There is no circumstance whatsoever under which i will bear false witness against the president , nor will i make up lies to ease the pressure on myself. Theres no russian collusion. Theres no wikileaks collaboration. Theres no allegation that i received anything from wikileaks or Julian Assange or anyone else. We have folks who have gather here out of sheer curiosity. Im glad to see this indictment. I believe its a witchhunt and im here because i stand with roger. I expect in the next 60 days youre going to have a fair number of indictments. Fair . A fair number, significant number of indictments. The American Public wants mueller to finish his investigation. Hes been doing for what, almost two years now. Lets find out, put all the facts out there. The latest biggest and perhaps most frightening result of the Government Shutdown now at day 35. How ludicrous it is that this government is shut down over a promise the president of the United States couldnt keep if they come to a reasonable agreement, i would support it. I have other alternatives if i have to, and ill use those alternatives if i have to. One of the ideas suggested is they open it, they pay a prorated down payment for the wall. Do you know what hes talking about, what size down payment hes asking for . I dont know if he knows what hes talking about. Do you . What about prorated . I dont know what that means. Two major stories were following for you this hour. Were waiting to hear from President Trump in the rose garden. And we will have that live when it happens. But we begin with that breaking news from roger stone, indicted in todays Major Development in Robert Muellers investigation into russian interference in the 2016 election. His message . Im not guilty and i wont fold. I have made it clear i will not testify against the president. Stone describing himself as one of the president s oldest friends and most fervent supporters. Outside the courthouse for his initial appearance and now released on 250,000 bond. Stone was indicted by mueller and arrested by fbi agents in the Early Morning darkness at his home in Fort Lauderdale, florida. Those agents, by the way, unpaid. Hes charged with seven counts, five counts of false statements, one count of witness tampering, one of obstruction and obstructing an official proceeding. Simply put, stone is accused of lying to congress about his interactions with the Trump Campaign and wikileaks. The Organization Behind the release of thousands of stolen democratic emails during the 2016 campaign. And Robert Mueller has Text Messages and emails to prove it. After a twoyear inquisition, the charges today relate in no way to russian collusion, wikileaks, collaboration, or any other illegal act in connection with the 2016 campaign. I am faltssely accused of makin false statements to the house intelligence committee. That is incorrect. Any error i made in my testimony would be both immaterial and without intent. This morning, at the crack of dawn, 29 fbi agents arrived at my home with 17 vehicles with their lights flashing when they could simply have contacted my attorneys and i would have been more than willing to surrender voluntarily. They terrorized my wife, my dogs. I will plead not guilty to these charges. I will defeat them in court. I believe this is a politically motivated investigation. I am troubled by the political motivations of the prosecutors. And as i have said previously, there is no circumstance whatsoever under which i will bear false witness against the president , nor will i make up lies to ease the pressure on myself. Kind of a wild scene. You can hear all the chanting outside the courthouse. Now, according to the indictment, during the summer of 2016, stone spoke to senior Trump Campaign officials about organization one, presumably wikileaks, and information it might have had that might be damaging to the clinton campaign. Stone was contacted by senior Trump Campaign officials to inquire about future releases by organization one. Also from the indictment, after the july 22nd, 2016 release of stolen dnc emails by organization one, a senior Trump Campaign official was directed to contact stone about any additional releases and what other damaging Information Organization one had regarding the clinton campaign. Stone thereafter told the Trump Campaign about potential future releases of damaging material by organization one. Now, that completely contradicts what roger stone said on meet the press last may. There is no evidence whatsoever that i had advance knowledge of the content or source of this material. I received nothing from wikileaks or from the russians. I passed nothing on to donald trump or the Trump Campaign. Weve been through this ad nauseam. It is a wild goose chase. Also a person with direct knowledge of the special counsels investigation and todays indictment tells nbc news that the president s former top advisor, steve bannon, is referenced at least twice in this indictment. From President Trump this morning, greatest witchhunt in the history of our country. No collusion. And this from President Trumps personal attorney jay sekulow. The indictment today does not allege russian collusion by roger stone or anyone else. Rather, the indictment focuses on alleged false statements made by mr. Stone to congress. And heres press secretary sarah sanders. My first reaction is real simple. This has nothing to do with the president , and certainly nothing to do with the white house. This is something that has to do solely with that individual and not something that affects us here in this building. One more point about these big stories today and how they tie together. Roger stone is credited, or blamed depending on your perspective, with coming up for the idea for the wall for trump. And now, on the day stone is indicted, were in day 35 of the Government Shutdown over the wall. Were going to have more on that later. But lets go to nbcs Kerry Sanders who is live now from the Federal Court House in Fort Lauderdale where we saw roger stone make an initial court appearance. Im not even sure how you could hear what roger stone had to say with all the shouting except that you were standing right next to him, kerry. Give us the headlines there. Reporter well, as he was standing there, he was being shouted down by a rather large crowd, sort of in unison yelling lock him up, lock him up. It didnt deter him from speaking. He has now left the Federal Court House, as you noted, he bonded out 250,000 bond. Hes likely not headed home, however, because right at this hour there are still federal agents at his house executing a search warrant. As you know, no cameras are allowed inside the federal court room here, so we have the artists rendition of what happened in the courtroom earlier today. And i think as perhaps noticeable and notable as youre looking at this, that roger stone, who is depicted here with his hands in front of him, was wearing shackles. He had his hands in shackles, brought in by the fbi here. The hearing before the magistrate, in a very small courtroom that was packed, the producer who was inside the courtroom says thats the nbc producer says he was respectful. He was direct in responses to the magistrate, and that he has now left the courthouse, after making some comments. When a representative came out and said roger stone would be addressing the public, the media as i said, there was a lot of shouting. Lets listen to a little bit of what he had to say. From nbc news, sir. Did you in any way work with the russians to help President Trump . Categorically not, no, absolutely not. And the prosecutor, the special prosecutor is gathered we have your back, roger. In any way with all due respect, i havent had a chance to read the indictment. You havent read the indictment . Thats correct, i havent. My attorneys have read the indictment. Will you help the prosecutor answer his questions . I will address those questions next week in washington, d. C. Thank you. Reporter you heard roger stone say he hadnt even read the indictment. Its been a whirlwind morning for him, having not read the indictment, but his attorneys, of course, have read the indictment. Its likely now that he is back with his attorneys, going over the developments of today. One of the things in the courtroom that was established is that his movements within the country will be restricted. He can stay in the Southern District of florida, vero beach, down to the keys and he can go into the Washington Area and virginia area. Beyond that his travel is restricted. And as youve noted, chris, he was told by the magistrate here as part of this he may not make contact with any or attempt even to make contact with any witnesses that the Mueller Investigation is focusing on because that would be considered interference. Chris . Kerry, thank you so much for that. And while all of that was going on, we were told that there were negotiations going on to try to break this deadlock that has shutdown the government for 35 days. May be putting a little pressure there was the fact that Laguardia Airport went into a ground stop. There were delays at other airports because of the number of air Traffic Controllers that called out sick. Weve got some breaking news from capitol hill on all of this. Let me bring in Nbcs Kelly Odonnell. I know youre just getting this in, kelly. Whats going on . Reporter okay. So we forecast, a lot is happening. Heres the news. The president will speak at 1 30 p. M. Its known as an open press event. A big invitation for washington reporters to come and hear what the president has to say. Sources tell us its about a way forward on the shutdown. Sources here say after the president speaks, then top leaders, like republican Mitch Mcconnell, the majority leader, would be able to then take the next move. So, thats the news. What we think this would mean is this would be in the category of lawmakers here have been waiting for a signal from the white house about what the president would sign and agree to. Remember, weve been through this before where the president put forward his offers. Senators voted. Neither of the proposals that were brought forward could pass. Back to the white house, then, what would the president support . And so our best indication, using the information weve been gathering today and the kinds of signs we would typically see. It would appear that the president would be willing to make a statement about what he sees as doable here on day 35, with two paychecks missed and now real world consequence like you indicated, to the air traffic and transportation sector. So, if the president says he would support a given measure, then what happens . Then republican leader Mitch Mcconnell can bring it to the floor of the senate. There could be a vote or even whats known as a unanimous consent agreement where senators wouldnt have to vote in person, but they could just affirm it. If that is one of the options. The big question, what about democrats . There has been no direct communication based on our knowledge between Speaker Pelosi and the white house. But the house has passed a number of measures. The house is on a 24hour return rule, meaning the members were sent home to their districts. And if there is an actual vote that would need to take place, they could be recalled to washington to cast that vote. What have democrats been saying in they say they want the white house to agree to reopen the government before they negotiate further on Border Security or border wall spending. So, reopening the government would be the thing Everyone Wants to get behind. The big question is will the president be satisfied with whatever measure they use and there are a lot of different options on how they could do this. Shortterm, couple of weeks, continuing existing funding. What would happen in terms of Border Security . Thats what we dont yet know. But i would say after 35 days, this is a significant, not to be underestimated step, different than the white house speech where the president came out and laid out his plans. This feels like a breakthrough is possible. It will still require the work of a number of other people here on capitol hill. This is big news today. Kelly, lets go to the white house if we can, we may have more information from hans nichols who is there. Obviously as kelly so rightly pointed out, the problem here has been that the president has been in many different places even yesterday when he spoke, it sounded like he might be able to back off from the wall in that same few minutes, then he doubled down on the wall. What do we know about whats going to happen in the rose garden and how this came to be . Reporter well, look, this is an opportunity for the president to clarify his remarks and to let everyone know just what hes willing to do to reopen the government. Either on a short term or longterm basis. I also have to stress this is an opportunity for reporters to ask the president about his longtime associate roger stone being indicted down there in florida. Its quite an intimate setting here at the rose garden so there will be lots of opportunities for reporters to get the president s view, not just on the shutdown, but whats happening with the Mueller Investigation. You can see a fair amount of activity behind me here. People are coming in and out, setting up, trying to get a sense. But with all these things, i dont think we can take anything to be final until we hear it from the president. The wall street journal is reporting hes considering a threeweek temporary opening of the government. Nbc news has not confirmed that. So a fastmoving situation. Lets go back, though, to the other story that is developing right now, the indictment of roger stone. In our studio, ive got two former federal prosecutors in the Southern District of new york, jessica roth and mimi rocca. Wow. So, we have roger stone come out, people are shouting lock him up, but he manages to get out. Im one of the president s oldest friends, close confidant. I did not lie, and i will not cooperate with Robert Mueller because to do that i would have to lie. What does the indictment say, mimi, that would lead you to believe otherwise . Chris, first of all, i mean, the fact that hes still claiming he didnt lie or if he did lie it wasnt about material things, is so just belied by this indictment. Mueller does a great job, of course, of spelling out. He said he had no email, no Text Communications with persons one or two. And then he details the actual emails or Text Messages. So, you know, hes contradicted by hard evidence that doesnt lie, cant lie, cant really be questioned. For him to claim this as immaterial, i mean, its so obviously every question, every statement in here is so central to muellers mission to what the senate and congress were trying to get at about coordination. So, again, just completely a false statement right in front of our face about it. To me, there is so much in this indictment. I think its about obstruction, but it also is about collusion. And im actually using the word collusion on purpose and not conspiracy. Because conspiracy is not charged in here, though i think it probably could have been. But it does directly layout facts about collusion between stone and wikileaks, and i think between the campaign and wikileaks through stone. And this is the favorite tweet arguably, jessica, of the president. There was no collusion. In fact, after a pretty long period of not tweeting, last night, overnight, there was no collusion is what he wanted folks to know. His spokespeople reiterated that today. Do you also see potential collusion in this indictment . I think whats extraordinary about this indictment, although there are many things, but one is that this is the missing piece of the puzzle that weve been looking for, for mueller to layout, the connection between the Trump Campaign and wikileaks. It was suspected obviously, but now this indictment lays out precisely how that was happening through roger stone. And so its a very significant piece in terms of establishing those lines of communication. Whether it adds up to a criminal charge based on those communications, as mimi was suggesting, is a different question. But certainly it lays out the facts about those communications. One of the things that a lot of people have looked at so i want to get your take on it was what we read at the top of the show. After the july 22nd, 2016, release of the stolen dnc males by organization one, wikileaks, a senior Trump Campaign official was directed to contact stone about any additional releases and what other damaging Information Organization one had regarding the clinton campaign. It would seem that there are a limited number of people who will could direct a senior Campaign Official. Right, absolutely. And the way its written, its frankly designed to not give us any hints about who that is, right . Normally you would say a person who was involved, you know, in the campaign you would give a generic description and call them individual one or two. It just goes right to the verb here, was directed. And frankly the verb directed is also very specific. Its not asked, its not mentioned. Directed is really a command. So, i think it gives us a lot of information about what happened without yet identifying it. I also want to highlight another paragraph i havent heard people talk about much, but it was very striking to me, which is paragraph 13, and specifically in subsection e. I know we dont usually do this on cable news, but that paragraph talks about discussion between person one, who i believe is jerome corsi and stone, talking about getting the emails that are going to wikileaks releasing emails about Hillary Clinton being sick and, you know, talking about her bad health. Specifically says, you know, that appears to be the game hackers are now about. First of all, it uses the word hackers. Would not hurt to start suggesting hrc old, memory bad, has stroke. Guess what, that actually happened. This is stone and someone talking about how those are going to be released, and this is the talking point that should be out there. This is more than just knowledge. This is coordination and thats why i say im seeing collusion there and possibly conspiracy. Correct me if im wrong about this. As a nonlawyer, and there is talk about a frank panted jelly, and people are using these mob words to describe what is going on in here. I also think that, again, not a lawyer, you dont as a prosecutor put everything you know into an indictment. You put enough out there for an indictment, correct . This is maybe just the surface of what Robert Mueller knows about him and about this. So, its absolutely true that prosecutors do not routinely put everything they know in the indictment. There are lots of good strategic reasons for doing that. In addition, i think the reason why those particular references to the godfather, the Text Messages talking about the dog then disappeared, those are important because to make out a case of obstruction of justice based on intimidating a witness, you have to show the intent, to actually interfere with this witnesss testimony. Thats often the hardest element to prove. Putting in those particular references that were in the communications between the two of them are very important in terms of just communicating that there is evidence of his intent to actually intimidate this witness, even arguably threaten him in order to get him to change his testimony or not testify. Nbc news has learned that the president is considering a shortterm deal to reopen the government. Could be as short as three weeks long. And we cant say yet that this is a done deal, but we are going to have his comments for you live when he comes out. And we are getting Something Else in just now. New comments from fbi director Christopher Wray. He is addressing his employees about the financial and emotional hardships brought upon by the now 35daylong Government Shutdown. Here it is. We are now five weeks and two missed paychecks into this mess. And i wanted to touch base with all of you again. I know tons of you are feeling the anxiety and the emotional strain of this shutdown, and 100 100 of you are feeling the family strain. Making some people stay home when they dont want to and making others show up without pay is mind boggling, shortsighted and its unfair. It takes a lot to get me angry, but im about as angry as ive been in a long, long time. Sure, i get it. Youre Public Servants and i know i can count on you to keep doing everything you can to help others however you can. But youre also people with bills to pay. Youre also moms and dads. You have rent payments and mortgages and utilities and gas to buy. You cant put those aside because you serve the public. Wow, Christopher Wray saying hes angry. And also today the faa is warning that the Government Shutdown will continue to impact flights after an increasing number of air Traffic Controllers called in sick. A brief ground stop was ordered at laguardia for flights arriving this morning and flights were delayed at newark, philadelphia, washington, others. It is exactly the kind of thing the ceo of southwest air warned could happen. The thought that you would refer to people and their jobs as nonessential is absurd. Everybody is essential or they shouldnt have a job. As an example, the faa is not hiring replacement air Traffic Controllers or training them. All those are considered nonessential functions and that is shutdown. So that means that where the faa is already stressed in terms of staffing all of the centers around the country, now theyll be even more stressed. So there is a risk that air traffic will have to be slowed down. There you go. Boy, was he prescient about that. Im joined now live by the president of the air Traffic Controllers association, paul rinaldi. You and i watched what the fbi direct her to say. Im guessing you can understand him being angry and the anxiety and emotional strain he says his agents are feeling. I feel his anger. I feel the same emotional strain for all our air Traffic Controllers, safety professionals, whether the ones at work or the ones at home. Were you in the least bit surprised when you heard what happened at laguardia and other airports today . I was a little surprised, but at the end of the day ive been saying i dont know what the breaking point is. And if they wake up this morning and they see theres zero zeros in their bank account one more time because this was the second paycheck, and they have to make decisions. They dont have the money to put gas in the car. They have to figure out, am i going to live off my credit cards . Well, thats food on the table for my family. Go drive uber, lyft, do something to bring in income. Air Traffic Controllers have a very high medical threshold to show up to work. They have to be fit for duty. We talked about this yesterday. You werent here live, via satellite. If youre working a second job, if youre under strain, if you cant feed your family, if youre worried about being able to pay the rent or the mortgage, it can legitimately make you sick. And if they take something, theyre not considered fit for duty, right . They cant go in theyre called disqualified. Theyre disqualified. Normally they would do staff work, but thats furlough work, thats furloughed. You have to stay home. So thats what were seeing happen right now. Its just its a tremendous amount of stress on a tremendous amount of people who already have so much stress in their work environment. Theyre highly trained, highly educated officials to deal with the stress and their work environment, but not in their home environment, not paying the bills, not putting food on the table for their family. This week your organization along with pilots and flight attendants wrote a letter to congress and the president warning of the potential dire impact of the shutdown. Part of that was in a risk averse industry, we cannot even calculate the level of risk currently or at which the entire system will break. It is unprecedented. Are we even closer today to that breaking point than we were yesterday . Does this start to have a deum lative effect . Its a very complex air space system, especially the northeast corridor. And when you look at where were into the sick leaves arent in laguardia, kennedy, newark, or philadelphia. Theyre actually in our big end route centers, the one in washington and jacksonville is what were seeing. Were talking just a handful of sick leaves is what were talking about in each area. But we cant open up all the positions the so what we do is combine the air space, combine the positions and you cant run the same amount of traffic safely. And we will never compromise safety of the flying public. Paul rinaldi, president of the air Traffic Controllers association. We hope what we are about to hear from the president is your staff is going to start to get paid, all the air Traffic Controllers and all federal workers are going to be paid. Thank you for that. This is the white house rose garden. A Senior Administration official says the president will speak on, quote, a way forward in the Government Shutdown. Its day 35 and its expected reporters will also get a chance to question the president about that as well as the arrest and indictment of his longtime advisor roger stone. Joining me now from the white house is nbcs hans nichols. One of the interesting things i heard today was that even if they come up with a deal, so many members of congress are home. Theyd have to actually come back to washington to vote. How many of them will be delayed or have trouble getting there because of whats going on right now with the shutdown and the impact on air Traffic Control . But what more do we know about what the president might say in a few minutes . Reporter well, let me aggregate our reporting. Hallie jackson said a senior official is talking about a way forward. Kristen welker is talking about a way forward. That is something President Trump is considering. There is a longer story out in the Washington Post that says a tentative deal has been reached. It is on congressional officials and all of this until President Trump actually says it, we cant take it home. One thing to note about whether or not youd have to vote on it, if there is a shortterm deal, you could do it through a procedure known as unanimous consent. So that wouldnt require everyone to come back to washington to physically be present. They could just go ahead and waive it through congress and have the short term deal to open up the government. According to the Washington Post, nbc hasnt verified it, it wouldnt include funding for the president s beloved border wall. They would continue to have an argument, a fight about that through the next three weeks. We also need to know whether or not this deal actually does get consummated, whether or not it would pay federal workers for their back pay for the two pay periods theyve missed going back all the way into december. Chris, you spent a lot of time here at the white house. You know as well as i do. The reporters right now are writing two stories. They dont know what the lead is, right . Because there is going to be a story on what the president says about the shutdown. There is going to be a story about what this president says about his close longtime personal associate roger stone. You can look at your camera and see how intimate the rose garden is. I suspect the president will get questions on roger stone and we have to listen to what his answer is, how much distance he puts, how much criticism he puts on, say, the news media and how much he goes after Robert Mueller. There was at least the appearance of a timing coming together. You have the air Traffic Control problem. We knew pressure was already building. We knew that yesterday the democratic proposal on the floor of the Republican Senate got more votes than the republican plan did. So we dont know whether or not, for example, this air Traffic Control situation put any additional pressure on. But how much pressure has there been and how much has the president been feeling it . The air Traffic Controllers certainly did put pressure on senators and the president according to our reporting, the reporting of my colleagues, spent the morning talking to Mitch Mcconnell, the Senate Majority leader, about what he would accept in terms of funding for some Border Security thats not necessarily the wall in exchange for talking about the wall and debating it on the senate floor in the next three weeks. And if he would reopen the government. So hes been getting pressure from republican senators. Hes been getting pressure for a while now, from a lot of white house officials who want to find a way out of this. Their hope is that moderate democrats they seem to believe that moderate democrats support some sort of structure and can and they can get their votes. So theres a lot of pressure building. The idea is that opening the government three weeks would alleviate some of the pressure on federal workers who now have missed two paychecks. And then, again, the government could close again if they cant come to some deal. But it would take the pressure off of whats building. You just played the comments from the fbi director Christopher Wray, really angry. Yeah. Talk about colliding story lines. The fbi agents who raided roger stones home today are not being paid. There is a lot of pressure building and this is a way to alleviate that potentially. I dont know about you, kelly. The raid was extraordinary. I was watching our air and you see senator bennett who started out on the floor of the senate saying what is true, you know, hes usually a pretty lowkey guy chris, let me justify. The senate is recessed and so that means all eyes are on the white house. I want to make sure before the president come out we can hit a couple of these points. Sure. They have put aside any work now waiting for the white house. That is even a greater sign that whatever comes is the decision of the president. If this, in fact, is for a shortterm reopening of the government, then that is the second ginormous win for nancy pelosi as speaker in just a matter of days. She got the president to capitulate on the state of the Union Address, saying she would not have a resolution to invite him to speak in the House Chamber with government not open. A smaller point, but a power test. And now she has also been saying there would be no negotiation for a border wall unless government is reopened. And if the president comes out and says he is prepared to reopen on a shortterm basis without that border wall funding, put another notch in Speaker Pelosis belt for the new power in washington. Now, the president can also say that this is an opportunity to get people back to work, to ensure safety, especially things with transportation and so forth, and give him a new way to argue his case for a border wall or perhaps Border Security. There are many lawmakers who are focused on the fact that there is a willingness to provide significantly more funding for Border Security that is not defined as a wall or a barrier. And if the president can see his way to adopting that as a part of a trump promise fulfilled, then that might be something that he could grab onto. And is there a way within a more robust security plan to have something that looks like a barrier . So the real break that has happened here is that the willingness of the public to put up with government not functioning beyond a month, its really worn bare. The solidarity of democrats has been notable. The break has come among republicans who voted in some ways for reopening the government through either measure, the democrat or the republican measure on the senate floor yesterday. Thats the moment were in. The point for the president is he has not been able to convince lawmakers that to see it his way. One democratic senator said to me, the president can easily be shown hes not winning this argument. Therefore, change tactics, lets begin anew with additional negotiation on border spending. Thats where i think we are right now. And no one here on capitol hill will really buy into what is going to happen until the president says that. Thats not just caution. Thats not just deference to the office. That is a practical lesson of having been told the president was willing to sign and it not come through. Mitch mcconnell has a phrase. There is no education in the second kick of a mule. The first kick happened in december. They want to avoid another kick now, and thats why youve got all of these power points sort of focused on the rose garden, with the president effectively cave and say yes, lets reopen. In doing so, can he claim, okay, were getting government working. Lets negotiate anew. Chris . Kelly odonnell and annie carney are going to stay with us as we wait for the president. He is scheduled to speak on that shortterm plan that could temporarily reopen the government. And the pressure that is building on the president as 800,000 Government Employees missed their second paycheck today. Let me bring in democratic representative from california, congressman lou carrea. Do you have any intel . The message i have from the president is please, sir, lets open government. Five weekends ago the president had a deal. We had a deal. Then he decided he didnt like the deal. Two days ago he had a deal, now we dont have a deal. We need to move ahead. Lets open government and once government is open, we can talk about security, we can talk about dreamers. But we need to do whats best for this country. Airline security is critical. Weve got to make sure that those 800,000 workers are back to work. So, one of the things that the president said yesterday, lets say whats going to happen is there is going to be this threeweek reopening and there is going to be some negotiation going on. He suggested he would at least take a down payment for the wall. Is that off the table as far as youre concerned, as somebody who lives in a border state . Five weeks ago five weeks ago, the deal that was on the table that he agreed to had money for security, 1. 3, 1. 6, it had money. He agreed to it. Then he decided to move the goal post. The question now is whats he interested in doing for us . I think what we need to do is, number one, open government, very simple. No negotiation. Open government. Then we can Start Talking about not only border, but national security. You know, the president made an argument for why he will not back down on building a wall, and essentially what he said, congressman, was that you have to have it, that he knows more about technology than anybody. And, for example, you need a wall to put the cameras on. I wonder if you heard the president yesterday and what your response was to his argument. Look, what i know i sit on homeland security. Ive gone to the border. Ive talked to those Border Agents and ive asked them, what do you want . And they told me, more personnel, more technology, more xray machines. And we want more dogs to sniff out those drugs that come through the ports of entry. Thats what theyve said that they would want. And dont forget, we already have 700 miles of border walls. In san ysidro, theres not one, not two. In many areas there are three walls. Maybe he does know more than i do about technology, but all ive been doing is talking to the people who actually are working on the border and these are the things theyve been telling me that they need. Meantime, in addition to getting questions, im sure, about that, the president is almost certain to be asked shortly about roger stone, the man credited with giving President Trump the idea to campaign on a wall between the u. S. And mexico. As you well know, he was arrested by the fbi this morning. Youre now on the Judiciary Committee. Im wondering your thoughts about that. This is the 6th person around the president to be indicted. What i want to know is what did the president know and when did he know it . And to answer those two questions, this is when the investigation thats going on right now by the fbi has to move forward. We have to know the facts, and im hoping that the Judiciary Committee has public hearings to figure out whats going on. This is very important for our country. We need to get answers. We need to know the facts. Is your sense from any conversations you may have had in understanding that theres been a lot of focus on what to do about the Government Shutdown . Is it your sense or have there been discussions among members of the Judiciary Committee about hearings, about subpoenas, what can you tell us . Generally, weve talked about informational hearings. We want to know whats going on. We want to know the facts. We want to have these hearings for the public to see. We dont want to make it a witchhunt. We want to make it a factfinding discussion. We want to know whats been going on in our government, and we want to get to the bottom of all these things that are going on around us. Six people, again, around the president that have been indicted. I dont know about you, but if i would have had six staffers of mine in that situation, i would have some serious issues right now. Kristen, weve been waiting to see, could there be some sort of agreement . What can you tell us . Reporter well, we know based on our conversations with administration officials, chris, the president is going to discuss a way forward. And it comes as he seriously is considering a potential shortterm deal to reopen the government possibly three weeks. It wouldnt necessarily include funding for the border wall. Now, of course, nothing is finalized, and ive heard you say this so many times, chris, throughout the hour and the morning. Nothing is finalized until it comes out of the president s mouth. However, if you read the tea leaves here, hes going to be speaking from the rose garden. So he clearly has something significant to say. This is not a venue that he uses lightly. Our hal i squllie jackson is th shell be pressing him along with other reporters about the developments of the day including the indictment of his former advisor roger stone. In terms of what we know, look, we know that the tone shifted dramatically yesterday here in washington. There were two competing bills that were essentially defeated on the senate floor, one that included money and funding for a border wall that was backed by republicans, one that didnt that was backed by democrats. Both of those failed. But those failures were significant, chris, because they basically paved the way for democrats, republicans, the president , the white house, to really Start Talking about how to resolve this crisis in ernest. And if you listen to the president s remarks yesterday when he was speaking to reporters, he was pressed over and over again on whether he would support a shortterm deal and really for the first time in quite sometime, we did hear the president say that, in fact, he would consider that if the terms were good enough. And he also didnt rule out the possibility of supporting something that didnt initially include funding for the border wall. He said he has a number of other options at his disposal. So, reading between the tea leaves, we anticipate some type of announcement possibly to reopen the government. But, chris, as umenyiora beyou reporting on all day, this reached a fever pitch, you have members of tsa calling out in larger numbers than anticipated. You have these very dramatic delays. So this really turned up the heat, adding to all of though stories of human pain and suffering that we have been recounting throughout the past several weekends, chris. To your point, its not over till its over. Right. When i look at the rose garden, i think about the time the president called a bunch of members of congress to celebrate that the house had passed trumpcare. As we know where that went, which was nowhere. And mike pence getting an earful from other members of senate of the senate when he met with them. So, you know, for me, it is what everybody always says. Ultimately, this is the decision of the president. The president and thats why Mitch Mcconnell, until very recently sat back and got out of this. He said until ive got something i know the president will sign, im not going to put it onto the floor of the house. So, do we have any real indication of what may have turned the president in this direction . And we first heard it, i think, yesterday afternoon. Well, i think part of it, chris, had to do with the fact that this is now the longest shutdown in u. S. History. He, of course, is on camera saying he owns it. Poll after poll after poll indicating that more americans blame the president and republicans than democrats. They felt as though they were losing the argument. Add to that the fact that the speaker of the house, nancy pelosi, said that the president would need to wait until the government was back open to deliver his state of the Union Address, and the president yesterday saying, thats something that he would comply with. That surprised a lot of people. The fact that he sort of said that, but also said shes right here. I shouldnt deliver the state of the Union Address until we reopen the government. I think the political pressure was mounting, and so i think ultimately President Trump and folks here at the white house felt as though they needed to find a way out of this. Lawmakers on capitol hill of both parties, chris, feeling the heat as well. I was on capitol hill earlier this week and i can tell you that the frustration was really bubbling over for lawmakers on both sides of the aisle. So i think all of that really compounded to press the president to try to come up with a resolution. And then, of course, the developments at the airports earlier this morning certainly helped out. To the very important point that you made, though, chris, about the vicepresident who got an earful on capitol hill yesterday because, remember, this seemed like a done deal. It seemed like the government wasnt going to close. It seemed like the president had green lighted a bill that he could sign off on. And then after criticism from a number of his conservative allies, he pulled that back. So thats why Mitch Mcconnell has been on the side lines, but a big change here, chris. Yeah, and the tension building as the president we continue to wait for the president. They may be dotting their is, crossing theirts, having last minute of what hes going to say. This is important. Hes going to take questions. Not just about this but potentially of the other breaking news story that we have been covering for you throughout the day and that of course is the indictment of former Trump Campaign aid and good friend, roger stone, back with me now annie carney and also joining me, national reporter, ken dilanian. We were talking about the pressure of the shutdown from the president. He been pretty quiet then he tweeted this. Greatest witch hunt of the history of our country. No collusion, border kyotos and drug dealers and human traffickers are treated better. Does he feel that the walls are closing in . I think roger stone indictment has been a matter of when he seems the most likely target here, he talked openly and bragged about his connection with julia asange and wikileaks. What did the president know about roger Stones Communications and whether he directed him to do so. Roger stone came out and made it clear that hes not going to testify against the president. Hes going to be loyal to the president. They are long time friends. They are also just intertwine with each other going back decades. Well have to see how much the president , how this affects the president , sarah sanders, came out this morning trying to distance the whole thing from the white house saying this had nothing to do with the president. Hes aware of the news and watching and wants to make sure it does not happen. We got a tweet from the president and a comment from jay sekulow. Now we have an opportunity to hear from the president himself about beyond the twitter verse. You can ask him a question right now when he comes out. What would you ask him . Chris, i would ask him whether he directed a senior Campaign Official to ask roger stone to reach out to wikileaks to find out what they had. Donald trump is not named but there is a strange pass voice construction that says the senior Campaign Official was directed. Well, there is not too many more senior than the Campaign Official, was it the president . How many can there legitimately be. Absolutely. The extent which roger stone and donald trump go back years or even decades and we have all seen that manaforts clip from the documentary talking about how closely intertwined they are. We know theyre talking during the campaign. It is not a surprise to anyone that roger stone is accused of lying. What we are reading this indictment to what extent does mueller believe that roger stone and everyone else involve in conspiracy with those russians who hacked the democrats. There is some tantalizing hints throughout this document including wikileaks when it made its first document dump july of 2016. He was making suggestions to wikileaks of what kind of things to discuss including one passage referencing Hillary Clintons health. Is that all on stone or more to come . Or, does it expand into the Trump Campaign . Annie, this brings more evidence into the public domain. Does it give more ammunition to democrats on the hill. It makes roger stone whos a figure thats often inflated his role. It means it was not just puffering or fronting that he had a major role. This makes it real. He did have a connection here that he was using to elevate the candidate he was supporting. Well see. Hes saying he wont testify, i dont think hes going to b be i think hes going to stay strong and hes saying hes not guilty and staying loyal to donald trump, well see what democrats can do with him. Were you surprise of the way stone spoke today of how clear and unequivocal he was that he would never testify against the president . This is a man that has Richard Nixons face tattooed on his back. Is he a dirty trickster . He has. Paul manafort adamantly says he was not going cooperate right up until the day he cut the deal. So people who wore suits to work do not do well in federal prison. Will nancy pelosi be forced to invite him back to the house, thats going to be an incredible moment for the president to make his case. Remember the state of the union usually favors the president. Theyre allowed to use all kinds of different devices to make sheer case directly to the American Public. Finally, if there is a shortterm extension, we wont know until we hear from the president. What does this do to the potential summit that everyone is expecting with kim jongun sometimes in the month of february. Maybe that stretches a little bit more. There are so many questions that if president can clarify here shortly. I think at this point we just have to wait. One of them is the one he raised yesterday when he said he wanted a prorated down payment on a wall in order to sign a bill to reopen the government. If there is no wall funding he was asked, well, i would not be happy about that. Yeah. To your point, we dont know much of anything has been decided here. Hes also hinting up his sleeves over alternatives. We known in the past the president came close to declaring a National Emergency that would allow him to reprogram some funding mostly from the pentagon account to build the wall of the army core of engineer. What officials previously told us at the white house that ballot letting congress off the hook and the courts will enjoy it immediately. We could see the president moving towards that if thats his only option available. I want to stress the if on this, we wont know anything until we hear from the president of the United States. I will say that Ken Dilanians point in people not doing well in suits. I want to move to kelly odonell. It is a good point of what we dont know and what we dont know of the contours of what the discussions have been inside those rooms. Having said that and as plugged in as you have been throughout your career on capitol hill, is there any signal that you have heard or seen that was just to you, that the democrats and nancy pelosi, who you so rightfully point out now seems to have had two ginormous wins. There are leadership discussions that are happening thats zeroing in on attentive deal that would reopen the government for three weeks up until february 15th with no order fu border funding but with a commitment there would be a conference between the house and the senate to lawmakers across the capitol being able to debate and negotiate Border Security. This would also include provisions to as quickly as kind of mechanically possible restore salaries to federal workers and make sure they get the next check that they would be due. Thats sort of the outline of what we are told of being discussed right now. It is significant, it is effectively what Speaker Pelosi had wanted. The white house can claim it is doing its best to get the government reopened. As always until the president commits in signing ilt, thats s far as we can go.
