About the situation in iraq as u. S. Deepens its military reengagement and allout war could be brewing in baghdad. Support in a form of akon grat torre phone call and emphasized president obamas desire to boost coordination with a new Iraqi Government and new Security Forces to roll back gains by isis, translation, Nuri Al Maliki, get lost. As for maliki, he shows no signs for going quietly into the night. A deployment of elite forces, ones loyal to maliki surrounding the government green zone. Against this back drop, malikis political allies declared the new Prime Minister has no legitimacy. This morning secretary of state john kerry warned maliki against worsening an already volatile situation. I believe that the government formation process is critical in terms of sustaining the stability and calm in iraq. And our hope is that mr. Maliki will not stir those waters. All of this comes as the u. S. Steps up its involvement in this latest conflict. For the third day of air strikes pummeling isis targets in Northern Iraq, the Defense Department said u. S. Efforts are making progress. We assess u. S. Air strikes in Northern Iraq have slowed isils operational tempo and temporarily disrupted their advances towards the province of erbil. But they are unlikely to affect isils other operations in other areas of iraq and syria. The u. S. Has already begun directly supplying arms to Kurdish Forces but said it has plans to do so. Kurdish forces have begun to reverse some militant gains, retaking two northern towns that isis captured during the blitz against iraqi territory. Hopeful signs of momentum but hardly a victory. Joining me now is Deputy Assistant secretary of state for iran and iraq, brett ma girk. Thanks for joining us. Let me ask you about the political situation. How confident is the United States that Nuri Al Maliki will step down . Its important to keep in mind this is a process. What happened was the designation of a Prime Minister december ig knee, he has a 30day period to pull together a cabinet and develop a National Program which he has to present to the parliament for ee rad fiction. The Prime Minister has received strong endorsements of support from the national alliance, the grouping of main shia parties and main sunni parties and kurdish leerdship today. Thats a positive sign. But this will unfold over the coming weeks. The United States working behind the scenes to ensure Nuri Al Maliki deports peacefully . Were working with all parties to try to build an inclusive government behind a program that can bring the country together in this difficult circumstance. It would include processes such as local actors under a functioning federalism in the iraqi constitution, something that United States all of the parties now. Were actively engaged with everybody in iraq. But this is at root an iraqi process. Its really for them to decide their leaders and for them to present a program to the parliament to get the majority it will need to take office in Early September which would start a fouryear term. How much of the blame do you think mr. Maliki should bear for what has happened to iraq in the last few months . Theres a lot of blame to go around. The Prime Minister has done things we dont agree with. We continue to work with him closely. Still the Prime Minister of iraq. So weve worked with him for many years and will continue to do to. Weve also been very clear to him when hes made decisions that we have really not agreed with. Well continue to do that and well also continue to work or start to work with the Prime Minister designate as he begins in the coming hours and days to form this National Program, which can really harness the abundant National Resources of iraq in a way that we can begin to restore the confidence of its Security Forces and begin to deny space for isil, which is a dire exi gent threat to iraq and potentially here at home. Let me ask you about the situation with yazidi. Is the United States confident we know some number of thousands on mt. Sinjar have gotten off of it. Are you confident that the 40,000 plus trapped in the rough terrain will escape . Alex, as i think you would have heard the president say announcing our operations in Northern Iraq, our military strikes have two objectives, and one of them is to break the siege on sinjar mountain. There are effective strikes on north side of the mountain which allowed thousands to get off the mountain. Those strikes will continue whenever isil forms in a way that can threaten the innocent people up there. Were developing a number of options to get the people off the mountain and time is really of the essence here. The air drops are continuing. Were determined to do everything we can and its important. The entire world recognizes now its a horrifying situation of this religious minority trapped on a mountain surrounded by isi will who said publicly they are going to slaughter them by the thousands. It shows the world what the terrorist group is all about and why the International Community needs to come together to degrade it and strangle it resources and deny space to operate. Given the scope of this mission, is it that america will not stop humanitarian air drops or air strikes until all of the yazidi on the mountaintop have escaped . Alex, i dont want to get ahead of our operational planners, we had a long meeting today about this, what has to be done every night, what might have to be done the next day and next week. The president was very clear this is not something thats going to be resolved soon. But time is of the essence here. People are suffering. Weve delivered substantial amount of aid, both ourselves and Royal Air Force is now involved in this humanitarian air drop mission. Ongoing drops to different parts of the mountain. This will continue. Most importantly, were focused on breaking the siege and finding a way to get these people to safety. This may take some time. Josh rog an quotes senior officials acknowledging that the mission is creeping well past the authorization the president sent to congress and might have to expand more if iraq and its allies are to repel isis advance. Should we be expecting that . With congress, were in actsive daily consultations with members and staff about whats happening in iraq. The president laid out two clear objectives, and weve taken a number of air strikes which have turned the tide in those areas and allowed Kurdish Forces to retake the strategic territory that they lost and break the siege on this mountain. Those are the limited military objectives that the president has authorized. If there are additional options to consider, thats something hell consider in due course. Before we let you go, its just a little bit confusing if the goal is not to get all of the yazidi off the mountain and unclear what we need to repel isis, a lot of folks look at this plan and dont understand the metrics of success. Can you shed anymore light on this . We want to get the people off the mountain. I want to be very clear about that. That is the mission, to get the people off the mountain. The mountain is 25 miles long and very difficult piece of geography. The geography has a way to come out and grab you in situations like this. Its very, very complicated. And our military personnel are performing a really Heroic Mission and flawlessly executed thus far. But alex, i have to say were working this every single day and pentagon and all of us and consulate in erbil. Were working with the United Nations about where the people might go in terms of camps to get them to safety with mobile medical units and everything else. This will unfold over the coming hours and days. We are determined to get them off the mountain. Isil long term will take longer time. One reason we want an ininclusionive government in baghdad, that will be critical to harnessing the resources to take the fight to isil. The iraqis will have to do this but might need help from us and well be in an active conversation with the Iraqi Government about where we can most effectively help them and partner to push back what is very serious threat to them but most significantly and why all americans should care about this increasingly a threat to us. How confident are you in terms of this political transition and the National Security objectives that have been sort of outlined thus far . Well, brelts comments included a lot of patience but theres not a lot of patience at this point. They know theres a huge imperative to get this political transition under way and move forward without Nuri Al Maliki so the United States can help the iraqis in a much broader way. Brett is laying the groundwork at the state department and the president has to explain to the American People why this is in our National Interest to push isis back, not just to protect folks on sinjar mountain but push isis back out of iraq and eventually address the threat in syria as well. Michael, thats always one part of this mission thats confused me somewhat, the reason america had interests specifically with regards to this mission, is because of the personnel we had sent over and then a broader concern that isis could expand where it is now. The real focus were these americans over there. That seemed i think probably in some ways convoluted, given the fact if one was truly concerned about hundreds of americans in the area, one would evacuate them and not go in with air strikes. It seems the second part of that, the understanding that this was a concern about isis at its root and expansion is what is being born out today. I think thats fundamentally right. The very vivid nature of the humanitarian crisis motivated the white house to be involved in a way they havent been before, either in syria or iraq despite in the case of syria, 170,000 plus dead. But your point about erbil is exactly right. If we had wanted to, we could have pulled our people out. But really we dont want to. The kurds have stood next to the United States for ten, 15 plus years. This is a very close ally, very important to stability in iraq. And really, it was unacceptable and i think the president recognized this, to pull our people out. It was really making sure that we stood by the kurds, start that fight against isis and try to accelerate that political transition in baghdad, which now is maybe moving forward but still has a rocky road ahead, i think. Before we let you go, one of the issues were seeing today, either in ukraine and also in iraq is big weaponry, bad weaponry falling into the hands of the wrong people. We have news now that the u. S. May begin to if it has not already start arming the kurds. From a counterterrorism perspective, does this concern you at all snl. It does in some cases but not like the situation we saw in ukraine where very High Technology was passed to rebels. I think a lot of what we can provide the kurds and are providing now is heavier artillery and the sort of items that frankly are note going to pose enormous terrorist threat. There is some risk and that certainly made us more cautious in syria. I think this threat as we have seen from isis is so large were simply going to have to get more involved because sitting back and watching them control this area and produce a caliphate is more dangerous in the near and long term than providing arms and keeping our people very close to the people to whom were providing arms to make sure they are used the right way. Standoffs continue today over the Police Killing of missouri teen Michael Brown as protested demand the prosecution of the officer responsible. They are met by dozens of Police Officers in riot gear carrying rifles and shields. Last night demonstrations turned violent as rioter looted 12 businesses and set a local Convenience Store on fire. Two officers suffered injuries and 32 were arrested. We only deploy one it became an issue to where we had destructions of property. We had calls for assaults and issues like that. At that point we felt like we had to deploy. I felt like the officers did a great job. The cause of all of this . 18yearold Michael Brown was shot and killed saturday by an as yet publicly Unidentified Police officer on the streets of ferguson, missouri. A suburb of st. Louis. Witnesses say brown was unarmed and had his hands in the air with the officer open fire about 35 feet away from the patrol car. According to Police Officials prior to that brown pushed the officer into his patrol car and physically assaulted him. That account is disputed by eyewitnesses who say the teens body was left in the street for hours as crowds gathered. Browns cousin, lenisha martin captured the incident on her cell phone. Hes running this way and turns his body towards this way, hands in the air being compliant. The site of the shooting is no coincidence. Due to discriminatory zoning law, st. Louiss gateway to the west is frequently cited as one of the most prashlly segregated cities in the country. Morning half of the School Districts are at least 75 either black or white. Black missourians are 66 more likely to be stopped by police and more likety to be searched even though the likelihood of finding contraband is higher with whites. In ferguson, blacks are 37 more likely to be pulled over than whites. The fbi has opened its own investigation into the missouri shooting but it is not taking it over from local authorities. This morning nbc learned that browns family retained benjamin crumb p, the same who represented Travon Martins family. Michael, its always good to see you, although under tragic circumstances indeed. Absolutely. It seems this is not the first time weve talked about Something Like this. Right. And specifically when it comes to a city like st. Louis, the Police Department has had no small share of issues. Early last year a lieutenant was fired after he ordered officers to target and arrest africanamericans. In january the local naacp chapter filed a civil rights complaint against the st. Louis county police alleging racism is ram pant. The question is, what is born from this . Given where we are with Police Officers, Race Relations among civilians and Police Officers have long been an issue of contention. Do you think were getting to a more equitiable society . Unfortunately no. The reality is this movie keeps repeating where the conflicts are tangible and visceral intensity of racial indifference plays itself out. Cops are suspicious of black people because they think they are more likely to do crime. You have not only a collision and conflict of those two perspectives but the fact it aint equal. The cops have guns and other folk dont. Repeatedly we hear the cops say, well he assaulted me or pushed me against the door or so on and so on. Not punishable by death, sir. If it were, we would have a lot of nonafricanamerican kids being found daily to be subjected to the same criminal activity. But they are not. I say criminal because were assuming, presuming that the kid didnt have a gun as was said and he didnt do anything that was likely to advance the behavior from the police person. Were dealing with a whole panoramic view of race here. You leave them on the street for hours. Eric garner, i cant breathe. You keep on. You dont treat people of color like human beings and as a result the rules are thrown out the door and the skepticism is warranted by the reputation of agony and grief put upon them. What role do you think in st. Louis there is zoning that has segregated the city in places like chicago where gun violence disproportionately affects africanamerican males and red lining there created enclaves of all black homes. What does the city do to alleviate this . It has to clamp down on real estate people who are red lining and drawing districts and zoning people informal and unofficially where you have these enclaves of horror. You group black people together and pile them on top of each other. The density of population in the relatively small geographic areas is itself a cause of alarm and social distress. Then youve got the fact, lets keep them away. Zoning is meant to keep at arms distance, the people meant to pollute our own safe neighborhoods. Cities have to Pay Attention to zoning restrictions and bring back a notion of community policing. Cops dealing with people not in their communities and not familiar with them, thats mike brown, acting silly. Come on here, boy. As opposed to let me shoot you. We all remember rodney king. We remember what a turning point that was and here we are with Michael Brown and we have trayvon martin, not at the hands of a Police Officer but a selfappointed one. Eric garner who you mentioned, there are incidents that would seem to give us pause and change the way Law Enforcement operates and no change ever seems to happen. Do you think that the fbi needs to come in and take this over . What is the answer to get a broken system . We can have these episodes of intervention so the fbi and eric holder has indicated that the department of justice is going to be looking at this. What we need is more systemic change still because eric holder will be out soon and the fbi might have a change of cast. We need to have sensitivity about what were doing here. If the people who are constantly dying dont happen to look like the people in power, nothing changes. When people who are in power have their children subjected to the same forces, then things change. We cant talk and belly ache thats a huge piece of it though, right . The less likely you are to participate in the system of change, right . We know it may feel like the cards are stacked against you, but you can play a role in changing that. You have no choice. The riots occur and youre blamed for doing the very thing that justifies the Police Brutality to begin with. Riots are language of unheard. These folk have not been heard. In terms of we have seen an increase in the mill tarization of police, carrying heavy weaponry and may not have contributed to browns death in this instance, but increasingly hostile interface. Were talking about under this administration employments received machine guns and 200,000 ammunition magazines and thousands of pieces of camouflage and silencers and armored cars. People who work in urban areas say part of the problem here is the divide between and there to protect. Sure. Further Weaponizing Police force does not in my humble opinion increase this feeling of comradery or safety. No. Between a community and the force there to protect them. You feel like a refugee in your own country and victim of mill tearistic enterprise. Has the libertarian moment finally arrived . Robert draper reports 54 of americans now favor extending marriage rights to gay couples. Decriminalizing marijuana has become mainstream. The movement championed by rand paul continues to face persistent doubts about the viability and staying power. Democrats remain highly suspicious of a ideology predicated on free markets. And as for the gop, draper writes its hard to know whether republicans can ever make peace with the movement they spends a generation deriding. In practice, whenever a republican politician behaved more like a libertarian than party loyalist, the paerlt has made him pay for it. Good to see you, alex. Lets talk about the pushback here. Dave fromm writes, the libertarian moment is a phase in internal Republican Party factionalism. And predicts it will last only as long as it takes to get conservatives in the white house. Do you how do you respond to that . He has a point but not much of a point. I think that after all, david has spent since at least 1996 on the record deriding libertarianism, calling it an ideology and can get grumpy on the subject. He has a point in so far as the fact that you called it a movement, maybe its a moment that will become a movement. Its unclear whether there are polls that indicate on a social level in terms of Foreign Policy a kind of taste for noninterventionism that the public seems to be aligned with something you could call libertarianism. The mill enyell generation does not identify with the movement largely. Its hard to say if its a movement at all. When i interviewed the libertarians they disagreed on Immigration Reform and even samesex marriage. The movement, if it is one, if it does it will be around rand paul, but even then rand paul may disappoint them. You contend that the distrust for institutions sort of begets a distrust for government which is why the libertarian moment has resonance with the kids. Millennials favor more not Less Government and 53 favor bigger government. I wonder if this is a weird between institutional distress born out from excepticism and fundamental belief the government should be doing more to help people or spur the economy and create jobs given how out of work millennials happen to be. You can carry it too far saying they are the quintessential libertarian, for that matter, they by and large support obamacare. But libertarians basically have been bashing obama since it was passed. I think in terms of government institutions with the exception of surveillance gathering agencies like the nsa, there is a basic faith in the role in American Life that separates itself from libertarianism. You guy you spent a lot of time talking about, the myth and man rand paul. I feel like the libertarian moment asks Big Questions of both parties but because its been sort of its found favor or gop has wanted to coop more in a more public way. It asks more questions of conservatives and rand paul has this quote which i found incredibly telling about gay marriage. He says the party cant become the opposite of what it is. If you tell people from alabama and mississippi and georgia, weve been wrong and were going to be the progay marriage party, they are going to stay home or i mean, many of these people joined the Republican Party because of these social issues. I dont think we can completely flip. Now, gay marriage to me does not seem like an issue like tax reform where theres give and take. Its a pretty, are you for it or against it . And i feel like rand paul is really trying to have his cake and eat it too. I feel like one of the most intellectual honest things, i dont think youll hear any primary opponents in 2016 say anything like that. They will simply say marriage we want to agree to disagree and rerespect other people. Hes been willing to say ill be satisfied with how the courts play this out. Saying we cant flip. A lot of our base consists of people for traditional marriage and against samesex marriage but not to be all and out against him. Its a rather remarkable statement. He goes on to talk about using the overused phrase, increased the size of the tent. Do you think its possible on social issues like gay marriage to have libertarians in favor of gay marriage and republicans who are staunchly against it, underneath the same big top . Well, in a way i liken his remarks regarding samesex marriage to his remarks on decriminalization of marijuana. He was asked at the conference last year about if he was for them. He said im not ready to go there yet. This is a practical politician at work. This is not ron paul. This is a guy trying to figure olt a way to move young voters into the Republican Party to see if republicans can be comfortable with this new framework and go from there. Well bring you his remarks live as they begin. Over a decade ago a state senator named barack obama opposed the invasion of iraq. I dont oppose war in all circumstances but i do oppose is a dumb war. As president of the United States, he sent an additional 30,000 troops to afghanistan. He was awarded the Nobel Peace Prize and withdrew all u. S. Forces from iraq. He intervened in libya and now he is the fourth president in a row to authorize military action in iraq. To say president obama has a complex approach to war, would be an understatement. And throughout his six years as president , it has been met with no shortage of criticism. The president s latest action on iraq has been no exception to that. The past few days republicans, including john mccain and Lindsey Graham and peter king have unsurprisingly piled on. Added to this is a voice more reserved or mute, former secretary of state Hillary Clinton. She hit the president s Foreign Policy from a few angles, speaking to one of the president s slogans, great nations need organizing principles and dont do stupid stuff is not an organizing principle. Clinton criticized the president s decision not to arm serial rebels early on. The failure to help build up a credible fighting force of people who were the originators of the protests against assad, the failure to do that left a big vacuum which the jihadists have now filled. In an interview with tom freedman over the weekend, president obama explained his thinking on the topic of syria and what might have been. With respect to syria, its always been a fantasy, this idea that we could provide some light arms or even more sophisticated arms to what was semly an opposition made up of former doctors, pharmacists and so forth and they were going to be able to battle not only a well armed state but a wellarmed state backed by russia, backed by iran, battle hardened hezbollah. That was never in the cards. Joining me no is editor of politico Susan Glasser and sam stein. Let me ask you, sam, as far as the president s remarks were expecting any minute now, i spoke to brett mcgurk and he stressed the openended nature of some of this conflict but stressed it would be a shortterm involvement. How concerned do you think the white house is at this moment about the extension of this, about the sengs that the American Public doesnt understand what our goals are here . I think they are fairly concerned. The president has stressed on several occasions there will be no actual boots on the ground presence with respect to iraq. Josh earnest from the Briefing Room has said on occasion that this is not going to be a longterm project, although he has said there is no end date as well. They are keenly aware of the politics of this and that is the country is very war wery and not interested in getting involved in iraq yet again, at least in a major capacity. And that the temperament of the country is to say hands off with this stuff. Lets at least protect humanitarian interests but not go further beyond that. Susan, i found sort of dueling interviews regarding the topic of Foreign Policy really interesting. One of the things in particular was secretary clintons statement that Foreign Policy needs an organizing principle. I wonder as someone who knows this topic quite well, do you think the president needs an organizing principle and subsequently, depending on your answer, is an organizing principle even possible in these times, if you will . You know, those are great questions, alex. Most people would agree with secretary clintons statement that dont do stupid stuff is probably not a grand strategy of the kind they envisioned for the United States when it comes for Foreign Policy. The bigger problem is trying to reduce an administrations response to a complex and varying set of problems in the world doesnt easily lend itself to one grand unification Obama Doctrine. The history of the Obama Doctrine over the last six years suggests why. You get whiplash trying to keep track of the Obama Doctrines. On libya, for example, initially that was an Obama Doctrine about the targeted and Successful Use of military intervention. Now, of course, even president obama himself in that interview suggested that thats a negative example of something that really didnt work out the way we imagined it. I would say in general, beware of slapping capital letters on something and calling it an Obama Doctrine. Sam, the New York Times suggests that what were doing in iraq could actually signal a policy shift and could set the stage for a broader policy shift within this administration. Weve seen sort of fits and starts of interest in being more engaged in humanitarian conflict and rise of jihadism. Do you think there is any truth to that . Theres a scatter shot nature to the Foreign Policy thats tough to put your arms around. There are certain elements of a crisis that the Administration Responds to differently than others. For instance, when they know that a limited military intervention can produce results, they are more obviously akeen to pursue that unless they are unless they dont understand what the results would be. At the same time, he did say libya was one of his biggest regrets because they didnt understand what would happen after they intervened militarily. Each crisis presents its own problem. I dont think theres any grand shift here so much as the next crisis requires a response. One of the things i was revisiti revisiting, an interview in which he dismissed various jihadist insurgencies as jv players. It appears they have a major role to play in foreign conflicts and i wonder if you think the administration has setting aside the doctrine, sort of policy outline in terms of how to deal with these insurgencies because just rel gating them to jv status would not be the prudent course of action. Thats right. Im sure that the president regrets that quote now. Its been thrown in his face a lot over the last couple of weeks as its been clear, the incredible and rapid spread of isis across syria and back into iraq, remember leon panetta. It has the feel sometimes of a Mission Accomplished moment, they were overly triumphant about their successful defeat of the original al qaeda and had not perhaps thought about how it could become an even more dangerous enemy. I think thats where were at right now is that it looks highly reactive and looks inconsistent place to place. Thats often the case by the way, but you have a little bit of a communications challenge too, it seems to me, the administration is a highly Political Administration and often eager to take credit for what theyve done in the world and made various claims at various points about their Foreign Policy that in hindsight dont look as strong. I think that quote from president obama is a good example of that. Go ahead, sam. One thing that does seem to be unifying, i guess is the word we want to use, xipt throughout all of these, the president seems to have this view of military action as not a cureall, something as he said that you can put a lid on a crisis and in this case put a lid on the chaos in iraq, but its not going to cure anything. A lot of solutions we seek have to be done from the countries themselves. I think thats true with respect to libya, that he learned the hard way by doing limited military intervention and not following through with anything institutionally and applying it now to whats happening in iraq. We have a problem up north with the kurds. We can deal with this in the interim with a military solution, but ultimately it has to come through some sort of political reconciliation in iraq. I think thats been learned and hes asupplying it to various different Foreign Policy concerns zsh. The president is expected to make comments about the situation in iraq, the future of Nuri Al Maliki who that be a thorn in the administration side recently and had a difficult record with the people of iraq. To what degree do you think the u. S. Has leverage in terms of his future . Thats really been the question. Weve been very open for the last number of weeks that we have vote of no confidence in maliki and all of the reporting out of baghdad that ive seen suggests that we have been working very hard to come up with alternatives and try to make it clear that the United States is not supporting maliki anymore. The problem is coming up with a viable alternative. Theres a sense that maliki has exacerbated this conflict and driven the sectarian divide in iraq and United States and obama initially made clear he wasnt going to intervene in part because he had no confidence in the political situation. This is not the first and presumably not the last time this administration would like to see a former friend depart swiftly . Correct. The leverage we have is our military and theyve been up front about it, theyve said essentially that they cannot be malikis air cover and air force. However, if there were to be a government thats formed that brings in the sunnis, that coalesces the different political factions, then they would maybe rethink military involvement in the country.
