Its a 2,000mile journey and theyre coming up to our border. And our Border Patrol, which is incredible, theyre apprehending them, but our laws are bad, because the democrats dont want to mass laws that could be passed in 15 minutes, that could be passed quickly. In one day, it could change. But even beyond the laws, mexico shouldnt allow millions of people to try and enter our country. And they could stop it very quickly. And i think they will. And if they wont, were going to put tariffs on. And every month, those tariffs go from 5 to 10 to 15 , to 20 and to 25 . All right. Cnbcs editor at large, john harwood joins me now. John, the president was very vocal in his belief that a tariff could force mexico to help stop migration, but he hasnt set out specific metrics for mexico to hit, which makes some people worry this could be a perpetual tariff. If the president is not happy with what mexico has done in any given amount of time, maybe the tariff stays or increases. Ali, theres every reason to believe that it would be a perpetual tariff. This is a president who likes this tool of Foreign Policy and even though mexico has saids the going to try and it has made some more stringent measures to reduce the flow, of course, its not millions of people, he says, no, its going to go on and well talk about it as we go. I think the potential trump response to every development in this situation is, well, its still too many people coming across and im going to keep these tariffs on. All right. The trade relationship between mexico and the United States, weve talked about this. Its complicated. Its not a matter of a ship pulling up and dropping goods off that you put a tariff on. Its a twoway street. A lot of American Companies send things to mexico, some work is done there, some value is added here. Those products are then sold either in mexico or canada, the United States or overseas. The president says that if the tariffs go into effect, companies are going to move from mexico to the United States. Is that the likely outcome . No, its not. And this reflects the view that the president has that you can somehow turn the clock back on the changes in globalization, changes in supply chains around the world. It would be extremely disruptive if he does that. And to the extent that Business Operations would move, they would not likely move back to the United States, they would go to other lowwage countries, where u. S. Corporations would have reason to get those things more cheaply than they could get them done in the United States and perhaps with a greater supply of labor, available, Skilled Labor to do those jobs. All right. The president also weighed in again on brexit, saying it would be a good thing if britain splits from the yuan union without a the European Community without a deal. And that the United Kingdom will remain a key economic partner to the United States. Some people are taking that to mean that the u. S. Has the uks back if it splits, encouraging those who want to see brexit completed. I dont think theres any reason for anyone in europe to believe that the americafirst president is going to have anybody elses back economically. If you look at what cfos around the world now think, they think that theres going to be brexit without a deal. Of course, theresa may has lost her job or is in the process of losing her job over the fact that shes not been able to get a brexit deal passed. And the reason for that is that brexit is viewed as catastrophic economically for the uk. Projections are that it would shrink the gdp of the uk by 3. 5 . If theres a nodeal brexit, that would have a Significant Impact on the global economy, could tip us into recession. So the u. S. Is going to have a load of its own problems if, in fact, there is a deal brexit or a nodeal brexit. The latter would be worse. Whats going on in markets today . Weve got a strong day on all major markets across the board. The no deal with china, the tariffs the potential tariffs on mexico have been weighing on these markets. What do you to what do you ascribe todays success . Well, i think theres only so much reaction markets can have to a situation thats now become a chronic illness rather than just an acute problem. So, you know, youre going to see markets bounce, but the i think youre going to have another Market Reaction next week when you see those tariffs go into effect, if they do, as President Trump indicated today. And the more we have turmoil with china, again, Jpmorgan Chase now says a 40 chance of a recession in the United States by the end of this year. The National Association of business economists says 60 chance of a recession beginning by the end of 2020. It is a troublesome picture, but the president seems to think that brawling and fighting with allies and adversaries alike is a way to vindicate his americafirst strategy, whatever the economic consequences or the market consequences. Its a really interesting time. Its june. The markets in the month of may, basically gave up 5. 5 . But were still up better than 10 for the whole year. So it is an interesting market. I would say that if everybody were really, really fearful of no deal with china and these tariffs on mexico, we might see a more Market Reaction. This seems to be a cant really figure out donald trump and where hep stands on these things and whats going to happen, so ali, i agree with you. And i still think there is a residual belief that the president because of his own economic interests, his own use of market results as a scorecard on this has performance that at the end of the day, he will flinch and back away from a continued confrontation with china, mexico, and others, australia they were talking about over the weekend. But i dont think anybody can count on that. This is a very, very volatile and unpredictable situation. Yeah. The white house is directing hope hicks and Annie Donaldson not to turn over documents requested by a congress subpoena. The pair joined attorney general william barr and former White House Counsel Don Mcgahn as the latest current and former Administration Officials ordered not to cooperate with the house Judiciary Committee. Congress is set to vote on holding barr and mcgahn in contempt a week from today. The vote would allow House Democrats to escalate their fights to the courts, suing barr and mcgahn to enforce the subpoenas. Joining me now is a guy who understands this quite well. Nbc news intelligence and National Security reporter ken dilanian in person. Good to see you, friend. Good to see you. First of all, whats the consequence of the lawsuits that the Judiciary Committee are planning on holding them in contempt. What will that do . This will frustrate a lot of viewers, ali, but there are very little consequences. Remember, House Republicans held attorney general eric holder in contempt in the Obama Administration and nothing happened. That case wasnt settled until both holder and obama left office. It just winds its way through the courts and there really is theres no fines, no sort of implications. People just go about their business. The risk would be for these witnesses if congress decides to exert their inherent contempt. They used to throw people in jail. They havent done that in a long time. Are there risks to the administration . This seems to be the m. O. Congress issues a subpoena, the white house says, no chance, and then were stuck there. Until there is a court and by the way, there have been a couple of rulings that indicate that some material has to be given over. But then the white house, i guess, will comply. Is there any risk in this strategy for them . Not really. And in terms of these particular cases with executive privilege, this white house is making arguments that previous white houses have made, so they have some legal standing here. As long as its still going through the courts, theres no risk. The risk comes if donald trump one day decides to defy editor of a federal judge, then you would see some repercussions what about hope hicks, annie mcdonald, don mcgahn, they are private citizens right now. Is there risk to them when they get held. Contempt or sued personally . Again, not as long as they are adhering to an executive privilege claim by the white house, unless congress decides to invoke that inherent contempt authority. Even if they decided to arrest somebody, they cant arrest the attorney general. He has an Armed Security detail. But surely they could in theory detain one of these private citizens, and if not do that, fine them. And those fines might not be enforceable, but they could harm someones credit and be a threat to the Financial Security of some of these witnesses. In that sense, there is a risk. New cnn polling shows the former Vice President is leading the south bend mayor and everyone else by far, but in terms of electability, the data shows the candidates have the highest net favorability scores in the democratic field. Buttigieg made his case for the nomination on an msnbc town hall last night, at an msnbc town hall last night with my colleague, Chris Matthews. Al franken, should he have been pushed to resign from the u. S. Senate by the democratic caucus, his fellow caucus members . I think it was his decision to make, but i think the way that we basically held him to a higher standard than the gop does their people has been used against us. Do you think he should have been pushed to leave . Again, it was his decision. It is systemically harder for people to color, especially black neighborhoods, to be able to access the vote in so many parts of this country, that we have to systemically reverse that. I think the time has come. If you were voting in congress right now in impeachment, would you vote to impeach . Yeah, i would. Why should the women of america vote for you over our sisters who are kind of more qualified. I have met a lot of women who say, i like you, i like your message, i think you have an appealing candidacy, but i just will not vote for a man this time. Is that, i get it. And whether you decide to be for me or not, i promise that i will be for you. Joining me now, nbc senior politics editor, beth fouhy. Buttigieg making some news with the al franken comments. There has been a response from Kirsten Gillibrand, who sort of led the effort to get al franken to resign. She released a statement saying in part, for myself and many other senators, that was not too high of a bar to raise our voices and make clear we value women. How does this all play out . Yeah, it was an interesting sort of curveball that Chris Matthews threw to Pete Buttigieg and he pair rparried it in an interesting way. And as Kirsten Gillibrand put it, who led the effort and is perhaps paying a bit of a price for that right now, but the other democrats who are also running, who were in the field, including Elizabeth Warren, Kamala Harris, all called for al franken to resign. So Pete Buttigieg was separating himself from them, but threading the needle a little bit because the issue of me too and womens treatment in the workplace by powerful superiors is a raw issue for many voters, particularly many progressive voters. So he was sort of making a point that he is going to step away, differentiate himself from those senators. But at the same time, from what they actually did, which was to call out al franken as sort of a predator and he said he wasnt going to do that. Wouldnt have done that. Interesting to hear him thread a few needles last night, including talking about how hes going to resonate more with black voters. He said he needs to reach out more. What does that look like . Hes been saying that for a while. And its definitely a problem for him right now, we dont see a lot of black support when our reporters go out and cover him in the field. You see these audiences that are overwhelmingly white. By the way, its not just limited to Pete Buttigieg. Were seeing that with Bernie Sanders and with Elizabeth Warren. And this is a problem for democrats who cannot muster black support. Because the core of the Democratic Party right now is black voters, particularly black women. And for one of these candidates to win the nomination, they will probably come through those states where black voters dominate. So its going to be a problem not just for Pete Buttigieg, but any candidate in this field who cannot muster that black support. And right now were seeing joe biden. Hes leading the field among all voters, but also among black voters. Lets take a look at this new cnn polling. It shows buttigieg in fifth place. You know, on one hand, you can look at that list and say, it looks like joe bidens running away with this thing. I think the totals of the next four dont add up to what hes polling. On the other hand, you look at the changes on the righthand column and there is activity there. And back to the first side, it is its june of the year before. Right. And these are also national polls. And we are looking at a nomination thats going to be decided through that process, state by state. So iowa, you know, always important, seems to be looming larger than ever in this case. Whoever comes out of iowa, we always say, theres usually three tickets, maybe four out of iowa, but you really need to get in one of those first four slots. And you have a chance as you make your way through the rest of the primary fields. National polls will tell us a little bit. They certainly are telling us right now that bidens popularity is strong among democrats. It appears to be enduring, although its softened up a little bit. But like you say, june of the year before, anything can happen. We have debates coming up in three weeks, and thats going to also change the dynamic. And quick gains and quick softening up often happens in the immediate its the aftereffect of somebody declaring their presidency. So biden, you saw him push up quite strongly in the first few weeks and you see this leveling out that weve seen with a lot of candidates. And we saw that with Kamala Harris when she got in back in late january and saw that with Bernie Sanders. The difference is now, with biden, of all the discussion before he got in, is this a good idea . Yesterdays news . Not what the democratic or progressive or forwardlooking party is looking for right now . At least for now, were seeing that theyre sticking him. This has been now over a month since hes gotten in and poll after poll after poll is still showing him ahead of the field. Beth fouhy for us, our senior politics editor. Right now former Vice President joe biden and massachusetts senator Elizabeth Warren are on the campaign trail. Bidens in berlin, new hampshire, warren is in detroit. Biden is playing catchup to warren whos been rolling out a wide range of policy ideas. This morning, he unveiled his new climate plan, which includes spending 1. 7 trillion on clean energy, rejoining the paris climate accord, and reaching net zero emissions by 2050. This morning, warren released a new threepart green manufacturing plan calling for 400 billion over ten years for Clean Energy Research and development. A new federal office dedicated to selling americanmade Clean Energy Technology abroad, and 1. 5 trillion over ten years to buy u. S. Made clean, renewable, emissionfree products for the export market. Joining me now, nbc road wro warriors, Garrett Haake and ali vitali in detroit with warren. Garrett, you were at an event with biden in the last hour. What did he say . Reporter ali, biden doesnt like to go through the details of his policy plans on the day he rolls them out. We saw this with his Education Plan last week, this week, talking about his environmental plan. He spoke in Broad Strokes about the importance of getting this done and called Climate Change an existential threat to america and to this planet. Take a listen. On the environment, you know, its an existential threat we face and we know and you know that there are, they tell us we have not a whole lot of time to begin to change the direction or things will fundamentally change. There are things that are totally within our reach that we have a capacity to do to create so many opportunities. Reporter bidens plan is a mix of executive actions and legislative actions that he will need congress to sign off on. It will look similar to some of the other plans, including beto orourke. Gets back into the paris climate agreement, increases Energy Efficiency standards for things like cars and appliances and buildings. The executive part of this is something a lot of candidates agree, swift action needs to be taken. On the legislative part, he calls for a 1. 7 trillion investment in clean and Renewable Energy and an improving efficiency around the country. He says this will spur up to 5 trillion in total spending, but again, this is where the you beer meets the road here. Its a question biden gets a lot, how will you specifically be able to do things like this with republicans when other democrats have not been able to . Biden talks a lot about the idea that a Different Administration would lead to a fever breaking with republicans. The republicans might come back to the table. That is going to be one of those pressure points with him and other candidates and other campaigns. And you see it here on the climate issue, too, ali. All right, ali v. , warren has unveiled her clean manufacturing plan. What is the significance of this while shes in the industrial heartland of this country . Reporter thats right, ali. Were in detroit today and i actually was just talking with two voters who really believe that this is the place that the election is going to come through in 2020 when it comes down to whoever the democratic nominee is in and donald trump. Elizabeth warren is someone who likes to say shes willing to take her message anywhere. Weve seen her go through west virginia, through ohio, now coming to michigan. So this is certainly a place where shes here to make not just her pitch for the general election, that she can compete anywhere, but also her pitch for green manufacturing in the heart of detroit and in that plan, its 2 trillion over ten years. And an independent analysis from moodys says over that period of time, it will create a million jobs. So the specifics the crowd here doesnt necessarily know the specifics yet, but in conversations that ive had with them, theyre interested in just generally the idea that warren has a plan. I know we talked last week a little bit about that really being a percolating motto among her supporters and among the people who are coming to see her on the campaign trail. And its so interesting to me that when you ask them about what policy do you like that she comes out with, the thing that these two voters just said to me is, we just like that shes consistent, that shes steady, and that the policies keep coming. So theres not really that big of an emotional attachment to any of these policies specifically, but Climate Change is one of those things you hear about from voters across the campaign trail. The fact that shes looking at this through jobs and climate, inextricably linking those two things, definitely something voters will feel pretty favorably about, ali. And that thing that we talked about, her people have tshirts and things that say, she has a plan for that. And she has tshirts that say, break up big tech. Hows that going over with supporters . Is that part of the consideration . There is not a ton of conversation around the specific policies that she lays out. But in san francisco, the thing that the campaign was trying to do with that billboard is another example of pushing their principles in the face of people in silicon valley. She was really in their backyard, in the backyards of facebook and the very companies that she says she wants to break up. So to them, thats another example of, they dont really care who theyre pissing off. They want to speak truth to power in that way. Thats something that voters will say to me regularly, too. Shes not afraid to go at certain companies, call them out by name. They know it may not make her very popular, but they like that shes here speaking about her principles. So that was another example from the campaign, showing that theyre willing to do that even in the backyard of silicon valley. And as alook back at the california convention, Elizabeth Warren got one of the biggest applauses and one of the biggest receptions from the california state democratic convention. Thats a challenge to someone like Kamala Harris who in theory should own a state like california, because thats where shes from. A New York Times profiled one mother who, quote, didnt think anything of it when her 10yearold daughter and a friend uploaded a video of themselves playing in a backyard pool. A few days later, her daughter shared exciting news. The video had thousands of views. Before long, it had ticked up to 400,000, a Staggering Number for a video of a child in a twopiece bathing suit with her friend. The revelation is now shining a new light on youtube and its automated recommendation system, which the times says drives most of the platforms billions of views by suggesting what users should watch next. An algorithm thats now resulted in users finding a trove of videos that sexualize children. In response, youtubes product director for trust and safety told the times, quote, the company was committed to eradicating the exploitation of children on its platform and had worked nonstop since february on improving enforcement, adding, quote, protecting kids is the top of our list. Joining me now, nbc tech reporter, ben collins. Ben, just spell this out to me. The video that that 10yearold girl uploaded was not inherently sexualized. It was the idea that it was two 10yearold girls in their bathing suits. Right. This family had no idea this is the kind of pictures families take of their kids all the time. Of course, its a family video, its a regular thing. So what happened . So it was uploaded to the space and people like, very bad actors, like straightup pedophiles, found it, added these things called time stamps, which show you the second in the video where the kid is wearing a bathing suit, and then it snowballs, where the algorithm starts to recognize that people are like these videos are linked together and the thing thats linking them together is kids in bathing suits. And thats really disgusting. But this is the largerscale problem with this whole thing, right . Obsessives and extremists can take over these platforms. And thats not a bug, that is the point of the platform. Because those obsessives might be about skateboarding or about some other thing, they each want to watch, watch, watch, watch more. Its fine until youre getting into obsessive behavior thats dangerous, pedophiliac, extremist, the same thing. Its a slot machine. Every time you pull it, you could get the best thing youve ever seen. And that is gamed by people who are using this in a really nefarious way. And thats how you get these again, a person could be watching this, could be watching a family Youtube Channel or Something Like that, earnestly, and then fall down this path. Because thats what extremists do. They drag people into their spaces. They drag people down people down these paths. And theres no fix for this. This is baked into the cake. This is what youtube is. But youtube has the data. Right. They know that this simple video wasnt supposed to be getting 400,000 clicks. Something happened in which people who were interested in seeing young kids in bathing suits or in a seminaked state were making that their thing. Can youtube not implement a fix to that . They can implement a fix for these carveouts, right . This is a thing they obviously want to take down. If you talk to people at youtube, theres no question about this. They do not want this on their platform and they will make exceptions that they otherwise would not make. And what they can do is say, like, these five users all liked these same videos, we can create a network of bad videos from there. Thats a very easy thing to ban. But the problem is, they find ways around this. This story has been around for a like a year plus. This is not new. So bad actors find ways around this. Theres no other way to say this. Like, this is the point of that algorithm, is to link people together who are obsessed with something. What do families who have uploaded innocent videos do about this . The number one thing i would say to do is mark it as unlisted, mark it as private. Because then, two things. Youtube cannot monetize this at all. They have no incentive to show this up into other parts of their autoplay boxes. So it wont just show up randomly after another video. And second of all, its just its inherently private, right . You might have to give somebody a code to watch your youtube video, but who cares. Before we posted things on youtube, you had to show it to them. Exactly. Ben collins, nbc tech reporter, thank you. Welcome back to velshi ruhle. 39 hours. Thats how long one migrant child was left in a van before being reunited with family before being separated by the trump administration. In two exclusive reports, nbc news uncovered disturbing stories of the treatment of Migrant Children, the first revealed that Migrant Children were held in advance overnight, most spent at least 23 hours in the vehicles. The children were between 5 and 12 years old. And the second report says that Migrant Children often end up sleeping on concrete benches or outside Border Patrol stations because the department is operating beyond capacity. Julia ainsley broekt ke both of these stories for us. Lets talk about this reporting that revealed how the government handled these government situations. Thats right, ali. So you talk about 39 hours. Most of these children were there over a day. These were children taken from a health and Human Services facility to an i. C. E. Facility at port isabel, texas, to be reunited with their parents. It was supposed to be a 30minute drive. Instead, they got there and i. C. E. Was not prepared. They had staff clocking out for the day. Not prepared for what is a pretty rigorous process to make sure each child is correctly matched with a parent. And these children were being flooded to this facility because the government at the time, if you can remember, was under a court order to reunify over 2,800 children that it had separated between may and june under that zerotolerance policy. So were hearing about this late. Jacob soboroff and i got these exclusive emails that shed a light on this. But i think this is a lesson we still need to look at today, because it shows what happens when these vulnerable populations, these Young Children between the ages of 5 and 12 get stuck in the middle of our bureaucracy, when there arent systems in place. Especially in this case to make up for the separation, which was a governmentinflicted wound to begin with. What happens now . Because theyre predicting more children coming into the border. We dont have fewer people in the detention center, so its going to keep on happening . Thats right. The children now, we talk about as unaccompanied children. These are not children who have been separated from their parents, but oftentimes they come with a grandparent or another relative. They are considered unaccompanied and, to be sent to health and Human Services which provides bed, adequate medical care, schooling, a case worker. But instead right now instead of being sent directly there, theyre stuck right now at Border Patrol stations. Theyre not supposed to be there over 72 hours, no matter your age. But instead were seeing children stay there as long as nine days. In fact a 1yearold who was recently taken from his grandmother had a 105degree fever and was near death as he waited nine days to be transferred to health and Human Services. And it seems that the reason for this now, ali, we can say, because of data we obtained is because of a vast overcrowding at health and Human Services. Theyre at 97 capacity. They are waiting much longer than they typically would have to take in more children. And they say that part of that is, a, congress hasnt funded more beds, but also, they think they are under a lot of political pressure not to go back to those tent cities that we saw last fall, like in tornillo, because those, of course, were the site of protests, and they dont want to get back into those nontraditional structures. But from people ive spoken to today, the responses to this story, it seems like those are options that may have been to be explored down the road. Now a new nbc left field documentary looks at what happens when women struggle to access Abortion Services and how they are turning to the internet instead. Katie engelhart has the story. There was this interesting study in texas that found that 7 of abortion patients, abortion patients had tried to give themselves an abortion at home before going to a clinic. And the author after that study actually tells me he thinks that number will increase as more states restrict or criminalize abortion. Theres an important point to make here. Were increasingly asking the questions, what happens if roe v. Wade is overturned. And thats an important question to engage with, but it overlooks something important, which is that for many people, particularly lowincome women, roe v. Wade has never led to safe and affordable abortion access. And so a lot of women have been forced to find the medical care they need outside of medical or a legal setting. And sometimes thats inherently dangerous. What is this . I mean, you did show a woman who was a doctor overseas who is helping some of these women. But i assume from your piece that some women can get these medications without going through a doctor. Yeah. So abortion medication itself is very safe. Theres about a 0. 3 chance of a serious complication, which is why its available to women in the United States to women why women in the United States under 10 weeks pregnant. Because women have been prosecuted for selfinducing abortion. Some may be afraid to go to their doctors. It couldnt have been easy to find these women to talk. It wasnt.
