuesday when were back in just 30 seconds. We just showed you some of what each candidate has spent when you look at money per vote in the first four states. This is something new. Top three, i should say. Biden, sanders and steyer is someone who just dropped out. And you see the drastically different approaches to spending. And steyer more than 17 times than biden. Im joined by president of the center for politico accountability, a watch dog group for politics and political commentator sally comb and she is supporting Elizabeth Warren in this contest. Bruce, i wonder if you could walk us through one of the takeaways. There can be too much money in politics and theres a question of how to regulate that. If Bernie Sanders and joe biden are doing better while spending less than bloomberg, that seems to speak to their strength but in addition what concerns you about the influx of spending . I think if you have the flux uncontrolled and unchecked, that becomes corrupting. I think you have a concern about wealthy individuals coming in and dominating. I think weve seen many small donors in this race. I think when you look at corporate money coming in, thats where you have Serious Problems because its dominate at that level. Does it concern you if someone can throw so many dollars at race or does South Carolina, with the example of steyer, does that actually show whether people would like less money in politics or not, the limit. Spending 3,000 to get a vote compared to bidens 190 does show the limits of the impact. You know a candidate has to have a message. The candidate has to be able to resonate and connect with voters. Tom steyer wasnt. Same thing with Bernie Sanders connecting with voters because of deep concerns they have. Money can get you to a certain level but mony cant talk you all the way. Are you saying that money cant buy you love . I think its difficult. Difficult but not impossible . Difficult but not impossible. Appreciate oh. Sally come, this is the same numbers but simp luifying it. Look at joe biden spending verses sanders. He would make the argument w a lot of popular vote that hes done it more efficiently. Efficiency, sure, great. But all money isnt equal. And look, theres been research that has shown the same results as what your team is showing, which is spending doesnt necessarily lead to more votes. But, as the saying goes, you get what you pay for. And what we know is that corporate money and big donor money gets those investors and theyre investors. They are getting a return on their investment. For instance, we know members of congress their staff say theyre more likely to take a letter from corporate and from corporations in their district as a witness test of the population and from constituents. Take pharmaceuticals, for instance. Theres a hearing in front of the committee. 27 of 28 members got a total of why dont we have action on drug prices . I wunlder. And its not just whose money goes in, but which candidates go in. While were seeing more gay candidates, more women. Were seeing the number of working class people in politics go down and studies show theyre more likely to put the interests of the working class in front instead of lifting up the interests of billionaires and corporations. Thats the problem with the money. Such great pointsen the systemic drag down. Its hard enough for the causes youre mentioning to get heard and its being dragged down by those efforts. Bruce, where does that fit in . I think a real problem you have today is you have corporate money, in many cases its targeted. Weve looked at corporate money going to political committees that have reshaped and distorted politics in the last decade. The fact that its targeted, the fact its targeted is specific states meaning you have the overturning of state legislatures and what sally talks about is changes in policy. And im curious about the big question. In a way its unanceerable. If Mike Bloomberg, in efficiently, as were pointing out, massively spent his way to a certain result, does that over count his political strength . In other words one of the arguments hes made directly is he has enough money to go against trump and we were interviewing voters. Qualitatively, anecdotally i heard people say maybe if he has enough money, that will help the Democratic Party. Are there ways they should remind voters to look at some of it per capita, if you will . I think in the end its going to be the type of message and being able to connect with voters. If you cant resonate and connect with voters, they dont feel youre going to be able to help them and meet their needs, then youre going to go down. I mentioned you support Elizabeth Warren. Its worth noting she also has spent more to get less. No money isnt the same. Yes, all money is dirty. Im that old lefty. And by the way, maybe if bloomberg had been more efficient with electoral spending and les efficient with stop and frisk, wed have a different conversations now. Shes not taking big corporate money or checks from big donors. And second, look, the reason we have buttigieg and klobuchar and even steyer drop out is because they fear the Democratic Party moving to the left. The reason warren is staying in is because she wants to see the Democratic Party move to the left too, be more accountable to people at the grass roots level and a party that can get stuff done. Youre hittish ng it. Do you think theres more of those Warren Sanders liberals . Shes consistently a second choices among a number of the candidates. When we talk about a candidate progressesival and can get stuff done, thats Elizabeth Warren. Interesting. We like to hear from everyone. As mentioned, we had a late add to our rundown. Maybe because so much is going on around biden, Michael Moore joins us tonight on the clash. You should be mad at tech thats unnecessarily complicated. Make ice. Making ice. My congestions gone. I can breathe again ahhhh i can breathe again ughh vicks sinex. Breathe on. Welcome back to the beat. It is the eve of the allimportant primary. Joe biden clearly got a lifeline. Weve been covering that in a number of ways. Now we turn to oscarwinning film maker and prominent Bernie Sanders supporter, Michael Moore, who has been out campaigning with the senator. You decided to join us late. I was transparent saying you wanted to get in and my first question is why is it so important to jump on the phone tonight . What do you think of the coalescing around joe biden tonight . Thank you, ari, for having me on. I thought it was important to come on and say a few words as a bernie supporter on this network. The coalescing thats happening tonight in the last 24 hours is clearly obviously intended to try and stop bernies momentum. Bernie still is the frontrunner. He still has the most delegates and still number one in all the nationwide polls and number one in a majority of the polls for tomorrows election. They did everything they could until this point. They couldnt stop the momentum. Its so sad mayor pete and amy couldnt somehow they couldnt even go 24 more hours. It wasnt going to cost them more money or work. Theyve put a year of their lives into this. But obviously this push has been going on since before the last 24 hours to get people drop out and coalesce around somebody. Remember, bloomberg was going to be the savior and then the debate happened and then biden had this great victory on saturday. Let me jump in and press you on that. We debated with everybody here. You decided several people that did build a type of support, certainly Amy Klobuchar has her constituents and campaign supporters. Pete buttigieg who built a national following. You seem to be putting their choices in a negative light. What do you say to them and their allies who say, a, theyre making a positive push and some argue its a rush that theyre seriously worried about the sanders agenda and the political standing on the ability to beat donald trump. Well, the first part of that is right. They are worried about Bernie Sanders policies and what hes going to do to Bring Health Care available to all americans. Not according to how much theyve got in their wallet. And all the other things hes going through. Listen, ive lived long enough and you have too, even at your young age. You youve lived through enough elections. Tell me one time when youve seen major candidates, especially mayor pete who won and tied an election a primary. When weve seen them drop out the night before . You know when they drop out . Say the day before the super primary tomorrow. Who dropped out but youre here to give your view of the answers. Are you arguing something sinister . No, im agreeing with you that they are afraid of Bernie Sanders. And so this is a hail mary move to lets get them all on the stage tonight, lets get whatever has to happen. Whatever discussions went on before yesterday, they were convinced that this is the move. They should have been allowed to go through the election tomorrow and have their voters vote for them. This is what bothers me about really either party. But i hate to see it in either party where we want to take the right of the people to have their say and thats tomorrow. Whether they want biden or bernie or pete or amy. But were going to take that away. Let me play for you nobody. Youre making that point and theres another point about who theyre rallying around. Joe bidens run for president three times and this is the first time hes ever run a state. 32 years of running. And heres what you said about joe biden. This was quite a while back in october. Take a listen. Joe biden is the center. Hes this years hillary. Hes not going to excite the base to get out there and vote on november 3rd, 2020. 70 of the people voting are women, people of color, thats 70 . Low do you scare that with South Carolina . South carolina is not a rp representative of the United States. Thats just the facts. Absolutely no impact on the november 3rd election. It is still the same. 70 of those eligible this november are young people, people of color and women. Theyre going to decide the election. And so what we have now are three primaries or caucuses that bernie either won or tied and then saturday. For people tonight to just get so excited about biden finally had a win, finally this is my last question. Do you think those questions and youre referring to some of them. Do you think theyrel for joe biden or falling in line theyre thinking about what can stop Bernie Sanders and not donald trump. And thats sad because theyre afraid. Voting out of fear. If youre afraid of trump now, if thats what really is behind this. If you vote for a candidate, and we take fear into the general election. Running on fear, we will lose to trump if we vote on fear. We need vote on strength and our belief systems. Michael moore, speaking for sanders and a big night.
