Our initial reaction was to place the officer on administrative leave so that we can conduct a complete and thorough investigation of the incident. So heres on angle of the incident cap chufrdtured on the cellphone. Police say three officers initially responded to a disturbance call at a party at a Community Pool. Cameras didnt catch what led up to the fistfight or anything else before Police Arrived but the controversial incident is the subject of our being questioned today. Do you agree with groups who claim race was a factor many mckinney . I want to bring in Msnbc National Correspondent Joy Reid who has been getting the latest detail on the back and forth here. Joy, what do we understand about the incident that led up to the video . Thomas i spoke with the father of one of the young when who did have that Service Weapon drawn on him and subsequently arrested the only person arrested. I also spoke with the leader of the next generaltion action network. They say the incident began when a pool party that was thrown by a resident of the complex where this incident took place was interrupted by a pair of adult women, white women, who objected to the number of africanamerican kids who attended the party. Im told there were two separate physical altercations between adult women and teenagers that started the incident and led to a call to 911. And then you see what happens once the Police Officers arrived. So were going tv later on in this hour from the next Generation Action Network dominique alexandra as well as lashona burke, the mom who planned the pool party for her daughter. And were going to talk to them about the details. But the video, it really has caught everybodys attention. It shows the officer doing this flip roll at one point and then chasing after the teens. What more do we know about him, his record . He has been placed on administrative leave. Eric casebolt is a ten mf tenveteran and u. S. Navy veteran and a supervisor promoted last year and my understanding he was the most Senior Police officer on the scene. You can seed a one point when he does draw his weapon one of the other officers seem to almost try to back him off a bit before they then pursue the other two young men. One of whom was arrested. We dont know much more about him other than that record. He had a Linkedin Profile that was deleted. He had a Youtube Channel that is still up that is social media is paying very close attention to it because this video is actually on it. Joy, what are you hearing from the other side of things . As i was doing Research Getting ready to talk with the mom and also from the next generation network, there were other social media postings, members in the community saying that a few thugs spoiled a Community Event by fighting jumping over fences into a private pool. Another person saying that twitter, turned this into a mob event that there was a deejay that was playing music on the side of the pool that send out a tweet about you can get in for 15 a head that that caused the number of people that showed up at the pool that may have been uninvited. I did confirm with one person via social media who claims to have been at the party and said that someone did post an invitation to the party on social media which might have attracted additional people to the party. But i have not been able to verify the accounts of those who claim the party was not authorized as you are going to speak with the mom. She lives there and she threw the party for the daughters. A grand jury gathered North Charleston Police Officer Michael Slager for murder at shooting death of scott. Scott was shot and killed by slager in april after fleeing from his vehicle after a traffic stop and it was this video shot by a bystander that led to slagers arrest. Prosecutors say they are now ready to move forward. We felt like the facts that were presented to us by sled warranted our seeking the indictment by the grand jury and well move forward now in preparing our case. Joining me now on the phone is reporter with wistv. How is Walter Scotts family reacting to the fact that this is moving forward with the indictment . Theyre thankful for this indictment thomas. It didnt take long for the grand jury to come back with that indictment on a murder charge for former North Charleston program man slager. Slager will face a jury trial. Hes charged in the april 4th shooting death of 50yearold walter scott. A moment people all over the country saw go down because of that cellphone video that surfaced that you just showed as well. It was that video that led to slagers arrest and ultimate murder charge. Slager shot scott a total of eight times as he ran away. This all happened shortly after a traffic stop because the case is still high profile some people were concerned that slager would not get a fair trial. News Conference Today felt he has faith in the people of charleston. We also heard from the family and the attorney of scott as well scott family attorney who says this is just an example that if you keep faith even in the darkest times you will see the light. Were hearing from slagers attorney savage reading a statement, quote, we were informed by the solis or that the grand jury has indicted Michael Slager on the charge of murder. We do not know what other charges if any the dj has considered. We have yet to be provided with the discovery material that we requested some time ago and so we remain at a disadvantage in addressing any questions at this time. What are the next steps . The next step is pretty much present that evidence and find out exactly what will be presented in court and then go to court. This is basically the first step in this legal process. So i can tell you this the attorney does say that they do plan to file a civil suit as well so that can throw another wrench in this whole situation here. Theyre saying this whole thing should not have happened. So theyre planning to file a suit against the city of North Charleston as well as North Charleston police. Wis. Thank you. Appreciate it. I want to get you up to speed on the two killers on the lam after their dramatic jail break in upstate new york. Today Governor Cuomo said that richard and david sweat had help in their escape from new yorks largest maximum security prison. State police, the department of corrections, federal marshalls and the fbi are working this case. 100,000 reward is being offered for information leading to their capture. Authorities believe the pair fled Clinton Correctional Facility sometime friday night or saturday morning. Both used power tools to drill holes behind their beds while dummies, they stuffed clothes, used them as decoys. Then cut into a 24inch steam pipe according to cuomo shimmying through the pipe. They eventually cut another hole from inside that pipe to exit it and then the two navigated another series of tunnels until they exited a manhole outside of the prison about a block away. So the escapees even took the time to taunt their pursuers, leaving a escape route, postit note. It showed a racist image as well as the words have a nice day. On the today show this morning Governor Cuomo had a message to the men about that postit note. They had a little bit of the comedian in them. But i plan on giving them back that note savannah. Nbcs john ying joins us now from denmoore in new york. Any sign these men had help from the inside because they had power tools to escape . How were they able to acquire those . Thats the question that theyre looking at thomas. As you heard the governor say he did believe they had help from the inside. The prison itself has all their tools immediately after the escape was discovered, they accounted for all of their tools. The prison tools. The focus or the speculation is now about contractors. Theres a fair amount of construction going on in this building. Its an old building on some renovation going on. Upkeep going on. So thats one thing theyre looking into. The other thing theyre looking into the governor said this work, the amount of work that went into this could not have been accomplished quickly. It happened to have been done over a series of days to get everything done. It had to have made a lot of noise. There would have been sparks and odors and all sorts of things that would have drawn attention. It would have been heard. Thats another thing that theyre looking into. Thomas . Taking a look in the background of their Violent Crimes and has a break down for us. Some of their crimes of violence there going back in some cases even decades. Lets look. Definitely the case here with 49yearold richard matt. He was serving 25 years to life for kidnapping beating, killing, and dismembering his former boss who had fired him. That was in 1997. He was then tipped off by a detective about his pending arrest and then he fled to mexico. But the violence didnt stop there. While there, he was arrested for stabbing an american to Death Outside a bar in a robbery attempt. He spent several years in a mexican prison. Then it wasnt until 2007 when he was convicted and brought back to the United States there for rickersons murder. Before that he was accused of rape in a 1989 case and also assault in 1991. He was sentenced to two to four years in those attacks. This wasnt his first prison break. He escaped from an erie county new york jail in 1986. Lets look at 35yearold daniel sweat. He was serving a life sentence with no parole for the 2002 killing of a sheriffs deputy. He and another man broke into a house in pennsylvania and stole rifles and hnd handguns. He shot the deputy 15 times and convicted of first degree murder. Brutal history of violence by two men in authorities are calling extremely dangerous. As extraordinary as their prison break was using the power tools, making the dummies. If we show the whole video, the wide portion of the video you would see that this part of it is just a tiny little paftrt of this video taken in a parking lot where they say rahim was about to board a bus. Authorities say that just two hours before this he had been wiretapped on making a phone call to a friend of his saying that that day he wanted to attack police thomas. On the right side of screen youre saying activist groups in texas demanding justice after meeting with the Mckinney Police chief. This is what happened after police say they were responding to a disturbance and reports of teens near a pool party posted on twitter. Mckinney texas Police Officer unholsters his gun as teenagers in bathing suits run. Pushing a teenagers head in the ground. This video was viewed at a rate of 300,000 an hour on sunday which led to this post on Police Departments facebook. It says one of the responding officers has been placed on administrative leave pending the outcome of this investigation. The video getting the attention appears to be midstream and a longer timespan. We dont know what happened before the recording began but it starts with the officer in question appearing to trip while in pursuit. Sir, get on the ground. A moment, sir. I told you to stay. The officer pulls the girl in the orange bikini to the ground. On your face reporter pushes her head into the ground, dragging her, putting both his knees on her back. After onlookers scream unholstered his gun as two young males run. Two other officers rushes in putting his hand on the ranking officers shoulder. Moments later one of the young people who ran is led back. Possible discoloration around his mouth. As it calms the officer explains part of what went wrong. And then there are reports of those who believe that there were some white adults female adults who were objecting to the number of africanamerican kids and teens out this pool party and that may have escalating this, too. New York State Police receiving 300 tips in the hunt for the two. Today on morning joe, new york governor said that the men must have had a police in their escape from new yorks largest maximum security prison. I would be shocked if a correction officer was involved. But someone assisted them at least with equipment. State police, the department of corrections, federal marshals and the fbi all working the way. A 100,000 reward is being made for information leading to their capture. Authorities believe they fed the correctional facility friday night or saturday morning. Both using power tools to drill holes behind their beds and dummies used as decoys. They then cut into a 24inch steam pipe. This is according to Governor Cuomo and traverse the way through the pipe. They eventually cut another hole from inside the pipe to exit the two men navigated another series of tunnels until they exited a manhole outside the prison. Joining me from upstate new york is nbc news correspondent john yang. Wheres the hunt focused now . And also the investigation into who helped them behind the scenes . Reporter the hunt really is its i dont know if i hesitate to use the word focus. They could be anywhere. Theyre looking in new york state. Theyve alerted officials in canada. They have alerted officials in mexico because one of the escapees spent time in mexico. At the Canadian Border which is only 25 miles away customs and Border Patrol beefing up inspections there and also heightened sense of security and awareness. Now, as whether they had help or whether they who might have helped them on the inside and whether they had help on the outside, theyre interviewing civilian employees of the prison and theyre interviewing contractors to see how they might have gotten those tools, how they might have learned sort of the maze of steam pipes and tunnels in the building to make their way through and try to figure out exactly where they are now and how they got there. How they got out of the prison. Thomas . John when the men were able to pull off their escape they used clothing as a decoy . Is that correct . Their beds . Reporter they put a bundle like out of the movies. Out of an old 1940s movie. They had some sort of bundles. Apparently clothing in their bedding, in their bed to make it look as if they were sleeping. Thats a difficulty the officials are having in giving us a time an exact time of the last time they were seen in the prison because those bundles could have fooled people into thinking they were there. And john have authorities and investigators and those within the correctional facility explained the relationship between these two men . How they were able to plot this out, if they were held in separate cells . Reporter their cells were neighboring. We dont know anymore about their relationship inside the prison. They arrived within a year or two together as i recall. But we dont know really very much about how they got together, how they teamed up. And as to the current search they dont know whether theyre currently teamed up or whether they have gone their separate ways. John, fascinating story. Thank you. Want to turn attention to breaking news out of South Carolina. Former Police Officer inditded in the shooting death of an unarmed black man. A grand jury did indict Michael Slager in the killing of walter scott. Scott youll recall was shot following a traffic stop in North Charleston in april. Police say scott fled because he was behind on child support. Slager said he feared for his own life and this bystanders video came forward and brought forward now an indictment. Joining me is matt byce. Whats the reaction there in charleston to this indictment . Thomas the reaction really now is patience. Of course as you said the solicitor announcing an indictment this morning. The grand jury came down with that indictment. And the solicitor didnt waste time making announcement that hell be charged with murder. How does that charge work here in North Carolina. You will hear murder 1 or murder 2. Here in South Carolina murder with malice aforethought and the way to take it in South Carolina. When about the sentence . Could be life or life to 30 years. Now, if he get it is 30 years, he will have to spend 30 years in prison. No say, time off for Good Behavior or anything like that. Thats predetermined sentence and 30 years. The family the scott family they have been pretty great through all this. All the situation since april. They are basically said today that they had faith the criminal charges would come and they did. Now they say they will remain patient when it comes to the civil suit because when theyre saying, they want to hold the city, the chief of police, the mayor liable in the case saying slager should have never had the opportunity to meet walter scott because of previous violations or allegations. It could be several months or a year before it goes to trial. Matt thank you so much. Turning attention now to texas and the disturbing video that showed up of an mckinny Police Officer yanking a 14yearold girl in a bikini down to the ground and see him pulling the Service Weapon on two other kids there. Now, nbc news learned the officers name is Eric Casebolt and placed on administrative leave. Parents of some of the teens at the party calling for his complete removal. This guy was just out of control. He should be drug tested. And then fired. But he shouldnt keep his job. And im not going to stop until he is fired. Police say three officers initially responded to a call about a disturbance at a Community Pool party. Cameras didnt catch what led up to the fist fight or anything else before Police Arrived. Following developments in the case with nbc news correspondent jacob rascon. What more do we know about why police were called to the party in the first place . Two series of phone calls into the Police Department. The first was about uninvited guests who apparently refused to leave. This was a Community Pool that was exclusive to a certain neighborhood. But which you could invite guests to. But the calls came in that there were way too many people dozens and dozens of them refusing to leave. And then moments later, police say they got another series of 911 calls about active fighting. We see some of that in separate video. Two people who appear to be fighting. Its important to note that the video only shows so much. We dont know all that led up to the fighting. There are conflicting reports of who was invited and who was not and telling whom to leave and who was allowed and two series of calls about uninvited guests and active fighting. What about the officer we see in the video right now throwing the young girl on the ground. Nbc news learned that the officer is a tenyear veteran and learned the process of what will happen now. We know that hes being interviewed by internal affairs. The police chief has 72 hours after that to issue a response. So earliest time of a possible action is next wednesday. Thomas . According to the police they say that they went up to rahim in yellow and came out of the cars. They retreated they say 15 to 20 yards. Kept telling him to drop the knife and when he got within three or four feet of one of them, they decided to fire and you will see him go down there. And then one of the officers goes over and they well, now just looping the tape i guess. After the shooting, if we were continuing to see it see an officer take a knife from him. But as the police say, just you heard just a moment ago those who are arriving on the scene had been told that just two hours earlier there had been a wiretap phone conversation in which the fbi claims that he told another person he was going to attack Police Officers either that day or the next. Maurice, let me start with you. What did your children tell you about the party . You have five kids. That ages 6 to 16. What did they say about the pool party . Well, they just said the pool party, there was an invite and the kids came to the pool actually have fun at the pool. My wife actually took my younger kids there so they did have parenting there at the time of the pool party. Maurice, what about the other kids apparently uninvited that came to the celebration, end of Summer Pool Party celebration . What is your wife saying about how many kids were in there . Reports that people told they could not come in not properly invited and some kids climbing the fence. Is that true . Well according to my wife they were actually talking and telling them that they could not get in the pool if you didnt have a pool pass. So according to i think to the rules that you can have to one pass you can have two guests. But i dont know how many actually individuals that wasnt from the actual areas but she said she didnt see a lot of kids climbing the fence but she said there was kids trying to get in and the Security Guard was trying to enforce, you know asking for i. D. For more of the black kids but he was skipping over the white kids but like i was telling them it doesnt matter if its blackhawk or white. Basically if you treat everybody the same treat everybody the same. One of your neighbors in the neighborhood, bennet emery, who is black posted on facebook about the event saying look i live in this community and the incident is not racial at all. A few thugs spoiled a Community Event fighting jumping over fences into a private pool harassing and damaging property. Not everything is about race. We have other issues that need our attention. Other flights of madeup make believe causes. How would you respond to that neighbor saying itd es not about race. It is. Mckinny is a great neighborhood. I havent had any problems with my kids with anything going on within the neighborhood. But if you look at the comments thats on some app looking at the actual residents are saying its kind of somewhat of race but its not race. Its just basically there was a bunch of kids that got together and you can even ask the residents there. Movie to go you know they have movie night every month and its over 200 to 300 people attend that movies to go on movie month at craig ranch. And the pool is full just as well as it was that friday night. Mr. Alexander, let me ask you. Your organization next Generation Action Network held a press conference. You believe its a racially motivated event. Why . Well the reason why you talk about the young men that put the comment on facebook. We find his statements very contradictory contradictory. When we looked at and interviewing the young lady that put the party on it definitely showed about racism. Because the young people was asked was talked to very very racially in the pool area and the young lady in the fight that her mother was hosting the party said why are you talking to this young girl like that . She looked back and said shut up and go back to your section 8, you know place or whatever, wherever youre from. It was very volatile you know back and forth. So, from there, thats what started the fight and the escalating of the problem. For them to say that these kids were not out there, a black family organized that party. They did it on social media. They marketed it at their local school. All of these kids had a right to be there at that park. All of the kids harassing that sevenminute video were residents of this community. Young lady that knee in her back was a resident of this community. But the officer never stopped to investigate what was going on. Mr. Gray let me ask you. We need on the video and maybe you know more of your neighbors and maybe you dont know all of them but we see a man in a khaki shirt and jean shorts a white man, thats standing over as the officer casebolt is taking down the young 14yearold girl and then chasing away two boys with the weapon drawn do you know who this man is . No i dont. Ive heard that either he was they said it was a Security Guard where he was some part of the excuse me. Of the hoa management. Im not for sure who he was but he was one of the guys that i think was trying to ask for i. D. S and trying to get the i guess, the party to a minimum. How are things in the neighborhood, mr. Well according to its kind of little bit disturbing right now because of the comments are being said of maybe trying to be racially motivated. Now more importantly, what do they do afterwards . So when they get out, do you think they Stay Together or they separate . They have had good luck working together to this point. The most factor is finding the inside man or woman because theyre the key to this whole thing. What information did they do the money, the financing, the routes, where are they going across the country or staying in america . Mexico perhaps. Where are they they . So the governor said the tunneling of this nature would have taken several days. Would have taken nights to do and figure out. How could they have gone unnoticed for such a long period of time . Well its going to be interesting to see the patterns of the Prison Guards but once again we could look at that once theyre apprehended. Right now, im sure theyre looking at like the electronic information, you know, whens out there. You know . Who gave them the schematics the back end of this prison. Right. What route are they going to take going across the border . Also, they probably changed their look. Are they wearing, you know wigs . Are they shaving or growing a beard . All this has to be thought out and expand that circle the find these two. Yeah. Not just a matter of getting out but the plan of getting away once they get on the other side. Bill, great to see you. Team 6 which continues to intrigue americans five years after gaining notoriety or killing bin laden now a true history of s. E. A. L. Team 6 and finds its one of the nations most myth olologized. I think what the officer was trying to say there was just that if you go out night after night into darkened compounds, no idea what you find around each corner killing people sometimes, you know returning soaked in their blood, thats going to develop a certain attitude there, a certain intensity that i guess is necessary to get through that kind of deployment. So you report that the s. E. A. L. S dont always fight clean, half dozen former officers and enlisted troops said they knew of civilian deaths caused by team 6. Even a former senior enlisted member of s. E. A. L. Team 6 said he witnessed members kill civilians, four or five times during deployments. So as americans, we can understand where certain resentments in Foreign Countries come from when our officers come in so could the civilian death vs the have the opposite affect and make americans less safe . Some operators expressed exact think that concern saying when youre kicking down the door of a house maybe there are no enemy inside but when you leave probably a couple people change their mind about the United States of america. So i think that the question is you know when is proper to use these guys . Is there such a thing as overuse . Is there such a thing as being too aggressive . Because of the units secrecy, these are issues not often discussed fully. Talk about the limited oversight. Sure. A former senior social operations official said that the command investigates the joint special Operations Command and kind of saying im going to let myself off the hook here on this one. Some guys say these are the kind of people members of s. E. A. L. Team 6, they push boundaries. That cross lines. And if you dont draw the lines and just let them go then you know theyre going to keep pushing the limits and maybe go too far. Thats them talking about themselves. These are the people we depend on to do the work the hard work, the work we dont even want to know about most times and successfully without interfering with the regular lives of every day americans. I mean i think everyone i think everyone recognized that theyre putting their lives on the line tremendous bravery and voluntary lor valor there and were just asking, you know do we for them and for our country, you know need to take a closer look . Bit more of a dramatic response because of their age and if they were maybe adults there would have been a bit of mishandling of the situation but the teens they felt more empowered to throw them around and point the weapons the use fear as a weapon.
