Were less than 48 hours away from the inauguration of president elect joe biden. Usually something where this town is teaming with parties, tourists would be everywhere. Not the case. The capitol and much of washington, d. C. Is shutdown. Locked down in ways we have never seen before. As a state of anxiety, the city and take on. 25,000 members of the National Guard are being stationed here and to give you a sense of how deep Security Fears run, authorities are making precautionary measures to make sure those troops pose a threat to the incoming president. The fbi is attempting to vet the security forces. The commander of the d. C. National guard says he has no concerns about an insider attack. When asked about the citys posture, he said nobody is taking any chances. Ill will honest with you, this place is so locked down that if any incident does happen, sadly, the first place people will look is at some sort of insider help. Thankfully, there were no major incidents over the weekend or at state houses. Far right protesters were mostly no shows but some groups are telling their followers to avoid gatherings because they are fearful of who would be there. To give you a sense of the anxiety here, people at the capitol were give an bit of scare when told to evacuate or seek shelter while authorities investigated an incident near the grounds. Law enforcement official said it was prompted by what turned out to be a fire at a homeless encampments. The capitol was given the all clear. As we countdown to the end of the Trump Presidency and await to see what his final actions in office will be, as biden prepares the take the helm of a nation in crisis and the senate has to ready an impeachment trial, the dominant force is fear and Armed Security guards. Ill be honest, i think youre the safest person on the planet right now where youre standing. Reporter yeah, this is being called a fortress. I know were using that word a lot but its the most a applicable word. You see, this man is working on adding, i think he just added this one up here, additional barricade, additional locks on this barricade. Thats what we have seen the last few days. The security perimeter continuing to move out. Things put in place. Additional things the keep people away. This razor wire was not here until this morning. If you look further down the barricade you can see they are still putting it up right now. We have to go through a Security Check point to get to this area right here and have the proper inauguration press credentials to get here. You can still see they are adding razor wire. If you look through this barricade with me, you can see another fence that surrounds the capitol. Thats about seven feet tall. Razor wire is on top of that as well. You can see before you get to that other layer of security, all of the armed soldiers, National Guard members, soldier and airmen who have come to d. C. There are 21,000 National Guard members protecting the nations capitol. By Inauguration Day that number will be 25,000. They will come from all 50 states. The district of columbia and three u. S. Territories. I spoke to the commander general of the d. C. National guard a couple of hours ago and asked about that report we saw over the weekend from the Associated Press saying the fbi is vetting all 25,000 National Guard members who are going to be in d. C. Because u. S. Defense officials have some concerns about the possibility of an insider attack. Here is some of what he told me. I dont have any concerns because its a layered scrub. The fbi scrubbing, the secret Service Gives out the credentials and we have other agencies helping with the scrub as well. Its were really pretty sure we know who is out here supporting us. Reporter chuck i know you know this area well. This is a road. If you just look at the expanse with it and how empty it is, i think it gives you a better sense of what things are like here. As i sit here all morning, the only thing reminding me of what this area should look like, cars with people, these are usually very busy roads. The only thing to remind me of what is normal and what this area should be are those traffic lights. They keep changing any way even though there are no cars here. That is the best reminder for me when i see that color change that these soldiers, this is not normal. Anyone we have talked to been in inauguration before to just res dents here. They say this is not normal. Inauguration security. Its never happened before. Theres a lot of Small Business people i feel sorry for. The people i feel the sorriest for this week are the people that save up every four years, run these little buses, cars, sell out of the stand and you dont get to do any of that. Its a lot of things that arent going to be the same and who knows how long this will be. Lets check in lansing, many i michigan. Its been an uncomfortable report of how many state Republican Leaders and malitia members have been sitting down with each other. Walk us through the security situation and that news story. Reporter over the weekend here we did see several dozen or so demonstrators here at the capitol. We saw proud boys, aryan nation and other white extremist groups. Some were heavily armed but chuck as you well know, that is not an unfamiliar sight here in michigan. What was different is some of the groups that were not here. Im talking about some of the michigan malitias we have been reporting on. I reached out to some of the contacts we got and every single one i reached out to said they would not be coming anywhere near here this week. One malitia leader had planned to come but told his members to stay away from here. He backtracked that. He said he did that for a couple of reasons. He was concerned for their own safety amid these tensions and the second reason was a bit of a branding play. He was worried that if the Boogaloo Boys or the proud boys caused trouble that the malitia would be blamed for it. Listen to this conversation. What we saw last week in washington, d. C. Was just beyond what we would ever hope for, beyond what we would settle for. The type of violence we saw is unacceptable. We wanted no part of a repeat performance here in michigan. When you have the malitia, the state police, the lansing mayor and the michigan governor all agreeing on a point, stay away from the capitol until the i inauguration is finished, theres got to be some weight to that. We dont ever agree on things. Reporter an interesting interview there. I spoke to the chief of police here who said they learned the lessons from january 6th and implemented them here in the Security Strategy worked. We are not through the woods yet. The threat level remains through Inauguration Day and the chief says they remin vigilant here. I saw the report about the Senate Republican leader met with members of the malitia to talk about messaging. Reporter thats right. We dont have original reporting on that. Were looking into it. Theres a history of that. Malitia malitia have been part of michigan culture for a long time. Michael mentioned he had been in touch with Law Enforcement and touch in representatives and lawmakers throughout this past year. This is not necessarily something new considering the way that malitias have been a part of what we see in michigan but really interesting they did not choose to come here today. One other thing i was hearing from several members is they were concerned about the origin of this call to come and protest. They werent sure where that was coming from. They have reached out to the groups they knew and no one was taken credit for that which made them a bit weary here, chuck. Thank you very much. Lets go to another state capitol, phoenix, arizona. How much action was there over the week and how nervous are officials there . Reporter you know, chuck, its been pretty quiet here at the Arizona State capitol with only small groups of protesters coming out here on the lawn outside every afternoon. I found that quite curious because as you know, arizona has been at the center of all this controversy since election day and many of the most infamous faces that we saw during the insurrection on january 6th, many of them are from arizona. They have large followings here. I went looking for them and found them in certain social media groups and on chattel gram. They are a wash and disinformation. They believe the president has another card in his deck hes planning to use at any moment this week. They believe that biden will not become president within the next couple of days and they are actively advocating and telling people to stay away. Wait until we get more guidance. They believe his call for no violence was a signal to wait and see what he will do next. Even though we havent seen large crowds here, that doesnt mean these groups have stopped organizing. Its the opposite. They are in constant communication. The chat rooms are going up almost 24 7 every hour of the day. They are still heavily armed. They are going out and buying supplies from their homes. Large quantities of water, food, electronics. They think a fight is still coming. They are just waiting to see what the president s next move is. Thats a bit disconcerting but doing that, this adds to the challenge for all Law Enforcement officials and journalists as we try to figure out where these people are going to plan their next move. More importantly a former Deputy National security adviser and also an nbc news Law Enforcement analyst. Washington, d. C. , you see today feels like what happens after a huge screw up. January 6th, a monumental screw up and boy, is government now arguably overresponding but i dont think any of us would want toyota be any other way. We are responding to last problem. Are we responding to the current problem . Chuck, its a great question. I think theres a correction to the shock and surprise and the ugliness of january 6th. I have no doubt that january 20th, in the capitol, the inauguration will be safe. Youve seen it. The guns, gates and guards will make sure of it. Youre right. I think the lingering question is are we facing an Extremist Movement that obviously is more than just what we saw on january 6th. More than just what we have seen already in state capitols and is there something brewing beyond the 20th. Its one of the things im worried about when you look at the evolution of Extremist Movements over time. In that regard, january 6th was a galvanizing moment. A moment where some of these extremist groups saw wa was in the realm of the possible and you worry about that being an inspirational moment for these groups to organize more, plan more and to do things beyond what happens on january 20th. You spent a lot of your time when you were in Public Service worrying about International Terrorism. Worrying about international extremists. We all became amateur experts in trying to figure out isis and al qaeda and how they were able to which had an abilities to recruit americans to do some of their dirty work. How similar do you think the how similar do you think the extremist groups in this country will act or do we have to basically study them . Fascinating question. My last day on the job as president bush Counter Terrorism czar was worrying about the safety of the inauguration of president obama. That morning we were still dealing with what we thought was a very serious al qaeda related threat coming out of east africa. I spent my last day on the job at the national Counter Terrorism center coordinating with the incoming team, general jones who was the incoming National Security adviser, john bren nan coming in. That was not a real threat. It washed out. To your point, that inauguration we were worried about International Terrorism disrupting the transfer of power. This time we have to worry about a very different set of actors. I think youre right, one of the challenges from january 6th wads the lack of perception of this as a real threat domestically as a movement and as a internationally. Think back to the Christ Church attacks in new zealand in 2019. That was a clarion call we were facing a violent right wing set of actors and we havent fully appreciated what that looks like in the domestic context. Some of that is unfolding as we have seen. Some of this requires more and better intelligence gathering. I think january 6th was wake up call that we need to understand these groups, the violent dimensions of them more directly and we have to prepare properly so we dont see an event like january 6th ever again. Look, maybe this is an obvious question but it felt as if this concern about domestic sort of white nationalist, White Supremacy going to more extreme measures was something that there were plenty of people worried about but it felt as if politics got in the way. Dhs when the Trump Administration took over, stop really looking at it very closely. Do you think were still going to have a hard time convincing some republicans that, hey, this isnt an attack on the republican party. Youve got extremists that perhaps are acting sometimes in your name that youve got to weed this out . Yes, i think thats major challenge when you look at do domestic and extremist groups. Its the blend where the speech begins to convert into violent extremism. I think it was a challenge on january 6th. I think authorities were probably grappling with how to prepare for what was in some ways a political rally but where they also saw indications of potential violence and attack on the capitol. That is hard in the context. Theres First Amendment rights, political issues at play, Political Parties that have interest in some of this. Youve got to find a clear line between what is appropriate political speech and outrage and what blends them into violence and violent extremists and movements. I think thats been challenge for the u. S. For a long time and were seeing it now in spades, chuck opinion. Thats for sure. Always good to get your perspective. Thank you. Thank you, chuck. The violence at the capitol an january 6th was sadly predictable. This far right extremism has counted for the majority of all terror plots in this country since 1994. Over decade the department of Homeland Security warned recruitment in right wing extremism was on the rise. They may be gaining recruits about fears of several issues. The first africanamerican president. That internal report was leaked and the backlash it received from republican lawmakers shuddered the d. H. S. Unit responsible for that report. As the government turned a blind eye, domestic extreism continued to grow, mostly unchecked for the past 12 years. Joining me is the author of that 2009 report. Mr. Johnson, my producers told me the last time you and i had a conversation was in 201 after a trump supporter mailed pipe bombs to the president. This was dismissed as the act of a lone wolf. A lot of people say you shouldnt tie the violent rit rhetoric. We had the tree of life shooting where the shooter targeted that synagogue because they opposed President Trumps policies. Im sure you might want to sit here and say i told you so but this has to be frustrating about how predictable that turned out to be. That list just grows every year. It is extremely frustrating. We warned them, our policy makers about the growing threat. It was message got lost in that political fire storm and year after year its just been ignored, down played or dismissed. This Current Administration poured a lot of fuel on the fire that was already raging. I never anticipating to see such growth under a republican led administration. I tell you, its going to take Republican Leadership to put this genie back in the bot toll. Why do you think it will take Republican Leadership . This will be a joe biden run dhs. I imagine this unit will get a lot more attention this time. This obama administration, they were in a politically rough spot when that report came out. Im sure its something the leadership regrets. How would you engage republicans in dealing with this . It starts with our congressional leadership. They need to call these acts out as terrorism. They need to align with their democrat counterparts and come up with strategies. Theres been a domestic terrorism prevention act thats languishing in congress that sponsored by dick durbin. It will delienate roles within agencies. It doesnt have privacy or Civil Liberties type concern. This law has languished for the past four years. We need to get it passed so we can have clear guidance on which federal agencies are responsible for what. We need to get rid of the bureaucratic infighting and we all need to align as team against a common enemy. Thats how youll make progress in combatting this threat. Is there lessons to be learned from that . When our Justice Department and fbi and others line together on a Common Thread they can accomplish good things. Unfortunately, it took the lynching of thousands of americans to get to that point. I think were at that point now. Much like we saw in the aftermath of the Oklahoma City bombing, it was Law Enforcement crackdown. Some of the people that launch the Extremist Movements were scared because of the terrorism and violence. Well see a similar phenomenon here. The worst scenario is we have thousands of highly Trained Personnel as well as Sworn Police Officers that have now joined these groups and thats what makes it a unique threat different from isis or al qaeda which didnt have highly trained u. S. Military personnel or police as part of their ranks. Thats why i bring up the comparison to the ku klux klan, thats also what gave them their power there were members of local Law Enforcement and political leaders who were members. It was very hard to disaggregate for a while. Its very hard to target an american citizen the way you can target an al qaeda operative if they were operating in this country an were not a u. S. Citizen. Are there going to have to be changes in our laws in order to be able to root out these extremists . I dont think there needs to be changes in laws but we can work better with our private partners that dont have the same oversight that the government does. We need to look at this threat not purely through a criminal or violent lens. We need to look at it from an insider threat, Counter Intelligence concern as well. Theres been news reporting about laptops and usb drives being stolen out of the capitol. These people that have clearances to sense tifr information have sworn allegiances to organizations that want to overthrow the government or undermine it. We need to look at it from Counter Intelligence insider threat. Counter intelligence. Highly important one and something that has a lot of the pentagon nervous even today when it comes to vetting members of the National Guard. One of the hallmarks of the trump era has been we have found out our holes in our system where it turned out it only worked because shame, frankly, was a way to get people to curtail bad behavior. Donald trump hacked our system because he isnt shamed the way most human beings are shamed. Do we need to reform our pardon system now to a point where a president doesnt have these unilateral abilities that he does considering what happens when you get one that is say amoral and has no shame . Very fair question. President trump is not the first person to misuse the pardon privilege. Hes used it far more than any other president. Im not convinced we need to change the pardon system. Its there for a good reason. Its for a president to grant clemency and largely its worked. I want to be careful about not caving into the impulse to fix everything that President Trump ignored. Its not all broken. Hes a broken president. Hes a vile and vulgar human being but not all president s are like that and i dont think joe biden is at all like that. Im not sure i want to strip that sort of power, that sort of clemency away from somebody like joe biden. Its worked well. It hasnt worked perfectly but im not inclined throw it out. I think this will be the challenge of unpacking the trump years which is how much of this do you attribute to a poor system that allows for this and how much do you attribute it to a poor human being that basically accidentally got through the system. That was a lielt of 2020 that we got these tools and i think the principal issue is that yes, but i think if you compare that to what we have done in other countries where mass vaccination campaigns, those tend to be campaign thats have a lot more urgency, you know . We have been distributing so far like were doing flu shot distributions and have greater urgency and having sort of more points of administrations. It comes down to Human Resources and having those behind it. Plus sorting out some issues so far will make a difference, but the race now is against the yesterday that we might be in a situation where all of the new variants are developing. That means they will lead to more cases and potentially more hospitalizations than deaths. It seems like there has to be multiple variants. This really scares us. How many of these are you concerned about. How many of them out there are you thinking are suddenly going to overtake the virus that has been circulating here . You know, well, there is at least five, right . One discovered in l. A. Recently that was gone from about 3 of the cases to being over 25 of the cases. I think the trouble here is that were seeing evolution to the virus. It make its a little more easy to transmit. But it is the shove. All of these strains, many they with have not yet discovered. The holes in our net in terms of surveillance have been large and we need to, this is part of president elect bidens plan to put investments and greater surveillance in and i think that is critical. New strains are concerning from the transmisability systems. They seem to be able to escape treatment and potentially antibody treatment. The long that that we let the run loose the more chances it has to evolve. So that surveillance is important as is bringing the total number of cases down. Look, i have im not a scientist at all, but considering we have all of these mutations, isnt it inevitable that well all need a second vaccination in a year or two . We may. I think that is where part of our investment needs to be. Some viruses develop more quickly. Part of what is pushing that evolution and that speed is how many people are infected, right . A lowing the virus that stage to tryout trial and error to find out what works and what doesnt. We will, eventually. And that is part of what it needs to be for vaccine development.
