Good evening and welcome to pol ticksnation. Tonights lead, a nation on e e edge. Tensions are are rising as we approach nightfall once again during what has been a long weekend of demonstrations as cross the country. This is a live look at the state capital in minnesota. Theres a large protest happening there and a heavy National Guard presence. Demonstrators are calling for Racial Justice and Police Reform after the death of george floyd. Similar scenes in philadelphia where tensions have been rising throughout the afternoon. And in our nations capitol where demonstrators have clashed with police and secret service outside of the white house and curfews are in effect again starting in just hours. Well bring you the latest information throughout the hour. Joining me now from philadelphia is nbcs kathy park. Whats fwiegoing on, californik . Reporter i want to set the scene. Were in center city. And curfew is supposed to go into effect in the next hour or so in the city of philadelphia. The mayor actually moved that curfew up. It was scheduled for 8 00 but because of the looting that is spreading not here particularly in this area, but in other communities like Port Richmond and the kensington neighborhood, which is about a 15minute drive from where we are. Were hearing reports of just a lot of aggression right before the curfew to set into place. But i want to show you the damage. This is a damage from overnight when looters at the peak of the protest stormed into the these buildings. Bashed the glass, stormed in, took the items and its a little hard to see because of the glare from the door, but it is completely ransacked. It appear thas could grab anything they could get their hands on and ran off. They have been controlling the area for potentialunrest later on this evening. But earlier in the day, there were Peaceful Demonstrations a at city hall. About a thousand people have gathered there. What was also notable is the Community Came together so quickly. They came out with brooms, cleaning supplies and wiping off a lot of the tagging, the graffiti. You might see some of it here on the concrete. Kathy, let me interrupt you. The Community Came out and wiped off gra fee toe and began cleaning up and rallying around where there has been some defacing of property and broken windows and all, the Community Came out and did this . Reporter absolutely. These were community members. They did this on their own. It was very much an organic effort. It was called bribring your ow broom. Several people had already signed up. They live in this community and wanted to reclaim the community. Because they are frustrated by what happened overnight. And obviously, they understand the rage and the anger that was projected on to this community, but they obviously are disappointed by whats happened. And clearly in just a short amount of time, a lot of the tagging, the broken glass has been cleaned up. Thank you for joining us with that, kathy park, joining me now is senator Amy Klobuchar of minnesota. Senator, thank you for being with us tonight. It is your state that this happened to george floyd. Its your state that has been reeling since then. There has been Police Misconduct, Police Brutality, even death in the hands of police in your state before and here we are at a point where it seems that people are just say we want to see it end. Do you understand the anger and the outrage and how do you respond to it . I do, al. Just to see the pain in the face of my constituents, everyone in the count b try when they saw that video, they literally saw George Floyds life evaporate before their eyes at the hands of a Police Officer who has now been chrgeed charged with murder. I think we all know theres the immediate, we hope there will be subsequent charges and justice must be done. I talked to the family yesterday. Then theres the criminal Justice Reform that must come if theres a legacy to George Floyds life here. Bigger than the life he already lived. It has to be about things like sentencing changes that you and i have talked about before. Reforms to the police, i have asked for an investigation by the Justice Department up and down full scale on the Minneapolis Police department. And finally, the longterm, the economic justice, the investment in the communities that have been so long underserved in terms of our government. Its everything from child care to our schools. And my hope is that we have so many people protesters that you saw on a beautiful day. We have people just like you heard in philadelphia cleaning up their own neighborhoods that have been looted and not by people propesters, but by people that are are literally hurting our black and brown neighborhoods in the twin cities. Peoples dreams up in flames. Last night we had a better night and a better plan in place. And today we have neighbors helping neighbors. Were hearing thats going on in minneapolis. Met let ayou spoke with the fam will be joining them to be part of the Funeral Services here in minneapolis. Let me show you last night i had a brother on of the deceased. And i want to show you what he told me about a conversation that he had with President Trump. It was so fast. He didnt get an opportunity to even speak. It was hard. I was trying to talk to him, but he just kept pushing me off. I dont want to hear what youre talking about. I just told him, i want justice. I said that i couldnt believe that they committed a modern day lynching in broad daylight. I cant stand for that. I cant. It hurts me. I just dont understand. Why do we have to go through this . Why do we have to have all this pain . I love my brother. Im never going to see him again. Thats the brother of george floyd talking about a conversation we had with President Trump. How do you respond to this heartbroken brother who i tud to several times and other members of the family. Where the president seemed like he didnt want to, according to what he was saying, even hear what he had to say when youre supposed to be giving condolences and support to the family. I wish the president would have listened to georges brother. Because i learned a lot from that family about what they want to seek for justice, about the memory of their brother and their cousin and it was an incredible moment for me to hear from them. Let me say this, though. They want justice in this case. They also want to see changes for our criminal Justice System in the long haul so it doesnt happen to someone else again. Thats what you see people crying out for in our community. But what we saw today was people once again coming together. Our attorney general and i have been working hand in hand. I so appreciate youre going to be at the funeral because we need to gt justice in the individual case. Let me ask you this, senator you have been accused of having a case in front of you when you were prosecutor of this very same policeman that put his knee on the neck and caused the death of george floyd. And you did not charge him. You dont need a grand jury to charge. Why didnt that happen . Can you explain your action or inaction in that case . Sure, thats a false story. I know its circumstance litting on the internet. And the number of news args organizations have updated and explain ed it. What happened here was that i wasnt even in the county attorneys office. I was sport in as a senator, when the final investigation was done and when the case went to the grand jury, which they used to do that all over the country. I believe thats changed as a way to present criminal charges. I think the individual, as you just pointed out, they should make that decision herself. But its been pointed out very clearly by the county attorneys office, i really didnt have any Decision Making power in that case because there was ongoing investigation. I was in the u. S. Senate. And i think the bigger issue for me is to clear that up. Its a lot of political loss thats going on right now. Let me ask you this then. You were the prosecutor for ten years. Did you ever prosecute a Police Officer or did you ever deal with any Police Misconduct in ten years as a prosecutor . We did. We presented the ka cases to the grand jury back then. Did any of them result in charges . They did not come back with criminal charges. I have another case involving an officer, but it wasnt a shooting. So obviously prosecuted a judge. So thats one of the reasons we need full scale reform. I have advocated for body cameras. But as prosecutor, as you were prosecutor for ten years, in ten years despite bringing things to the fwrand jury, there was never any officer prosecutored in a decade under your watch . Not involving a shooting or officerinvolved death. Pz. If morning jojoe biden put ticket dorks you think that would hurt or harm him in terms because theres some that have called for you to withdraw from the race. How do you deal with that that this will be in the center of the president ial race . Al, im not going to talk about joe biden and how he handles this because im in the middle of my own crisis. I have full faith that joe biden, who worked so well with the Africanamerican Community over the years, is going to make his own decision. He will have his own list. I do want to make, as a senator though, this is a big question. My record clear. When i was the county attorney, africanamerican incarceration went down 12 because i made a huge priority for drugs, d diversion and other ways to handle cases. I also worked with the Innocence Project hand in hand and they have thanked me for this multiple times on a different way to do eyewitness identifications. To reduce racial misidentification. On dna review of all the major cases and finally i advocated nationwide at a time when it wasnt popular for video tape interrogation and even went to new york city and debated about this. Because we had in minnesota, they didnt have it there. So we all know that theres institutional racism we have to deal with with sentencing reform. And so what i ask you to do as we move forward here, to work with me. We certainly want to see reform. I think all of us need to work toward the reform. Thank you. I appreciate it. Thank you. I know a couple nights ago, you had some looting and problems there. What is the staths in the city right now . Thank you very much for having me on. In minneapolis and just like were seeing across the country, we have an enormous amount of frustration, anger and rage because of that gruesome video that we saw of george floyd being killed last week in minneapolis. But even more so, a as i know you know, because that name now is added to a too long list of names of unarmed africanamerican men who had their lives taken by Law Enforcement. And on top of that, to add insult to injury, the fact that wasnt of the the things i talked to my children about and our family about is the fact that if only we had some sense of assurety based on historical fact otrend, that we would know when someone loses theirle floyd did, that someone would be held accountable. In this case, not just one b person, but the four officer who is are responsible for a death would be held accountable. This would ease some of the unrest and some of the energy that we have right now. So the rage were seeing is understandable based on that historical pattern and trends that we have seen. Unfortunately, in minnesota and across the country, were seeing it manifested in some very destructive ways as those who just are passionate about the community and passionate about assert iing the value in particular of black lives are having their voices drown out by those here to break windows and. Because we heard the National Security adviser to the president say they feel this is groups on the left, many are saying that there are people in the rinternet far right. Groups that are saying get involved and instigate and incite people. Are you feeling as mayor of st. Paul that some of the lets separate the protesters from the looting and window breaking. Do you feel some of that other people planted in and not there around the george floyd protest . Thats an important distinction. Distinguishing protesters from the looters. Because we do have an enormous number of people that are heartbroken who need the world to hear them say he should still be alive today. The officers should be prosecuted and held accountable and we have work to do to stop this from happening over and over and over again. I hear folks talking about in town or out of town, we had a lot of conversation about them. What i need to tell you is this. We have seen neighborhood, black barbershops destroyed and lo looted. We have seen restaurants that are owned by immigrants and refugees in our community. Familyowned businesses, generational familyowned businesses looted in our community. Were seeing Senior Citizens in the midst of a pandemic have that is very serious. Youre right. But im out of time. Thank you. Well certainly keep getting updates from you. Reporter im in lafayette park, an area that was controlled entirely by park police and was the scene of a protest. It was for eight hours before things really got out of hand. Its a much more peaceful scene. A lo of the tension has gone on. You can get a sense of the protest here. Folks have come out today. Park police and secret service back ed off. Some hopd over the first level of barricades and came out to the second. They want the police to hear from them. And the things they are hearing are George Floyds name. I cant breathe. Black lives matter. Its hands up, dont shoot. This 24 scene is ferguson. What i hear from the pr testers i talked to time and time again is exhaustion. This is the same conversation we are having in sloigtly different language and parts of the country over and over and over again. And that continues to be the frustration of all these folk who is are out here today. Thank you, nbcs Garrett Haake in washington, d. C. Congresswoman, you were part of a Conference Call. And leaders of National Civil rights organizations this afternoon. And i know you and the caucus are meeting tomorrow to talk about policies around the mediaship and you chair of the caucus will be doing joint announcements tomorrow. Not tipping what that is because you have to talk to the caucus, tell the people, the viewers, how concerned the caucus members, 55 members of the Congressional Black Caucus are about this. And as we just heard garrett say, people are talking about this going back years not just this one case showing Police Misconduct, which is one of the reasons that i brought eric gardeners brother with us when we went to minneapolis this week. We ent to the scene of the 2014 choking of eric gardner who said i cant breathe. So. You and i have been a at this for more years than we want to talk about. I will tell you of the 55 members of the Congressional Black Caucus, wecommunities tha the police. My colleagues have been developing legislation for poli Police Accountability where police have been able to pass, especially the Police Unions have been able to pass in ways that for whatever reason, Police Officers can never be convicted. So state law for a Police Officer, if theres a shooting and the officer says, well, i was in fear of my life. How do you prove that . Thats one of the reasons they are never convinced. We have seen visdeo of Police Officers shooting people in the back while people are running away. And that Police Officer said they are in fear of their life. I have to remember 1991 with rodney king. When that video came out, we thought we had solved the problem because now the world would see we were not making it up. But we know that a video is not enough. Police unions have been brilliant over the years in passing legislation that ties the hand any time the da offices are the ones to bring the charges and the police work hand in hand in every other issue so there are some structural problems that need to be resolved. Structural change that needs to take place. And the black caucus is going to be introducing legislation to bring about those change. Were going to work with the other caucuses, asian caucus, native americans, civil rights community. We have to come together as a nation pup i see the young people in the street. We know how long we have been at this and still have not been a able to bring about that change. But were going to make it happen this time. Under the last administration of president obama, we did see the task force of policing and they started talking and having cameras on police. We started seeing the consent decrees where cities that had a pattern of Police Misconduct were the Justice Department took over the policing of those cities. When this administration came in under donald trump, all of that stopped. No task force, all the consent decrees were cancelled. So even the steps we began seeing made that you and i and others were engaged in were just incremental steps, but they were headed that way, were totally wiped out with one election. The election of this president. Absolutely. I see the young people on the street, i hope they understand that 158 days away. This election is about life and death. We have got to get rid of this administration. But further, barack obama was in because we didnt control the senate, because we didnt control the house, we couldnt bring about the legislative change thats needed. We got back in control of the house. And its an absolute must we take back the senate and we have to from the white house. I cant imagine four more years of this. He tweets today that we need to declare a terrorist organization, where was he when the thugs were armed from head to toe descendent upon the state house and essentially shouted in the faces, no one wearing masks, where was he then . He congratulated those people and had nerve enough to say that the governor of michigan should go ahead and compromise with the thugs that were there. It all starts at the top. Its going to be at least 158 days until we can bring about the change we need to make. We have to get the young people to understand the significance of the vote to come together and evict this administration. Again, i stressed, we have to distinguish between protesters and people were watching looting. Signs are saying no justice, no peace. Congresswoman, thank you for being with us. Put in perspective for me where in the his ttorical sense wheree see a situation like this, racial tensions, actual viole e violence, cities across the country, we have even seen marches in europe wp wh. What does this mean in history when we are at at points like this and have we been at points like this before and what did it teach us . Thank you for having me on the show in really difficult times that were in. History is always instructive. What we know is for the last 100 years, nearly every time we have seen these types of uprising, its been a result of Police Brutality and in communities that have long felt repressed and segregated. I dont think we have seen this level of uprising in so many cities probably since the 1960s where you had so many happening at once. And it clearly speaks to the times that were in. We have an unprus dented presidency. We have the election of someone that nationalist and serving in the white house. We have kind of record racial and income disparity across so many factors. And we are seeingreally the breakdown of the social contract. Now, given that exmr. Natiex nation, susan, you as a republican have been in at odds with the president. Will this election be affected one way or another in your opinion . You can share with us. Gad or bad, for the president when he and joe booiden are now according to polls, joe biden is up double digits ahead of the president. Will this incident be decisive and will it help the president as a law and order guy or will it hurt the president as one that is polls have said many americans, most americans consider him a black american a racist in terms of polling . One thing is for sure. Six months is a lifetime in politi politics. A lot can change, especially when it comes to donald trump. I think that this hurts donald trump in that people know what he is. Its being shown right here in front of you. But come six months from now, i think the biggest thing you have to look at will be the economy because thats what people will be voting on. Just to go on to what was said earlier. Not only everything she said, but lets add 40 Million People filed for unemployment. Lets add were in the middle of a pandemic that hurts minorities more than white people. This is the exact wrong time for this president. I think that timing, if anything, thats what it symbols. Hes just not up to the task. You were in the Labor Department deputy secretary under president obama. The Economic Impact of 40 Million People applying for unemployment insurance, the fact that we are looking at how this country slowly is going to try to go back to work. How much of that impact combined now with social unrest that is inflimed by this president can combined by the mismanagement of the pandemic. When you have all of that together, how much of that do you feel is politically damaging and how much of that do you feel erodes some of what you and others in the Obama Administration felt you achieved . Well, past president s, whether they are democrat cans or republicans, understood that in a time of crisis and tragedy, which is what we are in right now, they can play an Important Role as a unifier. Thats one of the most important distinctions in the election between donald trump and joe biden. Right now, this is a moment that calls for decency and empathy and compassion. Unfortunately, those are not three words that describe donald trump. You sumplly go back to his business record, his work in central p five or shameful performance in 2017. This is a person who relishes pouring fuel on the fire, who n enjoys exploiting racial divisions. Thats not what this country wants right now. And you saw a stark contrast over the last couple days between the messages that donald trump has put out and the messages that joe biden has put out. We as a nation needs to come together, whether black or white, to deal with these issues. I was struck by what joe biden said. We cant allow this wound to scab over without treating the underlying issue otherwise we never heal. Those are the words that the current president should be speaking at this moment. But for whatever reason, hes either incapable or unwilling to do that. I sure hope he doesnt go and deliver National Address in the next couple days. I fear this will only make this situation worse. Youre look iing at a live vw now at madison in chicago. A large crowd looting at a store. It seems like there were shots fired from the rooftop. Well keep you posted later in the show let me ask you. We talked about not seeing Something Like that since the 60s. I think we saw something in 92 around rodney king, but not nationally. But we have never seen this with a pandemic. As i have traveled and i never came into here, we saw people come out risking their health to go to rallies and to travel to stand up, this really says something about ferveer about the issue. Im distinguishing the protesters who far outnumber the looters. I think that we cant confuse the two. You did it with people that are marching and standing there for hours. That have done so in the middle of a pandemic. Yes, i mean, people are hurting. What i think makes what happened to george floyd so devastating is how callous it was. We have seen these murders happening, but to watch an officer kneel on someone in front of witnesses until the life bleeds out of him, it was an affirmation of what so many black americans have been feeling during the brunt of the opinion demic and the economic turndown. Followed up after arkansas berry in georgia. Its been too much for too many people. They are willing to go out. They are worry were going to see a surge in covid kisses coming from protests and the people who are suffering are going to suffer even more. Its a devastating time now. Demonstrators who have sataken the streets to protest the killing of george floyd have one clear aim. Major changes to the police iin tactics and criminal Justice System in this country that targets people of color. Joining me now is senator from california and Committee Member kamala harris. Senator harris, thank you for being with me tonight. You were part of a Conference Call we just had with members of the civils right leadership and you and one other senator. And we were talking about how we deal with legislation and policy two address this problem. What is your feelings and what are you try og to achieve in the senate . Well, thank you, rev lend. Its great to be with you. I think first of all, just lets start the conversation as a nation by understanding from the moment a black woman gives birth to that child and holds that fragile body in her hand, she prays to god that that body will be safe. That no one will do harm to her child. When were looking at what is hpg in terms of the expression of pain and anger and frustration, this is something black folks have been living with the entire time that theres been a presence of black people in america. And its got to stop. Its got to stop. We have to understand if were going to be true to our ideal, everybody, every persons body should be free from that kind of violation like we saw what happened to george floyd. I was thinking about it. I watched that spacex launch. Rightly, people are excite d about that. But in america this week, we saw the significance of two minutes. In two minutes, and some seconds, 38 seconds, we watched the launch of spacex into the next stratosphere. And in two minutes and 53 seconds, we saw an unconscious george floyd being executed. So thats where we are. In terms of what we need to do, first of all, the ideas and the the solutions have been around for a long time. What we need is implementation. What we need in particular is we need to have a National Standard for use of force. By that i mean that in many states in this country, if a case of Police Excessive force goes to court, the standard is was it reasonable, that use of force. You and i know you can almost find reason b for just about anything. What im saying is that the standards should be was it necessary. And we should be fighting to change the standard and create a National Standard for use of force cases, which is the question should be what was it necessary not was it necessary. The second thing we need to fight for is that das offices should not be in the business, if they work with that police department, of investigating those cases. And i know its a former prosecutor. There should be independent investigations when theres been an allegation of excessive force. And then the other thing we need to fight for is out of this department of justice, this Trump Department of justice, bill barrs department of justice, which has engaged in two systems of justice in america, because if youre talking about michael flynn, he gets off. We look at ahmad arbery, Brianna Taylor and george floyd, where is their justice . But under the Obama Administration, we had pattern and practice investigations. I did those as attorney general. Investigating Police Departments for discrimination. We need to demand that those pattern and practice investigations continue. We also have to demand that the United States department of justice pursued cob sent decrees where a court is supposed to oversee a misfinding by a police department. This on top of what we need to do for any police department, choke holds are are against the law. All we need to do to chaung the standard. Because heres the bottom line. Part of the reason people know theres two systems of justice that have to stop is that Police Officers who are committing crimes are not going to jail. And that is part of it. We need to also support progressive prosecutors, but there are prosecutors like a mairin moos by or kim fox who have tried to hold people accountable, but because the standard was so high, they could not do it. So thats part of why i say if we agree that Police Officers who commit crimes should go to jail, lets create a standard. You wouldnt accept an incomplete job from anyone else.
