President trumps advisers now telling nbc news, while trump might accept the Election Results at some point, its not likely that hell concede. Well, guess what. He doesnt need to. Our team of reporters has the latest on all of this. Kristen welker in wilmington, delaware, covering team biden and eli stokols, White House Reporter for the l. A. Times. Kristen, weve got to talk ron klain. As the chief of staff, does that tell us this administration is going to be all about covid . Absolutely, stephanie. Remember, ron klain was named as the czar to handle the ebola crisis during the obama administration. So president elect joe biden sending a very clear signal that this is at the top of his agenda. And that was, of course, underscored earlier this week when he announced his 12member Covid Task Force to deal with the issue. Ron klain, though, is someone who is no stranger to dealing with these types of health crises. And so biden clearly putting his trust in him in that regard. But the other piece of this, stephanie, ron klain is someone who is a veteran in the white house. Hes been with biden, really, since he was in the senate. The two have worked together since the 1980s. So i think the other thing that you can affirm from this appointment is biden places an important on trust. He also served as bidens chief of staff when biden was Vice President during the obama administration. So the two have a very good working relationship. Hes very known within bidens orbit. Ive been talking to people on both side of the aisle. This is someone who has earned the trust of not only democrats but republicans as well. They believe hes someone who cannot only deal with the pandemic but help once biden wants to start to move towards legislation, trying to get legislation passed with what seems to be likely shaping up as a republicanled senate, stephanie. Eli, the president has not won a single legal battle as it relates to the election. Is he just doing this to keep our attention and his name in the news . For the most part, i think thats right. If you think back throughout this term, the special counsel investigation and to impeachment. All of the quote unquote legal responses from President Trump and his legal team, theyve been mostly focused on shifting and maintaining public opinion, driving a narrative through the news. Not really on the law. You havent seen too many of these challenges go anywhere in the courts. You havent really seen that many be filed for a campaign that is sending out a dozen fundraising emails a day telling its supporters it plans to fight and eventually win this election. Doesnt look like theyre actually doing that. Whats critical for the president is maintaining this belief among at least his supporters that he was robbed here. There was something nefarious that went on. You see him tweeting out conspiratorial videos showing people moving ballots and suggesting somehow the images amount to fraud. The president is simply trying to sustain a narrative that prevents him from having to admit publicly that he lost. And also that will continue to, i think, activate maybe some parts of his base. The real hard core supporters who will believe that trump was robbed and to continue to run on grievance and to keep that at the center of his own Political Movement to keep himself really in the picture as the de facto head of the Republican Party even once hes out of office. Then given all this time and attention he is paying to this grievance, to making staffing changes at the department of defense, are there any signs, eli, that hes doing anything to focus on covid, which is out of control . I mean, the Covid Task Force hasnt even met since october 20th. No, we have no knowledge of any actual meetings or work that is being done inside the west wing on covid. Its not to say its not happening, but id remind you, as we all know, that throughout this crisis, the president has been focused, again, on optics. On holding press conferences. He held press conferences seven days a week at the start of this pandemic until he realized that was hurting him. This has always been more about messaging and not allowing the pandemic to hurt him political ly than really protecting the country from these ravages. Now that hes lost and theres nothing left to do in terms of protecting himself in the short term, the conversations hes having with his friends outside the white house and staffers inside the white house have mostly to do with his own political future. Whether he runs again in 2024. Whether he needs to exact more revenge and fire more people who are disloyal throughout the executive branch. I have not heard anything about the president focusing at all on containing and controlling this third wave of the various in the first week or so after the election. Then were not going to give those grievances any more attention. We need to focus on this virus. Kristen, bidens team, they can have the best game plan, the best Public Health experts, but heading into next month, which could be the worst for this virus, he doesnt have any real power. Is there anything they can do before january 20th . Well, they are certainly trying to start the process of reaching out, stephanie, to governors and mayors all across the country. I am told they are trying to get an assessment of what is needed so that on day one, they can start to build up ppe, start to expand testing and masks has been at the center of the discussion as well. We know that biden is going to press these governors to move on mask mandates within their individual states. But this does get to the crux of the concern for some biden aides which is that, of course, because the Trump Administration has not officially certified this election through the gsa, critical funds are being withheld, and the intelligence briefing is being withheld as well, stephanie. As you and i have been talking about for days now. And while biden is really trying to project calm, hes trying to project leadership, ive been talking to some of his advisers who say, right now, its fine, but moving forward if this drags out, it could be problematic. They are concerned it would mean they wont be able to get some of their choices through because they wont have access to those security and background checks so that his staffing could actually be impacted. So i think youre going to see growing pressure from democrats and some republicans for President Trump to if not conseerkco conce concede, acknowledge that the results of this election are not going to change. I want to dig deeper on coronavirus and discuss the record cases were seeing and the new restrictions going in across the country. Lets head to el paso, texas, which is a hot spot with my colleague morgan chesky. Morgan, the situation there is bad. Its even worse than it was yesterday when you and i spoke. Whats going on . Yeah, steph. We are seeing daytoday changes as the numbers continue to tick up. At 12 01 this morning, a new shutdown went into effect for el paso. The county judge here saying the Positivity Rate has dipped somewhat, but the case numbers rising, hospitalizations rising and, unfortunately, the death toll is as well. And thats why nonessential businesses will be closed here through thanksgiving. The county judge asking everyone in this community, just try to do the best you can to socially distance during these holidays because they attribute these big gatherings here in this community to a lot of that rising numbers that weve seen. In the meantime, we know Governor Greg Abbott has ordered a Field Hospital double its capacity from 50 to 100 beds at a Convention Center here in el paso. And we know that more army and air force personnel have been deployed to this area to work in those tents outside of hospitals to try to handle that influx of patients. I had a chance to speak to one of those doctors yesterday who had just a very eerie description on how hes comparing this current fight to a prior one he was engaged in. Take a listen. Some people have referred to this as a war. And it does kind of feel that way. Its a war against a virus that is novel and that we didnt know anything about before it started, you know, coming into all of our communities. So having served medical care in an actual war feels very similar to this where were fighting a war against this virus. Its important to note that for this community, the people here in el paso, this fight against covid19 comes on the heels of them just trying to move on from that horrible mass shooting at an El Paso Walmart where 23 people lost their lives. Steph, i had a gentleman who lives here tell me it took so long to try and move on from that when we lost 23 men and women and children. If the numbers keep going up from covid19, we could be losing that many people every day. Steph . Thanks, morgan. Lets head to Gabe Gutierrez in minneapolis where new infections in the state of minnesota have jumped, listen to this, by more than 135 in the last two weeks alone. Gabe, im really appreciative. You got access to a covid ward inside one of the major hospitals there. Can you show it to us because more and more people have corona fatigue and they want to believe this thing is behind us. Youre in the center of it. Can you show it to us . Hey there, stephanie. Yeah, so we went inside the covid icu here at Abbott Northwestern Hospital in minneapolis. It has about 30 covid icu beds. Right now about threefourths of them are full. Now the doctors and nurses we spoke with say they are concerned what will happen as we head into the winter months. Its not just an issue of space. Its an issue of staffing. Weve been hearing over and over again from doctors and nurses, not just here but across the midwest. Concerns about staffing because more and more Health Care Professionals are getting sick. Not at the hospital, but through community spread. More and more of them are having to quarantine. If family members get sick, its a very difficult situation. We also spoke one on one to a patient who had just gotten out of isolation. Shes in recovery now, but she had just been on a ventilator several days ago. Her name is kelly, 36 years old. Shes a gymnastics coach. She doesnt know how she got the virus but it was a devastating month and a half that she has been at this hospital. We asked her what her message was to people who were skeptical about how serious this virus is. Heres her response. Id say wear your mask because i almost died from it. Its more serious than people think. I just think people arent taking it serious enough. And if people need to, they can see my pictures. They can read my story because it was pretty scary, touch and go, for a while. Her voice was just so haunting. Her mother was standing right by her. She was allowed to visit her in that room, which was outside of the covid icu. But her mother told me just how devastating it was to have to be apart from her daughter when she was most sick inside that icu on a ventilator. We should note yesterday she was able to take her first steps with the help of a walker for the First Time Since she had come out of that coma. It will be a long road ahead. Shell have weeks and months of rehab. We should also point out that minnesota reported yesterday its highest number of daily covid deaths. Stephanie . Highest number of daily covid deaths. Shes only 36 years old. Good to see that shes on the mend. Gentlemen, thank you so much. Its so important to see whats going on around this country. I want to bring in dr. Kavita patel, the former White House Health policy adviser in the obama administration. Weve had another record day of new infections. More than 148,000. Does it feel like the American People understand how serious this is and are ready to take more serious precautions . Stephanie, unfortunately, no, it doesnt. Theres an element now where theres such a high infectivity rate as you heard from gabe from that young woman. She doesnt even know how she got it. And thats becoming the story of the day because were not doing the tracing. Were not doing enough testing. And so i think that americans are hearing about it and they are kind of saying to themselves, sure, this is a big problem. But unless you have been personally affected by it, it still feels like its not real, which is why youre seeing people traveling or doing things that can put them at risk. Yeah, continuing about their daily lives and their thanksgiving plans. Well, a lot of people say you dont get that sick anymore. We know thats not the case. When we look at the numbers, there are hospitals across this country that not only dont have enough beds. Theyre now worried they wont have enough staff. How real is that risk . Its incredibly real. The governor of north dakota, by the way, still refusing to put a mask mandate in place. Signed an authorization to allow covidinfected Health Personnel to travel to other hospitals and wards because of that very shortage, stephanie. And i can tell you personally, i have several colleagues with whom i work with who have also been infected. Doctors and nurses and assistants who have had to stay home in isolation because they are infected. So any time someone is exposed and gets infected in the health care sector, leaves all the rest of us with that much more work. Stephan stephanie, as cases are going up at this record clip, at some point were just not going to have the beds, the capacity or clinic space to deal with it. I know the shortterm economic pain short term would be crushing, but one virus adviser to president elect biden said, we need another lockdown for four to six weeks to control this thing. Do you agree . Stephanie, i no, and heres why. I think that a lockdown, and weve done this before, and it its what i would say is the last possible measure. And whats why i disagree with it is there are things we can do today. Unfortunately, were not doing them, but we should be doing the following. We should be putting in the mask mandate as president elect biden has been asking for. We know these infections are most likely to be transmitted in what we call congregate seth settings gyms, bars and restaurants. And then the third, weve talked about it for months. Its still not happening. The testing and tracing. Those things can be done, and we know that thats possible so the economy can keep moving. Locking things down should be the absolute last resort and just to be clear, a lockdown can mean so many Different Things and i fear that it will send more americans into a tailspin where they want to travel sooner or get out of the house to see grandma because theyre worried theyll have a, quote, lockdown, rather than taking measures today and now. What you are looking at on your screen right now is video from wednesday night outside Dodger Stadium in l. A. Dozens hundreds and hundreds of cars lined up. And thats at a covid testing center. We havent seen that for eight, nine months. That is extraordinary. Downtown los angeles. Wow. Those are people just trying to get tested. And, remember, anybody that says, oh, these numbers are up because theres more tests, people arent so sick. Please, think about all the people who lost their lives this week. If thats not occurring by friday, ill step in as well and to be able to push him to say, this needs to occur so that regardless of the outcome of the election, whichever way it goes, people can be ready for that actual task. All of that makes perfect logical sense. But guess what . They are in the minority. Still a large number of republican lawmakers defending the president s legal efforts. At this point, more foreign leaders have called to congratulate joe biden than republican senators. So what does all of this mean for the Republican Party . Lets ask someone who is a prominent member and left. Steve schmidt, cofounder of the Lincoln Project and former adviser to george w. Bush and john mccain. This is what i do not get. They say theyre afraid of trump because hes so powerful. But no one made that argument about Hillary Clinton in 2016. She won more than 65 million votes. Trump won more than 70 million votes. How is he a kingmaker and she was a loser . Because Hillary Clinton was the democratic nominee. She was the head of a political party. Trump is the head of a cult of personality. They are very Different Things. In 2016, the Democratic Party had a platform that talked about the issues and policies that the party would stand for. In 2020, there was no republican platform. It was an oath of obedience and loyalty to donald trump. And so what this is fundamentally about is the Georgia Special elections because they are terrified that trump will take retribution and basically say, screw you, to Mitch Mcconnell and to the senate majority. So even senator lankford who on the one hand is being modestly responsible, i suppose, by saying the president elect should have intelligence briefings, not a very high bar to step over, but then he says, well, whatever the result of the election may be. We know the results of the election. Joe biden has won a commanding victory, the largest since fdrs in 1932. For that exact reason, why would those republicans need President Trump with this georgia runoff race . What is President Trump currently . A big loser. Hes a loser, but hes a hooshoos loser who got about 70 million votes. His kids will run the rnc. The Republican Party has sold their soul to the devil so to speak, and theyll pay for it for a long time. Trump isnt going anywhere. Hes made that clear. For the next four years, someone who is somewhere between 500 million and a billion dollars in debt who has no deal flow whatsoever in the actual Business World has one way to make money. By monetizing a media company, full stop. So look out for trump tv. Here it comes. And every day, for the next years, trump is going to act like hes going to be a candidate in 2024. And thats just the reality of it. Donald trump intends to keep his grip on the Republican Party, and republicans are going to have to figure out how to deal with it. Hes going to continue to tweet. Hes going to continue to drive the information flow across the vast Propaganda Networks that have supported and surrounded him. Hell be a tremendously pernicious force in this country for a long time to come. Stephanie it is definitely feels more like moon over parador, the movie, than it does a real coup, but this is a coup of sorts. Weve never seen this in this country. This is a legitimate election, a fair election. Joe biden has won the election. In every other year, the losing president ial candidate would have called, would have conceded. Everyone would have acknowledged it, and on we go. Thats what we do in america. So this is an outrageous situation. But steve, its not a coup. Its cuckoo. Isnt this an opportunity for Mitch Mcconnell, mitt romney, for others to say, now lets be a more moderate Republican Party. Lets find a way to work with joe biden. When we woke up on sunday morning after this race was called and we saw loads of people dancing in the street, it wasnt necessarily because they love joe biden and they hated donald trump. People were relieved relieved to go back to normalcy, to possible Love Thy Neighbor again. Couldnt this be an opportunity for the Republican Party to say lets moderate again . There are very, very, few but theyre not going to because they remain terrified of him. And they need that trump voter so they believe, for example, in the Georgia Special election. So we have four senators, to their credit, have acknowledged reality. Right . But no senators at this moment have taken to the floor of the senate to decry the illiberalism of this. The undemocratic nature of this. You know, at the end of the day, it is cuckoo, but the party has been cuckoo for years and its going to get more couckoo. There are more qanon members in the republican conference in the house of representatives than there are minorities. And the party is going to get more cuckoo over the next four years, right . The election result has with making the Republican Party less cuckoo. It had everything to do with making the country less cuckoo because the cuckoo people are ngo no longer going to be running the country. Theyre done. Theyre out. They wont be in charge january 20th. We are just getting details of a deadly Helicopter Crash in egypt. At least five americans were killed. New numbers just released show 709,000 americans filed new unemployment claims last week. This marks the fourth consecutive week the total declined from the previous period. That is a positive. That as the markets have jumped this week, soared really, on pfizers news that its trial vaccine is 90 effective. Joining us now, ben white, chief economic correspondent for politico and dom chu, senior markets correspondent for cnbc. Dom, lets talk about the markets. They have been crushing it all week, and were seeing them open lower. Is that because investors are starting to realize, as exciting as it is to get a vaccine in 6 or 9 months, weve got a long way to go . Thats a huge part of the story, stephanie. The reason markets rallied so sharply was because of the reality around the vaccine news. If you look at the data behind covid infections around america and the world, the economy and track of markets could be due for a pause or maybe even a downturn if the continued trend stays in place. If you have a situation where covid19 continues to spread in the way that it is right now, you could be forced to look at perhaps closing type situations in many jurisdictions. Were already hearing places like utah, jurisdictions like new york city, new jersey are looking at expanded at least programs to lock certain parts of the economy down in the hopes of stopping the spread of the virus. If that were to happen, the trend lower that youre seeing in jobless claims, the better trends youre seeing in employment could be at risk. And thats the reason why the markets are starting to price in a little less optimism and a little more reality. Thats going to be a big deal in the coming days, stephanie. A little bit less optimism, but theyve been hugely optimistic over the last four days. Ben, are you concerned about these false flags . The markets love this idea of the vaccine nine months out. They love when they hear more and more americans, those who have jobs, where they are working from home like the three of us, are saving money. But one of the reasons were all saving money is because were not spending it on our local economies. We could see a ton of closures and bankruptcies in the next few months, even in the next month, right . Thanksgiving, christmas, bars and restaurants are normally packed with parties, people. None of thats happening this year. Right. Yeah, as dom pointed out, and hes quite right, this could be a false flag. This increase in the market given we are going to get this vaccine at some point, as you said. It could be months until we actually have it and its effective and distributed. In the meantime, a lot of small businesses, midsize businesses are going to shut down. All the Economic Activity we expect to see over the holiday period, travel, people gathering in their homes, out spending in stores, a lot of that is not going to happen. And as we havent talked about, we have no fiscal stimulus which we need to bridge the gap between now and hopefully, godwilling in the spring we get a hold of this virus. Without that bridge this economy could be in some trouble. Its understandable youd have a big rally off the good news of this vaccine. This number, 709,000, its a very small drop and its still above the alltime high every single week. Lets not get ahead of ourselves and declare victory. How economically crippling is the continued spread of covid. Nobody is booking Big Christmas vacations. Were not going to Christmas Parties at all. Thats going to be a huge deal, for sure. The reason why its such a key point right now is because we have a blueprint for what it looks like when you have wider spread lockdowns in key parts of the economy. We know what happened in march, april and may and saw what happened in june, july and august as things started to ease up. Were also watching whats happening right now in key markets in europe because they are going through their own lockdown type restrictions. We know how big of an impact it will be to the down side for the economy. The issue right now is whether theres will from the American Public to go through a process like that all over again. There are folks out there, including advisers to president elect joe biden right now saying that you could maybe need a four to sixweek lockdown to contain the virus. If that were to happen there will be a sharp economic toll on lower to middle income families in america. We already talk about the kshaped recovery in a huge way. Right now, the state of georgia is getting ready to recount all of its votes from last week. By hand. The secretary of state saying all 5 million ballots will be recounted to verify the results. The recount could start as soon as tomorrow. I think that youll find that the machine count that we did will be fairly accurate. End of the day, we may not like the results but it will be an accurate recount and well see exactly what the vote totals are. While that happens, who controls the senate will also be decided in georgia. With the candidates hitting the trail again ahead of januarys allimportant runoffs. Nbcs Priscilla Thompson has been all over this story in atlanta. Priscilla, is the recount having any impact on the senate races . Stephanie, it will not have any impact on those senate races. The secretary of state here has said that this recount, recanvass audit, this sort of all in one will happen looking at the president ial votes because of the National Significance of that race. And we know theres going to be a statewide call here with county officials held later on this morning to go over the training and procedures necessary in order for counties to begin to get that hand recount under way. But in the meantime, while the focus in the state of really on that president ial recount, those sitin candidates are back on the campaign trail this week. Jon ossoff is on day three of a fourday statewide tour across the state. Reverend warnock, the other democratic candidate in one of the senate races here will also be stumping today. And they are putting forth a message focusing on access to health care and hammering republicans on their response to the coronavirus. At the same time, Kelly Loeffler has been in the state this week, and she and david perdue will be holding their second rally or corally of the week tomorrow. We saw marco rubio in the state for them yesterday. Rick scott will be here tomorrow. And really focusing on saving the majority and defending the majority. You spoke to ossoff and warnock earlier this week. You arent calling either of them because you love the state of georgia. You want the senate. What do they need to do to win these races . I think they just need to be who they are. These are good people. Theyre basically connected with their communities from the rural to the urban areas. And thats really what it takes. They understand health care. They ive talked to john about this. He understands his wife is a physician. They are fighting. Theyve had eight hospitals, rural hospitals close. This is what were fighting for. In the middle of a pandemic, you cannot have your Health Care System go down. Theyre fighting for that. They understand the jobs that are so important to rural georgia and all through georgia, same in West Virginia and everywhere else. And this is what we fight for. And basically, trying to get through this pandemic. And thats what they have to articulate. They cant be caught into the jungle up here in washington and theyll be part of this or part of that. Theyll be truly georgia senators. And thats what theyll be when they get here. The American People just put a democrat in the white house, but republicans do have a very good shot of holding on to the senate. What did america tell you in this election . I dont know. I look and say, my goodness. How could that many people be so mad or scared to vote 72 million votes for a president basically who has failed in, whether it be the coronavirus, 230,000 deaths, the spewing of hatred and discrimination and things of this sort which is not acceptable where i come from or where i think most americans come from, but in the eyes of the voters, they could tolerate that because of our message or lack of a message. And we are i mean, we are basically and always have been. Im a West Virginia democrat. And its all about, do you have an opportunity to take care of yourself and your family in the best fashion . That means do you have the education or skillsets . Do you have the opportunity for the jobs . Are we creating jobs when basically different markets change . Its everything about it. Think Affordable Care act. To get rid of the Affordable Care act in West Virginia. You lose 16,000 jobs. 16,000 jobs. And these are people Getting Health Care for the first time. But people have a good job for the first time, too. We dont talk about all the jobs that come with infrastructure. The very social thing we support, stephstephanie, as democrats, i feel weve failed i get caught up defending rather than saying this is what we do. This is where we are when theres a minor thats in a desperate situation, an unsafe condition. Its not the Republican Party that changes the laws. Its the democrats. When people basically are losing their jobs because other people are coming in taking them at lower wages, its not the republicans that will protect that. Its the democrats. But we have forgotten to tell people what we do every day and who we are. And weve got to get back to our basics. Then, sir, how do you tell them . You have all been spending the last year campaigning your butts off. What more can you do . Social media has made it so much more difficult. It really has. I mean, in our caucus, and chuck has tried doing everything he can in holding and accommodating. Basically you get beat up through social media and its hard to defend all the nuances out there. I tell people, i said, try to get your news from responsible sources. Dont just take hearsay. Basically anybody can cowardly Say Something about somebody else and not have to defend it at all. Now were depending on the social media giants to take down untruths. Ive been for section 230 changes. We need to hold people accountable for putting all this absolutely horrible information on that drops people further and further apart. And this is a time to heal. And i truly, with all my heart, joe biden, our president elect, our next president , will bring people together to heal. He understands how the senate should work. Hell work with both of us, bringing us all together. It makes it much easier for our leaders to come it rather than having this continuing basically hostile environment. And its really not a Pleasant Place to be when you have hostilities for no reason except somebody has an r or d by their name. Were still the same people. We can do this job. I think the people depend on us and im going to protect the senate every way i can and make sure were all working in the same direction to make america better. But senator, we cant just blame social media for misinformation. Your states governor, jim justice, just refused to acknowledge joe biden as the president elect. What does that do to the people of West Virginia . It hurts us. It puts usvirginia . It hurts us, puts in a bad light. Its unfortunate the governor will not say the facts and he knows the facts. Just say the facts, sir. Any of our Republican Leaders in West Virginia, because the state has turned most republicans, state the facts. We are who we are. We have the order of the law, the rule of law. Its very clear that joe biden is 5 million votes ahead. Hes winning in every area. Weve all seen recounts. You dont change 10,000, 12,000, 15,000 votes in recounts. Than process is available, the recount is going on but joe biden is the president elect and lets make sure we have an orderly and civil and peaceful transfer. Please, governor justice, say the facts. So basically tiktok is asking for an extension, because they say in this new court filing they have been trying to engage with the white house, with treasury and they havent received substantive feedback in about two months. So if you look at the issue, its really about Data Security and privacy. Thats what President Trump initially reached out to do all of this change in the first place, and so as a result of that, tiktok says they still need more time, because they havent heard back from this, so the real question is, has tiktok been forgotten by the president of the United States . And i just got off the phone with this source who says they were basically assuming that they would have to wait until after the election to get this resolved. Its now post election and they still havent heard on a substantive level whether this oracle walmart deal is good enough from a Data Security and privacy perspective. So thats where we are. Wed like to know an answer to, so the wait remains, but tiktok says they are planning to operate as usual, no changes to the app for all the users who love it so much.
