Warning the Korean Peninsula could on the brink of nuclear war. Can President Trump keep tepgss at bay . Also on the agenda, one georgia democrat rattles republicans. Its an extraordinary moment for georgia. With the eyes of the nation and indeed the world on us. Even President Trump is tweeting about tomorrows Congressional Election in georgia. Whats at stake for the white house . And the Republican Party in this closely watched race . Well take you through all of that and a nationwide manhunt. This is what we would consider a national search. For steve. So we are not going to leave any stone unturned. The search intensifying for the suspect in a murder live streamed on facebook. The alleged killer on the loose a second day the leads are few and far between. Well bring all of the developments in the investigation but we begin with the top story wg the escalating situation in north korea and stern worng from the country to the envoy to the United Nations the tension nystagmus the peninsula have reached a boiling pinpoint the official telling the United Nations, quote, nuclear warmy break out at any moment posing serious threat to world peace and security. Comments coming on the heels of mike pences visit to the core on a Demilitarized Zone where he said all options against north korea remain on the table. But President Trump telling fox news today not to secretary any further clarity on his strategy in the volatile region. Take a look. I dont want to telegraph what im doing what im thinking. I no like other dmergss where we soo were going to do this in four weeks doesnt work that way. Well see what happens i hope things work out well. I hope there is going to be peace. Theyve been talking with this gentleman a long time you ready clintons book he says there was a peace deal. It was a joke. You look at ditch things with president obama oifr the years. Everybody have been outplayed. Theyve all been outplayed by the gentleman. I dont tefl graph my zbleens i have to bring in Chris Janning joins me now from right oupds the west wing of the white house you and i monitoring the White House Press briefing wrapped up a short time ago. Sean spicer saying he is not drawing a red line. The president doesnt want to get him i see himself into the trap that president obama got himself into with the situation in syria. I think there is this sort of overarching theme hearing from not just spicer and the president but the defense secretary, the National Security adviser. S it what the Obama Administration did didnt work. The way sean spicer put it specifically today was weve seen that a red line drawing a red line hasnt work so well in the past. And that this president is going to be a lot tougher. But part of that is strategically not giving anything away. Lets listen to what sean spicer said a few hours ago. For us to telegraph what were going to do what were asking others to do would not be a smart strategy to lay it out in public. Injury if you realize for example on the economic side of things china is the number one importer of north korean coal, i think to see enemy curtail some of that has a real Economic Impact on the region. There is a lot of economic and political pressure points that i think china can utilize. Weve been very encouraged with the direction theyre going. Thats a significant part of this strategy of course. So on one hand you have the tough talk from the president from sean spicer, from the Vice President , standing along the dmsz. There is increasing relis on china they looked at whamd over the weekend, the possibility there was some sort ofuclear test. This there wasnt. They constantly talk about the relationship the president built with xi and many hours of conversations when he was at maralago and then subsequent conversations by phone. So tough talk prepared to do anything, not taking anything off the table. But also looking to china to be a big player in this, kersten. Thats for sure case case kris you and have been talking about this throughout the day. The administration is talking tough and stressing that all of the options are on the table. But it really seems like the prefrps, the preference is to find that diplomatic solution which is of course with we saw in the former are Obama Administration. Well one of the things you fine out we we talk about this a lot at the beginning of any administration, that being a candidate and being the president are two different things. And the difficulty that every president we have seen in recent modern history has faced with what do you do because none of the omissions are good, certainly the military options are not good. You have all the people in seoul would be under threat. You of course have American Military in the region who would be at threat. The converse side of that youll hear the president and sean spicer and others talk about, is obviously the every time that they test a weapon in north korea thats one step closer they get potentially to being a direct threat to the United States, kersten. Kris janning live from the white house thank you appreciate it. And i want to bring the panel Steve Clemmens msnbc contributor and nile stanek ij white house clom it hill frmts hue huest nbc political Salem Radio Network thanks for being here. Steve i want to start with you and set the scene here and the stakes. You have north korean officials essentially warning that we could see a nuclear war rebuking break out on the Korean Peninsula. What do you make of what youve seen from north korea in the past several day, how serious is the threat right nowen a the saber rattling. Flamboyant bluster from the north Korean Leader is nothing new. Thats part of the dance that weve gone through is north korea has trood tried extort for survival from other nations it tries to behave slightly better and the norm in order to get food, energy and other resources into the country. Thats not there. But clearly kim jong un is trying to show he is not going to plink. Donald trump is not prone to blinking. I think the big piece of this i find bizarre is the notion that china which has completely dissimilar strategic object he was than the United States in this, that were pretending that china is going to become a flak for the United States in moving north korea to the corner we want. China does not want a war in the Korean Peninsula. But china is not going to cripple a country to the degree that we might like. And i think the other piece of in thats really missing is there is no place for north korea to back into other than total cap it las vegas and deciding to give up the Nuclear Program process. There is no sixparty talks. There is no iran like deal for north korea. Maybe china and japan will come oh together at the last moment and put Something Like that on the table. But of course donald trump has really come out and poopooed the iran deal so much that would be hard to imagine us pursuing with north korea. Thats what worries me, there is no place for north korea to back into at the moment. Let me get fwor make, you hear thement and other officials saying china has fwon farther than they have in the past. They are withholding some coal imports. They say the talks are going in the right direction. Steve says that theyre misjudging china. What do you make of that do you think the administration could be actually moving in the right direction in this regard. I do. I compliment President Trumps approach, secretary mattiss approach and Rex Tillersons approach. China has pushed north korea a little bit. But there is a lot more china can do. North korea doesnt get iran deal they already got one in 1994. That did not Railroad Stop them. They went on built urine yum pro liveration facilities on the heelless of report todays all over the internet in addition to the Vinson Strike Group the reagan and nim i want are sent to the Korean Peninsula, the high alert of on 1y57en and even some of the transcontinental airplane that is we can send from missouri, i think north korea really has to worry that if any try another nuclear test this president will act with the dispatch that bill clinton refused to do in 1994. Let me get to you weigh in on the reaction over the weekend which was a restrained one from President Trump. Nigel. He effectively said i have nothing to say about this. Do you think thats going to be effective in this regard . Do you think thats going to be enough to kind of get north korea to back down which they dont seem to be doi by the way. Absolutely. Its fascinating, because we all know restraint is not something that President Trump is known for. Thats not his usual mod us oper on die. Hes taken that view. It was interesting to me the white house showed in this speculation that there could have been some sabotage in terms of the Korean Missile launch. But more rd broadly the interesting thing in the briefing we both saw was this emphasis on unpredictability and playing cards close. The white house is placing enormous value or enormous importance on that. And we dont know how its going to work out. You know there are people who support that approach. There are others who worry that if you dont draw red lines youre actually introducing an element of uncertainty into International Affairs that can be dangerous. I think its a fantastic point i want to follow up on something coming out of russia today. Foesktly saying the President Trump for the reasons niles is talking about is more dangerous than kim jong un, the leader of north korea. Is it possible that being unpredictable as nile is laying oh out and describing could ultimately be a liability for this president. Of course its possible but i dont think its likely. The statement out of russia i think should put to bed the idea that putin and trump have some kind of back Room Alliance going on here. In fact russia has fwopen angry with President Trump over the st month whereas president xi has gotten close to to him. Unpredictable cuts both ways whats not unpredictable its. The carl insen and two more carriers and Ballistic Missile submarineses and b 2 bottomers enorth korea has got to figure out this is a new sheriff to quote john bolden the era of american passist with dominanted president obamas eight years in offers is over im not saying were going to waur with north korea. Im say wlag they counted on pov always rolling over isnt going to happen this time. Look. Well and lets listen to Vice President mike pence a little bit more what he had to say while traveling in south korea. All options are on the table. Just in the past two yeeks the world witnessed the strength and resolve of our new president in actions taken in syria and afghanistan. North korea would do well not to test his resolve. The era of strategic patience is over. Steve what do you make of that stern warning to north korea not to test the president s resolve . You talked about the bluster. No, i think that it is it consistent with Donald Trumps view that you know he is fed up with in extortionist nature i grew with the the capacity we might bring to bear. Whats not discussed this this Problem Program is about 2,500,000 South Koreans might be perish. If this louisiana esz fight solved by military action it would have been solved decades ag whats interesting is north korea h held hedgehog seoul korea. Including japan how do you untie that . If you have a major confrontation on north Korean Peninsula you have massive, massive casualties. China has buffed up its presence on the north korean border to repel refugees that might come through. There may be a collision. We may be on a collision course to something happening. But the notion that china would be so closely aligned with us theyre going to carry water in the way donald trump wants them to just makes no sense. The analysis is wrong. China is our Largest Overseas trade egg partner today. Theyre not getting anything from donald trump to to take this and cutting off coal in trade between china and north korea is also not going to animate north korea in a closer direction we need better analysis here. North korea is a problem country throwing a lot of miller on one side of it is something we looked at trying to do before. But that is just part of the equation and youve got a lot of other people who is human lives will be lost in south korea in japan if a if an action that is pretip to usually taken is not the thought through well i dont think were thinking it through well. Nile, final point to you, this administration seems to be resisting military axe in north korea. They seem to be looking at things like sanctions i understand as weve been talking about china steve has said thats not going to work. Is that your reaction military is lass resort. It is as lass resort clearly the reasons steve led out. Military action is very, very problematic. But i think its interesting on this point the white houses rhetoric on the one hand were not taking anything off the table its on the other maybe china might not buy so much north korean coal thats a big spectrum i think thats telling. Well we continue to watch this niles. Thank you for a fantastic conversation, gentlemen with appreciate it. Thank you. Still ahead in less than 24 hours voters in georgia will head to the police to fill secretary tom prices rts congressional seat. That is the latest add from republicans again against democrats. Against ahead of georgias special election in. President trump lending a tweet to help get support toes the booth. Leading a his nearest opponent by a healthy margin but if he cant get 50 of this election will go to a runoff. Casey hunt is in georgia. Casey you spoke to the candidate a little more than 24 hours great get congressional. What is his closing message . Well, kirsten this of course all coming down to this question of whether or not he can get over 50 of the vote here and avoid a runoff that would be in june. Democrats feel like this is his best shot to win this sheet the th it would be hartred wiin the eept that he was facing one republican. There are five republicans. 18 candidates excuse me lever republicans five democrats, 18 candidates total running in this race. He has been apology pretty far ahead of the bab are pack. So thats what he looking at going into today. This is has mush roomed into a flashl race that that specially activist democrats are looking at at o as best home to take on President Trump. This is a president obviously that they have been protesting weekend after weekend but hasnt been many opportunities at the ballot box as of yet. This is one of the first ones. I asked him a little bit about why it is that he thinks everyone has decided that he should carry the hopes and dreams of democrats. Take a look what he had to say. What we learned in november as much as anything is how much faith folks have lost in politics. So the campaign that were running here i hope gives folks some confidence that with some fresh leadership in washington we can turn things around and we can return congress to doing the peoples business. So theres been a lot of heat that he has taken in the last week or two around this idea that his campaign isnt local enough, that his volunteers are from out of state. His money is from out of state. There is some truth to that. We talked to a volunteer who came in from berkeley, california, said he bought the ticket on volume tien aday to come in and help process. But his Campaign Says for every one volunteer from out of state there are ten local ones. But at the same time i think the question right now is has the ground shifted a little bit away from him because republicans have decided have kind of noticed this is a Bigger Program than they rj originally thought and whether or not the tide is short of shifting away from him the final days. Its obviously very difficult to poll in an election like this. Not only is it one house race thats a single district but its a special election. Very difficult to kind of predict what the maupg of the leektright will be i think its fair to say it could go either way tomorrow. If he is in the runoff i asked him if he thinks he could win he said at least going to playbook yall in effort. Great interview cassie all right its about the. The state of arkansas trying to stick with unprecedented plan to execute ten inmates in the next ten days the you want what the courts are saying next after weekend marchs scrutiny about President Trumps transparency in the last hoir tom cotton getting an earful about the president s tax returns. Well talk about that just ahead. Have him release the returns. So we can see what kinds of connections he has with Different Countries around the world. And what [ cheers and applause ] and what tax proposals would personally benefit him and his family. As far as im aware the ppt president says he is under audit. Whoa, this thing is crazy. Time now for check of the headlines half tour engss on the Korean Peninsula ratcheting up again today. A top north korean official telling the bbc that tl conduct more missile tests on a weekly, monthly and yearly basis. President trump says north korea has got to behave. But wouldnt say what his next move will be. Vice president mike pence who is in south korea says the era of strategy patience is over. And all ogss are on the table. The Arkansas Supreme Court project rejecting a request to consider the decision to halt one of the first executions scheduled to take place under the states multiple execution plan. The state plans to put 8 inmates to death before a lethal insfeks exfires. A federal judge moving this weekend to put a temporary halt to the plan. New Supreme Court justice participating in first oral arguments today. Gorsuch wait bag 15 minutes before asking questions in an employment discrimination case. He was officially sworn in last monday. And ohio Authorities Say they are now conducting a nationwide man manhunt more the gunman expected to killing an elderly plan in cleveland then posting video of the shooting. Police say Steve Stephens shot and killed 74yearold Robert Godwin senior as he picked up aluminum cans yesterday. Nbcs runaway allen shoips me from clefld where investigators held a News Conference whats the lafrt on the search . Well, the very latest that the police dont seem to have a clue as to where he is. He could be very near cleveland. He could be very far. There was some indications he might be in philadelphia eight hours drive from here. That turned out to not be the case. They are still hoping some relative, friend coworker to come forwardo hel break this case. They ain pleaded process process stephens to come forwa and turn himself in here the police chief a few moments ago. Were still imploring steve to turn himself in. Definitely contact a relative or friend. Because there are a lot of folks out there that want to talk to him, want thgt resolved peacefully. So, steve if, if youre out there listening call someone, whether its a friend or Family Member or pastor. Give them a call because theyre waiting on you to call them. They have also upped the reward for help in this case to 50,000 which gives you the idea of the sfrrt. He is also on the fbis most wanted list now. Some 24 hours passed since the incident happened. It appears the police doept have a clue as to where he might be. If they do have a clue theyre certainly not telling us. Theyre not saying anything. Of course theyre mindful of the fact that he could be listening in tv, radio, very involved in social media apparently. But again a baffling case one that has a lot of people very ultimates and disturbed kirsten. Indeed all right ron allen thank you for reporting appreciate it back to politicking now White House Press Secretary Sean Spicer saying President Trump is no closer to releasing tax returns eefr eeven after weekend protests drew crowds around the country. The president is under audit. Its a routine one that continues. And i think that the American People know clearly where he stands. This was something he made career during the election cycle. Joining me to discuss this, i want to bring in sniels from the hill ms. Snbz howard dean former chairman of the Democratic National committee and Msnbc Hugh Hewitt is also back. Thaungs to all of you. Governor dean i want to start with you and get your reaction to this. The fact that the president says, look, its time to move on. He won the election. This was a campaign issue. Voters dont care if you look at a poll taken in are january by the Pew Research Center twothirds of voters say he should release it. The odor of corruption is around him all the time. Nothing has been proved 37 but hes got people making money off this in his family so forth. Reminds me of nixon said the American People deserve to know if your president is a crook. Well im not a crook. If trump relations his tax returns were going to find out a lot about whether there was or was not anything to do with the russians. Whether he did pay any taxes other than the one or two dush shall did one pager he released from 2005. I think he needs to release them. And i think the American People agree. This is not going away much as the white house would like to. Hugh, governor dean is talking about the odor of corruption. Dont you want him to just release his returns and put this matter to rest once and for all . Well kirsten i asked him to do that on the air in the radio in january 15, i asked him again in the debates. He is not going to do it. And i know what the polls say. But the police dont measure sail yency. It is n a hot put butten issue for Many Americans the womens day march on january 21st had more than 600 locations more than 2 million participants the march on saturday who ever scheduled that for holy week out of their mind drew 100,000 people at less than a hundred places around the country. While people answer the poll question, they dont care that much about it. They cared a lot about Justice Gorsuch who had his first case today chltd care about taxes and Health Care Care about the economy growing. While you ask them about tax returns they dont lose sleep over it unless theyre named howard dean. But politicly ch this kinning to be a before me for the statement because he keeps get getting the white house announced its not going to voluntary release its visitor logs. I want to play some of what sean spicer said about that during the briefing get your reaction on the other side. Its not a question of objecting. Its about following the law. Were following the law as both the president ial records ac and the federal records accurate are prescribe it. Its the same policy that every administration had. Up until the Obama Administration and frankly the faux attempt the osh administration where they would scrub who they didnt want to put it dbt didnt serve well. He said it was faush faux transparency. President obama released six million locks of visitors. To what extent do you think this compounds the transparency issue for the president. I think it does in a big way kirstens this is a real difficult wlaf whatever the explanation spicer officer if you are less transparent than a Previous Administration it looks like youre hiding something. I take hughs points about taxes and isolation might not be a salient issue for millions of people. But whens it coupled or part in agory git in the sense of something is kept out of the public view ats a clearly a political problem. Hugh let me go back to you on this point. Back in 2012 mr. Trump tweet nad president obama was the least transparent president in history. Does this make him look less therapeutic than president obama or hypocritical in any way. I do not like the white house logs decision. I have been saying that for 48 hours, 7 it hours for whenever they made that. I keep returning to the basic political fact democrats are going to lose in georgia tomorrow petition pilt up will expect ace ohs jof isnt going to turn out went from 807,000 voters in november to 55,000 voters last week. All of this talking up of issue that is dont race nature with people in the blah wall states that turned red is just democrats repeating the saming mistake they made in the fall underestimating Donald Trumps appeal to people who feel left behind in talking about issues of fwrat interest to manhattan elites i would gries disagree with that i have to jump in on are georgia can ossoff get 50 hugh says no. Well see tomorrow. Pink he will. But well see. I think the problem is i think hugh is right that this is not a burning issue. Here is the problem its drip, drip, drip pefrp day there is an article about trump and russia. There is an article about how much money his family is making off his presidency. There is an article about lack of transparency, not releasing tax returns. Its drip, drip, drip. The problem is there is no good will for donald trump. And this every day is something thats hurting his presidency. And sooner its also going to hurt the republicans. And thats why were doing so well. You know hugh made a said well he didnt do well in kansas we came within six points in one of the reddest districts in the country. No matter what happens tomorrow it has been a hell of a battle. So we are energized on our side we are going to take back the house in 2018. I would never have said that six mohs ago. Final point to nile here. Governor dean brings up what happened in kansas. The republican won but he won narrowly in essentially a state that President Trump won handily tp. Do democrats have a momentum in state like georgia. I think they do have the momentum just as importantly thefr the intensity. And i think thats what were seeing in things like the massive fund raising totals that have been posted for the democratic candidate. They have a lot of passion on their side. There is a sense i think that they where a complacent last notify they dont seem inclined to make that mistake. Great point. Let me just raise one more issue here that we could go around the panel on. And that is taxes. Steve mnuchin saying this about tax reform. Remember he said he was going to look into it shortly. He said it started as an aggressive time line he said its fair to say its probably delayed a bit because of health care. Hugh what do you make of that . How much urgescy does there need to be for the president to get Something Big done on taxes so he can tout a victory. Its not urgency what he needs to do is nominate 20 Circuit Court judges for the vacancies that exist he needs to get a defense supplemental passed kwirk because of the korean krois he is and he needs to return to obamacare imprison President Trump that is a pretty good truth true florgt on what matters most in taxes waiting to insofar does not bother me in the least. Judges not getting nominated i think it bothers people senting him to the white house. Governor dean its not entirely surprising Steve Mnuchin is saying that realistically once health care failed it was going to be tougher to get something down on tax reform. Is it all but impossible to get a big comprehensive tax reform bill passed tiptd . Is it better for the white house to focus on targeted tax cuts . I dont think they had any intention of passing tax reform comprehensive. They sifrp wanted to as trump himself said the other day now he is not closing the carried interest loop he. His idea is tax reform is lowering taxes for people like him. He is not doing anything for middle class people because thats expensive. Giving small tax cuts to lots and lots of people is more expensive for the treasury than giving fairly big tax cuts a few billionaires. Thats where he was going with now he publicly said that. So i actually think he would do well not to tackle health care or tax reform or its going to make them madder. Hugh im get ago wrap pfrmt very quickly respond to that do you think the president can get tax reform eventually or does he need to be more targeted. Got to be more targeted. Next year pl follow Obamacare Repeal and his numbers are going up as he gets more strategic he is doing the right thing shifting away from it. All right great conversation thanks to all. Nile, howard dean and hugh hewitt. Much appreciated still ahead even as the first family hosted the easter egg role this morning, the topic of north korea loomed large over the white house. They got to behave. Up next ill discuss the intensifying threat with a former National Security council official whose white house work on north korea spans two administrations. Stay with us. I am totally blind. And i live with non24, a circadian rhythm disorder that can throw my days and nights out of sync, keeping me from the people, places, and things i love. The people i love have always been there for me. And now, im there for them, too. Talk to your doctor, and call 8442142424 to learn more. To prevent north korea from having a missile with a Nuclear Weapon that could strike the United States and we would have to rely on our ability to intercept. And by the way im told we do have that ability is still awfully risky business. So this is really very serious. This guy in north korea is not rational. Huss his father and greater were much more rational than he is. And that is senator john mccain warning of danger over the Korean Peninsula as a new report from the bbc says north korea plans to begin holding weekly missile tests. This the latest escalation in the tensions mounting between north korea and the United States. Today the north korean envoy to the United Nations warning that nuclear war on the peninsula may be imminent. I want to bring in terry former director for the are affair working under both president s george w. Bush and former president barack obama thanks for joining me really appreciate it. Thank you for having me on. I want to first talk to you about these tensions. Set the scene. You heard the warning there from the north korean officials. Do you think that this is reaching a boiling point or is this more bluster . Well, i do think north korea has conducted more provocations. So i do expect north korea to fully go through what they said and conduct more missile tests. Now that said, they might not conduct a six Nuclear Tests or intercontinental Ballistic Missile tests that could reach mainland United States. Because that would be truly a red line for washington. Are tensions higher than you have witnessed under past president s . And is that a result of President Trump . How do you calculate that at this point. Well, ive been following north korean issue for two decades now. And i have never seen tensions this high. And thats because particle its kim jong un who has really escalated tension the last five years. He has conducted more missile tests than his father ever did in his 17 years in office. But its also President Trump. No president of the United States has really escalated the crisis to this degree with north korea by really threatening military strike. At this point. Well, let me just follow up with you on that very point, because i think you raise an porp issue which is that we are witnessing two leaders who are unpredictable, and particularly in north korea where United States doesnt know a whole lot about him. He is fairly young. How does that factor into the mounting engs tensions sue. Absolutely right. Kim jong un is more ts unpredictable than his father. He is more ruthless. Look how he has assassinated his own brother . A Major International airport using chemical weapons. I never thought i would say this but i actually miss his father kim xiong ill. Jim jong un is definitely more reckless. I am very concerned about the brinkmanship brought on by the United States but because the problem with the brinkmanship policy we are in a bind either you have to follow through and conduct some sort of military strike. And thats highly, highly risky process. We have 20 Million People living in seoul. Or we have the to back down and lose credibility, too. So i think we are really reaching a sort of a very dangerous point here. I think youre right. And during the Daily Press Briefing press Secretary Sean Spicer wouldnt commit to a red line. And based on my conversations here at the white house, they really see military action as a last resort. At the same time, sue, what do you think that red line is in do you have a sense of where it stands. I think for in administration its got to be a successful intercontinental Ballistic Missile test. That could reach mainland, United States. But i grow with you. I do think that with all this bluster and really intense rhetoric coming out of both washington and pyongyang, i do think its going to be more of sort of intensified strategic patience. I know they said no more strategic patience. But i think what we are going to do is just pressure china, pressure north korea more through sanctions and secondary sanctions so on. I do think military use would be the last resort. We have more things we can do before we get there. Absolutely. Including sanctions. Sue before i let you go very quickly there are some reports the United States may have intercepted this weekends Missile Launch through cyberespionage, for example. Weigh in on that. Is that realistic . Do you think thats what happened. Yes im not 100 evidence because i dont have for it but i am certain we have that capability. We might have interfered and contributed to north koreas failed test. Sue terry thank you so much for the fantastic information we really appreciate it. Thank you. And coming up after a week that saw multiple headlines, suggesting drama between white house staffers is the oval office headed for another shakeup one of my colleagues reporting inside the white house joins me to discuss.
