President elect and House Republicans. You wouldnt have guessed wed have that right off the bat. The plresidentelect is responding to House Republicans, the vote they had last night to gut the office of independent ethics. The president elect tweeting with all that congress has to work on, do they really have to make the weakening of the independent ethics watch dog, as unfair as it is, the number one priority . Kasie, explain this to me. What exactly happened last night . So, steph, what happened was republicans met yesterday behind closed doors to set the rules for how the next congress is going to operate. Theres a lot of frustration among rank and file members about how this Congressional Office of ethics has operated. A lot of them feel stung, a lot of them can become public and create a pr problem. And that may be true, even if it doesnt result in charges or wrong doing. But the leadership spoke out against this, Kevin Mccarthy, paul ryan said this isnt the right time to do this. The reality did want to get rid of it, a way that didnt put it all on them. What theyre left with is the perception that they are guting and in fact they are gutting the powers of this office, putting it under the house Ethics Committee, making it so they cant investigate complaints, theyre not allowed to tell Law Enforcement what they find out. Theyre changing the name to the office of government complaints versus the office of congressional ethics. A complaint suggests Something Different than perhaps an ethical lapse. When republican wanted to tacking about the Health Care Law and all these other priority, they are talking about this. And you saw donald trump tweeting that they should be doing other things before they dismantle of office that looks over their own activities. And donald trump used the hash tag dts, drain the swamp. First i have to ask you, congressman, youre not usually somebody who going to answer to the affirmative. Do you agree with donald trump on this ethics question . You know, its astounding that donald trump has just scolded republicans this morning about ethics. Just a few days ago he made more than a half a Million Dollars at maralago, scolding Congressional Republicans. Im astounded they were able to take the light off donald trump by going after Congressional Republicans. He always says he doesnt have a conflict of interest. We heard Kevin Mccarthy said on morning joe that the changes theyre making in terms of the Ethics Committee are based on bipartisan recommendations. Do you think thats true . I have not heard any democrats say they were anxious to do away with this independent ethics watch dog. Ive been here now, this is my third term im starting. Nobody ever told me lets do away with that agency or significantly overhaul it. Do you believe the agency committed any abuses, overreached . That is one of the clms. We heard it from Kellyanne Conway this morning. I havent been made aware of any. Do you think this thing is actually going to go through . The fact that donald trump has said, sten, you Better Things do. Do you actually think it will go through . I hope cooler heads will prevail, whether in the house of representatives or United States senate and this law wont change. Its important that you have an independent body thats overseeing congressional ethics. I wish that we have as effective a body for the presidency. Do you think you have the law on your side . Donald trump and his advisers often say the president cant have a conflict of interest. Are we going to be saying this is wrong, its inappropriate and in the end its illegal . I think were going to see one scandal after another over the next four years from the trump administration. I want to talk about another item on the top of the republican agenda, their plan to repeal obama care. Is there anything democrats can do to stop them . Were going to fight them every step of the way. How . Obama care is responsible for giving insurance to 20 million people, making sure that 20 million americans could afford health care coverage. Its also responsible for making sure that people with preexisting concerns like Heart Disease or diabetes or cancer are not denied haebs coverage because of those preex. I saw that republicans want to do this repeal and delay. I they may repeel the obama care act. Theyve had since 2010 and theyve come up with absolutely nothing to replace it. I dont think they can do it and i dont think they will do it. I want to bring in kristen welker. Shes at trump tower in new york city. Donald trumps comments, wanting to wipe up the watch dogs, should we be surprised . He said in his campaign, people on the hill, he would never hire them to work in o ofis companies. Here he is saying, no, guys, you need to be reviewed. He came outoned essentially said focus. Steph, we know that earlier today the plkt tweeted about ballpark he said people must rather the that obama care do not work and of course a lot of questions surrounding that with Kellyanne Conway earlier today in a sies of interviews acknowledging that repealing it is in the works but replacing it is going to be a lot tougher. There are no firm guidelines for how specifically thats going to work and it could take a number of years. But not surprising that the president elect is taking this swipe at Congressional Republicans because he ran on a platform of draining the swamp. And as you point out, this runs counter to that campaign promise, steph. Draining the swamp but in less than a few weeks hes going to have to provide actual policies and solutions. Sound like hes also going to possibly give as you press conference. Kellyanne conway said that january 11th is going to be the day. Is that firm . It not cla that shes firm, steph. Weve been following up, trying to nail down the exact date and havent got i dont know it yet. However, i think the takeaway here, we can expect a season initially the president elect said hed hold that pre conference in september, a lot of questions, ethical questions swirling around that. He postponed it because he said it is just so complex, the process is so complex. So he knows hes got to at some point in the very near future deliver some answers tohe american people. I think the takeaway cou com as early as next week. That date significant, by the way, if it does happen on the rchlts or does he . He doesnt actually have to answer any questions. Its a pretty good deal if youre on his side. Kristen, i sure hope that january 11th is the day because i know theres a lot of questions from the media. This after president elect donald trump tweeted General Motors is sending mexicanmade model of chevy cruze to u. S. Car dealerstax free across the border. Ma in usa or pay big border tax listen, no ceo wants toing called out but donald trump. Whats going on here . Im trying to figure out whats happenin mark fields said he talked to donald trump this morning. Did mark fileld then decide to talk about gm . You have nafta. It was specifically a deal to make cars in the United States and canada and sell them in both markets duty free. New dont like it, cancel nafta. But while nafta is in place, General Motors has the right to build its cars wherever it wants to in the United States, canada or mexico. Then hate the game, not the player. Gm, ford, theyre simply abiding by the law. So he has said make the cars here or pay a duty. Heres the issue. General motors i would say didnt come fully clean on this thing. They make the chevy cruze in lordstown, ohio. Its a very, very big plant. They make the cruze match back, they make that in mexico. Any matchbacks are made in mexico, any sedans are made in the United States, only about 2 hadnt 4 of a2. 4 of all the c in mexico but they want it to be more than that. And it says here it was for the global market, with a small number sold in the United States. The thing is theyd like lots of them to be sold in the United States. Nobody just builds a car for the global market, unless youre building a tiny little car for sale in india. Mark field is seizing on this opportunity. While donald trump is going after gm, he said theyre going to be cancelling plans to bui this text in mexico. What donald trump could be doing is pitting these companies against one another. You dont want to be a ceo and be caught in the cross hairs of donald trump and twitter. During the campaign, ford was in the cross hairs. The executives is said we dont want to be the target of misinformation or this administration, lets do something else. However, they continue to build cars in mexico and in canada. That is a fact. There are more cars built in ontario than there are in michigan. If youre targeting the whole thing, you got to target the whole thing. The Auto Companies like building cars in canada because health care is paid for for those worker. It used to be 1,500 cheaper to build the same car in canada. You either want to tackle nafta, the game or you dont. But going after the players is not a useful enrprise. Its not a useful enterprise but prediction is often previewing reality. So while donald trump might be going after a company here, a company there, he has put all companies, Corporate America on notice. I agree with you if youre a customer facing business thats ford and gm, thats interesting to you. When this tweet came up out this morning, gm stock was down 1. and now its up 1 . People forget about it. They buy the car they want to buy. This is not a longterm fight donald trump is going to win. We need to create 250,000 jobs in the United States. Its the wrong game. If you want to fight nafta, fight nafta. Well, mark fields is playing the game. You did not see businesses come out and support donald trump. I want to share more of mark fieldss statement because he crediting these changes to donald trump east prs progrow policies. Were also encouraged by the progrowth policies that donald trump and his administration will pursue. Im going to have a chat with mark fields this afternoon. Well air it at 2 00. We all like the idea that he wants to build infrastructure and in theory hes lowering they increased the debt dramatically, something a lot ofepublican members of congress are not interested in and it depends on a growth level that is so out of whack with reality that wed have to grow faster than india. Once we see the actual pro growth policies happen, then well have to have that conversation. How about how out of whack it is when you go after a specific company by now. By calling now markets based on information he said he stole all his stocks. When they know that donald trump is going to tweet about a company, whether its ford or boeing or the defense temperatures. We havent seen Donald Trumps tax returns woo. On his transition team, his new staff, when do they know as long as someone tells them theres going to be a tweet tomorrow morning about General Motors, someones going to make money. I look forward to your conversation with mark fields. No doubt its going to be a good one. With some republicans speaking out in the closed door meeting last night, is this split in the Republican Party a sign of what is to come for the new congressional session . Joining me is the director for citizens of ethics and responsibility in washington. Noah, paul ryan came out to oppose this move. I think this is an alarm being way for the new congress to start, the idea that Congressional Republicans read the mood of the country and thought what people wanted were looser ethics rules is kind of amazing. Donald trump has not necessarily been showing that hes terribly concerned about ethics rules and if even he saw this was going too far that suggests a major problem. You believe that donald trump is being sincere in terms of sk scolding congress, sayi it you look specifically at what he said, he didnt necessarily say this was a bad thing to do. He kind of suggested this shouldnt be the first thing that congress did when it got into town. Thats not exactly a bold statement of opposition. Beyond that, i feel like if donald trump is the new leader of the Republican Party, fl strongly about this and if Speaker Paul Ryan feels strongly about ethics, they should be able to stop this from happening. So i see it as a little bit of a retreat but not necessarily a strong opposition from the president elect. In terms of ethics, i know youre spending a lot of time right now, as are many people, talking about donald trump, his condu conduct, needing to answer question, whether it is about his foundation, his businesses overseas and his hotel in washington and donald trump in washington say repeatedly as the president , he cannot have a conflict of interest. He absolutely can have a conflict of interest. There are certain conflict laws that dont apply to the president but what does apply to him is the fact that if you have the president making decisions rather than because theyre in the best interest of the american people, thats a conflict of interest and people should be concerned about it. He should take steps immediately to avoid that kind of a problem by selling his businesses. Well, hes most likely not going to do that. I want to broaden out this conversation. Thank you, noah, and bring in msnbc contributor Charlie Sykes and Senior Adviser for move on. Org core iine jeanpierre. I sounded like donald trump was saying it probably should have been the second orhe thd or the fourth thing that congressuld doing, not the first thing. Its not really clear to me from reading the tweets that he completely disagrees that they are weakening the process. I think it more of like, guys, just wait a little bit befory go and do this. Obviously its an indication that the house gop majority is incredibly tone deaf. We just had a campaign about draining the swamp. They came back and said were still swamp dwellers, were still lizard people here. I understand there are perhaps some legitimate grieps about the way the system works, that you can have anonymous violations, to ma macmake but i disagree that donald trump. Ceo mark fields made a statement and he said donald trump was not directly involved in this deal but he did say these changes are somewhat as a result of the president elects probusiness policies. Now, in the last eight years, i cannot think of a ceo who has said i maybe i wrong im enabled to create jobs because of president obamas policies. So is it a positive what trump is up here . Well, heres the thing, stephanie, jobs in america is a good thing. We can all agree on is. I think the issues here are is the levels are in the details. It not the first time that donald trump is trying to take credit for something he had nothing to do with. I would love to hear more of the details. Look the sprint not sprint, im sorry. Look at the carrier in indiana. They gave them credit for that. They also got add 7 million tax incentive that now the taxpayers in indiana have to pay for. So that was devils in the details right there. He said about 800 what can we really see that caused this action . Charlie, whether these ceos are in agreement with donald trump or not, they know they do not want to be caught in his cross hairs, they dont want to wake up to a donald trump tweet. Here we have a business minded, ceo, president elect, hes not talking about broad he is moving markets realtime. Thats a dangerous game. Zit a very dangerous game, as a free market conservative who is concerned about crony capitalism, this bothers me a lot. I think we have to understand this is going to be politically successful for drpt. I think youre seeing the this so in fact they are currying favor. You have this new sort of corporatist philosophy where the president is going to pick winners andoser and american businessmen are going to cry favor with him in these particular ways. There are some up sides but theres also some fundamental down sides. What do you think the fundamental down sides are . Because and he might like to call them and say im micking changes, and to yo your point, those are recurring favors to say thank you you, sir, may i have another. The conflicts of interest are unprecedented. I i do think that every time american businesses curry favor with the president , they may also be beaten or punished in some way. There might be some sort of retribution if they do or say the wrong thing. Again, we are in uncharted territory. How far is he going to use this to on the other hand, were going to have a different relationship between the political power structure and the free market than we have ever seen, certainly under a reb vags in a very long time. Stephanie, if i may, we talked about moving the markets. When he tweeted about boeing, their stocks went down about 4 billion and lockheed went down 2 . Look whos really winning here is goldman about three former executives to be part of his inser his investments could be making investments left, right and center. None of them have had to disclose their personal investments. Donald trump told us he wasnt involved in the stock market anymore butch we havent seen any proof of that. To the point this is unprecedented, if donald trump doesreate jobsnd put america back to work, those other t on the back end that we might not like, will it be okay . If there and thatight be happen we know he made money new years eve. Carinne . Im sorry, someone was talking in my ear, i didnt hear you. So donald trump, if he continues on the side to be in businesses, is it okay . Are people going to say i dont mind because i got a job again . Because it feels pretty unethical. Thats the tough part. Because that is why he is in office essentially is that populist message that he put forth and people really want jobs. But, stephanie, you look at his cabinet. It the billionaires, millionaires extremists, people who doesnnt know how to give j to every day people. Its about draining the swamp. Hes filling it up. Im not confident hes going to do what the people who elected him and put him in office for him to do, which is jobs. Charlie, if he put this could also work for him if the economy goes down. It will say im the fighter, im on your side no matter what happens, this is the tip of the populous spear for donald trump. I think this is going to be a political plus for him and it going to be incredibly damaging for the ethical fabric a new year, a new congress, a new president. When we come back, we have the Big Questions for politics in 2017. The big unknow thawill drive american politics this year,. Our Daily Briefing is coming up. And. Were back with our Daily Briefing on politics in just the first month of 2017, a new Congress Begins and a new president will be sworn into office leaving many questions about what the political world will look like in the year ahead. Joining me, mark murray. Good morning, mark. Good morning, stephanie. Why should we be hiding under the covers . I actually think there are going to be so many important political stories in development. Heres a helpful way to keep track of everything were going to see over the next 365 days or so. Let me tick through some of them with you. I think maybe for donald trump and his new incoming administration, maybe the biggest question is what was actually going to define Donald Trumps administration . Is it going to be change . Hes promising a lot of it and weve already seen some of it. Or is it going to be the inexperience . Its worth reminding everyone, donald trump has no experience in government. Many of the top people staffing his white house have never worked in the white house before. So whats going to end up being the bigger force, change or that inexperience . And also, are republicans prepared to own the Health Care Law . As you know that, pottery barn rule, you break it, you own it. Theyre going to end up repealing or probably be able t the question is, with the premiums and all the kd of changes, are republicans going to be the ones tt end up owning all those changes . Another question to ask, who is going to be Donald Trumps Supreme Court pick to replace Antonin Scalia . Then the democrats, how much change do the democrats need to make . Is it a little bit . Or is it a lot . With hell find out in the dnc chair election. Which Congressional Democrats are they going to bore refrom the republican playbook, on obstruct everything and stephanie, will the economy keep on humming . Will we still have the 4. 6 Unemployment Rate or things be a little different in 2018 or 2020 . Well see. Thanks, mark murray giving us the markers to look out for. Well take a break. Now to a story about an american hero, a tiny one with maybe some superhuman strength. This story is going viral. 2yearold boy who rescues his twin brother after a dresser falls on him in their bedroom. It was all caught on camera, and i want to warn you, if you havent seen it the video might be hard to watch but we promise both boys are aokay. Little hero on our hands. Bowdy and brock decided to climb on their dresser to play, it tipped over and landed directly on brock. She and her dad were sleeping at the time and didnt hear the fall but bowdy ka imto ace twins rescue. Two minutes and a couple tries he was able to push the dresser, he pushes it off, this boy is only 2 years old and this young boys mom joins me, kayli shoff. First of all the boys arent hurt, right . No, theyre completely fine. Theyre 100 aokay. Were so grateful for it. Now you didnt know that this happened until you saw the video. The boys are only 2 years old. What made you even watch the video to begin with . So usually when they, theyre on an internal time clock and usually wake up at 7 45 or 8 00 and i woke up at 8 20, and i hadnt heard them cry or make a peep, i looked on the camera to see if they were still sleeping and i had just seen the dresser toppled over and i of course started panicking, saying are they under there, so i ran downstairs, flung the door open and i saw them playing quietly in the corner and no one was hurt and everyone was fine. When you saw them, did they seem startled in any way . Had they reacted . If the dresser hadnt been toppled over, is there a chance you wouldnt have known it happened at all . Probably, and when i went in there, little brocky, he ran up to me and he goes ouchy, ouchy, and he pointed to his head, and the dresser, so i think they were more nervous about being in trouble. Now how much does this dresser weigh . Your boys are only 2 years old, and even if those drawers are empty, i mean, it cant be light. No, it is not light. It does take me and my husband to move it. Wow. So since then, i know theyre only 2, have they had sort of a quiet time, are they reflective at all but this is hey, were brothers, this is what we do for one another . Yeah, i think theyre soul brothers. They have that twin bond and thats just what you do for your brother. I know it also wasnt an easy decision for you to really share this video, but you have a message because i know there were some people, listen, people are always going to have negative comments no matter what you do but what made you stye to share this scary, i mean heroic but scary personal family moment with the world . Yes, so it actually took a few days of like honestly really thinking about it and asking a lot of family what their thoughts were, and ultimately it just came down to i dont want this to happen to anyone elses child, because i know how i felt in the moment, so i just wanted to spread awareness and make sure people are bolting down their dressers, because its just not something that you think about every day. Since then, what have you done with the dresser . So since then, the hour after it happened my husband bolted it to the wall and we removed all of the knobs on the drawers so they cant climb up. We also put latches on the bottom drawers, so they cant pull those out, because they will figure out a way to pull that drawer open. Clearly you are very, very grateful that the boys are safe now. Whats your takeaway then . When you sat down to dinner the night it happened, what did you say to one another . You and your husband, lkingt your boys, who were perfectly safe, but it could have gone so tragically wrong, when i look at that video, i mean, your son looks like superman moving that dresser. He does. We were so proud of him, and obviously we were so blessed and so grateful that ours didnt end tragically, and we just love that bowdy had the eintuition t save his brother. He could have been stuck for who knows how long and could have had major injuries. Who is that with you now, bow dithe family hero . This is brock. Bowdy, come here. Hes going to owe his brother for quite some time. He will. This is something that theyll remember forever. Now youre out there with this message today. Do you plan to continue it . Do you want to spread the word . Because this is clearly impacted your life. It has, yes, definitely. We want to spread the word. I want to tell everybody out there to bolt their dressers down, right now, because if you put it off and say im going to do it tomorrow, youre not going to do it, just because its just not something you were planning on doing. Bolt your dressers down and dont forget to hug those adorable, adorable twin boys. Hold them close. Without a doubt. You know what . I have a 3yearold daughter shed love to meet either of those cutis. Thank you so much for joining us. What an extraordinary story. You got a little hero on your hands. Thank you. All right and thank you for watching us this hour of msnbc live. I am Stephanie Ruhl in for tamron hall. Right now on msnbc, Andrea Mitchell reports. And thank you, right now on Andrea Mitchell reports ethics swamp. House republicans we holding a secret voteast night to gut the independent Ethics Office in defiance of their speaker and majority leader. I dont want to put politics with it, thats why i thought this wasnt the best time to go forward with it but the reforms do not change the tity. The public still registers a complaint. They still do the work with the ethics review and it still goes forward to ethics, whether they should dismiss it or review it. Right now t
