President trump is on his way to vietnam for a second summit with dictator kim jongun following up on the original summit in june of 2018, which was largely characterized as overpromised and under delivered. In his twitter diplomacy, the president tweeted, with complete denuclearization, north korea will rapidly become a economic power house. Without it, more of the same. As he travels to meet with kim to talk denuclearization, its important to find how each side defines the end goal. For the United States, denuclearization is based on a concept known as cvid. Complete verifiable, irreversible denuclearization of the north. Lets take a look at what that means. Were going to start with complete. That means pyongyang needs to identify all of its uranium and plutonium enrichment programs. Both of these give a path to Nuclear Weapons with plutonium being the more advanced weapons fuel. Verifiable, in the United States understanding, has always involved outside weapons inspectors. That could mean United Nations inspectors or officials from the international atopic agency. It would require trust that the north korean regime isnt still hiding secret weapons or production facilities. Irreversible means a total dismantling of the countrys Nuclear Energy program so it cant convert Nuclear Forays into weapons. Its not clear whether the Ballistic Missile would be part of the ceid process. These are tricky, thought to be worked out before a meeting between the rogue regime and the u. S. President. And as President Trump insists, the north agreed to denuclearization at the singapore summit. The regime never agreed to just its denuclearization. North korea is looking to denuclearize the entire peninsula, including removal of the u. S. Nuclear umbrella, as its called, protecting the south. The u. S. Hasnt actually stationed any Nuclear Weapons in south korea since the end of the cold war, which split the countries along this line more than 25 years ago. Meaning north korea likely still sees any military presence, any American Military presence in south korea as a nuclear threat. Essentially leaving the Trump Administration with a choice between peace and the defense posture in asia that it has held for half a century. Now, with reports the pair may declare an end to the war, the presence of u. S. In south korea could be in jeopardy. Joining me live from the site of the summit in hanoi, chief correspondent bill neely. Bill, this is definitely a question of what are the expectations from the summit. There are a lot of global observers who say while there may be some progress made with the north koreans, this seems to be more show than action. Reporter yeah, ali, and you know its a very long time since ive heard any u. S. Administration official use those words together, complete verifiable, irreversible. Remember, they also used to be accompanied by the word immediate. Well, expectations have been lowered. President trump yesterday at the white house saying, hey, im in no rush as long as theres no testing, im happy. Well, thats not what will make any expert or anyone in the u. S. Administration or state department happy. Lets remember the singapore summit ended with a vague declaration to work towards the denuclearization of the korean peninsula. And as youve said, that means Different Things to different sites because for north korea it means the removal of the u. S. Umbrella and the removal of u. S. Troops from south korea. Since the summit, well, theres been no evidence that kim is dismantling his nuclear program. No evidence that he even intends to. In fact, u. S. Officials say he has increased his nuclear fuel. Hes Still Producing missiles. The centrifuges are spinning. No evidence he even wants to make an inventory or show it. No timetable, no road map. So there are plenty of reasons here, ali, to be very, very skeptical. And as i said, expectations for this summit are certainly being lowered. So one of the things the south korean president continues to float is the end, official end of the korean war. They are still two nations in a state of war. What does it mean when were hearing reports President Trump is and kim jongun might decide to end the korean war . Can those guys do it themselves and can the president whats his role in this . Reporter yeah, its interesting. So, they could make the political declaration of the end of the korean war, but thats just the door that will open to a peace treaty, and the peace treaty has to involve china because china was involved in 50 to 53 in the korean war. If there is a peace treaty, what does that mean for the presence of 28,000 troops in south korea . What happens to the Demilitarized Zone . And remember, chinas goals and north koreas goals regarding american troops in south korea coalesce. In other words, they want them out of there. So they can have a peace declaration. That is all very nice and it sounds terrific and it might lead President Trump closer to a nobel peace prize. But the peace treaty is much more complicated. The white house and members of congress are also awaiting the release of muellers final report on his investigation into the 2016 president ial election. Top democrats are continuing calls for the finding from muellers investigation to be made public, but as the world waits for that report, House Intelligence Committee chairman add amd schiff says congress is ready to act if the Trump Administration interferes with the release of the report. And in the end, i think the department understands theyre going to have to make this public. Meanwhile, lawyers for Paul Manafort are expected to respond to an 800page sentencing memo sent to the judge to discuss what he should be sentenced to. In the memo muellers temperature recommends manafort be sentenced between 17 to 22 years in prison when hes sentenced march 14th. Muellers team says manafort broke the law while he was out on bail. The memo explains how manafort lied to investigators about his contacts with russian aides and his involvement in russian meddling during the 2016 election. Im joined now by former federal prosecutors mimi rocah and cynthia. Welcome to both of you. Thank you for being with us. The manafort stuff, no surprise in the sentencing memo. The most interesting thing is the Mueller Report. What do you think, mimi, is likely to happen with the report and how, if at all, will people find out about it . These are big questions, ali. I certainly am not going to get into the business of predicting when it is going to come out. Its become somewhat of of a guessing game and parlor game. I think at the end of the day congressman schiff is correct, that the information has to get out there. Its going to get out there, because otherwise we have a world in which donald trump, because hes president , apparently now cannot be indicted because of d. O. J. Policy. And im not saying i agree with the policy. Im saying thats what the policy is. And at the same time, if we follow another d. O. J. Policy, which is to not talk about people generally who are not going to be indicted, then were just left in a black box when it comes to trump and his knowledge and his actions and its too important of a question to leave in that black box. So congressman schiff, i know theyre going to do everything they can to get it out. And my guess is that there are at least some people within the department of justice who also want the information to get out because its in the Public Interest. And at the end of the day, thats what the department of justice policies are really about, is the Public Interest. So, cynthia, to this point that mimi is making about department of Justice Policy about not indicting a president , this is the office of Legal Counsel put out a letter, its guidance. The point is nobody really expects that Robert Mueller is going to go against that guidance in preparing his report. I guess thats what Congress Wants to know. What has mueller concluded . Weve sort of had a slow drip over the last couple of years of whats going to be in that report. But ultimately, i think what were looking for is what do seasoned investigators make of all of the stuff that they put together . Right, i dont expect that mueller will do anything that violates the o. L. C. Memo. He will send a rower. Report. You know whats interesting, when you look at these regulations, the attorney generals regulations on what can be in the report, you know what they are . Theyre the attorney generals regulations. So if he wants to change them, he can. Moreover, in the regulations in 6093c, we can agree the Mueller Report is in the Public Interest. There is a question which we call in shorthand 6e material which has to remain secret. Mueller can, as can attorney barr, go to the court that is supervising the grand jury and say this is in the Public Interest and we need to get that out. And thats done, i wouldnt say routinely, but quite often in d. O. J. Investigations, particularly in Police Shootings investigations. So there is a precedent for going to the grand jury and releasing that information. And it is my belief that thats what should happen here. So, mimi, if adam schiff subpoenas Robert Mueller to come and testify before congress, are there limitations on what mueller can discuss once hes before Congress Based on things like grand jury testimony . Yes, definitely. I mean, it would not be, you know, just sort of ask whatever you want. It would have to be limited by 6e as cynthia mentioned, although, again, i think there are rulings that a judge could make in advance about 6e issues. There would obviously be issues with classified information particularly in this type of investigation. Im sure a lot of the information and evidence was gathered through classified or other types of sort of privileged sources that they wouldnt want to reveal. I do think that mueller could shed a lot of light, even on things that we already know, like the kilimnik meeting with Paul Manafort. Thats already out there. Its an important meeting for us to find out more about. Maybe well find out through future charging documents. Maybe well find out through the report. But it seems to me that thats something we should be able to get more specific answers. What was exactly given by manafort to konstantin kilimnik. As the special counsel said, that is at the heart of the investigation. Was it detailed information . Was he bragging about his position . That will be interesting to see. Lets switch gears to Michael Cohen who is going to head to capitol hill to, as i said, testify before three committees this week. He is going to testify behind closed doors before the senate on tuesday, house intelligence on wednesday, but thursday hes going to testify before the House Oversight and government reform committee. This one is going to be a public hearing. This committee revealed a long list of the approved topics cosen going co cohen is going to cover during his testimony before i go back to my guests. Cohen is expected to discuss debts and payments related to influence the 2016 election. Trumps compliance with Financial Disclosure requirements, trumps compliance with Campaign Finance laws, and trumps compliance with tax laws. Hell also address trumps potential and actual conflicts of interest, his Business Practices and the accuracy of the president s public statements. Hes going to talk about business dealings related to the Trump International hotel in washington, d. C. , and potentially fraudulent or inappropriate practices by the Trump Foundation as well as public efforts, this is important, by the president and his attorneys to intimidate Michael Cohen himself or others into not testifying honestly before congress. However, there is stuff were not going to hear about in public hearings. Cohen has agreed to not openly address any Matters Regarding the russia investigation, Counter Intelligence threats, or leverage that foreign actors may have had over the president of the United States. I want to go back to mimi and cynthia about this. Cynthia, whats the basis on which cohen would have agreed not to testify about certain things in public . Well, my hunch is that the mueller people dont want him to do that now about the russia investigation. What that tells you is or certainly what it tells me is they arent finish with the russia investigation, or it wouldnt matter to them. So thats an interesting little tidbit. Im personally looking forward to the information about when he testified before and lied, why is that . And he has said that he circulated his testimony in advance. Id like to know who he circulated it to. Id like to know if he talked to anybody in the white house. Id like know if he had any agreements to change testimony, or there was any winking and nodding about what he should say. You know, i could spend ten hours with Michael Cohen and never have to ask the same question twice. There is so much information that he has that i would like to know and i think the American People would like to know. Mimi, whats going on . For those of us who dont understand the legal process, theyve raided his office, they have his recordings. Why does he still have stuff to say and what is the outcome of him saying it . So, look, Michael Cohen is a complicated in a complicated situation because he has a Cooperation Agreement with mueller. As you and cynthia discussed, that seems to be off limits for now and i do agree with cynthia that thats telling, that he cant go into that right now. With the Southern District, he doesnt have a formal Cooperation Agreement, but we do know he has met with them. So it does seem that some of the things he will be testifying about will overlap with some of the information that he may have given to the Southern District, which is complicated and it frankly is an incentive for cohen to be truthful. Because if he lies about things in the hearing under oath that the Southern District likely knows the truth about, either because theyve already thoroughly questioned him on it and they have a lot of other evidence, it seems, they are going to catch him in a lie and hes going to be in a lot of trouble. So i think we have to keep that in mind as an incentive for cohen in terms of telling the truth. But, you know, he is going to be in a different setting here, though, than hes been with investigators. This is obviously a political atmosphere. Its not necessarily as much about following the facts and getting at the truth the way that prosecutors and investigators, fbi agents normally do. So i think this is going to be a harder swag harder situation for him to be questioned in and he needs to be careful. Cynthia and mimi, thank you for your analysis of this. After a work stoppage caused production to plummet in 2002, production ramped back up as you can see here, very quickly, bringing in billions of dollars. Now, chavez used the money to pay for things like housing, education, health, clinics and more. Artificially boosting the countrys standard of living. He then died in 2013. After appointing his Deputy Nicolas maduro as his successor, Nicolas Maduro hasnt gained the same cultural personality chavez had in his rule, the economy has continued to collapse. It is a situation exacerbated by Falling Oil Prices in recent years because the country is a big oil producer and so much of its economy is dependent upon oil. Now the United States is putting its support behind this gentleman, 35yearold head of the national assembly, juan guaido, citing the venezuelan constitutions provisions for when a president seizes power. This decision is fraught because u. S. Support for socalled regime change through revolutions or coups often ends in a political condition worse than before the United States got involved. Joining me to talk about this is the author of this is cuba, an american journalist under castros shadow. He spent time in venezuela in 2014. David, through the lens of history, i guess we have to ask, what does success look like . Venezuela, both from a venezuelan perspective and u. S. Perspective . From u. S. Perspective, a trump perspective, they want a quick ending to this. The john bolton and mike pompeo, they want a new Transitional Government in place under juan guaido and they want it to happen quickly. The sanctions have been put in place. It will affect the economy in a profound way. That is hard to overstate because the economy is terrible. This is a country for poor people and working class people where inflation has been rampant. It is about as bad economy and youre saying it could get worse. I spoke to an individual who said i have a salary of 18,000 and an impanada costs 1500. Were going to be looking at 10 million Percent Inflation by the end of this year. This is really an economy in a country that is coming apart at the seams. The example we have of this in the world right now is syria, right, a country in which the government collapses and then everybody else is in there because theyve got interests. Venezuela is a country like that. The United States has interests. Russia has interests. Cuba has interests. And theres oil. Yeah. Also like syria, if you look at syria and you look at basically these two respective places, not only is this a bit of a proxy fight between u. S. Forces and those in the region and the russians and the cubans, to some extent the chinese to the extent they have economic interest. This is what were looking at here. As long as the military stays with maduro, chances are hes going to weather this storm and this past weekend was he came out on top. You saw about 100 defections in terms of lowlevel kind of rank and file. But the core hard brass of this military has senior level people. Weve not seen defections. That would be the end for him. Theyre the ones guarding the borders. Theyre the ones who maintain no commercial air space allowed. If you were to game this out, i would think the United States and others are looking in terms of pressing in on these different areas by using proxies or using Opposition Forces to sort of create these confrontations at the border. Now, if that created a kind of situation in which there were far more casualties, we had a few die over the weekend, several hundred injured. If those were ramped up, major escalation, you would start to see the rank and file and those above them start to leave. These are their country men theyre firing on. And that really could spell the end of the maduro administration. Colombian officials tell me they had a million refugees before this started to go badly as it did. From a refugee crisis, where things are unaffordable and people are trying to get out, this could mirror what syria has been to europe, venezuela could be to the western hemisphere. The biggest difference is the lack of backlash that you have seen in the micro crisis in europe. You are starting to get some anecdotal reports of some basic displeasure of the fact there is such a deluge of humanity coming across the border to brazil and to colombia. And there is really going to be a cost to bear economically in those countries to take on this leadership. When you look in the region, i think this is an important part. Part of the reads the Obama Administration was making inroads, there was pressure to make inroads. You had leftist leaning across the region. You have bolsonaro, every country but mexico is supporting guaido. And so this International Consensus, probably one of trumps few International Consensus in terms of foreign policy, is starting to bear out in a country where the country is coming apart at the seams. Its possible and it looks like its likely that the state Attorneys Office is going to take the solicitation of prostitution up to the highest charge possible in the state of florida which is a first degree misdemeanor. While it is a misdemeanor charge, perhaps the most difficult charge for somebody like 77yearold robert kraft were he convicted is it potentially carries up to a year in jail. So, this is one of those situations where you noted that he is, and the other 24 who have been swept up in this, are not being charged with Human Trafficking, but the reason were discussing Human Trafficking is because the police say in their investigation they discovered that the women who were at this massage parlor had applied for jobs in china thinking they were getting legitimate jobs in the United States, made their way to new york and ultimately were put down by an agency, as it were. Authorities say it turned out it was a Human Trafficking situation. Put them in spa parlors where they were required to perform sexual acts as prostitutes. This is what the state attorney had to tell us about the idea prostitution is a victimless crime in an exclusive interview one on one. In cases like this, many of the prostitutes, if not all, are victims themselves. They are led under false pretenses into this country. Promised a better life, and instead are living in squalor, doing things like giving Sexual Services for money. So, robert kraft had a spokesman who said he did nothing illegal and that he is now going to allow the judicial system to work itself out here, ali. Clearly there is a lot of attention on this, not only because of the notoriety of the new England Patriots, but because it appears, according to the investigators to have uncovered a much more sinister situation here where women were forced into sexual slavery. Ali, what i think is so appalling and outrageous about the ad is the nra would publish that, not only aimed at the speaker and Gaby Giffords, but also to do so a year after congressman steve scalise, a republican, was shot and targeted by somebody who was going after republicans whose life was saved, by the way, by the Capital Police who had had background checks and training, which is what hr8, the bill that lucy mcbath and others are lifting up is all about. Lets talk about hr 8. It is a bill to do with background checks. This is part of guns in this country on which there is massive agreement. Most people, somewhere upward of 85, 90 of people agree we can strengthen background checks. This isnt complicated. Its not complicated. What it says is that we should whether you buy a gun at a store or through a private purchase or at a gun show, that you undergo a basic background check so that the authorities can determine whether or not you have the right to purchase that gun. Perhaps there is a red flag. As a former Domestic Violence prosecutor, i saw those all the time. A Domestic Violence conviction, a restraining order against a loved one. Obviously you wouldnt want to run afoul of the excon statutes in our states and territories. The fact of the matter is you have the nra inciting violence against women, against the speaker of the house, a former congresswoman who herself was nearly assassinated, one of her constituents died at that event. Instead of doing that, they should join with survivors of gun violence like lucy mcbath, whose son jordan davis was murdered seven days ago, and pass this background legislation to make us all safer. When i think of this kind of thing, nothing of out sourcing factchecking to the crowd especially if your platform is built on a tension, not on the truth, i just dont understand how that would work. You would certainly have people weighing in on the content that whines up on your platform but would it be accurate . No, thats not my experience. You just said something really interesting. Attention and truths are often at odds with each other. Facebooks model depends on attention. It is problematic for them but it is not that they started with the pursuit of the truth. That was not part of their business model. Thats right. As it has been said many times, because the platform rewards attention and the stuff that people like to click on. You are not going to get truth out after a platform like that unless you get in there and start to turn the dial. Jacob, a lot of people think crowd sourcing of information works in the Comment Section of articles or responses to tweets and facebook posts. When you were the editor, you killed the Comment Section on the site. Tell me more about that. This is the ultimate test of this question. We were basically seeing researches coming out that showed that in peoples memory, they conflate within the comments of the article above. We cant let people come in and pollute the message of these articles with disinformation. In this case, we are coming up with stuff that people were saying sexual transmitted diseases were not being prevented by condoms or all kinds of stuff that were not just wrong but dangerous for people to conflated. We cant pay enough factcheckers to run checks on not just todays comments but all the comments. How do you deal with that . You editors are the lofty people that Mark Zuckerberg was criticizing. I know for me it drives me crazy. Our logic at that time was we are going to turn off the comment because we cant do a responsible job. We are going to put it into place where it belongs and put it on facebook and twitter, thats where it should happen. Thats where it is going to get patrolled essentially is what i assumed. A company with that much money, i thought theyll do a responsible job in a way that we could not and what we are seeing is not the case.
