Calling an end to palestinian civilian deaths and netanyahu this all comes at a tense and critical moment in u. S. israeli relations. Were going to unpack everything you need to know about that meeting with our own Andrea Mitchell before she herself sits down with netanyahu. But first, lets drill down on that u. S. Ebola patient, diagnosed, of course, in dallas. Because of the location of that diagnosis, we are now waiting any minute now for an address from Texas Governor rick perry. His first statements on this matter. Officials at Texas Health Presbyterian hospital are working around the clock to retrace every step this patient took. And determine who he couldve come in contact with. We have a sevenperson team in dallas today helping to review that with the family. And make sure that we identify everyone who could have had contact with him. Because its not just talking with someone. It has to be physical contact. Our thoughts are obviously with this patient and his family. The hospital just announcing now that he is in critical conditions. He left serious condition is the exact choice of words there. Important note there. Liberia was where he was, he left on the 19th. Arrived in dallas on the 20th, showing no symptoms at that point. But he did start to feel sick four days after arriving in the u. S. He first sought medical help on the 26th, but he wasnt diagnosed at that point. And this is important. He was actually sent home from the hospital. The man was finally admitted to the hospital on the 28th and placed in isolation. Just yesterday, the cdc confirmed man tested positive for the disease and that new update serious condition. Well be watching that closely. The story has echoed across the country and across social media. The phrase ebola in the u. S. Trending with over 60,000 tweets. Look at that map there of how common that occurrence has become. Just since the announcement of this patient yesterday afternoon out of the cdc. The white house also sprang into action this is a hard disease to translate. Seems to be the message you probably will not get ebola. Joining me now to drill down on how credible this threat is, the council on the Foreign Relations senior lori garrett. Good to have both of you here. Hi, david. Everyones very tuned into this very important and difficult issue right now. Ill start with you, dr. Sacher, the white house says dont panic. Is there a risk of an outbreak in the u. S. . Could that happen . I would be very surprised, as i think most people in Public Health would if there were a serious risk of an outbreak in the u. S. I think we have the ability to detect ebola in a timely fashion despite what happened in texas. And i think we have the ability to contain it. And we have to realize that were dealing with a situation, especially in west africa where the infrastructure leaves a lot to be desired and we need to invest a lot into supporting it. Lets look at that infrastructure question. Former white house adviser told morning joe this morning that the infrastructure is similar. Take a listen to that. When people are examined and stuff, we now have universal precautions. Its possible, but very unlikely to transmit. Remember, we have now, 30 years in this country of training with hiv and other infectious agents and we have put into effect very good Infection Control measures in hospitals. But doctor, the fact is this patient went to a hospital and he was actually turned away because they couldnt diagnose him. What does that suggest . Does the American Medical System need more training to confront this . Doctor . Well, its hard to comment on that because i dont know exactly what happened, and nobodys examined the records very closely. But i think if you do a good history of somebody that shows up with a fever and especially a travel history and theyve been anywhere near where this outbreak is, you would think they would be admitted and tested thoroughly. So without knowing exactly what happened, i am surprised that he was not admitted and not more closely guarded. We have to detect the infection. And we have to contain it. You cant contain it if you dont detect it. You cant isolate if you dont detect it. So i think thats what we need to work on. But i will not be judgmental yet because i dont know all of the facts. One would hope that the Silver Lining of this story becoming so prominent is there will be more awareness for other hospitals and also for some of those other individuals that may have come into contact with this patient. I want to go to you on that. What is the danger to anyone that came into contact with them . Could anyone be at risk from this fourday period where he was out in the open . Well, we understand he was mostly visiting his family and was in the home most of the time. So the people that would be at greatest risk would be his family members, all of whom are under observation at this time. And doctor, on a logistical side of this, weve been told that officials are trying to track down any of those individuals that couldve come into contact with him. How realistic is it to find all of these people . Well, i can tell you, much more realistic than it would be in africa. Contact tracing is something obviously weve had a lot of experience with. And so i think its going to be easier to do the Contact Tracing here. But its not easy overall. So i think its doable. I think we can contain this outbreak. Im confident that this will not become an epidemic in this country. I think, i think theres great hope that we can contain this. I think we will. Last week the cdc reviewed this and they came to the conclusion that this hasnt been a policy priority for the United States. There hasnt been enough spending put into ebola. Take a look at some of the numbers here. Nearly 3,400 have died from ebola, by comparison, 1. 6 million killed by hiv aids. Tuberculosis has killed 1. 3 million people, malaria 620,000. When you look at the death rates, is it the right choice to surge all of our funding into ebola . Well, were not. Ebolas getting a teeny piece of National Institutes of health. You think it should be more . Yeah, of course it should. But let me back up a second. I want to Say Something to the American People because i dont want theres a lot of fear out there and its mostly unfounded. Lets be really clear. Almost every single emergency room in this country is now asking people when they come in to the hospital, what is your recent travel history . Thats question one. Im actually getting reports just the opposite of what the fearful out there are saying. The reports im getting is of doctors refusing to take patients who have come from africa. Actually declining care. And declining to admit them. So what i think we need to all do is calm down and understand the e. R. S of this country are prepared, they are checking to see who has been traveling, and heres your governor perry. Thats an important note. Lets listen to governor perry right now. Thank you for your presence and over the past 24 hours, ive been in very close contact with the director of the cdc, dr. Tom frieden, as well as all the appropriate Texas State Health officials were working closely with the local, city and county Health Officials, as well in this very serious case as we partner. As you know, a patient was admitted to this hospital on september 28th, subsequently tested positive for ebola. Today, we learned that some schoolaged children have been identified as having had contact with the patient and are now being monitored at home for any signs of the disease. I know that parents are being extremely concerned about that development. But let me assure these children have been identified and they are being monitored. And the disease cannot be transmitted before having any sympto symptoms. I have full confidence in the medical professionals and superintendent miles and our local, our state and our federal partners in keeping this contained. This is a disease that is not airborne and is substantially more difficult to contract than the common cold. We have experts here with us today who will be talking to you in a minute about the precautions that you may want to take, the medical community along with officials from the state and federal government have been working together to take every step available and necessary to care for this Patients Health and to ensure the safety and welfare of our citizens. There are few places in the world better equipped to meet the challenge that is posed in this case. Texas is one of only 13 states certified by the cdc to conduct diagnostic ebola testing. And we have the Health Care Professionals and the institutions that are second to none. Public should have ever confidence that the highly trained professionals involved here will succeed in this very important mission. Public Health Investigators from Dallas County and from the Texas Department of state Health Services are working to identify, locate and monitor the health of all of those who have come into close contact with the patient. The highly qualified men and women of Texas Health Presbyterian are doing everything in their power to deliver the very best care for this patient. They have been and they will continue to be in close contact with federal, state and local officials to ensure the public safety. This case is serious. Rest assured that our system is working as it should. Professionals on every level of the chain of command know what to do. To minimize this potential risk to the people of texas and of this country for that matter. Id like to ask dr. David lakey to come and share with you the efforts that are ongoing as we address this issue. David . Yes, sir. Good morning, everyone. My name is david lakey, the commissioner of the department of Health Services. I appreciate you being here today. I want to echo several of the comments made by the governor. First, you know, our thoughts and prayers are really with the family. They were notified about their loved one having ebola yesterday, obviously a scary diagnosis, and so our thoughts and prayers are with them right now, and also with the treatment. The treatment team. Those individuals and the health care that are caring for the individual right now. Since the outbreak of ebola in west africa, texas has been taking steps to make sure that we are preparing for an event like this. A lot of education has taken place. A lot of protocols have been put in place. Weve developed the ability to test for this virus since august. And to be able to do that in our laboratory. And that preparedness is not just taking place at the state level, taking place here at the local level in this hospital. They take it really seriously. Theyve been educating their staff. Theyve been putting their own protocols in place so they were ready to care for an individual that this individual and any individual that showed up with ebola. I had the opportunity today to spend time with the team. And talk to the Management Team and hear how they have been preparing for a long time for this event. And then i had the opportunity to talk to the infection patrol practitioners and go on to the ward and see firsthand the work theyre doing. And i want to let you know, theyre doing a great job. Theyre providing compassionate care. Theyre they have a committed staff that are providing topnotch care and are doing that in a safe environment. They have a whole ward thats dedicated to the care of this individual. They have a whole team of, again, pronegsfessionals very confident caring for these individuals. And doing it in a safe and compassionate environment providing excellent care. Now, obviously this disease is scary to a large number of individuals. But i think some of the points that dr. Frieden emphasized yesterday needed to be restated. One of those statements that he said and i wanted to reiterate is that people cannot transmit this disease until they have symptoms. Okay. And individuals that do not have symptoms are not going to transmit this disease to individuals. The chance of them transmitting it is zero. This virus is not transmitted by the air. Its not transmitted by the water. It is transmitted by direct contact with an individual, with their skin. Or contact with blood or secretions or other bodily fluids. Or if there was a contaminated needle, then you could transmit this. But its not going to be transmitted, again, through the air, the casual contact with other individuals. I also want to make the case that, you know, this is not west africa. This is a very sophisticated city, a very sophisticated hospital. And the dynamics are so significantly different than they are in east africa, excuse me in west africa that the chances of it being spread are very, very small. And, again, unless somebody has symptoms, its not going to be spread to another individual. Our laboratory has been developing the ability to do this test. Since august, weve done the proficiency test and have that ability to do that diagnostic test in our laboratory. And that ability is available to support the state of texas. And we do a rapid diagnostic test, a chain reaction, and, again, the test yesterday, the controls worked as they were appropriately supposed to work. And the test was obviously the positive. We take great care in our laboratory to inactivate the virus and to make sure that, again, our laboratory folks are safe and it was done in a very safe manner. And we have a biothreat team that is specifically trained to handle these highrisk specimens. A lot of work is taking place right now, a lot of investigation is taking place, identifying individuals that the family has been identified. Contact has been made, messages have been conveyed to them about how we need to approach the situation. And we will continue to work very closely with the our federal partners a the theat th cdc, with this hospital, with the dallas city government, mayor and judge, thank you for being here today. And with the full support of the state of texas to make sure that we protect texans and that we provide the care that needs to be provided. Dr. David lakey following remarks by governor perry talking about the need not to panic. Talking about how hard it is for this disease to be transmitted. But also pointing out that some School Aged Children came into contact with this latest ebola patient. Lets unpack all of this. What are the main take aways here. And if you want to run through the points he made about what can and cannot be transmitted. Well, the most important thing is that there have been 21 epidemics of ebola since 1976 and in all 21 of them, the primary area of the explosion of these epidemics has been clinical or medical settings in poor countries where they dont have sterile techniques, they dont have adequate supplies. Doctors are not adequately protected and so on. The real take home message. If people are nervous and upset in this country should be we cant let waiting times for people with fevers be 12 hours. Youre sitting in the waiting room possibly infected with ebola and possibly infecting others for 12 hours . Not a good idea. We cant turn people away for lack of health insurance. The one you turn away might be an ebola carrier. We have to think, do our e. R. S know how to detect these cases . Are they taking travel histories . And are they going to take them in for appropriate care in a timely fashion . Its an important point that this holds a mirror to the infrastructure problems at home. Were hearing that the hospital has announced serious but stable condition for this patient. Well be keeping an eye on that individual, as well. Do we still have dr. Sacher with us . I wanted to get your take. Listening to all of this, doctor, and your background in a leadership and policy position, what policy changes should come out of this . More spending on ebola . More spending on the obstacles that lori talked about. Well, a couple of things and i agree with what she has said about the things that we should be really vigilant about. And thats making sure that people have access to quality care and are not turned away because of inability to pay. We need a Health System that treats everybody. I was director of the cdc in 1995 when we had the outbreak in zaire. And 30 of the fatalities were in physicians and nurses. But it was contained with the hospital and a local community. And this outbreak has been different. It spread rapidly, were into, i believe, the ninth month. We have real challenges, but i think we are citizens of a global community. So as long as theres the risk in west africa, we have to view it as our risk. We should be working toward Global Health security. Thats going to require a lot of cooperation. Indeed. And todays news, a forceful reminder of how close these problems can hit to home. Really important voices on this Health Care Issue here. Over to washington now and to another big developing story were following today. That iraq war veteran who set off a fire tomorrow about the secret service. Hes due in court in a few minutes. That man is o mar gonzalez and charged with unlawful entry while carrying a deadly weapon. And his, of course, is not the only president ial Security Breach making waves right now. An Armed Security contractor with a criminal history making it into an elevator with the president in close quarters last month during a visit to the cdc in atlanta. Julia pearson appeared before the House Committee yesterday. The reviews have been, shall we say, lukewarm. When i left, i was extremely upset. And to be frank with you, it was very difficult for me to sleep last night. A lot of questions up ahead for an increasingly beleaguered secret service. Joining me now, chris jansing. You are not just the senior white house correspondent, but in effect, a White House Security correspondent knees days. We compiled a list of some of the breaches of security going back to 2009 starting with that instance of the reality tv stars, crashing a steak dinner, going through a sign Language Interpreter next to mandelas memorial. A lot of incidents of this agency coming under fire. This revelation of the convict being close to the president making a lot of waves, as well. Is the white house maintaining its confidence in Julia Pearson today . As of this morning today, you have to listen to some of the things theyre saying that the president is very concerned for the safety and security of his family. Josh ernest pressed several times yesterday about whether or not the public was misled by secret Service Officials saying it is a legitimate Public Interest to ask these questions and get them answered honestly and quickly. And then elijah cummings, very close to the president apparently today had a phone call with Julia Pearson. And according to an aide who told luke russert, he believes if she cant restore the faith of the public as well as get the agency back on track, then she shouldnt be in that position. So i think those things are adding up to while officially the white house is saying they support her and they certainly dont want to say anything about the men and women who protect the president. There are a lot of other things going on that point in another direction. Chris, you spend time in this security bubble every day. What is the screening procedure like in an instance like that elevator case . Oh. First of all, there are advance teams that go our. They dont look at where the president s going to be speaking or appearing. They go to elevators and look at every step along the path. And every person who comes within proximity of the president is supposed to get a background check. Lets take it that particular instance where a man with a criminal history and gun gets on a elevator. That would indicate that a ma a magnatometer was not used. Obviously the protocols that were not followed in this case, ronan. Chris jansing, thanks for watching this for us. Helpful update there. Sure. This week is a first glimpse at that White House Security bubble and it is obviously not a rosy one. David axelrod, former Senior Adviser to the president has also spent time in that setting, knows it intimately and also a political analyst. Thanks so much for being on the program, sir. Sure. After todays allegations, politically speaking, does the president need to replace director pearson . Well, look, the first instinct in washington is for heads to roll. Its a town full of head rollers. And, you know, i think that what he looks at is whether the agencys functioning properly. I think thats a legitimate question, however. Youve seen serial defects in the security. Not just this one, but the others that youve mentioned. And after a while, you have to ask the question as to whether the agencys working properly and whether it needs new leadership. I have a lot of contact with secret Service Agents when i was in the white house. I was the beneficiary of their protection for some of that time. And my experience was very positive. The agents, the line agents i thought were very good, very competent, very professional. Theres obviously a management problem and thats what they should look at. I wouldnt look at the politics. It was interesting to watch the spectacle yesterday. I think the congressmans doing the exact right thing raising these questions but, you know, i was a little bit muamused by th overwrought sense of concern. The blame game starts quickly in this town. Exactly. Interesting to get your personal take. A positive impression from you. But a lot of the questioning yesterday was about whether this is an organization thats been forced to scale back because of resource cuts. The New York Times had numbers on this today, staffing falling by 300 positions since 2011, funding going from 1. 9 billion to 1. 8 billion from 2012 to 2013. Do those kinds of spending cuts hamper the secret Services Ability to do its job . Well, you know, im not privy to their budget, but you have to assume when you cut back manpower by that number, its going to have its going to have an impact. One of the things youd have to ask members of congress who were so outraged yesterday is whether theyll act on that. And if there are deficiencies that need more funding, whether theyll fund it, we saw the same thing on benghazi. There was all this outrage about security and diplomatic outposts. But the congress refused to provide the money and the state department it asked for in that security. This is another situation where its great to have a press conference and be a tv star. But are you going to vote to do whats necessary . Right. And bring those resources. So, yes, they ought to check out whether the management is the right management. And i dont think the director did herself any favors yesterday. She left her sense of urgency back at the office when she showed up at congress. It was a poor performance. But that is one element of it and the funding is the other and both ought to be looked at. Obviously, controversial account of the security but i can tell you from my own experience, that is accurate there were requests to move around resources and not enough flexibility to do so. Obviously, we hope this isnt another case where money is tied up and not in the right places. Good to be with you. And our battle of the day today. We are now learning details about discussions at the white house this morning between israeli Prime Minister Benjamin Netanyahu and president obama. This meeting comes after netanyahus fiery speech at the u. N. Monday comparing the offensive against isis with israels own recent campaign against hamas in gaza. That isis and hamas are branches of the same poisonous tree. Isis and hamas share a fanatical creed which they both seek to impose well beyond the territory under their control. That comparison was met with some mixed reviews from american officials, certainly we see differences, state Department Spokesperson said we would not agree with that characterization. Relations between israel and the u. S. Have become increasingly fraught in recent months. The Washington Post listing just today some of the awkward encounters of that period saying the white house said it expects the men to deeply to reaffirm the deep and enduring bonds between the countries, but that bonds between the two themselves, thats a different story. Nbc news chief Foreign Affairs correspondent going to be speaking with Prime Minister netanyahu today. So lets look at the meeting today and look ahead to that conversation. One thing coming out of this meeting that both sides were pressing each other on some real hot button trigger issues, president obama apparently calling on an end to civilian casualties on the palestinian side and apparently coming out swinging saying no progress with iran on lifting sanctions, that would be dangerous. I think the relationship is superficially in better shape than it has been. Although, this is their first meeting since all of the tensions of the summer over gaza. But the president is not going to get embroiled in a fight this close to the midterm elections. And with nothing really to gain from opening another front in the middle east. Right now, hes got so much on his plate. Israel has agreed to share, intelligence sharing which they have done in the past, and as you know, theres a very close intelligence relationship between the United States and israel. They can be helpful on isis. And they apparently are going to be helpful as far as that goes. I think the real problem is going to be iran. And their real disagreements over whether iran can be negotiated with. The negotiations have not led to even a glimmer of hope of an agreement. Time will run out in november. But there are the possibilities of work arounds trying to figure out way where iran could save face, keep some centrifuges, wouldnt be connected to the pipes that would lead to enriching uranium. They would be basically broken down and not functioning. Israel thinks this is a threat. They could ramp up and break out much more quickly than the United States does. And despite the lack of progress in negotiations, some very sunny rhetoric from u. S. Officials. Coming out and saying we look forward to letting the world into iran. Thats a paraphrase, but that seems to be the sentiment. Obviously the speech at the u. N. Came out swinging against that, do you think he has the power to have a Chilling Effect on negotiations with iran . Not on relations on negotiations between the United States, europe and iran. But on whether its eventually accepted in congress where netanyahu has extraordinary support, bipartisan support. Even at the worst moments in his relations with president obama, he then went the same day and gave the speech to a joint meeting of congress and, you know, got standing ovations. He knows that congress has his back. Democrats on in both wings of the party are supportive of netanyahu. And even during the worst of the summer explosions in gaza. Now, there was disagreement again today with the president saying that the status quo. He said publicly, the status quo between israel and the palestinians is not acceptable. On this very day, announced theyre proceeding with 2,500 more Housing Units i was going to ask you about this. This is not a man that is reluctant to controversy. And another round of settlements as a ceasefire was coming through in the latest gaza war. And that is, of course, the sticking point, which is, of course, pushing the palestinian authority, Mahmoud Abbas over the edge and has led to him trying to, you know, unite the two factions, the palestinian factions with hamas. His adversaries within the palestinian movement, but that, of course, preceded what happened in gaza. So this is just i dont see any progress on the Israeli Palestinian front. There have been so many questions about the medias ability to cover this fairly. Ive personally seen a lot of what is the hardest question you plan to ask the Prime Minister . Im not sure, ive got a lot of work to do. I want to see whats come out of his meeting with the president , talk to some sources. But i think that that he and his speech at the United Nations equates isis with hamas. Europe does not. United states does not. And as long as israel sees hamas as brutal as some of hamas leaders are and theyre still a terrorist group according to the state department. But as long as israel sees them in the same way as we see isis, the barbarians who are beheading people on video, its going to be very hard to have a real dialogue. A quick update on that developing news out of texas. Texas officials still answering questions in that News Conference about the very first u. S. Diagnosis of ebola. That happened in dallas. Governor rick perry as you see there revealed that schoolaged children did come into contact with the adult patient. Take a listen to that. Today we learned that some schoolage children have been identified as having had contact with the patient. And are now being monitored at home for any signs of the disease. Texas Health Officials say the patient is in serious, but stable condition right now. Remember, this is a patient that traveled to dallas from liberia. The cdc tells nbc news today that it has 20 quarantine stations at airports across the country set up at this point. And over to some international news. Hong kongs embattled leader refused to meet with protesters instead of attending a flag raising ceremony marking chinas national day. And a meeting in d. C. , secretary of state john kerry just commented on this situation a couple of minutes ago. As china knows, we support universal suffrage in hong kong according to with the basic law. And we believe in open society with the highest possible degree of autonomy and governed by rule of law is essential for hong kongs stability and prosperity. And we have high hopes that the hong kong authorities will exercise restraint and respect the protesters right the scenes on the ground have been extraordinary this week. This follows a number of attacks on the protesters calling them stooges of foreign power, calling them extremists. But at the same time, the hong kong leader, the chief executive while demanding the students go home has said this could go on for some time. And the strategy if there is one is clearly intimidation by beijing. But at the same time, a hope that after the national day holiday, which is a twoday holiday ending tomorrow that this protest will somehow simply fizzle out. But clearly, the message from students here is that wont happen, ronan. This is a critical moment for hong kong and a critical moment for that leadership in beijing. A deadly day today in syria. Two bombs exploding near an Elementary School in homs were children were leaving class. The first from a car bomb in school, the other, a drive by suicide bomber. These are planned, premeditated attacks. They killed at least 17 people. Including ten children. The explosions were in a neighborhood dominated by president Bashar Al Assad sect. Youve done tremendous reporting in the region. And really been on the front lines. Civilians have been hit on all sides, but is it significant this was the neighborhood . It was homs. This, remember, syrias third city. The heart of the revolution which we understood had been liberated by assads forces. Well, it can be liberated, but that doesnt mean its secure for president assad or anyone else. So this just goes to prove that, you know, even when a force moves in, an area is not necessarily secure. Nothing is secure for president assad at the moment. We dont yet know whether this was part of the assault on assad. But certainly, weve been hearing from forces on the ground that the u. S. Now plans to partner with against isis that their priority continues to be assad. Obviously, something that makes a lot of sense given the number of people hes slain in syria. How do you turn a force like that towards a totally new priority . Is that feasible in your experience dealing with these individuals . I think, you know, the reb s rebels, if we can even call them that, the Free Syrian Army. This is a very sort of desperate group of people and its been completely overshadowed by isis. The difficulty for Coalition Air strikes, you cannot win this war from from 30,000 feet. Ultimately we need people on the ground we can rely on. The interesting thing about the turks, for example, hinting maybe they will get involved should the Turkish Air Force or turkish army become involved in syria. That would be significant. That is the big news today. These propositions of more turkish involvement. What could have shifted their position . They were reluctant. They had 40 hostages struck by isis. A deal was struck. Those hostages were released. Turkey feels somewhat freer, i think, to deal with isis. The issue of Ground Troops is crucial. Who are the people who can take advantage of Coalition Air strikes . Can the kurds . Can the iraqi army . Can anyone else because the war, again, cannot be won by warplanes alone. At the heart of all this is questions about the Free Syrian Army. Can they take advantage of those Coalition Resources . We have an interesting report on that. I want to get your take on this. Everybody at home, take a look. The man accused of climbing over the white house fence and making it past multiple secret Service Agents into the east room on september 19th appeared at a detention hearing before federal magistrate in washington, d. C. Justice correspondent Pete Williams joins me live from washington. What happened in the courtroom today . Its still going on. It started 15 minutes late as these are prone to do in the federal courts. It will be a doublebarrelled hearing because hell not only be heard on the detention issue but since he was last in court, the government has now filed an indictment, so hell probably enter a plea today. We expect hell plead not guilty. He faces three charges, one federal charge of entering a Federal Building without authorization while carrying a weapon.
