Three years for travel to return to 2019 levels. Meanwhile, President Trump pushing to pull out all u. S. Troops from afghanistan. There is a coronavirus outbreak there. We have our nbc news team of reporters spread out across the nation, on the ground and ready to get into all of these stories. We begin in new jersey where with moments ago governor murphy addressed the states plans for reopening. 42 of people there say someone in their household has lost a job because of the pandemic. The state also is looking to ease some of thats restrictions. Jersey City Reopening parks today. Kathy park is there, what are you seeing . Well, ari, five jersey citys largest parks are now open. If you do decide to come out here, you will be greeted by some of the rules that youll need to follow. Here are the guidelines and the top of this list is to wear a mask and gloves are recommended. We have seen some officials on the ground making sure that people are following these rules. As you mentioned we are here at berry lane park. Not everything is open. The tennis court over here still closed off from the public. But we are told that the field is open for people to exercise, kind of stretch out. You see someone over there getting in a workout. We saw some High Schoolers getting in a practice in earlier with today. And they had their masks on. They were safely social distancing. This is going to be essentially a gradual rollout. We spoke with the mayor who said, you know, this is important to open up a public space like this because its been blocked off to the public for the past seven weeks. He said this is important for the mental and physical health. But we caught up with someone who was getting in an exercise today who is really excited that he was able to do that. Take a listen. I think its time. I think little by little i think we should start coming out, testing the waters. Still social distancing a little bit. But i think people get the point by now. If you see it on instagram, facebook, all over the place its kind of like, yeah, we want to go outside like we miss you. So you kind of have to take advantage of the fact this the city is allowing this little by little. Moving forward, eventually more parks will reopen to the public over this next several weeks. Masks and disposable gloves are being handed out for now. So driving home the point that people should be social distancing and practicing safety. But we spoke with someone who caught up with me earlier this morning. Shes a Health Care Worker and she is not happy with the fact that these parks have reopened. She said this might only encourage more people to come out, especially with the weather warming up. She is worried there might be another surge in cases. Now, we heard from Governor Phil Murphy just about an hour ago. He outlined that six point plan. Essentially he highlighted a couple of things. He said we need to follow the data, the metrics and make sure that the curve continues to bend and that the numbers stay flat before they can move forward. He also stressed the importance of expanding testing and he plans on doubling the amount of testing by the end of may. He talked about Contact Tracing. A lot of states are talking about that as well. So all those things need to basically come in to play before they can talk about reopening the economy. He didnt really say give a time line when the stay at home order will be lifted. Ari . Kathy, thank you very much. Tennessee also easing restrictions today. They have 95 counties out there, 89 of them allowing restaurants to open at about half capacity as long as they follow the guidelines and Retail Stores are following suit this week. Joining us from tennessee is ellison barber. Hey, ari, a key thing in tennessee that perhaps sets it apart from some of its other neighbors in states nearby is that these guidelines have been issued by the governor are not going to be enforced. That customers and businesses will enforce them. This weekend, this state saw a 500 increase of 500 plus positive cases in this state. It was the single largest increase in a day since the first covid19 case was identified here. So on saturday, there were some numbers that went up 500, now the state says that they have hit about 9,600 positive covid19 cases across here. As you mentioned, the reopening process that has started to than, there are six counties who are not doing it exactly as the governor has laid out. The more populous areas, places with cities like memphis and nashville. Their local officials are coming up with their own plans, but where we are in bradley county, they have had 14 positive covid19 cases. If you wanted to come and eat at a diner like this, they call its called the little diner on first. You could, they opened at 7 00 a. M. They had a few customers and if you wanted to come in the first thing you see is this table set up with some hand sanitizer. The guidelines that the governor has laid out that restaurants as well as the customers should adhere to and you can grab some gloves on the way. The owners, a couple, they say it was a difficult decision when they were weighing whether or not to reopen in person dining. But they say their business has really struggled when it comes to takeout. Well, im worried for my staff and my customers. You know, its just its a tough decision. It really is. Its pretty much our hangout spot when i come to eat. Great food, great environment. Im going to support them even more. This is a true family owned diner. The people who own it, they bought it two years ago. This used to be the normal date spot and this military kitchen is really what is keeping them afloat. They rarely used it before the pandemic. They realized as the business slowed up, they could take it out to neighborhoods and try to reach customers the way. Thats the only way they have been able to get some money for their business as well as their staff. Ari . Thanks, allison. Also back open today is one of colorados largest outbreaks. The j. B. Meat packing facility had been closed. Five employees have died from the virus there. The meat packing industry hit hard. Outbreaks caused plants across the nation to shut down. Tyson foods warned that the Food Supply Chain is breaking. Joining us from the jbs meat packing facility is gadi schwartz. Hey, ari, yeah, so 6,000 or so employees here at jbs are learning the news. It was announced today that fifth employee has died here as they come to work, theyre being greeted by a new screening process. New guidelines that are set forth. They find out about the theyre screened and their temperature is taken. Anyone showing signs or symptoms of covid19 is tested. But that is what employees here say they were not promised weeks ago after over 100 people tested positive. Now five of them passing away. At the time, they say that they were told that they would a be tested and that hasnt happened. The company said they operated on the assumption that the entire workforce was positive and subject to quarantine and so they shut down the plant entirely for about two weeks. So they could sanitize it and disinfect it. And we know that since they have been given employees masks. They have been giving them some protective gear as well as 600 of a bonus and then about four additional dollars an hour. But without testing everybody. Some workers are worried about the asymptomatic carriers who may feel just fine going through that tent right there and then make their way on to the processing line where a lot of people are cramped in together. And have covid19, be spreading it without them knowing it. Thats the main concern. This is happening in greely, colorado. This is a city and a county that has started to try to push for more businesses to reopen their doors. The county here calling for safer at Work Initiative that flies in the face of the governor here guidelines safer at home. So lite now, the Community Going back and forth on when its going to be okay to reopen their doors but still so much uncertainty out there. Ari . Thank you, gadi. Meanwhile, in pennsylvania, allowing all of the state owned Liquor Stores to the take orders for curbside pickup. Its planning a soft reopening of businesses on may 8th. Mara . So these state run liquors and wine stores have been closed since about mid march because the governor said that they didnt qualify as Life Sustaining so pennsylvanians havent had any other options when it come to liquor. So people can call in their order, give their credit card information. And then arrive at a store like this one to pull up. They get there, they can put it in the car and drive away. Very minimal contact. However, i was talking to some customers today. Obviously after the stores being closed for more than a month theres high demand. I tried calling myself and got the busy signal about five times so its something that the liquor board is seeing across the state. Theres incredibly high demand and before the reopening people were going across the state line into delaware or maryland to get their orders. As we talked to some people out there, they liked the fact there was social distancing in play but some were hesitant about whether other businesses were ready to reopen. I chatted with doug who put in his order at 8 00 a. M. And i asked him if he thinks that pennsylvania is ready to do with this other businesses as well. Take a listen. I think it depends on the business. I think they need to open with some restrictions in place like the number of people in the store. At one time. And the checkout process. Like a grocery store. If they do that, i would be okay with it. So doug is a little confident in businesses reopening and he stocked up today here to get ready for the summer. The governor is looking at this may 8th deadline or goal to start reopening some businesses. Theres restaurants and movie theaters here at the shopping the district, but the parking lot is empty. The governor has the state color coded and looking at certain standards to reopen, based on Contact Tracing availability as well as the ratio of new cases. The state right now is entirely in red. It works as a reverse traffic light kind of things so as it ticks into yellow certain stay at home restrictions will be lifted and certain businesses will reopen if theyre able to maintain social distancing. And then the regional portions of the state will go into the green mode and thats still that would be the new normal, ari, but obviously as the cdc is recommending people through the summer shown wearing masks, maintaining social distancing. Things of that nature. Ari . Well, you know what they say, if you feel like drinking its 5 00 p. M. Somewhere. They do say that. Im sure you laugh, but we couldnt see it through the mask. Good for social distancing im smiling, but you know, it will take me a couple more tries to get close to getting an order it seems. Well, exactly. They have a backlog there. Thank you son. Some states are beginning to reopen, some americans are eager to get out of the house. Some are calling this quarantine fatigue. Take california this weekend. Warm weather drawing tens of thousands out to the beaches. You can see here, this was just yesterday violating the states stay at home orders which are still in effect in most of the beaches. On the east coast, georgia now beginning phase two of the reopening that includes dinein restaurants and movie theaters. We are joined in atlanta where we have nbcs sam brock. Ari, good afternoon. Behind me you see the waffle house, an awfully big footprint here in georgia. 330 locations and right across the street from where i am right now, theres a local grill, theres a wingstop and a mellow mushroom pizza shop. None of them are offering the customers the ability to eat inside. Thats a snapshot, i would say most of the restaurants are not allowing people to come inside to eat. The governor of georgia put in 39 different regulations to make sure theres safety for when people come in. Well show you a little bit of video. Theres red tape over the booths and plastic bags over some of the chairs at the stand to make sure that people arent getting too close. Disposable menus. Theyre screening employees, theyre required to wear masks. So all kinds of measures being put in place. We talked to a couple of people who came out this morning. We saw five or six eating inside and asked them why do you feel okay now . I watched them wash the handles so i feel safe about it. And im happy about it. I dont think that theres anything to worry about. I think. What about you . I feel its really much more comforting to sit down and eat. The social experience between us two and the staff and i have no worries. Now you dig into the numbers a little bit more, ari. This gets kind of interesting. A reuters poll found 72 of americans think stay at home orders should be in effect, at the same time, quarantine fatigue. How many people are leaving more than a mile beyond the house t numbers were down from 51 practicing social distancing to 48 . Four out of 50 states the people in the states ari, were slipping by the measure and the most number of them were here in the south including georgia and louisiana. Ari . Thank you, sam. Now, whether youre in a state thats reopening soon or at some point down the road eventually we are all going to be living in a different phase of this pandemic. A time when the risk will still be out there, but people will be doing more things that does increase that risk, leaving home, seeing more people than you would if you were stuck at home and then choosing to socialize. So what are the medically proven ways to protect yourself between the safety of being home all the time and the full interactions of the old normal which no one is trying to do just yet. How do you protect yourself from being exposed in public . We have a special expert on this challenge up. Emergency room dr. Tibet. He wrote an extensive piece about how to evaluate risk medically and use the best practices. It is called saving your health one mask at a time. Good day. Good day, nice to see you. Great to have you. Your piece is really interesting and we wanted to go through some of it because people have been hit for weeks with different rules. And sometimes people feel like each rule is sacrosanct. Lets start with the prism that you introduce in the your guidance, any protection whether its a seat belt or a mask is only partially effective. And thus, you want to interlock them. Explain. Yeah. Its whether no matter whether youre protecting yourself against the Automobile Accident or a bullet coming your way or a virus or whatever it is, the Protection Measures always work the same way. Theyre never perfect. So for example, a seat belt only cuts the likelihood of dying in a car by 50 and the air bag is only 30 effective. But we put those together with, you know, laws and training and a bunch of other things and together they get us to 99 where we want to be. The same is true for protecting yourself from the coronavirus. Social distancing is pretty good. Your nose is pretty good. A mask is pretty good. All three together gets you the 99 or better protection. You can use a super duper mask or put a hood over things or go on and on and add more layers of protection. Yeah. Like to that point you raised. Let me read from your piece. Your nose reduces the risk of particles getting to your throat. And social distancing reduces the risk of them getting to your mask, together, the countermeasures work well. So for folks who are eventually going to go back out, how important is it then to think about that wholistically . Because a mask is feeling binary and whether people are keeping several feet away feels more relative. Every single countermeasure or control we use is going to fail. All right, thats the point of when we say they work half the time or 90 of the time. Theres that 10 where they dont work. And if you put them together, you wind up fixing that extra problem. So, you know, somebody is five feet away and sneezes in your face, then five or six feet wasnt far away enough. When you have to scratch that nose of yours and youre opening the door, the mask will save you from touching your nose and infecting yourself. So we want to put those things together and make them work. Nowadays as we get outside its useful to think of a safe zone like your house or your car or the Great Outdoors in the middle of nowhere where you cant see anybody, those are all safe. And those safe zones you can operate completely normally the same as you did last year. You know, rub your face, scratch your nose. Whatever it is you want to do. But when you get into a danger zone where youre with other people or in a store or, you know, back to work, those are places where you need to add countermeasures. Your business or the stores should add countermeasures and the combination of those things are very comfortable. When you come back to the safe zone, take off your mask and wash your hands. There will be an isolated factoid, a statistic, well, a researcher had found something survived this long or this type of person was hurt or even killed by the virus and you warn against overinterpreting what might be outliers. You where if the outside of the box of cereals was contaminated a few hours ago by a sick shopper touching it, by the time you get it home, 99. 9 of it is already dead and you contrast that with reading that a researcher found that the thing could last longer. What is the importance of that . Well, viruses are always dying. Unlike bacteria, every moment of every day if theyre not in your body or in the bat somewhere theyre dying and were exploiting the fact that they die faster when its really hot, they die faster in those sort of worlds but theyll die no matter what. We talk about death in half lives. Thats another exponential math that we have a hard time getting our head around. But the bottom line is, let things die. If youre worried about a package being delivered to your front porch, the infection is low anyway. But let it out there for a day or two and youll be 9 99 or better off. And you talked about for example, gloves, you say really can be overused. If youre in a medical or, you know, hospital environment wearing gloves all day doesnt do much. Explain. Yeah. Gloves are they look good but they dont actually do much if you wear them them for any length of time. Theyre to protect your hands but what youre trying to protect is the infection from getting to your nose or face. If your gloves are contaminated and you touch your face thats just as bad as the contaminated hand touching your face. If you had to choose between the delivery man or the grocery work earn wearing a glove or a mask, you want them wearing the mask. If you want to help yourself, whether the mask is a light bandana or a super super n95, theyre all wildly better than nothing at all. As we go forward were trying to fix the world and get into the new space. You know, well be doing distance and tracing and testing and need to improve the communication as we go to the testing thats part of my real job. Its fixing the communication among doctors and hospitals to make that all work. But those sorts of things added together are just they just add more to helping the whole world get better. Yeah. Today a struggling number of Small Businesses around the country now able to apply for this second wave of emergency loans. The initial 350 billion paycheck protection money ran out of money. There are concerns about how long the second one will last. Joining us is nbc news correspondent vaughn hillyard. Hey, i want to give you a sense when were talking about this year, today this morning the second round of ppp funds opened up for application. The issue is around the country thousands and thousands of true actual Small Businesses didnt get any funds from that first 350 billion. Leaving a lot of these Small Businesses questioning whether theyll get funds in round two. At the same time, more than 200 publicly traded companies, these are major corporations with Million Dollars in assets, did receive the funding. Note, a few did turn the money back. Here in glendale, i want to introduce you to the owner of the boutique. The ppp funds open up on april 10th. What did your bank tell you . Because i had already applied for the eidl i wouldnt be eligible for the ppp and we were hoping under the new c. A. R. E. S. Package coming out, we would get something. We havent seen or heard anything. My bank says, you know, well, we cant up help you. We dont have any more funds. Its so frustrating because now without my own personal stimulus check and without the eidl, im closing. At the end of the month, we will be done and i have been here for eight years. Im having to close. My landlord wants rent. I told him there was no way we could pay rent. We have been closed since the 16th of march. Without an income coming this theres only a small reserve in the back of everybodys pockets to be able to go forward and continue to make things happen. And because of that, im going to have to throw the towel in and i have to quit and it will affect every single small town across america. Explain to me, we were two doors down the road talking with the pizza shop owner who didnt receive any funds and thats when we saw you and jeff moving things out to the car. What does this have on a place like downtown glendale . Most are in the ma and pops and this is their retirement dream. Their dream to come down and shop every day and then go home and have fun doing it. Something to dream about. Something to carry on. And now, its all vanished. What happens from here . From here, everything is going in storage. I have had workers here for the last four days loading up a uhaul truck. We are down to loading up vehicles and were taking vehicles. Were putting them in storage, at friends houses, garages. We were a 4,000 square foot store and now we are condensed to storage. Ari, it is in communities like this across the country that did not receive funding to give you an idea from that initial 350 billion pot of money of ppp, 17 was doled out in a form of loans, meaning Small Businesses like this, like the pizza store and the bookstore we were at yesterday they did not receive those funds. They need those funds now. The question is will those folks that were waiting in the queue for funds from first round will they get money, will folks that are applying today do they have a shot of getting a shot, did congress allocate enough money and where is it going . We have heard the major corporations saying theyre returning the money, but we wouldnt know about those loans. Theres a great number of cases because sba is not required to turn over that data, we dont know exactly where all of the funds have gone at this point. Vaughn hillyard, thank you. We want to turn to Steve Kornacki now, there are more than 55,000 deaths from this virus in the United States. While we are nowhere near the end, we have been with reporting all hour and all day here at msnbc about how there are states that are beginning the process of lifting restrictions on their businesses. And there are a range of approaches. New york lifting the states pause act although some parts of the state may use some restrictions. So for more on all of this we want to bring in msnbcs National Political correspondent Steve Kornacki back at the big board with serious stuff, obviously. What have you got . Yeah, look at it this way, the states that are beginning and again this doesnt look the same in every state. Doesnt look the same in one part of the state, even as it did in another part of the given state. But these are the states beginning to lift business restrictions. There are some other states that are talking about beginning to do this soon. So this list is probably going to keep growing. The impetus is interesting to look. Look at the Economic Impact with main streets around the country with vaughn and some of the states i think are looking at their own statistics and saying, were not getting the brunt of this necessarily right now like they are elsewhere. Heres what i mean. Look for example, South Carolina, a state where some of the restrictions are being eased. This is what the data picture looks like in South Carolina. You dont have a ton of cases, one out of every thousand. You dont have a high rate of hospitalizations. You have a low death rate. You can compare this to whats the epicenter, new york and just look at how the statistics in new york dwarf whats being seen on the ground in South Carolina. So i think that might add to the impetus in a state like South Carolina and think about reopening the one statistic here i think you have to be able to concerned about is this disparity, this is the testing disparity between new york, which obviously has been hardest hit, look at that 40 tests for every 1,000 people. The testing rate in South Carolina is only 10 out of 1,000. Just about 25 there of what new yorks is. And again, thats one of the things talked about here in terms of getting states, getting places reopened. It is about having widespread testing, about getting the testing numbers up. Thats the won concerning statistics, look at montana, how low the hospitalizations and deaths are. Compared to new york a lower testing rate. You see this in georgia. A similar story here, again compared to new york. You mentioned even within new york, again, new york state, the new york city metro area the epicenter look at the difference between excuse me, this is colorado. The difference between outside of new york the new york city metro area. This is the rest of new york state basically, these are the numbers youre looking at and compare that to to new york city metro area. We say new york all the time. The new York Metro Area has these kinds of numbers. Upstate, western new york has these kinds of numbers and thats why youre having what youre talking about there perhaps upstate and western new york beginning to open before the new York Metro Area. Yeah. Makes a lot of sense and a real breakdown of what people are facing in different pockets not only of the country but as you emphasized within one big state. Reporter they are the latest recruits in the coronavirus battle. Mask. Ready to go. Its a little uncomfortable, but its worth it. Reporter new doctors 30yearold kathleen and 35yearold from houston. Two of the fourth year students what graduated early to serve. You know, once we took our oath before joining our class and being a medical doctor i think we agreed to step up whenever the hospital, you know, had a need. I couldnt have imagined where i would be now. It was a surreal feeling. Reporter graduation its starting in 90 seconds. Reporter it was virtual. But the crisis at new yorks sinai hospital is real. How many of your patients have died . I think we have had maybe three or four patients pass away in the last four days. How are you dealing with those deaths . Its really hard. Im not sure if im really dealing with them yet. You know its challenging. Theres really not enough time in the day to really, really think about and reflect about the deaths which is tough for sure. Savoring the little victories. I got my patient an iphone charger so we are charging now. Hopefully shell be able to facetime with her family in the next couple of hours. Reporter satisfaction, hard won. Today was actually a good day on our unit. We didnt have any patients pass away today. And we were able to discharge two of them so i consider that a really good day. This doctor has recovered from coronavirus. He recently vulnerabled to be on the Rapid Response team where hes intubating patients. As many of us are doing here, were talking to you by phone. So as we say, thanks for taking my call. Yes, of course. Happy to be here. What are you seeing . So were finally starting to see a slowdown. However, people are still quite ill and so the Rapid Response team is quite busy. And whats most important as you are out there seeing this what many in america are seeing as a transition period, new york obviously still quite hard hit. So obviously new york is the epicenter right now. And even though its starting to slow down, were still hoping to figure out the best way to treat people to reduce the risk even further. So even though the absolute number is down, we have to be vigilant to keep it down. How many people on the front lines, nurses, doctors, Health Care Workers like yourself are in the position that you have been in where you have contracted thankfully beaten the virus and are back out working . So i think i was one of the earlier people and even now, just today, im another i met another fellow who has some immunity who had the illness themselves and is back to work recovering. Im one of the many. Part of a sad fact, that were on the front lines. Were exposed more than most people and especially from any of the procedures like intubation which is putting the breathing tube in. Theres going to be more Health Care Workers who come back because were more likely to get infected than other people. Thats the sad truth about being a doctor or nurse at this time. Yeah, you say theres the true. Im sure you and your colleagues are intimately aware of it. Youve been living through it. What do you say to people then that okay, this is already a hard job. This is this extra risk. How do you obviously you take all the protections that we have been reporting on technically speaking. But how else do you prepare yourself for that because you can imagine some people would hear the story, look at you and think, gosh, youd be really nervous to do this work again if you already contracted something thats potentially harmful doing the important work that you do. I think for me the calculus is pretty simple. I at least have a chance of if we dont know thats any yet, but my colleagues dont, because they havent had the virus. For me it was a simple decision but its a voluntary decision. Theres no pressure of people who had the illness should be the ones going back and doing the higher risk procedures. I think its going to be a personal decision for everyone who comes back in and we dont really know. But im proud to be able to do it.
