One she shouldnt be criticized for not doing it. Number two, we cant force her and we shouldnt try to, but then the senate has to move forward based on the information we have before us. If this information is there, we want that information before the committee and before the senate. If the information is not provided after the time weve spent on this, its time to move forward and get the votes in next week. Theyre really trying to railroad this, and theyre doing it in a way that i find so offensive and so outrageous, and all women in america should be paying attention because what is happening is not right. Governor, as you know all too well today is the oneyear anniversary of Hurricane Maria making landfall in puerto rico, a nightmare for that beautiful island. The recovery has been long. Its been tough. We have over 60,000 homes that still dont have roofs, that have blue tarps. Our energy grid is still vulnerable. Of course today is a day of solace and remembrance of those that we lost. A year ago for Hurricane Maria. Supreme Court NomineeBret Kavanaugh is back at the white house right now. The woman who accused him of Sexual Assault fights off pressure from republicans who are trying to get her to capitol hill. Christine blasey ford has less than 24 hours to inform the Judiciary Committee whether she will testify in a hearing set for monday or else republicans warn theyll go ahead with kavanaughs confirmation vote. Fords Attorney Says her client is willing to cooperate, but argues the rush to a hearing is unnecessary and contrary to the committee discovering the truth. She adds ford is unable to go home and is receiving ongoing threats to her and her familys safety. I want to point out something quicklime quick ly. I know theres no fbi investigation. There could separately absolutely have grounds for an fbi investigation simply based on the fact she has received death threats. Fords asking for more witnesses to be allowed to testify at the hearing in addition to an fbi investigation into her claim of Sexual Assault. Kavanaugh denies the allegation. President trump wont order a probe. He is about the only one who can insisting that the fbi, quote, doesnt really do that. Thats not true. Thats not true. Two republicans on the Judiciary Committee, senators Chuck Grassley and orrin hatch also say the fbi has no role in this matter. And heres why this is so odd, because those two gentlemen on your screen sat on the same committee back in 1991, and they appeared to be more than okay with the fbi investigation into anita hills Sexual Harassment claim against clarence thomas. Now when the chairman of the Judiciary Committee and when the Ranking Member of the Judiciary Committee learned of these allegations, the fbi was immediately ordered to conduct an investigation. Chairman and the Ranking Member thurman, when they heard about this the first time, they immediately ordered this fbi investigation which was a very right thing to do, the appropriate thing to do. They did what every other chairman and Ranking Member have done in the past. So now theyre changing their tune. Heres what i want to talk about, ali. We keep hearing over and over that dr. Ford is refusing to come testify on monday. Last night im looking at republican senators saying on twitter, Susan Collins said i hope shell reconsider. Theres a bunch of lies going on here. Dr. Ford has not refused to testify on monday. Right. We dont i dont know if shes telling the truth, if Brett Kavanaughs telling the truth. We dont have any bomb shell reporting that were waiting to drop, but i do think that we understand how optionality works. Christine ford doesnt have to give an answer until tomorrow morning at 10 00 a. M. She has the option. Why on earth would she tell anyone what she is going to do until then, and what shes asked for thus far, shes not demanding an fbi investigation. Shes requesting an investigation and more witnesses for the purpose of making monday not strictly a he said she said. Republicans are betting on the credibility of Brett Kavanaugh will beat hers. Right, so the issue here is that if you were to lie to the fbi, i think everybody in america knows this now, that is a crime, so if you are lying, then its odd to ask for an fbi investigation into your very lie. It would be so strange for someone to make Something Like this up. And then say have the fbi investigate. And the one person she put in the room who we talked about, mark judge, has said nope, didnt happen. Yet, he is unwilling to testify. Which is strange. If he was willing to go on the record saying it didnt happen, then he should be able to. There is a lot of misinformation going on. When i hear people say, you know, shes running out of options, thats the opposite. Republicans are actually running out of options. Theyve said, yep, well have the hearing on monday. What do you want to do, and theyre sweating as shes not giving the answer yet. She has that right. The moment she says yes, im coming, you know were going to see a fullscale Massive Media character assassination blitz, but thats not going to give until she gives that green light. Why would she give them any headsup. Joining us now is kasie hunt. Shes live on capitol hill where protests are underway and joyce vance former u. S. Attorney under the obama administration. Kasie lets start with you. Whats the the feelifeeling and these protests . Reporter this has quited down quite a bit because there were some arrests around the noise that was being made in the hallway. While you are as a member of the public allowed to come in and walk these halls, if you are warned to stop disturbing the peace, they will arrest you. Weve got a very quiet crowd. Theyre inside Susan Collins office. This is a Public Chamber into her office. They are talking to her staffers now. This protest has, although obviously there were some people who were chanting i believe her, this also has featured very personal stories from women who have their own me, too stories and who have said throughout this that they believe dr. Christine ford because Something Like it happened to them. In some cases theyre saying i told people and nobody listened to me, and so its pretty emotional and a little bit of a different you know, its different than what we often see when we get protests up here about other issues, health care and the like. Its really oriented toward and you guys were talking about how this was going to be a credibility back and forth, who do you believe. This is one of the reasons why there are some republicans who are very, very concerned about how they are treating dr. Ford and the necessity of making sure that they look as though to the greatest extent possible that they are treating her fairly, because there is a feeling that theres a lot of risk for them in seeming to pressure her into something. That said, all of my reporting indicates that republicans are really drawing monday as the line in the sand, and that includes senator collins who of course is the key swing vote on kavanaughs nomination. She said on the radio yesterday that, you know, its really she hopes that and its time for her to testify, she doesnt see why there wouldnt be a hearing. She of course also says, as has the republican leadership, that she wants to do it behind closed doors. Thats fine as well, but dont forget that dr. Ford hasnt ruled out testifying on monday. They have just sort of drawn attention to the issues that they have here, you know, first the investigation. Im sorry, youre a little low in my ear. Can you repeat that . She hasnt said no. People keep saying over and over, it was Susan Collins on twitter who said please reconsider. Its not a matter of reconsidering. She hasnt said no yet. Reporter its a great point. If you think about how her lawyers have made statements on her behalf, that first letter, you know, focused on the investigation. The Statement Last night focused on the fact that there wont be additional witnesses. So in a battle of sympathy, a battle for the sympathy of the public and the belief of the public and your own credibility, you know, there is some groundwork being laid on the part of dr. Ford, and images like this, stories like this underscore, you know, how all of this is playing out in the me, too, era, and just why republicans, especially because, you know, its all men on the Judiciary Committee are so nervous about this because its clearly struck a nerve with women in this country. And we were already headed for a midterm season that we were calling the year of the woman. More women democratic mostly, women candidates and of course female voters very energized in the wake of president trumps election. So this, of course, i mean, ive lost track of exactly how many days out we are from the midterm elections, but its getting really close. Heres what i dont get. This is all about credibility. An fbi investigation wouldnt be a Robert Mueller two and a half year investigation. Anita hills took two days. If the president had wanted to order it two days ago it might be wrapped up and ready to roll on monday. It is true Brett Kavanaugh has a stellar reputation. People are saying it is without blemish, but right now it is certainly tarnished, and even if confirmed, hell then have to live with this, and i think about not Just Christine fords family but Brett Kavanaughs family, and if Brett Kavanaugh is telling the truth, why wouldnt he want a brief investigation to support his story . I think thats exactly the right question. People who are in a situation where theyre falsely accused and want to have their name cleared are the people who demand investigations the loudest, and this is not a criminal case. This isnt something that has to stretch on for a couple of years with grand jury investigation. This is what the fbi does. They do Background Investigations for every person whos hired into the justice department. Theyre people like me who are political appointees. As Chuck Rosenberg said yesterday their name is fbi and the i stands for investigation. Thats literally their job. Theyre professionals who are trained to do this. They can make credibility assessments. If judge kavanaugh doesnt want to carry this blemish around for the remainder of his career, having a fullon fbi investigation is the best way for him to get there. Joyce, the president sort of said two things. He said its not what they do, and they dont want to do it. And Chuck Rosenbergs comment is this isnt the federal bureau of we dont want to do it. They are able to conduct investigations. There is some discussion amongst kavanaugh supporters that theres no federal crime to pursue, so the only way the fbi would reopen this is if the president asked them to as part of the Background Investigation. Is that correct . Thats absolutely correct. The fbis primary criminal investigative function is to investigate and seek prosecution of federal kriemcrimes, but theo play this role doing backgrounds for federal employees and federal appointees. They have folks who are designated to do that. Thats what they do fulltime, and the very typical thing that happens in a background when new allegations or new problems emerge is the fbi goes back out and investigates them because we do in the put people into these roles until they have been thoroughly vetted. Joyce, what raises red flag . Because something that does stand out here in the era of me, too, for the most part when we hear these stories, its a he said she said followed up by a she said, she said, she said, and thus far we havent seen a trail of other accusers come out, and the Washington Post obtained a transcript of a speech kavanaugh gave in 2014 at Yale Law SchoolFederalist Society where he was talking about drinking with his buddies and how what happens on the bus stays on the bus. Now, we also heard him speak to Georgetown Prep and say the same thing. Is that the kind of thing that draws a red flag . For me im going, i dont know, isnt that a reference to something really naughty that you do in vegas, but for other people it might not . Its exactly why we need to have full investigation here. The republicans seem focused on ensuring that this never passes beyond the he said she said stage, but what prosecutors and investigators are used to doing is going out and investigating thoroughly. There may be other witnesses, folks that either one of them spoke with at the time. It would be interesting to see their School Records just to get your arms around whether any evidence exists. Did either one of them keep a diary or talk to their parents. So thats the kind of work thats done. Otherwise were left with this picture of judge kavanaugh who on the one hand has a remarkable professional reputation, but on the other hand there are stories of blackout drinking in high school, the yale newspaper has a story this morning talking about club memberships. We need professional investigators who can get to the bottom of this so that senators can perform their function when they vote. Right, and the senates function is advise and consent. Senate are not professional investigat investigators. Its not black and white. These things are complicated. Brett kavanaughs family, what hes going through, what dr. Ford is going through, character assassinations, and where do you draw the line with kids being kids. This thing is really complicated. Which is what people who have experienced joyce in Sexual Assault investigations know. They know that its complicated, and they know the questions they can ask, and they try and do so with the necessary care. We have a history of not getting that right a lot. Were not going to get it right with people who are not professionals at it, which is congress. Thats exactly right. In 2016 dojs Civil Rights Division actually issued guidelines for investigators on how to conduct these investigations and how to remove gender bias from the investigations. All too often victims werent believed. Victims were put behind the 8 ball, and so many victims made a decision to not come forward. Thats the underlying issue that we see here. We need professional investigators who know how to deal with this situation so the senate gets the information it needs to vote. Joyce, thank you so much. Ali, i dont know any more than what weve talked about. One thing that has stuck out to me thus far, orrin hatch. Orrin hatch has gone on record saying i know him. Hes an exemplary guy. This woman must be mixed up. No, sir, that is absolutely not the case. Well, i mean, unless he has other information that we dont have. The idea that you can see that the accuser is mixed up without any other information that would lead you to believe shes mixed up. The accuser is mixed up because hes an awesome guy and done a lot of other great things, there are a lot of people the times up movement posted a statement that says a womans experience cannot be negatively compared to a mans career. Weve got to figure that out. Its complicated. Weve got breaking news. Law enforcement Officials Say several people have been shot in the city of aberdeen, maryland. This is about 35 miles northeast of baltimore, about 50 miles southwest of wilmington, delaware. Nbc justice correspondent Pete Williams is live in washington. Hes been getting details on this. What can you tell us . Reporter right now we can change this banner at the bottom of the screen that says the suspect is still at large. Im told by several Law Enforcement officials that thats no longer the case, that the suspect is down, that this shooting situation is over. Im told that the suspect is a woman, which makes this an unusual workplace shooting. This is at a rite aid warehouse in aberdeen, maryland, north of baltimore. The first reports came in at 9 00 this morning. Officials had said multiple people were shot. We now believe that the number shot may be around five, perhaps four of them appear the injuries appear to be fatal, so this would be perhaps four people shot, but in any event, it does appear to be over now. There was a long period of time of searching through that warehouse to try to find the suspect who was responsible for this shooting, and that appears to be over. Very tense moments this morning. Some people inside the building sending tweets to their loved ones saying that there was an active shooter, that they were hiding, didnt know if they would make it out. Now we know that this is over. We dont know the total number of employees who worked in this warehouse. We think its around 100 or so. Wow. This Rite Aid Drug distribution, Prescription Drug supply distribution warehouse for the Rite Aid Drug stores in that region. So about two hours after it started, it appears now to be over. The suspect has been identified, apprehended, is down is what were told by Law Enforcement officials, and we should be hearing more from the county sheriff, the hartford county, maryland, sheriff in about half an hour. This seems to have taken place in perryman, maryland next to aberdeen around 9 00 a. M. Perryman is the street, i believe. And specucia, and perryman road in aberdeen. Aberdeen about 25 minutes north of baltimore to jog peoples memories. It is where cal ripken built a replica of camden yards. Thats where your see their triple a team play. Its not like its a small town. Its a real town with quite a lot of people. Well keep an eye on that with pete. Thank you, Pete Williams for us covering the shooting in aberdeen, maryland. Next, the impact of the Brett Kavanaugh accusation on the midterm elections as republicans try to keep democrats from taking control of congress. The gop is also trying to push kavanaugh through, but that could come at a very heavy political cost. Just ahead of the midterms, student gun control activists are placing ten chilling statues in congressional districts where officials have long sided with the gun lobby. Take a look very closely at these statues. Its called the last lockdown. Each statue shows a small girl clutching the leg of her desk looking in fear. Its produced by 3d printing, a critique of the rise of printable guns. The work was conceptualized in collaboration with Manuel Oliver who lost his 17yearold son joaqu joaquin in the parkland shooting. Remember, he loved basketball. They called him guac. As we creep closer and closer to the 2018 midterms, now just 47 days away. The political storm surrounding supreme Court NomineeBrett Kavanaugh is certainly increasing. Republican senators and the president are urgiing professor Christine Blasey ford to attend mondays hearing. That move could come at a big political cost for the gop in the crucial upcoming midterm elections. So guess whos here . Msnbc National Political correspondent, the man who knows elections best, our friend i do have to ask you, like with 47 days out, do you start like every night sleeping a little bit less to train for like straight up all nighters . We had a few this year with special elections. That was Good Practice right there. Its game time coming. Computational math skills are pretty good. Were ready for this one, i think. So whats the math on this for republicans . Theres some danger. Yeah, and so were going to first of all, well tease whats coming on this Network Later today. Were going to have an nbc poll out later today thats going to look into this and give us a readout on how folks are reacting. We dont know yet. Weve seen the controversy the last few days. What we knew heading into this when these developments emerged, when these accusations emerged, this was the most polarizing Supreme Court nomination wed seen going back to robert bork in 87. It was basically dead even is what we were looking at. The question is have all these accusations scrambled that . Kornacki is like truly encyclopedia brown. Some say its a verb to bork someone. Totally. You dont want to get borked. With the nbc poll out today, given the election weve just come off, meaning the president ial election, how people share this information, how theyre going to vote, are you depending on these polls as much as you once were, especially around issues like this . Are people really showing what theyre doing . Thats the question, the 2016 example, what was the biggest scandal to hit donald trump in the home stretch was the access hollywood tape. The assumption even from republicans was hes cooked. The assumption was hes cooked but a large part of the president s base were christian conserve tifrs who were conservatives who were holding their nose after the tape because they said it is all about the judges. We want to fill that Supreme Court justice seat, one, maybe even two. This is the holy grail for the president , more than tax cuts, more than cultural issues, his base that truly stays with him are the ones who are there for the Supreme Court justice seat. You know, this is one of the very rare times were seeing the president even slightly restrained in how hes talking about Brett Kavanaugh. This is where i think the politics of this, and again, im waiting to see what this poll looks like, this is where the politics of this are potentially complicated, i think. You mentioned how important Supreme Court openings, Supreme Court vacancies are to the conservative base, to the republican base. If this nomination gets withdrawn, if it were to reach that point, if it were to somehow bederailed does that motivate the base to turn out to make sure the senate stays republican. Conversely, what have we seen on the democratic side, starting the week of president trumps inauguration, mobilization of women, mobilization around womens issues. The other question were looking at is the Democratic Base, whats really become the Democratic Base the last two years, does this motivate them more . It is a question of how each side is going to respond to this. Isnt that fascinating . If he doesnt get confirmed, does that turn out the vote for republicans . I was thinking are they going to be disappointed in the president . It doubles down their need to get their people elected. Steve, good to see you. Well look forward to that report. Steve kornacki. Coming up next, the velshi ruhle tax cut tracker. President trump says his tax plan would bring a rush of cash sending money from the United States to overseas accounts. Not so. Now that you know the truth, are you in good hands . Put your party hats on. It is time again for the velshi ruhle tax cut tracker. One of president trumps promises is not exactly panning out. Before the recent republican tax cuts American Companies were subject to a 35 tax rate on foreign earnings repateuated, that means brought back to the United States, so they left it parked overseas. President trump and the gop claimed the higher rate kept those foreign earnings in those Foreign Countries because companies, they didnt want to pay higher u. S. Taxes on them. So the new tax law lowered the rate from 35 to 15. 5 for liquid assets and just 8 for hard assets like real estate. In return, the president promised as much as 4 to 5 trillion would be repatriated brought back to the United States because of a lower tax rate, and those companies would be spending that money here. That sounds awesome, right . According to a new analysis from the wall street journal only 143 billion has come back to the u. S. So far since the law took into effect january. The Commerce Department has a much higher estimate, 464. 4 billion repatriated. They are just estimated and they are far, far away from the 4 to 5 trillion that the president promised would flood into the u. S. Now that Companies Pay much lower taxes. In reality, companies only have an estimated 3. 1 trillion in earnings that are held overseas at all. It is hard to fathom how companies would be bringing back more than they already have on hand. The math doesnt add up. Coming up, this one is for president trump. Sir, you could have the fbi investigate the Sexual Assault allegation against Brett Kavanaugh. E early reports say that four people were killed. The suspect has been detained, and any minute were going to get new information from the county sheriff on the scene. As the fbi gets pulled into the fight over judge Brett Kavanaughs nomination, more and more is trickling out that could be confirmed or debunked with a professional investigation into the Sexual Assault allegations, ones that kavanaugh denies. Lets take a look at what surfaced without fbi agents looking into this. First of all, professor ford says kavanaugh was drunk when he allegedly assaulted her at a High School Party in maryland. Kavanaughs yearbook lists Keg City Club as one of his activities saying 100 kegs or bust. Ford also claims that kavanaughs friend mark judge was in the room when she was allegedly assaulted. In his yearbook mark judge has a reference to alcoholics unanimous along with the 100 kegs or bust line, and he refers to a bart asking if he boofed yet. Thats a slang term for a sex act or a sex act involving drugs. Kavanaughs page contains the line judge, have you boofed yet, and in one of mark judges books he describes a bart o. Kavanaugh referenced as vomiting in a car ask passing out after a party. Ford claims kavanaugh sexually assaulted her trying to undress her with mark judge in the room. In kavanaughs yearbook theres a line about the devils triangle, a slang term according to urban dictionary referencing two men engaging in a sex act with the same woman at the same time. We havent seen other students pages so we dont know if these comments are representative of other comments or unique to Brett Kavanaugh and mark judge. In 2015 kavanaugh reflected on a saying between his classmates at Georgetown Prep. We had a good saying that weve held firm to to this day as the dean was reminding me before the talk, which is what happens at Georgetown Prep, stays at Georgetown Prep. Thats been a good thing for all of us, i think. Its up to investigators to figure out how relevant that is. He did use a version of that line in a 2014 speech at a Federalist Society meeting according to a transcript obtained by the Washington Post, he discussed his time that he and other lawsuit classmates attended a red sox game and returned on a bus very intoxicated. Kavanaugh said we had a motto, what happens on the bus, stays on the bus. Theres one more note kavanaugh made that night. He says always act as if your actions are public. Heres what i dont get, ali. If anybody looked at my high school yearbook, i would totally be embarrassed. Sure, my kids, id be embarrassed. Big hair, pompoms, cheesy, best friends forever lines. You might in a leisure suit with a big fro, i dont know, but i am blown away. Before i saw this stuff, i was like come on, what could be in this guys yearbook, a little nonsense. This is suck stuff. The devils triangle in your yearbook forever and ever . So you can say, i mean, what is poor Brett Kavanaughs family going through, how humiliathumi. Hes got this out there. You have time to judge, this is going to go in my yearbook printed forever. Like thats some abusive stuff, nasty. Theres another line from kavanaughs speech that i think applies to this moment. He says you will make mistakes, sometimes big ones. Admit it, resolve not to do it again, and make sure you dont do it again. Thats interesting. So now we want to bring in nbc news niftive reporter ken delaney and former u. S. Attorney and senior fbi official chuck rosenbe rosenberg. Chuck, i want to go to you first. A background check of Brett Kavanaugh already happened. Now were talking about should it be reopened. The kind of stuff were reading in his yearbook, the statements he made, why wouldnt that have been a red flag . Would that just be would na not be considered much or it only seems strange because now we have an accuser . You know, stephanie it might have been in the Background Investigation that the fbi gave to the white house. We dont know that, but given all of the other things we now know, all the things that ali outlined at the beginning of this segment, it makes perfect sense to me for the white house to ask the fbi to reopen it, and if they ask or direct them to do it, the fbi will. Thats their job. They do investigations, and thats also why this is not a he said she said situation. I think that formulation is nonsensical. Its not . No, its not. Explain that. Id be glad to. Because there are so many things out there that could either corroborate or confirm that either person is saying. There are friends to talk to. There are teachers to talk to. There are parents to talk to. You could canvas social media. Theres lots of things you could do to determine whether one is telling the truth and one is lying or if simply they dont remember. There is there are ways to corroborate this is what the fbi does. They ought to be asked to do it here. The Judiciary Committee, part of the problem here is the Judiciary Committee only plans to call two witnesses versus the 22 that were called during anita hills hearing. Whats the difference . Whats the significance of that . Well, it suggests to me look, trials are about a search for the truth. Theyre not perfect, but what they attempt to do through testimony and confrontation is determine the truth, and the way you do that is by putting in lots of witnesses and lots of evidence. Senate hearings in my view are not a search for the truth. They are an attempt to advance a political interest. Now, thats not a good thing or a bad thing, its just a different thing, but if what we really want to do here is find the truth, then you would do it as exhaustively and thoroughly as is possible. Does that mean 22 witnesses . I dont know, but it certainly means more than two, and it certainly means, ali, that you dont start at the end. You dont start with the two most important witnesses. You start with other people who knew them, who might have been there, who might have heard something, and who can corroborate this or refute it. Ken, what are people inside the fbi telling you . I dont know anything about how these exhaustive background checks work, but now when i look at Brett Kavanaughs yearbook, it makes me scratch my head, but would it not have been an issue before . It wouldnt have raised a flag . Well, what theyre saying is they would be happy, as chuck said, to investigate further this allegation if only the white house would authorize them to do that, and they would be fully capable of going to talk to witnesses in private outside the glare of the media spotlight, going to talk, for example this woman in mexico city who was a schoolmate of blasey ford who says she remembers hearing something about this. She has no firsthand information, doesnt remember whether its true, but remembers people talking about it. Thats the kind of thing, if i could just go back to the thomas hill hearings. Thats the real precedent for this. Remember, that was considered a deeply flawed process. Thomas was narrowly confirmed, and there was a lot of reporting in books afterwards that brought out negative information about thomas that made people think he was actually guilty of Sexual Harassment but that wasnt included in that hearing. Nonetheless, 22 witnesses were called including three people who testified that hill had told them at the time about this conduct. None of that is going to happen in this case if this plan goes forward. No effort to seek corroboration either by the fbi or anyone else. And by the way, the fbi did investigate the hill thomas matter. They took three days, they did what they could, and they filed a report to the white house. The white house determined it was unfounded but theres no effort being made to investigate this. Thats what i think a lot of people are concerned about, guys. Why . Thats a good question. I mean, chuck, if you call the fbi in to investigate a comment you have made, one has to know that lying to the fbi is a serious offense . Reporter yeah, ali, thats right. A lot of people have pointed it out. I think its an important and thoughtful comment. If ive done something wrong, if ive lied, if i have something to cover up, then probably the last group of people i want looking at me and my conduct is the fbi, right . So look, this doesnt tell me, you know, convincingly or sort of completely that dr. Ford is telling the truth, but it is an indication that shes telling the truth, and it is a reason to ask the fbi if it can to determine this, now theres a problem here. This happened many years ago. That doesnt make it impossible to do so. It just makes it difficult. The fbi does difficult cases. They do them all the time, and if asked they can do it here. How narrow can an investigation be, though, chuck . Stay with me for a minute because i think back to when the Robert Mueller investigation started and people said this is going to be so treacherous for the president because theres not any real boundaries here. He could go anywhere. If Brett Kavanaugh is telling the truth and to the best of our knowledge there is no track record, there is no pattern, it is a oneoff thats wildly out of character, whats the downside for him . Well, i dont know that theres much downside if hes telling the truth. To your point, stephanie, if the investigation, the reinvestigation were to go far and wide, broad and deep, and they found all sorts of other stuff, i guess my response to that is then so be it. If by narrow you mean can it be done quickly and efficiently, i think the answer is yes. Look, the fbi has 13,500 special agents, men and women who are pretty good at asking questions and getting answers. You can throw a whole bunch of agents, two dozen of them at this quickly, and they can do it efficiently, and if theres nothing there, then so be it, but there doesnt seem to me to be a reason not to ask. Guys, thanks very much for your analysis on this. Chuck rosenberg is a former u. S. Attorney and senior fbi official. Ken delaney our security and intelligence reporter. Hurricane maria slammed into puerto rico and devastating the lives of millions of americans. Almost 3,000 people died in to a aftermath of the storm making pit deadliest Natural Disaster in the u. S. In 100 years and wrecked the islands fragile economy and causing the businesses over 1 billion in damages. Today, residents are still picking up the pieces. A short time ago, the white house said that the significant progress has been made in the last year, and fema has made preparations that will better enable puerto rico to weather future storms. And on the ground is our colleague all year long gabe e guterres, and there is always these natural di ssaster that media wanes and support wanes, and you have done so much there, and thank you. Tell us what it is like there n now . Thank you, stephanie and a ali and tourism is starting to come back to the island which is so important, but there are still people on the island without power and water. I know that the reporting is that puerto rico electric power a authority says that 99 have power, but the white house said, yes, a few of the communities in the mountains are struggling to restore power. And we spoke to one of the residents there in the middle of puerto rico and she said that some of the homes still dont have running water. Take a listen. Reporter how devastating in the i days after the storm . In the days after the storm, it was horrible, horrible. Knowing that you had family members at the other side of the because we are like on the island inside of the island. So we are cutoff right off of half of my bridge was collapsed and we only had half, so those the days were horrible. The fifth day of the hurricane, i went through the river. The water was hitting me up to here. I almost, and the river almost joine joined, and so i decided to turn back. I just stood there and i did not want to walk away. You were almost washed away . Yes. For me it was devastating. So many of the communities are devastated, and we spoke with the local officials who said that puerto rico is still not ready for a category 4 or 5 hurricane and a loft the criticism after the hurricane was about the controversial contract with White Fish Energy and up to 3 million and they only had two employees at the time even though the ceo disputed that, but we spoke with Ricardo Ramos the head of the puerto rico power company, and he ended up resigning after a Senate Hearing after he was grilled about that contract and he still says in hindsight that he would do it again. Take a listen. With the benefit of hindsight, would you do it again . Certainly. Why is that . Well, i think that they showed the quality. They were the first to arrive. They did not require coming out of bankruptcy down payment, and they did not require anything as everybody was asking for 35 million and it was a lowrisk decision from prepa and i had no down payment. And he insists that he would do it again. There is so much controversy and i know that you have questioned why the mutual aid was not called in and he has the reasons for it, and he says, look, we had to do what we had to do after the storm, and we did what we could do, and he says that because the white fish contract was canceled, it costed more and took longer to restore the power. But, gabe they had the 25 or 30 million, and yes, if a loan shark shows up at the door after a Natural Disaster and says i will help you out, and it seems okay in the short term, but you think about it, and okay, i will go with wells fargo, and i mean, it is a crazy decision to say, no, it is a right call. Well, look, he is there are still a lot of questions of why that is done, but Ricardo Ramos insists that white fish is the company that made it logistically possible. They said they could find the hotel rooms, and they could actually come in and do the work right away, and he makes the argument that, look, we were only going to pay them for the amount of the work that they did, this 300 Million Contract that up is to 300 million and paying them blanketly, and ramos says, it is controversial and i caught at lot of flak from it, and worldwide headlines, but even to this day, even after resigning, he says it is a good contract. And whitefish, a ali, and you know whose hometown that is . Ryan zinke, the interior secretary. Yes. And so now, looking at powerless, puerto ricos struggle to rebuild after the nbc nightly news. And now we go to the shooting there in maryland. The shooting happened at a 9 00 this morning, and that is when it began in a warehouse that is a Distribution Center for Rite Aid Drugstores. The local sheriff and the police and the atf and all respond ed. It was a tense morning and some employees inside were texting to loved ones that they were hiding and fear iing to for their live and asking the loved ones to take care of the spouses and pets if they did not make it out. After two hours, the Authorities Say that they had found the shooter that unusually, it is is a woman, and she had been shot and taken to a local hospital. Now, the total number of gunshot victims we think it is around seven, and the initial information that we have is that the number of fatalities is three or four. It is not entirely clear to us which number is which. But, and the other question, of course, it is what is this womans connection to the workplace . Was she employed there . Did she have some kind of employment dispute . And we dont know the answer to that question, and perhaps with le hear more from the sheriff, but my guess is that it is going to take a while to nail down details to interview the employees there who knew her, and talk to the family members, and try to figure out what is going on in her life, and the usual questions that arise in the situations, how did she get the weapon and legal and what kind of weapon, a handgun, rifle . We are waiting to hear all of the details that we believe that we will be hearing from the sheriff. But it wasser of the two hours after very painstaking work that is an enormous building as you can see to try to clear that building and make sure that whoever was responsible for the shooting, it was only one person, and that they had found the shooter which is unusually in this case was a woman. All right. Pete, thank you very much. Pete williams, stay on top of the story as will we all. And this shooting took place in aberdeen maryland and about 50 miles southwest of wilmington, delaware. Thank you for watching this hour of velshi and ruhle. Im stephanie ruhle. Im ali velshi and time to hand it over to Andrea Mitchell reports. And will she or wont she . Metoo protesterers crowding the Senate Offices telling their stories and opposing Brett Kavanaughs nomination, and the fallout of supporting him is falling out. My
