Facility in up state new york. Nbc news Learned Police is searching a wooded area 50 miles southeast of the prison. The two escaped murderers may have fled that direction after their escape over night friday. Nbc news has also learned that this woman is being questioned by new York State Police in connection with the prison break. Her name is Joyce Mitchell. She and her husband both work at the prison where joyce is an instructor at the same tailor shop where the two men worked. Abc news spoke with two friends who live near the prison. They say that shortly after the brazen escape they came face to face with the killers in their own backyard. So i go look at them and i see them. I ask them what the hell are you doing in my yard . Get the hell out of here. And he was like, sorry, i dont i didnt know where i was. Im on the wrong street. Now once you know who it was that you saw what are you thinking . Lucky to be alive now. Nbcs john ying is in new york and he joins us now with more on this. John, lets start about what were learning about the woman in question here Joyce Mitchell. Thomas authorities are describing her to us as a person of interest. She is being questioned. They stress she is not in custody and not under arrest. As you say, she is a supervisor in the tailor shop of the prison. Thats where the prisoners make the uniforms for the workers of metro north, the Commuter Rail system in new york city. As you say, the both escaped convicts worked in that tailor shop so they would have had contact with them. Theyre looking at her, talking to her as part of their investigation to see if possibly she might have provided inside help as they inhavevestigators have suspected from the beginning they believe these two guys had help on the inside to get out. And they are also looking at what help they might have had on the outside. Now, we do know, the investigators are telling nbc news, that on the day of the escape she had what theyre describing to us as a case of nerves and checked herself in to a hospital. Thomas . John lets talk about the honor block where these two men were housed. Explain what the honor block means. The honor block is a place where prisoners are assigned if they dont have based on their behavior within prison. Its not based on what they did to get there. But its based on whether how many infractions, if you want to think of it as high school how many demerits you get. Looking at these, the prison records of these two men, there are infractions but there are relatively few. For instance matt richard matt has infractions forgetting prison tattoos. There is also some infractions for fighting for what they describe in the record as hostility. But not a lot. Nbcs john ying reporting in new york for us. John, thank you, sir. We turn our attention now to texas where demonstrators marched, chapted and carried signs against b Police Brutal by. Community leaders calling for the dismissal of Mckinney Police officer Eric Casebolt after this video surfaced showing him throw a 15yearold girl to the ground and pulling his weapon on other unarmed teens. Casebolt is now on administrative leave while the Department Investigates further. Cameras didnt catch what happened before but police say they were responding to reports of disturbance at the pool. Today bakara attended the pool party and captured this video as part of the incident and toet told Msnbcs Lawrence Odonnell what happened before the Police Arrived. A group of black men were young men were at the gate of the pool and they were trying to get let in but we didnt know who they were and we were not with them at the party and everything. So we didnt let them in. We told no one to let them in. They went to the side of the pool and then started hopping the fence ands that when like some of the parents started complaining about it. Is that why the police were called, because of that . Thomas in all fairness there are a number of stories going around on what sparked this. It does sound like there was a school party planned. A family who had access to the pool had sought prior approval and received to it have a numb beof kids in but once the announcement got on twitter, then a number of students showed up who were not part of this class, part of the school or invited to the party. It seems a general consensus that may have been what sparked this altercation that eventually resulted in the video that you see and now millions of people have seen on the internet. Yesterday i spoke with brandon brooks. Hes the 15yearold boy who took that video and he had some interesting observations as he took it. Heres what he told me. I think it was like very racist because the cops are only sitting minorities on the ground and nobody who is white was detained or had anything to do with the situation at all. You were right there. I was right in the middle of a group of black people and then they had put them all on the ground except for me. Reporter hes saying everyone was sat on the ground except him. Hes there with his camera letting it roll for seven minutes. Now its the video that weve all seen. He feels that these children were racially profiled. You saw the hundreds that turned out last night. They marched about a half mile from a school to that pool. It was for the most part thomas peaceful but people are very angry here. Theres going to be no resolution on the officers status until the middle of next week at the very earliest. Back to you. Quickly, on the officers status. As we talk about leave, do you know the distinction, do you know if its paid leave or ub paid leave . Its paid leave, administrative leaf. Theres a process. He has five days to respond and the department has to look at its facts and then they will have some sort of resolution. As we said at the earliest middle of next week. It is paid. In the video you see the man identified as jose value less coon the ground surrounded by officers. One officer repeatedly hitsds him with what appears to be his baton. The video does not show what caused the officers to strike the man. The police chief described what happened saying it started after a calls that a man was assaulting a woman. During the course of trying to take him into custody, they attempted to tase him twice. The tasers were ineffective and this was common with people who are intoxicated with methamphetamine and it turns out by his admission, alcohol as well. Nbc is following the developments for us in california. Jacob, what more do we know led to this event and whether or not that during the time we look at the images of the officer am ledgedly beating the man, was the man properly subdued . Thats the question here because police are over the line, we know if the man is restrained and they continue to beat him. And it almost looks like that in the video. But one Police Analyst we talked to said that it appears to him that one of the mans hands is still free when hes laying there on the ground and thats what the police chief is saying he is high on meth am met 15 and never stopped resisting arrest. For that reason and because officers didnt know he had a weapon or not they continued to hit and his hand and his shoulder to try to restrain him. Now, the family says and we talked to them last night, that the man is mentally ill. That he wasnt high and that in fact, his injuries are very severe, that he sustained possible broken bones, bruises, cuts, and 100 staples in his head. So theyre on the other side of this. The police saying that it doesnt look pretty but its what we needed to do to restrain the man who initially was apparently trying to assault the woman in the first place. Thomas . Joyce may have known both men as all three worked in the prison tailor shop. One of the frightening parts of all of this is that prison escapes arent that rare. Frances is back now with a look at the numbers of just how common it is. It is common. These are interesting numbers thanks to our friends at the Washington Post as far as how often it happens. According to the bureau of justice statistics from 2013 most recent year available, there were just over 2000 cases of a wol or escape among prisoners serving sentences of more than one year. Now, that number is significantly lower compared with other years. Look at the trend mere from 2010 that number was over 2500. 2011 a little over 3100. In 2012 little over 2500. Those are the numbers overall. Now lets look at the numbers when it comes to 2013. At the state level. Look at the number of escapes in alabama. 687. In iowa 246. Connecticut, 199. New jersey 180. Indiana, 115. New york last weekend escape happened, 22. Again, in 2013. The majority of prison escapes, you have to keep in mind here they are caught within days. Were now in day four of the search for the two men from the clinton facility. But some as you can imagine managed to slip away. Perhaps one of the most famous, this woman, Joanne Chesimard who escaped from new jerseys clinton correction alpha sulity for women in 1979. She fled to cuba five years later and then was granted political a asylum. Frightening numbers on a problem most probably dont think about but the community there outside that correctional facility that Clinton Correctional Facility in upstate new york are thinking about that with these two men still out there. Now were talking about a lot of focus being paid attention to Joyce Mitchell a woman who worked in the tailor shop. Explain for all of us what is the atmosphere like on the inside with inmates working with civilians. People who get to leave every day . Well, you know, she kind of fits the profile. I didnt know until i just saw her picture what she looked like. Overweight, not exactly attractive. And on the outside she may live a lonely life even though shes married. But on the inside when you have all of these inmates that arent around women, theyre probably flirting with her, making her feel good about herself and i have personal knowledge from my ten years of federal custody of inmates that got involved with sexual relationships with female staff members. We dont know larry, whether or not what they connection here, shes just been described as a person of interest so i dont want to wildly speculate just based on her image about what her connection to these from things ive seen over ten years and more. Well, again, shes a person of interest right now. But i do want to play larry, for everyone something a former inmate at the Clinton Correctional Facility said about getting tools out of the shop onsite. Take a listen to this. Its very closely whooshed. When you leave the room you know, your frisked down. They want to make sure you didnt take a screw driver let alone a cordless drill or saw. We know onsite they say that all of their equipment has been accounted for, larry. But is it more common than we would think for inmates to be able to get power tools into a jail cell or somehow be able to get other contraband that wouldnt effective in escape . I would say that its impossible, especially in a location like that. All prison facilities have central tool rooms. The tools are checked out. Theres a shadow board. And if the tools are not all back at count time or when they clear the work details, they will lock the place down. They will conduct an investigation. I know of circumstances where there was just a little tiny Magnetic Drill bit that was missing and that person ended up going to the hole and being placed under investigation. But in this case these guys had power tools and i wouldnt be surprised if they had cellphones, possibly laptop computers, to aid them in their escape. They cut that metal hole in the wall probably a long time ago. The holes in the pipe and the manhole, that all happened later. So they had a lot of resources at their disposal. Somebody brought those in. And im guessing that it is this woman in the tailor shop that possibly she put power tools inside of the clothes and other inmates because they were in the honor unit, just wheeled the cart with the clothes over to the inmates and they just put the tools in their cell. All right. Larry, we appreciate your insight but, again, we dont want to speculate, over speculate ability Joyce Mitchell and being a person of interest and her connection to what the prisoners is at this point. Dr. Anthony fouchi says the patient was treated in india for tb before her trip to the united states. Were also learning her flight from india to chicago stopped over in the United Arab Emirates and that she traveled by plane to missouri and tennessee. Potentially, theoretically and perhaps even practically she certainly could have infected someone, but again, you need to put it into context that this is a relatively low risk of transmisibility, zertry not zero since there are documented cases of transmisibility on a plane. This patient traveled from india to chicago ohare and then on to two other states. They believe she has something called extensively drug resistant tuberculosis. Xdrtb. This is a very dangerous form of tb. The patient now in an isolation room here at the nih is only described as a female no age no nationality. While doctors treat the serious case of trug resistant tb federal and state Health Departments are urgently trying to track down hundreds of people who may have been in contact with her in several states. Just the biggest guns that we have as far as our antibiotics would have to be used in this case. And. Even when we use those theyre Still Limited effectiveness with this particular type of tuberculosis, xbr tuberculosis. In april she is believed to be travel from india to chicago and then missouri and tennessee before seeking treatment. Seven weeks after arriving in the u. S. She was diagnosed with active tb and transfer id by air and ground ambulance to the nih. Now the cdc and state Health Departments are trying to contact other passengers on her flight and anyone who might have come in contact with her in at least three states. While the risk of contracting a contagious disease on an aircraft is low, Health Experts take tb very seriously. People who are on that plane with her owe it to themselves and their close contacts to be followed up to see whether they are infected. Tb bacteria are released into the air when someone with the disease coughs sneezes, shouts or sipgs. The bacteria can float in the area for several hours. People with lowered immunity especially from hiv are most at risk. In 2007 the u. S. Quarantine in atlanta man who knew he had tb yet through from europe to canada and drove into the u. S. So when we take money out of the bank and when we take money in certain amounts out of the bank we are required to report in a certain way and he didnt do that. But whats interesting is that how did the fbi get there . They got there through individual, a, one of the victims that you mentioned. So lets talk about that because hastert was indicted for this bank fraud and then lying to the fbi after withdrawing 1. 7 million in cash from several banks as part of this alleged hush money, 3. 5 million figure to conceal Improper Conduct that happened when he was a high schoolteacher. So the lying to the fbi, how tricky is that one . They con fronted him. They said youre pulling this money out. No i dont trust the banks anymore so im taking this money out for my own reasons. They already knew what happened. He had been giving that money to individual, a, and had him trapped in a lie. Each count is five years in prison. One doesnt weigh more than the other. However, theres still, i think, whats more crucial is whats happening under the indictment, the sexual abuse of these victims and whether more victims are going to come forward. The money part is how they caught him. Right. And so how does hastert and if you were his lawyer how do you suggest he plea because if he says not guilty, that hes got to try to prove his innocence through this if he says guilty then that automatically is a windfall to the speculation that this was about inappropriate Sexual Misconduct that happened by a high schoolteacher. Today for the arraignment hes going the enter a play of not guilty but looking forward, which is what i think youre asking he could possibly get a plea deal so he would plea to a lesser count and then some type of culpability would have to be admitted. I mean and every time i see the video, all i can think about is that my brother was running for his life. And that was the last run that he would ever take. The Prosecutors Office says that it can get a conviction if officer slagers premeditation existed for a few seconds before the shooting. The attorney said hell not comment on any aspect of this case. The tenyear veteran is placed on administrative leave. Cameras didnt catch what happened before. And now another angle showing the officer holding down the teen girl and i spoke with her father and began by asking him whether his daughter was invited to this pool party. She was invited and apparently some of the other residents were becoming uncomfortable with the fact that a lot of people who were not invited were jumping the fences and coming into the party. One of the workers, an older white male was essentially carding people to say are you a resident and only asking the black residents and eventually a fight pursued with a couple of the women or at least two or three women that were there and the police were called so when the Police Arrived they dispersed. So you live in a diverse community, obviously, because weve heard from people talking about that its a mixed community. So being at the pool and everybody getting along is not something that would be foreign to the community. So what was it about the pool party that was so egregious to other neighbors . That i wouldnt have any explanation for that. You know my kids, they go there all the time without having any issues. The city i have never had any issues with the city of mckinney, the Police Department. You know i gave them agrade from me. I dont have any problem with them. It was just one particular officer and having a bad day that could have just ended into just bad for everybody. So she had her cell phone and was able to take some video. Explain how she was struck or punched by the officer. What happened . Well what happened was he had confronted her and my other daughter and my god daughter and a couple other friends and he directed them to leave the scene. So upon leaving, going home he stuck the flashlight under her chin like that. He said go home. She said i live this way. She had to walk around him to get away. To do it as he was instructing. So eventually they hear screaming and hes dragging one of their friends and starts essentially assaulting her and for whatever reason, i cant teach my daughter to do this. Instinct or whatever. Her and my god daughter ran to defend the friend. He punched her and once he punched her, she had the presence of mind to start videotaping. So, if this happened to your daughter, do you as a parent and do you as someone who wants to see peace within your community and also someone who wants to pursue justice against the officer, do you think that shes going to try to file charges against him for some type of assault . Thats a definite. Were already on that. Hes definitely going to have to pay the piper. You cant go around assaulting children and the alarming thing is he pulled out a weapon on unarmed teenagers. We hear about it all the time from st. Louis, to baltimore, new york. Philly, cleveland. It happened. And mckinney is not that type of town and i know they dont want mckinney to be another ferguson and will do the right thing and terminate this officer. Not just from the aspect of what you feel was captured on video by police but are you concerned about any type of underlying racial tensions that are in your own neighborhood because if this started from people at the pool that felt there were too many black kids showing up we got to do something, do you think that there is some type of underlying racism going on from within your own streets . I definitely can see that now. Before i didnt. And i didnt realize until if you look at the video, you saw half of the community, the White Community on one side of the street. And other side was the black community, black and latino on the other side of the street. Officer casebolt focused all of his energies on the side where the black and latino kids were and from what im reading afterwards, lot of people were saying, hey, they were coming to his defense. I dont know how they can be. Had the situation been a black Police Officer pinning down a little white girl this thing would be really explosive. All right. So my thanks to him for that interview. We asked the Police Department to respond to him regarding the allegations of assault and declined to join us or a statement about it. Den nis hastert, once one of the most powerful political figures in the country arriving at federal court for the arraign arraignment arraignment, first time seeing him in public since prosecutors released an indictment against the former illinois congressman. He is alleged to set up a Payment Scheme for 2. 5 million going to an unnamed individual, payments for, quote, past misconduct and the indictment alleges that he withdrew large amounts of cash to make the payments and set off trip wires. Now the indictment alleges that he lied to fbi agents when asked about the reason for withdrawals. Federal Officials Say alleged to have made payments to comp satd and conceal Sexual Misconduct of decades ago when he was a High School Teacher in illinois. He was asked as he entered the courthouse if he had a sexual relationship with one of his students. He did not respond. He entered the courthouse just like anyone else. He went through the metal detector, put the belongings through the x ray machine and he likely arrived an hour early to be processed with fingerprints and a mug shot. The hearing begins in an hour and it will be a very simple hearing and read the charges and enter a plea and assuming he pleads not guilty he will be able to leave on his own recognizance recognizance. Thomas . What can you tell us about his attorney . Reporter this is a very experienced washingtonbased trial attorney. Thomas greene. Well be bringing you rolling coverage of hasterts arraignment starting about a half hour from now and now to the other big breaking news stories following this hour it is more about that prison break from a maximum security facility in upstate new york. Nbc news learned that Police Searching a wooded area southeast of the prison. The two convicted murder earls may have fled that direction after the escape overnight friday. Meanwhile, a federal Law Enforcement official tells nbc news that they havent a clue where the prisoners might be or where theyre heading but nbc news also learned that a specific woman who works at the prison facility is being questioned by the new York State Police. Thats her. In connection with the prison break. Her name Joyce Mitchell. She and her husband both work at the prison. She is an instructor at the same tailor shop where the two men worked and nbc news talked with friends that live near the prison and say that shortly after the escape they came face to face with the killers in their own backyard. So i go look at him and i see him. I ask him, what the hell are you doing in my yard . Get the hell out of here. And he was like sorry. I dont i didnt know where i was. Im on the wrong street. Now once you know who it was that you saw, what do you think . Lucky to be alive, man. John yang is in new york joining us with the update. John, lets start first with the search. And then bring us up to speed about the woman authorities believe is a person of interest. Reporter well, 24078s, thethomas, the search is going on in wills borough. Earlier today, there was a report of two suspicious men. So almost immediately after it was reported Law Enforcement officials descended on that community our team down there said they saw officers search teams going into the woods there. Were still waiting to hear exactly what they might be finding or might not be finding. The state police did acknowledge or did confirm to us that they were looking for these two suspects. Two escapees rather. Two escaped killers in the woods around willsborough. Joyce mitchell investigators tell nbc news is a person of interest in their investigation. As they look into the possibility that someone inside the prison gave these two men help. Mitchell is a supervisor in the tailor shop of the prison. She is this same tailor shop where they make uniforms for the metro north workers is where the two escaped men worked. Its officials tell us on the day of the escape she had what they call a case of nerves and had to go to the hospital. Thomas . Yon yang reporting for us. Thank you. The big question is how are the convicts able to pull this off and get through a solid steel wall . Jeff rossen went through it piece by piece and heres just part of his report. Reporter how do you get through steel . This is a piece a quarter inch plate. From the pictures of the prison break, could have been that thickness. Reporter what kind of tools could they have used . This is a grinding wheel with a cutting blade. This is one of the tools they could have used. Reporter something this small to hide inside of a cell possibly. How long to get through . Anywhere between 30 and 90 minutes. Reporter look how much noise it makes. Noise and sparks. Now, keep in mind there was construction happening at the prison at the time. Some believe the inmayweathers timed their noise with the Real Construction noise. Once through the steel, another obstacle. This twofoot brick wall. We have set this up to show you how thick that wall was. This is about two feet. I guess these guys just carried the tools around with them. What would get through this. A chisel a crowbar. Takes long earl to get through than the steel because of the thickness of it. Thats jeff rossen reporting and a fascinating insight into how they were able to do it. We turn attention to texas where hundreds of protest earls marched against Police Brutality in mckinney on monday. It comes after this video went viral. The video showing Police OfficerEric Casebolt yanking a 15yearold girl to the ground and then pulling out his Service Weapon on two other boys. Casebolt is now on paid administrative leave pending the investigation. Now, cameras didnt capture what happened beforehand and police say they were responding to reports of a disturbance at the pool. Brandon brook shot this video and told nbc he thinks racism was involved. I think it was like very racist and because the cops were only sitting minorities on the ground. And nobody who was white was detained or had anything to do with the situation at all. You were right there . I was right in the middle of a group of black people and then they had put them all on the ground except for me. Moments ago, press secretary josh earnest asked about the president s views on the incident in mckinney. I dont know that the president s seen the video. He is aware of the news coverage. Early indication are local authorities have taken, you know what appear to be appropriate steps. They have placed that officer on leave. Msnbc National Correspondent joy reid joins me now live from mckinney. We saw hundreds of protesters. They marched yesterday. Do we know about more being planned as people ask for the full dismissal of casebolt. Reporter hi, good afternoon, thomas. Yes. There are more protests planned here. The national bar association, a largest africanamerican Legal Organization in the country, called on civil rights organizations and support earls to come to mckinney to this Police Station and protest tomorrow at noon. So that is the most immediate further protest that is planned. I can also tell you that officer Eric Casebolt sorry has now spoken with investigators as part of that internal investigation by the Mckinney Police department. That investigation is ongoing. Joy, what more have you learned since being on the ground about the neighborhood . You know i had an opportunity to speak with a father one of the girls that we saw in the video and shot her own angle of casebolt taking down the 15yearold. He the dad saying he didnt really feel like his neighborhood was one where there are any type of underlying racial tensions. That seemed to bubble up at this pool party. Reporter well, we do know that the neighborhood which we actually drove through the complex today, a beautiful complex, qui yet residential and suburban neighborhood. That particular complex is one of the more racially mixed complexes here. We do know that the mckinney is somewhat divided down interstate 75. The west side being about 80 white. That complex actually sort of straddles kind of in the middle. And whereas there may not have been obvious tension, this large group of mainly africanamerican swimmers did cause a problem and at least according to some of the young people who were at the pool party the anger was directed at the black swimmers by a couple of white dults. They want to find persons that may have had contact with her. Nbc news lernled that she traveled from india to chicago. Seven days ago with a stopover in the United Arab Emirates and by plane to missouri and then tennessee. And we also know now that the patient treated in india before her u. S. Trip. She spent two weeks in an illinois hospital before she was transferred to the National Institutes of Health Clinical study located in maryland. From the time that she was there to the time she came here all appropriate precautions were taken. When you take care of people who have tuberculosis you intermittently test yourself to make sure that you havent contracted tuberculosis even though it might be in a latent form. Maggie fox is a writer for nbc news. Com. We dont know anything about the patients background not a lot of information about her. But theres been this ugly social media outrage over why the person entered the country in the first place. Are there checks at ports of entry across the country to specifically look for this kind of disease . Well thomas there are millions of people who come into the country every year. There would be no way to check for each individual disease and this particular form of tuberculosis is very very rare. It takes weeks and weeks to check for it. People arent necessarily asked by customs when they come in they have tb an signs saying you should declare yourself if you do. Its entirely possible that this patient thought that she had been cured or at least that the tb was suppressed so that she wasnt infectious and felt it was safe to travel. Maggie thanks so much. We want to shift gears real quickly to breaking news to jump to getting word that the White House Briefing room has been cleared and here you can see the empty room. Josh earnest having a press briefing with a full house of reporters and media representatives over the last hour. But it has been cleared and we also know that there has been an evacuation from the capitol as the Capitol Police report a suspicious package in a Senate Office building. The tsa hearing was also cleared. This happened in the dirksen Senate Office building. Apparently they feel theres a suspicious package delivered to the capitol. We dont understand why there is an issue with anything taking place over at the White House Briefing room. Again, were just getting word of that being cleared moments ago. So the capitol evacuation of the u. S. Capitol police putting out continuing to investigate something that was sent to the a room at the dirksen Senate Office building and the surrounding quarters having been evacuated. Also the fact that this tsa hearing was cleared and we have the images moments ago showing you that that was cleared out and now the White House Briefing room. Our Peter Alexander joins me by telephone. Were you in the briefing this afternoon . Reporter yeah, thomas i was in the front row in front of josh earnest as his answers interrupted by two secret service who came to the door interrupted us. Said, excuse me, we have to end this briefing. Everyone please evacuate and follow us. We were immediately whisked outside right in front of the west wing before we were redirected into the eisenhower executive Office Building. The split in two. Some of us like myself along west executive drive. Thats a long drive where right in between the west wing the white house, and the eisenhower executive Office Building. Im standing right there now with some colleagues as frankly we have had no other information communicateded to us about what the circumstances were for this. There is a secret service agent, just beside us standing here. And were looking at the side door to the west wing and we have seen few as any members of the white house staff evacuated and unclear whether they have gone inside the building to some safe place, as well. Looking inside the room. The live shot exists and looking at an officer with a bombsniffing dog i assume going through the rows row by row, chair by chair and happened smul simultaneously about the hearing and theres an evacuation from the dirksen Senate Office building. Were you hearing about this sitting in the briefing with josh and he was taking questions, were you hearing about the fact of these other places being cleared . Reporter well we knew what happened in the tsa Briefing Room. I should note talking to you now we are now being we are now being walked into the eisenhower Office Building. Now going from between the white house and the building into the executive Office Building itself. We happened in the tsa heard about part of this. Peter, if you are still there, i think we lost the connection. Righthand side of the screen and the outside corridor of the white house that peter was referencing on the left half hand side of your screen is the White House Briefing room cleared. As peter was discussing, he was being moved into the eisenhower building next door to the white house and i think that because of being inside the building we lost our cell connection to him. Trying to get peter back. This is the latest in a string of rooms and places that have been cleared in washington today. First, we had the update coming in that there was an issue that was taking place at the Senate Office building. Basically, u. S. Capitol police putting out a report that they were investigating a suspicious package that had been placed at the dirksen Senate Office building and it was closed until further notice. And so they were looking into that. And then we had the update about what was going on. They had different bombsniffing dogs on site and then the video and showing that again as the tsa hearing was happening. They were informed that that meeting would be ended. And we have now how peter describing josh earnest interrupted and told to clear the room. Lets see how it all went down. Just to be clear we need to evacuate the press Briefing Room. Well come back. Where to . Shelter in place or where do we go . All right. So we heard someone come in about an Evacuation Order. Someone said, oh jesus, where do we go . We saw Peter Alexander escorted out of the building. Peter, so you have been moved into the eisenhower building. Correct . Yeah. Thats correct. We will slowly move the camera this way to show you. Members of the National Press corps in the auditorium adjacent to the white house. As we pan around right now, this is the place where the president and the vptd sometimes host events to make public statements and others of that sort. Jess if you come with me, try to take you inside exactly what we are witnessing. Whens ironically is you can see the evacuation plan on the door here. Something that all of us will pay closer attention to in the future. Walking this direction, ill walk you back outside. Of the eisenhower executive Office Building where weve been just standing. As you look this direction, well raise the camera up. You can see just about id say half a football field, 50 yards from here is what as we said is known as the west executive drive. Thats where the president and other white house staff and other dignitaryies arrive at the white house before entering on that side. In terms of information communicated to us at this point is next to nil. You are watching and seeing more than we are, frankly, with the camera that we turned on and left up in the Briefing Room just as soon as we evacuated. All right. Peter just to update everybody joining us right now, we will have you stay with us peter. I want to update everybody. The tsa hearing cleared eded because they had a telephone call a bomb threat was phoned in and then we have the issue with the capitol taking place where this suspicious package was reported at the dirksen Senate Office building and then now the situation with you being at the White House Press briefing and we see josh earnest at the podium when we get the word the room needs to be cleared. So peter, they have moved you next door where all the press is right now but youre pretty much in the dark about the extent of the reasoning was for the Briefing Room to be cleared. Yeah. Thats exactly right. I actually just as soon as this up to josh is peter, unfortunately, we are having trouble with your audio right now so if you can move to a different spot were going to check in now with nbc congressional correspondent. Where are you . Reporter on capitol hill on the senate side and monitoring the hearing that you refer to. Dealing with tsa earlier today, thomas. And it was unusual although not unprecedented. We are quite acquainted with the process of rooms being cleared or hallways being cleared on capitol hill because questions of security come up often. What was unusual today is that it was interrupting this hearing that was dealing with Security Issues, chairman ron johnson of wisconsin, seemed calm but was clearly sort of taken aback by it. Told to clear the room. All those persons who were a part of the hearing, the witnesses, the members, audience public all were escorted out. And then we were in hallways in what is known as the dirksen Senate Office building. Not the u. S. Capitol itself but across the street where committees and senators have their offices. If i could just say to the control room i dont have mix minus. And in addition, theres the issue of what happens next. The u. S. Capitol Police Brought in dogs. I was there as the bombsniffing dogs came through and the chief of the u. S. Capitol police kim dyne came to the scene and in a period of about an hour everything was resolved. There appeared to be no concerns. It was told to us that it was a telephone threat. A bomb threat. As described by u. S. Capitol Police Officials with a specific location in that Senate Office building. They wept through the procedures. We saw lots of officers. At the same time life in the capitol continued fairly normally, as well. There were other offices operating just fine. So there wasnt a sense of fear thomas. There was a procedure followed and by my recollection it was about an hour and it was all clear. Get back to my office. Back to my work. Look up. I see you and Peter Alexander talking about another prom innocent place in washington cleared by some sort of security issue. So, now we have two incident that is are getting a lot of attention. There is certainly the question of if there is someone trying to get Media Attention today, that will be something theyll have to sort out. But it is unusual to have both the capitol and the white house facing this sort of an issue. Thomas . The tsa hearing not resuming for the day. They have decided to conclude it. The hearing being over. Again, we have images before of the canines searching the brady Briefing Room and aisle to aisle, chair to chair sniffing through what is the area where josh ernst giving a Daily Press Briefing and then able to speak to Peter Alexander, moved into a different facility. Kelly, as you talk about the Security Issues and common that they will get a call of a threat or something of an issue, but out of the brady Briefing Room when they came in and said evacuation, i heard a voice say, oh jesus, is this evacuation or shelter in place. Reporter one of the big differences, thomas, is that the u. S. Capitol grounds are much more open than the white house. There are a very limited number of people to get into the white house for anything other than official business. But the capitol is much more porous place, a public place and so we encountered this even more often because there are lots of tourists and people who are doing business with different members of congress or different committees. They come in with bags and so forth and while everyone is checked, it is certainly more frequent to leave a bag or there might be something that looks amiss and they run down and check out. Spoke to a member of the white house staff person i know well. You know hear anything more than we are . He couldnt communicate anything new to me at that moment right there. I think catching up on what kelly just said and not unfamiliar for threats at the white house. Very rarely however, in this forum where the press briefing is evacuated abe last two and a half years, first time i experienced that happening at the white house. More often than not, it happens with a threat taking place on pennsylvania avenue just outside of the white house. Sometimes our live locations where you see so many of us standing along what we familyiar ly call the north lawn and very rarely and look at this. Real fast. Theyre covering up the cameras. Theyre covering up the cameras in the brady Briefing Room. A guard just walked up and covered up the interior camera in the corner that would be positioned behind josh ernst. And walked toward the camera stared at it and went to the door where josh typically comes in and out of. Grabbed the newspaper and stuffed it over the camera. Yeah. No. Youre seeing that. We are not seeing that. Thats not surprising they aware its off. Theyre watching right now. Members of the secret service and other members of Law Enforcement community. Secondly doing a live shot for the day, its obvious to us as white house members of the staff comment on our broadcast as they have msnbc and other networks up in the west wing in the day and not surprising as perhaps out of an abundance of caution to make sure whoever is responsible cannot see whatever measures theyre taking to try to clear that area. Well we can report that we were able to see the canine dogs going through aisle to aisle checking out that room. That to me is pretty unprecedented to walk up i mean, to witness that happening where they just walk up and cover the camera with newspaper. Peter, if you can give us a shot though from where you are, if you can pan around with your videographer with us just to tell our viewers, on the telephone with us. A bit out of sync an see peter matching up to when hes speaking to us and physically see him. But this is where everybody was taken out of the brady Briefing Room. Correct . Reporter yes. So this is where many members of the White House Press corps moved and called a south Court Auditorium and reporting a short time ago. We have been asked to stay in this room where members of the administration, the president certainly holds events with great frequency. Others are standing just outside the door frankly we moved just in here because the reception is better to communicate with you and having bounced back and forth, going in different places White House Television now has arrived inside the south Court Auditorium. Members of the white house staff setting up their cameras and tripods in here. We and turning the lights on which would give us the sense theyre preparing fidel castro some sort of a statement whether its josh ernst or communicate the situation right now. Thats not communicated. Stacy, if youll ask. The producer will try to figure out what that is. Theyve turned on the lights in preparation for what could be some form of a stimt. Okay. I dont know if we can get that tape reracked to show everybody again if theyre just oin joining us how those clearing the room and checking out the brady Briefing Room and we have one of the officers or guards go grab newspaper and put it over the top corner. Theres a camera and in this image right to the top of the screen where it says white house. Gov theres camera with a reverse shot of the room looking out over the correspondents and reporters who are there and it looks backwards towards the cameras set up into the room. We saw one of the guards or members of the secret service walk down the aisle and come toward that camera and then walk over to the left side where you the folding chairs against the wall by the blue door. Grab newspaper and walk over to the corner camera and put it over the camera up in the corner. This is not a live shot inside the brady Briefing Room any longer. This is tape playback from earlier with access to the room and the first officers with the canine dog arrived to go chair to chair, row to row, through the room evacuated. This all comes on the heels of the fact that they had the different areas with the capitol evacuated within the dirksen Senate Office building and speaking to Kelly Odonnell monitoring the tsa hearing and this is when the tsa people in the hearing got word about the evacuation. We have been told that the hearing itself is not going to be resuming for the rest of the day. Our Kelly Odonnell telling us that the fact that these types of situations not completely uncommon. They operate out of an abundance of caution with the calls and this is the first time Peter Alexander whos working as a White House Correspondent has been evacuated certainly from the brady Briefing Room and in all my years of covering the white house and doing cable yous i have never seen anybody walk up to the camera and cover it with newspaper like we just witnessed in the brady Briefing Room. That was a first, for sure. But we dont know what continues the happen in that room seeing the canines go through it and didnt alert anything or become alert to anything. This is video moments ago josh ernst was told about the evacuation and correspondents asked to leave. Kelly odonnell is with us. I dont know if you saw that from your location but strikes me as really odd that they walked up to the camera and covered with newspaper. Reporter different cameras are permanently positioned in the Briefing Room and one appeared to be part of white house. Gov allowing the viewer on a computer to watch the briefing. That could be the camera that youre referring to. News organizations also have permanently fixed cameras in the Briefing Room. And to go old school and take a piece of newspaper and cover it suggests to me they want to prohibit perhaps outsiders through the web to be able to watch a feed from the Briefing Room. It does i dont know and youll be able to tell if any of our camera positions have similarly been blocked that are owned by each individual network. A very unusual for the Briefing Room to be affected in this way. It is just steps away from the desks of white house staffers. Just around the corner from where the oval office is located. The white house is a very compact building in many ways and the west wing every inch of space is highly sought after. To be looking at the Briefing Room you are not that far from where white house staffers in the press box and senior staffers to the president would be and certainly the president s overoffice and so forth. Not that far. It seems all the focus on the Briefing Room based on what peter is telling us and what we have been able to observe. Thats interesting. There is a lot of equipment in that room. Theres also always been a lot of security and an easy ability to monitor that. I know when im over there assigned to cover the white house on days joining our regular team there, its often that you are walking about the grounds and stop and make certain you have the correct badge. Security is always high. This is an unusual way for it to play out. And again, i wonder if theres someone that made a threat who is, you know curious about the response and whats happening. Just for those viewers joining us right now, we are looking at the video of when the camera in the corner of the room was covered and there is one of the guards coming up with a newspaper. Covering out the camera that is located in the top corner there of the Briefing Room that gives the shot of the actual seats and back to the end of the room where most of the cameras are. Reporter in terms of the rights ultimately we are its the peoples house so to speak and camera there. There are multiple cameras in there. Im located physically to see that video and obviously nbc news feed in the front row and see that camera as its there to help document the conversations that take place, the questions and briefings of the president making statements to the press or press secretary is doing the same. But, you know, in terms of who sees the cameras, taking that picture live and colleagues have called the press office at the white house and physically just behind the wall where the president speaks and they are as of just a few minutes ago still on site at that location right now and obvious to them that those cameras are on and communicate and the secret service would see and made that decision and the reporters elsewhere, not a lot of dispute to have with that. Peter, we have a tweet of josh ernst saying that the White House Briefing will resume and if we can get that video showing again this is where ernst was told about the evacuation and we see peter and the colleagues other media colleagues escorted out. But i dont know if there we see him going back. These are live pictures now. So they have taken down the newspaper. And if we can show thomas right now we are allowed interrupting quickly. We are allowed to reenter the press Briefing Room and now slowly walking back that direction. At least were being told were allowed to reenter. Crossing out of the executive Office Building. They covered the other cameras with tshirts before they grabbed a newspaper, a sports section, and covered the other cameras so im not crazy but seeing up in the top corner there, yeah right there, theres a red tshirt and black tshirt covering up up other cameras and grabbed a newspaper and covered it up. We did not notice them covering other cameras earlier but we were able to witness the newspaper going over that other camera. Thats been exposed. Theres no newspaper, no tshirts over any of the cameras in the top corner of the brady Briefing Room. Patrick, how odd or common is it for these types of calls to come in, especially concerning an issue of anything to do with the white house . Well i think its its actually uncommon to get these types of you get threats but to clear the room im a little surprised they did that because everyone that comes in there equipment and personnel is always swept. But again, i guess they felt more felt that maybe being more cautious to go ahead and evacuate. Everything is normally swept, again, equipment and personnel. As we can see, on the lefthand side of the screen colleagues entering the brady Briefing Room and righthand side of the screen the live picture of media representatives escorted back. Kelly odonnell with me for the coverage. You wanted to say . Reporter thomas we have learned from the u. S. Secret service at approximately 1 58 p. M. Today they received a telephone bomb threat concerning the White House Briefing room. It was called in to the metropolitan Police Department. Thats the name for the washington, d. C. Police department. As a precaution the u. S. Secret service safes, the press Briefing Room evacuated. This evacuation limited as we could see to the Briefing Room and did not affect any other sections of the white house from the u. S. Secret service. Much like we saw on capitol hill and told it was a telephonic bomb threat and officials are saying occurred with the threat made against the White House Briefing room. That called in to the washington local Police Department. And then you have seen what has unfolded with a speep of that area and as we understand now theyre resuming so the u. S. Secret service says ss it was a bomb threat phoned in. Live images as media representatives begin to go back into the brady Briefing Room. A short timing a roughly at the top of the hour an Evacuation Order and giving the brief to the media. Peter alexander on the phone and see him outside. You havent gone back in yet. Correct . Yeah. No. We are outside the west wing right now and one of the cameras we have out there to find it you can see normally there would be a marine standing guard at that door. At the door. The president still inside the west wing. No marine there and unclear to us whether the president was removed or asked to go elsewhere and received the all clear. There are a series of several cameras from all the networks that stand outside the west wing. Okay josh ernst is about to start and im going to hustle back inside. One second. I can tell you hes not at the podium an give you that much. Okay, fine. Im walking in. Here we are. I see you. As we move back into place, the briefing will continue and give you a sense of where we have been standing obviously this is where we were evacuated from. We went that way outside as we were evacuated across the west exec. Me believes of the press inside this room on the other side of that where some of the press officers are. They were not evacuated as a result of this. Its been communicated to us at this time. Okay. Were getting somewhere and we believe the president is on the site. We saw the secret Service Agents with him a matter ago. Thats our best of understanding. The threat came in at roughly 1 53 according to the secret Service Spokesperson brian leary. We were evacuated a short time thereafter. Closer the 2 15. And i should note some of the cameras that typically sit just outside of the west wing had been tilted down. You talked about how the camera had newspaper on it. The cameras outside were tilted facing down so that the cameras outside the west wing would not be able to provide any sort of an advantage to anybody trying to keep an eye on what was going on here either. I see Jonathan Karl of abc walking through the blue door. Can you just walk through the blue door . You can. Im grabbing my ifv in case we do a live report. We do it with great frequency. Theres john right now. Thats an Associated Press reporter right next to him right now. We do that. Evacuated we went Different Directions from the press, members of the press office. We were in a compromised position in terms of ability to get any new information. All right. Just so you know because i was trying to describe it before. Its the cameras on the righthand side of the room to the right covered. Some by tshirt and then by newspaper that we were able to witness the fact that they wanted to keep the continuing sweep of the room clean from us seeing and theres the gentleman covering wit the sport section. The other two cameras covered by a red tshirt and a black tshirt. But we dont know to what extent why they would they need to do that after watching live images of canine in the room. Again, we expect josh ernst to continue and resume. How much further along in the press briefing do you think you had when this happened peter . They can go for a listening time i dare say. Probably 45, 40 minutes into this and anticipating another another 15 minutes to go and i doubt its focused on anything than what i just experienced and josh i suspect is getting briefed right now and a better understanding of what happened here, whether the president or family impacted in any way other way and details to of that extent. And also the detail of what you noticed typically of a marine positioned outside the door you walk by and the president is in residence. Yeah. Not so much in residence but that he is in the west wing itself. And when we walked back over the marine was not standing there at the time. So for whatever thats worth, that was another item that we noticed that we took note of as we reentered the room. And that marine was there when you were being taken over to eisenhower . He was. If youre just joining us the fact that we had different irkss taking place at the capitol, the dirksen Capitol Building and inside the White House Briefing room. The brady Briefing Room that had to be evacuated after they received today at approximately 1 53 a telephone bomb threat concerning the White House Briefing room and called into the metro p. D. Should be here in a matter of minutes. We got our second twominute warning of the day. Thats the first time ive experienced that. Whether president obama or his family or other me believes of the staff were impacted. For a better understanding, right here inside the brady Briefing Room. Barely 30 minutes ago before we were evacuated. The press corps evacuated from this area. As we have been reporting, we get evacuated with some frequency as a result of whatever it may be a package thats suspicious on on pennsylvania avenue or the front of the white house. However, this is the first time that i have certainly experienced anything like this with the press physically evacuated from the Briefing Room itself. Thomas . Peter, thanks so much for keeping us posted walking us through this from when the Evacuation Order was given all the way over to the eisenhower staging area and then walking us back through as the room the Briefing Room was cleared. Just to give you an update on whats transpired as many of you may have heard from the secret service shortly before 2 00 today a telephonic bomb threat concerning the room that we are now all in was called into the metropolitan Police Department. Local Police Department contacted secret service officials. Who determined that for the safety of all of us they needed to evacuate the room. And to sweep it. Fortunately here at the white house, the secret service maintains the resource that is are necessary to quickly make the room safe and make sure that its safe for all of us and they did that quickly. And now were ready to restart. Before i get to your questions, i used our brief respite to get us more information, roberta, in terms of your previous question about encryption. I can tell you that officials at the white house have received a letter. We are aware of it. And we appreciate the input and perspective of these organizations. The administration firmly supports the development and robust adoption of strong encryption. The president himself acknowledged a strong tool of commerce and trade, safeguard private information and promote Free Expression and association. At the same time we are also understandably concerned about the use of encryption by terrorists and other criminals to conceal and enable crimes and other malicious activity. And but the fact is that even though some people misuse this Encryption Technology we believe here in the administration that responsibly deployed encryption secures private communication and commerce and worth supporting. Josh who covered up the cameras in this room . They were covered up or pointed down. I mean these are cameras owned by News Organizations. We were all escorted and wasnt anybody with the News Organizations and somebody cut off our ability to see what was going on in this room, who did that and why . I was also evacuated alongside you, john. I was not in the room. Because these cameras again are owned by the News Organization and even outside were tampered with so that we wouldnt be able to see what was going on. Josh was president obama or his family or any way impacted or evacuated . They were not. This is the only room in the complex evacuated. You were evacuated and not only this room. Who beyond this room or how far outside of this room did the evacuation did into effect . I said that i was evacuated and left the room. You stayed in the white house. So safe to be in the room aegis ent and not in here. I was not in the room aegis ent to here peter. Lets just do this one at a time. This room was evacuated. Was the lower press room evacuated . Considered part of the press area. That the White House Press operates so the staff that works there came into my office while the room was swept. Any staff outside of this room adjacent room evacuated . Any senior staff or staff within the white house evacuated . It is not it is my understanding that no one else was affected. Is it concerning that the evacuation one at a time. The call came in at 1 53 p. M. And the evacuation took place at 2 14. More than 20 minutes passed in that room. Any reason for concern of the delay before the evacuation took place . No. This is a decision thats made by secret Service Based on information they had received. I dont know how long it was it took for that information to be transferred, transmitted to the secret service and the decision made to evacuate the room. The evacuation was conducted to protect the safety of all of us. What was the president doing, what was he physically doing . Im not sure what he was doing. He was here at the white house you bym not sure where he was. In the oval office at the time . I dont know exactly where he was. He was here on the white house grunds. Serious enough threat a bomb threat, right . Thats my understanding, yes. Serious enough to move us over to the executive Office Building why would the president not be moved out of the white house . Chip, again, these are decisions made by the secret service. They did that in the interest of keeping us safe. But i suspect that part of the reason for moving you to the south Court Auditorium to be inside and be in the air conditioning. But thats what theyre trying to do is make sure to quickly clear the room kr ch they did and allow us to come back here and go about our business. The president wasnt in any doinger . Certainly not that im aware of. Do we know if theres a connection it was connected to the security incident that we saw on capitol hill today . I dont know. You should check with the secret service about that. Okay . John . You said you were evacuated but you mean you went to your office. Thats correct. I was evacuated from this room. How close your office is . Its not far away. Just hard to imagine why a bomb threat that would necessitate evacuating this entire room wouldnt affect a rest of this west wing complex. Just quickly can you tell us how it is that the rest of the west wing could have stayed in their offices while we had to leave . I mean, if it had been a bomb, is there fireproofing . Bombproofing that exists between here and there . Stay while we had to go. I dont know the security measures in place to protect the white house. My understanding they swept the room with the inspection of the room by some experts and i know that they had canine units in here. No. I was asked to leave the room in the same way you do d. In your office no. I was not told to shelter in police. We are feet from your office and the oval office and also feet from the residence. Theres a close proximity. Was anyone else told in the residence maybe to move or over here to shelter in place while this was going on and seems like a serious scenario that they had gone in offices, under desks, dogs walking through and no one was told to move or shelter in place except for lower press. Well april, im sharing with you all the information i have right now, which is that based on a threat that the secret Service Received from another Law Enforcement organization about the press area at the white house, the press area at the white house evacuated for the safety of all of us and the secret Service Using resources that they keep here on the complex was able to quickly search this location and conclude that it was safe. As soon as they did, as soon as they did, we were able to come back in the room and pick up where we left off. But they moved us. We went outside. You said to keep us cool and i dont think it was. We were out there. You were in your office. We went to pebble beach first and then moved us down into the next building on the campus and further back. It wasnt for coolness. It was because of a fear. So my question is with the proximity to everyone and everything here the seat of power feet away and they were not moved but we had to be pushed all the way back im trying theres something not jiving and mixing and seems odd. April, for the questions you have about decisions that were made by the secret service, then i would encourage you to contact the secret service and maybe get you more specific answer to your question. To break into a briefing which they dont they had to think about it coming in. I watched them. They had to think about stopping the briefing no one was moved and doesnt sound right. Im sorry. Does it concern you that if the bomb was in the building that you were so close to it potentially, and does it concern you if the bomb was called in as a threat that somebody in the press corps might have had on their person that the entire press corps kept together in a small area well away from the white house . No. I have complete confidence in the professionalism of the secret service to make judgments but for questions about why those decisions were made and how they were made you can direct tlem to the secret service. I wanted to clarify, was that before or after he had been made aware and you at the white house became aware of this breach of 4 million peoples identifying information . I dont know of the precise sequence of those events but i will tell you that its not unusual for the president to spend time at a Cabinet Meeting talking to the leaders of his government about the importance of Cyber Security. But i do know that as recently as the most recent Cabinet Meeting two or three weeks ago that this was an agenda item and the president made clear to members of his cabinet that how seriously he takes Cyber Security and how important it is for the leaders of those organizations to prioritize the effort, to upgrade our cyber defenses put in place software that can mitigate the threat from cyber intrusions and also make sure that we have the tool that is are necessary to adapt to the everevolving threat. Is he talking to the director since the breach was revealed since he became aware of it . I dont believe so. Okay . You have a few decisions coming up between the Health Care Ruling and expected to come out of the Supreme Court, the upcoming trade vote and then obviously the deadline for the iran talks. When the president and his top aitds look at whens happening in the next few weeks, how do they view these key issues as influencing his ultimate record while here in office . Thats a busy summer. The Daily Press Briefing just wrapping up and halted right in the middle of a bomb scare caused the full evacuation of that room. That was just last hour. Peter alexander among the reporters shuffled out. A telephonic bomb threat concerning the room that we are now all in was called into the metropolitan Police Department. And that was not the only incident in washington this afternoon. A tsa hearing on capitol hill was also cleared out for another called in bomb threat. That also has been given the allclear. And thats the term used when they have done their due diligence. They brought in bombsniffing dogs personnel from the secret service at the white house and u. S. Capitol police here at the capitol and they checked out these threats and fairly quickly determined there was no reason to be alarmed. The larger issue is whos behind it and is it coordinated and intentional to have two high profile news events
