Just passing 16 million total cases and nearing 300,000 fatalities, this roll out represents something this country has not had for nearly a year, hope. Theres a lot of anxiety and uncertainty. Theres also been a tremendous amount of progress. I think to answer peoples question, if we inform them about whats going on, i think it will be okay. You also understand, all of us are tired of this. I think if people sort of say, well, if my chance of going back to a reasonably normal life in six months is that much higher because i take a vaccine then it becomes worth it. Were going to be looking at when and how the vaccine could be headed to you. Ill talk to family who participated in the trial who is can tell us all we can expect. Were following what would be a moment of clarity that its time to throw in the towel but as we learn President Trump is not most people. The president not reacting well to the decision by the Supreme Court to dismiss without hearing fact free election lawsuit from texas that the president just days ago referred to as quote the big one. He is spending his day lashing out at the Court Republican governor, bill barr, democracy and anything else he can blame for his election loss. Not himself. While taking solace in a washington, d. C. Protest by supporters who are vowing the fight is not over. The legal path, you have to hope the justices of the state court are going to show more determination, some more willingness to be willing to take some degree of criticism and some more willing to have an open mind. Thats all were asking them to do. That state effort not going so well. A federal judge throwing out one trump lawsuit in wisconsin. A decision on that could come at any moment. Well have more on this just ahead. I want to start where we all need to now with the hope presented by the Covid Vaccine. Back with us, nbc scott cohen who is outside of uc San Francisco medical center. Talk to me about plans in the state of california and the roll out of this vaccine there. Reporter it may be the most complicated Vaccine Distribution plan. It starts with the western states doing their own sigh tiffic review. That starpts during the week. It will continue tomorrow with the idea it doesnt delay the Vaccine Distribution. It will get the very early doses of the vaccine and the people who will get it first, as youve been hearing. The Front Line Health Workers whether the doctors, nurses, therapist, the janitorial staff. All the people dealing with this on the front line in regular basis and then followed by residents of Long Term Care facilities, Nursing Homes and essential workers. It will be a while before the general public sees this. The initial distribution for california, 327,000 doses in the state of 40 Million People and it will be distributed by region with the majority of it or the largest portion of it, i should say, going to southern california, l. A. , san diego and santa barbara. Even here at this hospital where they probably will get fewer than 1,000 dose, the planning that has gone into this is carefully kdone. Theres probably 100 people involved in leadership roles. Whether its how were going to schedule that second vaccine, how were going to do this documentation the how were going to make sure we get messaging and communication out and properly and keep every one calm. Reporter the vaccine does have potential side effects. They dont want to vaccination everybody at once. They will space that out with the idea of getting started. The hope is on wednesday. All right. Lets talk about achieving herd immunity. The goal is to stop the virus in its tracks. We do that by getting this vaccine. If your estimation, what percentage of americans need to get this vaccine in order to achieve herd immunity . This is the key question here because we have so much vaccine resistance. Antivaxers. Its almost as hard as getting it out in first place. Somewhere in the vicinity of 50 or 60 of the population would be willing to get the vaccine. Theres nowhere near enough to get the herd immunitimmunity. I appreciate in california the bigger cities and you are began and suburban areas will get it but what about Central California and the Community Health centers serving farm workers and other low income vinls. That will be tricky and difficult. Its important we have equitiable distribution of the vaccine. We already had many pieces of information showing that people in brown and black communities are not getting the attention that they need already and suffering much more from cov covid covid19. A lot remains in the logistics of fair distribution. You wonder if folks will begin to change their mind especially folks resisting to taking vaccine at this point when they see people around them, friends and neighbors getting this vaccine and being okay over next couple of months. I wonder if that number at 60 plus or so percent will change. If its going to go up. More folks will be confident in getting this vaccine but there was this New York Times story talk about this cliff that we could be approaching because the United States didnt commit to enough Pfizer Vaccines. We committed to 100 million vaccines and 100 million moderna vaccin vaccines. Hopefully that be pass mustard next week. That tois a total of 100 millio people. Woe could hit a cliff come march where we dont have enough vaccines to dole out for that phase two. Then we have to wait until maybe june or july for these pharmaceutical companies to reproduce these vaccines. What happens during that period . Are you worried about this cliff . Of course im worried about. Even if we had everybody vaccinated, we still have to mick su make sure that everybody following the rules about wearing mask and keeping distance. Convincing people its okay, youll be safe is a huge messaging job. I think the point youre making is that when people see people from their own community, people in their own families getting the vaccine b, that will go a long way. If we get any kind of complication, including these allergic reactions that are not a problem but that will mag ani a problem but that will mag anf itself on the internet and well be fighting this resistance. I hope and i i think well get this done which is to reach that herd immunity level which is about three quarters of the pop youlation. Getting the two doses. The latest Supreme Court decision out of texas telling you . Its over. This sana emotionally unstable leader. One of the lower courts said cases like frank stien monster. Its a patch work of irrelevant information put together in one legal argument. The Supreme Court, said we would have taken the case says we would have taken it op jurisdiction and shown you the door and thrown the case out. This thing is over. The question is the leadership responsibility of not just republicans but all voices. Were clearly not getting that from the president. Were not getting it from the hill. The instituticonstitution has d part. We now need our leaders in washington to do their part. A good point. We need our leaders in wa w to do that. You have to question whether or not they are leaders that they are following the president. Following these base less claims. I want to read a quote from this texas decision because i think its important. The state of texas motion for leave to file a bill of complaint is denied for lack of standing under article 3 of the constitution. Texas has not demonstrated a cognizable interest in the manner in which other states hap handle their elections. They need to recognize the truth of whats happening here. Ruth marcus wrote a brilliant oped. She said you have to recognize each and over one of these names. She went through every name of every person that has recognized this texas suit and because of these folks have not stepped up and recognized the preside ed j president elect. They know theres no merit to any of the accusations being made by the president and their team. Thats right to your point an davids point. Its not just folks in washington. There are 18 states attorney general that signed onto this. Even if states across the country, there is an unwillingness to acknowledge joe biden as the president elect of the United States. Its also interesting, you have one state challenging the Election Results of other states. What happened to states rights. I guess everything is different in trump era. Yes, he is run out of options. The state certified december 8th. The members of the Electoral College go to vote on monday. You may have a base less elector here and there but the president and his allies have run out of room here. All of the work and the activity and ive been saying this for a while, stay tuned. Two years from now, four years from now, they could be practicing for how they challenge Election Results state to state in the midterms and in four years from now. We should stay vigilant with that. As david said, this is bad lawyering on behalf of a frantic president who has nowhere else to go. I got four minutes left. I want to talk about the future of the democracy. You could have a republican congressman stand up on january 6th and dispute an election result coming out of pennsylvania. It doesnt need to be their state and they need a senator to back that up. What happens then . Could something come of january 6th . Theres this very arcane statute from the 1870s thats not been tested. You would need a senator to cooperate. Thus far theres not been a senator to do this. What would likely happen whether its voted down out right or a move to table so theres not a full vote on the motion itself. All right. I want to talk about this New York Times article in the sting that donald trump has left on the democracy, on this country. Disputing the results in this election. They say this. Republican leaders now stand for a new notion that the final decisions of voters can be challenged without a basis in facts in the results are not to the liking of the losing side running counter to decades of work by the u. S. To convince developing nations that peaceful transfers of power are key to any freely elected governments credibility. What does this do to our democracy . Can we even recover at this point considering the entire world has seen whats happening here and how divided everybody is and how you have so many folks in washington, elected folks in washington that are backing up the president . It is an incredible stain on our nation and in our history books. I would argue thats why its so important for joe biden to succeed. He may not erase everything that happened but he can chart us in a new direction. I like the fact hes got a cabinet that hes putting together. There may be some agreements here and there about the picks but they are reflective of the diversity of the coalition that got him elected. There are people that are really smart and intel jenligent and pc servant. I stress that point because thats what we need to project Going Forward not just to American People but the rest of the worl were in service of the public and yes, the burden is going to be really heavy on joe biden to sort of turn this ship around but i do think, i do think he has the ability to do that. Hopefully, these last four years become a really distant memory. You agree on more funding for the paycheck protection program, ie, Small Business lending. Food and housing relief funds and Vaccine Distribution program. We heard from new york at a time, where i am right now, say they dont have enough money. They dont have enough money to implement the plans and distribute these vaccines that are important to stop this pandemic in its tracks and then secondly liability production protections for businesses which is something that republicans are in favor of, from my understanding, in which they want businesses to be protected from any suits brought against them pi employee who is are having to go to work amidst this pandemic. This is something they are not budging on. Why . Its a great question. I can tell you right now there are certain limitations in place whether its through osha or other entities that provide protections for works and businesses. The bottom line is business Liability Protection doesnt do a lot if theres no businesses to protect and right now businesses are shutting down their doors. We have lost a lot of great Small Businesses here in charleston which is known for our hospitalitiy, great restaurant, tourism, hotels. Just justines kitchen shut their doors down. We can talk about business protections but the fact is they need some relief right now. They need some injection of capital. They need ppp loans. As it relates to local government funding, i know here in the city of charleston, were dealing with a major shortfall. Theyve had to shift a lot of their resources to address this pandemic and left a gaping hole in other areas. They need the aid too. We cant be so shortsighted to hang up on these one or two different issues. The fact remains americans need relief and they need it yesterday. We are failing them if we dont put something on the floor and get something passed here in short order. Are you going to vote for a bill if they keep Liability Protections in place . I cant draw a hard line in the sand but the bill is coming to the house floor that helps out the American People then im planning on supporting it. We cant let the perfect be the enemy of the good here. I think both sides have to recognize that were not going to get every single thing in there we need. We cant let the American People hang in the balance and allow them the continue suffering because you have partisan bickering going on in washington, d. C. Its unacceptable. Why not a direct payment to americans along with extending Unemployment Insurance . We could do both. Something has to be done. It doesnt seem like thats been in the plans as of yet. We really preeshappreciate it. Steve, what was it like . My wife and i enrolled and volunteered for trial in late june early july. At the time we were going through a surge in florida. It was miserable. The virus has not gone away since then. Our family was social distancing. We wear masks. We avoid large crowds. Were a family at high risk of foexz your. My kids were going to in person schooling. We kind of wanted to flip the tables. I wanted to take this defense and put it on offense and attack the virus. It seemed like the vaccine was the only solution to really get us safe in the long term. It was an honor be part of the trial. Have you had any side effects . I know you dont know if you have gotten the siplacebo on th vacci vaccine. After the first shot, i experienced a lot of fatigue. I wasnt so sure i got the vaccine than nervous from nishtsing a trial. I hadnt sleeped like 12 hours. It was amazing. It was good side effect. The second shot i felt a little fatigue. Not as much but i had some arm soreness which i had on first shot and had like headaches and muscle aches. All controllable with ibuprofen. I woke up at 4 00 in morning with chills. I didnt have a fever. My temperature went down. I really went fine. It last 36 hours. Its not that bad at all. Amy, youre also a participant of this trial. Youre 16 years old, i believe. 16 or 17. Tell me which one. Correct me if im wrong. You have major food allergy. You have a peanut allergy as well as an almonds allergy. Theres this idea that if you have severe allergy, especially if you need an epipen maybe you need to be cautious about taking this vaccine. How did it affect you . Yes. I do have severe peanut and almond allergy and carry an epipen with me all the time. I received my fifrs shot of either the vaccine or the placebo. I had very mild side effects. Only slight tiredness and a bit of soreness around the injection occurred. Definitely i had a wonderful experience and im excited to get my second injection on december 23rd. Dr. Johnson, youre a physician. You have seen this thing on the front lines. You know it forward and backwards. Theres a lot of americans that are resistant to taking this vaccine. Around 60 of americans are confident in taking this. That leaves 40 of americans that dont want to take it. What do you say to those folks especially considering you, yourself and your family volunteered for this trial before knowing the results of it. Thats a wonderful question. As physicians we take the hippocratic oath and one of the primary tenents is first do no harm. As mom and a pediatrician i had no concerns about my two children. We had a younger daughter who is 14 that did participate in the trial. I wanted them to have some mild side effects so i would be sure that they had gotten the vaccine instead of the placebo. As pediatricians every day, we deal with vaccine hesitancy. I think we are so blessed as a country to have a vaccine that is effective as this one is. 95 effectiveness is absolutely amazing. It puts the vaccine on par with measles vaccine, the polio vaccine. This really has the potential to stop the coronavirus pandemic in its tracks and put the country back on the road to recovery. Thats really interesting that you mentioned your younger child who you said your younger child was part of this vaccine trial. Thats something i didnt know. Your younger child is only 14 years old, which is interesting considering this new recommendation from the center for Disease Control and prevention. Did your 14yearold have any side effects . I know that you dont necessarily know if your 14yearold had the placebo or the actual vaccine but did she have any side effects . She did not. Currently pfizer is doing the trial in ages 12 and up. They are actively recruiting younger children in that 12 to 17yearold age range so they can get some better data and in fact, i look forward to learning from that data and hopefully the trial will be able to expand even further to ensure that children of all ages and diverse pop youlations are included and safetily return to school a i cro across the United States. This is perhaps one of the most important decisions that president elect biden has to make. Who will he install at the helm and help restore its integrity, help reinvigorate civil Rights Enforcement and help it get back on track after four years of leadership by sessions and current attorney general barr who has essentially functioned as the president s private attorney. They need to promote Racial Justice and enforce aggressively our nations civil rights laws. Over the past four years, communities of color have been marginalized and ignored. So im looking for president elect biden to take his time with this choice, not rush. There needs to be race and gender diversity in that short list of applicants that hes looking at, and evaluating, and its important thaefrt he tyke time to get this one right. So seems as if theres certainly gender diversity. There was racial diversity, but it seems like Deval Patrick may be out of the running at this point. The names that i mentioned, i want to talk through those names. Doug jones, do you feel like he would be an appropriate pick . Well, he served in the senate and certainly has in his historical record the prosecution of those behind the bombing of the birmingham church. Hes also somebody who was a vote in favor of attorney general barr. I think that, you know, once a nominee is put forth, their record, their full record will be closely and carefully scrutinized. Sally yates is somebody who has long experience inside the agency, and i think that that is critical. Shes somebody who will come in the door on day one and understand the landscape and understand what must be done to repair all that is broken. You know, the talk about judge garland, i think, is interesting. Hes somebody who will bring a deep understanding of the law and no doubt help restore integrity. But i do think its critical that president elect biden take his time to get this right. Communities across our country are looking for the Justice Department to do the hard work to address the problems that really have torn apart the nation. Police violence, racial violence, the rise in White Supremacy are the very issues that communities have been marching and protesting for and were going to be looking for a strong attorney general who can instill confidence in the public that those will be topline priorities. I want to talk about Police Reform. It was a major part of the campaign as well. And obviously over the summer, this defund the Police Became a major calling for protesters after the killing of george floyd. And the Biden Campaign had, you know, repeatedly said that we are not in support of defunding the police, we arent supporting reorganizing, reallocating funds elsewhere, but not into defunding the police, despite the fact that the Trump Administration continue to hammer that biden support defunding the police by repeatedly saying he was not. It seems like joe biden supports reforming the police structure, and there was audio leaked from a meeting that you attended. I dont think we should get too far ahead of ourselves on dealing with Police Reform in that, because theyve already labeled us as being defund the police. Anything we put forward in terms of the organizational structure to change policing, which i promise you will occur, promise you. So, i mean, what does he mean by that . We dont want to get too far ahead with Police Reform, its going to happen but we dont want to get too far ahead because they said we were in support of defund the police, but changes are going to happen. What do you want to see happen and what do you think the president elect means by that . Right. This was a historic meeting. Im glad that president elect biden gave us the opportunity for nearly two hours to really lay out our concerns, especially when it comes to issues like voter suppression, racial violence, and Police Violence. We can all agree that there is important work that lies ahead to figure out how we end the scores of Police Violence in our country. We need to hold accountable officers who kill black people and brown people with impunity. We need to hold the officers responsible for the death of Breonna Taylor and bring them to justice. And, you know, i think that these are hard conversations. No doubt this was a hard topic that came up during that meeting that was intended to be a confidential meeting. But we cant turn our back on this. There have been protests and marches all across our country, and theres a lot of Unfinished Business were carrying into 2021.
