Well break down the numbers in a little while. Lets start with iran. It is officially a violation of the nuclear deal that struck with six countries and the European Union exceeding the limit on how muffin low and rich uranium it could produce. This news comes more than a year after President Trump announced the United States would exit the Multi Lateral agreement. Lets look at why it matters. Natural uranium coming from mines had less than 1 of the isotope. U now, one of the most efficient way to do that is to spin the uranium at super sonic speed allowing u235 to separate out from the rest. This is called enriched uranium and it is used to depend on the level of enrichment. Enriching uranium between 20 and 93 allowed it to be used in research reactor. Once it is enriched to 90 or more. It is suitable for use in Nuclear Weapons. What we are talking about iran here in the left of your screen, low and enrich uranium. It is power and reactor uranium. The Iran Nuclear Deal known as the jcpoa requires iran to ship all of its enriched uranium out of the country. Getting raw uranium in return. Iran processing that ore but it is limited in 660 pounds. Thats 300 kilograms. As a way to limit the processing, the country was restricted of 5,000 to enrich the minerals. Joining me now is richard haus and our ali arouzi. Until today they have been able to say that they have lived up to their obligations under the iran deal . Thats right, ali, iran has held back from breaching its commitments under the nuclear deal. It was a policy here that they had described as strategic patience. They knew that america come out of the deal that there is probably very little return for america coming back to the deal but they wanted to see what they can get out of the europeans. They wanted to see if the europeans could shield them and allow to sell them of the most important commodity on the open market. It is becoming clear to iranians now that especially after a meeting in vienna on friday that the europeans cant come up with the goods. They put in special Purpose Vehicle called insects to allow some humanitarian aid into iran and iran said this is not simply enough. A credit line of a couple of Million Dollars is not going to cut it for this country. So thats strategic patience. Patience has now run out. The strategy here has changed from a defensive one to a offensive one. This is the first step the iranians put on the europeans to try to turn things around in a short period of time. It is not a huge breach but it is a provacative breach. The next important milestone, we have to look out for is this coming sunday. Iran says by sunday they are now going to ramp up their production of enriching uranium. If they decide to take that above that 20 threshold which is so important because going from what you talk about that, less than 1 to 20 is very difficult. Once you pass the 20 threshold then you are on a very, very short path to the levels of uranium you need for a nuclear bond. Iran says they dont want one. Thats where the danger is. We dont want iran to get past that 20 . If iran suddenly announced on sunday, they are going to go beyond the 20 then i think the nuclear deal is over, u. N. Sanctions will snap back to iran and we are going to be in a very, very dangerous position. I dont think we are going off that course ali. All the signs that i see in iran is the they want to pursue now of a very hard policy. Ali arouzi, thank you for that. Richard, until now there are a lot of our allies who are in the deal who are arguing for maintaining the deal, they were not in favor of the u. S. Position of polling out the deal. Does this make it harder for everybody else who was in that deal for our european allies to argue on behalf of staying in or maintaining or fixing some kind of a deal now that iran has taken the steps . It makes it some what harder. It is now refocusing attention around the world on iran even though there will be those in europe and elsewhere who are going to argue that the United States sent this chain of events. We are back to a couple of options, one to increase sanctions. There is always the option, not an attractive one to use military force. A possibility of new diplomacy where we can take the old agreement and try to amend it in certain ways and see if that would work. The iranians are obviously hoping that this will frighten the world and some of the world will move away from living up to u. S. Sanctions. Well, richard, a lot of people say President Trump does not want a war with iran and he got some advisers around him would recommend around that, whats your worse Case Scenario here . Either this leads to military action on our part or other scenario where this is one of the many ways that iran is pushing back, keep on shooting a drone. Maybe missile is fired by one of the militia in the region thats close to them. Sooner or later, theyll do something. With the United States feels they cant hold back like the president did the other day. Then we react military then we are off to the races. What would we suddenly find a lot of the middle east would become apart of the war. Richard, good to talk to you, thank you, richard haas and ali arouzi for us in teheran. Nuclear talks with north korea. President trump is the first sitting president to step into north korea with that step hes taking and walking across the line in the demilitarized zone. This is a meeting that was organized by a tweet. It brought headlines but doubts still remain of north koreas commitment of denuclearization. The two meetings ended without any concessions from kim. Now these will restart talks. Joining me now lindsey ford, assistant secretary of defense and director of security at the age of society. Lindsey, good to see you. We got a list of all the times that north korea has promised to denuclearize. This is not a trump era phenomenon. This is something been going on for a long time. Do you have conference thidence more sincere than the last time . No. More important is that we are still out of place. What north korea is talking about when they say denuclearization is not a unilateral disarmament which is what the Trump Administration has been tauting fouting for a time. North korea is looking far more like arms control. It will negotiate with the United States to slowly reduce its Nuclear Arsenal overtime but it will expect the same type of concession for the United States. The disagreements here between the Trump Administration and kims regime over what denuclearization means have not been minimized in any way. Lindsey, when you go out to dinner and somebody says to you, well, you are an expert on this, can you tell me whats going on here . It is hard to understand whats going on in the outside. Whats the goal and what success is supposed to look like for President Trump. Is he putting together something. What are we looking at here from the outside . Well, the Trump Administration has said for a long time that its goal is the complete varifiable denuclearization. Essentially to agree to turn overall of its Nuclear Weapon materials. They would like the kims regime to turn over the delivery system. They went beyond that to talk about the scientific know how. It is unclear how to deal with that type of knowledge as well to actually really eliminate the north Korean Nuclear threat. When you see the tweets that led to those meetings at the nuclearize zone ad zone and the that President Trump took in north korea, what did each side gained from that if anything . I dont think the president was interested in diplomacy here. I think he was after this date. The president was the one who asked kim jongun if he would like him to step over the line and so really the president was after something that would make him look historic. Hes interested in the optics. Hes not the the types of hard work and the deliverables. Lindsey, thank you. Breaking news in hong kong, police just fired tear gas and hundreds of protersters holding up at the City Legislature building. They are angry at the extradition bill that allowed people set from mainland to china. Joining me now is our correspondent bill neely. Have they cleared the protesters now . Police got aggressive over the last hour. Reporter yes, pretty much within the last hour. Coming back from the riot police front line, they moved in about just over an hour ago after a day. There were no words to be seen. They came in with tear gas. Almost immediately the protesters who were outside the main government building scattered and news quickly filter inside that the police were coming on those protesters who would occupy that building, scattered pretty quickly as well. A faceoff that i would not want to say that this is over. We are passed the worse of it and it does not look like it ended in a major violence. It is both i think an embarrassment for the police and hong kong authorities that they allow this to happen and also an embarrassment to beijing and a challenge to president xi. Lets make no bones about it. This is the biggest popular challenge for president xi since he came to par seven years ago and the challenge to communist party here and what they are trying to do to hong kong which is tighten the screw of au next time we do this, we understand there will be a million plus or 2 million protesters and well take a harder hahar harder hand. Do the protests really win here or delay the reinevitable. This is the fourth major protest, we had almost 2 Million People in the streets. The protesters say there is half a million of people in the streets. Go into the main government building. This is hong kongs house of representatives or senate and they trashed it. Now are they going to stop there . Is beijing just going to say oh, okay, your day of fun will leave it. The chief executive carrie lam made a public confession today after sipping champagne in the morning. The optics were so bad. We got to listen to the people a little bit more. I learned the lesson. But i think for her it is a difficult position and lets remember what protesters want. They want this extradition bill th. They want not just withdrawn which is what the chief executive has done but scrap all together. They want her to resign. Now i think beijing would find it difficult to fire her right now. They cant be pleased of the way she has handled this. They could, ali, just double down. They could as a result of this you know have some kind of next time you do this, well crack heads in a serious way. Well watch it closely with you bill. Thank you for your analyst. Bill neely with us in hong kong. President trump cool tensions with china saying the u. S. Would not place additional tariffs on chinese goods. The market sees seem to be responding. Also very, very strong for one quarter. When you pull the timeline back to where you started at the beginning of the year, 17. 3 . This is a remarkable gain in the stock market in the six months. I want to remediind you the fin quarter of last year was damaging. President trump started the trade talks and most peoples stocks ended up much lower. Well continue to monitor the market for you. We got new numbers on 2020 fund raising. Pete buttigieg, well break down his booth. And donald trump jr. s tweet targeting cKamala Harris. You are watching msnbc live, velshi ruhle. So lets get after it. Everything is all right what would you like the power to do . ® all right welcome back to velshi ruhle. Pete buttigieg brought in a 24. 8 million in the Second Quarter with help from 294,000 donors. The 7 million Pete Buttigieg raised in the first democratic debate is providing a funds raising surge for some of the other candidates. Senator Kamala Harris campaign raised 2 million in the 24 hours following her thursdays performance. Thats the most of any day in her campaign. On wednesday, Julian Castro, raised three times over his best fund raising day. Steve cornacki who has been crunching these numbers is joining me now. The fund raising, well get that picture the next couple of days or weeks. Pete buttigieg, hope that it means for him a polling booth. The first poll, this is the morning consult. This was conducted in the first 24 hours after the debate. The first 24 hours after that second debate finished. What they found in the initial 24 hours, biden down five points from where hes been going into the debate. He been at 38 down to 33. The biggest jump right here. Not a huge surprise. Kamala harris, 6 up to 12 . Putting her in with a tie with Elizabeth Warren. Thats the picture they found 24 hours after the debate. It is more than 24 hours since the debate. Thats the next question. There is folks initial reaction of what they saw and there is the oerchcoverage and controver that come from it the last few days. How does that affect voters and how they made sense . The next question and answer well be getting some polls in the next couple of days. Did it get better for Kamala Harris or stay the same or stabilize . Did it get worse for joe biden. Beto orourke and andrew yang, what happens, do they stick around wow this far out, donald trump was not doing that well or does something force them to start seeing more margin. It is not so much of the bottom you see here. It is 16 or 17. Ali, what happens now is we are at a new phase of this campaign. Rules are going to change the debate that starts this fall. The polling that will and wont get you into the debate is the polling thats happening now. You have to hit 2 in at least four polls that the dnc recognizes. They got this listed of different polls and different places. You got to get four that put you at 2 . If you are only hitting, if you are hitting zero, you wont meet the stage. We dont know how it is going to shape out. If those rules had existed for the first debate. Only 8 or 9 candidates would have been on the stage. There could be a big crunch coming by the end of summer. Good to see you as always. Steve cornacki. The 2020 candidate are rallying around Kamala Harris after donald trump jr. Restarted the birther conversation. He retweeted a post that questioned harris ancestry. Her fellow candidates came to her defense. Joe biden tweeted the same forces of hatred rooted in birtheri birtherism. Racism has no place in america. Ali vitali who has been on the road covering the candidates. This hgoes back to donald trump jr. There are still according to last poll i saw probably a year or more old, some 20 or more americans think barack obama was not born in the United States, whats don jr. s explanation for why he retweeted that . I think you are right when you talk about donald trump and appealing to the base on this. I think there are a certain percentage of people who feels this is something thats kindred with him on. Thats speaking with President Trumps own base. In terms of donald trump jr. , his spokesperson is out with a statement to us over the weekend saying that he was questioning and he had not heard she was half indian. He put that tweet out questioning something he was not aware of. He deleted it when he saw it was being misconstrued on twitter. We have to watch history repeating itself specifically on this birther front and several other candidates including joe biden are seeing shades of what we talked about in the birther movement. I think that the other candidates were quick to call it out. There was round condemnation for Kamala Harris. Talk to me about what Kamala Harris does about this beyond this. Shes enjoying the supporter of her fella candidates. She established a strong position on race. Is there anything we are expecting her beyond this or letting it play out . I am not sure. She always has a big moment on stage saying she was the little girl on the receiving end coming ready with that attack with joe biden and ready to highlight herself on the debate stage. She got the pop out of that. She was one of the names or if not the only names thats talked about in the hours after the debate. Solidifying herself in the minds of voters. I am interested to see if they do anything here and as we try to put race back in Kamala Harris own turn. Ali, good to see you, ali vitali for us. Coming up next, on poor conditions of migrants at the borders. The Trump Administration knew how bad the situation was as early as may with some Border Agents even arming themselves against possible riots. You are watching velshi ruhle, live on msnbc. Welcome back, regarding dire condition at detention centers. The conditions at el paso, texas, station are so bad that bordered agents are arming themselves against possible riots. O reports of poor conditions for Migrant Workers were quote, unstu unsubstantiated. Only four showers available for members. Walk us what the Inspector General report found. This was on may 7th, thats a long time ago when these red flags started to be shown to top officials at dhs. They also talk about there was a cell made of 35 people that had 155 adult men. A cell for 8 that had 4 women. It is about five times its capacity. The cell only had one sink for the entire group who was in that cell to use. They had half of that population over 750 outside. Some of these over crowding conditions had been not known was how far back they knew about this and the fact that these agents were worried of the point they were arming themselves. They would check their weapons and not bring them into a place where migrants are being held and sleeping like this. It is not as punishment. Theyre trying to contain these people. Theyre worried of hunger strikes and a riot and poor management. This is really struck me that there were two civilians on staff who ended up buying food for over 1,000 people everyday putting 10,000 on credit cards that were not supposed to be used for that purpose simply because they did not have that supply. When we think about where we are now about a month and a half later, it is hard to believe those problems allowed to fester. What are the Trump Administration are saying. Theyre saying it is unsubstantiated. They see from the report but thats not true. And you are reporting in conversations that we have from lawyers who get access to these place. Now we are at an impasse. We know they knew that it was bad. The math on this alone indicates what did you say . 40 women in a cell for eight people . What happens next . It is a good question. What this does is it shows there was not just lawyers who went into these facilities and blue the whistle. It was people within the government, their own Inspector General who were raising red flags about this before the lawyers came. It counters what we heard from the administration who said look if people just went inside the facility, they would see theyre cleaned and people are cared for. What they did not warn about was over crowding. We hard about over crowding for a long time but not to the point where it is unsafe and unsanitary conditions. Now theyre saying the over crowding may be alleviated because they got more money from congress. That 4. 5 billion spending bill passed last week. I dont know if it changes the chains of commands. Thats the point of the whole thing so people can make a good decision on caucus night. Chris jansen is joining me now. About 300 pages each for each book. Is this going to have an impact on how people vote . It was interesting to me, first of all, the people committed to do this and also they were really surprised by how compelling they felt some of the candidates they did not know anything about were. Only five books so so far, i would say Julian Castro got a lot of support. But, also caucuses are notoriously hard to predict because first of all, the number of people who are caucused are small especially considering what the big impact is. The second part is even people telling i am going to caucus, dont show up. If you read 5,000 pages or listen to the audio books hours on hours. Your commitment level is great. A lot of these folks have never participated in a caucus before, very likely to caucus. I am not surprised that the candidates have decided to say yes, i will talk to the book club because these are highly motivated voters. Chris jansing, thank you. If you have learned anything from the first president ial debate, finding a Healthcare Solution is a major party. Not everyone is on the same page. Some koco contenders want medic for all. Some could not agree whether or not to eliminate private insurance all together. There are two major federally funded medicare program. Medicare is managed by the government and covers adults who are 65 or older and certain younger people under the age of 65 with disabilities and those with end stage. The Program Medicare is made up of three parts. Part a covers hospital stage. Part b covers certain doctor services. Part b adds Prescription Drug coverage. You must be wondering what happens to c. Here is c. Thats Medicare Advantage, otherwise known as the all in one alternative to original medicare. Medicare add advantage thats a health plan thats operated by private Insurance Company who are approved by medicare, covering things like special need plans and medicare saving accounts. Some people think maybe it needed a different name so it is not confusing. This is the very thing that some democratic con teptenders like Bernie Sanders and Elizabeth Warren are pushing for. You may not refer to it as a single singlepayer system. That would mean there would be not only no more private insurers but no more Affordable Care act. Joining me now is act. Joining me is elizabeth rosenthal. Elizabeth, thank you for being with us. Im trying to make this clear. I hope i didnt confuse things more than was already confused. But if in 2020 medicare for all gets enacted what would that mean for people who are on a Medicare Advantage plan . Well, you know, part of the problem is that the candidates have not been terribly clear. I liked that this was all reduced or i was amused that it was all reduced to raising your hand. It replaces a lot of government run parts but a whole lot of parts weve outsourced to the private industry. Its not one plan. Its a bunch of different plans. If you want better drug coverage you pay extra for that. What Bernie Sanders and that camp are talking about really is like super medicare. And again, im not saying where we should go. But theres a lot of details that need to be worked out to know if thats a meaningful proposal. And, you know, neither the politicians nor the voters have those at this point. If you look at countries like most countries that have some form of universal health offering, or health insurance, the question were facing here that a lot of the candidates brought up is that a lot of people like me who are on private insurance may not want to give up their private insurance in favor of a medicare for all or a single payer or a universal insurance program. That may well be true. The places that have these types of either single payer or universal health care that dont have an option, a private option, everybody gets coverage. So everybody, all the doctors take the payment because the payment is made either by a Central Organization or by private insurers. Are we creating a false construct here where were saying to people well, we cant do this because youre going to lose your specific type of insurance . Youve heard it referred to for union members, referred to for employees with private insurance. You know, to some extent we are, and to some extent the candidates often speak out of both sides of their mouth about this. I mean, a lot of cosponsors of the medicare for all bills, in congress, are on the debate stage. And they really dont want they will not say they want to do away with private insurance, which is what the sanders plan would do. So, you know, i think, yes, some of us are really lucky that we have private insurance thats better than medicare. Many people have private insurance thats worse than medicare. So i think the middle ground that a lot of the candidates are proposing is a medicare buyin. So if your private insurance happens to not be as good you can choose medicare, which hey, warts and all, its a very popular program. When i speak to people in their 50s and their 60s they often talk about the Promised Land of medicare. And, you know, sure, there are some surprise costs. But, you know, basically most doctors and hospitals take it. And i think where we are in American Health care right now people are generally really, really frustrated. Now, i think the candidates that wont go there are worried, not so much about maybe a little bit about pissing some of the patients who have good insurance but also theyre very worried about the hospital and the insurance lobby that really doesnt want that kind of medicare for all system. That is the point that i was hoping youd get to because thats it is it is interesting the degree to which we are influenced as a whole in our politics by a remarkably strong lobby. Elizabeth rosenthal, thank you for joining us. A deadly plane crash in texas, what we know as the faa begins its investigation. Were live at the site of the tragedy. When a plan stops being a plan and gets set into motion. Todays merrill can help you get there with the people, tools, and personalized advice to help turn your ambitions into action. What would you like the power to do . Welcome back. An investigation is under way into a deadly plane crash in texas. On sunday a twin engine airplane crashed into an airport hangar killing all ten people on board. It was taking off from dallas area and heading to st. Petersburg in florida. Gabe gutierrez, what do we know about what caused the crash . What do we know about the victims . Reporter ntsb investigators are on the ground sifting through the wreckage. Thats the hangar the small plane slammed into. You can see the melted siding from all that heat. Eight passengers were killed and were learning a little bit of information about the victims. The authorities have not publicly identified them but a local school in plano, texas just sent out a letter to its community saying that there were four members of one family that were among the victims, two of them were teenagers. And we expect to get more information on them throughout the day as well as confirmation of the victims from the medical examiner a little later on today. Nbc news has learned that authorities do have Surveillance Video of the incident and that the plane at one point rolled over, inverted and slammed into that hangar. It was an incredible scene, smoke billowing that could be seen for miles. Now the ntsb will look at several factors, including the pilots experience, any communication with the tower as well as any potential weather. Although, were told that weather does not appear to be a factor. It was sunny. Mostly you know, not many clouds in the air and there were calm winds yesterday, yesterday morning when this happened at Addison Airport north of dallas. A lot of questions about what caused this to happen. We spoke with one aviation expert that said with the plane rolling over and slamming into that hangar so quickly off takeoff that suggests possibly some sort of single engine failure for this plane on its way to st. Petersburg, florida. The ntsb is set to brief reporters later on today. Gabe, thank you. Gabe gutierrez in addison, texas for us. Thanks for watching. Ill see you back here at 3 00 p. M.
