Fire and fury, beat to a jelly, a nuclear war of words between President Trump and kim jongun. Its a frightening game of one upmanship. Two World Leaders tripling down on threats and taunts. These are two men who never back down. The prtd was asked on thursday about the fire and fury remarks that rattled allies and add sers varies alike and issued a warning about guam and it is more than 160,000 u. S. Citizens there. For those frankly the people questioning that statement, was it too tough . Maybe it wasnt tough enough. He does something in guam, it will be an event the likes of which nobody has seen before what will happen in north korea. Then this morning north korea blasting out a new string of threats saying President Trump is driving the situation on the Korean Peninsula to the brink of war. Were talking about two nations with Nuclear Power then warning, quote, a single shell dropped on the peninsula might lead to Thermo Nuclear war, calling the u. S. No more than a lump which we can beat to a jelly any time. And trump using his own twitter account to launch attacks back at north korea saying military solutions are now fully in place, locked and loaded should north korea act unwisely. Hopefully kim jongun will find another path. This is extraordinary, ali, these are tough words on both gentlemens parts and playing a dangerous game. The reference to a single shell dropped on the Korean Peninsula is in reference to a plan that weve discussed whereby the United States not escorted by south korean or japanese fighters would target with artillery military targets in north korea without involving the South Koreans and japanese. You heard general mcmaster saying thats not going to work. Thats what the North Koreans are saying. What so many are wishing for the sanctions that are already in place or additional ones put them in place truly enforce them and then lets see where we go. Were pushing fast forward on rhetor rhetoric. Lets go to south korea where kelly is standing by. Reporter those words, those war that war of words going back and forth between President Trump and the north korean regime is really raising anxiety levels here in south korea and region as a whole. In guam Homeland Security sent out a twopage tip sheet advising people on what to do to survive the missile attack, things like dont look into the fire ball it can blind you and tips on where to find protection, how long to stay in a protected area. These are the kinds of things that are coming out right now in this extraordinary time where youre saying the rhetoric just ratchetted up over and over again between trump and the north korean regime. You mentioned that latest commentary, appearing in a north korean newspaper this morning, more fiery language from the North Koreans calling the u. S. War mongers and and saying donald trump is really the person responsible for bringing this region to the brink of a nuclear war saying once again that even one shell dropped on north korea could start a new world war. Now, it appears as though the South Koreans are getting a little bit of reassurance potentially from general mcmaster, the National Security chief speaking with his counterpart in south korea over the phone in the past 24 hours or so. South korea government came out with a statement after that saying the two sides have agreed to Work Together to continue to cooperate on this north korea threat and also suggesting that south korea would be consulted in advance before any strike on north korea. But nevertheless, you are seeing that sense of rising anxiety here. Some anecdotal reports of people going out and buying more emergency meals, theres a big Civil Defense drill in south in seoul that has been expanded reportedly later this month. And also, really interestingly guys, for the first time talk of south korea actually developing its own Nuclear Weapons program. Ali and steph. And seoul is half of the population, metro area is half of the population of all south korea and youre only 35 miles from the demilitarized zone. One of the issues of people in seoul, nuclear is something thats interesting to other allies and the United States but seoul has been under artillery and normal threat in the past. Talking with reporters on thursday, President Trump sounded very much like his former businessman self. The biggest problem this world has is nuclear proliferation. Nuclear to me, number one, i would like to denuke the world. But between those then and now he sounds a bit different. Can you tell the middle east were not using a Nuclear Weapon . Does donald trump want to denuke the world or more people to have Nuclear Missiles. Lets look what we know about the world and Nuclear Missiles and start with this is what we believe to be the total inventory of Nuclear Weapons. The United States, russia and United Kingdom and pakistan and india and since 2006 north korea. These inventories range from 7,000 roughly for the United States and russia. By treaty supposed to be the same number. Some of them are old and we replace them but they drop down to the hundreds for the rest of the list and down to 84 israel and about 10 and 20 for south korea. These are by the way just midpoint estimates, israel may have more, north korea may have less. How do we get rid of Nuclear Weaponry . The strategic arms reduction treaty start was signed by the United States and what was then the ussr in 1991. It reduced the number of warheads but by the way those are signs by president s bush and gorbachev, aimed to lower the number of nukz over ten years. They hit the target and signed two other things. Lets go to the next screen. They signed two other decades long treaties but thats ultimately where we are now. The latest one being the imaginatively named new start streetty, that was president obama and medvedev at the time. Thats reducing, not getting rid of the arms. That was the treaty on nonproliferation of Nuclear Weapons. Every country has signed except for india, pakistan, israel, south sudan and north korea withdrew from this in 2003. If most of those countries sound familiar thats because they make up about half of the list of Nuclear Armed nations, its pretty difficult to denuke the world when half of the countries that have nukes wont agree to a treaty. On guam, as stephanie just said, they are being warned what to do and not do if theres a strike. Do not look at the flash or fire ball, it can blind you. Take cover behind anything that might offer protection. Little vague for my taste and lie flat on the ground and cover your head. It could take 30 seconds or more for the blast wave to hit. The remember the south korean threat is to drop a bomb about 25 miles off the coast of guam. They are not suggesting they are hitting guam. Also others are getting into this. They are supposedly i havent seen it yet but supposedly the russian and chinese are proposing some things. The chinese have come out an unofficial mouthpiece, a newspaper that also expresses the views always expresses the views of the governments but tells the North Koreans, if you pick a fight with the United States were not going to back you and sent a message to the United States, if you pick a fight with north korea well get involved. Theres a lot going on and a lot of it may be not be above the surface. Its being done quietly and that is a good thing. One interesting thing i was talking about Nuclear Weapons everybody has got. My first order as president was to renovate and modernize our nuclear arsenal. Now far stronger and more powerful than ever before. Hopefully we never have to use this power but there will never be a time were not the most powerful nation in the world. You know every president has to reup the agreement that renovates the nuclear arsenal. Thats not a donald trump thing, it was a thing he did wont take effect until 2018. Weve been modernizing our Nuclear Weaponry every year since the new start treaty. I disagree a little bit. I think it fell by the wayside under president obama and so did Missile Defense which is strategic defense as opposed to strategic offense. Its important that we have this credible threat we live in a dangerous world, never want to use these weapons but remember, deterrence is in the mind of the person youre trying to deter. Its important we have this capability and i think its important on the part of the president or one of the senior cabinet officials such as defense secretary or secretary of state to let North Koreans understand that if they start a fight with the United States its not a fight you want, if you start it just a second, this will end badly for them. No issue there but theres nothing President Trump has done about Nuclear Weapons that would result in his statement it is now far stronger and more powerful than ever before. Anything President Trump did will not happen in january of 2018 when it comes toed modernization six months from now, only been in office for six months. As an expert, i want to clear up. I cant say im a Nuclear Expert on this issue, right. Fair enough. Your further point, stephanie and i have been talking about this, china getting involved. It has said interesting back channel mixed messages to say to north korea were not necessarily going to have your back if you do this. But what should america be reading from the other side of that message that if you start a war with north korea, well get involved. What do you think that means . Its very clear. Its very clear. Its a very clear declare tri policy which benefits us to understand. Theres a lot of Communications Going on between us and china, here in washington, in beijing other places. Theres a lot of talk going on because this involves both of us. I think we knew that. This is nothing really new. They are allies. They are troubled they have a troubled alliance i would say but north korea remember 1950, who backed north korea when they invaded the south, it was china which changed the course of the war. China will back them. They have different interests on the Korean Peninsula than the United States. They dont want to see a unified korea that might be prou. S. , they dont want to see a civil war in north korea and see the regime implode where they would see large refugee flows, china has fundamentally different interests. China cant pick up and walk away from being attached with north korea. They have tremendous interest and thats why people have been pressuring china to say look, your interests are greater than ours in north korea. President trump said he was surprised by the raid. Was it appropriate for the fbi to raid the home of Paul Manafort. I thought it was a very, very strong signal or whatever. I know mr. Manafort. Havent spoken in a long time. I know him, he was with the campaign for a relatively short period of time but i know him as a good man. I thought it was a very, you know, they do that very seldom. So i was surprised to see it. I was very, very surprised to see it. We havent been involved. We havent been involved, havent been in touch, only with the campaign for a short time. For the orphans. It was remarkable. Is it surprising that this happened . Lets talk about all of the investigations going on. Robert mueller and the fbi are not the only ones turning up the heat. Lets look at the growing list of Government Agencies investigating Donald Trump Associates and ties to the kreml kremlin. This is the special counsel, Robert Mueller investigation going on. This is the cia. Department of defense has an investigation and Treasury Department financial crimes unit is also investigating the things that are going on. All right, then weve got there are congressional investigations going on as well. The congressional committees investigating the ties, Senate Intelligence committee, House Intelligence Committee and government reform committee. Finally weve got state and local agencies that are investigating paul nmanafort specifically and new York Attorney general has an investigation under way and manhattan district attorney, perhaps all of that pressure is working because bloomberg reports it was paul nmanafort wo tipped off about donald trump jr. s meeting who promised dirt on hillary clinton. And abc news reports congressional kmlts want to question Senior Vice President to the trump organize, rona graph, in the reemails concerning the russian meeting which was all about supposedly adoption. Rhona has been President Trumps long Time Assistant forever. A year and a half ago she was the gate keeper to get around the campaign and get directly to the president. The argument that the president knew nothing, had no idea is tougher if we then learn that his long Time Assistant is somehow in the mix. Lets bring in Pete Williams live in d. C. What have we learned about Robert Muellers investigation of Paul Manafort specifically . For me, a predawn raid that sounds major. Maybe im crazy. I think the president was right when he said it was a strong move. Were not sure exactly when, we havent been told exactly when the agents knocked on his door. It may have been at 6 00 a. M. And if it was, then its in the normal rules what the federal government specifies for when you can serve a search warrant. The federal rules say it can plain vanilla search warrant between 6 00 a. M. And 10 00 p. M. If they arrived before 6 00 and went up there at 6 00, it would be within normal rules. The investigation of manafort is covering a number of bases. The work he did for ukrainian officials and work he did in cyprus, Investments Overseas and from overseas people into Real Estate Holdings here and much of this was already under way before Robert Mueller became the special counsel. It started with the fbi in new york and so manafort has been under the federal lens for many months. Now, you may well ask, what does have this to do with russia meddling in the election . The answer is we simply dont know. We dont know whether at this point they are looking at the theory that somehow the connection to the russians played a role and made it easier to meddle or as you all were suggesting that the tactic here is to turn up the heat on paul n manafort and hope to get his cooperation in the investigation as an insider into whatever light he can shed on any possible connections. Right now were seeing a little bit of buying back a lot of this, down and then people coming in a little bit that i think people are taking profits after the dow hit 22,000. I dont know why after eight years people think its time to take money off the table. There are people whether thinking north korea or earnings or whatever the case is, were keeping this market in a narrower band. Youre seeing people take money off the table at a time of uncertainty and hedge, buying things like gold. Its not just the rhetoric between the United States and north korea. You have two somewhat i dont want to say irrational a aggressive leaders, neither of whomever say sorry or back down. We cant underestimate how important it is, the comments we continue to hear out of the president attacking gop leadership. The president not realizing if he doesnt have the gop on board, he will not get to his agenda. That agenda athat sparked such a market rally. In our experience, if you believe the market is a gauge of what investors think are going to happen, this is not a market thats betting on war in with north korea, but we are watching something thats known as a fear index. The Chicago Board Options Exchange has something called the vix. A volatility index and it has shot up around the north korea tension stuff. It surged 44 yesterday from this is whats important. It came from historically low levels. No volatility in the market. For months it was extraordinary there was no volatility. Nobody was worried about anything happening in the market. You may be worried a little about Interest Rates going up and may be worried a little bit how serious the Russian Investigation is but never rose to levels of mathematical or statistic concern on the markets. People are saying, lets take a breather. Weve had an extraordinary run. The spike on the vix was the highest since election day. A spike means people are getting scared. Also today, new turmoil at google. Abruptly canceled a town hall meeting two hours before it was supposed to begin. This is extraordinary. It was organized to answer questions submitted by employees aafter a google engineer, random engineer, not someone in Senior Leadership in the company, was fired on monday for writing a public controversial memo sharply criticizing the tech giants diversity efforts. James demoore claimed genetic differences may explain why we dont see equal representation of women in tech and leadership and also accused google of holding a left wing progressive bias. What google has done, taking a breath, seeing things are so emotional and heated. In a memo canceling the town hall, some of the questions employees submitted were leaked publicly and identified and causing some employees to fear for their safety. Its getting a little out of hand for google. We watched uber sort of cave in on itself. I think google can take lessons and say this is doable, its manageable, get on to this thing sooner than later. One thing we keep hearing in the markets, one industry on the rise is hate. When you see things like this come out, its extraordinary how divided people are right now. Lets get to the base of something with regard to this memo. Irrelevant of what he wrote in the memo, it is outside any corporate policy to write Something Like this and put it out there. If i have an issue with nbc and how it handles diversity, there are lots of channels in which to deal with that before going public. Doesnt mean theres no opportunity to go public ever. This guy seemed to have jumped all of that and decided to do this and got himself fired. I will say, i think you and i have learned and we continued to learn, Silicon Valley doesnt deal with this stuff well, doesnt deal with sexism or lack of diversity well. If you were outside, get clean as soon as possible, take off your outer layer of clothing, shower with lots of soap and water, dont scrub skin and wipe your ears and after the threat is over listen for information and stay away from damaged area. It was interesting to both of us that the governor of guam less than 48 hours ago was giving out a very casual response to a threat of an attack from north korea and saying everybody go about your lives, sort of ignore this, which i think maybe triggered folks to say lets give everybody a fact sheet. First, what are your thoughts here . President jtrump, kim jongun, the rhetoric is hot. The best piece of advice that most military people are offering right now is for both sides to breathe into a bag for a while. Look, rhetoric is one thing, action is another thing. And just cliff notes for our viewers, what are the actions that might suddenly appear that would make us nervous . There are several. Number one, north korea initiates whats called a semiCivil Defense exercise, which is essentially opening up the bunkers and key figures in pyongyang disappearing. The second thing is they have a demonstration, which they did in 2011 as you remember, that means engaging one of the offshore islands with ar till tri, shooting across the dmz or delivering an intermediate range missile towards guam. On the u. S. Side, watch for any effort by the United States to remove military family members from the peninsula or to elevate the status from 2 or god forbid to 1 or for south korean army to call out reserves. Those are the key markers that rhetoric this is a really important point. This is a really important point. So far what weve got is rhetoric. Absolutely. Stephanie and i are always concerned about policy made on tweets but thats the president s concern and i sort of admire the fact hes managed to get around the media on a lot of things. You would agree that rhetoric about war on tweets is ill advised . My god, yes. And i know from my friends in the pentagon, they are constantly saying you cannot manage a National Security strategy by screaming at each other. We know the North Koreans, as i mentioned before, have been doing this almost 70 years, its not typical for the United States to respond in kind. But my warning to our viewers before they get too nervous about all of this, stop listening to what both sides say and watch what both sides do. A key element in this is this you willchie exercise that begins on the 21st of august. I used to reason those exercises we can monitor those exercises to see if they are routine or any way they are extraordinary. Another key indicator of where all this is going. President trump has made the arguments the measures hes taking are a result of him being handed a disastrous hand from president obama. Whats your take . Thats not true. This kabuki dance has been going on for 70 years. It got serious in 1976 when kim ilsung decided to invade the south. The presence of u. S. Forces in the peninsula, they want us to leave. A lot of this nuclear blusterring is a means of trying to dedeuce this president or future president to pull out of the peninsula. As long as we stay in place and build an effective antiballistic Missile Shield which is fairly easy to do, we can check mate all of this bluster by the North Koreans. A lot of people have talked the language the president and Vice President and others have used there is too much of an error of strategic patience going back to the 70s and to now. I guess i like to bring up the iran example where while there are a lot of people who think the iran deal was bad, in a lot of ways they did trade off their Nuclear Weapons capability and so now we have whatever we have is not a Nuclear Capable iran.
