And the House Oversight Committee Just voted to hold bill barr and wilbur ross in contempt amid another move to stonewall another investigation. This one doesnt have to do with trump personally. Well speak with a top democrat on that committee about what comes next in the census fight. Whoohoo. If its wednesday, its meet the press daily so welcome to hump day. Im chuck todd here in chicago. We begin tonight with a president who sounds like he is in den ime about the alarm bars going off everywhere about his reelection. The president lashed out this morning at reports that his own internal Campaign Polling has him losing. A whole slew of key states against biden. For some reason he decided to call out this reporting, bring more attention to it. He called them fake numbers, that the press made up and dont even exist. Then of course the source with direct knowledge of the campaigns internal polling did confirm to nbc news that, yes, indeed, there are numbers out there. They arent made up. They exist. Trump is not doing well. This source told nbc news that a 17state internal poll conducted by the Trump Campaign had him losing to biden in the vast majority of those 17 states. The scores had it that the president s allies were hopeful these numbers would convince mr. Trump to act more president ial. Then moments after nbcs reporting the president not only claimed his internal polls were fake he claimed the advisers sounding the alarm also did not exist. They were fake, too. And then he seemingly made up his own internal numbers. They were fake polls released by somebody that is its ridiculous. No. We are winning in every single state we polled. We are winning in texas very big. Were winning in ohio very big. Were winning in florida very big. Theyre not advisers. Its fake news. You dont understand what im saying. Those advisers dont exist. Its made up by the newspapers. Its fake news. If hes internally making it up you could make the claim these are internal numbers internal to him. If you go by trump logic our guess is in florida or texas is where he has a small lead. Thats why those were the only states he brought up. The fact internal numbers keep leaking out, first politico, then the new york times, then nbc news, seem to suggest the president s advisers are desperately trying to send the president a message, using neon lights, anything they can do, but his Public Comments make you wonder if he is even receiving this news. Those private numbers bolster what everyone is seeing in public polling. The president isnt just in trouble against biden but virtually every top tier democratic candidate. Yes its early but in any other presidency with numbers like this right now for the president , there would be serious talk by the Republican Party of someone primarying the president. Not this Republican Party. Joining me this evening, Clair Mccaskill a former democratic senator from missouri, knows a little bit about down state politics. Charley sykes another midwesterner. Msnbc contributor and editor at large. I love it. I got missouri, illinois, and wisconsin all represented right here. The tristate powerhouse. Rick pearson, let me start with you. Look, its is there a case where do we over rate the president s chances because of how we underrated it . And i say we. The general political class. Are we all over rating the president s chances because of what happened in 2016 . I think we have to be very careful and part of that is the hesitancy. Look at how many times in 2016 his candidacy was pronounced doa. Go back to john mccain not being a hero. That was kind of a death nell statement. He is president of the United States. Yes we do have to be careful. There is also the fact were still exploring in the media those various factors that led to the trump presidency. Clair mccaskill, the network you are currently on had a poll that turned out not to be right in missouri. Right. Is it possible given youve been on the other side of internal polls, public polls, that maybe the president s right, or is he just denying because he is trump . Well, hes lying because hes trump. About what his polls say. And im not going to argue that we should not start assuming that President Trump is going to be defeated next year. I think the Democratic Party, there is some debate about this, should we be panicking . I think panic is appropriate. I mean, you still have over 40 of the country saying they think he is okay. He has a solid 32 of the vote locked in in every poll. And things happen. I think we have to look at our nominating process as an opportunity to pick the right candidate and unite and not turn it into a mud fest and keep everyone excited and together in terms of turnout for 2020. And the closer the polls are, i think the less democrats will take anything for granted. Charlie sykes let me ask something from the perspective of the right. I want to put up the second full screen here. This is just how trump is performing in a quinnipiac poll against all of the top tier, the top six candidates. There is a consistent number here, and its 42. That is his high. 40 is his low. 40 against biden, 42 sanders. 41 against harris. 42 against warren. 42 against buttigieg. 42 against booker. If this were any other presidency wouldnt there be serious talk about the Mitch Mcconnells and Kevin Mccarthys of the world like oh, my god this guy is a down ticket disaster they ought to primary him . Yeah. Of course. If this was earth 2. 0. His numbers dont move up and down. Look, i mean, he is blowing smoke about these internal polls. I think we all understand that. You have aides who are still naive enough to think they can get him to pivot and be more president ial and there is not going to be any sort of pivot. But the trump folks have a plausible argument and they think, look. Our numbers were horrible in 2016. We dont need to be popular. We dont need to have drup be popular. We need donald trump to be less unpopul unpopular than the democrats and we get into this fight and cast him as a socialist or run against the Green New Deal or medicare for all we think those are politically toxic. Our numbers may not rise but we can drive down the democratic numbers. So they think of this purely in terms of that binary choice. If you thought 2016 was ugly, 2020 will be much uglier. That is not a totally implausible case some of these folks are making. Tell me about illinois republicans. Right now whether you can directly blame trump or blame years of atrophy of the illinois Republican Party i think there is a kbin afgs the tcombination. It is not easy being a suburban republican. Absolutely not. The suburbs used to be the republican fire wall for the votes out of chicago and cook county. Out of the collar counties virtually all of them went for Hillary Clinton over donald trump last time. In the 2018 midterms you had two flipped seats from republicans to democrats in congress. So you cant take anything for granted in this map in illinois. Clair mccaskill you brought up electability. It was interesting today. I would like your reaction to Bernie Sanders making his own version because, look. Electability i think has a different definition in everybodys head. But Bernie Sanders obviously knows this is a huge problem for him. Hes got to explain why democratic socialism shouldnt scare the rest of the party. Here was his attempt today. Im curious your reaction of it. Lets play the bernie bite, guys. Roosevelt concluded, and i quote, never before in all our history have these forces been so united against one candidate as they stand today. They are unanimous in their hate for me and i welcome their hatred. [ applause ] when trump attacks socialism, i am reminded again of what dr. Martin luther king jr. Said. And i quote. This country has socialism for the rich, rugged individualism for the poor, end quote. That is the difference between donald trump and me. He believes in corporate socialism for the rich and powerful. I believe in a democratic socialism that works for the working families of this country. [ applause ] all right. Jackson county resident, kansas city, missouri, tell me how that plays. Listen. Does that appease you and other folks in that part of the country . No, no it does not. Heres what i think bernie was doing. If you look at the polling, there has been around 30 to 35 of the vote that Elizabeth Warren and bernie have shared. And most of that has been bernies. Well, thats changing. I think hes trying to get back votes from Elizabeth Warren that she is getting over on her side of the ledger because he wants to stay relevant all the way to the convention. He wants to try to influence the policy. Sure. Maybe he still thinks he can win but i dont see how that happens and i think, frankly, right now he is campaigning more against Elizabeth Warren than he is campaigning for the presidency. You know, we were talking about this today, charlie sykes. In different ways, Bernie Sanders and donald trump are both struggling right now in different ways because they dont have the shared foil that gave them their gave them their boosts in 2016. That is Hillary Clinton. Are we just finding out how important Hillary Clinton was to both politicians . Well, Hillary Clinton was absolutely irreplaceable for both these guys but i think senator mccaskill is absolutely right about what Bernie Sanders is doing. Look how democrats won the house of representatives last year by flipping some of these suburban votes, having people who voted republican in the suburbs who decided they were going to go with democrats, mainly centrist democrats. They may be disgusted and alarmed by trumpism but are not ready to go full socialist. That is not where the country is. This country may be may not be center right anymore. Maybe its center left. But it is still somewhat centrist. And so going full socialist may be the path for Bernie Sanders to get around Elizabeth Warren but it is, im sorry, i just think it is a formula for electoral disaster. Its exactly what donald trump is counting on in 2020. In fact, one of his advisers, rick pierce, has been saying focus more on sanders and warren because they dont care whether they are the nominee but want trump to frame the Democratic Party as the party of democratic socialism. Absolutely. Even one of these flip seats i talked about in the suburbs in illinois. Every reframe coming from an announced republican contender is this is the incumbent is a democrat socialist. That is the hallmark of the campaign. But you have trump is focusing on biden elevating biden, joe biden here in chicago tonight doing fundraising, release from the rnc focusing on biden. Claire, you brought up something that i heard and on one hand i understood where you were going. Youre like, look. This primary process cant get too angry. You dont want them attacking each other too much. You got to be unified coming out of this. But dont you need to put biden through the traps . Doesnt he need to go through this painful process to be a better candidate on the other end of trump or are you worried that hes going to take too many licks . And that hell be a battered, almost too bruised and battered by the time the general comes around . I dont think so. But yeah. He is going to have to go. Whether he likes it or not when youre the frontrunner and you have this many people coming after you how do you handle the Hyde Amendment thing . How would you have advised him . I think it was okay. I mean, it wasnt perfect. But i think he realized that were at a moment where the Republican Party is now standing four square with the notion that roe v. Wade should be overturned. That is an extreme position and is not where america is, certainly not where missouri is. I think he realized where he was standing was a place where he was actually going to say, you know, wealthy people can get a safe and legal abortion but poor people cant. And i think he walked it back. I dont think in the long run i think theres going to be a Clear Division between the parties on this issue. One is going to be for overturning row v. Wade and one is going to be for maintaining roe v. Wade. You dont think there is a voter that is going to say, ah, but hes not for the Hyde Amendment anymore im out . I dont think so. I think its roe v. Wade do you want it the law of this country or go back to the time where women and doctors would be criminalized and women would be going through very unsafe procedures . So i think that is going to be the defining i think joe biden will be fine in that space protecting roe v. Wade as part of his campaign as will all the other candidates. You seem nervous hell take too many hits. Well, he is going to take some hits. But, you know, thats the deal. He knows what the deal is. Hes taken hits before and not made it. So if, i think so far by and large on the scale of one to ten id give him about an eight in terms of how well he has been disciplined and how he stayed on the money. I thought the way he handled the protester contrasting how he handled the protester in his rallies with trump. Thats what the middle of america wants to see. They want to see somebody who is a grownup who is not saying, punch him in the face but rather saying, why dont you come on up here and lets talk about it. The last couple days weve seen three 2020 democrats pitch three Different Directions for the party to go. Joe biden says donald trump is an aberration and wants to restore American Values from the pretrump era. Pete buttigieg wants america to look forward and rejects the idea republican and democratic stances from the past are the answer. If you heard today in a speech today Bernie Sanders wants the country to move much further to the left urging americans to heed his message of democratic socialism. So which will be the narrative that wins out in the democratic primary . Joining me now from the campaign trail in New Hampshire is the Washington State governor and president ial hopeful jay inslee and as you know the governor is running a campaign that is i would say largely centered around the issue of Climate Change but let me ask the big picture question here. When you are asked this question, is this election about trump and figuring out what america is and sort of through the prism of trump or are you more in the pete buttigieg, Bernie Sanders camp that, no, no. Weve got to either move in a for ward direction, a different direction, you cant just sort of restore . Where are you on this . Well, im on our decision based on scientific reality where we are the scientifically real party that knows the Climate Crisis is going to swallow us whole and that donald trump is wrong when he says Wind Turbines cause cancer. We know they cause jobs. I know we need now a president who can actually move the country forward rather than being one who cant run a twocar funeral. I think were going to show a vision statement of success like weve had in Washington State creating the number one economy in the United States. I think those two things can drive a vision of success. Im determined to put that into the white house. It does seem as if theres sort of voter anxiety out there among democratic voters. Im sure you hear it. On one hand you hear, look. The party needs to rally around whoever can beat trump and on the other hand they hear there is a reason the democrats didnt win in 2016. They need to come up with something fresher, something new, more relevant. What is more resonant to you . Well, i just feel we need to be ourselves and what our vision is and find the contrast with donald trump. Our party is the party and the only party that recognizes the reality of the Climate Crisis and our party is the only party who recognizes the economic, inherent value of creating jobs. You know, i was in des moines the other day at a Community College talking to a young man named dave and i asked him why are you in this Wind Turbine Technician Program . He said, well obviously, its the future. We need to offer that Economic Future to americans, particularly in the midwest, and when we do that we will have the best single contrast with donald trump we could possibly have. So this is a two fer on this issue. I dont think it would be a bad thing to have our nominee being a governor of the state with the best economy, with the highest minimum wage, the best family leave, the biggest pay increase for teachers, the best gender pay equity. That success is something we can sell as well. What do you hear when you hear the phrase democratic socialism . Not a lot because i kind of skip over it. Look, im a progressive democrat. I think the s word we should focus on is success. We need to offer americans a vision of success and Economic Growth and health for their children. I think if we focus more on the specific issues and our vision of how to get people so that their kids arent swamped by floods and fires due to Climate Crisis and give their kids an education, well win. Thats how we picked up seven seats in the governors races when i was chair of the democratic governor association. Well, governor, the reason i ask is that i think that when it comes to dealing with the Climate Crisis, you could make one argument that says, boy. You need a lot of government intervention. And then there is another argument that says, boy. You need to have private, industry buyin as well as government intervention. I say this because democratic socialism might be attractive to those who think this is going to have to be government heavy. But those that fear it, they say, well all right. I dont know if the private if i trust the private industry to tackle climate. Do you see where im going here . Do you think it is a harder time to tackle the Climate Crisis if you have to if you dont have a strong, regulatory structure . Well, we clearly need a stronger regulatory structure and my plan is the only one that provides that, frankly, because my plan is the only one that will eliminate the use of coal through a regulatory means in the next ten years. My plan is the only one that will guarantee us fossil free electricity in the next 15. My plan is the only one that will ensure that consumers get clean cars starting ten years from now. Those are regulatory measures that are common sense. Most importantly, theyre just based on the science. Look, you can negotiate with your business partners. You can negotiate with your spouse. You cant negotiate with science. And that science requires us to have those legally mandated requirements. Look, this is going to involve massive entrepreneurial zeal. I just left the Solar Company with 250 employees. Theyre growing like crazy. Its private equity and skilled workers. Were going to do what we did in world war ii. We made 70 jeeps in 1940. We made 640,000 in the next four years. We can do the same thing in electric cars, solar panels, Wind Turbines, and putting people to work in the biggest Infrastructure Project in American History rebuilding our homes and commerce. Thats what we got to do. All right. Two questions not related to climate i want to quickly ask you about. One as a former member of commerce who got back to congress because of impeachment backlash back in 98 about a month ago i asked you where you were and you were behind speaker pelosis calendar and timeline here a little bit on impeachment. Are you still trusting her to manage this process or do you think she needs to speed it up . Well, i have a lot of trust in nancy pelosi. She has done incredible, hurculean things. I loved working with her. But i do believe that eventually congress is being forced by the president to force them into an impeachment mode. Do you think that is going to happen . Becoming inevitable . Yes, because of his approach. He believes he is royalty and we dont see america with a royal lens. And he is forcing the congress in that regard. It is regrettable, but he is forcing the hand every single day he refuses to follow the u. S. Constitution. And i think it is inevitable. Minutes ago nbc news confirmed former white house aide hope hicks has agreed to testify before the House Judiciary Committee in a closed session next wednesday. As that story was breaking the House Oversight committee voted to recommend Holding Attorney general bill barr and commerce secretary wilbur ross in contempt, having to do with refusing to cooperate with that committees investigation into a Citizenship Question that might show up on next years census if the Supreme Court says it is okay. That vote came hours after President Trump claimed executive privilege to Block Congress from accessing documents related to that census investigation. While that drama unfolded the House Intel Committee heard testimony from two former fbi officials about the counterintelligence implications of Robert Muellers investigation. Oh, yes. There is more. The senate Intel Committee heard testimony today from none other than a guy named donald trump, donald trump jr. That is. This is the third time the president s son has answered Committee Members questions behind closed doors. On days like this there is no one id rather have to help me sort through it all than my pal and colleague here Kelly Odonnell who has covered capitol hall and the white house for years. All right. In order of significance here, what of all of this, you have hope hicks, donald trump jr. , you have tried to put meat on the mueller bones and you have this contempt issue. What matters most right now . Reporter probably in terms of big name value donald trump jr. s appearance today at least got the most attention in some respects. That is for a committee winding down its investigation. So in some ways that goes off to the side. Hope hicks, who works so closely with the president , both at the white house, the campaign, and in his business life, she was right there when some of the Critical Issues that could be related to obstruction were discussed, were part of her daytoday work life. Could she shed some light on matters that the committee could ultimately use toward a march toward impeachment . That seems like a possibility. And the obstruction, rather the contempt vote that went on just a short time ago related to a census question citizenship that you hinted at, that is getting some heads turning. Certainly the committee is saying this isnt an appropriate use of pushing the administration to comply and cooperate. The department of commerce is saying this is premature and simply a political stunt before the Supreme Court renders its judgment on whether that type of question about one citizenship is appropriate for a census. There are so many Different Things to keep track of. Certainly marquee value to the president s son today. News about hope hicks i think potentially could have the most probative value Going Forward, chuck. Kelly, does any do House Democrats realize when they look at todays menu that you and i just went through why there are so many people around the country sort of tuning this out right now . They know theres investigations. You know, you talk about oversight, contempt, and its barr oh, this is about mueller, not about mueller. I empathize with the person trying to follow all of this and cant keep up. Does the House Democratic leadership realize what this looks like to sort of the rest of the country . Certainly nancy pelosi is very aware of that. She told a group of reporters that when she travels the country and speakers always do, they go to raise money, they go to make appearances, that she is hearing from voters with many of their questions about what this process is. So i think she is very tuned into that. At the same time, this is part of her overall plan to have many different pathways from the relative committees doing their own work. Often on capitol hill or at the white house we short hand things, chuck, when were talking among ourselves. You cant do that with any of this because you cant just say oh, the contempt vote because you have to then say which one, which committee, what are we talking about . It is hard for even us who are steeped in it. It really requires a flow chart day today. When i have seen voters and certainly capitol hill is a place where members of the public come as tourists and visitors and those who want to sit in on some of these hearings sometimes waiting in line. Many who are really engaged and energized are reading about it, paying attention, wanting to know more. But it is a lot for everyone to really get their arms around. Chuck . Thats for sure. I think it is quite the challenge that they have on that front if they care about keeping this up. Kelly odonnell, thank you. With me now is a democratic congressman from virginia, Jerry Connelly a member of the House Oversight committee and that committee is the one that just voted to hold attorney general bill barr and the commerce secretary wilbur ross in contempt of congress. So, congressman, we have you here because of all of the developments today. This one feels like it has the biggest political consequence, frankly, for everybody in the country. This census question. Right. Let me ask you this. What does the contempt vote mean . It is a stain but what does it mean for you guys Going Forward . Well, i hope what it is going to mean is that they will reach satisfaction with the department of justice and the department of commerce to understand and get the documents weve requested what was behind your thinking of adding this question . It is not entirely we know from email that have been revealed that it was a deliberate effort, a political effort to suppress cooperation with the census, which in turn would suppress representation especially in minority communities which affects everything from allocation of federal resources to, you know, where district lines and congressional lines get drawn. Let me ask you this on this decision today on contempt. How much does that Supreme Court ruling that we all think is coming at the end of this calendar month, does that create a sense of urgency . This is why justice is upset you wouldnt negotiate longer. Do you think theyre buying time to wait until after the, to see what the ruling is or are you guys rushing this because you want to beat the ruling . Do you see where im going here . How much does the timing of this ruling have to do with this showdown . You know, we had a discussion about that. Interestingly, i dont think it has much. The Supreme Court is going to do whatever it is going to do. We have a job to do what we do here. I think the department of justice is involved in delaying tactics to kind of wait out the clock in the expectation a new conservative majority in the court will rule in their favor. I think thats really Wishful Thinking because even a conservative majority can understand the separation of powers between the branches and the need of congress to get access to information in its legitimate legislative role. Do you have a way of stopping this question from going on the census if you guys lose this Supreme Court hearing . Well, i suppose we could have an amendment in an appropriations bill that says no funds can be used to add that question. I think we have to exam that, too. But this is you think were headed there . I hope so. Thats what i assumed it would be power of the purse issues. I hope so. I dont think as a matter of principle we should give up on what weve done. Mr. Ross almost certainly lied to congress by claiming doj made him do it, the department of justice, when in fact it was he who was pressing them. We have emails to that effect. We also know there is a republican operative who just died whose estranged daughter revealed on his hard drive that he was involved politically behind this to help again suppress minority voting. It is stranger than fiction. Let me ask you a larger question you probably heard me ask Kelly Odonnell at the end which is todays events alone when it comes to congressional investigations, you need i needed somebody to help walk us through the different parts today. Youre hope hicks, donald trump jr. , the contempt of congress, what house intel is doing. None of them are related and yet all of them are. And you get my point here. I do. Do you worry that this is becoming sort of subpoena spaghetti to the rest of the country . A little bit, chuck. I think that is a fair point and i think maybe we all need a cheat sheet to follow it all. I am like you and old enough to remember watergate. It was also complicated. There were many, many strains. There were the tapes of mr. Butterfield, there were oval Office Conversations involving john dean and haldeman and erlichman. There was a conspiracy to break into brookings. There was of course the breakin itself that triggered watergate. There were the pentagon papers. There were dirty tricks, lots of separate investigations involved in that, to say nothing of ultimately things that either did or did not go into articles of impeachment involving war powers and abuse of power with respect to congress. So i think we can handle it. I know it is complicated but lots of us at the end of the day can follow this or will follow it. I just had a former colleague of yours jay inslee who i believe you served with a short period of time. I did. The Second Time Around in congress. He thinks it is inevitable and he puts it in these terms. If the president is going to force your hand on impeachment, he sees it as inevitable. Do you start to see this as inevitable . Im not going to say it is but i will say there is an inevitable ity to what seems to be playing out. The Mueller Report if you read it is nothing like barr described and is deeply disturbing about the behavior of the United States including likely criminal activity. Then there is the acrosstheboard defiance the entire legislative branch is right to issue subpoenas. That cannot be tolerated in a free society or well have one branch left. Very quickly, what did you make of the surprising effort against democratic incumbents up and down the ballot in virginia yesterday where quite a few didnt survive challenges from the left. Is there a lot of stuff going on in the virginia Democratic Party .
