Washington on Inauguration Day. One member called the briefing chilling and horrific. And a major shift in u. S. Vaccine strategy as covid rages out of control and another congressional lawmaker tests positive after being locked down at the capitol. Welcome to tuesday, it is meet the press daily, im chuck todd, we are standing by for a press conference from the senates top Democrat Chuck schumer in mork as the house is on the eve of impeaching the president for a second time and as security concerns on capitol hill appear to be seriously escalating. The president , after inciting a mob to which attacked the capitol, is traveling today to give remarks in alamo, texas this afternoon, perhaps a not so subtle message about where his head is at right now. This morning he spoke to reporters for the First Time Since he motivated that siege on the capitol. We, of course, are not going to play his comments due to concerns that he will be used as a rallying cry for bad actors to support him in his name. But the president , as youd expect, was defiant and some might wonder if he was a bit deranged. He defended his address to rioters, he expressed zero lashed out at the effort to impeach him among other things. A group of 10 to 20 house members, republicans, may join democrats and vote to impeach the president tomorrow, in fact, a Republican Leadership aid tells theyre in the whipping it. Thats a bit of a change. Theres palpable anger among lawmakers, that the president s actions, which come to security concerns are raging. House democrats additional tax on the capitol, one member called the briefing chilling and horrific. We will speak to a member of congress who was part of that briefing later in the show. Meanwhile the fbi has warned of possible armed protests at all 50 State Capitol buildings, security concerns right now are front page news, for state houses, all across america, red and blue alike. Here in washington, Capitol Police and secret service are investigating a handful of Police Officers over actions suggesting they have been sympathizing with the protrump rioters. And the acting head of the department of Homeland Security has just quit, further royaling an already gutted dhs leadership team, though there is a Senate Confirmed fema director thats mow the acting dhs director, it would be course but still pretty bad. This is the state of our politics right now. Some members of congress will be casting an Impeachment Vote tomorrow, while fearing for their lives. I wish it were hyperbole, sadly, it is not. Joining us is capitol hill correspondent kasie hunt, also with Us White House reporter Shannon Pettypiece and our justice correspondent pete williams. Kasie, start with you and lets start with what this sort of a bit of a change of heart of what House Republicans are going to do. It did seem as of yesterday that Kevin Mccarthy was actually going to whip a no vote on impeachment. So is this about liz cheney . Chuck, i think its honestly about the raw emotion, fear and anger because the more we learn about this the worse it gets and the more we learn about what might unfold here in washington over the course of the next week leading up to the inauguration is also generating additional fear and anger, and so far the president is refusing to do anything in the face of what members of congress are feeling incredibly personally in their lives every single day. And this applies to all of them, republicans, democrats, the democrats have learned particularly of threats specifically aimed at them from some of these protrump supporters but this is something thats affecting everyone, there was one, you know, republican lawmaker who toldolico basically that our crazy people, this lawmakers words are excessively armed, they have guns, and thats what theyre all grappling with as they go home. We do know, chuck, Kevin Mccarthy called President Trump and he was very, very angry as he talked to him about how this should unfold, and thats a reflection of whats going on with his own members. And make no mistake, there are a handful of extremely protrump republicans, some of them are brand new to congress who have made comments that suggest perhaps they sympathized with some of these rioters or maybe calling them militia members. Organized people that were part of this crowd. But hes also reflecting this deep and i think this is part of why you heard him talk about censuring the president , he knows he has to do something and that is, i just think, telling and reflective of the emotion and strain that is, you know, everyone is feeling so deeply right now. Let me ask you this, kasie, youve got three members on the House Republican side who seem to be actively egging on some of these insurrectionists, mo brooks and this lorne bobert, whats being done about them and are they security risks themselves . Thats an open question, chuck, and theres language in the constitution that says that if you are essentially a traitor, an insurrectionist, you are not allowed to serve as a lawmaker. Now, ive talked to a couple republicans who say, look, weve always had some people at the fringes of our conference who have held beliefs that are not widely held with the rest of the conference but also pointed out that weve never had anything like this happen before where there was actually violence that unfolded, that threatened the lives of their fellow members. I think they know its something they have to address. Its one of many, many its a long list of problems that people are confronting right now, but this is right there. On that list. Im not sure anyone has a good answer right now, chuck. Yeah, no, i think that this is going to be a challenge. Going forward. And actually very quickly, one other piece of leadership news, rick scott as nrsc chair, how precarious of a position hes in for some reason after the insurrection. He decided to still vote against certifying pennsylvania. He challenged pennsylvania. We know that theres a whole bunch of corporate donors who have said theyre out, anybody that supported that. Well, this is the person in charge of the entire Senate Republican arm. Ive got to think Mitch Mcconnell must be concerned about this. I mean, its stunning, right chuck . The day of this vote you and i started off what felt like at least relatively normal morning compared to what happened talking about rick scott and saying, well, hes got this big job, with mcconnell, mcconnell went to the floor and made that speech saying we dont this, rick scott votes to overturn the election and i think they really are concerned about the fund raising situation behind the scenes, theyre crossing their fingers and hoping that over the course of the next couple of months, if we can get past this period, that there will actually be a chance to return to some semblance of normalcy and everything will be fine in the end but right now thats a hope and a prayer, chuck. I was just going to say, if thats how theyre thinking it, they clearly dont quite arent quite appreciating whats going on. I mean, i think single republican running in 22, a lot of them are going to run away from him. Lets move to shannon petty p. Pettypiece. We got a report that were getting a briefing from federal authorities, the fbi and doj plan to speak and brief us at 3 00 today. It was obviously starting to build. We were all wondering when are we going to get security briefings . Let me focus on your beat at the white house. I noticed today mark meadows is not traveling with him but i guess is Lindsey Graham the person thats in charge of trying to keep him in line, how is it that Lindsey Graham who said enough is enough im out of here is suddenly traveling with him . Is he sort of the in the words of bob corker, the adult day care . Honestly, i wish i knew the answer to that at this point. I was very surprised to see that because our reporting indicated, you know, as of yesterday, over the weekend, that, you know, the president had really lost Lindsey Graham as one of his allies, and Lindsey Graham is among many of the allies who not only had publicly broken with trump, but were privately just avoiding him, that people were just not engaging outside of Rudy Giuliani and a handful of remaining staffers like mark meadows, that was a surprise to me and weve seen no change from the president as far as his demeanor, his acceptance of this, any role of responsibility, you know, my colleague Kelly Odonnell asked him a couple hours ago when he left, does he have any responsibility, any role in these riots and he told her it was another perfect call, that everything was absolutely fine about his speech, and that this was all just another witch hunt so relying on that same old script of sources have told us through our reporting that the president continues to falsely claim that he won the election, that he is more focused on the twitter ban and thinking that that is going to stir up his followers, the idea that his twitter account privileges have been lost, and that the president remains defiant and on the same course and there has been no attitude change and the big question now, of course, is whats going to happen on Inauguration Day, he put out those rather staged scripted videos talking about an orderly transfer of power. Our reporting indicates its possible he leaves before the inauguration, and so he is not in washington on that day but of course he has said he plans not to attend the inauguration. Shannon, its our understanding that the alamo, texas authorities didnt know the president was coming. What is going on . Is there that lack of communication Even Secret Service isnt doing advance . Well, i can tell you that the white house right now feels like a poorly run startup company. It is just chaos, really. And i thought i saw chaos in the first days of the Trump Administration, and ive talked to my colleagues about this, and they share the same feeling that it is even more chaotic now, plans are being made and cancelled. No one has clear answers to things. Last weekend we were told the president was going to camp david and that a few moments later we were told he wasnt. Yesterday, throughout the day, until about 7 00 p. M. , we were told there could be some remarks coming from him yesterday, no remarks ever came. Today the hastily pulled together trip where the local authorities werent notified. We have no idea whats on the president s schedule for the rest of the week. This is how things are ending in the Trump Administration. This is what the last week looks like as crazy, if not crazier, than the first week looked. Thats an interesting way of putting it because, yeah, the first week was pretty chaotic. So i think certainly paints a picture for a lot of us, thats for sure, sthhannon pettypiece, thank you. And pete williams, Inauguration Day security and work backwards here. So first ive got to ask you about the decision by chad wolf to resign. How concerning is this . Weve never had a Homeland Security person step down before the inauguration but many inaugurations without the department of Homeland Security and the secret Service Remains in charge. Its somewhat concerning but most of the important decisions here are going to be made by the secret service. Homeland was giving assurances his decision to step down wont affect things. I suspect thats correct. So who is in charge of Inauguration Security right now . Is it all secret service or is it something more than that . Well, by statute its still the department of Homeland Security. They will need to get signoff from them on any major decisions. Day to day decisions are made by the secret service and the plan for inaugural security is not something theyve whipped into shape here recently. Its been in place for months and months and months. They have been making changes in response to two things, basically, this stream of invective in social media about people wanting to come here and commit violent acts and then what you saw last week at the capitol. And we know that all right, actually ive got to stop crow there. Pete, i have about 17,000 more questions but Chuck Schumer is speaking in new york city. Were listening in. Thank you, sir. As quick as we can youre all together. We know that many stormed and breached the capitol just days ago and then they traveled afar. Theyre on airplanes. And some were arrested when they arrived at airports. One person was arrested as far away as hawaii. There many examples of travel and we have seen online and the authorities have seen online desires to come back to washington, and to go to other places to cause more trouble and more violence. And there are many examples of this kind of travel. There are many examples of this kind of travel. So here we are today, and we are concerned about these people getting back on airplanes, and doing more violence. And so he today, ahead of a concern for ahead of the concern for possible future attacks, and with the law on our side, we are to say that these insurrectionists, many of whom are known to be at large, should not be able to hop on a flight. We are, today, we are here today because the folks, the people, the insurrectionists, who breached the u. S. Capitol, fall under the definition of threats to the homeland, and should be immediately added to the tsa no fly list. We are calling on the authorities, the fbi, the tsa. Any of those who were inside the capitol should be placed on the no fly list, and not be allowed to fly because just wait till he goes. Any of those who were inside the capitol should not be able to fly and should be placed on the no fly list. We are calling on the authorities, fbi, tsa, department of Homeland Security to put them on the no fly list immediately. Amidst the continued threat of future violence online, the federal governments own concerns. I spoke to director wray about this twice in the last few days, we cannot allow the same insurrectionists to get on a plane and cause more violence and more damage. These individuals are threat to the homeland as defined by the law. The law allows this. And they should be placed on the no fly list. Look, the attack on our capitol remains under active investigation. The situation has many concerned about the possibility of another attack, or attacks. And rightfully so. Im continuing to be briefed on an almost daily basis as recently as last night by Law Enforcement. To one, ask them what their threat assessments are. To two, make sure theyre going after every person who was inside that building. And three, to do everything they can to prevent any future attacks like the one that occurred in the capitol. So, if these insurrectionists are not prosecuted to the full extent of the law, their pledges to disrupt and incite further violence could occur again. The law says that acts of terror, like those perpetrated by the people who unlawfully and violently breached the capitol, must be considered threats to the homeland once youre considered a threat to the homeland you should and must be placed on the no fly list. Plain and simple. The threats to violence cannot be allowed to fly, and neither can these individuals. Let me give you a little more background. Many of the individuals who were part of the attack last week, as i said, remain at large, are wanted for questioning, violent acts and more. The Founding Member of the proud boys hawaii was arrested last thursday, accused of unlawful entry into the u. S. Capitol building. Captured in an airport in hawaii. According to the times the justice department, and the fbi, have embarked on a nationwide manhunt to track down scores of people, and now its even larger, whove attacked the capitol. With so many questions about safety, and the worry about future possible threats, the least we can do is make the skies, the inauguration, the capitol and the country safer. And thats what im asking be done today. Now, im going to go to two other subjects. First, what President Trump said this morning. Showing how despicable a president he is. He blamed the violence that he helped cause on others. He blamed the divisiveness that he regularly cause on others. He blamed so much on others. To this what trump did today, blaming others for what he caused is a pathological technique used by the worst of dictators. Trump causes the anger. He causes the divisiveness. He foments the violence and blames others for it. That is despicable. The technique trump is using is used by the worst dictators the globe has ever seen. Donald trump should not hold Office One Day longer. And what we saw in his statements today is Proof Positive of that, if you needed any further proof, which i didnt. As ive said, if he wont resign, and Vice President pence and the cabinet wont invoke the 25th amendment, he will be impeached by the house. And as the law requires, tried by the senate. Okay. Now, about the senate trial. So leader mcconnell is saying he cant call the senate back after the house votes for impeachment because it requires unanimous consent, the consent of every senator. Thats not true. There was legislation passed in 2004 that allows the Senate Minority leader and majority leader to jointly reconvene the senate in time of emergency. This is a time of emergency. Mcconnell claims he needs unanimous consent. The agreement of all hundred senators, but its not so. Ive asked him to call the senate back, all he needs is my agreement. Im still minority leader. And his agreement. Hes majority leader. And we can come back asap. And vote to convict donald trump and get him out of office now, before any further damage is done. The legislation that passed in 2004 puts a dagger through the heart of this idea that you need unanimous consent for every senator to call back the office. Youre nothing but a coward. I actually got excited over it, thats how much i loathe as we await to see how they handle this heckler or disruption here were going to pull away and sort of the rule of not giving folks the platform here for their message while we figure out that situation. I believe i have Jim Kavanaugh with me right now, of course a long time Law Enforcement expert, atf official, and jim, you had shared some you had shared some noties with my producers earlier today. Sort of as we think about this security situation, so let me ask you quickly about the first thing that Chuck Schumer brought up. How important, in your mind, would it be to get these insurrectionists not yet in custody on the no fly list . Well, i think its a good move, really. It may dampen the far reaching travel. But many of these guys will drive and if you pushed them all into cars they can bring more guns and explosives. Its not a panacea to get them off the no fly list but i think the senator is right, hes trying to do everything to dampen this down. Really the right maneuver there, chuck, is for the president elect not to hold a ceremonial inauguration that draws in members of the public. Thats just going to make it extremely hard for Law Enforcement. Its not required. I mean, he can be in a i think he should be in the congress with the assembled congress, which can be protected, but not public outside viewing because then youve got to figure who alls coming to washington, are they friend or foe . If theres no real public event then everybody coming may be a foe and it may be a little easier for Law Enforcement to deal with it. As you know, i mean, ask a secret service, any secret service lead thats ever run a president ial detail, politicians dont like to look like theyre cowering, if you will, no doubt, that is sort of this idea, hey, this is american democracy, we dont want to do this. When youre dealing with a situation like that, i assume your job is, okay, how do we fortify under those circumstances . Well, thats the same decision that was made by the Capitol Police, we dont want to, you know, look like were arming up. Look, when youre in a crisis, ive handled many crises, d. C. Sniper, on many bombings. Listen, when youre in a crisis, dont act like its not a crisis. Youve got to act like it is a crisis. Thats how you deal with it. You look strong, you look powerful. And youll get the job done. Trying to stand on ceremonial things, thats really weakness to me. In this the countrys in a crisis because, chuck, these people were insurrectionists, and rebellions, and all the speakers on the ellipse that day, the president and all his minions, they all were guilty of insurrection and rebellion under the statute of 2383. In fact, that statute is so clear it even says if you set the rebellion on foot, which he said it right there on constitution avenue, and not only that, but seditious conspiracy and advocating the overthrow of the government, those three statutes right there were all violated, all violated besides assault on the police and all those other statutes. Theres many, many statutes. Theres going to be a lot of charges. I think were not going to have the crowd we had. I dont believe last week, for a lot of reasons on the inauguration, anyway. And the security is going to be much stronger. Let me ask you about the issue of some u. S. Capitol police being investigated for possibly being sympathizers. For the frankly, jim, the remarkable amount of off duty Police Officers that participated in this insurrection. I feel like every day we see another one. Some that were even in leadership positions. This this is confirming the worst suspicions of a lot of people, particularly in the Progressive Left these days. This, to me, seems like another crisis in the Law Enforcement community thats going to be quite difficult to deal with. No, i think youre exactly right. I mean, weve got Law Enforcement officers, i think the numbers are small, relatively, but theyre into this post truther era where theyve accepted the big lie that the election was fraudulent. And theyre acting on it. Theres a report of a uniform secret Service Person doing that. Theres rors of off Duty Officers attending the rally. But each individual culpability will have to be believe the q at conspiracy and are elected to the congress and then would be subject to, you know, receiving top secret information . These are insurrectionists. Theyve proved it. They should be expelled from the congress. They should be charged. Under 2383, 2384, 2385. And we need more aggressive prosecution posture, you know, we heard comments from the d. C. , oh, were not looking at that, were not looking at those who incited the rebellion. No, we need the president doesnt have much time to do all to deal with all these crises, the pandemic right. Oh. I think we lost your camera there, jim. My apologies for that. But i want to actually pick up on a specific part of what we were just talking about. I have senator Chris Van Hollen with us, democrat from maryland, and, in fact, i want to get you to respond to what you heard there from Jim Cavanaugh on the issue of the safety of the inaugural, that we get we get what the president elect wants, i think, as a politician im guessing youre very sympathetic. But respond to mr. Cavanaugh who basically says this really increases the risk of already a precarious security situation. Chuck, i firmly believe that the inaugural ceremony has to go on. That is how we have transferred power in this country for hundreds of years, and we can do it consistent with security. We obviously need a huge security presence to make sure that it can be done in a safe way. But in my view it would send the wrong message to the insurrectionists if theyre successful at disrupting the inaugural. Thats what they want. They want joe biden not to be president , and they would take great joy in seeing even if the ceremonial portion was cancelled. So i have confidence that we have learned from the awful breach with respect to the capitol and that security will be sufficient. Obviously precautions need to be taken but it would also send a terrible message, i think, to the rest of the world if we were to somehow cancel the inaugural ceremony. Senator, i have to say, what makes you so confident that were going to get the security situation right . I dont mean to sound skeptical, but weve not gotten a single briefing, finally getting a briefing this afternoon from justice and the fbi. Youve gotten some briefings so i guess share your briefing, what gives you this confidence that this is that this is going to be okay . Well, first, the briefing were going to have is this afternoon. The house has had a briefing. I spoke with some of my house colleagues. What has to happen is to set up a perimeter that allows for the protection. As you know theyre calling in the National Guard. Well have thousands of National Guardsmen and women here. The fbi is on full alert. So, chuck, i do think that the security precautions are going to be adequate. That doesnt mean i dont have concerns. But i also have real concerns with the message that would be sent both to those who are causing violent insurrection and in the rest of the world if this is disrupted and people succeed in disrupting this very important transfer of power, and symbolic ceremony. Lets talk about impeachment. The president elect floated the idea of basically creating half days on impeachment for the trial and half days, essentially, to help get the Biden Administration up and running. You know how the senate works. Is that realistic . Do you think you can get enough republicans . Forget whether you can find enough republicans yet to convict donald trump. Can you get enough republicans to cooperate with you on that impeachment trial schedule . So, chuck, two things. First is senator schumer just indicated, senator mcconnell could agree today to begin the trial immediately after the house passes the articles of impeachment on wednesday. So we could get off to an earlier start. Second, yeah, i do think that we can proceed with both tracks. We have to get about the business of the next administration, the Bidenharris Administration but we also have to hold President Trump accountable. We can work around the clock. Look, we worked late into the night to make sure that we secured the final vote of the electoral college. My view is, weve got to be willing to go around the clock, 24 7, to both do the trial and move forward with the new administration. And if republicans want to drag that out it just means well stay later and later into the night. Weve got to get both done. Senator van hollen, youre like me, youre local. And so you know how much i think we locals take pride in the in how public our government is. That any of us can show up in the capitol. And walk the halls. And i can come to your office or my kid can go to your office and theres, you know, other than going through a medical a metal detector, thats it. A year from now, will we be able to walk the halls of congress, just any old layman or laywoman in america . Well, chuck, im glad you raised this because this has been something ive been very worried about too. When i was growing up you could just walk right into the capitol. Then after 9 11 we put up important additional security. But once you got through that security, you could still go around the capitol. To see what was happening. To meet your member of congress. Your senator. I am very worried about the impact on Public Access to the citadel of democracy. I mean, this is the symbol of the of our democracy, the peoples house. And so i dont know the answer to your question. Yeah. And this is what happens when violent mobs attack the capitol. What they do is undermine the rights of citizens who peacefully assemble and protest and want to see their members of congress. They undermine their abilities to be able to access these centers for our democracy. This is going to be one of the Big Questions thats looked as we do a thorough review of what happened. But it is a big worry. Yup, and i know a lot of you, like yourself, will be concerned about the spirit of all this as well. Senator Chris Van Hollen, democrat from maryland, thank you, sir, i really appreciate you sharing your perspective with us. Up ahead, were going to have more on the growing alarm about a possible plot against the capitol. The fbi is already warning lawmakers and you just heard from senator van hollen its the House Democrats that have already had their briefing. Guess what, i got a House Democrat on the other side to fill us in. Thats next. New neutrogena® rapid tone repair 20 percent pure vitamin c. A serum so powerful dark spots dont stand a chance. Pete, let me ask a simple logistics question, Chuck Schumer has called for unarrested insurrectionists, ia list. How does one do that . Go to the fbi, and its their decision, its being discussed, im told, by administration officials, some of these folks say when they tried to go back they were told they were on the no fly list so maybe in some of their cases its already happened. And what about on so what about on weapons, and on the background check, the second i mean, are they going to put flags on these folks so that if they attempt to purchase anything legally . I mean obviously these would only be about legal purchases. But if theyre showing up, since being involved with this, and theyve been flagged, are they going to be prevented from buying weapons . No, you cant prevent someone from buying a gun because theyve been charged with a crime, you can if theyve been convicted of a felony, though, but a couple of other points here, number one, on moving the inaugural inside, as you well remember it was done inside the capitol in 1985 for reagans second inaugural because the weather was just so cold and nasty outside. So there is some precedent for doing the inaugural inside. Secondly, im told by some senior government officials that there actually has been discussion of this, but that so far the president ial inaugural committee, not surprising to you, has said, no, we are going to do it outside. Whether that will change or not in the coming days, i dont know. But there is some precedent for doing it indoors. And i was just going to say, you know, there was a real threat to Barack Obamas inauguration, and in hindsight, considering what the threat was, its probably surprising they chose to go ahead and do it outside. So its not as if joe biden wouldnt be the first president to decide to go through with something, even as theres an active threat against his life. Yeah, and the first obama inaugural, that was a threat that developed just in the hours before the inauguration and there was a sort of feverish effort to chase it down and it turned out to wash out. But there was a lot of nervousness leading up to it. Pete williams, our justice correspondent, pete williams, as always, sir, thank you. You bet. Now, for that briefing we promised you here, democratic congressman from maryland anthony brown, he was on the call that senator van hollen and i were just referencing where it was House Democrats had been briefed on the potential threats Going Forward in fears of additional attacks. Congressman brown, good to see you, sir, let me start right interest, what can you share with the public about the level of threat, and the seriousness of the threat that we all may be facing in the next week . First, chuck, let me say that, you know, security on the Capitol Grounds primarily for members, staff and visitors, is paramount, thats, you know, certainly true during a National Special security event like the inauguration. But for everyday coming and going on the Capitol Grounds. So we received a briefing yesterday from Capitol Police, from sergeant of arms and the representatives from those offices about the precautions that are in place. And the potential threats for the capitol. And without disclosing any details, you know,ge gatherings, of that could potentially turn to violence. We saw it on wednesday, during this insurrection, incited, inspired by the president. So the question is, are we prepared to secure and defend against Something Like that, should it happen . And while no one is complacent, i certainly have a higher level of confidence, yet still concerned that we will be able to secure the inauguration, president elect biden, Vice President elect harris will conduct and participate a public inauguration, which is important to demonstrate that our democracy is strong, and that we will peacefully transfer power, notwithstanding efforts by armed insurrectionists. Are you saying that the briefing you got makes you comfortable having an outdoor inauguration . The briefing i got makes me confident, not complacent, that were putting in measures. Youre seeing much of that, just as you are in d. C. , and, you know, the erection, the installation of a nonscaleable fence. Weve gone from 6,000, now up to 15,000 members of the National Guard will be on site. Unlike last wednesday, this event includes coordination between the secret service, the fbi, the federal Emergency Management agency, as well as the Capitol Police and d. C. Metro. So i believe that right now we are putting into place the requisite measures, personnel and physical facilities to support what will be a safe inauguration. But i also agree that we should not be inviting people to washington, d. C. Im encouraging my constituents, im in maryland, not that far away, governor hogan, governor northam, dont come to washington for the inauguration, watch it on tv. What do you do about the handful of members of congress who also incited this insurrection, specifically you have mo brooks, certainly paul gosar. And even what weve seen with lauren bobert, a new member of congress as well. They have every right to attend this inaugural as members of congress. And yet they played a role in this. How do you deal with that . Sure, chuck, my concern about, you know, those members of congress, republicans, who incited riot, who i believe inappropriately made arguments in support of objections to the certification, their larger danger is not on january 20th during the inauguration, but its how they continue to to perpetuate falsehoods and lies that undermine the credibility of the election, that encourage and incite people to essentially revolt against their government. Its not just on capitol hill. I am appalled by the treatment of members and staff en route to the capitol, at airports, at train stations, the risk that they face in their districts, and much of that is attributable to the conduct, the words and the actions of members of congress. And i think weve got to hold them accountable. Well, that okay. Are they security risks . On january 20th . I dont believe i dont believe that mo brooks is a physical security risk. Would i suggest that he and others should go through metal detectors to attend the inauguration, there is discussion about members and staff having to do that. As you know there are members of congress who had insisted on carrying weapons, arms onto the floor of the u. S. House of representatives and there is talk, although its being investigated so im certainly not reaching conclusions that on wednesday there were more than one member of congress who may have been armed on the house floor. So we need to look into that long term and short term i would have no problem with any member of congress having to go through a metal detector. We all go through them going to the airport. This is a National Special security event. I would have no problem with that. So youre saying right now, congressman, that actually you guys never have to go through metal detectors in the capitol, and in various government agencies, or is that just at the capitol . What ill tell you, first of all, it is important for the public to understand that our identity is verified as we enter and exit buildings. And Capitol Police and the men and women who stand sentinel and do an excellent job to protect the security of the capitol complex, they know by facial recognition each and every member of congress. Having said that, no, we dont go through metal detectors, its not a secret. Its not a Security Breach for me to say that. Its on full display each and every day. Right. But again, security at our check points and entrances in the Capitol Building is very high because of the men and women of the capitol fleet. Every vaccine dose that is sitting in a warehouse rather than going into an arm could mean one more life lost or one more hospital bed occupied. This is an operational issue. If you try to be too micro managed, too tailored, too focused, you let the perfect be the enemy of the good in a mass Vaccine Campaign like this. Welcome back. Just a day or two after president elect biden said he was going to start releasing all this vaccine sooner, that was Health Secretary alex azar just moments ago in an operation warp speed briefing where he confirmed that now the Trump Administration plans to essentially earlyup every available dose of the coronavirus vaccines hoping to speed up what has been a very sluggish process so far. Last week bidens team said the president elect was supportive of the strategy and that the government should stop holding back doses. Joining me now, Infectious Disease physician, senior scholar at the Johns Hopkins center for health. When i first asked dr. Fauci about this two weeks ago, this decision, he was nervous about, hey, lets not screw up the science here, you know, we dont want to see people waiting too long to get that second dose. So, that has obviously been the debate. Do you believe that there is a new happy medium here that is going to work . Yeah, i do think thats the case. It doesnt mean that people are going to forego their second dose or that its going to be inordinately delayed. I think that hopefully operation warp speed can put pressure on manufacturers to get the doses out there faster so people can get their second doses on time in three weeks, in four weeks. And if its a little bit late, its not that big of a deal. But the goal is just to get the Adult Population vaccinated. And i think thats what people are forgetting that were trying to stick to a lot of bureaucratic and dogmatic adherence to certain rules, and its not necessarily resulting in people getting vaccinated quicker. So i do think we need flexibility. I do think people can get their second vaccine on time. And i think thats the only way we get to the end of this pandemic. And, doctor, what is the worstcase scenario, i dont get my second shot or i dont get it for six weeks. Whats the concern . The concern is that one dose is going to give you some brection protection. We dont know how long that protection is going to last. Maybe three weeks after youve gotten that first dose you may see that taper off. When you get that second dose even if its six weeks later, youre going to get the benefit of that second dose. Its not like you have to start the whole series again. So we can give the second dose a little bit later. We dont have the data to say just how effective that first dose is. But we know the first dose does give some people protection. And we need to get vaccines out of freezers and into peoples arms and hope that our manufacturing capacity can keep pace. Not to where would be the point where youd be, all right, thats too long between doses and you sort of got to start the vaccine process all over again . You never have to start the vaccine process over. Its just a twodose regimen. It can be separated and you get the benefit from the second dose. So you dont restart. You just wouldnt be that well protected if you only had one dose. So when you get that second dose, thats when you get the full protection. Theres no time limit and you dont have to resume and go back to square one. And also remember the Johnson Johnson vaccination is moving very rapidly towards emergency use authorization. And we may have it before the end of this month. Thats a singledose vaccine. There are a lot of moving parts that may fix this vaccine rollout problem. From last week to this week, have we plateaued, it appears weve plateaued on hospitalizations. It does seem have we, or is this just a momentary data blip, if you will . We wont know until we look back on it in a couple of weeks. It is still a very high plateau that were at. Its something where we still worry about Hospital Capacity on a daytoday basis. We are still seeing tremendous numbers of transmission events in the community. So i dont think that this is something thats sustainable for a very long period of time. We still have to be very careful because there is so much virus out there in the community that it just inevitably is going to translate into hospitalizations. Its a race really to get the vaccine into the most vulnerable so that we dont have more hospitalizations. Hopefully were at some sort of a high plateau, but its not something that i can say with a lot of confidence yet. Doctor, as always, sir, from Johns Hopkins, always good to get your expertise. I appreciate you today. Thank you, sir. Thank you. Thank you all for being with us this hour. And, as always, theyre flying by fast these days.
