How much more can the Republican Party handle . Do they have a breaking point . Is this the party of evangelicals yet they dont seem to have hit the breaking point with a president who as locked in a battle with a porn actress and a playboy model and reality tv star. And one said they had sex and the other was sexually harassed and suing for defamation. The white house denies all of the allegations. Now the gop doesnt seem to have hit a breaking news from the president who is continuing to profit personally off the presidency with taxpayer money, with gop donor money as we learn from the rnc report and with gop party money. Never mind the Foreign Government money that is all funneling into his private businesses which he never did d divest from. And they dont seem to have hit a breaking point from new revelations that the Trump Campaign used a firm, cambridge analytica, that improperly harvested perm data from 50 million facebook users and also perhaps 50 million american voters. Cambridge analytica ceo has been suspended and the former Research Director alleges the company willingly ignored legal advice and were now learned that one of the firms most prominent stakeholders from the start, steve bannon. Cambridge denies any allegations of wrongdoing for now. But if the Republican Party does have a breaking point, we think we know it is. It is on russia. In the past few days President Trump has congratulated putin and condemned Robert Mueller and that turns heads in the gop. Two senators are warning le be impeached if he fires mueller and other Top Republicans have publicly condemned the president for congratulating putin on his, quote, election win. While failing in that same phone call to condemn his other destabilizing behavior. Whether in the u. K. , in the United States, ukraine, you name it. One republican was upset with the idea of the president even talking with putin. What hes done in london, poisoning people with nerve gas, that is a criminal activity. I wouldnt have a conversation with a criminal. That was Senate Republican judiciary chairman chuck grassley. Trump fired back with tweets attacking his critics noting issues where he thinks russia can help. Mr. Trumps friendly posture with putin comes as the Senate Intel Committee held a hearing today about the vulnerabilities of our election systems in the face of threats from russia. Here is one member of the committee speaking about some of the classified material he j n this issue. What i learned yesterday was horrifying. What we saw wasnt messing around or penetrating, it was a sophisticated, thorough comprehensive maligned and malicious attack on our electoral system. We saw the advent of a serious offensive weapon in 2016 being used against us. All of the patches arent going to work if we dont have a strategy of deterrence. This problem is not being treated with the urgency that it deserves. Joining me now is that senator you just heard from, from the intel committee, it is maines independent senator angus king who caucuses with the democrats. Welcome back to the show. Chuck, always a pleasure. Well, you are trying to create urgency and when you use words like terrifying, this is one way to create urgency. Squl jane what explain what the intel report was and why are we only seeing it yesterday. This is the first of the of a series of reports our committee will issue over the next several months based upon the work for past year. This is focused on strictly the russians attempts to penetrate state election systems. This isnt about mails or the Democratic National committee or facebook, this is the states and i sat down and read the classified version, and hopefully we can get it declassified so you could look at it in the future. What came through to me, chuck, because weve always been talking about this and we knew that it happened as i said in my remarks, using words like theyve been messing around with state election systems and attacking, but what came through to me was how sophisticated and systematic this attack was and when you add it to the other things that they were doing, this was a comprehensive wellestablished, well thought out strategy to undermine our democracy and were still not really adequately acknowledging it and we dont have any doctrine or response where people are worried about what will happen to them if they attack us in this way. You seem to be indicating and i think you did so during the committee hearing, that you thought what the russians did in 2016 with the election rolls, the different states with what they did, you seemed to indicate it was almost like they were just testing to see what they could do, that they didnt actually activate what they could do and your concern is about what they are planning Going Forward . Well if you know that they were going after 21 different states, and by the way that is the minimum number. There may some that the Intelligence Committee didnt pick up, but if they did that, they werent doing it for fun or exercise. They were doing it to practice or learn about vulnerabilities and we already know that their back involved in our election season this year. So that was the thing that brothered bothered me. And yes, they didnt change any votes but they were they were doing it for a reason. And theyre going to get into Voter Registration lists and were we have got to shore up our defenses, but we also have to tell them if you keep doing this, youre going to pay a serious price. Right now were a cheap date. There is no consequences for doing Something Like this to us. And we had an admiral or Senior Intelligence officials the other day, he said that were not doing anything that would make them change their calculus. That is his term. And that to me is pretty alarming, he want alarming. Well talk about surk and then offensive measures. One of the features of our decentralized system is that it is decentralized. Its not like there is one hacking point, there is 50 hacking points if you will. Perhaps even more in some states they are so decentralized. But it is that same decentral e decentralization that makes it harder to secure. Do you have an idea of how to secure this if time. We issued a bunch of recommendations yesterday and some are so simple, you think that is obvious. And one is never have a Voting System that doesnt have a paper backup that you cant audit or check the machine numbers against the paper numbers. That is probably the most basic and important recommendation. The other is never have a Voting System connected to the internet. Isolating your voting roll and reblg administrati and the Registration System from the internet. So there are basic rules we have to do. But the problem i have, as ive said, im not sure we can a smart hacker can get into just about anything. And the other thing chuck, everybody talks about it being decentralized. There are less thap a dozen vendors of Voting Machines in the country and i asked how many are there, and they didnt know. I think it is less than a dozen. An which of those are and which ones are foreign and i would like to know that because making ourselves feel comfortable because it is decentralized doesnt do much good if all of the machines are coming from the same place. I want to ask you about the president and his inability to criticize vladimir putin. We have a former cia director, and a retired fourstar general, a former head of the dni jim clapper and a former acting cia director who all believe this president is somehow compromised or that putin has something it is their only explanation for the behavior. This is in the words of brennan, mccaffrey, clapper, moral. Have you seen anything that makes you think that the president is somehow compromised and that is the explanation for his lack of critique of putin . Well im not going to talk about what ive seen or not seen. Because a great deal of what were doing in the committee is classified. Im not going to talk about it. Well just as we did this week, well do a report. Well get to that question. But my concern is not so much that he doesnt confront putin on the phone, i wish he could talk to the American People and tell them what happened an just tell them what the russians did in the Voting Machines and the dnc and the the misinformation in facebook. If he would acknowledge that, we would it could go a long way toward having the centralized leadership that we need to confront this issue. There are still people out there, chuck, youre in wisconsin, if you talk to people on the street, that will tell you the whole thing is i witch hunt and it doesnt amount to anything and it is a hoax because the president of the United States is telling them that. And i understand he doesnt want to deal with this collusion thing and he said that didnt happen, that is fine. But what the russians did, there is no doubt about it. And if he keeps for him to keep undermining that, just makes it harder for us to confront it. Do you have trust facebook with your private data right now . I have to think long and hard about that. I would i think well my philosophy is anything that you put on line is going to go anywhere to anybody. So i i follow the precautionary principle that anything i put online will my grandmother will see on the front page of the newspaper. That is the politician in you thinking that way. I have a bit of a satellite delay so we may be pinging back and forth in california but the president today said what is wrong, obama called to congratulate and you were there for that and you he just wants to and he thinks everybody is making too much of this. What say you . Well, at 30,000 feet i agree with President Trump that president s democrats and republicans over the decades have had to deal with people that we wouldnt call our friends. Ho v to deal with enemies and you have to make the calls an engage. The problem that the president has is i think hes just got a flawed theory about diplomacy. If he is nice to putin and said appeasing things about him that he will do right by us. That he will stop doing all of these things that you were just describing discussing with senator king. And im willing to test that proposition. But so far it is not working, mr. President. And often times in history withawit withato crates you had to be tough and push back and contain them and show that you were willing to push back and not just try to seek agreement on and that i think is where trump fundamentally doesnt understand the nature of putin and his regime. I want to ask you on this idea, youve got brennan and youve heard it from the brennan and you have moral and clapper, general mccaffrey, and i want to throw in one more set of facts here. President has had tough words for the london mayor, called him a pathetic excuse and hit the Prime Minister of u. K. Theresa may for not focusing on radical terror and appeared to refuse to shake Angela Merkels hand, hes not shy about criticizing other World Leaders except for one. Do you think hes been compromised . Chuck, i dont know. You and i have been talking about this for a long time. I think there is circumstantial evidence to suggest that there might be one of the hypothesis for explaining this truly extraordinary set of fakes that you facts that you just describe and if you go back democrats an republicans for decades President Trump also uniquely the only one that has never criticized the kremlin leader. So there is something really, really extraordinary going on here. But im not prepared to say that i know yet that there is compromising material that is causing him to behave in this way. What do our allies here especially in western europe, were trying to keep them together, when it comes to when it comes to the well actually no, maybe not. They are trying to keep us in the iran deal. Yes. Our western alliances what are they hearing in western europe when Angela Merkel has deal with putin and may who is getting pressure on trying to get tougher with russia, not just the poisoning but concern about Election Hacking by them as far as the brexit vote is concerned. What do they hear when the president doesnt con front putin publicly . They hear weakness. Lets just call it for what it is. They like what they hear from the Trump Administration. With regard to russia. And that disconnect is also truly extraordinary and unique. That the Trump Administrations policy toward russia is not so bad in my view. But trump himself doesnt endorse it. Im a bigger fan of the Trump Administration policy toward russia than the President Trump is. And when you have that mike, didnt we have that have that in the reverse with russia when you and the president would talk about the great relationship with medvedev. Dont worry about Prime Minister putin but look at the stuff were getting done with president medvedev. We did get stuff done. Lets talk about. That so we engaged the president he was the president and we signed a start treaty and new sanctions on iran and new supply routes to afghanistan to go into pakistan and kill osama bin laden. These are very concrete things that advanced Americas National interest. What is striking is i cant think of a single thing that hes gotten out of the relationship that advanced americas interest. B. Pritzker. And it will likely be one of the most expensive races in the history of this country. Given how ultra wealthy both nominees are. Rauner wasnt the only incumbent. Last night a centralist democrat dan lepinski attacked his opposition to abortion and among the main reasons to oust him but he is virtually a lock to win an eighth term this november. Clarence, im going to dpgive y the first shot at this. Are we at a breaking point here . It does seem as if when it comes to putin and mueller, that is when republicans on capitol hill say were not comfortable where the president is going. Everywhere else they let it slide but is this a rhetorical disapproval or will they do more. I believe it is more tan rhetorical when i see some actual action when i see some actual pressure coming from the trump base. So far that is that has his biggest protection under our constitutional system that his base is still quite solid and republicans who may not agree with him on other matters find solidarity is more important because the cost of turning against trump on any matter, big or small, is bigger than the cost of just sticking with him, at least for the time being regardless of what happens in the midterm elections. Carol, the leak out of the white house, that has to rattle this president , especially when he is in the midst and perhaps the leak was inevitable because he is in the midst of a reorganization and nobody knows where they will stand and if they think they will be fired they have nothing to lose. It suggests we dont know why whoever leaked this chose to leak it. Could you speculate and there are clearly people in the white house and in the administration who are uncomfortable with some of the policy decisions that the president has chose tone make and specifically when it comes to his posture toward russia and that is reflected in this leak. The thing that it is going to do is what you said, it reminds me of the early days in the Trump Administration when we were getting leaks that were unheard of, of transcripts of phone calls with foreign leaders for instance. And so you can see this sort of in stig ating the president to further lash out when hes already as we know, inclined to sort of clean out and feeling emboldened by that. Reid, is this a different moment here or just washington noise . Is the weight of all of this, the president s impatience, the staff shakeup coming or the Mueller Probe that seems to be closing in, are we getting at a breaking point or is this just washing at a breaking point add the rest of us arent. The people paying attention to politics are reaching a point where they dont recognize what is happening as normal at the moment. And i think that is reflected in the sort of anxiety among democrats and you just showed the turnout numbers in illinois and weve seen in Political Races across the country democratic voters in particular being hyper engaged. So it is clear that at least half of the country is outraged and motivated to do Something Like show up to vote in illinois primary or a special election in some state legislative seat. But at the end of the day, whether or not this is some breaking point on capitol hill is less certain as clarence brought up, look, there is a lot of talk by republicans but we havent seen any action, particularly on measures that would protect Robert Mueller the special counsel from being fired. And the other big headline is from angus king when he is trying to sound at alarm about our election systems. And clarence, you are familiar wi with them maybe being tingered with. I had an investigation in that back in the 70s. Yes. I have experience with it. So i guess the question is where is that urgency. Angus king is ear us to get it and we dont have a country that concerned about it yet. We dont. And the state department was allocated 120 million to go and bolster our Voting System. And how much has been spent so far according to the New York Times . Zero. That is not urgency when we are already into the beginning of the year and the beginning of the primaries. There is a sense that out there and you talked earlier about how a lot of americans feel like this is just propaganda. This is all just politics and the president President Trump is being falsely accused. I often wonder what would have happened with president nixon if he had the passive Public Relations that President Trump does on his side. I dont see that urgency coming right now and maybe as we get closer to the election people will Start Talking about paper ballots, et cetera. Carol, angus king brought up something and said without the president sort of informing the country of this threat, you are not going to have urgency to it. And at the end of the day, this president is afraid of talking about the threat because he thinks it is would somehow make him look guilty for some reason. Yeah. He cant separate theoidaf possible collusion with the meddling in the election. But think angus king makes an important point which is that when you want the country to focus on something, it requires leadership from the white house. And it is not going to come from lawmakers on capitol hill. They just dont have the sort of platform and the bully pulpit and people look to the president to tell them what to do and with this president he is not only not talking about it but undermining it and telling people essentially that it is it is not that important or theyre making more of this than is actually there. And the thing that i thought was important in the hearings today was that they make the point that russia attempted to to mess with the Voting Systems and that that is they didnt but they are only going to get more sophisticated at that. And so what happens when that is the crisis. Because we havent dealt with the ways in which they did meddle in the election and when you get into infiltrating Voting Systems it is a whole separate ball game. Reid, very quickly, you do reporting from State Capitol and governments and are you convinced our state election systems are secure. No. They are not secure at all. And local Election Officials have been sounding the alarm for year. Clarence or senator king brought up the point that Voting Machines come from the same small number of companies. You brought up the point today that we have this sort of diffuse election system. Consider the state that you are in in wisconsin and it is not the state that oversees elections, it is the town and county board so we are not talking about a federal government coming in and operating these grand new security plans. Were talking about a county election administrator who has to spend a crazy amount of money to secure the election money and they just dont have that money. It is not being allocated by the state or by the federal government. And it is really easy for for a hack tore hack into a system where there is not that security. There it is. Well be right back. Welcome back. America is divided all over the place across so many different lines and one is in full view as city and states debate whether to keep or remove confederate statues. In new orleans, the mayor Mitch Landrieu was praised on the National Level when the city removed a number of monuments from public spaces last year but locally he faced protest and deep opposition. He pointed out the monuments were a civil of the racial strife that plague his home and in his new book. So joining me is the mayor of normal, maryland ryor landrieu who is the president of the conference of mayors. Thanks for having me. What did you learn about your city and the city that your dad was mayor of when people you thought would be allies in this werent so vocal and people would get Death Threats and have to wear bulletproof vests in order to do this job. What did that tell you about your city. I was proud of my city. Most of the people in the city of new orleans wanted the monuments to come down and the people of new orleans after suffering from katrina were resilient and strong and clear about what we wanted to do. And the overwhelming majority. People in new orleans wanted to do that. We did have people from outside of the city, some within and most from outside of the state that really thought that for some reason they still controlled the property in and around new orleans. What it told me about the country and what it told me about the south is that we still have not reconciled the reason why the civil war was fought. I thought it was really important in the environment that we were in as mayor of the city of new orleans, the mayor of a continuous government that began in 1718 and were about to celebrate the 300th anniversary, the state clearly and unequivocally that history has rendered jum and the civil war was against humanity, and they fought and destroyed the country over the cause of slavey. That doesnt seem to be a hard thing to be able to say today. But unfortunately, for a lot of people, it is. And i just thought it was important as we prepared our city for the 300th anniversary and the future that we begin to reconcile those issues as especially along racial lines. Here we are more than 150 years removed from the end of the civil war and there is still this clout over the south. This sense that the south is divided an the south and the folks in the south will say, hey, at least our racial strife is out in the open, you folks in the north you sweep it under a rug. Well that is true. But racial strife is still there. That is true. But the racial strife is still there. Do we need the generation of the 60 toss be in t to take take the next step. Let me address both of the things you said. First of all, im a proud southerner. I love the south and we are a place of faith, family and country and great diversity and we dont like the north telling us we are the only ones and clearly this nation suffers across from east to west and from north to south. In the south, i believe that we have a special responsibility to speak forcefully to this issue. You had the great john lewis on a couple of minutes ago who in my mind is a saint and a great leader giving us the courage to continue to march toward this aspiration that we call a more Perfect Union and what it will take is us continuing to Work Together and speak clearly that diversity is a strength and not a weakness and judge people in the United States based on behavior and not our lineage or creed or color and this battle has been going on and will continue. Weve made great progress and we clearly have a long way to go and the country is stepping back from this very important notion. This issue, you always hear the word culture as the catchall term and sometimes in that culture is the gun issue. Were about to have these protests that are going to a big march in washington, d. C. And around the country on the gun issue. This is something that divides democrat and southern democrats from the rest of the party. What would you tell the National Party on how to handle the gun issue. I make a couple of comments. The Second Amendment is important and i recognize an individuals right to own guns and im from the south and hunting is a part of our life. We want to protect our homes. But it is clearly true that every constitutional right is available for limited and responsible restrictions. It is clearly true and i think most americans agree that not every american needs every kind of gun all of the time to do anything they want. And i think that one of the things we have to do is not disrespect individuals who want to own guns, but really appeal to them to make sure and they get this already that you have to handle a gun responsibly. And so back ground checks, outlawing bump stocks, limiting who get as salt weapons or weapons of war are things that most americans seem to agree with. And i think that we can come to some agreement on that. I am really proud of the young men and women the level of violence on the streets of america relating to guns is just incredible. And it is something we have to deal with. And im going to bring something up with you. That is something that mayors have to deal with every day. We bring a lot of attention to Mass Shootings. Sure. We dont talk about the every day violence well i dont know why you dont talk about it. But in washington, d. C. And i dont know why you dont talk about it but mayors talk about every day. There have been 600 let me finish. There are been 60,000 american citizens killed on the streets of america since 1980. That is a catastrophic number and every day 40 americans lives are taken. So the Mass Shootings are painful and critically important. But so is the daytoday gun violence in america. And we have to address all of it. And that is what i want to ask you. What is a policy prescription that you think could help start to curtail gun violence death and in just the city of new orleans. Weve been working on this for eight years. It is painfully hard. One of the things we dont do in this country which is nonsense because we dont do research on gun violence so we dont know as much as we should. So the first thing we should start doing is Research Like we research a virus like ebola. We have to treat it like a Public Health and safety threat so the mayors of america have laid out a tenpoint plan for dealing with public with violence in america that goes from soup to nuts. It deals with the economy, it deals with the criminal Justice System and it deals with limitation on who gets guns and investment in Mental Health and substance abuse. You have to put your money where your mouth is. You cant say you are dealing with Mental Health and then cut the Mental Health institutions or treatment. That doesnt make any sense and the mayors of america have been speaking forcefully and the federal government cannot cut funds for first responds which is what theyve done by 88 since 1996 so we have to put our money and purpose and our ideas where our mouth is.
