The Trump Administration is the most corrupt in living memory. She set that stage. Joining us now, christine pelosi, the daughter of nancy pelosi who is the most powerful woman in american government. Christine is also the chairperson of the California Democratic party, womens caucus. Christine, lets just take a beat on that for a moment. Senators klobuchar and warren joining the race officially brings the Democratic Candidates to nine. Five of those contenders are women. That right there is historic in and of itself. Whats your take . Well, thank you for having me. Im so excited that we have five powerful women running for president. And i would say on the democratic side, everybody who is a strong contender for president will have to be a strong feminist. And my goal as chair of the california Democratic Womens caucus as nancy pelosi says, know their power and speak their power. I think it is going to be very exciting for young girls and boys to see that no matter your background and no matter your gender, you can run for president of the United States. To that point right there, when we say its important that all those women are feminists and stay with me does feminism truly include all women . We have seen how energized and excited and powerful the Womens Movement is. But is it truly inclusive . Because if you think about why the era wasnt ratified, it wasnt men who blocked it. It was traditional women. And when you look at a trump rally, there are quite a few women there who wouldnt identify with feminism. And so are we saying are you saying, well, thats a faction of the population were not going to go for or is there an effort to figure out women who dont identify with the feminist brand, what are their needs, what is their plate, can we bring them into the fold . I think so. When we think of the feminist movement, a lot of the work was done by black women, but they were ignored by other white women. So even as were here in black history month, we have to acknowledge that that when we talk about women earning the right to vote, which we will celebrate the 100th anniversary next year, that was white women. It took longer for africanamerican women, native women, asian women, latin women. I think the movement has to be inclusive of all races and genders. And that includes, when i say feminist, i mean feminist men in that conversation as well. In other words, you dont have to be a woman to be a feminist, and you dont have to have policies that exclude men or that exclude certain segments of the female population in order to succeed, you have to include everybody. Thats a good point. All right, the president has, as we said, weighed in on Amy Klobuchar and Elizabeth Warren entering the race, commenting on the Climate Change stuff. Climate change in a heavy snowstorm. He talks about Elizabeth Warrens heritage. Weve seen it with a number of people who speak out against the president. He attacks them often with a nickname. Its different with nancy pelosi. Its different with your mother. Why is that . Whats the why does he seem to understand her power and not want to tinker with it . No nickname for nancy. Well, id say this. Nancy pelosi is the leader of a very strong House Democratic majority, as she said to him. Dont characterize the strength i bring on behalf of the democrats, on behalf of leaders. She is also very, very respectful of the office of the presidency. I daresay more so than he is, and i think she generally wants to work to make government work for the people. That was the promise, and she knows that all of the people who put themselves out there to run for office last year, they need to deliver results. We need to have results on Campaign Finance reform, on health care, on infrastructure, on lowering cost of prescription drugs. Thats our accountability. Our success is dependent on his signature, and hopefully well get one by the end of the week to keep the government open. But i think he knows that she respects the job that she has to do and that he has to do. Lets talk about that Government Shutdown. To your point, were just a few days away. If congress doesnt agree, were going to be back in shutdown territory. I want to play a bit of the negotiations from the last shutdown where Speaker Pelosi and the president really went head to head. All americans can be proud that we have more women in the work force than ever before. [ applause ] we thought we were going to get it passed in the senate, nancy. We would do it immediately. There are no votes in the house, majority votes for a wall no matter where you i dont think we disagree so much. I also know that nancy is in a situation where its not easy for her to talk right now, and i understand that. And i fully understand that. Please dont characterize the strength that i bring to this meeting as the leader of the House Democrats who just won a big victory. Okay, that was some hot fire right there. And we know that after the last shutdown, the president was put in a really difficult position. He said, lets reopen the government, and he didnt get anything in the negotiations. Were just a few days left, and some are saying that democrats are moving the goal posts, sort of changing that its not just about the wall. Do they run the risk of losing public support if theyre broadening the situation out to now be about beds . Well, i think theres two things we have to keep in mind, stephanie. Good question. One, which is what do the American People want . The American People want us to pass comprehensive Immigration Reform. They are very concerned about the children who have taken away from their parents at the border and that we now we, the United States government, has lost track of nearly a thousand of them. They are also very, very concerned about keeping government open. One thing that the republicans misunderstood, i think, is that the American People understand the government is the people, and you all did a lot of shows about the people who are working on low salaries. They went into Public Service to try to help other people. And whether they were flight attendants or air Traffic Controllers or people working at our museums or national parks, these are people that others really cared about. And i think all of those things remain true. So i trust the bipartisan appropriations process. These are professionals. Theyll get something done. The best advice we can give the white house is let them be. Let them do their work. Let them come up with a deal. Keep government open, and then you have several months where you can actually have a debate, democrats, republicans, house and senate over what your vision for comprehensive Immigration Reform and Border Security looks like. When President Trump signed his bill into law, he promised more money in your pocket. An average of 4,000 per household. My counsel of Economic Advisors estimates that this change, along with a lower business tax rate, would likely give the typical American Household around a 4,000 pay raise, and thats money that will be spent in our economy. [ applause ] now, the white house was vague when asked where that 4,000 would be coming from, and a lot of people assumed it might come as a way of a tax refund. But thats not exactly the case. Early data from the irs shows there are fewer refunds coming back so far this year. The total number of people receiving refunds is down by about 25 , and the refunds people are seeing are lower, too. The average refund is 1,865. That is down from 2,035 last year. That is 107 le70 less for thos families. It is 8. 4 less. This covers tax returns processed by february 1st. That is a very specific group of people who file early. So you cant expect things to change as more returns come in and we will be keeping an eye on t. Also a smaller refund or no refund at all does not necessarily mean families are paying more taxes. Some saw a bigger paycheck this year, thanks to changes in the withholding tables. If you wind up owing the irs this spring, you can change your withholding now to prevent any surprise tax bills for 2019. Its complicated, ali. It is. We want to try and break this down so people understand whether theyre getting less money or just the way the money is getting to them. Joining us now is the senior fellow of the urban brookings Tax Policy Center. Good to have you here. In simple terms, do we because taxes are so simple. Taxes are so simple. Do we know yet if people are paying more or less in taxes because of the new law or is this just a matter of how much they their withholding was versus what their refund is . At the Tax Policy Center we estimated an average household would get a tax cut of about a thousand dollars in 2018, and we dont know yet whether or not thats happened. The refund numbers that everybody is looking at are based on just one week, one week of three months of a tax season. So its really impossible to know from those first numbers how this is going to end up. We do think that a typical taxpayer did get a tax cut last year and its going to average about a thousand bucks. All right. The 4,000 thing the president was talking about, we dont really know whether thats supposed to come from salary increases or wage increases or tax cuts. Its unclear. So, the one thing, though, is nobody, even in the Trump Administration, really thought that people would get 4,000 in 2018. They had a theory that over a long period of time, companies would invest more and workers would become more productive. Theyd eventually get raises and theyd eventually get this money. They never said what it eventually meant. I think for the immediate period, for 20182019, nobody ever maybe donald trump himself, nobody ever really thought this was a 4,000 tax cut. I know this might sound like a ridiculous question, but help us understand. Why does our system withhold more from our paychecks than we owe in taxes . Why do we even have to have refunds . So, our system doesnt really do anything. It is entirely up to us, you know. We have a w4 were supposed to fill out every year. We can tell our employer how much to withhold. And we can be under withheld, we can be over withheld. Its up to us. The problem was the tax cuts and jobs act made a lot of changes for 2018. Uhhuh. People couldnt follow the changes. The irs put up a calculator, but they were late getting the calculator on the website. Besides, who wants to spend time figuring out what their withholding is supposed to be . So nobody changed it. Now were figuring out exactly whats going to happen to us. Some of us are going to be surprised on the up side, some of us are going to be surprised on the downside. But the important thing to remember is not your refund. Everybody cares about their refund. What really matters is how much tax you paid, and thats going to go down for most people. For about 80 of household. I know you made a comment to say what really matters is how much tax you paid. Peoples refunds do psychologically have an impact on them. Peoples refunds is all they care about. You want to make yourself a lot of friends, go to a Cocktail Party and ask people how much tax they paid last year. No one has any idea. Ask them how much of a refund they got, probably half the people are going to have some sense. Thats interesting. All we think about is our refunds. In a Perfect World youre paying exactly the amount of tax you should pay, there should be no payment due and no refund. Howard, good to talk to you. Any time. Members going into the weekend, members involved in the talk seemed to be on the verge of a deal and they were sounding in optimistic tone. By sunday republicans backed down from their high hopes. The president s chief Economic Advisor even took to tv this morning arguing that the economy would be fine. Dont tell jamie dimon, even if the government was shutdown again. It would, of course, be the second shutdown this year. And the 5th of this administration. But that is little comfort for the 800,000 federal workers who suffered with late pay after the last shutdown, and the estimated 1 million contractors that have gone without pay entirely according to a union backed nonprofit. And just like in the obama administration, the country is doing well, better than most other developed nations. I think what we saw, steph, from the last shutdown is that it makes no sense to average americans, to the workers directly affected, to most voters that the economy wouldnt be hurt by a Government Shutdown, by all of the loss of money, by the safety risks to our air Traffic Controllers. You know, quite a few people knew somebody who was touched personally by what happened in the last shutdown, and i think thats why you saw the president and republicans pay such a heavy price for what was pay a heavy political price for what was the longest shutdown in history. Now, the negotiations here and i should underscore, there isnt anybody right now that wants a shutdown, and that reality is one that is driven, in part, by that bad experience last time around. The administration doesnt seem to have the stomach for it the way, you know, they did last time, or at least that the president did last time. Obviously hes unpredictable. However, we know that the white house has been, you know, very careful in trying to be seen as stepping back from these talks. Republicans on the hill, the ones that pressured the president into getting the last one over with, they do not want another shutdown. Democrats dont want another shutdown. They never have. So that reality is different than the last time around. However, we are at an impasse that is over something that is different than where we were last time, that the barrier wall issue had almost been resolved. Richard shelby when he talked to reporters thursday said the white house gave him some flexibility to work around that, and democrats seemed willing to build some barriers. This time its this detention bed issue. I think what were wait to find out is whether democrats potentially overplayed their hand and lost some Higher Ground here. President trump is headed to el paso, texas, tonight, hes taking a pitch his pitch for a hard line stand on the wall to the people at the border. Hes going to have to deal with a rival rally head lined by potential 2020 contender and former Texas Democratic congressman beto orourke. While the president is there, hell likely make a claim like this. The border city of el paso, texas, used to have extremely high rates of violent crime. Now, immediately upon its building, with a powerful barrier in place, el paso is one of the safest cities you see, when you hear that sound it means its time for fact check. That is one of the comforting sounds. For fact sake, that is not true. The data does show el paso had a crime rate that was well above the National Average in the late 1990s. Take a look at that, in the late 1990s. The crime rate in el paso began to fall dramatically by the turn of the century, even dropping below the National Average in 2005 over here, years prior to a wall being built in the area. Look at that. The wall seemed to have had no particular effect on crime in el paso. How did that happen . The head of the customs and Border Protection began operation hold the line back in 1993. Put 400 agents along the border backed by technology. That move cut into the crime rate and the local public defender even credited it for deterring thousands of unsafe crossings across the border. This, not the wall. Hold the line. Despite this, congress authorized 700 miles of steel fencing for the area in 2006. The fencing has made little difference in the crime numbers. The stat saw a little bit of an uptick during the construction period of the wall. Nbcs ali vitale, the territory is not entirely friendly to him to start with. Hes annoyed some people in el paso who are republicans. Reporter yeah, thats exactly right, ali. I know the clip you played the president said it was only safe because of the wall. That definitely made people here feel defensive. I thought last night when the producer was picking up her car, unprompted, one of the attendants said this is a safe place. They feel defense about their town and the way the president has talked about it. The folks behind me, not all of them from el paso, a lot of them traveling from other parts of texas and nearby states to be here, they like the president S Immigration message, surprise, surprise, hes exactly the people theyre trying to talk to when he does make that kind of a wall pitch. And the wall pitch is front and center when you think about what kasie hunt was talking to us about, which is yet again another Government Shutdown. While no one in washington wants that, folks here, theyre not feeling so bad about it as a possibility. Take a listen. Is it worth shutting down the government to get the wall . I think absolutely. I am absolutely for securing our borders, stopping illegal migration, the drugs that are coming over. Anything that secures us as citizens is right and whatever has to be done, im for it. Reporter and, ali, christy might be fine with that. I spoke to another couple in line who said they didnt want to be on camera. The community they live in doesnt love President Trump, though theyre here supporting him. They said, look, i dont think you should be shutting down the government for the wall. He should be declaring a National Emergency which is something the white house has kind of toyed around with publicly if it actually comes to that. But if he does, then he could be up against the Supreme Court and he doesnt want to lose to his own Supreme Court. You have been following the president s rallies for quite sometime. Talk us through what the enthusiasm is now. Has it changed, is it bigger, is it stronger, is it weaker . Whats the line even like . Yeah, look, ive been following these rallies for several years now. I look back at the end of 2018 when we were leading up to election day, there was a lot of excitement being gined up to get out the vote for the republicans. You look over here, there are people who have been gathering here, a few hundred folks lining up. They were not allowed to overnight here and that may have been part of why there are not as many people as they are typically at this point before a rally. The Campaign Said they still expect thousands of people to show up. So theyre feeling good about the attendance. Its a matter of fact its not a very republican area here. Its where beto orourke is from. El paso is not a super conservative place, so people are driving many, many hours to get here. We spoke to several people in line who said they drove upwards of nine hours in some cases to be here. There is definitely dedication from the people who are here. Its just a matter of what point they get here, ali. Talk to me about beto orourke who had lots of rallies and hes going to have one tonight. Hes going to have one there. Is that meant to overshadow this, is that a separate deal . Whats happening . I think its really interesting youre seeing this from beto orourke as hes been out there talking about maybe running for president. I know other people in washington are wondering, if he doesnt run in 2020, will he challenge john cornyn. Thats another race coming up. There are options for beto orourke. When the president comes to your hometown, what better way than to host a counter protest. Theyre going to be gathering at bowie high school. Garrett haake is going to be there marching with beto orourke. People are going to be looking at what does beto say, whats his message . In the course of running for president in 2020 themselves, im told that local police here are prepared for the fact there is a trump rally going on and there is a counter protest going on.
