Coronavirus. You know how many names we have . 22 different names i call it the china virus. Were doing a great job. The idea that youre not going to tell people what youve been told, that this virus is incredibly contagious. You have to level with the American People, shoot from the shoulder theres never been a time theyve not been able to step up this president should step down. Today, the focus of the Campaign Shifts to the state of minnesota where both vp biden and President Trump will be. It is one of three states that start early voting today the others are south dakota and virginia and a bunch of states start tomorrow of course, covid will be top of mind for a lot of those people, even if theyre just worried about how to cast their votes without potentially getting sick in years past you get that kind of information from a place like the cdc. But today, we are learning a really stunning report from the New York Times that some guidance posted by the cdc about covid testing, it wasnt actually written by cdc scientists it was written by officials at the hhs and then dropped onto the cdc website over the scientists objections are you ready for this more updated guidance is expected to come from the cdc today, but, again, according to the times, its not coming from the scientists there. Its coming from hhs officials that is dangerous. That is reckless im going to find out more about that when i speak to former head of the cdc about that in just a minute lets go to minnesota where my colleagues Garrett Haake and mike memoli are standing by. Talk about how President Trump thinks he can win this state theyve been voting for republicans since 1972 yeah, stephanie its not an easy task. You look at the public polling in minnesota and joe biden leads by an average of about ten points here, but this state is kind of Donald Trumps white whale. One of the closest states he targeted in 2016 that ended up going blue he lost it by only about two points back then and its been something his campaign has talked about as a place they think they can go on offense ever since you see the president visiting today. Im in bemidji, one of the classic obama trump counties had been blue but where the president made inroads it looks at all of the state outside of the city of minneapolis and sees a place that looks more like iowa. A place where they performed well in 2016 than it does look like a lot of the big midwestern ones youre seeing ten electoral votes, perhaps enough to offset weaknesses in arizona, other spots on the map thats why they feel they can go on offense here today. Try to put joe biden on his back foot in a place that democrats are counting on as part of their coalition to get to 270 electoral votes. Michael, joe biden said yesterday that his campaign is scranton versus park avenue. Why is he going with this divide and conquer approach thats trumps thing what about a message for all americans . I dont live on park avenue, but i live pretty close to it. You know how i got there working my butt off. He doesnt want my vote . Well, stephanie, joe biden has always bristled at being labeled a populist but that kind of rhetoric sounds populist. You did see the former Vice President in the town hall with cnn last night trying to say that he would also be a president for all americans, that he would not be a democratic president he would govern this country for all americans. But theres no doubt, stephanie, and you talked to Jake Sullivan with the Biden Campaign yesterday about this theyre ready to open up a new front in this campaign against President Trump squarely on the economy and really who is on the side of the kind of working class voters that are going to be pivotal, especially in this part of the state and where garrett was in bemidgi they want to focus on rewarding work not wealth. Thats the slogan theyve been using for weeks and months in this campaign. This idea of scranton versus park avenue really gets to what they want to focus on which is President Trump may have been selling himself as a populist to voters may have been selling the idea to working class voters that have been trending away from democrats that he was going to be the answer for them but they want to lay out ways in which, as the Biden Campaign says, trumps tax policy would continue to result in tax cuts for billionaires while biden would raise taxes on billionaires in order to pay for new tax credits for working class americans. That trumps Economic Policy rewards multinational corporations, but joe biden wants to pursue policies that would bring back jobs to american shores in a way that trumps tax plan has not that economic message is important across the board but its especially important in a part of the state with a lot of working class union voters, stephanie. Gentlemen, thank you. I want to dig deeper and bring in Washington PostNational Political reporter robert costa. The moderator of Washington Week on pbs tonight and michael steele, the former chairman of the rnc, Senior Adviser to the Lincoln Project and a good friend of mine roberto, olivia troy, a name most americans dont know but they learned in the last 24 hours. A former top adviser to Vice President pence. She worked on the Coronavirus Task force she now told the post that the president showed a total disregard for human life during the pandemic what should we make of all of this a mike pence Senior Adviser saying she cant stand with the president. This is an important moment because its a current or nearly current official someone who recently worked for the Trump Administration at a high level putting their name on the record so far, President Trump, whenever hes confronted with criticism from background sources, people who are anonymously criticizing him, he shrugs it off. But this is someone who people inside this white house know they know her well she comes from a traditional republican background and political persona. Shes putting her name on the record she was also in the room to use that john bolton phrase or hamilton phrase. She was there for many of these meetings on the pandemic michael, olivia appears in a new advertisement. I want to play part of what she said when we were in a task force meeting, the president said maybe this covid thing is a good thing. I dont like shaking hands with people i dont have to shake hands with these disgusting people. Those disgusting people are the same people he claims to care about. These are the people still going thos rallies today who have complete faith in who he is. Michael, we all know what team trump is going to do. Theyll call her a loser a liar right but is her message going to resonate with trump voters, with people who were planning to stand with the president this coronavirus is here yeah, i think it does to a certain degree shes telling us that she was in the room and heard the president talk about people who were, you know, he didnt want to shake the hands with those kinds of people well, we also heard the president talk about Wounded Warriors he didnt want people with no arms and legs at his events. So, yeah, there is a consistency in the threading here that does matter it does matter, particularly in places like minnesota where the president is trying to turn the corner holding the line in a place like florida. Trying to gain some new ground in arizona so in these battleground states, stephanie, this kind of narrative becomes, you know, a compilation. It sort of builds up around and on itself in a way that, yeah, the messaging becomes much harder and to have now people who were in the room coming out of the room saying, i cant believe what i just heard, that has some authenticity to it as well bob, what is the white house strategy right now its been a week and a half since you wrote an article about Bob Woodwards interview with trump when he said he downplayed the virus. Weve heard the tape since then hes fight with the head of the cdc, continuing to host inperson events and celebrating bringing football back is he really getting a handle on this for the American People as we approach 200,000 deaths based on my conversations with people close to the president and top republicans, hes insistent at this moment and its critical to note this insistent on creating his own political reality that, despite testimony under oath, on capitol hill from dr. Redfield and dr. Faucis comments about a vaccine, the president continues to maintain that he can make perhaps in the coming weeks some kind of claim or announcement on a vaccine that will be his own version of reality, his own truth. And so this is something the American People are going to have to navigate to factcheck on their own what experts are saying and the contradictions that exist between the experts and the president of the United States who has his own officials advising him hours earlier to keep encouraging face coverings and then hes having a mass rally in nevada where very few people are wearing them. I dont even get it whats the big deal about a mask, michael . Why is the president so averse to it. We stop at stoplights, we wear seat belts, helmets. What is the big deal about this thing . Because it was something that he was told he had to do and he is that guy where you cant tell him anything because he knows it all. He has told us i know more than my generals i know more than the scientists. I know more than anyone on the planet about anything and everything so when you have professionals who spent their life in these particular fields, who know the nuances, you know, the upsides and the down sides and they come to the president and say, mr. President , you got to go out here and tell people to wear masks, right particularly, when he started the conversation by saying this was a hoax, now he gets serious. You have to go back and say, well, you know, i was kidding about that, but now im serious about this those types of situations he doesnt want to put himself in but michael, he also knows that people are getting sick and dying. And hes trying to get cute with the numbers. I want to play Something Else he said on wednesday. The blue states have had tremendous death rates if you take the blue states out, were at a level that i dont think anybody in the world would be at. Were really at a very low level. But some of the states, they were blue states, and blue states and by the way, we recommend they open up their states im sorry, what red states were aokay have you checked out with texas . Well, under that logic, if you take out the blue states of 9 11, no one was killed on 9 11. Thats how stupid the logic is i mean, when the president of the United States looks at a pandemic that is impacting every corner of this country, that has shut down the economy, that has killed 200,000 americans and the only thing he can see is blue states and red states, the only thing he can see and say is that blue states are worse off because they have poor leadership well, you know, part of the problem that the blue states had in the beginning was you you were the problem you didnt open up the defense production act you didnt give the states what they needed. You gave florida what it wanted because it was a red state but when new york and maryland and other states with republican governors no less, ohio, were trying to get the ppe, were trying to get the resources, what did you tell them well, you guys work that out amongst yourselves so dont come back us to with your incompetent and act like you were the grand savior. You were the problem youre the reason why 200,000 people are dead. Youre the reason why families are still trying to figure out why the mayor of new york and mayors and city managers around the country and boards of education are trying to figure out what to do next just to educate children you have been the biggest obstacle in this and i think thats something that is resonating more and more with the American People no matter what you say, no matter how you dance around it. You cant get off that point, mr. Trump. This is on your watch. This is your problem and now you have to account for it in 45 days to the American People thats what we know. I dont care whats going on in your head. What we know are the numbers and the science and how you stood in the way of both. Robert, i was going to give you the last word, but im afraid mr. Former cdc director tom frieden joins us now hes currently president and ceo of the group resolve to save lives. Tom, im so glad youre here youve got to help us get to the bottom of this we are talking about guidance posted on the cdc website. Thats what americans go to. You have sent us there so we can get directions around how to conduct our lives content on the cdc website that was put there over scientists objections i want to share a piece of it. It says that even if you were exposed to someone who was infected you dont necessarily need to get tested unless you show symptoms. Tom . That is the opposite of what people like you have recommended since the beginning. What is your reaction to all of this when that went up on the cdc website, i and many other people said there is no way in the world that was written by a Public Health expert because its just flies in the face of basic Public Health control measures testing people is not when you testing contacts about finding people who are very ill. That may be important in a hospital testing contacts is stopping chains of transmission and having people in washington write things for the cdc website, cdc is headquartered in atlanta, is like having people vandalize a National Monument with graffiti. Its putting their things that are just kind of pollute the whole website. There have been 1. 6 billion clicks on that website and the fact is the overwhelming majority of almost all of it is really good. But when you have Something Like that done by political hacks who dont understand Public Health, you endanger the lives of americans and you undermine trust in what has been one of the most trusted american institutions for decades but, tom, its supposed to happen again today according to the New York Times, theres going to be more information posted on the cdc website that doesnt come from any of those scientists. Again, its coming from hhs. Given that this is still going on, can we trust what were getting from the cdc i think we have to look at the science. Lets see what gets posted today and what it says whats also really interesting, stephanie, is that despite this enormous and inappropriate but hold on, tom. How do we look at the science . Im not a scientist. Im a mom. And before i decide what my kids are going to go do this weekend, im going to go to the cdc website because i assume its giving me recommendations from scientists so when you say, you got to look at the science, thats what that website is well, what im saying stephanie, lets see what gets posted today and whether its scientifically justifiable or not. If it is, that will be encouraging. If its not its one more against this administration and its war on science its fighting science. Its not fighting the virus. And because of that, were hitting 200,000 recorded deaths and, quite frankly, more than 200 deaths already in the u. S. , and many if not most of those preventable. And this idea that a vaccine is going to come and everyone is going to be fine or were going to get herd immunity just as in the 30s, people they were saying prosperity is right around the corner. I feel like the administration is saying, immunity is right around the corner. Its not were going to have this virus with us for a long time. And that doesnt mean that we cant get more and more of our economy and our educational systems back, but we can only do that by working together and following the science. Masking up, keeping our distance, washing our hands, closing things like bars where covid is spreading widely so we can get our schools back what do you think about what is happening in new york city . You know that city well. You were Health Commissioner there. Inperson school was supposed to start on monday. Now its being delayed what do you think of that . Well, its challenging for any school to open in the context of covid new york city has done new york state has done really well in terms of driving the infections down. But theres still hundreds of infections a day we have no information from the de Blasio Administration about how many of those people have a known source or how many of their contacts are found or how many were contacts who were isolated and quarantined as a new yorker, that makes me feel less safe but fundamentally, schools can be opened safely but you have to do it carefully. And you have to recognize that you are going to have to adjust and adapt and you may have times where if you are keeping groups in pods or cohorts you may have to have some group some cohort quarantine for some period of time i do hope kids will get back to school as safely as possible, as soon as possible amen to that. The Trump Administration announcing it will block downloads of chineseowned apps tiktok and wechat starting sunday the move comes six weeks after the president signed an executive order warning he would take this very step. And it comes as millions wait to see if the Trump Administration will approve a deal between tiktok and oracle to become business partners. Nbc news social media reporter dylan byers joins us now what exactly is going on here because i saw you early this morning sending a note this is so much more than about a couple of companies and an ad. Thats right, it is and i want to just start out with one important distinction which is that wechat, which is an incredibly popular app, especially for the chinese american diaspora, thats effectively going to be shuttered on sunday. You can no longer use it in the United States of america that is an outright ban. The ban that pertains to tiktok is slightly different in so far as users will no longer be able to download updates to the app but an outright ban wouldnt go into effect until after the election on november 12th, which is going to give the companies, specifically oracle and byte dance that are trying to pitch the Chinese Government and u. S. Government on keeping this thing alive a little more runway to your point about the larger implications here. They are massive, stephanie. This is not just a business story. This belongs on a1 of every newspaper. What you have is implications for Silicon Valley and the u. S. Tech industry, specifically that youve got Companies Like facebook and snapchat and youtube which are now going, in the event tiktok stays in the United States would have to compete with tiktok for the long term if not if it is banned, they stand to benefit smout generously from that because it takes away what has become a very popular app in very little time there are implications for washington the extent to which the Trump Administration has exerted its influence over this deal is almost unprecedented at least when it comes to a Consumer Facing Technology app like this. And then, i would say most importantly, there are implications for the broader u. S. china geopolitical struggle that really is one of the Great Stories of our time, and that is that, you know, you basically got two technological superpowers vying for technological sprem aerks vying for economic supremacy in the 21st century and here they are using an extremely popular app used by more than 100 Million People in this country effectively as a pawn in terms of tiktok and using an app like wechat that so many depend on, not just to communicate but to transfer payments overseas and things like that but i still dont get it. Why would the president be doing this, making this threat who is in his corner right now saying, yeah, this is good for america . Yeah, well, look, there are legitimate National Security concerns to this deal. That is true, which insofar as if you have these chineseowned apps being used by american users, there are officials in washington, National Security officials, who do have legitimate concerns about whether or not the Chinese Government could use these apps to access and manipulate user data but dylan, the deal that oracle is proposing doesnt solve for any of that. The deal that microsoft wanted to, do they would be buying the u. S. Operations. Oracle would be going into a Business Partnership thats a win for china and the president liked that deal he did like that deal, but the when you bring up the president , you are really bringing up the important xfactor here, and there is something that is we should acknowledge, a little crazy about the fact that one person, the president of the United States, has the power to make a decision like this did he like it probably in part insofar as oracle is run by Larry Ellison and sanford katz and people close to him did they bring assurances that oracle would be able to safeguard user data in the case of tiktok . They are bringing those. Thats why the deadline was extended to november 12. Does the president like it insofar as it is not what he called for in the first place, a sale should he have gone with microsoft and a deal that reflected his initial demands . Perhaps. I think this is where the distinction between the wechat ban and tiktok ban is important. Wechat is gone on sunday period and thats a landmark moment in u. S. china relations tiktok might not be gone if they can come to a deal before november 12th. And we should note there, stephanie, it is somewhat significant that trump decided to move that deadline until after the election thank you, dylan. Or maybe one of the president s most astonishing things he said this week where he was disappointed that the United States government wasnt going to be getting a cut. Early inperson voting i now under way in at least two states right now virginia and minnesota i want to share the scene in alexandria, virginia, where we are already seeing long, long lines of people waiting to cast their vote many of them showed up early this morning weve got reporters in both of these early voting states. Lets go first to Shaq Brewster live outside a voting precinct in one of minnesotas most politically divided counties shaquille, how is early voting going so far i was surprised to see it was 8 00 a. M. And there was a line of people outside. It was just about 10 people but 46 days away from election day, surprising to see that excitement and enthusiasm for voting i want to introduce you to a voter who just came out. Joe, i see your i voted sticker. Why did you come 46 days from election day to vote i studied this for some time. Voting to me is very important its a right and a privilege but also a responsibility. And i have done enough research now that i knew what i wanted to do, but voting to me is precious and i want us all to be able to do it. Your mind was made up it is now, absolutely, yes. Why come this early why not wait until the week before election day or even on election day i dont know how many number of people will be out. I want to make sure everything is counted for everyone. And its important to me very important jo, thank you so much for waiting around and sticking with us elbow bumps, there we go one thing we were saying from local officials, they expect more than or nearly half of all voters to come either in person, early or to vote by mail early. That right there is a responsible american ali, take us to virginia does it seem like a lot of people there are trying to get their vote in early . Its the same sentiment on the ground as shaq is seeing and really the same energy when you talk about seeing a line thats consistently dozens of voters as you do over my shoulder here, thats because there is an excitement about voting early or at least a concern that they want their vote to be counted correctly weve seen here in virginia the fact that theyve expanded peoples ability to request absentee ballots over 800,000 people have done so already. So that number is huge but theres still the people who want to come here and vote in person in the building behind me, its a small operation. Two tables set up there. Cardboard dividers that people can vote privately using a paper ballot and then they bring their ballot over to a machine to be scanned. Heres why some of those voters are showing up in person and as early as they are right now. I wanted to get my vote in, and i wanted it to count so much talk about the mailing in i know its going to probably be a very big crowd on november 3rd, so this was just open, this office, and i said, hey, im off today. Im going to go stand in line. The key here, steph, as it always is, but were in a pandemic now, the key is being able to vote and vote safely having confidence in the system and also confidence that your health is being preserved while exercising your right to vote. Here in virginia and other states beginning the early voting process, thats the goal. 45 days of early voting, allowing people to space it out, vote by mail and the classic election day option, too steph . 45 days it is game on. Theres a brandnew poll out this morning it seems to make the president ial and senate races a little clearer walk us through the poll and also, can you help us understand, is polling changing in any way now that so many people dont even have home phones yeah, this polling question has been ongoing now for really decades since the cell phone started to take hold but in terms of where things stand right now, some interesting polls. New york times, siena, new ones out this morning. Let me take you through here Arizona First up theyve got biden with a ninepoint advantage in arizona over donald trump. Remember, if biden wins arizona, thats a flip. Thats a state trump won in 2016 he won by 3. 5 points its a state that hasnt gone for a democrat since bill clinton in 96 and its a state when democrats talk about the strength they think they are finding in the suburbs in the trump era arizona is kind of ground zero for that its the phoenix area. Its maricopa county, the metro area around phoenix. Again, heres the poll another sizable lead for biden in arizona according to this poll North Carolina, again, a trump state in 2016 by about 3. 5 points tight race here. But the siena poll does put biden ahead by a point in North Carolina and then theres this theres maine. No surprise here no big surprise in terms of biden leading statewide in maine, although the margin might be a little surprising this was only a three or fourpoint state for Hillary Clinton in 2016. But whats interesting in the maine number is this maine 2. Thats the second Congressional District of maine. Sort of western maine, rural maine. Biden leads by two points there. Why are we showing you a Congressional District poll . Maine is one of two states that gives out electoral votes by Congressional District in 2016, donald trump won this district donald trump got an electoral vote out of maine by winning the very rural blue collar white 2nd Congressional District of maine by ten points in 2016. This poll shows joe biden with a twopoint lead there if biden wins the 2nd Congressional District, thats a flip for democrats as well that would be an electoral vote for biden that Hillary Clinton did not get in 2016. He would get all four votes out of maine if Something Like this happened so keep an eye on that and then you mention in these states as well, all of these are Battleground Senate races. All of these are republicanheld senate seats right now that democrats are targeting, and this is what they are finding in these polls. The New York Times siena today, the Democratic Candidates leading in all three of these states the democrats need a net gain if joe biden wins the presidency of three on the senate side they are like three lose in alabama. That means if they got these plus one more, that could potentially get them the senate. And the one more they would say that wasnt polled here could be colorado thats cory gardner, republican trying to hang on in the state clinton carried in 2016. But wouldnt one think that an army base is a safe place if i was a military parent, suddenly i would be saying, i dont want to have my kid my son or daughter there. Hood they said the same thing, they said they dont understand why we cant keep soldiers safe at home and how can we keep them safe overseas if we cant keep them safe at home you have a lot of Different Things happening, you have sort of a lot of factors involved here you have the Mental Health of soldiers themselves, you have crime and safety in the city of killeen where ft. Hood is located. You have a base culture that has tolerated a lot of misconduct. And you also have a base leadership that probably was in the as plugged in to the mental and emotional problems happening with the soldiers. Just dont think that the ft. Hood leadership really knew what was happening with these lower ranking soldiers on a emotional and psychological level and i think that he are more plugged in now but i think it is a little late. Look at that sign right there, the great place they didnt know then, do they know now and what is fort hood leadership doing today to solve for this they do know now.
