Recent data points to an hbcu renaissance in the age of charlottesville, black lives matter, and President Trump. But first, new developments in the investigation into russian meddling in the 2016 election. As nbc has confirmed that special councsel Robert Mueller has issued his first criminal charges in his investigation of collusion between Trumps Campaign associates and the russian government. But just who has been indicted remains to be seen. With the reported reveal coming some time tomorrow. Joining me now is danny cevallos, an msnbc legal analyst, and eugene scott, political reporter for the Washington Post. Danny, what can you tell me . We have confirmed that there is at least one sealed indictment. Do we know who that might be . And when that arrest may actually occur . We dont know who it might be yet, but we can reasonably expect an arrest very soon, maybe even tomorrow. The fact that the indictment is sealed tells us one or two things. Indictments are sealed normally to prevent a defendant from being tipped off and absconding or destroying evidence. But on the other hand, its also possible that this defendant already knows hes being indicted, and theres one individual who reportedly was told he could expect an indictment. But we have no idea who it is, of course. But in that case, it may be a voluntary surrender. And a voluntary surrender that is part of a predicate to becoming a cooperating witness, which means that the government may have indicted this individual to secure his or her cooperation against other defendants that they plan to bring in later, because of course, the investigation continues. Now, eugene, right up until friday afternoon, before this story broke about a sealed indictment, the white house was still saying that, well, this investigation is a waste of taxpayers money, and was really trying to move it more toward the revelations that came out this week that there was some kind of dnc and Clinton Campaign involvement in the dossier that came out in regards to the Trump Campaign and russia. Then, this comes out. Now, who and how would a connection based on who you think may be indicted here, who would be the ones that were most likely politically affect the president and some that would not have any political consequence at all . Well, that certainly isnt completely clear yet, but in terms of possibilities, its worth noting former Campaign ManagerPaul Manafort and former National Security adviser Michael Flynn are two individuals whose names have repeatedly surfaced in this story as targets or focuses of the investigation related specifically to some of their foreign lobbying, speeches, and business dealings with russia. These are people that the investigators and people affiliated with congress and those interested in this story have been looking at for a while. And i think what were going to see is subpoenas looking for more testimony and more documents about these two individuals relationships with russia, including that Campaign Meeting in trump tower that involved donald trump jr. As well. But what is the politics of that . If theyre indicted for unrelated financial activity to the president , does it hurt the president . Or does it hurt him because he had these kinds of people close to him . Clearly, if there is a direct connection with russia and the campaign through either of these individuals if they are the ones that are either one of them are the ones that is indicted here, and we have no way of knowing that. But where does the political damage begin and end for the president , danny . Politically, i mean, the damage, if there is damage, its already begun. Legally speaking, if this is an indictment that is meant to secure cooperation against other potential defendants, because this is classic federal government procedure. The doj loves to indict lowerlevel individuals and use them to work their way up the chain of command. The interesting thing about our grand jury process enshrined in the constitution is its not supposed to be political. At its core, its regular civilians sitting on that grand jury who ultimately choose whether to indict or not indict. Same question to you, eugene, because im running out of time. Where is the political fallout for the president . Where does it begin, where does it end at all . Yeah, i would say its important for us to remember that trumps base has largely stayed with him through hell and high water. But in recent polls, we have seen a drop amongst some demographics such as white americans. Working class americans, and even men, these groups that were behind trump very early on. So i think those are the groups we should look at to see how they would change depending on what comes out of this investigation. All right. Thank you, danny cevallos. This week, the white house declared the nations Opioid Crisis a Public Health emergency. As President Trump called for more federal action without directly for more resources. But critics have noted the difference in the topdown sensitivity and compassion with which this epidemic has been handled versus the racialized criminal justice focus that turned the crack epidemic of 30 years ago into the root of todays Prison Industrial Complex. Still with us, eugene scott of the Washington Post. And joining us now, dr. Natalie azar, msnbc contributor, and van newkirk, staff writer for atlantic, who says the president s plan has left some crucial questions unanswered. Let me go back to you first, eugene. I remember 30 years ago when they started a war on crack, something many of us said they had ignored the crack epidemic and then they went, and many of us felt, over the top with the mandatory crack sentencing that put people in jail an inordinate amount of time, and the war on crack and the war on drugs became very much racialized like it was a war on members of the black community. And i and others marched on the Clinton Administration about the omnibus crime big, saying it was too much, too far. Contrast that to how we saw the rollout this week on the Opioid Epidemic. Something that we want to see, clearly, we dont want to see drug addiction anywhere. But it seemed to contrast in terms of how you dont see the criminalization of those that need help as we should not have in my opinion 30 years ago, so im not complaining. Im contrasting, saying isnt it different how we, in terms of how its being executed and how it was executed 30 years ago when it was basically considered only in black and brown communities . Absolutely. And thats certainly what people have told me this past week who are on the ground with this issue and who were involved in the fight against drugs 30 years ago. Right now, were seeing language explaining this epidemic as a Substance Abuse issue, as a Mental Health issue. Thats not the language we saw about 30 years ago. And theres significant frustration, quite frankly, about how focused this current epidemic is on white voters in Rural Counties and states that voted for trump. The reality is that theres an Opioid Epidemic still in inner cities affecting black and brown people, and very few people are talking about the Opioid Epidemic in native American Communities and reservations. Even now, this focus doesnt seem to take into consideration the vastness of americans who are influenced by this. And i think its very important when we talk about the Prison Industrial Complex and the connection that had with how drugs were responded to by the white house 30 years ago, its that ongoing presently now we see people affiliated with prison companies, priven prisons, still meeting with the president and his team. So theres concern about that. Theres a concern, van, about the meetings of those with private prisons. Theres a concern where you deem some as needing help and the others need to be locked up. But you also have the concern that youre raising about theres a big announcement, but where is the money . Follow the money. Where is the budget . Explain, van. Right. One thing i want to point out is rhetoric doesnt necessarily equal policy. One of the things here trump made this really big Public Health emergency announcement. The Public HealthEmergency Fund from which that announcement would draw funds to make his policies work currently has about 57,000 total in it. 57,000. You cant really do a whole lot at a federal level with that kind of money. And so you look at although the rhetoric is changing and changing more quickly at a state and local level where people are implementing more programs to help pregnant women, more programs to help opioid users, more programs to basically address it on the home front. At a federal level, whats really still funded right now is Jeff Sessions and the doj is still doing a very tough on crime sort of focusing more on the types of drug use and crime and criminalizing drug use that mostly happened in inner city urban black communities. And still mostly ignoring from a policy front the Opioid Crisis. So thats really whats happening. Theres a lot of programs that the president talked about rolling out, they have already actually been under way for some time, so most of the new points he rolled out, they arent funded. Im not sure from a federal standpoint what that announcement really means for people on the ground, people fighting the Opioid Epidemic right now. I dont think it means much. So dr. Azar, so if theres no direct funding increase around opioid, combatting the Opioid Epidemic. If im in one of these states, many who both ran and eugene have talked about, voted for President Trump. And im saying that my cousin, my child, my nephew needs this. They have a problem. But im finding out theres no real budget. I think he mentioned 57,000, vann did. Theres no real budget. Big announcement, but no real commitment to execute. And then doj is still targeting inner city, mostly black areas. This is really a bust, if that assessment is correct. Yeah, i mean, i agree with everything thats been said so far. I think the takehome message here is that reallocating funds is something that happens and needs to happen a lot of times. Well divert funds from ebola runch to zika research, things like that, but without a real funding commitment from the federal government, everything we talk about that needs to happen is not going to happen. I think theres two sort of overriding points that i feel are always important to remind people of that, you know, im one of the doctors on the front lines and i see pain patients day in and day out, and i refer them for complementary and alternative medicine things, medical marmarijuana, physical therapy, things that arent typically covered by Insurance Companies, and Insurance Companies also have a track record of making it exceedingly difficult to approve nonnarcotic pain medicines. Anticonvulsants is one example that can get people to reduce their opioid requirement or eliminate it altogether, and another thing that is important to point out is this discussion about rolling back the Medicaid Expansion when its one of the biggest Funding Sources for opioid abuse and Substance Use disorder. My last comment is that the other elephant in the room is chronic pain. Not just the addiction component, but pain thats driving the need for these medicines, and thats something that need to be addressed. We have a nation that does experience chronic pain, and we need to do more for them. So vann, what it really seems contradictory to say you want to stop Medicaid Expansion, stop the Affordable Care act or at least reform it, and at the same time, announce a nonfunded war against opioid addiction where in fact you have just cut the rug out, the way that some people can deal with these medical these lets say medical challenges as well as other challenges. And you have not put any funding in there. It really seems to be a contradictory policy the president has come with and how hes dealing with the Affordable Care act repeal and replace, and then chipping away when that didnt work. And introducing a nonfunded war. I would say follow the money. You look at whats actually in congress right now. Congress is where the buck is going to stop on this because theyre the ones funding everything. The things that have gotten the most sort of attention in congress have been the medicaid rollback, not just a repeal of the Affordable Care act, but a constriction of the Medicaid Program for the next 30 years that will be unlike anything we have seen since the programs inception. You also look at what else is being funded. Like i said, the doj. Our current tough on crime policies that are going back to some of the things even the Reagan Administration was doing, were doing that again on a criminal justice front. So whats actually being funded appears to be in direct contradiction with the president s sort of that speech saying, okay, we are going to be the generation that ends the Opioid Epidemic. And that doesnt seem possible with whats funded, with the medicaid rollback thats still on the table and will always be on the table as long as Republicans Control Congress and the presidency. So yeah. What were actually funding is totally at odds with our stated commitment to end this thing. Follow the money. Follow the money, and youll find out where the real commitment is. With republicans controlling the white house, the u. S. Congress, and most state legislatures, governorships have become even more vital for democrats post trump, and president obama made appearances in both states earlier this month, campaigning for democratic gubernatorial candidate Ralph Northam in virginia and for former Democratic National committee official phil murphy in new jersey. Really honored to be on with you. Now, let me ask you, how does it look to you, because polls are saying that the governors race there in virginia is neck and neck. And unlike many states, the Lieutenant Governors slot that youre running for is voted separately. Its not combined with the governors slot. So you have to vote governor and Lieutenant Governor separately. How does it look to you on the ground, knowing that the nation is going to be looking at virginia and new jersey as kind of a measure of where we are in this age of trump. Absolutely. Well, reverend, it looks very good here on the ground in virginia for our democratic ticket. We know that if people vote, we will win. We have to make sure the turnout is high on november 7th, so in eight days, we have a pivotal election, and you talked about whats at stake. It really is the battle for the heart and soul of this country. People are now coming to realize that the Trump Administration has just been a disaster. And we will learn on monday about some indictments that are being unsealed. Im a former federal prosecutor in the Eastern District of virginia. And people want to go in a different direction in this country. And they have that chance in virginia on november 7th, and im honored to be on a great ticket with Ralph Northam and mark herring who is running for attorney general, and donald trump is supporting the republican ticket in virginia. They have fully embraced his tactics, his politics, and his agenda, so if people want a more positive, more hopeful future focused on economic growth, making sure our families can get access to high Quality Health care, a high quality education, then the democratic ticket is the one to vote for on november 7th, and i believe there is Tremendous Energy here in virginia for our ticket and our primary in june. There were 360,000 republicans who voted but 540,000 democrats who voted. We had 180,000 more democrats come out, and thats a sign of the energy were seeing in virginia. Now, you mentioned the president s endorsement and his tactics. He tweeted this week in support of the republican gubernatorial candidate, ed gillespie, that he will turn the really bad virginia economy around fast. Strong on crime, he may even save our statues heritage. I mean, now this is playing right into the racial politics and fallout of charlottesville that the president is talking about saving our statues, heritage. We talk about a confederate statue of robert e. Lee, whose only claim to fame is he helped to lead a rebellion against the u. S. Government. Aside from the fact that the rebellion was to preserve slavery. But i remind people that youre in a state where you are not only an obviously africanamerican running statewide, its the state that gave us the first africanamerican governor since reconstruction. So that is not an issue in virginia, at least it has not been. And you have been a prosecutor. Youre a law and order africanamerican who believes in fairness. Yeah. Well, reverend, thank you for that. I have been a prosecute. I also believe we have to be smart on crime and not just tough on crime. We need to be more thoughtful in criminal Justice Reform is something we have prioritized in our race, ending the school to prison pipeline is something i have campaigned on. And you mentioned President Trump and his support for the republican ticket in virginia for ed gillespie and for the others. My opponent. They have adopted, again, his politics and his tactics. Theyre trying to divide people. Theyre going to the lowest, basest type of politics available. My opponent yesterday skipped out on talking to the naacp state convention, and instead chose to campaign with cory stewart, who as you know, ran for governor this year. He lost narrowly in his primary with ed gillespie. Cory stewart made the centerpiece of his campaign the confederacy and the confederate flag. Wait a minute, your opponent would not go to the state naacp and went and campaigned with cory stewart, who ran against the gillespie in the republican primary on the issue of preserving confederate statues . Absolutely. I mean, you could not have a more stark and clear choice in our election. And talking about economic empowerment, talking about opening access to our ballot box and helping people to get health care at the very moment that i was there talking about those issues, she was campaigning with cory stewart. She was his special guest at his fall festival. And it just brings into specific relief exactly what the choice is on november the 7th. Virginians dont want to be dragged backwards. They dont want to be dragged down into the gutter. My opponent, we also had a debate recently at the university of richmond. She in the course of our debate said she didnt think i could talk intelligently about the issues. Now, interestingly, just yesterday, i was endorsed by the Washington Post over our opponent. We have been imdoersed by the daily press. They cited our command of those issues. This is the kind of gutter dog whistle trump level politics that people reject in virginia. They rejected in it 2016. This was the only Southern State that secretary clinton and senator tim kaine, my friend, won and won by over five percentage points. People want to go to higher heights, appeal to the better angels of our nation, talking about growing the economy, and reverend, you have been a champion for all those things for many years. And its also the story of my life. Ive gotten to live the american dream, starting from very tough circumstances, raised by great parents and a great family, but my single mom was able to put all four of her children through college and two of us through law school because we got opportunity, because we got educational opportunity. Record breaking numbers are posted by freshman classes from maryland to texas. But if you dig a little deeper, the reason behind the high numbers is mixed. Jason, what is going on with these record numbers . What are the reasons that youre finding and what is being done to accommodate this . Well, its a lot of things. Its money. Whos in political power, and the students want to be respected. Theres a lot of different factors that have pushed to this, and its been happening really for only the last two years. An intense increase. North carolina ant, howard, morgan state, johnson c. Smith, all these schools are seeing 20, 30, sometimes 50 increases in their incoming classes. Some is because hbcus have started to get more innovative about finances. Theyre talking to families in ninth and tenth grade. Encouraging people to have financial plans. Some of it happens to be that students are more active nowadays. Were in the black lives matter and Colin Kaepernick oscars so white era. They want to be in a more comfortable environment. And then its campus violence. Why do i want to spend 60,000 a year to go on a campus where people are going to spray paint trump on my dorm, where theyre going to deface black fraternity houses. Who wants to spend all that money in a dorm named after a slave owner . Theres a lot of things that have come to the forein the last two years. As we see polarization in society increase, particularly since the election of President Trump, we see people sort of wanting to go where their comfort zone is and where they feel that they can more safely become educated and prepared for life, and where their families feel theyre safer. Right. Right. Well, i mean, perfect example of this, right. Look, im a college professor. When you go to college, youre going to get challenged. Youre going to get to forced to explore new ideas and things you havent seen before, but you want to be challenged, not ignored. You want to be moved to a new place, not moved outs of the mainstream. You have a lot of black students now who are like, look, if im at this predominantly white institution, i have to work about microaggressions, active aggression. You think of Richard Collins iii, a young man at an hbcu and was stabbed to death when he was on a campus by a white nationalist. These are the things students are concerned about and their parents are as well. This is the other thing, and this has been great for a lot of proud hbcus celebrating 150 years this year. Its not just students at the lower socioeconomic spectrum. You have kids saying im choosing to go to howard over penn state. Theyre a viable option for more and more of our community. How is the money working out there . The president met with hbcu president s, made this big photo op happen. And has there been any increased funding to follow that . No. I mean, most of that meeting was just sort of window dressing with President Trump earlier this year. A lot of University President s, i know that the University President morgan and several others left the meeting saying, hey, look, we were willing to be at the table, but if this president isnt going to do anything, were not going to let him stop our show. Were not going to let him stop us from increasing the number of International Students at hbcus, coming up with better financial programs. The black community as a whole recognizes this is probably not going to be a friendly administration, and the number one place we have to start is in educating ourselves. And i think most of these University President s are realizing that. Youre not going to get anything from this Trump Administration except hostility. Are you telling me that the president announced something that he didnt do . President donald trump made a commitment that he didnt follow up . You know, rev, im shocked too. Given his long history of honesty and integrity, i dont know why anyone thought otherwise. Well, bite your tongue and lets keep talking. Right. Ill do the talking. Thank you, jason johnson. When georgia toddler aj bridges was born a month premature, he was found to have no working kidneys. Fortunately, his father, Anthony Dickerson, was found to be a perfect donor match. You were told, camellia, that even though your son needs these transplants, this transplant, this kidney transplant, and his father sitting there, anthony, is a perfect match, because he had a probation violation, a probation violation, and was available to do the transplant, they were going to tell you that your son couldnt have the transplant for three month until he finished whatever his obligations were legally. I mean, how did this make you feel . And how are you dealing with this in terms of combatting this . I was angry. But i dont know. I was angry because i didnt understand, like, what him going to jail had to go with him, i guess, saving our sons life. But i just take it one day at a time and continue to do everything thats needed for him. And hopefully sooner, theyll change their minds so he can get a kidney. Now, anthony, you have stood up and said, look. I have to stand up and take whatever for my own actions, but what does this have to do with my son . Im here in atlanta where this decision has been made. What would you like people to understand the difference between what youre trying to do for your son and the difference between trying to deal with whatever legal matters you face . What is your appeal to people in the public and the people at Emory University hospital . Well, i just felt like what i did in my past or what i did recently shouldnt affect my 2yearold son when im trying to save his life to help him have a normal life just like everybody elses child. I feel like everybody should understand this is my son, and to see him like that in this situation, it hurts me. They were told no one would talk to them facetoface. They were operating out of complete desperation, so we are able to make contact with them. Emory has said in three months, they will conduct a review to determine whether the transplant should go forward. Wow, so thats even worse. If they make a favorable determination, then they have to go through a four or fivemonth period of testing before the transplant takes place. So were talking about a period of considerably more than three months, reverend sharpton. Wow. Well, camellia, how is your son doing through all of this . Obviously, this is a very, very shaky Period Health wise, and we just heard from attorney spence it could be longer. How are you trying to, as a mother, keep him well and keep him encouraged, not knowing how long it will be, if ever, you can remedy this situation that he is faced with no doing of his own, 2yearold boy . Well, i just keep doing his dialysis daily. Thats the only thing we can do to keep him alive. Now since he doesnt have a kidney, thats why hes not here today. He developed a little virus called puerto nighttis, a virus in your abdominal wall where it can be deadly but we caught it in time. So just keep doing everything i can for him well, were certainly going to be praying for him and going to followup this case. But 31 years later, i would have thought that we would have been way beyond where we are in terms of the Racial Climate and we have made progress. Ive seen laws change. Ive seen laws enforced. Ive seen a black president but then i wake up and i see things like the owner in houston, texas, of the houston texans, bob mcnair, talking about well, the way you have to deal with these protests, these kneelins of nfl players, you cant let the prisoners run the prison. The inmates run the prison. This playing right into the criminalized profile they give of blacks because nfl players are mostly black are in many ways looked upon in that example as criminals.
