Emergency because it doesnt look like the democrats are moving on a deal in these funding talks. Well have to see what results in the 15 days we have left before these affected federal agencies would yet again run short of government spending. The conversation now is whether a deal is not reached, it ends up being a Government Shutdown with a deadline of february 15th, or this National Emergency that the president is talking about. No surprise, he started his conversation talking about the wall. Lets listen in. It is the grave est of human rights violations. Thank you very much. A very important issue. Were going to strengthen up our southern border. Did should have been done 30 years ago, 40 years ago, 20 years ago, 10 years ago, five years ago. Its a disgrace. Its a disgrace. And now you have problems even with, i understand yesterday, even people from venezuela want to come through. Everybody wants to come through. Part of it is the success of our country, but were going to keep our country successful. And we want people to come in. So important to say, we need people. We have a lot of Companies Moving in. A lot of companies are moving back into the United States that never thought theyd be moving back. And we need people. You see that with the jobs numbers. We really need people. But it has to be through a Legal Process and a process really of merit. But we do want people coming into our country. They have to come in legally. I just want to thank everybody for being here. What you go through is incredible and the job you do is incredible. Few people could do what you do, and we want to try and make it easier for you, or another way you could this way handle more of the incredible work. Because no matter what we do, its not going to stop, but we can reduce it incredibly by tremendous numbers. So, i just want to thank everybody for being here and were very proud of you, very proud of the job you do. Thank you very much. Madam secretary, thank you very much. Really great. Mr. President . Yes, please. Mr. President , why not just go ahead and do the emergency now were building the wall. Were building the wall. People dont understand that. Theyre starting to learn. Were spending a lot of money that we have on hand, its like in a business, but we have money on hand and were building, i would say we will have 115 miles of wall, maybe a little more than that shortly. Its being built. Some of its already been completed. In san diego, if you look, its been completed. Its beautiful, brandnew. We have other wall thats under construction and were giving out a lot of krtcontracts, so we building the wall. Its getting built one way or the other. Is there another option besides emergency . We are doing things right now. I mean, were building it with funds that are on hand. Were negotiating very tough prices. Weve designed a much better looking wall that is also actually a better wall, which is an interesting combination. Its far more beautiful. And its better, much more protective. But it looks better because the walls that they used to build were not very attractive. I actually think thats possibly part of the problem. The real problem is we need something. We have to have a strong barrier. Were building a lot of wall right now as we speak, and were renovating a lot of wall. And were getting ready to give out some very big contracts with money that we have on hand and money that comes in. But we will be looking at a National Emergency because i dont think anything is going to happen. I think the democrats dont want border security. And when i hear them talking about the fact walls are immoral, walls dont work, i know they work. I watched somebody being interviewed by a very good anchor and the anchor was getting angrier and angrier as they tried to explain how a wall doesnt have that much of an impact, and yet thousands of people are on one side of the wall and nobody is on the other side of the wall. It was actually a laughable and really horrible in the same breath. So thats the way it is. You know, if you look at el paso, if you look at certain places but el paso was one of the most dangerous cities in the whole country. Once the wall was completed, it became one of the safest, immediately. It wasnt like it took five years. Some of you know this. Immediately it became one of the safest cities in the whole country. So were building the wall. A lot of it is i mean, the chant now should be finish the wall as opposed to build the wall. I started this six months ago. We really started going to down i could see were getting nowhere with the democrats. Were not going to get anywhere with them. Its going to be part of their campaign, but i dont think its good politically. And i think nancy pelosi should be ashamed of herself because shes hurting a lot of people. I think the democrats should be ashamed of themselves. In all fairness to the democrats, many of them want the wall. And i see it. Theyre just dying so say what they want to say, but they cant say it as well as they would be able to if they were allow today allowed to do it. Are you saying now you believe on february 15 the only option you have left is to close down the government or declare emergency because you dont have any faith this committee will come up with an answer . And if you do declare emergency, are you concerned that you will almost be immediately be enjoined by some court in the 9th Circuit Court of appeals district . We have very strong legal standing. It would be very hard to do that. But they tend to go to the 9th circuit. And when they go to the 9th circuit, things happen. For instance, the ban, it missed and missed then was approved in the United States Supreme Court where we have had a very good record. They go to the 9th circuit, in many cases and in fact, in most cases, it has knob nothing to do with the 9th circuit. Its a shame what they do. So, lets see what happens. I can only tell you this, john. We are very, very strong legal standing to win. We are doing it regardless. I mean, we dont have we havent declared the National Emergency yet, yet were beelg a lot of wall. Were continuing to build a lot of wall. As we say in business, cash on hand. And were negotiating tough prices. We have a great system, a great wall system. Its very uniform. They used to have all these different systems, nobody knew what was going on. We have a very good solid system that looks good and is very powerful as a wall. But understanding now, you expect to declare a national i dont want to say. Youll hear the state of the union and then youll see what happens right after the state of the union. Okay . Are you going to wait until february 15th to do yeah, were building now. The one thing im trying to stress to people and i wasnt before because before it meant less. But when i see the obstruction, when i see the tremendous obstruction by democrats, knowing that the only, the only saving of our southern borders you look at these towns. Before the wall they were crime ridden, and now the wall get built, we put up a wall in a certain area. It went from being a horrible hell hole into something thats really safe. I cant even believe it. The mayors cant even believe it. If you ever took some of the walls down in california for instance, one story, in san diego, they were begging us to build the wall. I mean, they were putting pressure on us, that area of san diego, where people are rampant going through. And youd have a lot of security, but the security could only do so much. When, as an example, when you have these caravans that are going to be weve done a great job with the caravans, an incredible job. And most of them have gone back where theyre staying on the other side of the wall. They havent been coming in for the most part. But weve done a great job. We dont have the ammunition because we dont have the barrier. But its been really amazing to see the difference when you have it and when you dont. Its incredible to see the difference of an area on the other side of a barrier. So, you know, the old express, walls work whether you like it or not. In israel, they have a wall. And it was 99 it is 99. 9 successful and ours are, too. When we when we have it. Were going to be starting in a certain we have a few of them, few areas that were starting where they catch up. Once you have the holes in the middle, they sort of like water, they spread in. But you have to have it. So when you talk about the committee, i can tell you the republicans want to have a wall, but the democrats are told that you cant do that. They are doing a tremendous disservice. The democrats are doing a tremendous disservice to our country. You heard today about Human Trafficking. Human trafficking can go down by a tremendous percentage if we had a wall on our southern border, tremendous. Because its very hard to do Human Trafficking through ports of entry because you have people standing there looking and they say, hey, whats going on in the back seat, whats going on in the trunk . They check these things. So they come into areas where you dont have the barriers and were not going to let that happen. So were building a lot of it. Well be up to about 115 miles of wall, some renovated, some new. And were going to make a big step in the next week or so prior to my doing anything. But actually having a National Emergency does help the process. It would certainly help the process. What would help a lot would be if the democrats could actually be honest and if theyre not being honest Everybody Knows theyre not being honest. They know theyre not being honest. Id like to hear what they talk about in their rooms when they go back. And i tell you what, a lot of pressure is being put on by democrats being put on their leadership, prepressure is being put on because they cannot justify not having a barrier between our country and mexico. Mexico just came out yesterday, numbers were just released, 38,000 people were murdered in mexico, up like an incredible amount, 30 or something, from the year before. 38,000 people were murdered in mexico. Its one of the most unfortunately unsafe countries in the world. We need a protective barrier for our country, and that doesnt include honduras, who we are not happy with and were looking very seriously at taking away all funding. And same thing for guatemala and the same thing for el salvador. Its a disgrace whats going on in those countries. For years and years, the United States has paid them hundreds of millions of dollars and they do nothing for us. When the Caravan Starts in the middle of honduras, obviously theyre allowing it to start. And they want it to start because they want to not have certain people in their country. So what do they do . They put them in the caravan. And weve had tremendous numbers of criminals that weve caught in the caravans before they get here. So the committee is i know the republicans want to do something. And im not saying it because im a republican. Im saying the democrats are instructed, dont do a wall. And theyre only doing that you hear about Human Trafficking, drugs, gangs, crime, theyre only doing it for one very simple reason. One simple reason, couldnt be simpler. Because they think its good politics for 2020. Because they say, maybe we can beat trump, because this is a big issue. Ive done a lot of other issues. Weve done military, its strong and ready. It was totally depleted when i got here. Regulation cuts, tax cuts. I mean, weve done more than any other president has ever done in the first two years of his presidency. But the wall is a big factor and they want to use the wall for politics, so its not going to work because were building the wall and its under construction. Yes. Mr. President , have you privately decided whether or not you will declare a National Emergency . Privately, whats in my mind . Whats in your mind. Certainly thinking about it. Youre thinking ahead . I think there is a good chance well have to do that, but we will, at the same time, be building regardless, were building wall and were building a lot of wall. But i can do it a lot faster the other way. Are you saying we should be prepared for you to announce at the state of the union what you are going to do . Im saying listen closely to the state of the union. I think youll find it very exciting. Can i ask you one more question real quick . Are you willing to commit u. S. Military if necessary i dont want to say that. Everything is an option. I take no options off the table, okay . Thank you. Mr. President , are you thinking of adding on on the back end, front end im about it. Close some of you were there yesterday. We had an incredible meeting yesterday with the vice premiere of china, a very powerful man, highly respected, very strong, very respected also by the president , president xi. We had an amazing meeting on trade, mostly on trade. Also on fentanyl. China has agreed to criminalize fentanyl. Thats going to have a huge impact on fentanyl coming into the country. There is a possibility well meet somewhere, whether its there im over in a certain location. Ill be over in a certain location there, as you know. That will be announced officially probably next week, so it could happen. It could happen. Sounds like da nang for that summit. Gee, who does da niang remind me of, a certain senator that said he was a war hero when he wasnt. Never saw da niang. Have you found the money to build a wall in case you have to we have a lot of money. We have a lot of money. Dont forget we got a billion 6 approved. Then another billion6 approved. Now in theory we have a billion3 approved. Were building walls that were dilapidated. Its called a renovation, but its much more. Its wall thats in such bad shape, we take it down and build a new wall in important areas. Were doing a combination of renovation and new wall. Were doing a lot of it. Mr. President , do you think you need as appropriation for from congress all the wall you any is necessary . Were already appropriated. We have a lot of appropriation. Its already been done. And certain other things well be doing that we havent done yet and one of the things were considering, obviously is a National Emergency. It is. It is an invasion of our country. Not only gangs and criminals and human traffickers. Its an invasion of drugs into our country. Its an invasion like youve never seen before. You talk about heroine. 90 of the heroin coming into our country comes in through the southern border. We can stop so much of that. And ill tell you this. If we build a proper barrier with all of the technology, which only really works with the barrier, but if we build a proper barrier with great technology, too, we will see crime throughout the United States go down in percentages that weve never seen before. It will be an amazing thing. Because so much of it comes through the southern border. Mr. President , to followup, will you tell us some of the themes that are important to you in the state of the union speech . I think mostly the things you would know. Economic development, its success. I mean, no country has had the success weve had over the last two years. And i will say this. If the other party got into office, instead of being up and having these phenomenal 304,000 jobs added and we had so many great months, you know, its been a little bit tricky because im in the middle of some very big trade deals which is disruptive before you make it. After you make it, the deals are much better than before. I dont mean much better. I mean better like nobodys ever seen before. That includes a deal if we make the deal with china. It will be a different world for us. We lost 500 billion a year with china for many years, not million, 500 billion. Were not going to do that any more. Our relationship with china is extraordinary. My relationship with president xi is better, i guarantee, than any relationship of a president than a president thats not even close. It cant go on this way. We cant allow this to happen. If you noticed yesterday, i think its a big story, should have been. China as a sign of good will has agreed to purchase a tremendous, massive amount of soybeans and other agricultural product. Our farmers this morning are very happy. I spoke to sonny purdue, secretary of agriculture, he called me this morning. Our farmers are extremely happy. Mr. President , in texas where you want to build 168 miles of wall, you cant go to the border. You may slow down people who dont want to get caught. For all these tens of thousands of Central American migrants who just want to touch foot on u. S. Soil and wait for the Border Patrol to pick them up, how does building new wall solve that problem . Were going to solve the problem. Were also working on Different Things because there are so many loopholes. Youre right, touch the land all of a sudden its a catch and release deal. They go into the country, and some in some countries theyre criminals, theyre released in the country. Its a loophole. If you look at the visa lottery, and chain migration, we have to fix all of it, john. Its very important. The wall is the most important thing by far. But we have to fix the loopholes. Youre 100 right. Okay, yeah. You said youre risking an arms race say it again. Nancy pelosi said youre wasting a new arms race with russia. What is your answer . Honestly, i dont think she has a clue, i really dont. I dont think nancy has a clue. And i see that when she says walls are immoral. She doesnt have she doesnt know. And i wish she did, because shes hurting this country so badly. Its all rhetorical, not delivered well. But its all rhetorical. Shes hurting our country very, very badly. Even with statements like that. Okay, thank you very much, everybody. That is the president of the United States lying again about a wall. Let me, please, just tell you whats actually going on because hes been saying and tweeting for a few days about all this new wall thats being built. Its just an absolute provable lie. There are 1954 miles of border between the United States and mexico. Of that, 650 miles have a barrier of some sort, okay. There is no new wall there has been no new wall being built. 124 miles of that wall has been authorized to be replaced. Of the 124 miles, 40 miles have been replaced, 61 miles are in the process of being replaced. There will, as of february, there will be 14 new miles of wall. Thats been authorized by congress. But when the president says were building walls, theres walls going up, theres new wall going up, i just need you all to understand, this is an absolute provable lie. If it were happening, it would be illegal because its not actually authorized by congress. And as much as donald trump thinks he can do whatever he wants to do, you cant actually build a wall between mexico and the United States without appropriations from the congress of the United States. With that, so that weve got the lie out of the way, lets go back to Geoff Bennett at the white house for analysis on the rest of what the president was talking about. Geoff . Reporter ali, youre so right about that. The way the president talks about this wall is actually confusing the negotiating process. So when he talks about this new wall, ha hes really describing is existing repairs to existing fencing. Correct. Reporter and ongoing existing levee projects. He says thats my wall. Well, democrats have already said enhanced fencing is acceptable to them in a deal. But when they present that to the white house, when they present that to President Trump, he says, oh, no, thats not good enough. I need my concrete wall. So, on the one hand hes signaling fencing is okay, but on the other hes saying its not. When it comes to this National Emergency, what we know, we reported the White House Counsels Office is drafting paperwork in the event that the president does declare a National Emergency. Theyre working on that as a contingency. When the president says hes standing on firm legal ground, thats not true. It is not backed up by white house officials. This is still a source of debate in the white house. One, they dont think a National Emergency is going to hold up in court. If the president were to make a declaration, it would alienate more americans. You heard from republicans on the kill, marco rubio calls it a theatrical victory if the president takes that step. Others make the slippery slope argument. What is to keep a democrat from declaring a state of emergency over Climate Change or gun control . If the president were to declare a National Emergency, he still has to fund it. Money is a fignite resource in the government. Right. Reporter whether its military, disaster relief. The white house has already floated that trial balloon and they were catching it from all sides, all sorts of kwon tin general sis who care about the military projects who care about disaster relief. Im thinking about john cornyn in texas who is concerned about Hurricane Harvey relief, folks concerned about ongoing relief efforts there. The white house has tried to message out this notion of the president declaring National Emergency. And so far you have democrats and republicans who are saying its not its completely untenable, ali. If you know what were talking about we can have a negotiation. When the president keeps saying were not building a concrete wall, the president is talking about enhanced fentsing, it confuses people which does seem to be the agenda for the president. It is worth knowing he keeps on saying it, keeps on tweeting it, there has been no new wall built. Geoff, thanks very much. Geoff bennett at the white house for us. The other big story is the jobs rate. Its actually a pretty good jobs report. This is the first jobs report since the Government Shutdown and it did beat expectations. Economists had worried that the shutdown would slow hiring down. Now, januarys numbers mean that we have had 100 consecutive months of job gains. Thats a record run. Lets look at this. The Unemployment Rate went up to 4 . It went up by 1 10 of 1 . Were going to discuss that in a minute. I always say this is there are a lot of reasons why this should not be the number you pay the most attention to. This is the number you should pay the most attention to or at least some attention to. 304,000 net new jobs. If you take all the jobs created minus all the jobs lost, youed e you end up with 304,000. In november the jobs report was revised up by 20,000 jobs to 196,000 added, which is a respectable number. December was revised down by 90,000. Thats a bigger revision than we typically get. Still, the remaining number was 222,000 which is a pretty good number, but the initial number was 90,000 more than that. So we got an upward revision of 20,000 in november, downward revision of 90,000 in december, for 2018 we created 223,000 net new jobs per month, which is pretty good. This number for january is yet better than that. The question remains as to whether well see revisions to that in the following couple of months. Okay, heres where the rubber hits the road. Wages, this is what matters to people. We have seen a net wage increase of 3. 2 year over year. You have to factor inflation over that. Inflation is lower than this amount. People are seeing a small increase. This is the number we want to sort of see on a consistent basis without huge inflation. All right. And then lets talk about something called the u6 Unemployment Rate. This is broader than the initial Unemployment Rate we use. It includes everybody who is in the official jobless rate. It also includes those people who have tried to find a job in the last year and who have not looked in the past four weeks because theyve been discouraged or they dont think theyre going to get a job or whatever the reason may be. This also involves parttime workers who qualify as being employed but they would rather have a fulltime job. When you put that all together, we have a number of 8. 1 . There are reasons to look at this number as opposed to the 4 . And the reasons to look at the other number as well. This one is up by 5 10 of a point. These are the four biggest. 74,000 jobs were added in construction, 52,000 in health care. Health care is always a big gainer. Even through the recession you saw Health Care Jobs increasing largely because of our aging population. Transportation added 42,000 jobs. And warehousing added 27,000 jobs. So thats the top line picture of this employment report. I want to dig into this a little more with diane swonk, economist at grant thornton. Diane, good to see you. The question im getting on twitter from people, where does the shutdown figure into this . Its interesting its more in the unemployment data and also the number of people taking parttime jobs instead of having fulltime jobs. That actually added to that u6, the stress figure of unemployment popped it over 8 during the month. Over half a Million People joined those ranks of people having to take parttime jobs instead of fulltime jobs for what we call economic reasons. They wanted fulltime jobs. A lot of those were contractors that werent paid and furloughed workers that werent paid. And so some of the gains that we saw were actually these people taking parttime jobs to offset what they were losing elsewhere. So there is a little bit of double counting in there. We also saw an increase in the Unemployment Rate for government workers. That picked up a bit. And for workers that were on temporary unemployment, 175,000 of the 340,000 workers that were furloughed in washington as a result of the shutdown. Thats really interesting, though, that so many workers the good news is in a good economy, workers who were living paycheck to paycheck and having such a desperate time were able to get offsetting jobs to supplement their income even when they werent getting paid. The bad news is thats what they had to do. Diane, let me ask you about something. Donald trump was one of those people who when he wasnt president criticized these numbers from the bureau of labor statistics, the department of labor said theyre not true. Now he touts them a lot. I get other people when we have strong numbers dont like donald trump saying the numbers arent believable. There are reasons why one would be critical of the numbers, but the trend is consistent. In other words, if you didnt like them ten years ago, you have the same reason not to like them now. If you liked them ten years ago, nothings changed in the way they gather these numbers. What sort of stock do you put in this these stiatistics . Theyre incredibly important. They always try to improve the way they do the dat sa as well. One of the biggest problems we have is because of attacks on institutions and concerns about peoples privacy. I work with the statisticians all the time and theyre trying to protect the other parts of government from getting at some of the data, which is really important as well because your privacy needs to be protected. But we dont have it takes much longer to get these surveys right because fewer people want to answer the questions when its Something Like a household survey. They actually call you up and ask you specific questions. So its really important that were not getting the compliance we once did. And thats in large part because of all this noise we hear externally when theyre really trying to get the right data. Also on the front page of this report, it says right there. Oh, by the way, theres a half a million increase in workers looking for part time instead of full time for economic reasons. And we think this is because of the furloughed workers and because of the contractors. Says it right on the front page of the document. So if you actually read these at all, to the 4 r fourth paragraph of the front page, you get this information. I do often recommend, actually, people go to the bureau of labor statistics. It has a great data set. You can learn more about the economy that doesnt come out in this stuff. Its amazing. Is there any data missing because of the shutdown . Not in this particular one. There is in the more detailed reports. They couldnt do that bureau of labor statistics which does this report, there is a report that didnt get done. What is important in this number as well, i think, is that there was we forgot, were in the middle of polar vortex. I just got out of it for the last two days in chicago. It was colder than antarctica. Everything was shut down. It is not going to show up in any employment reports. It wasnt the survey week. The week of the vinita nair was an unusually warm week and thats why you have strong Construction Data in this number. The unseasonably adjusted data fell. Those are important things to understand about what happened as well as there is a lot of mixed messages and a lot of noise in this particular report. At the end of the day, take 100,000 off, take 150,000 off. Its still a good report. Still a good report. Let me ask about revisions. Thats another thing people ask about. The report revised december very big gains of 312,000 jobs, down to, as you said, 222,000, which is good. What do we need to know about revisions . Revisions come in, again, as more data comes in, they try to get there is this balance between getting the speed and the quality of the data. What they can get us fast is the first cut. They go back and get more information from employers on the Establishment Survey that fills in the gaps. And thats really important to do over time. And so we do see these revisions, these were benchmark revisions. We do see these revisions that people say, wait a minute, can we even read this data . Dont put too much weight in the month to month numbers. The underlying trend, 100 months, wow. We you and i have talked about the idea that we may be coming into a slow down in 2019, 2020. Some of that would just be about expected, but weve been in an expansion for a long time. These are really, really good numbers. How does that work when we start looking at a slow down . Do they suddenly slow down or are we at a good number . To be seeing 2, 2 plus 100,000 net new jobs a month is pretty good. It is extremely good. And it gives us a lot of confidence that the recession isnt tomorrow. It doesnt give us any confidence whether the recession is in 8 months or 12 months or 24 months. Thats what the hard part is. We should be seeing some kind of slow down coming in through the numbers. It means employers are still confident enough to hire. I made the point that, you know, luckily the economy is Strong Enough and labor markets are tight enough in a different economy those workers who were furloughed wouldnt have the opportunity to pick up some extra money and at least try to cover some of their bills with parttime work. So thats really good. So right now the numbers are not signalling, you know, red, this is a recession. Nor are they signalling yellow yet. We have other numbers that were worried about, but they have yet to fully work their way through the data. We havent seen a lot of business investment. Thats a sign theyre worried about the future. Weve seen home sales and big ticket sales peak in 2017 and thats a long time to have a slide in those without starting to sort of worry about being on thin ice somewhere down the road. I want to ask my control room to put up the wage increase number 3. 2 . Can you put that into perspective for me . How do you think about a number like 3. 2 year over year increase in wages and how do you think about it in relation to inflation . It certainly is much better than weve had and because inflation has been low, thats an even better number because oil prices, prices at the pump have not been so bad lately. Thats helped free up some funds. Almost all the funds have been concentrate ed in low wage jobs. Thats good news for low wage households that are seeing acceleration in wages. What is unfortunate is many low wage households used to be middle income households. And middle income households have slid into lower wage slots or they arent seeing the wage gains they once did. Were not seeing it move up the food chain. Maybe that will come later this year. Thats not happened yet. Its one of the reasons the fed is still on the side lines and its still small shadow of its former self in wage gains say compared to the 1909s or early 2000s. Diane, i have really tried to go through the questions that my viewers tweet me and ask me about the unemployment report to get down to the bottom of it with you so i hope that we have answered a lot of those and i appreciate your time as always. Diane swonk is the chief economist at grant thornton. As always, ali. Roger stone is set to appear in court. President trumps long Time Associated pleaded not guilty to seven counts brought by the special counsel. Youre watching velshi ruhle live on msnbc. Place, the xfinity xfi gateway. And its strengthened by xfi pods, which plug in to extend the wifi even farther, past anything that stands in its way. Well almost anything. Leave no room behind with xfi pods. Simple. Easy. Awesome. Click or visit a retail store today. All right. Welcome back. Roger stone, longtime friend and advisor of President Trump, just arrived at d. C. Court for a hearing at the top of the hour. Stone was indicted and dramatically arrested last week for allegedly lying to congress about communications with Julian Assange and wikileaks. As the special counsel prepares their case against stone, the president has brushed stone off, tweeting roger stone didnt even work for me anywhere near the election. The New York Times reporter Maggie Haberman asked trump about contact with wikileaks yesterday. Did you ever talk to him about wikileaks . Because no. You never had that conversation in no, i didnt. I never did. Did you ever till him to or other people to get in touch with them . Never did. All right. Joining me outside the court, nbc news Investigative Reporter ken dilanian. Ken, give us a preview of whats happening today. This is a fairly routine hearing, ali, in a case thats nothing but routine, of course. The main question in court is the speedy trial rule. Both sides have agreed to waive that and the judge needs to grant that request. The reason they have agreed is because there is voluminous evidence the mueller team has gathered from roger stone about roger stone many months, Commune Communications records, all kinds of stuff. Plus the records they seized when they arrested stone and searched his office and his house. And so the defense gets to see all that stuff before they go to trial. Its going to take more than the 70 days in the statute so its assumed the judge will grant that. We may also see a gag order from this judge given how much roger stone has been talking and talking about his case. Judges tend to frown on that, ali. All right. How much of what prosecutors seized can we find do we expect to be useful to the special counsel . Obviously, ken, you and i have had this discussion. This guy told everybody who would listen expected he would be indict and hed and arrested. Im puzzled he had this stuff around his house thats incriminating. Reporter what the prosecutors are referencing they already had. They got it through subpoenas, telecom providers, Tech Companies like apple, stuff stone had in the cloud. They had that. They also seized some stuff at his house. I assume most legal experts i talk to assume they got most of the information that they wanted on stone in terms of his communications, including some communications he may have thought were encrypted if he backed them up in the cloud. That could tell them a lot, as it would with any subject of investigation about who hes talking to, what hes talking about, things he wanted to keep secret. But its still curious to me he has not been charged with conspiracy, hes only charged with lying and witness tampering, ali. Thank you for clearing that up, ken, the former campaign manager, Paul Manafort has a sealed hearing for monday about allegely lying to the special counsel. What do we think manafort could face in the judge finds that he lied . Reporter well, this is really pro forma, again, because the judge essentially has to defer to the prosecutors who say that he lied. In terms of sentencing, the judge wants to satisfy herself that she understands what the lies are, but manafort at this point is facing many, many years in prison, ali. There is really no way out of that for him. I mean, the prosecution has essentially said were done with him as a cooperator. He lied to us, we dont trust him, and the deal is off. So hes going to get up to 15 years in prison and theres really no way around that. Ken, good to talk to you as always. You make it all clear for us. Ken dilanian for us outside the courthouse. Thanks. On this first day of black history month, democratic new jersey senator cory booker is launching his 2020 president ial campaign he started the day with an announcement via campaign ad and email. At the top of the hour booker is going to hold an event in newark, new jersey, where he was mayor from 2006 to 2013. Now, earlier on on the view he said he is hoping to bring americans together. The biggest threat, the cancer in many ways in our country right now is a caustic type of politics that wants to pit us against each other and create the delusion of separateness. We need leaders that are going to put that indivisible back in this one nation under god ask call us to that common purpose, which is to address the injustices in our country and tell the truth to people. Joining me is eddie glaude, professor and chair for africanamerican studies at princeton university. Eddie, great do see you. Thank you for being here. Thank you. We have eight democrats who have announced they are running. How does cory booker successfully differentiate himself from the other seven . Well, i think there is always the case that cory booker brings to the table his soaring idealism, his message is consistent with his book united. He sees himself as a person who can bridge divides. Hes going to have to deal with the divide in his own agenda. At one moment, my good friend cory booker can sound like a progressive, another moment he seems to be too cozy with wall street, too cozy with silicon valley, too cozy with big pharma. Hes willing to address deep with the inequality. Hes a supporter of Charter Schools in relation to teachers unions and the like. He has to navigate the complexity of his own record and in some ways the inspirational nature of his rhetoric. Eddie, is that inherently bad . I think historically you and i are both eld 0 enough to remember candidates who seem to have an open mind and look at things across political lines are interesting. They are the people who bring people together. Is that a bad thing or does cory booker have to plant himself firmly on the left in order to sort of capture the thing thats going on in the Democratic Party or among democratic voters right now . Well, i think what were going to see within the Democratic Party generally and i think your question, ali, can be broadened in some ways. Is that there is a kind of idea logical war happening in the party. The party is being pulled to the left. It has everything to do with a kind of backlash against the set of policies that have in some ways devastated ordinary people. What i think the base of the Democratic Party is demanding is something radically different. Now, that doesnt mean you have to pass an ideological litmus test. It means you cant come to the table with the same old ideas. Job training, tax cuts for the middle class, right . We need something more radical. This is why were hearing talk about metd care for all, the green new deal, hearing about taxing of the raising the marginal rate tax 70 of millionaires making over 10 million. Were seeing something radically different. Cory in some ways has to identify himself as someone who can fit in that stream. That doesnt mean he has to be ideologically pure, but he has to respond to the demands. Former republican governor of new jersey, Chris Christie gave a glowing review to the washington post. Lets listen to a little bit of it. Talented, smart, articulate. I think he has a legitimate chance to be a serious potential problem for the president in the general election. If he goes way whacky left, then hes just going to be another one of those people and he wont be able to distinguish himself. So interesting, and the two of those guys have a nice relationship, goes back awhile. Yesterday i talked to judge will who thought Amy Klobuchar was the best bet to get votes against donald trump because she wasnt way wacky left. She also used he also said she smiles and isnt angry. There are going to be some people who say, you know what, i dont want republicans telling me whats good for democrats to go up against trump. Exactly. Its instructive to hear those democrats who may understand ways to defeat trump those republicans, im sorry, who may understand ways to defeat trump. Right. I mean, look, look, ali, it seems to me the advice of Chris Christie or the advice of george will, it needs to be taken with a grain of salt. There is a sense in which a certain kind of republican will be attracted to a certain kind of democrat. And it will be because they themselves are invested in the status quo. Not the status quo that is donald trump, but the status quo that was prior to donald trump. What were seeing, trumpism is a reflection, just like bernie sanders, is a reflection of a deep unsettling of the sediment at the bottom of our politics. There is a shifting in the landscape. What we need to do is understand the traditional political logic, the traditional political advice of the consultants may not work this cycle and the cycle after that. So i would suggest and im a cory is a good friend of mine and i know kamala harris. I know many of the certain trift democrats in the primary. They are going to have to present ideas that are different. If they dont, they will not stand out for these folks who are seeking real and substantive change. I could keep this conversation going. Its interesting. I have to get other news in here. Eddie glaude, professor of the chair of africanamerican studies at princeton university. Learn more at retireyourrisk. Org all right, the Trump Administration is announcing another withdrawal from international agreement. This time signed by republican, president ronald reagan. The intermediate range forces. U. S. Held an adjunct until the 1970s when Technology Finally caught up. In the mid 1970s, the soviets unveiled a missile called the ss 20. This thing was able to hit targets from western europe to alas alaska. This calls nato country to begin a socalled duo track approach. While deploying its own intermediate range missiles in western europe. You can imagine where this is headed. Everybody was building more of these longer range missiles. Starting in 1981, negotiations continued throughout the decade until a treaty was signed in 1987. This treaty bound in the United States and the soviet union to destroy not just their intermediate range locket but all launchers and training materials. In recent years, russia has complained that the treaty puts it at a disadvantage to neighbors like china which is not bound by such treaty. The United States meanwhile reportedly began having concerns about russia complying with the treaty as early as 2011. President trump hinted at a u. S. Withdrawal from the treaty late last year. This morning, mike pompeo, listed the violations and made this announcement. The United States will therefore suspend its obligations under the inf treaty. If russia does not comply with the treaty within the six months period, destroying their inf missiles and associated equipment, the treaty will terminate. This is a lot to understand the implications of this. I want to bring in our real expe expert her, secretary of defense, responsible for russia and ukraine, evelin, lets try to interpret this for our audience. This is what the administration have been talking about for months. What does it mean . The russians have been violating this treaty. It is crazy, armed control, people like john bolton who thinks armed control does not work, it actually works. The soviets and the russians did not develop or feel any of these intermediate missiles. Under the Obama Administration and i was in the pentagon and i was in the white house meetings about what do we do . We found out that the russians violated the agreement. We could not bring them back to talk. Now you have to take some more firm action to try to bring them back into compliance. The trick is though that you have to do it with your allies and it has to be apart of the tragedy and the diplomatic gun power or whatever word, power, to actually make your strategy work. What do i mean by that . We are now threatening that we are going to develop our own intermediate weapon and well withdraw from the treaty so we are starting a new arms race, right . We dont want a new arms race. What you want to do is put the pressure on and hit it to Multi Lateral diplomacy. A diplomacy that includes our nato allies as well as the chinese. I dont see it in the equation. Right, evelin, russia the chinese not meeting the obligation of the treaty because theyre not apart of it. Is that a concern that americans would have as well . Until recently the specific command and military looking at china was not concerned of a chinese buildup and the last couple of administration, bush and obama had been working to make china a responsible state holder was the terminology that started in the Bush Administration and carried over. Now we are looking at china more of a competitor of a potential adversary so any of their nuclear and missile developments are regarded with concerns. Thats the thing thats changed. We agree with the russian general who are complaining about this. That part is interesting. Maybe we can get china into this thing and end up with something better. Is there danger of the fact that there was a treaty that kept us having an agreed upon nuclear build. Is there a danger in six months we can be out of a treaty and bad things can happen. Yes, when ever you have a treaty, you have verifications and inspectors and some sense of whats going on in the ground. When the u. S. Have that sense, our european allies do, too. When we are talking about intermediate ranges, we are talking about a threat to our european allies as well as u. S. Troops and citizens living and working in europe. So, i think it is better to have a treaty. The other thing is it is always better to build on these treaties. Arms control does work. Yes, there is danger of treaty, this russian government under Vladimir Putin have been cheating under every arms control treaty whether it is conventional. You still have to try, it reduces the risk and at least we are talking. We have another arms control agreement, i dont know if you have mentioned it yet. It puts the cap on the overall number of Nuclear Weapon in russia and the United States. Very helpful. We dont want to put that into jeopardy either. We got john bolton on this, hes hawkish. This is 1987 with reagan and gorbachev sitting down. Yes, you have Vladimir Putin, the guy who says i am upset there is no more soviet union who blames gorbachev. This is a logical thing for him to dismantle although they do have a longterm china concern. Thats different. Bolton, he does not believe you can trust arms control. He believes the other side is going to treat so it is not worth it. Even when there is cheating, it is still worth it. Good to talk to you evelin farcus, a former Department Assistant of russia and ukraine and crotia.
