We have right now if a story that so many of you have been following since hannah went missing. Also developing now, the next phase in the battle to destroy isis is now beginning. The u. S. Is moving to arm and train the syrian rebels. Thats after the senate gave final congressional approval to president obamas man to do so. The measure winning strong bipartisan support. After the vote president obama once again insisted there will be no u. S. Troops on the ground against isis. This is in keeping with a key principle of our strategy. The American Forces that have been deployed to iraq do not and will not have a combat mission. Their mission is to advise and assist our partners on the ground. Also today, Isis Coalition member france launched its first air strikes against the terror group in North Eastern iraq. A new video shows british journalist john cantly who has been held captive now for more than two years. Weve got a live report from long dop. What can you tell us about the new video of the British Photo journalist . Well, security sources say that isis is currently holding two american and two british hostages, including alan henning. We know about him already because she was threatened in a video. And now weve got this new video of yet another british journalist, joe cantly who worked for the sunday times. Which has really disturbed people here in britain given who had happened. Still the video is very different from previous ones in that isis isnt seen this time to be physically abusing or threatening cantly and has a bizarre pa dan tick academic message for the west as if to say, you guys stay tuned and youll learn all you need to know about the real isis. But British Government officials are taking the video seriously. Some officials here are saying that this kind of 180degree turn in terms of the message by using these videos is a sign that isis is already becoming desperate. That its feeling the effect of the ratcheting up of the west in terms of its antiisis military campaign. What can you tell us regarding the details of how joe cantly was captured. What is his background, the circumstances believed to have happened regarding his capture . Well he was captured twice. He was captured in june or july of 2012. He was held in syria. He was held for a month, he tried to escape with a colleague in fact he was with, when he was captured the first time, he was actually with james foley. And then he ended up with a group, not isis but another rap call Extremist Group who used torture, psychological torture on him, threatening him that he would be killed, beheaded, used knives apparently as we described it after his release, he use they used knives to suggest that they were about to behead him. Terrible stuff. Any how, he tried to escape, was shot. Eventually was released by this other nonisis group only to be captured again three or four months later when he went back in. That was now two years ago. His name was purposely kept under wraps. Part of the deal with the family and with the sunday tams and other papers that he worked for just to keep the pressure off of him. And of course this is the first time that hes been seen now by family for some two years. Thank you so much. Well the white house is pushing back after the Washington Post reported today flashes of disagreement over how to fight isis are mounting between president obama and u. S. Military leaders. Now the headline comes after a retired general told a House Intelligence Committee yesterday that a blanket prohibition on Ground Combat was tying the militarys hands. Now the newspaper also cited joint chiefs chairman martin dechcy publicly raising the issue of boots on the ground. But this morning, they have said theyre on the same page. They misinterpret his testimony and the rest of the time they quote people who are e fer frequent critics of the president or people who supported the previous iraq conflict. Joining me now live, the assistant democrat leader in the house. Thank you so much for you time. Thank you for having me. I want to give get your comment on the Washington Post report that there are disagreements on hoefr to fight isis between the president and military leaders. This is not unfamiliar territory. Weve heard this before ultimately knowing that the president is the leader here. What are your thoughts on this in. Well i think all of us know that we have a system in this country where our military is under civilian control and the president of the United States is in fact the commander in chief. He listens to his mail tear advisers. They give him their best information. He then internalized that and make as deasian as cision as to policy will be. I am sure hes getting different kinds of recommendations from the military people and then he comes out with one plan. Now that plan is to be followed by the military, and i think it will be. Now for us to put a whole lot into the fact that there may be more than one different recommendation or sets of recommendation, i dont see that as being a problem at all. He is what our system is designed to do, give good military advice and for the commander in chief, to develop the policy to go forward. As you well know, in in congress, both democrats and republicans say that they are concerned about the plan which is now moving forward to equip and arm the free syrian army. They of course are fighting to overthrow bashar al assad. Ghu are many reports that some of those rebel fighters have in some cases fought alongside Extremist Groups, including a group aligned with al qaeda which sold an american journalist, Steve Sotloff to isis. How concerned are you of this ever present, the concern of when you arm a particular group that they may then line themselves with people who are essentially enemies of the United States . I am very, very concerned about this. And i think the president is as well. I know our military leaders are concerned about that as well. The fact of the matter is, this is a plan that i think is a good plan. None of us know whether or not they will succeed. We do know that what we did in iraq before did not succeed. It was a miserable failure from the very beginning. And that is why so many of us spoke out against that involvement and not to get involved because as general powell, secretary powell at the time told us, if you break it, you own it. Now its been broken, we own it and weve got to try to do the best that we possibly can and hope that it will succeed. None of us know for sure what is the best thing to do. But the president is doing that which he feels is the best thing to do. I voted for both of those, the amendment and the continuing resolution because i want to give this president as much support as i possibly can to maintain the National Security that all of us are deserving of in this country. Congress clyburn, thank you so much for you time as always. Now back to the breaking news we reported at the top of the hour. The case of the missing uva student Hannah Graham. Charlottesville police told us theyre in the process of executing search warrants. One on a car and another on an apartment. And joining me now is the Washington Post Taylor Shapiro who is outside the apartment thats being searched right now. We also have with us an fbi profiler that been following the scene as well. What can you tell us is happening there . What can you see . Right now the police chief was on the scene and hes been speaking with reporters very briefly this morning. But he said they first came to this apartment after receiving multiple tips about a vehicle that they believe is connected to the case. The chief didnt say how exactly the car was connected but just that it was crucial to the investigation at this point. When they executed the search warrant, there were people inside, but he said that no one is being questioned at the time and no one has net been taken into custody. The apartment, is it near forgive me if you said this, taylor. Is it near where hannah was seen at any point . No. Its actually north and west of charlottesville and its three miles from campus and four and a half miles from the downtown mall where Hannah Graham was last scene. Clint, let me bring you in on this. Earlier today police put on their website they have a person of interest, a very generic description of an individual that was given to them by the man who was seen in this Surveillance Video. He turned himself in or went in i shouldnt say turned himself in. He went in to talk with police, came guard after the Surveillance Video was released saying im the person that you see there. She appeared to be in distress. And he describes another individual, he says, that was walking or along with hannah, either trying to help her or he said they may have even know each other. Other than that, thats all we know, it seems. Yeah. That is. And of course the videotapes that police have that show this male following her, the first male has went to police and said im the guy on the video, i was only watching her because i thought she looked in distress. Thats somewhat suspicious but Law Enforcement has to vie fie who he is and what e he was doing at the time. And of course he gives a description that may be consistent with the description of a Sexual Assault victim, almost ten years ago in northern virginia, and then a few years ago of a student in a similar type situation that was kidnapped, sexually assaulted and murdered. So you know, everybody could jump on this description of this second person. But again there is a lot to rule in and rule out. And i think whats interesting is what you say of multiple tips that led police to this car. Now, is this car associated with the socalled crime scene where the victim might have gone missing . Is it associated with a suspect in this case . But multiple tips says a number of people knew something and they all brought us to this vehicle, supposedly police found something in the vehicle that now has led them to inside of this apartment. So hopefully everybody hoz got their fingers crossed that this will be one of those rare cases where we find a victim and shes okay as opposed to the statistical probability that we just dont want to go into. Taylor, we know that authorities are also looking for more Surveillance Video that may have captured hannah, a lot of banks in and around that area. It was incredible that they were able to get the video that they have which may eventually help reunite her with her family. That is the option we want to see happen here with this young lady living her life in college. But theyre looking to get more video from the banks around there. This is not new york city or london. This is, you know, charlottesville, virginia. But it shows the reach and depth of surveillance cameras that businesses and communities have that allow them theyre able to take this victim from point a to point b to point c to point d. As she goes out of the view of one camera, shes picked up in another camera. What we dont appear to have right now is this final picture where someone is with her, perhaps in a worst Case Scenario that takes her away. We dont any that Law Enforcement has shared every video and every picture they have. And tamron, as of about 5 00 tonight, theres supposed to be a massive search that is going to take place with Law Enforcement, members of the community, the college where they just want to search this entire area. Hopefully before that 5 00 search tonight, these search parents will bring some positive evidence forward that will help Law Enforcement find this young woman and bring her back to the community, the college and her family. Taylor, let me get you back in since youre at the apartment where the authorities are searching. Is there anything else that you can note since you are there at the scene, that youve seen around the area and how you can even describe the area to us . Sure. Well, let me tell you, last night awalked a very similar path that Hannah Graham is believed to have taken when she disappeared. She was Walking Around some back streets that arent really an area that students will go on. Theyre not very pedestrian friendly. Theyre not super welllit. At one point she passed underneath Railroad Tracks where police have said before that Homeless Individuals and other individuals will stay tonight and because its dry. This as the league Just Announced plans to team up with the National Domestic violence hotline. Now its pledging significant resources, including major Financial Support which they say will allow the organization to virtually answer every call, chat and text. And in a letter to nfl teams and staff commissioner, goodell said the league plans to take significant steps to educate teams on this issue through a series of programs. These developments come as new poll numbers show the recent controversy are not keeping americans away from the game. A new nbc mer ris poll shows that while more than half americans disapprove of the way the scandal has been handled, 86 of if fans say it has not changed the amount of football they watch. Joining me now to discuss what this means for the league is hall of fame linebacker and former new york giant harry carson. Thank you for your time. My pleasure. When you look at the number of people who still say i watched football, isnt that just a Fair Assessment of not all of the players have people who have accused of abuse and not all of the players should be pulled down with whats happening here . Well, you know, football is americana. And when you assemble a football team, youve got 53 guys on that team and they come from all walks of life. Am of those guys are really great guys. You dont always hear the great stories. The kid in cincinnati, you hear his story and his daughter. But then you have other guys who get into negative things. And those things are really highlighted. Not that they dont need to be but theyre highlighted. You know, fans are gravitated to the nfl for a number of years now and its stronger than it has ever been. Quite frankly ive been talking about the whole issues of concussions, ive gotten pushback from people who dont want me to talk about it because they dont want anything to effect their fame. They want guys to go out and basically knock themselves silly. Which speak to perhaps how the nfl handles pr problems from concussions to allegations of abuse. They hope that it will go away. But with the issue of Domestic Violence and even with the concussion cases, those headlines keep coming and you cannot control that. Im certainly glad i played when i played because theres so much stuff that happened back when i played and quite frankly vi to own up to this. I was vofds in a domestic dispute years ago and i recognize my strengths and my weaknesses as a player but then i also recognize that with that domestic situation i had to remove myself because i embarrassed myself, you know for people who dont understand what youre saying right now, you say saying this guy wu a role model. I prided i took pride in being a gentleman and never striking a woman. And i got into an altercation with my significant other and it happened. And it was a very impulsive thing. It was something that was not planned. I reacted. In my training as a linebacker, im trained to make decisions within a split second. And the decision that i made at that time was much like playing football. I got to a certain level and i reacted. I know i was out of place. I should not have done it. But i did. Well that brings me to the question so i can very much identify with some of the players who are going through these situations now. So do you think football made you and made some of these players more prone to react in a physical way . I think you are trained to be aggressive, whether its football, whether its you being in the military, you are trained to be aggressive and make split second decisions. Often times the decisions that you make off the field or off the battlefield and sometimes you regret, whether its striking out or lashing out or whatever. The other thing is, i talk a lot about concussions and quite frankly, this issue is not just an nfl issue. Its a football issue. Its a mans issue. Because theres so many young men who are are playing football on the High School Level who lash out at their parents. On the College Level they lash out and do inappropriate things with their girlfriends and so forth. And so its not just the nfl, but everything that happens on the nfl level flows down to the lower ranks. Thats funny because nbc news. Com took a look as to whether brain injuries were behind some of this things that weve seen with nfl, particularly some of these incidents with violence. This doctor says aggression is one of the most common aspects of severe traumatic brain injury. Generally agraegs is thought to be linked to damage to the frontal lobe which is responsible for executive function. The frontal lobe regulates things like restraint. They cant moderate their general in behavior and that includes aggressive behavior. I do a lot of work with survivors of Domestic Violence. All of the women in my group had husbands who had evidence jobs. They were not Football Players and they were abusing their significant others. So when you say football or maybe look at football in the aggression, is that being used as an excuse . I dont think its being used as an excuse. I think it is legitimate. But i also think that, you know, there are a lot of young men who have played football on the High School Level and who have sustained head trauma. And then alcohol also becomes a factor. What about entitlement, you have someone who makes a lot of money, theyre working very hard for their money. Some people say its just football but you have a short career and youre putting yourself on the line for someone elses entertainment. There is idizing that comes along with that. I think it could be the stress related to maintaining that position. But, you know, every year they have the draft, they bring people in to take your position. Profootball is a temp job. Its like being a Migrant Worker except youre very, very well paid and the average career is less than four years. So there are guys who feel the pressure of having to, you know, maintain their lifestyle, stay on the team and so forth. And quite frankly when their buttons are pushed, you know, they tend to react negatively. Im not making excuses for anyone. Ive been there and i know exactly what it feels like. For me i had to remove myself from the situation. I live a Pretty Healthy life now, im very happy. But i regret that dark period in my life. You said you got pushback from the nfl regarding concussions i didnt get pushed back from the nfl. Ive gotten pushed back from fans who love football because they dont want to game to change. They dont want the game to be made safer. And they feel like the players know that what theyre signing themselves up for when they sign the contract. Ive heard people say that. But, years ago we didnt know. We played with head trauma, we played with concussions, getting our bell running. Now were dealing with the lingering results of what happened way back when. So do you believe at this point with some of the measures that the nfl is taking teaming up with the Domestic Violence hot line that the next step, from what youve told me being a player and who, an id who feels or felt that in that moment that you were striking or involved in this violent incident with your significant other, that the nfl really has to sit the players down and deal with that on a oneonone basis or a team to team basis . I think the nfl has done a better job with communicating with players as they are rookies and they come into the league. Oftentimes these players sort of tune out the nfl and they decide theyre going to do whatever theyre going to do and they wind up getting into a jam. The other thing is i think the nfl needs to do a much better job of educating players on the lower level to keep whatever theyre doing on the field on the field. And not transfer it to keep the aggression at your job. Its hard to do. Yeah, i bet. Youre trained to be the best that you can be and oftentimes, you know, players, you know youre trained to attack. You know what . I think its incredibly brave of you to reveal to people what you went through, what you did, what you regret and what you grow from. Its easy for folk to judge when you lay yourself on the line like that. But youre doing it because you want other young men to learn from the mistake you made. Definitely. Thank you. New jersey governor Chris Christie is responding to a story that reports that federal investigators have found no evidence showing that the governor had advanced knowledge of the George Washington bridge shutdown in 2013. Now officials tell wnbc that nine months into the investigation they found in sign that christi planned or ordered the closure. Christie reacted to the reports on his monthly radio show. I took action swiftly and directly and now well let the chips fall where they may in terms of those facts. But you know, all ki speak to is myself. And as to myself i told the people of new jersey directly and honestly on january 9th that i had no knowledge of this and no role of any kind in the planning or execution of it. What matters most to me is that the people of new jersey know that i tell them the truth. Joining me loif now nbc news senor political ed door mark murray. What does this mean for christies political career . This is very good for him. Its stillen ongoing investigation. We havent heard the Justice Department say officially that Chris Christie is cleared. Its not a shut case. But it is good news. It allows him, if he decides to run for the president , to say hey, this is over with, i had nothing personally to do with it. This was the responsibility of some bad apples who were working in my administration but nothing on me. The problem for Chris Christie is that over the past three or four months the bridge gate scandal has been the least of his worries. Hes had to deal with creditdown grades as a governor. Also our mer ris polls back in july showed him to have a more unfavorable rating of republicans in the states of iowa and new hampshire. And thats not a good strong starting place for someone thinking of a president ial run. Some of the perspective and analysis thats come out of this, the bad news remains that politically as chief executive it looks like christie was not in control of his administration at the time when this occurred. So that remains also to be a downside for him according to this analysis, mark. Well thats right. And some of the people who orchestrated the bridge gate scandal were his deputy chief of staff within one of his top political appointee to the port authorities. These arent just some career Civil Servants out of control. These were top deputies in top political aides in his office. The other thing to watch for, of course is whether anyone ends up getting indicted, not necessarily Chris Christie but anyone up the food chain and whether the prosecutors go after them for something that might not even be related to bridge gate. It might have been related to mismanagement of the port authority. If someone ends up getting dieted and having to testify, that could be how the story continuing to move on and be a head ache for Chris Christie. The trooper was laid to rest yesterday in an emotional ceremony. Were joined now from pennsylvania. Considering now that frein is on the fbis ten most wanted list, are authorities confident that hes still in that area . Do they believe now this is a nationwide search for this man . Well thats exactly what putting him on the fbis most wanted list does. It allows the search to expand not just from this wooded area here in opinion. But to the entire country. Now as to if he is still here, last night they certainly thought so when they shut down the area surrounding his parents home. Now those road blocks have now been lifted. But life is far from back to normal here. As you mentioned, schools in this area closed yet again. And the State Police Barracks behind me is closed. Residents understand these safety concerns but theyre eager to have this ordeal over with. That of course is easier said than done. Frein is described as having military like survivalist training. Hes now been on the run for one week. Some 200 Law Enforcement officials are combing the woods here, checking possibly hiding places to eliminate them, campsites, vacation homes that nay not be used this time of year. The search did jump to a new level of intensity with the placement of him on the fbis most wanted list and the increase of the reward to 175,000. This will allow us to search in any state, territory or the possession of the United States, and along with our Extensive International relationships with, we now have made the world where he could hide a very, very small place. Meanwhile, Corporal Brian Dickson was laid to rest yesterday in a service that drew thousands of Law Enforcement officials from across the state. Hes remembered as a loving husband and a doting father of two who always went the extra mile in his work. The trooper who was injured, shot in the pelvis during that attack, trooper alex douglas remains in stable yet critical condition. Thank you very much.
