Oh, funny. The president where he goes tells us about where the race is headed. 11 stops over the next several days all of them in places with tough gubernatorial and senate races. I think you will see that fruitful, particularly when it comes to the senate. This is how the president has decided to close out the final stretch of the Midterm Election campaign. Focused on issues that divide americans. Often along cultural lines. There are constitutional scholars saying the 14th amendment is misinterpreted. You cannot end this with an executive order. This is more of the same of what hes been saying. Taking babies out of the arms of their moms. Warning about a caravan thats over 1,000 miles away. Putting troops on the border. I have been appalled at what i have seen coming out of the white house since trump was elected. Trump will trump. Trump will trump. I look at the results and things and the economy is booming. Special counsel Robert Muellers investigation in the 2016 election moves forward. He is dealing with this bizarre, new twist of his own. Apparent scheme targeting him with false accusations of sexual harass. A woman contacted them claiming to have been offers tens of thousands of dollars to make false accusations of Sexual Misconduct and harass. When i got this email monday the 22nd, i thought it was rather sketchy and at first my instinct to email this person back and say i dont know Robert Mueller. I have never met him but then before i did that it occurred to me that this was a, you know, very creepy kind of setup and i thought i should alert the special counsel. My goodness. There are six, thats it, six more days until america goes to the polls and and you. Voting is the only way, its best way to truly have your voice in our government and if you think your vote doesnt count, youre wrong. Just look at Hillary Clintons loss in the state of pennsylvania. Yep. By just over 68,000 votes or north dakota, senator Heidi Heitcamp win less than 3,000. One Democratic House seat as a tossup. Minnesotas 1st district held by tim waltz. 28 congressional districts that cook ranks in the toss up category. Nationwide, ranking 50 races as a tossup including 12 governors mansions and 9 senate seats. The president is taking notice of this. Hes making 11 stops in 8 different states between now and election day. Holding rallies from montana to florida, stumping for republican candidates. In just a few hours, the president will be in the state of Florida Holding a rally in the city of estara on the gulf coast and people lining up since last night and hes working to get voters to the polls for his candidates there. Governor rick scott running for the senate and ron disantis and the races are tight. Remember that ad . Toddler building a wall. Yeah. In the make america get again reading a baby book version of the art of the deal. We are all about your kids understanding politics early. That was just weird. So heres the contest between rick scott who trails the incumbent democratic senator bill nelson by 2 points in a recent usa today poll well within the margin of error. Scott is losing the lead that he took back in the summer and tallahassee mayor gillum is ahead of desantis by one point and within the margin of error. Well the Tampa Bay TimesPolitical Editor adam smith joins us now in florida. Adam, this is your lane. Whats surprising you the most about these races . Well, whats surprising is both sides theres been all the talk of a gigantic democratic wave and seeing fired up democrats, big, big turnout of people who already voted and also seeing that on the republican side so i think our two marquis races of governor and senate are tossups. Who influences the other, adam . Does enthusiasm for gillum help bill nelson for the senate . Are they not related . Help rick scott running for senate, no . With bill nelson sorry, sorry. In other words, who depends on whom to get the turnout required to win . I think if bill nelson is able to squeak this out he owes a huge debt of gratitude to gillum because he is exciting the base of the democratic paba of the party and i havent seen his crowds ever in a midterm. Gillum was not the biggest name in the democratic party. For many of us, at least on the national level, we didnt know this guy. What is pushing his numbers up . This enthusiasm that you talk about, where does it come from . You know, its really interesting. Most people really wrote gillum off and a case. Floridas such a big state that tv ads decide the races. In this case, gillum did go county to county, little groups of a dozen or more and he is a very personable, authentic guy. People really connected with him. And his liberal message really fired up the base. That was tired of the democrats repeatedly nominating milquetoast centrists. Talk about how these races sometimes, the important local races feel nationalized. We talked about it in texas but in florida thats kind of the case. There are a lot of people from outside florida, for a lot of reasons. One is a lot of people outside florida spend their winters in florida but theres a lot of money and energy and the president going in there to help these candidates win. Good or bad for florida voters . You know, the bad part for florida voters if you dont live tv ads you are out of luck because thats all we see in some of the markets. Im in tampa bay. Usually number one market in the country for president ials. Number twos orlando. Theyre sending trump to republican strongholds. Forth myers area. That is hardcore republican country and theyre having monster turnout in that area. Huge early voting turnout. I have to ask you about this. Gun control. Gun control ranks dead last on both polls. Below 10 . Has the energy in florida. Worn off. Park larnd . The shooting happened in your state last year. Yeah. You see it up you see that number and i always wonder, well what side is it are you pro gun control or antigun control . Health cares number one issue as it is elsewhere and but ill say i see a lot of people volunteers who tell me theyre on the democratic side who say theyre volunteering on a Campaign First time ever and its because of parkland. Thats interesting. That is it. Thats an interesting case. It may mean that you may still want to cast your ballot on the basis of gun control and youre not saying its a more important issue than the economy or health care and still maybe the thing to influence you to go to the polls. Good to talk to you. Thank you for joining us. Adam smith with the Tampa Bay Times. All right. Just days six days before the midterms. The committee to elect House Democrats is condemning one of their own. That republican is iowa congressman steve king. King reportedly told the Washington Post members of an Austrian Group with ties the nazis would be republicans if they lived in the u. S. National Republican Congressional Campaign chairman congressman steve steigers of ohio blasting kings comments calling them completely inappropriate and said we must stand up against White Supremacy and hate in all forms and i condemn this behavior. So king is known to say a lot of things that can be very inflammatory. Ali . Yeah . He retweeted a nazi sympathizer asking the question lets show the picture. A picture he tweeted from his annual pheasant hunt saying different breeds of dogs indicated diversity. Earlier this month President Trump campaigned for king whos long known for inflammatory rhetoric. The deaths of thousands who have been killed at the hands of illegal aliens in america. Where did any other subgroup of people contribute more to civilization . Than white people . Than western civilization itself rooted in western europe, Eastern Europe and United States of america and every place where the footprint of christianity settled the world. Okay. He retweeted about what from a nazi sympathizer asking what the value of diversity is. Im going to tell you as a public schoolgirl from new jersey, the value of diversity for me is that i had the education and Career Opportunities and the life that i lead. Thats the value, steve king. Its if this country didnt value diversity, i may not be here. Im a double immigrant to another country that valued diversity. I cant even understand how that question is asked but its asked so i understand why its asked if you are insecure. Insecure about your position and worried about different people, smart people, insightful people coming forward. It is disappointing for our kids that our leaders say things like that. Now, though it assumes its a zero sum game and someone else benl fits you must lose an equal amount opposed to why dont i find out about beliefs, cultures, food, political views . And why doesnt that enrich my way of thinking . I may never come around to your opinion on something but what if i argue with you about it better and respect it . Together we do rise, mr. King. Now hes hitting back at the media and his own party saying their ultimate goal is to flip the house and impeach donald trump. Establish. Never trumpers are complicit. Wow. So its his own party who has said this is inappropriate. Yeah. Enough is enough. There are sadly nothing to do with politics. No. We had a conversation yesterday with Adam Greenblatt of the Antidefamation League who was saying that there are six more jonathan. Did he say six or nine white nationalists running for office under the republican flag in this election. Im not sure why republicans dont say, nope, i dont want to associate myself with this. Doesnt make any sense. We dont do that. Republicans i know who are friends are not nationalists, they would like smaller taxes, smaller government. Some of the things i agree with them on. Not racist. When the president calls himself a nationalist and say, oh ali, thats not a dog whistle. Not today. In todays day and age you are not sharing it in a bubble and if you are the president , the honor of the oval aufofficeo better. No dog whistles. They lead to very dangerous places. The treasury predicts to issue more than 1 trillion in debt this year making sense because the deficit is running up and in one years time the federal government nearly tripled the amount of debt that its racking up. California values senator Dianne Feinstein welcome back to velshi ruhle. It is time now for money, money, money. The United StatesTreasury Department has overspent the federal governments money and like the rest of us with big debts it now has to figure out how to pay for the soaring budget deficits. The total National Debt issuance for 2018 ran up to a whopping 1. 34 trillion with a t dollars. The highest annual debt issuance since the u. S. Financial crisis. To put this in perspective, the total annual debt issued in 2017 was just 546 billion, marking a nearly 3 fold increase in new debt in 1 years time. Whens behind the surge . Reduced tax revenues. Remember those . An increase in spending. Yep. After the gop slashed taxes at the end of last year. A large spending bill was signed which pushed the budget deficit even higher. Who saw that coming . Everyone. Yep. In fact, the treasury says the deficit grew by 17 in fiscal year 2018 and Going Forward the office of manage. And budget projects trilliondollar deaf sits for the next four years. Oh. So whatever happened to republicans being the party of fiscal responsibility . And we need to remind you, the president , we talk about the president and the campaign promises, he said he would eliminate the deficit. It is only gotten massively larger and you know whats missing . The tea pay. Them. Where are the folks that talk out about this stuff . We have one, a real live one. Joining us is the fellow at the American Enterprise institute. Jim, look, we have had this discussion before. Yeah. When we were talking about the tax cuts stephanie and i asked every republican we could find about this. Economists like you understood where this was going. The frustration here is that republicans campaign on and people vote for them on a platform of fiscal responsibility, less spending, tighter budgets, smaller deaf sits. Increasingly it just doesnt seem to be all that true. I sense almost zero i think its around the error amount of interest in debt and deficits on the republican side. About the same on the democratic side. I think why is that . Theres a pervasive lack of interest. Well, thats not fun. Dealing with debt and you know whats fun . Cutting taxes. Coming up with spending more money. Both of those are fun. Yes, right. Fun to spend money. Cant do it. You know what . Raising taxes, not fun. How do guys like you at the American Enterprise a lot of democrats dont worry about it all that much and believe we can grow our ways out of this. And voters dont. Thats my point. Moments in history voters cared about debt and deficit but its an extraction to most people. How do you make it not an extraction and must take debt and deficits seriously . Right. Listen. I dont think that voters are going to take it seriously until Financial Markets take it seriously and you start seeing the impact on the dollar, higher interest rates. I think at that point i think then you will see voters and politicians now, the problem with that is its a lot harder to deal with that ten years from now, 15 years from now than it would be right now or preferably about ten years ago. So all the policy solutions are much worse. Taxes will have to be raised more. Any spending cuts have to be more draconian. Well deal with it. It is not pleasant and less pleasant for down in the future. Will we deal with it . Normally thats republicans jam. I want to share what former fed reserve chair janet yellen said. If i had a wand i would raise taxes and cut retirement spending. She also called it unsustainable. Janet yellen and jay powell are on the same page. Im asking where the Tea Party Republicans . Wheres fiscally responsible republicans who railed against this kind of spending in previous years . What are they saying now . Well, if youre calling the Tea Party Really started because they had a problem with the housing bailout and they felt that people who didnt make good decisions get bailed out by the government and then, you know, the spending part of it sort of glommed on later. I dont know. I think their interest is on other things right now like immigration and the caravan and that sort of thing. They like the tax cuts. They think we have a spending problem. Not a taxing problem. But you know what . Low unemployment, nobody cares. Eventually well care but i think you see no evidence on the republican side and if i look at the various Democratic Candidates and proposing, potential candidates, almost no interest there, as well. Let me ask you. Let the good times roll. We have low unemployment. Wages are rising. Inflation is rising, too. Stock markets doing well. Companies have record profitability. Stock markets had some problems in the last month but over the course of the last ten years its done well. Who cares and why should they care . How do you make someone care . When Financial Markets people care. But theyve got all the other good things happening. Right. Right. So right now they dont care and clearly the the u. S. Is a massive despite the president said in the past, this is a massively well think country and the current debt burden is one that we can handle. And were also a lightly taxed country. You know, in a pinch we can probably raise taxes a decent amount and not ruin the economy. But its much better to fix your roof when the sun is shining than when waters coming in through the light fixtures. Do it now than then when the changes are far more severe. Not just raising taxes on the 1 but changing projected spending in medicare and Social Security. Any shot we could grow our way out of this . Good question. Do you believe in something of singularity . Yeah. I think it will come one day. Ive seen some studies and gdp high rates after the singularity. But unless youre counting on that, i would nt count on that. Then no. We wont grow our way out of that. People say that in elections, grow our way out of it. Who know who says that . Steve mnuchin. Yeah. Jim, good to see you as always. You bet. Consistent in his views of not liking deficits and higher debt. All right. This next story is crazy. An alleged, alleged plot to smear special Counsel Robert Mueller all over the internet. Is the whole thing, is all of it a hoax . We have new reporting on this case. And first, though, the Justice Department is reportedly investigating interior secretary zinke for possibly using the office for personal gain. Theres three investigations into zinke. After the shooting, the administration is looking to fill the position that has been vacant since President Trump took office. Its a growing problem and needs to be addressed on every level. All right. Now to the latest inside a possible scheme against special counsel mueller. Nbc news received emails from jennifer taub, a law professor saying she was offered money in exchange of information on mueller. The sender Surefire Intelligence writing to her in part, it is my understanding that you may have had some past encounters with Robert Mueller. I would like to discuss these encounters with you. I believe a basic telephone call for which i would compensate you for at whatever rate you see fit would be a good place to start. Muellers spokesperson has issued a rare response to the reports of this scheme saying they have referred the allegations to the fbi for further investigation. This ones weird. What . Intelligence and National Security reporter ken delainian is reporting on it. Whats going on . There are some people deeply, deeply concerned of what Robert Mueller is finding and what he has to say to engage in a juvenile caper to seek to discredit him. We dont know if its a scheme to discredit him or just a scheme to engender Media Coverage because there is an email that purports to be to a woman offering 20,000 and reporters have not been able to find evidence that this woman sxiss and the law professor exists and she is on our air and as you said she provided us the email that she got and she referred it to special Counsel Robert Mueller and they have referred the allegation dos the fbi and thats why we are reporting on them because as you said its rare for mueller to make this statement. And you have also got this republican conspiracy theorist of jack bergman saying he will have a News Conference and trot out a woman accusing where would he have the News Conference . In a hotel somewhere, stephanie. As you have been saying today, her getting currency with the claims on social media, facebook and twitter. So a conspiracy theorist whos trying to push an absolute hoax, jack burkeman, has been given clearance, facebook allows this misinformation to be spread. Right. Through their platform. Correct . It is and its important to note, stephanie, that no one whos looked at Robert Muellers career including his biographer and looked deeply into the career found any evidence of any allegation of misconduct with women. Robert mueller has served his country in vietnam, a combat veteran, devoted his life to Public Service and clearly an organized or but, ken, it is a twoheaded beast. On one hand those behind it could say, lets take a shot, maybe someone will bite and this idea that Robert Mueller could have done this and if not lets just send the media spinning in circles with misinformation to get those out there who are saying dont trust the media to only mistrust the media even further. That is a completely valid concern, stephanie. Why we should be concerned about covering this and to the extent the fbi is examining this and people offering money to commit fraud could be a crime and should be very concerned. And that part is important. For anybody to take pot shots with people, they could be committing a crime, particularly against Robert Mueller. I return. I think its important that facebook is allowing this to happen. Yep, yep. Take a look at that. A News Conference. Where do you see it . On facebook. Who says theyre not a Media Company . Ken, thank you very much for your reporting on this. All right. When we come back, it is anyones guess how many young voters turn out for the midterms. One our nbc news road warriors is at a high school in the battleground state of pennsylvania where 90 of the eligible teens registered to vote. That is great news. We are just six six days from the midterms. Democrats are working hard. It could still be a challenge and new nbc News Gen Forward survey shows 31 of millennials say theyll vote on november 6th. 26 say they probably will vote. Which is still, though, a big jump. In 2014, it was Something Like 19 . Yep. Yeah, no. It is a jump. Nbc news road warriors is spread out across the country. Talking to voters state by state. Nbcs Gadi Schwartz is in schillington, pennsylvania. Gadi . Reporter yeah. Kids are in class and we have found a ray of hope talking about all of that bleak forecasting of whether or not the youth are actually going to turn out to vote. I want to show you this. Theyre proud of this at the governor mifflin high school. They reg tered 90 of eligible seniors to vote and that took some time and they said that it was basically cutting out the adults, having kids go from class to class and using good oldfashioned peer pressure and they got so many kids to vote and the other thing we have learned in talking to we have a production class over here. Hi, guys. Hows it going . Other thing we have learned talking to gen z is they have their own views on all kinds of issues and that includes gun rights. Take a listen. So much of our society sees generation z and equates it with parkland. I bought my first firearm soon after turning 18 years old and you see people as this antigun, antiviolence, very kind of new wave generation and i dont think that represents us honestly at all. I started to pay more attention to gun rights laws. I think there needs to be reform in the system. They get in the hands of the wrong people. Maybe that is unpreventable. But like, you should east try. Coming into the school, you have an Armed Security member. Who here feels like there should be more guns on cam pause . Okay. Who here is okay with the gun at least the one gun that we have seen here on campus so far . Got it. Does anybody here believe in no guns on campus . Huh. And that is the grim reality of today. That gun is a gun thats carried by a Police Officer that works here on the campus. The kids have told us they feel very safe and they have had scares in the past so thats something that gives them comfort. But you can see that theres this nuanced approach gen z takes to the issues. We have seen that talking to them and millennials. Theyre fiercely independent. They dont like labels and like to figure things out for themself and they do a lot of research on their own and some of what we have seen out here. Reporting. We have these students back here just lined up watching. Quick question. These are seniors but not all of them are eligible to vote yet. How many of you guys are voting in the 2020 elections . Most of them. Okay. Then youre sitting it out . No. Not old enough. 2020. Wont be. Youre not seniors yet. Youngyoung. How many of you plan to vote eventually . Everybody . Yeah. Civic engage. Will be on the rise hopefully and as you have seen we have seen an uptick in some of those numbers and forecast. All right then. I was thinking this nuanced approach could part of the nuance be im not engaging . Well, at least in that class of pennsylvania theyre in it. 100 . Thats what you need to do. Get out there and vote. Part is registering and the other part is actually going out to vote. I just keep on imploring people. Think about next tuesday and what you are doing. When will you vote . You have a busy day. Have you figured out when youre going to vote. Think about it. Cast the ballot. I was thinking around 1 00 p. M. Tuesday. Youre on tv at 1 00 p. M. Tuesday. Maybe 11 00 with craig melvin. Less than a week left until the midterms, how secure is your vote . Next, well break down the states stand on security and which ones could have a problem on their hands. But first, Oprah Winfrey jumping into one of the nations most contentious races hitting the campaign trail for stacy abrams tomorrow. The democratic candidate for governor in georgia. Oprah plans to attend town halls and knocking at the door. The doorbell rings and nobody rings the doorbell. You answer it. And its oprah. Wow. That would be crazy. As we close in on the 2018 midterms we are still looking to see if states learned from the 2016 election. While theres no evidence that any votes were changed in 2016, it gave everyone from elected officials to voters a stark look at the state of our elections. Earlier this year, nbc news reported that russia was able to compromise the websites and databases of seven states in 2016. Of the 21 they targeted by the way. The center for international and strategic studies found that since 2016, 40 states have invested 75 million to upgrade Voting Machines, increase Cyber Security and train Election Officials but a scorecard released by the center for American Progress earlier this year found the average grade for state Cyber Security and elections was acminus and with nine states with senate races rated at tossups by the cook political report, only 2 of the states rate better than a d. Of particular concern, direct recording electronic voting or dre Voting Machines that typically do not record on paper backup ballots making it difficult to independently audit contested election results. These machines not just vulnerable to cyber attack but data corruption, as well. States use only dre machines statewide. The rest here have a mix depending on the precincts, some states like pennsylvania are changing course. Theyre making an effort to require paper backups in future elections. So, thats part of the issue. Elections in america even what you think of as National Elections are not necessarily national. Theyre just a lot of local elections. Theyre complicated. Joining us to discuss this, wendy wiser, director of Democracy Program at nyu. Thank you for being here. Walk us through this. The state that is dont have paper backups, what do they do to protect the vote . We have actually had a lot of redundant systems in place, regardless of what system youre voting on to secure the vote. Good thing. We have increased the security. Probably the biggest security that we have is our decentralized election system. Which means you cant hack one thing. Cannot one thing. You have to hack a lot of systems. Not just the 50 different states. 10,000 different jurisdictions in the country, typically at the different levels. Many of whom choose their own Voting Machines but the awareness of the Security Threat has been dramatically increased since 2016 and states have taken a lot of steps. The department of Homeland Security in some cases the national guard, in some cases private vendors engaged to shore up election security. There are actually more rooms being prepared for election day to target and address any problems that could arise. So were really in a much stronger position than we were in 2016 and while there were these targeted attacks there is no evidence of any actual tampering that they were actually able to accomplish even with a lower Security Risk in 2016. So what really the bigger risk going into this election is the mistrust of the security of our system. Not the actual security vulnerabilities. A different story. Yours sounds more positive than others that sound Like Department of Homeland Security and states arent on the same page. Department of Homeland Security told states they were targeted and those states apparently didnt want that. So wheres the truth lie . Well, its a mixed bag across the country, absolutely. But i think its important for people to know that we have made a lot of prague and we are not know we made a lot of progress. Were not in the same place as in 2016. Theres a lot more we need to do. Not between now and november 6th. Really right afterwards. We need to replace all of those machines that dont have paper records that are independent. It needs to happen. We really need to upgrades our voting systems in much of the country even in places where there are paper back ups. In 43 states were using machines that are no longer manufactured. Those are much more likely to have breakdowns and much more expensive to maintain. What does success look like in the future . Does it look like while these are still 50 States Running different federal lelections an all state elections, do we work off of one system and three systems. What does success look like . Theres a bar where everything is secure and everybody subscribes to that . There are widely accepted standards that are pending as legislation in congress. Theres this bill with bipartisan support called the secure elections act that would mandate that all states replace paperless machines. That would put in place best practices for security, mandate postelection audits. Many of the states that have paper ballot back ups do not audit their results against those papers. Theres a bunch of steps we can and should know what to do. Theres broad consensus across the board about what that is. We need the political will to get it done. Wheres the hold up . If youre saying its bipartisan. Where is the political hold up . Theres been some progress in the fist breakthrough bipartisan progress in this congress was actually allocating and getting 380 million appropriated to shore up our election security. That was a major step forward. This needs to be a priority for the next congress. It needs to take place in 2019 so the systems will be in place for the 2020 election. Theres a much more higher risk there will be lots of actors trying to compromise the system and congress has not been able the get a lot of jobs done. This is an important one for congress to get done. Wendy, thank you. You made me feel a bit better about it. Definitely a little bit smarter. Definitely. I feel a lot smarter after that.
