Multiple lawmakers tell nbc news that House Democrats are crafting a bill that would among other things require president ial campaigns to report foreign contacts. Joining us now, Jill Wine Banks and heidi. What do we know about this . This seems to be an initial deal that hopefully jerry nadler hopes will lead to more information. For right now, what we know is that the Justice Department has agreed to provide the most Important Information regarding obstruction of justice, the underlying materials, this is what the Judiciary Committee has been after for quite a while to get those underlying documents as well as the classified information. So what we are told is this is just an initial step. Theyre going to hold off on voting on criminal contempt against the attorney general but they will go forward on tuesday in terms of voting on ways that they can enforce their subpoenas and they will also continue to hold a vote on holding don mcgahn, the former white house counsel, in civil contempt. The contempt vote against barr is off, but i know theres a planned lawsuit the democrats have threatened to file. Help us understand what the actual consequences are. The consequences are that they are starting a negotiation here, steph, and they are very much Still Holding out the possibility that they will go forward with those lawsuits and you can see that in the votes that are going to take place tomorrow because what theyre saying is, okay, we are glad that you are complying with this initial request for the underlying documentation, but we want more and were going to authorize our Committee Chairs to go forward to enforce those subpoenas and go to court if necessary, if you dont comply with everything that weve asked for, which is all of the classified portions of the report as well as all of the underlying documents. Its just a portion at this point. We cant characterize how much information the attorney general has agreed to give yet. Very much jerry nadler wants to see more information and so this will be part of a negotiation. They are going to empower themselves with this vote tomorrow and this is where you have to kind of understand the difference between getting the ability to go to court and distinguish that from an actual filing of these lawsuits. Jill, tom sorry, doug collins put out a statement where he said todays provision from the administration further debunks claims that the white house is stonewalling congress. Do you read this to be signs that the administration is being more cooperative with congress or what do you make of this . No, i read this as a sign that the stronger stance by chairman nadler and his committee has worked. That they understand if they do not do what the law requires, it reminds me a little bit about the press conference that was given the day of the saturday night massacre that led to the saturday night massacre where he said we have a right to these tapes and we need these tapes and the compromise being proposed is not acceptable. And thats what led to the saturday night massacre. And i think what the house Judiciary Committee has said, we need this information and the department of justice is now seeing the wisdom of cooperating. Its working. Heidi, do you see the democrats effort changing or is it more that theyre pressing harder their you know, unrelenting in their efforts or are they changing strategy . They are not changing strategy . What theyre doing is finding a way to hold hearings at the same time that they come up with creative ways to compel witnesses, to compel testimony, and to get the documents that they need to hold those hearings. Right now they dont have any of those things. Hopefully this is a big breakthrough in terms of their getting this information in their hands and being able to review this within the committee. However, theyre very much lacking on those other fronts in terms of getting all of these witnesses like don mcgahn, hope hicks, to come before the committee. What theyre doing now is saying, okay, if we cant get the witnesses, we can still hold the hearings. My reporting is that the way they plan to do that is by crafting legislation that highlights some of the worst wrongdoing in the Mueller Report. You flagged it at the beginning of the segment, introducing legislation called duty to report which would require the Campaign Aides for any campaign who may be getting advances from foreign contacts like the Trump Campaign did to report that. We saw more than a hundred contacts laid out in the Mueller Report and in some of the reporting around the Mueller Report between the Trump Campaign and russian officials that were never reported to the fbi. Even if they dont get these witnesses immediately, the strategy by house leadership is to go ahead and still hold these hearings highlighting the wrongdoing. There are hearings under way about obstruction of justice including john dean and joyce vance. What do you think the goal of those hearings are and what should we be expecting as they continue through today and tomorrow . I think those hearings are going to be very important. I think that the American People will get more of an understanding of what is obstruction of justice, why is it important, how does it impact an investigation, why possibly didnt mueller not get everything he needed was because the obstruction was successful, that it is an important crime, and that it doesnt require an underlying crime. I think that its going to be very powerful. Im expecting really important testimony from john dean, especially. I think that everybody should tune in and listen in basically less than an hour because i think theyre going to be surprised by how much you can learn from the past about what is going on now. I think the legislation that heidi was just talking about is a wonderful way of showing that the democrats can do two things at once, they can hold the president accountable and pass significant legislation. I also think we ought to realize, its a shame that we need to be having legislation like this. These are normbreaking things that have been done that you wouldnt think you needed a law to provide against and it means needs to be made clear that, for example, if reporting isnt done of foreign contacts, that it can be prosecuted when it is discovered even if the person who did it is the president of the United States at the time that you discover the wrongdoing. It has to be. Based on your reporting, do you believe these hearings jill points out the importance of why so many people need to listen and learn. Do you believe that democrats are sort of setting the table to an audience that already believes this . Is anything happening in the coming days that will have republicans tuning in, moving the needle or getting more of the American Public to start to say, hey, maybe we need to do Something Different . You raise a very important question. Ask jill what the difference between watergate and today is. One of the big differences, you didnt have a fox news which may or may not cover these hearings. So, yes, if youre watching some of the mainstream channels and youre getting your information from the mainstream newspapers, you may know a lot of the things that have already been or theed in the Mueller Report. Its still an open question as to whether these hearings are going to be sustainable enough to, you know, draw a sustained media focus where it reaches some of these other american citizens who may be arent familiar with the report. We had a woman on this network who said she thought there was nothing bad in the Mueller Report for President Trump. So its still very much an open question whether these hearings are going to reach the people who arent familiar with whats in the report. It was a woman who was at justin amoshs town hall who gets all of her news from conservative television and radio and she said i was under the impression the Mueller Report completely exonerated the president. New polling out of iowa shows among the top polling candidates, former Vice President joe biden and Bernie Sanders have both lost some ground but kept their top spots. Senator Elizabeth Warren and mayor Pete Buttigieg surged among caucus goers. 19 candidates all descended to the state of iowa over the weekend in an effort to shore up polling and secure their spot on the big stage for that miami debate. They smopoke and delivered messages of economic equality, access to health care and stark contrasts with President Trump. We are being tested. When millions of americans work full time jobs, pick up extra shifts when they can, but they still need food stamps to feed their family, this is a moral moment in america and we must meet this test. We will not defeat donald trump unless we bring excitement and energy into this campaign and also we give millions of working people and young people a reason to vote and a reason to believe that participating in politics will improve their lives. Freedom is not a conservative value. It is an american value. And while our republican friends like to talk about freedom like its theirs alone, we know that freedom includes Economic Freedom and youre not free if you dont have a living wage in this country. What i believe needs to be done right now which is to make the case for america. Make the case for our america. An america where health care is a right, not a privilege. An america where we have a president of the United States who knows it is a sign of strength not to beat people down, but to lift people up. Everything i propose comes to one central question, who does this government work for . Is it going to continue to work just for a thinner and thinner slice at the top, or are we going to make this government work for the rest of america . Biden, sanders still on top. Theyve dropped a bit and most of the their losses seem to have gone to Elizabeth Warren and Pete Buttigieg. Joe biden at 24 , 16 for sanders. 15 for warren, 14 for buttigieg. What do you make of that . Well, i think that iowans like what they know, whats familiar. And so Bernie Sanders is a wellknown name. He was the Vice President and hes kind of a safe choice. Hes not experience. But i think that they are also starting to learn a little bit more about other candidates as theyve been coming through the state. I think that is likely to change very dramatically. And i dont think he did himself any favors, by the way, by not being here for yesterdays town hall gathering. That was or rather hall of fame gathering. I think that was a mistake. It gave a chance for 19 candidates to make impassioned cases and really generate some enthusiasm and excitement among democrats who are hungry for change. And he wasnt one of those. As they get to know other candidates better, i think his numbers are going to go down. Hillary clinton was the choice of many before barack obama came on and that was much later in the race when he began to make his stand and really started inspiring democrats to come out and get with him. And i think that the problem was Hillary Clinton was playing it extremely safe by talking to small groups of highly orchestrated forums. And i think if joe biden plans to do the same thing, its not going to serve him well. Iowa is important to democrats, but the state, once we go general election, it typically votes republican. Is there any candidate or issue that could push the state of iowa into the blue column . You know, thats a really interesting question, stephanie. And i you heard a variety of different answers to that yes. There were some candidates who were focusing on values. And, for example, Amy Klobuchar was saying, we need to return to midwestern values, the values that define us. And cory booker was talking about the values of caring for your neighbor, caring for community, Marion Williamson who as you know has been a spiritual leader, was talking about getting back to love. And she said where obama used the concept of hope, she thinks the concept of love needs to be used. Theres one school of thought that you will win over iowans by playing up on values and the values that are not trump. Then theres another school that says you have to really hit hard on the issues. And you heard a great deal of accord on what some of the key issues are, health care, higher wages, gun control laws, climate change. Those were some of the big issues. But there was some debate about whether you beat trump by defining trump, by making it about trump or whether you beat him better by ignoring him and talking about what your priorities are. And then theres another strain of potential discord which is whether you do it by playing it safe, and the case was made by governor hickenlooper of colorado, former governor, that you dont want to give ammunition to republicans who are going to call you socialist in your policies whereas the clip that you just played of Bernie Sanders and i would say the same holds true for Elizabeth Warren, is that you cannot win by playing it safe. You need if you play it safe, you feed right into trumps hands. I think iowans, the ones that i spoke to coming in, were just as conflicted and they kept saying they want someone who can beat trump. They dont care what strategy is taken, they share the concern for all of these issues. They just everybody is trying to figure out the formula to beat donald trump and what its going to take. Is it someone who goes for the jugular, is it someone who mobilizes voters, voters who dont typically vote or is it going to take getting out and really talking to people about what matters and changing some of the voting procedures and rules, like one person suggested, sameday voter regulation to tap into minority and underrepresented voting communities. Theres this whole other question of whether it will take its interesting. I talked to two older white men who are Labor Union Representatives and they said we dont need another older white man. We need some youth, vibrance and energy. But i talked to a couple of women, no, we dont need a female president. Its all over the map with iowans. Thank you for joining us as always. The president claimed that he has a fully signed and documented agreement that will be revealed soon. But heres the thing, today, the New York Times says Mexican Foreign minister says no secret immigration deal exists between his country and the United States. This comes as President Trump continues touting his new deal with mexico but it may not be all that new. According to the New York Times i want to say to the United States chamber of commerce, if we didnt have tariffs, we wouldnt have made a deal with mexico. We got everything we wanted and were going to be a great partner to mexico now. Now they respect us. Mexico wants to do a good job. Theyre moving 6,000 soldiers to their southern border. And theyre paying them. Theyre moving 6,000 soldiers to their southern border. That means that people from guatemala, the people from honduras and el salvador, theyre not going to be able to get through. On friday the president announced that the United States had signed an agreement with mexico and that tariffs scheduled to be implemented against mexico as of today are suspended. Those tariffs were supposed to go into effect today but in exchange, mexico has agreed to take harsher action against migrants crossing into its own southern border by deploying 6,000 National Guard troops throughout the country. However, the New York Times says that mexico agreed to take border actions months before trump announced the tariff deal to avert tariffs. Reporting that mexico already pledged to do so back in march during secret talks between the former secretary of Homeland Security and the mexican secretary of the interior. The other arrangements were in the books before then. The center piece of Donald Trumps deal was an expansion of a program to allow Asylum Seekers to remain in mexico while their cases proceed. But that arrangement was reached in december. Joining us now is the president of International Trade and Government Relations and nbcs Julia Ainsley who covers the department of Homeland Security. These comments from mexicos foreign minister, what do we think the truth actually is here . I think theres a lot of truth in these comments, ali. We reported back in december when then secretary nielsen said they would start to screen Asylum Seekers and turn them back to mexico. That was a result of talks with mexico, but even then, mexico said theres no official deal. They started to roll that program out this year. There was an injunction in courts but its been allowed to go forward while that plays out in our system. Mexico in the meantime as said we are doing all we can. Mexico actually deports many immigrants. Its hard as a child to make it back through without being deported. But as far as this deal on paper, that doesnt seem to be anywhere to be found. And another thing ill point out is that the president may be able to claim victory because we are already expecting the numbers to go down in june. They do that about every year because its a lot hotter and more dangerous to make that trip from Central America to the southern United States when youre looking at temperatures in the hundreds. And so the president may be able to say he has a deal when its something that was put in place in late 2018 and he may be able to say that deal reduced the number of immigrants coming into the United States when in fact thats just a seasonal decline. This deal with mexico, if the border crossings do start going down, we know that seasonally, they always go down. But if we do see them go down and the president takes credit for the tariff threat causing this, what does that do to our relationships, to our negotiations as it relates to trade . I think the big winners here actually are some of the companies and sometimes im not sure if we have winners or what we have are not losers. In this instance, were in a situation where the changes that might happen, if they can stave off tariffs, thats whats going to help our economy. Were entering into what i consider to be almost a stage of paralysis. You got u. S. Companies who are becoming paralyzed because of the threats of tariff. The mexicans intimidated that its going to be 90 days and reassess what the tariff crossings have been. At that time we could have these tariffs again. In that scenario, you cant make investment situations, you cant build up your u. S. Production. I think were getting ready to enter into a difficult time regardless of there being tariffs or not as long as that is out there. The remaining tariffs on chinese goods are going to go through if president xi doesnt go to the g20 or meet with him there. He says hes confident xi is going to meet him there. Talk to us what that looks like. We have greater trade with mexico and we have a wider variety of trade with mexico. The thing with our with china than necklacmexico. If you take a look at what the proposed next action is, the forth list of items that may be subject to a 25 tariff that could go into sometime this fall, thats going to hit all consumer items, clothing, footwear, everything. We got a situation, when you have companies who are trying to make investment decisions, trying to decide where theyre going to source, whether or not to build up u. S. Capacity and if it makes sense, if theyre reliant on inputs from mexico, inputs from china, they cant move. Thank you for joining us. Become paralyzed. In the runup to the democratic primary debate, senator Elizabeth Warren is highlighting a theme of her campaign, policy plans. Shes got a plan for that. Right now in america theres a real hunger, there are people who are ready for big structural change in this country. [ applause ] theyre ready for change and i got a plan for that. New Washington Post article looks at how warrens consistent pace of policy releases is affecting the primary race and how it could be a factor in the ground that shes gaining in recent polling. That momentum, shes up six points, some of that coming from joe biden and Bernie Sanders, threatening vermont senator Bernie Sanders number two spot. Joining us now is the author of that article. I often wonder, stephanie and i have been talking about this since the beginning of Elizabeth Warrens campaign, about how exciting it is she has policy every week to 10 days. Does this work for the general public or is this just really exciting for journalists . I think its exciting right now for a lot of primary voters. And the policy here, whats interesting about what warren is doing, is not policy that has a good chance of passing should she win the presidency, barring a huge wave election that sweets democrats into power in both chairm chambers, most of this stuff wont happen. But these are symbols for the kind of campaign shes running, its about fighting with populist overtones, and its allowed her to communicate her message in a way that other candidates policies have a small chance of passing, why is it that theyre such a good idea. Doesnt that lead to the frustration people have when they say government doesnt actually deliver . Well, theres that frustration, but i think the bigger frustration is that nothing has changed. If youre going to vote for someone like joe biden whos promising something far more incremental, a return to the years of barack obama, where someone like Elizabeth Warren whos promising what she calls big structural change, theres an appeal for that. And i think theres an attempt here to appeal to the sort of anger, frustration, desire for change that President Trump was really able to tap into in the 2016 election. Its not to say that this route will have much more legislative success. The other thing you mention with warren, shes a master of regulatory policy as well. On that front, shes shown with the Consumer Protection bureau some effectiveness of getting change to happen. She gets to say, ive actually developed that. When it came to her plan to break up the tech companies, she got positive comments from people who follow and invest in these companies because she said people said it makes sense. To the extent that her policies do seem to get subject to criticism and i mean that in a good way, people look at them and tear them apart, does that separate her from what stephanie was talking about, people who shoot policies out here like im going to bring the Coal Industries back . It separates her from President Trump because most of these policies are going in a different direction. Shes hoping shell be on the stage with trump in november and be able to make a contrast against him. Anybody who runs is going to talk about trumps inability to get things done. Warrens plans have gotten phrase from populist backers of President Trump, Tucker Carlson was, you know, pretty generous in warrens plan which was released last week. I think warren thats the fight she wants to have. And its one at least right now that is beginning to breakthrough. Thank you, michael. Its going to be interesting. The report States Investment is flowed from overseas to the company while kushner works as an International Envoy for the United States. Its coming from a vehicle run by Goldman Sachs in the cayman islands. Joining us now is ken dilanian. Ken, help us understand a bit more about it. Its not just Jared Kushner, its a partnership with his brother, josh, and a number of finance luminaries. He cofounded the company with his brother. And according to his Financial Disclosure statement he owns a stake thats valued up to 50 million. Its an online vehicle where investors can pool ownership. 90 million flowed through the company. This raises some fundamental questions here. Theres nothing thats on its face illegal about this, steph, but this is so incontrast to the way most senior government officials conduct themselves. They tend to put their money in a blind trust so it doesnt raise issues of conflict of interest. Jared kushner has declined to do that, so has donald trump, by the way. And so he has these investments that are open to questions, particularly when theyre undisclosed investments. We dont know much about where this foreign money is coming from, except a Million Dollars of it is coming from saudi arabia. Its obviously that the three of us would have trouble getting some information abiliout this. But wouldnt this come into play in Jared Kushners security clearance background checks . Absolutely. And lets not forget that career white house officials opted to deny Jared Kushner a top secret security clearance but were overruled by the president. And lawyers who practice in the area of security clearances tell me theyve had clients denied clearances for having a few thousands dollars in a foreign bank account. Foreign business accounts are a point of leverage. If you have access to the nations secrets, thats a problem. But the rules are different for the president s soninlaw and his daughter and the president himself. Are they different . The rules are different for the president , but are they different from jared or ivanka, or are they behaving differently. Donald trump has decided that the rules are different because he overruled his officials. But the president can grant clearance to whoever he wants. Hes rewritten the rules for his soninlaw. What actually happened with that . There was the woman in the white house who blew the whistle about the security clearances. She was it was her boss who instructed her to do that. He put files out of her reach. He was then called to testify and he said, no, whatever happened . The House Committee is still trying to enforce that subpoena against that official, carl kline. And the Trump Administration has just blanket resisting any effort by congress to look into this process because their claiming that its entirely an executive branch function. Congress does not have any answers about how Jared Kushner got his clearance, who intervened. The president was saying he didnt have anything to do with it, even though we have reporting that contradicts that. John harwood details why the inequality gap is widening and how other countries have tackled the problem. The digital revolution creates enormous wealth with those with the skill and preparation to take advantage. But it eliminates middleskill jobs. Computer software and industrial machines to routine manufacturing that once produced middle class incomes for workers without college degrees. Competition from emerging economies like china is combined with reduced trade barriers have further reduced prospects for workers without skills. Thats had devastating in consequences in sectors such as textiles and furniture and leather goods. The biggest economic story of really the century and certainly of the last 50 years, has been chinas rise. China going from a poor and backward country in perpetual political and economic crisis to a frontier manufacturer with pretty welleducated, highly available Skilled Labor using modern technology. So china marched up the productivity, Technology Frontier between 1980 and the present at a rate almost unseen in history, and because it was so vast, because it had so many people, so many resources, so much land, it could become, you know, a manufacturer for now at this point more than 20 of all World Manufacturing value added. Breakthrough firms such as apple and amazon now attract revenue across the world. Which produces immense jet pots for the American Cities they call home. Meanwhile, the share of workers represented by labor unions has dropped by half, shrinking their power. The lowest paid workers have seen the buying power of the minimum wage drop as the government has not increased it top pace with inflation. The shifting power balance has rewarded the wealthiest even more through policies and government and private institutions. From tax changes that increase their income to College Admissions procedures that open doors for their children above others. The market incentives inequality creates for hard work and risktaking helps make americas economy dynamic. But it also imposes costs. You need some inequality. The problem is when that dynamism at a point in time gives rise to dine nasticism such that the next generation doesnt get equal footing. Cnbcs editor at large john harwood joins us now. Great story youre telling there. And it sort of underscores why so many people here in america or the people who voted for brexit are kind of mad, right . They see all of these remarkable benefits to this global trade thats going on all over the world. They see gdp growth, higher corporate profitability and share prices higher. But middle income workers and lowincome workers dont see the gains to them. They dont feel theyre sharing in this. Exactly. And thats why this nationalist populism is on the rise around the world, because a lot of this is associated with cross border trade and immigration, as well. And so you get the National Element alongside with whats happening in terms of the hallowing out of middle schoolworkers. This debate is primarily on the democratic side. I was in iowa this weekend. You have a lot of democratic president ial candidates talking about this. Republicans tend to argue that inequality itself isnt the problem, its stagnation. So they say lets have more growth, and if we have more growth, that will solve the problem. It isnt really about how much one group makes versus another. But the question is, if people get so discouraged by those gaps in wages and wealth, they may drop out of the labor force and hurt the overall economy. And are republicans, i. E. , is the president solving it with growth . The income inequality divide led to the rise of President Trump. Hes the one who said, the system is broken, im going to fix it. Right. And we havent seen any evidence of a longterm shift. There has been some increase in wages over the last couple of years. That has tempered a little bit lately in the last couple of months. So we dont know whether that is simply a phenomenon of the stimulus from the tax cut in 2017 and some of the run up of the stock markets that we had earlier, before that. But in terms of the longterm structural impact of the rules of the game and enhancing opportunity for people, especially in Trump Country who have been closed out of the old manufacturing middle class prosperity, we have not seen evidence yet.
