They also say it would be out of character for her to engage in partisan politics. There is another key player in all this w. Fiona hill. She plan to say that Rudy Giuliani and Eu Ambassador Gordon Sondland circumvented the National Security council to pursue a shadow policy on ukraine. A white house official adding hills appearance stoke fears among close the the president. Given her role overseeing russia and ukraine policy throughout her time working for the administration. Lets talk all about this and break it down with garret haake and correspondent anne gearan. I am going to start with you anne on this one. What do you know of this testimony so far . We know yovanovitch, she says the administration has given up on the normal process of diplomacy and she links that to her own firing saying essentially there were forces including perhaps Rudy Giuliani and his associates working behind the scenes to poison the president s mind against her. It was not being done for cause. It was being done because the president had lost confidence in her. We know what is in her prepared opening remarks and not the length of her testimony which could go on until this evening potentially. It is worth knowing that yovanovitch is appearing here alone. Shes still technically a member of this administration. By appearing she would be in defiance of the white house or Administration Order to not participate in this impeachment inquiry. Shes doing so without subpoena. Could be important regardless of another word that comes out of her mouth as she continues to testify behind closed doors for at least the next few hours as we suspect. Walk us through some of the members of congress who are inside this meeting right now. I know there are a number of republicans inside there as well. These are supposed to be staffled positions. You got some top democrats, adam schiff and on the republicans side, some of the president s vocal supporter. You devin nunes. The president will have his defenders in the room and able to ask questions of the former ambassad ambassador. Nunes gave an interview on another network this morning laying the credit how republicans respond essentially trying to paint the former ambassador as a partisan figure. Someone whos carrying a lot of the democrats. We saw the ambassador pushing back against that in her Opening Statement as i suspect she will have to helicoptcontinually thr her testimony. Any surprise that her testimony was not blocked by the white house . Democrats and republicans were telling our team we hope she comes and we think shes coming. We dont know. There is no obvious confirmation that she was going to be here. The fact that she showed up at all means something is important. I dont know what yet. And talk me through how important yovanovitchs testimony is here today. Shes as 33year veteran. As it laid out there, she could be the beginning of a stream of testimonies from current and former officials who are all part or somehow related to what happened with ukraine. Certainly including fiona hill who left the administration in august but was there throughout the period and feels she was cut out that Rudy Giuliani and sondland were leading a separate freelancing Foreign Policy dealing with ukraine that cut out the normal way of cutting out the normal lines of communications but all the normal ways that the United States deal with a Foreign Government and she will testify next week. We expect that ambassador yovanovitch is saying some of the same things today about what it is like to be served in kiev and what she considers this rogue operation going around her and shes being bad mouthed to the president. Shes a Career Foreign Service officer who takes an oath to defend the constitution and she has served republicans as well as democratic administrations that she only ever dealt with Vice President biden in the contacts of his Government Service and hers that she never met hunter biden. As i have reading through her Opening Statements there. I concentrate on the timeline starting in july of 2018 or so and on from there especially considering that context in the impeachment inquiry. Talk to me about what you expect lawmakers are concentrating within her testimony today and the questions theyll be asking her. Sure. Both republican and democratic staff will be leading the question will want to know what her dealings were like with the former chief prosecutor for ukraine. What she thought of him and what it was like to deal with him and whether or not she ever had dealings with him about the case and anything having to do with hunter biden easts s iervice a theyll talk about events predates her time of ukraine but to ask also if she knows anything of ukrainian operation to undermine the 2016 election. She went to ukraine in 2016 but the events that Rudy Giuliani and others have suggested took place were well underway or were over by the time she got there in 2016. First, i want to ask you why you are taking that stand and what ises t is the Tipping Point for you . It certainly had to do with the president s disrespect for the rule of law. Why we have taken the position we have because this is not a conservative president. This is not a conservative administration. It is an administration that has transgressed the boundaries of th the laws. There is probable cause that the president violated his oath and the constitution and has potentially received an emolument in terms of campaign benefits of what clearly appears to be a quid pro quo and that could put him at odds at the federal Election Campaign act. There are a number of other things along those lines and we as conservatives in our group believe that we are taking a conservative position, we believe in the rule of law. We believe in the role of the United States as an ethical leader in the world. We believe in standing by our allies. These are all things matter to us. The president had a lot to say. Lets play some of that and i want you to comment on it. J j joes son, hunter got thrown away. Where is hunter . Where is hunter . Your father was never considered smart or a good senator. He was only a good Vice President because he understood how to kiss Barack Obamas what do you make of some of these comments at the rally . For the president of the United States to speak that way and a leader of the free world speaks with a lot more dignity and force. Our allies understand that and they are looking for something better. When i was a kid in the neighborhood that i live in, this is called running the dozens and watch for it, it was your mother. It was getting back at people and thats what the president tends to do. He avoids the facts and intends to personalize the argument. Hunter biden is irrelevancy, in the form to threaten and it is similar to what we are doing arguing of the for base construction and the benefit of the families of our servicemen who are fighting and dying overseas. It is a diversion tactic and blame game. One suspects impeachment inquiry will flex these things out. It appears mrs. Probable cause to believe that the president has committed what the framers understood to be high crimes and misdemeanors. I want to look ahead here. Say the president is impeached by the house and is not by the senate. And reelected for 2020, what does it mean for the democracy . What if that does not unfold . Then do you have a president unchecked for four years . Some of the issues the courts will acknowledge. In caesars case, the court envision certain disputes. Thats very rare but you paint a dark picture. I mean either that happens or we exist for another four years ws o with our institutions ever weakening and congress will stop acting like a parliament and act like an independent branch and especially in the senate and act for the wellbeing of the country where lets see what happens and take it a step at a time. The two florida businessmen, they helped Rudy Giuliani set up meetings with high level ukraine officials. Documents obtained by the state department. They are charged by the Southern District of new york for making false statement to the federal Election Commission and false occasion statements. Gained access to u. S. Politicians and through Campaign Contributions in order to advance business and personal finance interests. Fruman and parnas are charged with making 325,000 in a donation to a trump supper paer. Yesterday the president claims he did not know parnas or fruman. It is possible i have a picture with them because i have a picture with everybody. For what it is worth. We have read her Opening Statement. I would like to get your take on what she has said so far from what you are hearing of her testimony. She said she was forced out of office in part based on the activities of people like fruman and parnas. They were not named in the testimony although. We know that fruman and parnas laundered these contributions to trumps super pac in order to buy access. Almost from day one after making these political contributions, they were setting up meetings in order to push for the removal of ambassador yovanovitch. What about the fact that in this Opening Statement that she learns and tell in testimony that the president was trying to get her removed from the summer of 2018. We know right around the time of the original sixfigure launder political contribution to President Trumps super pac. Fruman and parnas set up a me meeting, they used that meeting to push for the removal of yovanovitch. Sessions sent a letter to pompeo urging the removal of yovanovitch. Certainly it is questionable why Pete Sessions agreed to take a meeting with these two florida based individuals asset at all. The push and momentum around the removal of yovanovitch picked up the following year in starting many march of 2019 when we know that john solomon began to write articles in the hill quoting the prosecutor in ukraine where Rudy Giuliani was connected with by parnas and fruman. What was your reaction when these two men was sharing a meal with the president s lawyer. It is incredible. We filed a complaint alleging these two violated Campaign Laws back in july 2018. We know the indictment shows that we are right. It shows that fruman and parnas violated the Campaign Finance laws through shell corporations and they additionally lied to the fdc in response to our complaints. We are gratified that the department of justices enforcing the Campaign Laws in this is stance. I think this indictment can be read of an indictment of a broader political system. These two were using launder political contributions in order to buy access in order to buy their interests. Who do you think was instr t instructing fruman and parnas . It is a good question. We know fruman and parnas saw yovanovitch as an obstacle to their corrupt scheme to generate business through energy and l g exports. We know there were a number of powerful figures in ukraine who stood to benefit from yovanovitchs removal because she was a vocal critic of corruption in ukraine. So who ukrainian official number one is and which other ukrainian actor may have stood the benefit of yovanovitchs removal is unknown. Thank you so much. Thank you. A former Department Assistant secretary of state. Keir simmon, i am going to start with you on this one. Bring us up to date on what you are experiencing so far. Hi my friend. Those numbers you just read out there may turn out to be nothing in comparison to what we are about to see. Today we watched turkish artillery pounding again and again across the border in to syria. We watch as we drove back to the safety of this location further away from the border, we saw a convoy of turkish tanks on their way to the Syrian Border so i think there has been a Ground Campaign underway, a much larger Ground Campaign will be planned. We are not told by turkey what the plans are. Turkey says theyre going to plan. And what turkey is trying to do here is challenging despite their huge advantage militarily over the kurds. There is a lot isis fighters. Five isis fighters escaped from the camp in the last day or th and there is the worry that theyll sped out. One of the things we should worry about is this tukurdish Campaign Going wrong. President trump h will he plan to do next which is moving large number of Syrian Refugees into that space. We can imagine how difficult it will be. There are a lot of ways in which these chains of events have been set off by that phone call of president erdogan and President Trump can go off the rail. In a sense america has kind of thrown its cards in and stepped away and wont be able to have much control over how this plays out. Yet at the same time and the isis story is a good example of that. America has such huge interest here that it cant really afford to have an impact and not be able to intervene in some way. Lets talk quickly of the people, thousands of people that are trying to flee Northern Syria right now looking for safety. Who is supporting them. Where are they heading in . Yes, there are thousands. Theyll be heading anywhere they can that is safe. What president erdogan is trying to do is create as 20kcorridor along the border. I have been to that part of syria of kurdish, syria. It is a place of largely peaceful of ethnicity getting along pretty well together. Now of course thats all up in the air. So, it is as great question. I dont think they know where they should go and of course their problem will be turkeys problem. In the end you know once you intervene, it is your problem and thats another issue that will be facing erdogan as this develops. By the day, this is turning more and more humanitarian crisis. Kelly, i want to talk about the regional instability that could come to all of this. Turkey is backing into the offense of the area. The kurds in Northern Iraq, they have pledged actually to send assistance across the border off to syria. We dont know in which way theyre providing that assistance and whether it is through providing people or whatever way they want to provide that assistance. Could President Trump in this situation have inadvertedly given iran an opening to move into Northern Iraq to create a vacuum for iran to move in . Quite possibly. I think to your point earlier, the president has set into motion of a series of negative securities for which there is no plan. Usually in a normal policymaking process, these plans are in place to deal with the mitigating circumstances. Whether it is a plan around r refugees or how to deal with iraq or iran situation. This would have been considered well ahead of a decision like this by the president of the United States. I suspect the National Security council and the state department and Defense Department are going through that Contingency Planning as we speak. I want to take a listen of what the president said about the offense last night at his rally. Turkey is right now waging a very tough campaign against the kurds. We got along with the kurds. We helped the kurds. Dont forget they right lane figare fighting for their land. We have three choices. We dont have any soldiers there. We won and left, take a victory, United States. Take a victory. Give me your reaction to that. We do know there are soldiers there and there were soldiers there despite the fact it may have been a small number. Have we won . Was there a win to be had. How a potential future allies are going to hear . Yasmin, we had our foot on the throw of isis and donald trump took it off. The United States is less safe today as a result of this horrible decision. There is a Bigger Picture problem as well. And it was a depressing period and i actually never thought i could feel as low about americas role in the middle east but today i do. I dont know which allies of ours in the region is going to trust us. We are now putting ourselves in an incredibly precarious position regarding any kind of threat coming from the region. We have allies now who are going to look to others for support. The idea is regarding iraqi kurds getting sucked into syria. We dont want a regional war. Thats not in americans interest. We dont want to see further fighting. Is that where you feel this could be headed . In a way putting, we were the stopper in the tub and it is not as if turkey and the kurds were not threatening each other for years. It has been going on for decades. We were a buffer and we were preventing the region from collapsing in that area in a direction where now we are witnessing it and that can suck in actors for a variety of action. This is an incredibly dangerous time. There is no real good planting for this because this is just a bad idea. We need to have National Security thats actually rooted in good thinking and right now the president s playing with fire in the region that already had enough fire. Who would be the major player . Who would be the leader in this regional war . What open space have the United States left in leaving Northern Syria and how would that affect the people here . Essentially we handled over syria to russia with iran. Russia right now is enjoying this situation with the u. S. Pulling out entirely and turkey closer to rational as well. Those countries are the main protagonists. We are not going to get into the middle of it. We are going to watch allies and i am sure saudi arabia is nervous. Thats why a couple of thousands troops were sent out there. Muhammad ben salman calling out there, are you kidding . This is a slippery slope where there is no easy end. We saw it in the war of iraq. Once you get into con fliflict cant turn it off. Kelly, react to me on that. Now we pulled out and given the green light to erdogan moving into Northern Syria and sending troops that joel just mentioned. Meanwhile many of the democratic president ial contenders are offering up their plans for supporting the lbgtq community. Here are some of the highlights for many town halls hosted by the campaign. Lets say you are on the campaign trail. I have. A supporter approaches you and said, senator, i am old fashion, my fate teaches me marriage is between one man and one woman, what is your response . I am going to assume a guy that says that. I am going to say just marry one woman. I am cool with that. Assuming you can find one. I know you are aware i know. How do we do that . I i. You are right. I want you to be able to talk. It is a number of things. O one, there has to be serious consequences and accountability when it happens. There needs to be a safe place for members of our Transgender Community to go. Joining us is alfonso davis. Thank you so much for joining us. Give us your action so far. First, i think it was a historic evening. This is the first time that we had a Major Television network, a Cable News Network hosts a town hall of all Democratic Candidates on lbgtq issues. Thats a story. Alfonso, can you standby. We are hearing from steve mnuchin, talking about sanctions on turkey. The president is concerned about the ongoing military offensive and potential targeting of civilians and civilian infrastructure and ethn ethnic, religious minorities and the president wants to make clear it is imperative that turkey not allowed a single isis fighter to escape. Again, i want to emphasize at this poichnt, we are not activating sanctions. As the president has said, hell provide very significant authorities based on the continuing efforts. So hell be signing this. Theyll be active and well be working in consultations with the department of defense and department of state. We are putting Financial Institutions on notice that they should be careful and there could be sanctions. Again, there are no sanctions at this time. This will be the broadest executive authority delegated to us. Was there any concerns that the action he took led to this . No, i dont think he thinks his actions are what led to this. It is a complicated situation. It is a situation that we are all concerned about. The humanitarian situation and there are clear discussions thatll be going on between the department of defense and the state department. I just got off the phone with the finance minister and well be communicating specifics that we are not going to telegraph. Secretary, can you give us an update of the china trade negotiati negotiation . I didnt think well be asked on that. No new deals agreed to. I want to make sure anybody knew in advance that i was not talking about china. I didnt call a specific china meeting. We have had a production twoday discussioning with ambassador light hospitalizer and well meeting with the president shortly and update the president on that and hell meet with the vice premier. I would not be surprised like usual he decided to invite a few of you in. I am not going to make any comments in advance. The stock market is optimistic of where it sees, are they right to be optimistic . The stock market is always right. Is there a reason for opti . Optimi optimis optimism . Again, i am not going to make any more comments. So far turkey has not been dissuaded by anything that the administration had done or the president just said. What make you confident that the announcement that you just made is going to change turkey . I dont agree with you. I am not going to comment on specific confidential discussions had been going on on different levels. I dont think thats a good premise. Again these are very powerful sanctions. We hope we dont have to use them. We can shut down the turkish economy if we need to. How does the threat of these sanctions help u. S. The u. S. Al who say theyve been abandoned . Again, its a complicated military situation that is ongoing. There are discussions. I think the president has had very specific discussions. As i said, the department of defense, we have expectations. This is a way of making sure that we protect the humanitarian issues and the other people on the ground. As far as you know, have any plans specifically changed about turkish president erdogan still visiting the white house . Im not aware of anything thats changed but again, im not confirming that. I just havent heard anything one way or another. What kind of consultations are you having with lawmakers like lindsey graham, who have been very critical of the plot of u. S. Trips in syria . Ive been speaking to the secretary multiple times a day. The message to congress is i know people were contemplating sanctions. Were on top of sanctions. The president will use them when necessary. Thank you, everybody. Has investigating the bidens ever come up . Youre hearing from treasury secretary Steven Mnuchin there, basically saying they are ready to shut down the turkish economy if we need to, that sanctions are not yet active but are in place and ready to go, calling it a humanitarian situation, also saying its important turkey not allow a single isis fighter out of Northern Syria. Joining us is joel, president of the Washington Strategy group. Talk us through this. My first question here is what does it mean when sanctions are ready to go but not yet active . Is this basically just a direct threat to erdogan . Yes. Its a p. R. Move. Clearly President Trump believes hes losing the public fight, hes getting a lot of pressure from the hill, both sides of the aisle arguing they want to move on sings. This is a p. R. Move at this stage. Hallie, talk us through what you were hearing. Reporter the president has been threatening sanctions for at least 48 hours since this Turkish Military action began. He tweeted and talked about there might be the possibility that he would implement what he described as punishing sanctions against turkey. So the threat of more sanctions, that is not new. When you think about what has materially changed between the spoken threat of the sanctions to the president and this moment in time right now. It seems like what has simply changed is that the treasury department, the white house has gotten sort of the paperwork together so to speak and im sort of speaking in metaphors here. Its not clear what its going to take to activate these sanctions. Is it the kurdish casualties, the length of the Turkish Military operation . The secretary did say the treasury is close contact with the state department but i still think it is notable that there are questions about what teeth are behind this move. There were a couple of questions about the china trade deal that the top chinese negotiators are in town to help hammer out. In just under an hour the president is set to meet with the top negotiators. Reporters may be welcomed into that. Its not clear if there is going to be any kind of deal or agreement signed. There is still that tariff threat set to go into effect on tuesday. Theres a lot of moving pieces here. I do think it notable that the secretary came out to announce these sort of presanctions, if you will. I heard one of your guests say it seemed more like a Public Relations move. It is clearly a signal and intended to be a signal to president erdogan and the president set to most president erdogan in just about a month here at the white house. Joel, help us flesh this out even more, the status of going from inactive sanctions to active sanctions. We have seen many casualties of the Kurdish People who have been stalwart allies now being slaughtered and killed by the turks that have come over the border. What does that meanctive from i active. What would be the Tipping Point . You want for them to be targeted in a way that produces an effect that is the outcome that you seek. To have exacting sanctions to somehow stop the Turkish Military from committing humanitarian atrocities against the kurds, thats hard to see. If the president is talking about broadbased sanctions to cripple the turkish economy, which is a bad outcome, that is not a good thing to cripple a countrys economy, it isnt clear that would stop the mitt advance. Turkeys military is the second Largest Military in nato. They essentially have american weaponry theyre using against the kurds. Sang sanctions are not going to stop that but it may cause erdogan to the united nations, were back about a billion dollar in arrears. What are we doing to ease the pain and suffering these policies have caused. It not as if this wasnt predictable. Broadbased sanctions, if theyre not clearly targeted, its not at all clear theyll stop this killing pretty now. What do you think it will take for erdogan to stop what is going on in Northern Syria . A Broad International consensus together to lean into him and that includes getting russia on board, which is very difficult, to stop the killing right now and freeze it in place. My fear is that we dont have the teeth. The teeth werent that the american troops would somehow fight against the turkish incurse, its that we were sitting there and causing a buffer dynamic. So now that were out, its very difficult. We could of course, and this is sort of a Nuclear Button, we could threaten the Turkish Military, to cut them off entirely. We could cut off resupply, terminate Training Missions with them, a nato alally. That is a Nuclear Button that im sure is being discussed on the inside as an option. Do you think mnuchin was downplaying the situation that is taking place in syria to say it was a humanitarian situation . I think mnuchin was sent out there because hes a fresh face. He has not been a face that has been seen on this issue. Sending out mike pompeo could have been disastrous considering the way hes being deceived by the state department, career people in the ukraine scandal. This is outside mnuchins brief and he tried to stick to the topic. When you think about the lives lost since this started to happen hand we have lost so many lives so far, you are beginning to see a refugee crisis of people leaving Northern Syria, seeking safety elsewhere and not getting support from anybody. What needs to happen to rectify what is taking place in Northern Syria . What needs to happen right now is that we do need to provide humanitarian assistance, we do need to call the turks out and we need to look at these options towards turkey to stop their incursion but we also need to really lean in with russia, we need to lean in potentially with iran as well and others who are engaged in conflict in the region and find a diplomatic path out. The secretary of state is not doing his job. He is not engaging diplomatically with all of the actors regionally. There were people at the state Department Working on this. Theyve been completely undercut by the president s decision. We need to lean in diplomatically and understand this is not something the United States alone can resolve. I dont see enough urgency there in our International Diplomacy to try to bring calm to the situation. We have about 30 seconds left. Are you optimistic at all that Something Like that could happen, especially with the announcement today in sending more troops to saudi arabia when youre saying you need to lean in to countries like russia and iran. Im not very optimistic right now but as were seeing, this is a very fastmoving situation and hopefully the administration will think twice again about going back to the table more aggressively. The mistake have been made, we cant turn back the clock, we do neat to criticize them but the diplomacy does need to get energized.
