President trump has yet to put a noticeable dept in bidens lead after he expeneded it after the first debate. And right now were seeing two very different closing messages from these two campaigns to kick off this final stretch. The president stirring up views. He hit the trail in pennsylvania last night escalating this rhetoric around the idea joe biden is somehow a corrupt criminal who should be in jail. The president has been leaning on his administration to open a criminal investigation so he can say theres an investigation into the bide nlz. Based primarily it seems off the unverified consitance of a mysterious laptop that somehow Rudy Giuliani got his hands on that somehow officials are worried is tied a russian intelligence op. The president s final stretch of feuding hasnt stopped there. Hes also attacked the most trusted health official, dr. Fauci. The president is even drawing attention to an incident where he apparently abruptly ended a contentious interview with 60 minutes at the white house. To put it simply the president s closing message is a familiar if amped up version of the scorched earth divisive politics of the last 4 plus years. Think about it. Ever since he recovered from the virus he has been shall we say amped up. The Biden Campaign meanwhile is striking a notable contrast to that message with an ad that hit the airways last night during the world series, targeting the millions of people who are not focused on politics but focused on dodgers vs. Rays. Heres a bit of that spot. There is only one america. No democratic rivers, no republican mountains. Just this great land and all thats possible on it. With a fresh start there is so much we can do if we choose to take on problems and not each other. And choose a president who brings out our best. Joe biden doesnt need everyone in this country to always agree, just to agree we all love this country and go from there. And lets go from there. The ad is drawing comparisons and i think correctly to president reagans famous morning in america ad. Sort of think about it a bit in reverse, right . As biden preps for tomorrow nights debate president obama is hitting the trail in philadelphia this afternoon for his first inperson rally on behalf of biden. Obviously pennsylvania a key battleground and right now the Trump Campaign finds itself in a familiar spot. They are trailing. Joining me now is my nbc news colleague Andrea Mitchell and also with us is carol lee, outside charlotte, North Carolina, where the president will be campaigning today. Let me start with Andrea Mitchell in philadelphia. And barack obama, philadelphia. Its interesting so many key moments in Barack Obamas political career had philadelphia as a setting beginning with perhaps the second most important speech he ever gave before coming president , his race speech if that 2004 Convention Speech of course is the first one. So what do we expect tonight . Well, what youre going to hear is an appeal first of all to get out and vote because philadelphia did not deliver for Hillary Clinton. And interesting one other moment in Barack Obamas political career was on election eve. The obamas and the clintons here at Independence Hall for an enormous rally, but he could not transfer his popularity to Hillary Clinton. And so she didnt get enough of a turnout here in philadelphia. She didnt get the suburban women. She didnt overcome the strength that donald trump had in coal country, in rural areas and the suburban voters stuck with trump as well. So all of that has to be reversed for biden to pull this off. And trump needs this desperately. Is it easier for barack obama to sell his former running mate than his former friendly rival . Ive always wondered is that something that voters sat there and said, oh, barack obama is for Hillary Clinton now because, you know, its convenient. Because they remember, hey, they were rivals once. But joe biden they know is Barack Obamas partner. Yeah, and interestingly black men did not vote for Hillary Clinton. And so one of the messages that he is delivering today, hes going to make a separate appearance im told for black men, and its been organized with state senators and City Council Member here up in north philly. And that is deliberately targeting a small group of black male voters telling them that they have to get over their frustrations, their disappointments, young people as well. He did a tape overnight that he tweeted out to more young people. Hes got to get these people out in order for pennsylvania to be in the win column. And you know since 1998 there hadnt been a republican win in a president ial election here until 2016. And they won. Donald trump won this fight only 44,000 votes, and that was adding to wisconsin and michigan. So clearly if joe biden can win wisconsin, michigan and pennsylvania hes got a single digit lead at this point, then he doesnt have to win anything else that Hillary Clinton did not win last time around. Andrea mitchell on the ground for us in philadelphia. Andrea, thank you. Let me move now to the Trump Campaign, charlotte, North Carolina. Just outside of charlotte where we find carol lee. And carol, going back to this closing message business here, you know, the Biden Campaign its in some ways theyve been tell graphing this closing message from the beginning of his campaign. Fight for the country, you see where hes closing, barack obama now what is the closing message of the Trump Campaign because it is all grievance . Is it all complaints . Does he have anything to sell . Reporter well, chuck, i think it depends on who you ask, but you make a great point in that bidens campaign has become a full circle. Were seeing the full ark of it where he started and where hez now. The message has been consistent, and President Trump, however, has been a little bit all over the map. Hes trying to at least some of his advisers would like him to drive home an economic message. They want him to say things about joe biden and what he would do in terms of taxes and regulations, and weve seen that from the president s twitter account today. But when he gets out there and actually campaigning, he sends a far different message or he overshadows his message with as you noted in your intro sparring with the media, sparring with dr. Fauci, digging up these claims about hunter biden and not trying to create a controversy there. Those are things the president and his allies say already play to the voters coming out for him. He needs to get some of those voters maybe sitting on the fence or thinking about staying home, and thats why they want him to drive home this economic message. He just hasnt been able to consistently do that. Among the many thing that appears to be going around for the Trump Campaign, theyve got financial issues. Im curious if they have if theyre running on fumes which clearly they are, how the president must truly have a cash problem because hes not writing a check. How dire is there financial situation . Reporter look, i think the president was fundraising just a few days ago, so i think that telds you how dire their fundraising position is in terms of what they have cash on hand. We know they trail the Biden Campaign significantly but hes out doing events like hes about to do hours from now here in North Carolina to try to get his message out there that way. Now, he needs a state like North Carolina, but the polls here are showing that its increasingly tight. There was just a the Washington Post abc poll that showed its neck and neck. The president , however, does a bit better on the economy. Again, thats why his aides want him to lean into the economy. But their argument has been that they are doing this and the president s traveling around the country and doing so many events to try to get that sort of local media coverage, create buzz, get turnout. And it remains to be clear if thats actually going to work because theyre not competing on the air ways where joe biden is. And theres so many states where thats necessary to run your closing of the campaign. I cant believe how much time donald trump has to devoted to fundraising in the month of october. Someone supposedly as wealthy as he is, why he hasnt written his own check on this doesnt make a lot of sense unless, well, he doesnt have the check to write. Carol, thanks. I want to turn to kansas where in wichita a man is under arrest for allegedly threatening to kid nap and kill the citys mayor over a covid19 mask mandate. Kansas Governor Laura Kelly is now urging kansasans to tone down. Joining me now is the mayor of wichita, randen whipple. Mr. Mayor, welcome to meet the press. Its good to be on. Tell me about this threat, and tell me why you thought this one was so serious. Yeah, listen, i signed up to be mayor. I usually am at the receiving end of some goofier type threats in the past where this one seemed more credible because the person wasnt just on social media i think starting a buzz. This person actually cept direct Text Messages to someone else, a Council Member who had my address asking for my address so they can carry out this crime, wouldbe crime. So this challenge that has been taking place i was speaking with the michigan governor on sunday, heres what Governor Whitmer said about both the incidents, the threats against her and against other public officials. Heres what she said. It is wrong. Its got to end. It is dangerous not just for me and my family but for Public Servants everywhere who are doing their jobs and trying to protect their fellow americans. People of good will on both sides of the aisle need to step up and call this out and bring the heat down. Im curious. Have you seen some people of good will on both sides of the aisle in kansas in the last few days since this threat became public to you . Definitely. After this became public i got messages from folks on both sides of the aisle including the speaker of the house over in the legislator where i used to serve, and the governors right. The reality is its our responsibility, all of us to try to change the tone, right . Like this should be a battle of ideas, not a shouting match. And im guilty too. Sometimes i get into arguments on facebook that i think, you know, maybe maybe my tone was off. Weve got to get back to i think that discussion that really makes america great, where the best ideas rise to the top based on logic not based on fear. I have yet to find a good conversation that takes place on social media. The best conversations seem to take place facetoface or, you know, the way you and i are talking. I frankly have given up on social media as a place for sort of reasonable conversation. But let me ask you this, the fact is this threat this threat is over a mask mandate. And whether this and they clearly at a mip. Are trying to get you to back down. How much harder does it make mitigating this virus in the city of wichita . The reality is i think masks is unanimous with covid. Of course this individual that threatened me doesnt represent the general population of wichita by far. This is a person on the fringe, someone whos opinions and actions are not what we consider normal action. But when it comes to many taining this crisis my job and the job of elected officials is to relay actual information, its to try to keep our cities safe even if that information is unpopular, even if that information is something people dont want to hear. Because the reality is it isnt about me, its not about about my reelection or politics. Its about keeping grandma safe. That kid in school who has recovered from cancer has a fighting chance of not catching this because they have a compromised immune system. So we need to get back to the purpose of why we started serving as elected officials, and sometimes thats not comfortable. Right, sometimes we cant just go out there and tell people stuff i think they want to talk about. This is a crisis we need to get ahead of and face it head on. So youre the current mask mandate expires today. Are you reinstating it . Are you going to continue it . Actually, we got our current mask mandate because our county commission didnt put in a mask mandate when it was recommended by the governors Top Health Official. Thats how we got into masked mandates at the city level. Right now from our understanding the Top Health Official on the county side, they now have a order that is a mandate. Their mandate is at the same level of ours. So their mask mandate should be enough, but i am looking over our ordinances to see if theres ways we can back them up through different enforcement mechanisms. Cdc officials now say there are nearly 300,000 what theyre deeming as excess deaths in the United States from late january to now. And it all could be related to covid19. The studies suggests the 222,000 confirmed deaths does not capture the true overall toll of this pandemic which is something people have been pointing out. This as experts warn we are facing the darkest weeks of the pandemic heading into winter. And as the National Average of daily cases is now above 6,000 for the First Time Since august. Sadly that numbers looks like its going to go higher. Nancy pelosi is scheduled to speak with secretary Steve Mnuchin on coronavirus relief. But a deal is still from certain. And even if the two do come to terms Senate LeaderMitch Mcconnell has told republicans hes encouraging the white house from on agreeing to hold off on any deal until after the election. We got more rhetoric from speaker pelosi. I think i forwardered you a radio interview i did where shes now using the words retroactive, and we can agree byelection day. And im thinking, huh, is that the new deadline for this deal . Whats going on here, casey . And she also told Andrea Mitchell just a little while ago she was optimistic but she didnt think Mitch Mcconnell wants to do it before election day, and it all paints a picture of this moving until the lame duck congress, of course after election day. All this posturing has really been about the time line. This was the deadline she set that expired yesterday saying we need to have terms if were going to get this through the congress in two weeks. They blew past that deadline. Im not sure how many days we have been reporting on another pelosi, mnuchin call where they negotiate, and of course weve had a couple of tweets from the president that have blown up those conversations at various points. It does seem to be this afternoon theres an emerging consensus this is something they want to try to do in the period after the election but before whoever the new president is sworn in or if its President Trump, before inauguration day. I think the politics of that are still pretty confusing. Its true that people will know where they stand. Gym clyburn put it that way. He said people know what their future is going to be. However, the politics of this could be very scrambled. And i think you have a very unpredictable actor in President Trump. Whos to say hell sign a potentially 2. 2 trillion or at least 1 trillion bill in that period if in fact hes not reelected and were expecting joe biden to become president. Obviously if President Trump wins reethat will become a different calculus. I think its very premature to make any assumptions how this might play out and thats tough news for americans who need this help. And i think theres broad agreement among those we would consider part of the pretrump washington landscape or quoteunquote thinking who have cut big deals in the past. And you saw it with the cares act and the financial crisis for example when pelosi and other republicans came together in the Bush Administration to save the economy. Im not sure that logic is going to hold if President Trump is here and has lost and we dont exactly know what the future holds in that regard. So theres still a lot out there, and this all of course comes as the Federal Reserve is warning, hey, we really need this or these losses could really be permanent. And of course we know that Mitch Mcconnell also is nervous that somehow this deal could disrupt the Amy Coney Barrett confirmation, and he certainly doesnt want to see that disrupted before the election, too. Seems like all the moving balls are moving around on purpose and just moving around. But we will leave it at that. Following the three wink circus these days in congress, thank you. Joining me now on the other half of the story on covid, thank you for coming on. These excess deaths, a gap of approximately 80,000 americans. What are the different ways that these excess deaths are pandemic related . Is it all specifically the virus itself, or is it the lockdown, the mental fatigue, opioids, things like that . What is in this calculus that the cdc released . I dont think we know exactly what portion of the excess deaths were caused by covid versus other causes, but probably many of them were covid related. So just kind of laying out what happens. The cdc collects death reported from around the country. And as of this week theyve reported there were 300,000 deaths beyond what we would have expected in a normal year as of early october. And we only have only 220,000 deaths diagnosed with an actual covid test. So those 80,000 extra deaths are probably a combination of people who never got a diagnostic test, people who didnt have it properly reported on their death certificate. But also people who couldnt get to medical care when medical care was slowed down in the springtime or who were afraid to get medical care because they didnt want to leave their homes or risk getting infected in the hospital. Do you share the concern of people like dr. Michael osterholm and others who think the next six weeks are going to be a lot worse and perhaps worse than anything weve experienced yet . I think that is a definite possibility. Its a very dangerous time ahead. We see the numbers of cases rising steadily, steeply as they did back in march and they did again in june and july. I think were on a rapidly rising trajectory of cases. The number of deaths have stayed about stable over the last month. So thats one difference between march and now or july and now. But usually when cases go up around the world we see some lag, and then mortality begins to climb. So i am worried that cases will keep going up, mortality will begin to climb. And even if it doesnt, 700 deaths a day makes covid the second leading cause of death in the country. And im really worried weve accommodated to that, people are getting used to that terrible reality, so weve got to do work to drive it down both through individual actions, our behaviors and by the words of leaders and the actions of leaders and in many places thats not happening. I was just going to say i feel like were literally going backwards. And i say it this way. Were on our way to 60,000 cases a day. It looks like we may get to 75 or 80 in the next three weeks. Were about to have a huge in person event called election day. The big 10 is going to start football, more schools are trying to figure out how to reopen. Why does it feel like we are not behaving as a society as if were staring at this dark period thats hitting us in 6 weeks . Boss were not. I think youre exactly right. I think we are opening up things, we are restarting gatherings, leaders are not modeling the behavior the country needs to take. There are a lot of states which have yearo restrictions on any activities at this point. There are many states with no mask mandates. And many leaders are openly defying the guidance that weve seen from around the world. It doesnt make any sense. Im hopeful it wont take a Real Health Care system crisis for people to start changing what their saying. But even this week weve seen two governors in the plain states say they think the rising number of cases is just a matter of increased testing and nothing to worry about here. And its not true. I mean, there are more sick people, more people in hospitals, more people on ventilators, and the numbers are going up. It does seem as though if there is this you just said almost a normalization. Were all becoming normalized do this excess death, 700 deaths a day, this is the way its going to be. Weve been warning about the crush in the health care system. It hasnt cracked yet. Where are you most concerned . Is there a region, a specific area in the country you think will be the sort of crack that breaks open the dam . Yeah, i mean, i think itll be by shades of gray. And we saw in new york city the system didnt break, but what happened is that back in march new york city people did not get standard of care in some places. They couldnt get the best care america could give because doctors and nurses in hospitals were completely overwhelmed. And if you look across, you know, news stories in states across the midwest and the Mountain West you see the same stories which are hospitals under very serious pressure even now, and doctors and nurses are exhausted. And in some places there arent anymore places to put people, and they have to keep moving them to other hospitals further away from communities. That trend is not going to reverse unless we change what were doing. Theres nothing inherently good about the weeks ahead in terms of this virus. All we see ahead is more gatherings, people moving indoors, so increasing the risk of transmission. So were going to have to make some changes in the way were all behaving and that leaders are behaving. As weve been telling you the number of voters who have already cast their ballots for this election is extraordinary, and could point to a record voter turnout in this election overall. In arizona officials expect their 1 millionth ballot to be turned in today, and it comes as the state has already begun tabulating ballots. Maricopa county home to more than 4 Million People and the counties weve been watching closely is receiving more than 100,000 ballots a day. Vaughn hilliard is on the grund and joins me now from phoenix which of course is in maricopa, and mr. Hilliard, you get to take a little bit behind the scenes how arizona processes their ballots. Walk us through it. Reporter exactly, chuck. So after you put your ballot in the mail, what happens to it . I wanted to bring you here to the processing warehouse. The first line of attack, kevin, you run this poperation. Can you give everyone a rundown what were looking at here . Sure. Once weve mailed all the ballots, the voters mail them back in, the post Office Delivers what theyve received. We immediately ingest it into this highspeed sorter which is first logging who sent in the ballot in, then were taking a picture of the envelope. Were clipping out that signature thats uploaded to the county for signature verification. Any packets that are unusual in any way, lacking signatures, too heavy, too light, something looks funny, those are out sorted, and those are checked by the county officials to make sure theyre good before they get into the system. After that when we receive the verified signatures we sort it again for the audit pass to make sure weve accounted for several single pact. Once uyou say these ballots are good to go, then what happen snz. Well, we create an audit trail for them, we pack them up, they go into these trays over here. These ballots are heading over to the county . These are heading to the county right now, and they will be then ingested into the county system where theyll open them, and then got the ballots, tabulate the votes. So that truck over there is going to be heading 15 miles down the road to Downtown Phoenix to begin that counting process. We should note unlike pennsylvania, wisconsin, michigan where theyre not going to be counting these early ballots until election day, that process is already taking place, started yesterday here in arizona. The thing important to note because i just got off the phone with an arizona secretary of state official, and theyre telling me the state of arizona, chuck, expected to announce on Election Night at 8 00 p. M. The results of all these early ballots. The only bhalts theyll not be able to announce the results of are mailin ballots received by the state on election day. So chuck, here in arizona 8 00 p. M. , just an hour after polls closed we may know the results of over 90 of the ballots here in arizona. And that is unusual, vaughn, for arizona. Theyve never had that many ballots counted that fast since theyve gone to primarily mail, correct me if im wrong, right . No, youre right. And thats the part of this process here. Back in 2018 78 of people voted by mail. Early 3w early balloting has been taking place here since the early 90s. And right now the county officials i was talking to a republican county official and she tells me were all on the same page across all 15 counties with the state, and they truly believe on Election Night we may have a result here not only in the president ial race but also the senate race. 90 of the vote an Election Night in arizona, ill be honest i did not have that on my bingo card when i was preparing for Election Night. In an Election Year where how you cast your ballot could mean putting your health at risk states are looked to create voting measures to get people safely to the polls. But in some places the expanding voting access has come with increased push back. The clerk of Harris County, texas, that includes houston and over 2 million registered voters has asked the secretary of state for assurance for the drive in initiative where you can cast your ballot from inside your car will count on election day. This comes after an election guidance later cautioned officials against drive in voting. Its not the first challenge to drive in voting. Last week a judge dismissed a lawsuit from the Texas Republican Party that attempted to halt the program altogether. So, chris, and look, i dont mean to sound naive here. Ive been covering politics a long time, and fights over access to the polls are something that Political Parties have engaged in a long time. But im trying to understand the the down side of allowing dri drive in voting, and i cant figure it out. Do you know what the real issue is with the Texas Attorney general . The real issue, chuck, is that people are voting. Weve seen over 800,000 voters here in Harris County alone make their voices heard at the polls, and that number seems to scare the attorney general. Drivethru voting is completely legal under the texas Election Code. It takes place inside a movable structure, which texas Election Code clearly contemn plates. Do you youre asking for the secretary of state for some clarification. Did you view the a. G. s letter as more of an intimidation tactic than an actual legal notice . Well, its certainly a threat, and these cases filed by the Republican Party are absurd, but because so many votes are at stake we have to take them seriously. And the texas secretary of state has a statutory duty to advise and assist county Election Officials on election matters. And our offices have worked very well together throughout this election season until conspicuously they went silent in the past few days. Did you get preclearance for this drivethru voting option . Did you go in advance . Did you talk to other counties . Where did this idea come from . We did. We looked at a number of opportunities to expand access to the polls for Harris County voters, but the texas secretary of States Office made clear to us that the structure that we are using would be okay, and in fact the state director of elections has testified under oath that drivethru voting is okay as long as all voters have equal access to Voting Centers. So we certainly held up our end of the bargain. Voters love it about. About 10 of Harris County voters have cast their votes at drivethru Voting Centers. But now the state Republican Party, the Harris CountyRepublican Party and now it seems the attorney general are trying to disenfranchise those voters. And have they given any sort of other rationale . They said it might not count because they said it doesnt meet this disability requirement. But is there any other rationale . Is there some phantom fear of voter fraud here . I mean, in some ways people are identifying themselves with their license plate on their car i mean granted it might not im trying to understand is there something im missing here that would make this fraught with peril . Youre not missing anything. The check n process at these Voting Centers is exactly the same as it is everywhere. You show a valid voter i. D. That is checked and confirmed against the voter rolls, and then youre allowed to vote on the same voting machine that everyone else uses. You just happen to be doing so conveniently and safely. And so voters are thrilled at this opportunity, and so many voters have appreciated the way we have allowed them to vote safely. The fear here is that voters are voting. That is what our attorney general doesnt like to see, and clearly the Texas Republican Party shares. If these votes get deemed illegal or against regulation and somehow youre told you have to change your ways, do you know for sure that the votes already cast will count . Are they going to can they identify easily if a voter used the drivein voting versus another way i guess im asking this way. If i live in houston and i did this drivein voting and im watching this segment and going oh, no, are they going to throw out my ballot, what would you say . Were confident it was well within the law, that every vote that is cast through drivethru voting will be counted like every other vote. Its the third lawsuit but because so many votes are at stake, were taking it seriously. Weve filed multiple briefs now with the Texas Supreme Court. And we expect the Texas Supreme Court will do its job and uphold the sanctity of these voters votes here in Harris County. We look down on efforts to scare voters, to confuse voters. And anything like that were not going to stand for. And the voters have made clear about coming out in record numbers. They wanted to have their voitss heard, and theyre doing so again in record numbers here in harass county in november of 2020. Those lawyers say that covid restrictio restrictions. I understand the difficulties in finding the parents. Should they have done more before they reunited the families. They believe of the 545 children whose parents they cannot find, that at least two thirds of the parents were deported. The issue at stake here, chuck, is that this is a whole new population than the broup thgro we previously knew about in that may and june period. Most of those were reunited. When the Program Ended most were still in the United States in custody and they could be reunited. And then over 1,000 other families seperated in 2017, when they were trying this out in a pilot program, those families had been deported and there was no plan put in place to find out how to track these parents and their children as they moved through the system. So groups like the aclu is trying to find very remote areas of central america. We know where your child is, and together you can decide if you want your child to come back and reach out and say, but 545. This part of the story, how intensional was this . We reported that in may of 2018 all of the president s top officials in the Administration Room knew they would not have a way to reunite these families. And they did a show of hands vote and they moved forward to do this policy anyway. That would have been after this 2017 policy where they have all of these people knowing the consequences were known and they moved ahead anyway. And they invoke this kind of anguish that we now see that is still lasting sometimes three years later. Are there parents that have been deported that are going to their home country governments and amending for some sort of help here . If this is guatemala and honduras, are those governments at all demanding some reunification effort here . You know it seems their best chance is to work with the pro bono lawyers that have been appointed in the United States. If you think about the population these are people that are fleeing these governments. They didnt think the governments could do enough to protect them from violence there.
