Good evening, im chucked to in washington. We again tonight with an norm decision looming from democrats, after the immigration debate, it will end, i promise you. The democrats have to decide whether or not they will go after policy or the president. That is not an insignificant decision. Right now democrats are stuck largely playing on the president s turf. Today the big focus was congressional talks on Border Security. Next week the negotiators will have to figure out a deal on Border Security. On the next week it is a shut down over Border Security. And once the immigration debate is other. Some democrats might be compelled to make their next focus bob muellers report. But lets not forget the number one promise that democrats made in 2018 that propelled them to a 40 seat advantage. I am speaking on the Affordable Care act. They couldnt turn it over and you know why . The American People spoke. And democrats have what you might call an interesting problem on that issue. Nancy pelosis land mark promise was to protect the Affordable Care act. But the emerging promise of this 2020 field is basically to scrap it in favor of something bigger, more progressive, more expensive, and what some critics believe might be impractical. Another thing they promised was to restore bipartisanship which means compromise. Which Democratic Party is the party right now . The party of 2018 or the party of 2020. Robert, youre on the satellite and i like to give satellite folks the first shot. About the only thing that the white house can take away from the horrible start is that theyre playing on their issue and they have not allowed the democrats to start on their issues. Do they have a desire to move on from Border Security . No, it will animate the white houses strategy moving into the campaign. You dont hear top officials talk about moving forward with things like prescription drugs. All of the political winds swirling are focusing on immigration, and people around the president are people like steven mueller, that is the concentration. It seems to me that we know democrats would like to do health care. They want to move off of immigration, they dont want to be scene as not wanting Border Security, but theyre ready to mauve on, how do they get the narrative back . Maybe they get it with nancy pelosi. She insisted that the democrats not take it, and she has increased her power with the Democratic Caucus since then. But it is hard because even if they Pass Health Care in the house, very unlikely they will pass. They can make a show about doing what they promised to do, but for delivering it to voters that will be very hard to do. Where are you, on one hand you dont want the democrats to get rolled on the anymore graduation and Border Security issue. But they do need to be getting in on other issues. I think they are looking at what can they pass in the house. Lets be clear, the president lost three Million People in the popular vote when he was going on immigration. He lost when it came to the midterm elections. He lost the government shut down over immigration. Do you think democrats let him do it . The majority of the American People are not there. He needs more than his base to stay in the white house. Trump should not want to get off of immigration, right . Maria is making the point that she is making the point that is the democrats that should be bigging begging the democrats. I think the reality on immigration despite what you may think, i think it has a potential for a different type of draw, some of these big issues is very different from an off year congressional race. You can talk about health care, im graduation, a lot of things. The president s voice matters, but more in the big play of things and trump wants to and has to lead on this issue. The base will let him do that from but fran sis position, i think she is smart tore do what she did in the last cycle. Putting two or three bigger issues out there. Does the white house want a deal or not . That has been the great question i have had in my head. I dont think he wants a deal. He wants to reject a deal because that is what animates him. I think that is what he thinks. At the capital today, chuck, i was talking to senators on both sides and they said the white houses level of engagement will tell you everything about whether or not the white house wants a deal or not. If they want a deal they will make a deal. These are a proppropriators. They believe they can cut a narrow deal on Border Security. Maybe enforcement. Maybe a little on a barrier that both sides could argue is more technology than barrier. You saw Speaker Pelosi saying this thing could die if the president gets too involved. But is there anything else that he wants to do . Presumably a state of the union. Will there be a laundry list . Are there other muches that he will pursue for his third year in office. So you have the democratic feel starting to get animated about medicare for all. Well find out what candidates are serious and who are not. But then you a promise that says no no, we want to fix obama care. How do you reconcile it . Were seeing that the public is encouraging them to think beg, think audaciously. So the democrats in the house cannot scrap obama care. The person running for office on the president ial level, they have that ability to be audacious and say this is good, but lets go for the whole thing. You know how members of congress are. Theyre going to feel that and then feel the pressure from the base. Why dont you do big now . I think theyre doing the calculation that they need the independents and they need to hold on to their congressional districts, the folks that won by margins, and i think that is what they understand. I was going to say on health care i just dont see them scrapping health care in any shape or matter. Barack obama will have a lot to say about that. Number two if you look at the strategy implemented, it worked, and it was not about scrapping obama care or going big on things like free health care. What nancy pelosi has the ability to do right now is strike a cord. It is designed and put in place to be in front of the American People and thats where the American People want it to go. Im curious if the white house is prepared to become the candidate of obama care. Say say this because if you have a bunch of medicare for all candidates, will the alternative end up being some publicprivate hybrid that looks like the system that obama was trying to put in that trump ends up sort of endorsing by inertia if you will. It is an important point. When you attack to long time trump allies, from the former Campaign Manager to Top White House officials. They say in 2020 they would love to run as the democratic socialist party. And the white house privately, theyre looking at people like michael bloomberg, someone more centralist is the nominee, could have a real problem. Theyre hoping that the Democratic Party moves further to the left. They know that President Trump has political problems. Oh the irony if the republicans end up the party of obama care when all is said and done. What if the alternative is medicare for all. Even among the political rars and progressives, he opposes medicare for all because he thinks it is not workable, not feasible. He supports medicare for i think he basically wants a public option. Thats right. There is Energy Behind medicare for all. But it is not with everyone even among liberals in the democraticic i hear you, but Kamala Harris is no ordinary democrat, she is in the top tier of front runners. I think you put your finger on the core sweet spot here. Republicans will find themselves in the unenviable decision of supporting obama care they should understand the history of this. Sorry. Obaromney care. Is there any case they have of what to do once this Border Security fight is done . Is this just now going to define the rest of his presidency. Theyre not really thinking about a infrastructure program. Theyre looking forward to the world. It is the issues. They believe that government is so divided this. Democrats look like theyre going to call for the president 40 to 08 . Duo not support a medieval border wall from see it shieping sea, but we are willing to support fencing where it makes sense. Do you see as part of that agreement any provision for funding a new barrier between the United States and mexico. Im comfortable with barriers that have vehicles and fences, there are appropriate places Border Guards said a few barriers could be improved. If there is an argument that there is a particular part of the gee jog if i that requires straig strengthening or barriers there, i think you will hear democrats be willing to go that direction. Im not going to hit here and say i refuse a spend a dollar on Border Security that speinclude any fencing like the 700 miles of fencing we already have. This is where you recognize that democrats feel like they have been backed into a corner. Democrats are for open borders with, what they should be saying is we believe in modernizing our Border Security, and its not a fence, its a combination of tools, drones, it is a combination of the latest technology and that is what they should ben couragi be encour. Should they take 70 of the lope. There is a tension about what that would be. The Vice President earlier in the negotiations offered 2 billion to the democrats before he went back to his 5 billion position. And it was about 1. 6 or 1. 7 for the wall. If they can walk away and call it a barrier around 2 billion, that is what the deal looks like at this point. That is really just Border Security, they can both walk away and say they didnt give up their ground. It is an easy yes, all right, robert, the panel is penalized, they have to stay with me. The clock is ticking to another possible government shut down, so an actual Conference Committee is charged with finding a security. They met for the mirs time today. No big negotiations yet. They said both sides are just touching gloves. The biggest news was them saying they would expand on their offer for Border Security. That could be one big step for compromise or a giant leap in a futile effort. As i said, a Conference Committee in washington is the rarest of sights, how a bill becomes a law is trying to become a law the normal way, what is your take on todays meeting . Skbli thought it w i thought it was a good meeting. Different people have different ideas of what that mix should be but were working on it and hopefully we can get to something that has project agreement. I ask like is there is there people representativing the White House Point of view in the meeting, staffers . Clearly were talking to the administration because at the end of the day whatever we come up with has the pass the shows and the senate. Theyre not part of the conference, but were talking to them to get to a package that we can get agreement on. I take it it youre not going to support something in that committee that you dont first know the white house is okay with . That is why we have to coordinate with them. We need the president ial signature on it. Were going to get to something that has the three components, people, technology, and a border barrier that the white house feels that is something they can support. Let me show you one of the president s tweets today on the wall. If the whee of republiccommitte security is not talking about a wall, they are wasting their time. How should we read that tweet . Does that mean the president , if he doesnt get a barrier of a size that he wants he will walk away . How should we interpret this . He has shown a willingness to compromise. What he put out there is a lot of things that democrats want in it. We can get there. I think we will do this now as a committee is get the Border Security professionals and their career people to come talk about that mix, and i hope that takes the politics out and gets us to the best solution. How big will the compromise look. If you cant figure out a way to get a big passed, make it bigger. Right . Make the deal larger. How much of daca will be into this. Does this get bigger . Does it start to look like gang of eight . Well, right now were focused on the Border Security package and getting the remaining Appropriations Bills through for the first word. We have a lot of bipartisan agreement on those bills. For the package we could stay more narrowly focused. The pthd says he is willing to have weekly bipartisan meetings at the white house and the republicans have always said if we can get Border Security done first we will have those decisio discussions. I always heard that, Border Security first, Border Security first. Who decides when the Border Security has been implemented . I imagine that is among the topics youre trying to figure out . Exactly right. That is why it is good were having this Conference Committee to try to do that. Again maybe then we can get into a step by step process to address a number of these issues. How do you define amnesty . Well, allowing people to, in essence, come to the country and not following the rules and requirements of coming here legally. So that is something that we have to do is make sure that is addressed in a way where people feel it is not amnesty. Do you believe the problem with the word is, as you know, that is why i asked you for a basic definition. Some people think that what you supported in gang of eight, and you were a supporter of it, and i think you among others were arguing that what you were telling the daca population i dont think we called them daca back then, was not amnesty, but many critic the called it that. That is why i say we need the Border Security first, and then when you talk about, you know, some type of permanent status, you make sure people go to the back of the line so you dont have amnesty and people will support the package, the Border Security and the solution because they dont believe it is amnesty. Could you support the gang of eight bill today, politically . I think we have to have a bill that follows the president s four principals, and those are that we have to have Border Security, which includes some type of barrier. We address daca, and we end crane migration. That is what i voted for last year when we voted on these issues. Youre saying because gang of eight was for a different president , a different make up of the deciders, Republican House democratic senate, does that make it harder to support . We need something that can pass, and something that has the principals that the president laid out. The type of hapackage that we c get passed. There is a movement to end shut downs as we know it, right . How to make them impossible in some form, whether it is make sure the paychecks go out no matter what, where are you on those bills . Can you ask that question again . The idea of trying to end shut downs. Make it lightive, get rid of the ability to do it. Paychecks not being interrupted, things like that, what bill makes the most sense to you. Rob portman put forward a bill that i sponsor. Senator, i will leave this there. I think he wants a general big brush point with people that he admires including the saudis and take it from there. The only issue that he seems to speak out on is iron. Something didnt seem to ring true. I dont think he was willing to talk. He was destroying some outdated missile factory. I think the meeting was a mistake and it makes him appear more reasonable than he really is. What it did move texas, its a more affluent suburb versus moved from the republicans to the democrats. It includes a party thats become so inhospitable to latinos. Maria, the texas Republican Party had its own image. Rick perry, a lot of things you might not like about rick perry, on hispanic issues, he was not sort of donald trump republican. Texas is different. I would say texas is where california was under pete wilson. Right now you have greg abbott, who is not rick perry, who has this against kirkpatrick, the goth governor, makes him look like a moderate. Exactly. I want people to think not only is donald trump trying to disrupt the texas life with a border wall. Have you abbott and a couple other bad applesin that case. You have a rising Latino Community that is now majority minority in the state of texas and this proportionally you have literally roughly about 3ple young people coming of age that are hispanic. In this lyft midterm election, one out of six people that voted in the midterm in texas were young voters. Texas was the lowest voter propensity state in the whole nation. All of a sudden, theyre playing. Michael steel, it used to be the Texas Republicans had carved out their niche. Gorge bush had this with hispanics. Texans had an open mind the we forget the last time george w. Bush was on the ballot was 1998. Thats 21 years ago. 1998. 21 years ago. A lot has changed. In some sense it hasnt in the idea of opportunity. The party still has opportunities to go and build, rebuild brand. With guys like will herd. Who has a very Good Relationship and is how do you do that in the age of trump . But thats. I think will you have a hard time for the very first time. You talk about the gains they did on the congressional side. Lets not forget, pete sessions, 11 term incumbent, part of the Republican Leadership lost to the Democratic Party. Then you look at also the individuals that won local state houses, redistricting is completely on the line in 2020. That changes a huge statement. Who would have thought that literally five years ago texas would be a battleground state. What does it do to the national map . We talked about it. Thats what i wondered. So texas is being contested, well, what does that do to surrogate travel . What does that do what does that do to wisconsin, michigan . Ohio battleground states have been pretty republican lately. Does texas give democrats another way to get to a National Limit .
