Disturbing. A Police Car Driving through a crowd gathered for illegal street races. We will have more on this story ahead. Lets begin with the new twist we are now learning about. Forearm President Trumps desperate attempts to stay in power during his last days in office. The wall street journal is reporting that trump pushed the Justice Department to ask the Supreme Court to invalidate joe bidens victory. This comes a day after the president considered replacing the acting attorney general who wouldnt support his efforts to overturn the election. We are now joined by one of the koeshd entz who broke this story. Jess brachb covers the Supreme Court for the wall street journal. Thank you for joining us. You write that the president wanted this intervention with the Supreme Court right after the Court Dismissed a lawsuit tiled by texas the state which was seen by many as his last legal hope. Your article states he wanted us, the United States, to sue one or more of the states directly in the Supreme Court. The former Administration Official said. The pressure got really intense. An outside lawyer working for mr. Trump drafted a brief the then justicent department wanted to file, but officials refused. It sounds like trumps own circle stopped this from happen sfg even they are conservatives, republicans, they are also good lawyers and know when the case has legs and when it does not. The president was obviously unhappy when the texas case was dismissed by the Supreme Court. The Supreme Court said texas had no legal interests in ow other states administer their election laws. Apparently, mr. Trump was told by some of the people around him that he might have or the United States, the federal government, might have standing where texas didnt, to bring such a claim. Justice Department Lawyers thought it was nonsense that the United States does not have a legal claim against states enforcing their own laws. So that is why there was pushback. But the president and his outside lawyers were eager to try anything they could think of to overturn the election results. Trump made it clear he was depending on the Supreme Court to turn over the election. His tweets which were stopped. He hyped some of the lawsuits the were filed and of course he encouraged his own lawyers, rudy giuliani, lawyers who are allied with him, such as sidney powell, to pursue a lot of cases in the various courts. The Supreme Court, eve though President Trump expressed an expectation, they would ultimate low decide the november election turned away all the lawsuits that intended or that were aimed to do that. So his expectation that this election, much like the one in 2000, would be decided by the Supreme Court, didnt come to fruition and he found his own lawyers in the department of justice aapart to his private lawyers really thought there was no base toys do so. I dont know that this was all in sequence, but the effort with mr. Clark, Jeffrey Clark that was reported first by the New York Times and confirmed by us came immediately after the strong pushback on having the federal government file a days in the Supreme Court against pennsylvania and the other states. All of these cases have been dismissed and some of trumps al ayes are still on the sunday talk shows today again talking about the baseless claims of Election Fraud. Before we let you go. Dick durbin calls it deeply troubling. He is asking the Justice Department to preserve and produce all relevant materials in the d. O. J. s possession, custody, or control related to this plot. What happens next . You know, the Trump Administration is out. There is new administration there. So the Trump Administration does not have control of those documents. We werent able to obtain them yet. Presumably, this is i mean, we dont know what the house managers are going to at the impeachment trial what her going to say. Presumably it would be about the background they want to give for mr. Trumps motive or state of mind on march 6th when he encouraged supporters to march on the state capitol. How it turns out in the context of all the other thing we are hearing, as experts say, time will tell. Wiehl we have one of the impeachment managers joining me next. I will ask her on your behalf. Lets bring in Stacey Plaskett of the u. S. Virgin island. Lets talk about the wall street journal reporting from jess bracen also building on the New York Times article confirming that trump plotted outing rosen after he wouldnt press gentleman to overturn the election results. Has this revelation changed your approach to the trial . Thank you for having me. I am not going to go into the strategy that we have with the trial. But i think you can see from the evidence that this just builds on the fact that we have a president who, for quite a long period of time, was desperate to retain power. And retain his grip on power and the presidency. And went to extreme measures to maintain that power. First, through the rhetoric that you are hearing, attempting to use frivolous lawsuits to keep him in four, incendiary language, and actual violence. This was all part of her plan to try and overturn our the election, and to upend our democracy into thats the best kept secret. I couldnt get your colleague represent cecily to give us the tails either yesterday. With trump officially out of the white house, do you agree with delaying the proceedings until february 9th . Well, listen, the house managers have been working really hard. We have tremendous attorneys and staff who are working with us. And we have been ready for the same period of time that trump knew that he was being impeached. And we leave it to the leadership as well as the senate to determine the timing of the impeachment. But we are ready. A lot of the rioters at the time expressing now that they were encouraged by trumps rhetoric. They say they believe he wanted them there. Does that not only implicate trump, but also republicans ted cruz and josh hawley . Well, we are trying the president of the United States. The president has extraordinary powers. And indeed, has an kpr ordinary responsibility to preserve and protect the constitution and to protect the american people. He is the individual that is on trial in this impeachment, and for whom we believe has had a conspiracy to create this insurrection. He invited these individuals on not just any date in time, but on january 6th, when the full body of congress both in the house and in the senate would in fact be in one location carrying on one of their most sacred oaths, that being to follow the constitution, and to certify the electorates. He was the person who brought them there, who encurrented them to come, few that there were violent groups within there, and lit the match and sent them on their way, down the pennsylvania avenue, and to the capitol, to do violence. We see there were attempted assassinations, and we should call it that, against our Vice President at the time and the speaker of the house as well as additional harm that could have been done to members of congress but for the bravery and the great work of the Capitol Police and the others to ensure that, in fact, you know, individuals were kept safe. Although, we must remember that there was tremendous injuries that were done and loss of life. Loss of life to a Capitol Police officer who was there doing his duty. And the violence that was enacted an those Capitol Police officers should not be forgotten. All right. Impeachment manager and congresswoman Stacey Plaskett very busy being her case. Thank you for joining us today. The white house has been working on covid relief today in a call with senators. It comes as the u. S. Passes a sobering number of cases. More than 25 million now. A new abcim up success poll shows 60 of americans approve so far of how biden is handling the pandemic. And 81 approve of his federal mask requirements. What did we know about the diplomat Conference Call today on covid relief . It is going to be taking place with a Bipartisan Group of lawmakers, as you point out, eight from each party, some people who President Biden has experience working with from years back and in his role of course as a former Vice President and a person who is very knowledgeable on capitol hill. But he is not necessarily expected to be on this call. This will be led by other Top White House officials including brian deese who is of course a top economic adviser to the president ask. They are going to be going through, generally, this 1. 9 trillion coronavirus rely package that some elements have broad support for. But other pieces of it, republicans especially have expressed that they are wary and had he dont believe this is something that can get done as is. This is sort of where negotiations jump off from. But the fact this is taking place on a sunday afternoon i think is indicative in that they want, the biden white house, they have argued to get this as the most major priority out of the gate. And knowing all the things they have to jugnell a couple of weeks from now with the Senate Impeachment trial starting, this is in hopes of getting the ball rolling. Thats where you had the chief of staff ron complain speaking to the urgency of this issue and their planning and thinking going into it. He was on meet the press this morning. Listen. We were going to move fast and move bipartisan. I dont think bipartisan and speed are enemies of one another. The need is urgent. Americans, both democrats and republicans, are dying. Kids schools that take care of both democrats and republican kids are closed. People are in unemployment. People are in food lines. Thats not party issue. Typically with these kinds of Virtual Meetings and calls, lindsay, as you know, our first readouts will probably come from the lawmakers themselves. They will probably try to share their opinions and positions and what was debated. Then we may get a readout from the white house as well. But they have already called a lid for this sunday. We saw President Biden earlier today with some members of his family go to church in georgetown and stop for bagels at call your mother, a jewish deli there. Apart from that we dont expect to see anything else from the president on camera. Today, this week, we expect more executive orders on a range of issues and more details and information on their National Covid strategy and of course the Vaccine Distribution problem which continues to be sluggish. Lindsay. Everything you said was important. What a name for a bagel shop. Monica alba, thank you. More covidfallout from the capitol insurrection. The head of the Capitol Hill Police union tells the Washington Post that 38 of their employees have tested positive for covid19 since january 6th. This comes after reports that hundreds of National Guard members sent to washington tested positive. Shocking video out of tacoma, washington, where an investigation is under way after a Police Cruiser is seen hitting a crowd of people. The officer responded to an apparent street race. You see it right there. Multiple cars. About 100 people blocking an intersection last night. Police say the crowd surrounded the cruiser and pounded on the vehicle and the officer feared for his safety and did what you are about to see. I warn you, this video is disturbing. Oh. Oh, my god [ bleep ]. Hole [ bleep ]. Oh, my god. All right. So you saw there multiple people fell on the ground there. We blurred part of it. But the officer ran over one person. Two people were taken to the hospital. And local media reports one was released. The county is conducting an investigation now. Hamlet doesnt always have the answers for us. In this situation i am not sure there is a general answer what to do. It has lot to do with what the officer is feeling at the time and the fear they are in. This is difficult for everybody involved. The officers, the people that are involved, the people that are injured. Now the officers name and the victims condition have not yet been released. Tiktoks interim police chief said he was concerned the department is experiencing another use of deadly force incident. Lionel donovan from our nbc station there has more from the scene. The tacoma Intern Police chief says his heart goes out to those people injured in last nights incident and that his office will be cooperating fully with an independent investigation. Investigators released a statement earlier today saying two people were take tony local hospitals to be treated for what they are calling nonlife threatening injuries. In fact one of those people has about been discharged. Investigators are also calling on nguyen who witness the incident or has video of the incident to get in touch with them as soon as possible. Community activists are already calling for protests over last nights event. Thanks to Lionel Donovan for that report. Still ahead, the recruit men of qanon. This could be a turning point giving virginias long history with capital punish men. Since the Supreme Court reinstated the death people at in 197. Virginia has executed 113 people, more than any other state except texas. The arrests continue in the aftermath of the capitol attack. 119 people are now facing federal charges. Court documents the arrests include a texas man who threatened to assassinate Congress Woman ocasiocortez a woman who climbed through a broken window. A florida man who wasnt arrested until police found him at bidens inauguration. A man from new jersey whose brother is a secret service agent. And a man who was caught on a viral video chasing the Police Officer who led reuters away from the senate chamber. Lets go to paul butler and kevin collins. Paul, well start with you. The cap toil insurrection really echos the warnings that fbi director Chris Stover Wray told congressmembers in october the greatest threat to our homelandland is lone actors radicalized on line. How can a new Biden Administration crack down on domestic extremism . Lindsay, in a democracy, you are allowed to be a white supremacist or have other stupid orrish rational views. You are even allowed to oppose the legitimate results of a free and fair election. Its a crime, though, to take over the capitol or kill Police Officers in support of your sick ideology. So the threat of domestic terrorism is not a new problem. But its one that the Trump Administration failed to takers isly, hence the insurrection on january 6th. So now it is incumbent on the Biden Administration to compile a threat assessment. The Biden Administration is already more focused on domestic terrorism than the Trump Administration ever was even though long ago the fbi warned us that homegrown white nationalists holds National Security concerns on par with any foreign threat. Ben, we know a lot of people discussed storming the capitol on line before it happened. I am afraid to ask this, but whats the conversation like right now in those chat rooms . So, its gone in a few different directions. Qanon supporters are really if they are still sticking with it it is taking a lot of work. They are trying to find a narrative that makes sense of all of this and they are having a hard time. You say now they are having a hard time with their narrative . I know. The philosophy is based on the fact that there is a pedophile ring of democrats in office. I know, it never made sense. But thats the thing with this stuff. It is not supposed to make sense. Like this stuff it doesnt thrive on logical consistency, it thrives on feelings and grievances and anger. So they have to find a new vector for that grievance and anger. Thats the thing is like for example, the hawaii gop tweeted last unite that qanon people are not necessarily bad people, that they are patriots who love their country. That is not true, obviously. This is if you believe in qanon you believe every exliving president eats children. You dont love this country. You have a deep seeded anger with it. But they are trying to there are groups that are trying to take that anger and formalize it basically into more standard extremism. So white supremacist groups are recruiting and raiding qanon forums all week. There are scripts they are handing out to those people to isolate those people and get those people into that movement. It is going in two different directions. If people are sticking with qanon they are having a hard time but if they are offboarding to extremist groups they are having a easier time. Many booted off of twitter going to the pring all the right sites. What does it look like from the point of policing. It tasked the Justice Department, fbi, Homeland Security and the director of National Intelligence to treat White Nationalism like the grave issue it is. Social media certainly is one way that they organize and foe men their violence. Consistent with Civil Liberties and First Amendment rights, the Biden Administration must, again, treat this threat as seriously as it would from any foreign nation or group. Sweeping air travel mandates go into effect tuesday to curb growing coronavirus case. Problems list of executive orders aimed at all air travelers entering the u. S. Will be the toughest travel regulations put in place since the pandemic began. Nbcs Corey Coughlin is at jfk in new york. What should travelers expect this week . Certainly toughest and most comprehensive. Starting tuesday, International Travelers coming in should expect to have to provide proof of a negative covid test within the three days before their travel. Those who have had the vaccine are not exempt. They still have to provide that, or if you have had covid or recovered you have to have document to proven that. S that for travelers ages 2 and up. This comes as more variants are found not only out of the uk but out of other countries. These variants appear to be faster moving. We also know that International Travel is up into the United States from june through november sixfold. We spoke with some travelers out here today about what their thoughts are moving forward with this. Listen in. I have a friend who wants to come from brazil to have a trip and all this is crazy, this new normal. I think it is really necessary because the spread of covid is really get out a ways. It would have been better if i had had been done sooner, i think. But at least better to start now than never. Been a lot of asymptomatic people, too, even with the covid19. If you have at least a covid test beforehand, you know, on top of the temperature check, i think it would definitely add on to the safety of the travelers. Reporter lipsy, even though there will be a lot of changes when it comes to International Plans made, people moving up their flights and trying to get tests scheduled, overwhelmingly the response at least from travelers here is that this is a positive thing and they wanted to see this even sooner. Included in bidens executive orders as well, of course the mask mandates in all public travel space not just for airplanes in air flight but also on buses and trarngs as well as getting conversations opened between canada and mexico, talking to them about Public Safety guidelines pour sports of entry. Not only is this sweeping changes for air travel, but it includes travel domestically throughout the country. Corey coffin. Since the beginning of this pandemic covid infect asked killed people of color at alarming rates. While black people are disproarguesately affected by covid, the vaccination in states are two to three times lower than white respects. The gap is down to two key issues that dr. Fauci says the Biden Administration aims to focus on as the rollout continues. We have got to reach out to them and convince them why its important to get vaccinated. But we also must realize that the accessibility to vaccinations may not be as easy for brown and black people as it is for the majority of white individuals. So we have got to go into the community with the accessibility of the vaccines to make sure that those numbers become equitable. Joining me now is columbus, ohio Health Commissioner dr. Roberts. Doctor, thank you for being with us on this today. Is this despairity more of an accessibility issue for people of color . Or is Vaccine Hesitancy the biggest obstacle here . I think it is a level both. Africanamericans and black and brown individuals in general do have a mistrust for the Health Care Field for a variety of reasons and we cant ignore who has happened in the past, whether we look at the Tuskegee Syphilis experiment or we look at Henrietta Lacks or black and brown individualss regular interactions with the Health Care Field. They have a mistrust for the Health Care Field. Then when you have a vaccine that was produced so quickly in such a short period of time by the federal government, at least thats the view of many people in america, there is a question about the safety and efficacy this vaccine. So, et cetera both a distribution issue and hesitantsy. . You said as a Health Commissioner of columbus you sort of test new doctors you go to by not telling them you are a physician to see how you are treated. What has your experience been like . It has varied. I have had physicians tell me you tell me what you want to do. I say, no, you are the physician, you the me what you think is best. Treat me like you would freetd your mother. No matter what the color of this kin is, i should be treated the same. It is something we as black and brown individuals should seek every day, always ensure we are getting the best care for us. Wednesday state officials threatened to cut county a texass vaccine sly because they promised to prioritize neighborhoods of color. Why are efforts to help the situation being shut down. I think thats really unfortunate. And i am blessed to live in a community where my elected officials get it. My mayor has an equity agenda, and i am doing my best with my team to make sure these vaccines that we have now get into as many arms as possible and get into a Diverse Group of individuals. And that takes a little extra work. But it is worth it because this our community, black and brown individuals have been disproportionately impacted by the covid19 virus. So it is very important that those same individuals have the opportunity to get protected with this very safe and effective vaccine. Columbus entered phase 1b of its Vaccine Distribution, anyone 75 years of age and older are eligible to get the shot. How is that going in your area compared to what we are seeing nationwide . We definitely wish we had more vaccine. But it is going well. Columbus Family Health offers the vaccine at the fair grounds. It is drivethrough. We can get more than 1,000 individuals in that clinic in any single day. But we struggle to get black and brown individuals there to get their vaccines. So starting this week we are working really diligently to try to bring that vaccine to some of our harder hit communities. We are using the cdcs social Vulnerability Index to determine what neighborhoods, what areas of town we need to go to so we can provide this vaccine to a diverse community. Dr. Roberts, thank you for your time today. Good to talk to you on this. Thanks for having me. Covid19 is also fanning the flames of gender inequality. Of all businesses forced to close from covid 34 were solely owned by women. 30. 9 of women are unemployed. Add to that, the burden of child and elder care is fall on women. The picture is bleak. There has been an initiative launched to fill in the gaps of the pandemic effects. We have the director of that program with us. Thank you for being with us. Is covid harder on women because the economy was harder on women . I think thats fair, lindsay. I mean, obviously we have seen that in terms the direct effects of the disease, men are more likely to be contracting and dying of covid. But covid has really magnified or exacerbated preexisting gender inequality, whether we look at genderbased filings, which the u. N. Secretary general back in july acknowledged as a shadow pandemic, or whether we lock at womens businesses as you mentioned, being more likely to close, or women losing jobs. We see this has truly been a gendered crisis. In terms of social and economic impacts, women are being hit harder. Why are women losing their jobs more often than men. It is two reasons. First, we have to think about where women are located within the economy. Women are more likely to be in retail, tourism, other services where containment and lockdown measures have hit hardest. The second, as you mentioned, is child care, and domestic responsibilities that women disproportionately perform. So as schools remain closed. As Child Care Centers have closed down, it is women who are leaving the work force to supervise and care for children. Lets pick up on something you said as well, the shadow pandemic. Brigham and Womens Hospital in boston conducted a pretty eyeopening study on domestic violence. In that study, researchers looked at a parent and reported apparent and reported cases of abuse during the shutdown. Combined they found 55 cases of suspected abuse severe enough to seek medical treatment. To put that in perspective, the hospital treated 15 cases so 15 there versus 55, in all of 2017. These are only the cases by the way that sought medical help. It is not just here in the u. S. It is a problem all over the world. In fact heres what a spokeswoman for the uks group refuge toll us. We have seen an increase on average of 25 of calls to our Domestic Abuse hotline. Domestic abuse is the Biggest Issue effecting women and children in this country. Almost one in three women experiences Domestic Abuse in her lifetime and one or two are kill he have week. What would you like our viewers to know about this issue . I think the first thing to note is that this is not a covidspecific problem. Exactly as you just showed, one in three women precovid were likely to experience violence. But covid has magnified the risk. Under containment measures, victims have been if close quarters with person freighters of violence. They have had trouble seeking help, leaving to seek medical care or legal counselling. And its critical that policy makers like here in the u. S. But also globally acknowledge the shadow pandemic of genderbase violence if we are to truly have an inclusive recovery. Meghan odonnell thank you for joining us today. Coming up, the Biden Administration has made big promises to reunite families separated at the border. Di he was finding in a lot of cases the parent was beside themselves because they didnt know how to find their child, nor did their defense know how they would ever reunite them. This prosecutor took it upon himself to try to fine these children and his bosses become upset because he is not doing his job, not prosecuting the cases and say he is too sympathetic to the immigrant. They write the main justice, it was Monty Wilkinson who was head of the division that kroefr saw the u. S. Attorneys offices, said we want to remove him from this detail as soon as possible and included al of these details in a memo to wilkinson and wilkinson eventually signed off and reassigned this prosecutor. Now Monty Wilkinson is the acting attorney general. He is filling in until Merrick Garland can be confirm. It says a lot. Says he is someone who was aware that the separations were going on before the policy was ever put in place. And that policy did end up separating over 1,000 children. And he was in that position, wilkinson was, in the Trump Administration because he had been prfl appointed. There are no doubts that wilkinson was marginally aware of the child separation policy. In an email stern, the prosecutor, sterns then boss wrote f there is any way to end the relationship with stern early, it would probably be best for everyone involved, saying stern has sympathies that seem to lie with the aliens we are prosecuting. How significant is this, especially considering President Biden promises to reunite separated families and replace that term alien in immigration laws. They plan to replace it with noncitizen because they dont like the way it dehumanizes immigrants. This is an administration coming in talking about how they want to set up a task force to make sure 600 families who still havent been account for are found and dwich an opportunity to reunite. This is an administration who hasnt ruled out the possibility the Justice Department of going through and Holding Leaders Accountable from the former administration who were responsible for this policy. But we asked the Justice Department about this, these were spokespeople put in place by the Biden Administration who say Monty Wilkinson really had an administrative role, he was basically just signing the papers, he didnt have anything to do with this policy. But it doesnt answer did the administration know about montys role before they appointed him . If they had done research they would have found he was named in a guardian article about this very issue last fall. It raises questions about what they knew when they put him in this position. Julia ainsley, thanks for sharing your reporting with us. Coming at the top of the hour, the Foreign Policy agenda, the awork ahead of the Biden Administration as it works to repair ally relationships and deal with a dangerous world.
