Impeachment inquiry. The president and the white house now standing defiance and refusing to cooperate in any way shape or form. We are calling breaking news right now. Turkish air strikes are underway in Northern Syria. Take a look at these pictures. Against syrian kurds. The people who stood alongside the u. S. In the fight to beat isis. Syrian Democratic Forces tweeted there is a huge panic among people of the region. Erdogan announced the beginning of the military assault against the kurds after days of tanks and military personnel on the board. The assault comes three days after President Trump surprisingly agreed to move u. S. Troops out of Northern Syria near turkey border. The International Committee to prevent what could become a humanitarian disaster. Joining us now, our msnbc correspondent matt bradley and our Richard Engel in istanbul. Matt, whats the latest on the ground of where you are . The latest we are hearing stephanie, the last couple of hours are the first casualties that comes out and expected to be a bruising battle between the u. S. Allies. Syrian forces are populated by kurdish fighters. They came out and said there has been two dead and two wounded. The other big news we are seeing ises the beg is the beginning of what looks like civilians fleeing. Erdogan is trying to establish on the fringes of syria just south of turkey. That could snowball into another thing that a lot of people here are worried about which is massive displacement of kurds. They go further into syria and the south of that country or they could go right here where i am. Kurdish region of northern iraq. This refugee and displaced people. It has been a massive burden throughout the country in the region and up ended politics in u. S. And the west. We could expect to see more of that as this what is expected to be a humanitarian catastrophe expense. Matt, the Kurdish Force is trying to push back isis were very effective fighting force. But that was against isis. This is against a nato member, turkey with remarkable and ka sophisticated fighting power. How do they respond to these attacks . We have been hearing from leaders they are determined to fight against the turks. I spent some time back in march with the syrian Democratic Forces right before they dismantle that caliphate that took so many years and lives to finally beat back. So we are going to be treated to this horrifying spectacle of two u. S. Allies butting heads in Northern Syria. The turks are not with weapons mostly manufactured in the United States, a lot of these turkish soldiers received some levels of training from the u. S. Military because of their nato allies and theyll be fight against the scf which is armed with u. S. Weapons and trained by u. S. Trainers. Well see this real clash not just of ethic groups but also u. S. Interests colliding against each other and again as i said could be a major humanitarian catastrop catastrophe. You know this region better than anyone we know, whats your perspective here . Reporter this is a campaign of ethnic cleansing. While the kurds were fighting alongside u. S. Ports, they established Something Like a state, a pocket that was controlled by the curds. It had its own culture and government. It was largely secular. It was proudly feminist, men and women shared power. It was an experiment. Th now turkey with this operation is moving into eliminate that state. Thats what is at stake here. Turkey says it is going to establish a buffer zone. That buffer zone is right on top of this autonomous zone that the kurds have created. Inside right now, inside the region where we are hearing there is a massive amount of panic and theyre calling for mass mobilization. I think the kurds are going to start to resort to gorilla tactics. The kurdish population inside turkey and iraq and syria and iran and inside armenia. Theyre not the same people. When you talk about gorilla tactics, will we see responses from kurds and other parts of the middle east . I think you could see attacks inside turkey and not necessarily in the other regions and thats the dynamic that turkey is fighting. Turkey did not want to see this autonomous zone that had been protected by u. S. Forces to rise up and then unify all of these other kurdish populations. The biggest population is in turkey. That population has carried out what turkey considered to be terrorist attacks. Some of them have clearly been terrorist attacks and targeting civilians. This could be a difficult situation, domestically and internally in turkey as it faces this war. Now the u. S. As matt bradley was saying is in an awkward and some ways morally in defensible position right now. There are still about a thousand u. S. Troops in syria but they have been told to pull back from the front line. They are only allowed to defend themselves and they have no mandate to stop this turkish incursion. They are watching. While still in the country, there are allies and people they fought shoulder to shoulder now coming under attack and theyre watching these air strikes being launched from the air base. F16 being launched from the same air base here in turkey that u. S. Forces were use to fight against isis. All right, guys, thanks very much for your analysis of this, matt bradley and Richard Engel. Thank you. Joining us now, former secretary under president obama. This is a bad situation as Richard Engel is pointing out and not yjust for the kurds on the ground and under attack for turkish forces. We had a stalled ally against the remarkable fight of isis. The United States facilitated possibly the massacre of some of those people. This is a terrible situation any way you look at it. It is what you get when you make policy with nofault and no plan and no notion of whats going on to be the result and seeing no care of whats going to be the results. These fighters, these kurdish fighters as you pointed out stood shoulder to shoulder with us. They lost 11,000 people in the fight against isis. That fight is not over. They still guard thousands and thousands of isis prisoners. The fight continues against isis and in the midst of all that, we have al president who says hho about it . Turkey is trying to safe zone this place for years and years. The thing that stands in their way is us. No, this is our allies and common fight against isis. That guarantee suddenly got ripped away and no plan and tno thoughts of what comes next. What a disaster of the potential debate. Lindsey graham had said to congress that erdogan would be made to pay a hefty price. The judgment has issued a statement. This morning, a nato member invaded syria. The United States does not endorse this attack. One does have to be a man with your experience or military strategist to understand that the u. S. Is pulling out troops was going to be an investigationatiinvitation for turkey to do something. It does not matter what they say now. What matters is what he did. He basically hope td hop opened and gave a green light. I Hope Congress does something on sanctions. This is a position we should not be in. This is a position that we as an ally should not put people in. This is apart of a pattern, a pretty disturbing pattern of betraying allies of ripping the rug out from people who stood with us in order to cozy up to strong men in order to advance an dagenda of tweets. What do you make of the president extending investigation to the white house visit to erdogan. The last time he was in d. C. Thats when we know members of his beat up some protesters. This is all part of the same piece. First the toll phoelephone calle tweet went out, we are pulling our troops back. Erdogan basically do whatever you feel like you want to do. In spite of whatever statements that the white house is making now and inviting him into the white house which is the best invitation a president could give. It is not only saying you got permission to do this. This pretty much, the visual and the invitation pretty much says you got to support. Secretary, ray mabus, the former u. S. Ambassador to saudi arabia. President trump allowed turkey to invade syria. President trump had Major Business interests in turkey. Well check out if it is a c conflict interest for the president. Welcome back to velshi ruhle, there is new reporting from the New York Times that the white house told the whistleblower something the whistleblower recorded in the memo. The official was visibly shaken by what had transpired according to this memo. The officials view the president clearly committed a criminal act by urging a foreign power to investigate the u. S. Person for the purpose of advancing in his reelection bid for 2020. I guess i am trying to figure out what spooks someone in that environment. What would cause someone to say hey this was way off of the norm. I think betrayal of public trust and abuse of Public Office for private gain. If you see anyone doing that but especially the president of the United States, thats crazy. Thats frightening. We dont need to take the whistleblowers words for it. We have seen that and the invitation to interfere in the u. S. Elections that the u. S. President was extended. I too would have thought it is crazy and frightening. The president is brushing off these revelations saying they are secondhand and false. There is a pattern here e mermeg of what we are learning. Thats absolutely right. When you are taught to research, maybe start with secondary sources but get to the primary sources. We have read the call memorandum. We could see the apparatus of the government was pushing ukraine to dig up dirt on joe biden. We know that firsthand and it is concerning. Requethe New York Times ob emails that down play the funding. One of the emails say keep moving people, nothing to see here. What does this kinds of keeping it low key from the state department to tell you. Who knew something wrong was happening here. This was not just one bad day, one bad call by the u. S. President. Media reporting and what we have learned from testimony already and emails like that is that, that call was the combination of weeks of preparations that had a lot of people worried. Theyre worried the president might do exactly what he did, invite ukraine to mess with our election and do something for his personal political gain. A number of people as should have been were uncomfortable along the way. The president clearly or claims actually, claims he wants the identity of the whistleblower exposed and democrats are doing all they can to protect him or her. We have a system in which those who report which they believe is serious wrong doing through appropriate channels are to be protected. Thats not just in their interest, thats in all of our interests. Thats in the National Security interests. Thats just what we are seeing here. We want people to come forward in appropriate ways. I think something is not all right here, we need to protect the people who do that. Joshua geltzer at the National Security council, executive director. We continue to follow breaking news where turkey has begun a military offense targeting u. S. Allies. Well get the latest in a live report, coming up. President trump talks about the inquiry again. The white house now declares it will not cooperate. The president s war against impeachment, next. First, we have a new reaction today to those disturbing allegations about our former colleague matt lauer. The one detailed by farrow obtained by nbc. Our nbc news employees complaint of the long time host led to the 2016 firing. Among other things she alleged th that matt lawyuer raped her. In a new book, it is alleged that an extramarital, but consensual. At no time she behaved in a way that made it appear that she was incapable of consent. Nbc also reached out to brooke naibel for comments. Nbc news is saying this morning. Matt lauers conduct is appalling and horrific. As we said at the time thats why he was fired. Our hearts break again for our colleague. Also, just out this morning, the Hollywood Reporter came out with a new story based on farrows book which farrow claims Harvey Weinstein pressuring nbc keeping stories of his own in proprieties to keep quiet. Nbc is denying that claim. In part, he was not made aware of those threats. Well be right back. Threats well be right back. Do you have concerns about mild memory loss related to aging . The white house is refusing to hand over the documents to house committees in their impeachment inquiry. The white house claims the quote, inquiry is constitutionally constitutiona constitutionally invalid. The president cant allow your constitutionally illegitimate proceedings to distract him. Nbc news wall street journal poll shows 43 of americans believe the president should be impeached and removed. 49 say he should not be impeached and remain in office. 53 disapproving of the job hes doing. Senior washington correspondent, anna palmer. Our Senior Vice President for social justice at the new school. Maya wiley. Welcome to both of you. Nancy pelosi talks about republicans in congress saying their oath of office is to donald trump and not to the constitution of the United States. Hes like their jfk, hes their guy. Are you hearing more about this strategy . Yes, i think this is starting to play out more and more as you saw. House minority and kevin mccarthy, basically an effort for them to step away from the substance of what happened on the call of ukraine with some of the other issues the president has. Democrats wanted to get donald trump out of office since he was elected and this is their latest chance to do it following the Mueller Report and following those investigations. I think this is something that you are going to see them hammer home in the next week or two. The question to me is how do House Democrats respond and do they engage in the process argument that the house should pull a vote to have a formal impeachment inquiry or not. Maya, you are the legal expert. The white house is saying the president is being denied due process. They say it is constitutionally in valid. What do you say . Well, i think whats invalid is their argument of the constitution. The constitution says nothing about requiring a house vote in order to have an inquiry. The requirement is a house vote on articles of impeachment. What the house essentially is saying we need to do our factsfinding to determine what article of impeachment if we are going to bring. That relate to the due process argument. Imagine if you are being investigated for a crime and you go to the police and say you cant investigate me unless you give me all the evidence against me first. Thats essentially what hes arguing. Thats not how investigations work. His right to due process exists and it happens and it happens after they have done the inquiry. How can they share evidence with him around articles that they have not define . So it is a really great way to just confuse the American Public rather than follow what the constitution clearly outlines and they are clearly within their rights to do it. We have within the public spear a ream of evidence that suggests their inquiry is quite valid and a lot of deep concerns. Okay, so what did democrats do . We are hearing you say the white houses argument is nonsense, great. Fine. Whats the consequences . I think there are two things. One consequence is his obstruction of Congress Becomes an article of impeachment. It is an i mpeachable offense. You already have three federal courts pushing back in Strong Language on the radical arguments that attorneys for donald trump are making that essentially say, look, you dont have a right to investigate me for state crime manhattan district attorney, i am above criminal investigation while i am president. At the same time theyre telling congress, look, congress, you dont have a right to investigate me for impeachment. You cant have it both ways and judges are already saying and we have seen at this week theyre saying this one judge calls the argument repugnant and another judge laughed at oral arguments the administration has made. What they should do is pursue the enforcement of their subpoenas and at the same time they should not wait because they do have a ticking clock and there are plenty of evidence for some articles of impeachment and obstruction is one of them. Anna, the Washington Post got all 53 republican senator on t the impeachment inquiry. None of them supported. 14 of them have concerns and questions. Article of impeachment got to the house, the president could afford 19 republicans to vote to convic convict and still remain in office. What is the white house doing about that . We are early in the process and there are 14 republicans who expressed concerns. Right, i think we are a long way off from there. We have not seen what the articles of impeachment they are specifically trying to file. Thats a week or if not months away when this turns over to the senate. I think senators and republican senators in particular are looking into the white house as what is your strategy. It is scattered shy at best. The president has been tweeting kind of aggressively over the last several days. There has not been a real strategy that they can latch on and i think we are starting to see the beginning of that this week with the letters of the white house with what you are seeing coming out of house of republicans. Ben sass and others who are going to be skeptical of this strategy and will try to weigh in on the matter until it goes into the senate. Anna, did any of these 14 republicans who have questions or expressing concerns, do they have a need or expectations to get the answers to address these concerns . I think thats a question. Right now you see this white house stone walling in a way thats unprecedented and Congress Continues to try to get information thats particularly from the House Democrats and trying to subpoena the information. They dont have a lot of recourse besides holding different members in con detemp and finding them which have not been done in a long time. Do you see some of these republican senators actually no, we do need to know the under line facts. We have not seen it happen, partly because they have been back home during the congressional recess. You will see a lot of reporters and the threshold press core asking the senators the exact question. Where do their concerns go . Once you say you have concerns then you have to be aggressive. Anna palmer and maya wiley. Thank you both of you. Well break down whats being done to stop this russian interference for 2020. The new nbcs reporting is next. Theyll fire things across the border and art tillery and r strikes. These are things that a military would do prior to a ground incursion. Do we see turkish tanks or armour vehicles or whatnot and moving across the border and into syria. X part of the military operation. We dont have any confirmed report about it yet. The other big question is how far is south of the border will the Turkish Military operation go. The u. S. Military in conjunction with the Democratic Forces and actually with the Turkish Military has been holding of what the pentagon had been calling security mechanism. What most people would call it safe zone, south of the border. It is a bit of a bumper zone. The u. S. Military were apart of that. They moved o ut ut of the area. The belief is the turkish president erdogan wanted to take the entire security mechanism because he saw it as an area that was occupied by Kurdish Forces and civilians. He saw it as a threat to turkish security. Of course people see the kurds ast as terrorists. So far there is already unconfirmed they seemed to be embolden by the idea that kurdish are being attacked by the turks. And so thats why there are two big problems with isis now. The Detention Center are holding 12,000 fighters and about 10,000 syrian or iraqi descents. The syrian Democratic Forces, Opposition Forces have the ones who been holding prisoners securing them. As soon as the turkey incursion begins, those Detention Center becomes a second priority. We expect the guards moving up towards the border with turkey to help out their brothers and sisters and arms. Thats number one. Number two, there are still remains and unknown thousands of isis fighters in syria who for all intended purposes have been lying and wait. We may have seen the beginnings of their attempts to exploit some kind of vulnerabilities with all the attention looking towards the border and in raqqa there were a series of attacks that isis is claiming. We should be looking at those attacks as isis is trying to exploit it and take back the area. Stephanie wants to know where your coreporter is . He does not like our show . The Senate Intelligence committee released their latest bipartisan report describing how russian intelligence agencies used social media to try to influence American Public opinion to the 2016 president ial election. This report finds russians goal was to hurt Hillary Clinton and help donald trump. Senator Richard Warner are pushing this into 2020. They want new legislation Holding Social Media accountable. Requiring companies to publicly disclose the identities of those who purchase political ads on their platform. There is a bill sponsored by warner and senatorially si grah lindsey graham. It is called the honest ads act. To include paid internet and digital ads. Election hearing communications are defined as advertisements for a specific candidate running for federal office that are made within 60 days of the general election or 30 days of the primary election and they are targeted at the electorate. The honest ads would require digital platform with at least 50 million monthly visitors to maintain a public filed. It will push Online Platforms to make reasonable efforts to ensure foreign entities do not purchase political ads in order to influence the election. All right, joining us now. Special agent and our special security, tiny watclint watts. Hes also the author of messing with the enemy. Anything in this bipartisan rinehart that we did not know of. Surprisingly little. There is a lot of redacted portions thats left out of the report. What i found most remarkable about this is after two and a half years of hearing, it was not a lot of intangibles. There had been ads act on the table like integrity act, none of these things have passed. When you read through that report. It looks like 2020. When it comes to social media, it is going to look like 2016. We didnt learn much and we already knew of these bad actors and i remind our audience all the time of the second paragraph on the Mueller Report. The honest ads act did not progress in the senate. Why is that . Whats the argument against it . From what i have seen in terms of republicans and democrats i have talked to, and republicans, no one can get their head around why they dont want to do this. Its surprising to them because we already it seems obvious. No one knows why youd push back. It was like carried interest. Nobody was arguing nobody could tell us why you wouldnt do it but i didnt get fixed. I think the most remarkable part, it puts a lot of social Media Companies to do defense. But im sure i would be what do you want us to defend against, you havent told us what we need to remove or who we need to track. It doesnt put in a lot of task for the task force to pursue and anything without a budget on in d. C. Doesnt go anywhere. Thats the other remarkable part, congress usually says this is what the laws are, this is where the provisions are, everybody go out and do your business, this is vague in the end and you see the executive branch doing things, they put out some warnings in the last week, but who are the biggest perpetrators . Theyre probably at the other two ends of pennsylvania avenue right now. Thank you, chris. Weve got more breaking news, a defense analyst has been arrested for leaking classified information. Were following breaking news, something were watching is Vice President joe biden whos holding a town hall in New Hampshire right now and he has had some very strong words about President Trump. Hes now dropping all the qualifications around the idea of impeachment. Hes calling for the impeachment of donald trump. No president in American History has ever dared to engage in such unimaginable behavior. Donald trump has violated his oath of office, betrayed this nation and committed impeachable acts. We all laughed when he said he could stand in the middle of fifth avenue and shoot someone and get away with it. Its no joke. Hes shooting holes in the constitution and we cannot let him get away with it. [ applause ] that was what he said a few minutes ago, lets go back into this this is now joe biden talking live. When i announced my candidacy, and i did it here as well, i said i was running in order to restore the soul of america. It was not hyperbole and it wasnt just what we saw in charlottesville, virginia, people coming off the woods and fields carrying torches chanting antisemitic bile, i spent repeated and repeated and repeated. Folks, restoring the soul of america, thats whats at stake in 2020. Thats why this election is so important. Its why were not going to let donald trump take the democratic nominee for president , period. Im not going to let him get away with it. Hes picked hes picked a fight with the wrong guy.
