The very best we can. Today there are new questions about how the federal government has handled the outbreak so far. As a massive effort is underway to find the source of a california womans infection whose testing was delayed. California Health Officials are monitoring 8400 people and the governor is warning that while the cdc says more kits are coming, the state is not prepared to test people properly. We have just a few hundred testing kits in the state of california, and thats surveillance testing as well as diagnostic testing. Thats simply inadequate to do justice tooth kind of testing that is required to address this issue head on. So there are some growing fears that resulted in this wall street journal headline. The week that wiped 3. 4 trillion off the stock market. As we watch the markets drop significantly yet again today from coronavirus fears. Right now the dow is down about 400 points. Thats off of what it was before. It was as high as 600 or 700 points when i saw it. Its going down a little. Theres concern on any other fronts. U. S. Navy ordered all ships that have stopped in the pacific to selfquarantine at sea for 14 days. Our neighbor to the south is reporting its first infection, mexico says the person is in isolation in mexico city. The virus in 53 countries. France has 20 new cases and officials are looking into whether an airport is a potential source. One japanese island declared a state of emergency and is asking residents to stay indoors. Ten deaths there from the kr coronavirus. All of asias disneyland shut down until march 15th. So many developments adding to the fear this could become a pandemic. The New York Times reporting the drum beat of reported added to the sense that the outbreak may become a pandemic with Health Officials close to admitting it may have passed the point of no return. Heres what President Trump said a short time ago about eradicating the virus. We have done an incredible job. Were going to continue. Its going to disappear one day its like a miracle. It will disappear. With us now, donald mcneeicn health reporter. I guess we should start with the president suggesting when that this is just going to disappear before we came on the show, you said this is a pandemic. Yeah. Its really kind of nonsensical what the president is saying. It does not comport with facts and reality. We have met every criteria for a pandemic. We need to call it what it is. It is a pandemic, and the world needs to behave as if it is that level of severity. His predictions that it will be over magically by april are not based on any remote sense of the science of all this, and its just really disturbing. Its not just the fact that were hearing from the president things and statements about the situation that are not true. It also just generally undermines the credibility of leaders which is very danger. We need to be able to trust what our leaders are saying nationally in the states and so on. And if we cant trust them, it just adds to the confusion and anxiety. That doesnt mean we should create panic, and it doesnt mean we should be complacent. We need a sweet spot between complacency and appropriate levels. I think what goes a long way to stopping the fear, at least mitigating the fear is knowing that you can listen to your leaders and trust what they have to say. I want to ask you both about a couple of things going on so you can help us sort of assess them. San Mateo County Health in california said the county is changing from a containment strategy to a Community Mitigation strategy. Whats the difference . So the Community Mitigation means, Community Spread means we dont know how individuals are coming down with this infection. As opposed to we do know because somebody has been in contact with somebody else who has an infection or theyve traveled lets say from an area with a high prevalence of the disease already cooking there. The Community Issue is really important, and theyre searching hard for the contacts with the whom wo came down with the infection. They started a little late, however, and the testing was late. We heard the governor of california say they dont have enough testing kits and thats true all over the United States. The cdc a couple weeks ago new york gave us a statement and said we dont have any tests. Right. New york city. Extraordinary. And a real failure of the government to do whats necessary right now. Cdc sent out a couple different defective testing kits a couple weeks ago, and new york city, they have no idea when theyre getting kits, but theyre only going to get one kit, only enough to test 700 people. Inadequate. Wow. Okay. Donald, you wrote an op ed and said there are two ways to fight epidemics. The medieval and the modern. You said go medieval on it. Explain. Well, we have gone medieval on it. Medieval is shutting the borders, excludeing people, quarantining ships. Thus far, it has worked. Its bought china basically by falling on its own grenade has bought the world a fair amount of time, but it doesnt work forever. Viruses move faster than you can shut the door on them and this is the jet age. We may have gained a month by what china did and by shutting off the air corridors to china. But its going to come in. If its in mexico, it might come over the southern boarder the way that 2009 flu did. Its not going to be stopped. And you shift from a containment strategy which is what closing the borders is to a mitigation, accept the fact the virus is here and try to control in the beginning each individual case and then ultimately accept its going to go through the population and treat the people with serious pneumonia and hope most people have mild cases. We dont know how many people will have mild cases. Were trying to figure out the virus itself, but what can we learn from some priest outbreaks like the spanish flu, say . Well, were were not in 1918. We have a lot more medical care than we did in 1918. The scary thing about this outbreak is that there are people who are being given a lot of the care that didnt exist in 19. Theyre given antibiotics and put on ventilators and given steroids to keep their lungs open and yet, some of them die. And thats quite scary, and we dont yet know what percentage are going to die. In 1918, at least 2. 5 of the people who got the disease died. And thats not the black death, not a third of the world, but Everybody Knows somebody who dies. A friend of mines grandmother died in 1918, a young woman with two kids. It may not get to that. We dont know how many mild cases there are, but its dangerous enough so there ought to be a very high level of worry about this. Weve got this whistleblower who has filed a complaint saying that some of the workers helping american evacuees coming back from china lacked proper protective gear. They werent people trained to deal with these kinds of situations. When you look at that, first, how big a mistake, how far outside of protocol was that, and how concerned are you that as this, if all the predictions from the professionals are right, this continues to grow, that we dont have the people in place who know how to deal with it . Yeah. That was actually an extraordinary story from this whistleblower. Its not just a matter of violating appropriate protocols. It violates common sense. How could you possibly think its okay to have the people monitoring those being quarantined not understand how the disease is transmitted, not to be trained in the use of the personal protective equipment, and they also allowed people to wander off base who were being quarantined. It was an extraordinary failure on so many levels. Its just absolutely amazing. And i wanted to make one other point about china. You know, yes, everything said is true, but it would have been really good if china had let us know a lot earlier what was going on there and allowed other people to come in and help figure out the story. The first case out of china was reported december 1st. That means it was rolling around in china in november. And there was a long time before we all found out about it which meant that a lot of people were traveling in and out of high prevalent zones around the world. And thats deeply upsetting. So donald, one of the things that we all know, for example, is that china is not exactly forthcoming with information. Its not an open society. And now you look at the number of countries that are involved. What do we know about our relationships with those other countries and our ability to take information about what actually is going on in some of these key places and apply it to decisionmaking here . Im not sure it makes a lot of difference anymore. I mean, i presume we have pretty good relations with the italians and not with the iranians. We know the virus is on the loose. Its important to know what countries have major outbreaks, but i doubt were going to be able to shut off all the air links to every country in the world. So were going to have to start screening people carefully. There are countries youd like to know whats going on, like in indonesia and stuff, but i think most of the country is where we get most of the air traffic are the kinds of countries who are going to tell us the truth about whether or not they have big outbreaks. I think people are getting scared away from air travel right now and from obviously cruise ship travel that this is going to be a somewhat smaller problem because there wont be that many people to screen. You know, weve gotten beyond the point where whatever china did or didnt do in december matters anymore. The virus is here. It is what it is. We have to deal with the facts on the ground. I want to give you a last moment here. Youve dealt with so many different kinds of health crises. Everything from natural disasters to what were talking about now. Whats the one take away youd like people to have right now . First of all, they should be attentive, concerned, but not change their lives around just yet. But follow Accurate Information. The best thing is the cdc. Gov co cdc. Gov covi19. People can go there and get Accurate Information and stay away from information coming through social media. And theres one other point i want to make. There are certain populations that are high risk. I wrote a piece about the fact that in the war zone in Northern Syria which is experiencing a horrible humanitarian crisis, when not if, but when coronavirus breaks out in Northern Syria and the rest of the country which has a decim e decimated Public Health program, well see serious problems. And then also people who dont have insurance in the United States who are living in extreme poverty with limited resources. Those people are going to be delayed for a lot of reasons in getting the attention and the diagnosis. Were going to have to pay special attention to those areas that are highly vulnerable as communities. And some rural areas where they dont have easy access to a hospital. We saw stocks plummeting to the worst weeks in the market since 2008. Not in positive territory, but not as bad as they were right now earlier today. Is it fair to say or an exaggeration to say wall street is in a bit of a panic right now . I wouldnt say a complete panic. Its been a crisis of confidence. Its really because of lack of information. So yes, you can compare these numbers to the drop we saw during the financial crisis, but it is a different picture. Remember the underlying fundamentals in 2008 were significantly worse than they are right now. Markets were hitting record highs a couple weeks ago, but since the coronavirus has spread and specifically this week, the lack of information that we have, we know that the white house was somewhat caught flat footed. There werent people in positions managing this. And now weve seen both governments and companies respond. What has pushed the economy to grow . Consumer spending. If you are now seeing flights cancelled, conferences cancelled, Companies LikeProcter Gamble saying were not going to be able to get our products, this is going to impact the economy and the way consumers spend. And thats been the big driver. I would say people are without a doubt concerned. But when you see selling like this, its not that they know disaster is coming. Its that the market doesnt know enough. So larry kudlow, the director of the National Economic council said the u. S. Economy is fundamentally sound. He didnt expect the outbreak to do longterm damage of the economy. Is that the feeling on the floor there, stephanie . The feeling on the floor here is more people saying why is larry kudlow opining on these specifics when he cant possibly know what supply chains look like at this moment . Yes, tim cook spoke yesterday and he was optimistic. We have somewhat optimistic messaging from starbucks and other companies. Weve also heard from goldman sacs. Its premature for kudlow to try to solve the issues of the markets. If youre thinking about larry, remember, he got the financial crisis dead wrong. So investors here are puzzled with why is larry opining on the things that he is. Theyd rather he stay in his lane. Theyd rather the white house just give us clearer information so people could make good decisions. So joe, she just brought up supply chains and one of the examples of impact on business is shipping lanes between china and the u. S. Youre at the port there. What are you seeing and hearing . Hey, i just talked to the executive director of the port of long beach here. And usually where im standing its packed with cargo ships, but its quiet. Im going to show you exactly why. You dont have ships coming in with the same frequency. And the executive director saying this has caused chaos here at the ports of long beach and los angeles. This is probably ground zero. Thats what the executive director is calling it at long beach of the retail problem that we could see if the situation worsens. So far i think they havent put their best foot forward. I do think we need to begin to have very, very reliable information. A lot of people were concerned yesterday, i guess it was, im sort of losing track of time, about all the communication going through mike pence. Thats a very good thing as long as its facts thats coming out and we should not certainly muzzle the people who we need to give us the data, people like tony fouchy and others, and i think thats going to be very important. I think as your previous guests said, having reliable data that people can trust is key to building the trust so that when we need the public to do certain things, not attend events or social distance, or wash hands or get vaccines, we actually have their attention and they trust what theyre hearing. And having a continued war on the press as if the press is making only bad news i think is thats not a wise move. This isnt a press created problem. This is a factual Infectious Disease, and so far i havent seen the press be egregious in what its been reporting. I do like the recommendation made to the public and your listeners, you know, you got to go to the official websites like the cdc and not twitter to get reliable information. Well, the New York Times had an op ed about the response to coronavirus. I want to read you part of what was written. Its said the story of the trump Pandemic Response started almost as soon as he took office. He began cutting funding for the cdc leading to an eighty cut. He shut down the Global Health unit and when asked about it, trump said we know all the people. We can build up very quickly. Is it just that simple . He can just hire a bunch of new people . Well, look, we know thats not the case. That Global Health and especially responding to pandemics like this requires a Healthy Health care system and health care infrastructure. When i was in the white house at the office of management and budget, one of the things we heavily emphasized was the fact that we dont have we have to build individual programs, but we need actually to have Strong Health care systems across the globe, especially in countries where theyve been challenged, africa, southeast asia. Because you need a surveillance system. You need to be able to respond to infections. You need hospitals that work. You need Front Line Health Care workers that are confident that they have the skills and also that they have the equipment to respond to things like ebola or zika or what the next Infectious Disease is. So its not like flipping a switch all the talented staff are going to come back. And i do think that is a misconception about what you need. So one thing is helping other countries get ready. We also have to have an infrastructure and our Public Health infrastructure requires people and resources, and weve already seen problems with that. Weve seen problems with the testing kits. Getting them out to front line workers, to all the Public Health local communities around the country. We havent done that. Its been done much better in other countries, and thats been another misstep that we cannot have continue. We need to have tens of thousands of tests being done on a population of 325 Million People. We cant have just 500 tests. That makes no sense in the current environment. And ann, we know there is a political aspect to this, and that the president has tied his political fortunes of the economy. He tweets about it all the time. He talks about the markets. Whats the level of concern about the potential political impact at the white house right now . I think you can tell that the level of concern is pretty high by the resources devoted to this. I dont recall another instance when the president came into the Briefing Room for an Evening Press conference with with charts and graphs and so forth as they did the other night. And they are trying to do a couple of things here. Theyre trying to push back on the idea that they werent ready for this, that they didnt see this coming. And all of the things that dr. Emanuel just laid out about cuts in federal budget for prevention, the cdc, and as you mentioned, the nsc staff who had been charged with looking out on behalf of americans for potential threats overseas and helping to manage and coordinate the way the white house would respond to that. With all that in the rearview mirror, the white house is trying to present this in the best light from a management standpoint, and thats why the president picked Vice President pence to do that. That is also a politicizing of this. Because pence will respond in a political manner as the executive, and as now the chief u. S. Spokesman for what is actually a scientific and Public Health issue. But did you know thats not necessarily inappropriate, but its political. Different administrations handle crises differently. We have been caught the lesson of engagement or appearing to be engaged, the people in charge. Today the event on the president s schedule is a political rally, and the man hes appointed to head his task force, the Tampa Bay Times has this headline that the Vice President traveling to attend a 25,000 per plate fundraiser. I just wonder about the optics of that, and is the main strategy here just blame the media . So well, blame the media and blame democrats. Yeah. I mean, the Vice President is also squeezing in a meeting in florida with the Florida Governor at least partly about coronavirus, but yeah, theyre both both the president and the Vice President are attending political events this evening. They will go forward on without delay or certainly without cancellation either from the Public Health standpoint. I mean, the president is going to be inside a stadium that seats over 14,000 people tonight. If this were a point at which his government was concerned about mass gatherings, that might be one to look at. They are trying very hard to project that this is under control. There is no reason for americans to stay away from sporting events and other large gartherings. Thats the advice in many other countries. Well see if that continues to be the advice and how well the administration is able to manage the Political Part of this which at the moment, you know, weve got don junior saying this morning he thinks democrats wish that deaths because of coronavirus would hurt donald trump. I mean, that is obviously designed to provoke outrage among democrats, and the opposite among people who support President Trump. So can i make just a few quick comments . Please. The first thing is in this kind of moment, we need washington to respond the way doctors respond which is we prepare for the worst and hope for the best. We need to prepare as if this is going to be a serious problem, and we need to have a longterm plan. So i think that is absolutely essential even if it does end up going down in may, for example, f because of the warmer weather. We cant plan on that because we dont know enough about this virus. The second thing i would say is if you look at president s who have successfully addressed these kind of elements, and here im thinking of roosevelt and the depression or Linden Johnson when he came into office. You need a purposeful activity addressing the full range of what ifs. As mentioned, you know, you need to have you need to bring all the public Health Officials together from all the states so washington and the states are working on the same page. You need to be quite clear and develop an explicit plan. When are you going to prevent public gatherings like sporting events or shopping at the mall because Everyone Needs to be on the same page looking at the same data. You need to have a group that looks at potential shortages that might arise. Shortages of drugs. Shortages of personal protective shortages of hospital beds. Weve seen that in china. The hospitals have been overrun. Partly thats the structure of their health care system, but we could have that and what is our backup plan . We need to develop that plan now. We need the fda working on drugs now. And we cant we need a longterm vision for this. Lets hope we dont need it, but it needs to be in place, and thats what every Public Health person would recommend. This isnt political. And if the don junior continues to think that this is a political thing, they will be overwhelmed by the facts. There is a way in which health care, Infectious Diseases dont bend to propaganda. They are facts on the ground, and that is what we need to deal with. In the longterm, thats what the Administration Needs to deal with. Thats whats going to give the country back confidence that were actually going to address this. Were going to be safe. You know, the stock market will respond to that. And i think your previous certain said part of this is they want to have confidence that we have the right direction forward and that weve got competent people addressing the problem, and that i think, thats your best political strategy if you want it. Competence. Were all americans before democrats and republicans. Nobody wants this to get out of control. Who wants this to get out of control . Nobody. The last thing we want is a disaster for the country. That would be awful for everyone. You know, Infectious Disease dont look are you blue or red . They dont really care. Yeah. And the cdc is having issues with the test or the virus according to a new report. In new york city with its 8. 6 Million People, nbc news got this statement from the Citys Department of health. Testing for coronavirus is not available yet in new york city. The kits that were sent to us have demonstrated performance issues. And cannot be relied upon to provide an accurate result. Lets get the latest on both coasts from nbc news correspondent ron allen in new york, jake ward in sacramento, california. Ron, cdc tests, problems with it apparently. Buzz feed is reporting that new york is in the process of making its own coronavirus test. What can you tell us about this . Yes. A lot of states are trying to develop their own tests here in new york thats certainly the case. There is, in fact, one individual here in new york who is being screened and as the possibility of becoming the first coronavirus patient here in new york. They have tested as many as seven others and all those results have come back negative. The process is that the samples have to be sent to atlanta to be analyzed. So and that creates a delay of some 36 hours to 48 hours before there is a test result. We also just learned that the state of new jersey across the river just sent out a press release saying they now have the ability to. Test for coronavirus, and so that will be happening over there. All this, of course, adding to some level of anxiety of the big question that people have is how bad could this be if, in fact, it hits the United States in a much more dramatic way . Personally, i can tell you i went to the doctor yesterday. And the first question they asked me was have you been to a foreign country in the last month or so . That brings it home. I think a lot of people are starting to wonder. Spring break, and summer vacation. People are thinking about travel plans. In new york the mayor held a press conference saying they have been preparing for this since january. There are 1200 additional hospital beds available. There are stockpiles of masks and other equipment in different places around the state, and here in the city. But, of course, vigilance. Theyre urging the public to not panic, to be prepared, do simple things like hand washing because its inevitable there could be an outbreak here. Meantime in california where you are, jake, more than 8,000 people being monitored. Youve been in touch with Health Officials there. Whats their biggest concern right now . You know, ive been in contact all morning with top state officials, Health Officials in california, and they say it would be great to have a vaccine. It would be great to have Treatment Options but right now their number one most desperate need is testing kits commercially available that hospitals like the one here which has Northern California coronavirus patient could use. Right now only five or six public labs and the California State Lab have the tests. Specimens have to be sent from hospitals like this by mail to the labs to even do the testing. These Officials Say theyre extremely jealous of places like south korea which were able to burn through thousands of tests, test people rapidly and get in front of community transmission. The transmission of disease between people who have not been to the country which may mean the virus is moving through the community. You know, right now i also asked this official is this are we hyping this . Am i as a reporter doing a responsible job of talking about this . That official said i am not worried about media hype. People dont think of South Carolina, but theres 118,000 potential voter who is are latino or latinas in the state of South Carolina. If sanders is microtargeting those people and talking and if he gets the young new voters out. Its even the older ones calling him uncle bernie, the grandfather. This is now catching on, and so im i still dont know those numbers for biden look strong, but im still im on the fence. One of the things first, i he needs to win the state and i think he needs to win the state substantially. It will have an effect not just on the narrative around his victory but for donors to keep him alive throughout super tuesday. Having said that, what im looking for is the generational divide if there is one. If you listen to congress meb clyburns enforcement, he was telling folks he was with me in his battles, and if youre a young voter, hes opened the door for you because of the work weve done together. If young people support that, embrace that, and he gets or saw that. Saw that. If he gets young and old voters, it puts him in a great position for super tuesday, but if theres a generational divide and a lot of Young AfricanAmerican Voters with young and old latino voters part of a sanders or warren coalition, we have a fight going forward. Do you feel like the young black voters in South Carolina are like yes, biden . Well, im not so sure about that. Thats the concern. Because if you and i talk to so many other folks that there is there is a real generation divide, and i dont know that there is a candidate yet who has been able to bridge that. I think the single biggest problem is going to occur on those areas like on ships and in air force units where its operation ask heavily dependent on a relatively small number of people doing their jobs. A few those people get sick, those organizations cannot operate at all. So we have contingency plans for that. But a widespread outbreak is going to be difficult for the military to stop.
