Doing well. And part of the reason is because we can get the rest of the world aligned with the United States on dealing with china. Because theyre facing restrictions on steel and aluminum imports, section 232 is important. The idea that these tariffs were imposed under a National Security blanket. So, thats why 232 is so controversial. Youre saying to allies, there is some sort of security concern to the United Statess sovereignty, theyre National Security. When you talk about it with autos in the context of germany, theyre very confused because a lot of these cars are manufactured in the United States. And on top of that, the u. S. And germany are not allies through nato, the same with canada, of course. Raising the 232 specter has always been an indication that this is a white house thats willing to do Different Things on trade and it alarmed allies. It looks like theyre backing away from that and preparing for a longer term confrontation with china on what to do about a much larger trading dynamic there. When you put into perspective, yes, we have a whole lot of steel and aluminum manufacturers. But the amount of companies that import steel and aluminum that use steel and aluminum dwarf those that actually manufacture them. And the workers. And the workers. Who use steel and aluminum in their work dwarf those who produce steel and aluminum. We have done something, kind of like the coal workers. Weve done something which is propped up a small industry at the expense of many larger industries. Which might not be the right move economically or environmentally. Lets bring in kayla. Give us your perspective on this. This isnt something we were expecting today . We has been reporting that it could be as soon as today, stephanie. Earlier this week, ambassador lighthizer met with the Canadian Foreign minister. Weve been reporting that at that meeting, he floated a proposal that would bring an end to these tariffs. They were expected to go back to their respective constituencies to make sure they were on board with what has been discussed. And then this afternoon, it was tweeted that the president and tariffs were the focal point of that phone call. Ive also been told that in that phone call Prime Minister trudeau pledged to move the usmca trade deal through parliament as quickly as possible. Parliament adjourns july 12th and Congress Wants to try to pass this by late july. This is a roadblock thats being removed for usmca. The i think we dont know is what is going to take the place of these tariffs. The administration has been looking at a quota and the companies that you had been talking about, whose prices were going up, they say we like quotas less because wed rather pay more for the steel and aluminum. We dont want any question there would be a supply to steel and aluminum that would be accessed in this country. Well see if its an enforcement mechanism, what takes the place of the tariffs. Do you remember the day when the steel and aluminum tariffs were imposed. The president got a bunch of people together at the white house. It was a wednesday, hope hicks resigns from the white house that day. Suddenly, Peter Navarro and wilbur ross scheduled for the ceos to come to the white house. It wasnt on the white house schedule. John kelly didnt see. Others in the white house were unaware. They slipped this thing in under the radar and off it went. It was those actions over the course of that week was part of gary cohn that week. There were valid questions as to why its happening with the United States and mexico and still not europe where it all started. Is there some sense that this now paves the way for canada in particular and mexico to get on board with work that is trying to be done with china in terms of settling that matter . Potentially. And one of the things that could be part of this deal is an agreement by canada and mexico to limit the steel and aluminum that is coming into their countries from china that then is making its way into the United States. That is a problem that President Trump has said is creating the oversupply, is killing the american jobs here. And thats something that they really wanted to eliminate with these tariffs in the first place. There could be a deal on that. Whether canada and mexico get on board with the u. S. s fight with china, its unclear. Theyre part of the transpacific partnership. Thats the route theyve chosen to tackle china on trade. They dont necessarily agree with the way the u. S. Is going about it. Its more likely that you would see the u. S. And europe challenge this through the wto. We were part of the tpp until we pulled out of that. Its noteworthy that while donald trump did make the decision to do so, Hillary Clinton had committed to pulling out of the tpp, Bernie Sanders had probably squeezed her into that position. Nobody was going to keep us in the transpacific participate. When tpp was announced, when president obama went to make the announcement, its when people on the national stage, that was the first time we saw Bernie Sanders outside his traditional political role, he wrote an oped opposing it and thats where he exploded and people outside of his district suddenly say, hold on a second, this guy is speaking a language that speaks to me. Kayla, thanks very much for your reporting on this. This is a breaking story which we will stay on top of. While President Trump continues to downplay the escalations between the u. S. And iran. The deputy head of irans elite revolutionary guard say their missiles could reach u. S. Warships in the gulf. The guardian reports that irans top military leader met with iraqi militias in baghdad telling them to prepare for proxy war. Joining us from iraq, bill nealy. This is why this is important. When you show up on our screen, it means something needs to be explained. The militias are being told to prepare for a proxy war. The damage that iran can do to the United States, other than in the persian gulf is through its proxies who are not formal iranian militants in countries like iraq, syria, yemen, like lebanon. Reporter absolutely right. And iraqi officials are worried that their country could be turned into a battleground. There are 30 militias here. And the most powerful of those answer to iran. Officials have been meeting the leaders of those militias and saying, dont do anything to provoke the United States into something that could lead to iraq becoming a battleground. Of course the problem is, those militias nominally answer to iraqs Prime Minister but actually answer to iran. Iranian officials have been meeting with u. S. Officials to try to clarify what this intelligence is thats been driving this and trying to deescalate tensions. And there is the possibility iraqi Officials Say that this could be faulty intelligence and you only have to remember back to 2003 to see where faulty u. S. Intelligence gets iran. And to that end, the wall street journal is reporting that the two sides may simply have misread one another. Iran believed the u. S. Was about to attack it, and took measures to prepare for an attack, hence a lot of these wild statements. Where did that come from . It came from President Trump designating an arm of the Iranian State as a terrorist entity and iran countering by labeling u. S. Central command a terrorist entity. So you can see how quickly these things escalate. Everybody knew there was some sense if that happened, they would do so and this is how this would turn out. I want to put that map back up and give us a quick explanation, bill, about iran and saudi arabia being rivals in the region for the hearts and minds of muslims. We think of them as adversaries, one of them as sunni and shia, but its more complicated than that. Both of them would like to be the spiritual and psychological home for the worlds muslims. And the dominant power in the region. Iran has wanted that for 5,000 years. It wants to be the dominant power over saudi arabia but also of course over israel and over turkey. How is it doing that . As you said, its proxies. Hezbollah in lebanon, if there was a winner in the 2003 war in iraq, you could argue it was iranian because its got so many militias here. The syrian war gives it militias and influence over president assad. Its got direct military power, an army of half a million submarines, Ballistic Missile force and of course a stalled nuclear program. Its on the front foot, but ali, on the other sense in the last few months, maybe the last year, its on the back foot economically because it is being strangled. Its economy is tanking. Its currency has been devalued by at least 60 . Inflation is set to run at 50 . The imf saying its economy went down 6 just in the last few months. And theres no doubt, whatever President Trumps military intentions, economically, he wants to throttle iran so it has to make a choice between its regional ambitions and calm at home. It might be working. Thanks very much as always. Bill nealy with us in iraq. Next, weve got breaking news, a bill affirming the equality of all americans come down to a largely party line vote. Why the equality act is drawing sharp divisions between democrats and republicans. Youre watching velshi ruhle right here on msnbc. Im a migraine sufferer and im an emt. When i get a migraine at work, its debilitating. If i call out with a migraine, thats one less ambulance to serve a community. I just dont want to let these people down. Excedrin migraine. Relief that works as hard as you do. Welcome back to velshi ruhle. We got breaking news. Moments ago for the first time in u. S. History, the house of representatives passed a landmark bill called the equality act. It would amend the Civil Rights Act to stop inequality against lgbt americans. Heres the equality act sponsor, congressman david sis lean on turning his attention to the senate. Were going to have to demand that Mitch Mcconnell not be the grim reaper, but give voice to this very strong belief in equality in our country. Joining us now, washington correspondent, alex thomas. 8 republicans voted for this, but do this have any chance of passing the senate . I dont think that this bill will make it through the senate. There were only three republican cosponsors on the bill in house, but it made it through the house. Democrats did not loose any democrats on this vote. I think they were trying to break the party a little bit here. They werent able to do that. I dont see this bill going to the floor of the house because mcconnell hasnt been eager to do that. But in fact there are people actively lobbying against this bill. Who are they and why . Thats a good question. Reporter yeah. Weve seen a lot of religious groups lobbying against this. Ive seen a lot of letters that members have been getting. I saw a letter yesterday from the church of latter day saints was lobbying against it. The u. S. Conference of catholic bishops was lobbying against it. And their argument is that this is going to impede on religious freedoms. Thats an argument that weve seen on this sort of bill a lot. It reminds you a little bit of the bill that mike pence signed into law when he was governor that protected religious freedoms but ended up working to discriminate against the lgbt community. Thank you. Thank you. Next the s. A. T. Test i dont like thinking about it is making a big change. We dont have to take it. Making a big change. Theres new information coming out you know what forget. Were just not talking about the s. A. T. It was so overwhelming to take myself back there. Lets talk about Michael Flynn. New information is coming out on just who was reaching out to Michael Flynn in hopes to obstruct the russia investigation . Maybe the Trump Campaign, maybe even congress. Youre watching velshi ruhle live on msnbc. Pnc bank has technology to help a pnc business line of credit, because sometimes inner peace requires a little external soundproofing. Or pnc total auto. Pnc make today the day. New today, did something on capitol hill try to impede the special counsels investigation . A new unredacted Court Filing Shows former National Security advisor Michael Flynn told investigators about persons connected to the administration or congress that could have affected both his lightningness to cooperate and the completeness of that coordination. This is believed to be the first public acknowledgement of someone connected to congress suspected of trying to interfere with Robert Muellers probe. Flynn pleaded guilty back in december of 2017 about lying about his conversations with the russian ambassador. And he faces up to six months in prison. Joining us now, ken dilanian. Theres vague references to somebody maybe trying to impede the russia investigation. What does this actually mean . It underscores that the case that this investigation was a subject of attempted obstruction is perhaps stronger than we realize and it raises a number of questions including why Robert Mueller didnt charge other people. We know he couldnt charge the president with obstruction. But there were other people involved here including one of trumps lawyers reaching out to flynn, including somebody connected to congress. We dont know who that was. Were now waiting to hear from Robert Mueller and hes expected to testify at some point about explaining some of these decisions. Why didnt they charge anybody else with obstruction. The filing also states that flynn even provided a voicemail recording of one of the communications, this thing is set to be made available on may 31st. Whether it becomes available to the judge or the public, what could actually come of this . Right. So this is a voicemail that was in the Mueller Report. I didnt get a lot of attention at the time. Nbc news has not confirmed its from one of Donald Trumps personal lawyers. The Washington Post has reported thats not john dowd. Hes not responded to our questioning. But, look, what again, this underscores that there is a this looks like witness tampering. Paul manafort was charged by mueller on witness tampering on facts that look less strong than these facts. Here was a lawyer reaching out to flynn and the lawyer also said were going to tell the president that you flipped on him and hes going to be upset with you. This was an attempt to influence a key witness. And Michael Flynn was a very important witness for Robert Mueller. In addition to talking about these obstruction matters, he discussed efforts by the campaign to reach out to wikileaks and try to get a hold of those hacked emails. And it doesnt feel like we know the whole story about that, either. I think you can expect that at some point, mike flynn will be called as a witness. Thanks very much for your reporting on this. Ken dilanian for us. Today attorney general bill barr is speaking out in his first set of interviews since he took office. First he was telling the wall street journal that his review is focused on u. S. Intelligence gathering before the fbi opened its inquiry in july of 2016 and could lead to rule changes for Counter Intelligence investigations of political campaigns. Barr adding this, quote, government power was used to spy on american citizens and i cannot imagine any world where we wouldnt take a look and make sure it was done properly. Heres what he said on fox news earlier today. The fact of the matter is, bob mueller did not look at the governments activities, he was looking at whether or not the Trump Campaign had conspired with the russians. But he was not going back and looking at the Counter Intelligence program. You also said lack in april that you thought there was spying going on in the Trump Campaign. When do you think that started . Im not going to speculate about when it started. Were going to find out when it started. Can you say when bob mueller knew there was no collusion with russian . No, i couldnt say that. Youre okay with him testifying . Absolutely. Are you comfortable using those words, witchhunt, hoax . I use what words i use and it was an investigation. But i think if i had been falsely accused, i would feel comfortable saying it was a witchhunt. Joining us now, con nowday. Whats behind this . You know, thats a great point because that is a great question to ask. Why are you making can you believe statements about an ongoing criminal investigation. As a prosecutor, you dont do that. And as it was reported on fox news, theyve been saying attorney general barr is giving a road map of what theyre doing now and there are multiple reasons why you dont do that, one, there could be targets out there who could destroy evidence and, two, you could hurt peoples reputations. Why is the attorney general making public statements about an investigation that he has open thats going on. Give him the benefit of the doubt, could there be any kr credence to there are so many accusations, lets actually investigate all of this to clear it up. And i think back to the president wanted a voter fraud commission, fine, you got one, and then when you realize, there was no voter fraud, that went by the wayside. Thats a fair point as well. I think attorney general barr is dealing with a very unique situation, that the public is focused on for two years. It was part of the reason that he gave for why he did his press conference because he wanted on the Mueller Report because he wanted everybody to know. He could be just doing this because he wants everyone to know what hes doing because he know everyone is wondering what hes doing. Good to see you. This as an American Company is now blaming President Trumps trade war with china for its troubles. Machine Company Deere reported lower than expected earnings and cut its outlook earlier today. It says farmers are cautious about making big purchases because of ongoing concerns over the export market. Vaughn hillyard joins us from dubuque, iowa. When we planned to have this conversation earlier today, the situation was different. The tariffs in general on the steel and aluminum, specifically, hurt a company like john deere. Is there any change in sentiment as a result of this new news . Reporter just take into account one year ago, john deere was talking about a significant increase in production costs of making their equipment. Here in dubuque theres 2,500 employees here. When they were looking at a 25 increase on the cost of Steel Production here, the company said that they were going to have to increase prices and said that ultimately that cuts into the bottom line. In just this morning, deere said they were not looking as optimistic of earnings over the course of this next year in large part because of these tariffs. With this new news of essentially eliminating these tariffs on canadian and mexican steel here into the United States, its big because of the usmca deal. Chuck grassley said he would not move forward with approving the deal until the administration agreed to lift those tariffs from canada and mexico. And the same was said in canada and mexico. In order for that deal to go through, they needed it to be ratified not only here in the United States but canada and mexico and up until this moment, President Trump had said that he would be unwilling to do that. Still calling it a National Security issue. Tell us about other companies, what theyre saying the impact of the pending trade war is . Reporter lets go back to last week. We were in indiana over at the largest Diesel Engine maker in the world. Not only when it came to the tariffs were they being impacted by specific pieces of engine parts, but that double whammy effect when it came to the steel and aluminum tariffs. They were paying not only for the part, but a 25 higher cost for the steel to make those engines. So what this announcement by this white house does at least to a certain degree softens the blow when it comes to manufacturing costs. Thank you for continuing to report from the places that are affected by this trade war. Vaughn hillyard is in dubuque, iowa, for us. Welcome back to velshi ruhle. We got breaking news out of missouri, just passed one of the nations most restrictive abortion bills in the country. Moments ago lawmakers passed legislation that bars the procedure at 8 weeks of pregnancy. This after yesterday, the Missouri StateSenate Passed the bill. The bill is going to only allow an abortion in medical emergencies with no exceptions for cases of rape or incest. Doctors would face between 5 and 15 years. Woman would not be prosecuted. Joining us now is christen. Is he expected to sign it . It goes to the governor who has spoken out already in favor of this bill saying it would make missouri one of the strongest prolife states in the country. Its expected to pass. It just passed the house by a pretty wide margin, about 11044 in missouris republicanled house. A lot of support in missouri at at least the legislative level for this very restrictive ban on abortion. Something that were seeing now across the country, guys. At least 29 states, as you mention, across the country have introduced restrictive abortion bills. Thats this year. The goal seems to be for at least some of them to make it to the Supreme Court. It could be a challenge to roe v. Wade. Right. Lawmakers in these states who have passed these bills admitting that while they are looking for the restrictions in their particular state, this really is also about a nationwide ban on abortion. This is a huge effort right now, a huge push to try to overturn roe v. Wade. A lot of prolife supporters thinking that this is the Supreme Court with the new appointees that is going to be the Supreme Court to do it. I talked to some scotus watchers who say that a lot of these restrictive bills likely are going to get overturned in the lower courts and then perhaps not make it or get sent back from the Supreme Court. So these may not be the ones that actually in the end offer this challenge to roe v. Wade. They say its really chief Justice John Roberts to watch here that while he is prolife, he also may not be willing at this point to overturn a decision a landmark decision thats been in place with the Supreme Court for so long. A lot of people watching these laws very, very closely, guys. Thank you. Wow. A lot of fast developments on this. Next new polling is putting the state of the democratic race into sharper focus and presents a clearer target for President Trump and his allies. According to the latest fox news poll, he garnered 35 of those surveyed, giving him more than a double digit lead over sernds. In a general election, biden regulated an 11point average in a head to head battle against the president. Earlier today on fox and friends, trump 2020 Campaign Manager did not seem overly concerned by the poll results. None of them really bother me. And they havent started to tear each other yet. I think biden looks tired. I dont think he has the energy to fight this president. Pete buttigieg finds himself in the middle of that pack in an effort to combat criticism of his lack of being policy specific, he created a new issues page on his website focusing on three key themes that are central to his campaign, freedom, security and democracy. His new position on gun control. Our senior politics editor joins us now. Early polling and i understand some people are saying put polls out the window, but were not. It seems consistent with biden leading in a big way. It was in philly for you, he already launched, but he knows thats your hometown, so he said im going to do a launch for ali tomorrow. How confident should he be in this league . Give us some perspective. It is early. Its true that its been consistent over the last, two, three weeks since launch 1. 0. He stayed up there and with quite a big space between him and the next most viable challengers who is Bernie Sanders. What tell us . It tells us he was president obamas Vice President. Democrats feel very, very connected still to the obama legacy. He represents that legacy probably more than any other politician, certainly any other politician in this field. It also is a name recognition thing for him, frankly, stephanie. We have 23 candidates in there, very few of them are nationally known. We had two get in just this week. Steve bullock, probably great governor of montana, but whos heard of Steve Bullock outside the universe of political junk kijun junkies . Bill de blasio not well known nationally. They can make a challenge against the former Vice President but the fact that Everybody Knows joe biden is really helping him right now. How much of a shift will republicansing specifically the president , need to make if it is joe biden . If you watch conservative media or listen to the president , they love the word socialist. Theyre going to break the system, change the system. Many people in america who are somewhat change resistant dont like that sound. 100 . Cant possibly use the word, term, idea against joe biden. 100 true. You can sort of watch conservative media to get a sense of where they would go with joe biden. Theres a lot of looks tired. Theres that. Theyre going to talk about his age and stam ma level. Theyre going talk about fact hes actually much more liberal than people think he is, that, in fact, hes got a very liberal record. If you look at it, he was kind of the edge of the sword, the tip of the leftleaning sword for president obama. So they will make those claims. Its going it be a combination of the two. Theyre basically thats why weve seen joe biden be unlike himself, being very reticent. Not talking a lot, not answering a lot of reporters questions. He doesnt want to give anything over at this point to rile up republicans, of course, but also anybody in his in his sphere, the democrats, to make him more of a target. How old is he . 77. And the president , republicans, are going to go after joe biden for being so old . That does feel like a bit of a Everything Else with trump, hes a unicorn, what me is really really doesnt matter. It really doesnt matter. What about Pete Buttigieg and policy . I thought that was really interesting, Pete Buttigieg, ive been on the campaign trail with him, up to this point hes talked about wanting to be inspiring. Right. Or inspirational. He seems to be pushing back against the Hillary Clinton of 2016, let me give you my 19point plan. Right. I want to give you a story, not going to tell you every exact thing im going to do as f president. He realized that wasnt going to work. Be beto orourke was trying to be he sunk like a stone. Mayor pete had to get in there and take some stands which might be controversial. It was better than trying to be sort of everything and nothing all at once. Right. He took some i was looking at his list. Hes taken pretty liberal position. Hes embracing the Green New Deal. Talking about a national gun licensing registry. Once you take these stands, you make yourself a target. Right. People he was able to escape that before. You cant the Green New Deal or the spirit of the Green New Deal . Because those are two Different Things. Hes saying he wants to move toward the Green New Deal. Okay. Hes definitely going much further out there than some democrats who said, whoa, we dont want to do that, so give himself a little bit of wiggle room in certain places. He talked about medicare for all for all who want it as opposed to a blanket policy. Still, he is actually grabbing onto some policies hes going to have to answer for now. Thats what hes been able to avoid up to this point. Its clear hes going to maintain a toptier status, he needs never clear whats going to work. Some are policy full. If you have no policy, it doesnt necessarily help you. How much policy is right . It depends on who you are. Defends on who you are. You need a story and need some stub stance. Its a matter of the balance. Everybody is always overlearning the last lesson. Clearly he felt like Hillary Clinton went too deep into it and now hes realizing he has to give a little bit of beg on substance to moake people know what he believes in. Some of us love when candidates go deep in policy. Maybe nobody else does. We enjoy it. Thanks, betsy. You bet. Voters heading to the polls in 2020 have several key issues owen their mind, one, we talk about it every single day is the economy and really how to make ends meet. Lets share a clip for you from a union worker who skpopoke wit our colleague, chris matthews, during a town hall in pennsylvania last night. We cant have candidates that are only concerned with social issues. Social issue for me is the ability to go utout and provide for my family. With justice on the Supreme Court, because of the gimmicks that was used to get conservatives i as a union member dont have as many rights now. How about that, a social issue for him is providing for his family. Totally right. Thats something we forget we should play that all the time. People have to remember this that you have everybody in the world has the same basic interest, have to provide for themselves and their family and have safety and medical care and shelter and when that is threatened, other things seem less important, even though those other things are really, really important, if somebody doesnt have their basic needs met, they get scared. Also the president s slogan lo of America First whether you like it or not, hit a lot of people, my home, i cant provide for my family, were not being take bn care of. The voter bought into the president s message but saying that was a glib campaign slogan, didnt work for me. It was. Another key issue is health care. Last year was the busiest on record for Nonprofit Group providing more than 50 million in Health Care Services for people all across the country. Nbc has more on their efforts. Reporter in rural smith county, virginia, appalachia country, airport hangar number 7 was transformed into a fully functional medical center. Hundreds of volunteer doctors, nurses and supporters began early this morning providing dental, vision, and general medical carefree of charge. People with to insurance or struggi ingling to make ends me like kaylee here if an eye exam im in college and need to be able to see my work. Reporter since 1985, r. A. M. Its a National Disgrace that we dont have insurance that cant cover peoples medical and dental conditions in this country in the wealthiest country in the world. Reporter jeff eastman runs the clinics. So are you telling me its a mistake if people think that this is something thats operating in rural appalachia . Oh, absolutely. One of our biggest clinics we held in the last couple years is in baltimore. Reporter they started with one dental chair and last year, they set up 60 clinics nationwide. Health care for more than 45,000 people. When we found out about remote area medical, we were surprised this many people needed it in this country. Reporter this family of volunteers usually travels to haiti, but this year, directed their efforts here at home. What does it mean to you to be able to come here and get this dental care for free . A lot. You go to the dentist, get a bill, youre looking at 200, 300. I cant afford it. Aint no way. Reporter here, a dire need for Critical Care filled by the kindness of volunteers. And rehema ellis joins us now from virginia. Rehema can we just say thank you to her . Thank you to you, thank you to them for telling us this. Are they actually able to help everybody who comes to seek help from them . Reporter so, they hope to, but today, they couldnt do that because they didnt have enough dentists and doctors on staff because its friday. Saturday and sunday, it will be a full house and wont have to turn anybody away and they hope by the weekend, they will have service about 700 people, including the folks who come here to the Vision Center and this is a sign of hope, i have to tell you, because every single pair of glasses here was donated and the better part is every single one of them is free. Folks will get a pair of glasses, come over here and be fitted. I just have to tell you this real quickly. I asked a woman what does she think about this, she was delighted by the kindness of every person here. These are volunteers, doctors and nurses and support staff. She said she just wished that kindness transferred into washington so they can provide basic Health Services for everybody. This is amazing. I hear that. These are people who otherwise what are their options if theyre not getting their health care here . Reporter well, if theyre not getting it here, one of the things why this is so important, you cant just say, well, go to the emergency room for health care because if you cant see, an emergency room is not going to give you a pair of eye glasses. Right. Reporter like we got over here. Theyre not going to be able to help you walk out with a pair of glasses to improve your vision. If you have dental problems, you go to the dentist and you go to the emergency room, theyre not going to pull your tooth in most instances if you got a toothache, theyll give you medicine to ease that ache and then tell you find a dentist and go to the dentist. Yep. Reporter and the problem is, folks dont have the money for that. And it leaves them in a real dilemma. Rehema, again, thank you for reporting on this. Its an important way really important story. We would love it if thats not how people had to get health care. Were grateful for people who take it upon themselves to provide that health care for people in need. Thanks for watching velshi ruhle. See you back here at 3 00 p. M.
