Shaq, how are folks youre talking to feeling about the president s visit tomorrow . Well, geoff, as with everything, the reaction is mixed. You have the leading democrats in the staircte, the mayor of kenosha to the governor of wisconsin, even the attorney general who is leading the investigation into the jacob blake shooting. They are in opposition to the president s trip saying and expressing concern that his trip could bring an end to the relative peace you saw at least through the weekend here in kenosha. Then you have Republican Leaders in the state, including a letter from the county board of supervisors and republicans on that board saying that they want the president to continue his trip and they want the president to come out here and survey the damage as he is planning to do. I also spoke to regular people because the division there among regular people here in kenosha are just as strong. Listen to a little bit of my conversations there. No, i dont think he should visit yet. I think we should handle everything thats happening around here. I feel we havent completely finished this situation. We dont know whats going to happen, what could still possibly happen and the president visiting town obviously takes a lot of resources that could be put some place else. I think its fantastic. President trump won kenosha by about 280 votes. I think its going to galvanize the people that are sick and tired of whats gone on here. And i think kenosha is going to vote for President Trump in the upcoming election. I think we need him here. We need strong leadership. Reporter you see the divide among members of the community. The investigation remains in the hands of the state. The States Department of justice is going through that. We dont expect to hear many updates from them, but we did get a statement from essentially the Police Association who provided a new account of what they believe happened, what they call undisputed facts. Part of their account they say mr. Blake was attempting to steal the callers vehicle when officers arrived. He was armed with a knife. One officer tased blake, and they even include detail of a struggle between officers and mr. Blake saying that officers put him in a headlock. Its important to note with this new account that even though the Association Says these disputes are these facts are not in dispute, some of these facts, including the one about the officers tasing. One officer tasing mr. Blake, that has been disputed by the state investigators in the little that we heard from them. The investigators say two officers tased mr. Blake. Other details listed in that account from the Police Association are disputed by witnesses on the scene from the shooting that happened over a week ago at this point. Geoff . Peter, over to you. Good to see you. Based on your reporting, whats the president s motivation for going to wisconsin when the governor there is urging him to reconsider . Yeah, geoff, the president wants to meet with Law Enforcement and survey the damage as shaq was noting there and as we heard from mark meadows speaking yesterday. He said the president wants to demonstrate that he is on the side of Law Enforcement and on the side of law and order. Notably, right now there are no plans for the president to meet with the family of jaskcob blak. They are still, quote, efforting out for outreach and havent been able to collect with the bake family. But all of this is the president s desire amplify these warnings about lawlessness and violence that weve seen, not just in kenosha but also in portland, oregon, over the weekend, where he slammed that citys mayor, describing him as weak and pathetic, calling him a fool among other things. That follows the awful violence that we saw there this weekend as well where a man, believed to be affiliated with a far right group, was killed. Unclear if that was connected to the protests. But the president , even after that took place, praised his supporters who, in a caravan, were heading toward portland describing them as great patriots. The president notably, while he praised that victim, saying rest in peace of him, has almost said nothing at all about jacob blake and nothing at all about the two demonstrators killed in kenosha by the 17yearold, allegedly by the 17yearold kyle rittenhouse. The president liked a tweet that defended rittenhouse. So as youll hear from joe biden today and as were hearing from a lot of critics, they argue hes only pouring gasoline on this fire. Frankly, thats what you heard from the mayor in portland saying the president is asking him to clean up the hate that he helped stoke. Geoff . Lets go to Erin Mclaughlin who is in portland. Whats the latest on the deadly shooting that took place there . Hey, geoff. Last night was yet another violent night for portland. Protesters once again confronting police, throwing projectiles, including eggs and rocks. 29 arrests were made. Within those arrests, at least two handguns and a knife were seized from the protesters who were arrested in last nights violence. It was a tumultuous end to a chaotic weekend. On saturday, a man was shot and killed right on this street here in downtown portland. He was wearing a Patriot Prayer hat. Patriot prayers is a far right group in the area. Now its unclear if that homicide is in any way connected to a convoy of protrump protesters who drove through the streets of downtown. They were seen firing paintballs and mace at people, clashing with counterdemonstrators. All of that part of an ongoing investigation. No arrests made. At this point they have yet to name the victim, although the president has been tweeting about it. Also railing against the mayor of Portland Ted Wheeler calling him weak and pathetic. At a press conference, ted wheeler firing back. Take a listen. Do you seriously wonder, mr. President , why this is the first time in decades that america has seen this level of violence . Its you who have created the hate and the division. So im going to do the work that i need to do here in my local community with my local officials to take accountability for whats happening on our streets. And id appreciate that either the president support us or he stay the hell out of the way. The focus here in portland is really on deescalating the situation. The governor of oregon unveiling her, geoff . So mike memoli, all of this provides the backdrop for the speech that were set to hear from the former vp joe biden today. What do you expect him to say . Well, geoff, this really say milestone moment in the 2020 campaign. Both of the Party Conventions are now behind us. Were in that stretch run until election day. And at a time when democrats are getting anxious about this idea of a law and Order Campaign distracting from the message that they had hoped to focus on, joe biden is going to come here and remind the country of one important fact, that joe biden is running for president , that he is not, in fact, the president right now. As the president and his allies want to call attention to the violent demonstrations were seeing across the country, the unrest, the division in this country, biden is going to say this is happening on Donald Trumps watch. That he has, in fact, inflamed the violence for his own political advantage. Expect to hear a reminder of what Kellyanne Conway said recently. That the more voters see these kinds of scenes in cities, the better it plays for the president politically. Expect to hear a reminder about what joe biden got in this race for. It was in 2017 that violent clash in charlottesville in which the joe biden said he was motivated to get in this race by the fact the president was equating the peaceful demonstrators with those intentionally there to fan the flames of division. That is why he got in this race. Were also going to hear from joe biden about the core issues that have really been the focus of his campaign. The president s handling of the coronavirus and the handling of the economy. Youll see behind me a former steel mill. This was the heart of the economy in the battleground part of western pennsylvania. Biden is going to try to keep the focus on those core issues and which he says the country has let the country down. Geoff . Phil, i want to start with you. Mike memoli just mentioned this. The Trump Administration as we know by now often says the quiet part out loud. And departing adviser Kellyanne Conway did just that last week when talking about this unrest. Take a look at this. The more chaos and anarchy and vandalism and violence reigns, the cleari er the choic of who is better on law and order. The president cant campaign on the economy or his handling of the coronavirus. So hes apparently taking a page out of his old playbook which is stoking fear and division. That does appear to be whats happening, geoff. Kellyanne conways comments there. Shes not the only one in trumps orbit who believes that. And in my reporting over the last couple of days with the number of trump advisers, they feel that this continued unrest in kenosha, in portland, potentially in other cities later into the fall is only going to help trump politically. What they are trying to do. And they are very clear about it. Theyre trying to scare women voters, white women voters in the suburbs who supported donald trump in 2016 but who, went with democrats in the 2018 midterms, and theyre trying to bring them back into the fold and make them fearful of what this unrest would mean going forward. And to do so, the president is going to be reiterating that law and order message and make people feel like hes the only one that can bring some order to the streets. Of course, joe biden is not the president. This is all happening on trumps watch and all you have to do is look at the president s twitter feed to see how he is trying to instigate some of the conflict playing out across our country. Michael steele, this is what the president did in the run up to the 2018 midterms. He fanned fears about a Migrant Caravan set to infiltrate the u. S. He even suggested there might be terrorists from the middle east who might join with the caravan. Voters didnt buy it. Democrats flipped the house. Campaigning on fear is easy, but will it be effective . Will it be effective this time around do you think . Theres a different between caravans coming from the mexican u. S. Border as opposed to seeing flames burning, you know, in a trash can or building being, you know having windows broken in the town neighboring you. So the fear factor is very, very different and so its closer to home and you feel it more. You feel more connected to it. Youre not connected to a caravan coming across the border if youre in western pennsylvania. But if you see the kind of violence thats taking place in portland and kenosha and elsewhere, somehow your visceral reaction to it is different and thats what trump is preying on. Heres the part that rubs me raw on this, and that is we are yet again in a situation where in trump and this is what trump is picking at that when Africanamerican Community says enough, youve got to Pay Attention to the pain that we are experiencing. Youve got to listen to what were saying. Suddenly we pivot to white fear. Were no longer talking about the underlying causes for this controversy, for these actions that are happening on the street. Were now concerned about white people being afraid. And so thats the pivot that trump wants to make. To your very point that, you know, those white suburban women are now more concerned or at least this is the trump thinking, will now be more concerned about their own safety as opposed to their underlying concern about whats going on, really, in the black community, which they are generally interested in doing something about. So what has to happen for biden is hes got to come out and pivot us off of this notion that we should be afraid of each other. No, we should be afraid of trump because this is his universe. This is his world that hes rated, and as we withined from the tweets this weekend, this is the world that hes stoking every day with more and more fear. To Michael Steeles great point, this is actually borne out in polling data. New polling that shows white americans in battleground states like wisconsin may not be as supportive of the black lives Matter Movement as they were earlier this summer in the immediate aftermath of the Police Killing of george floyd. Part of this, and this is my own opinion, is that black lives matter, that movement, is being applied to protesters broadly and inappropriately. And the actual message is being drowned out by people who might be social justice demonstrators but theyre not really black lives matter affiliated. But what is the risk here . What is the Political Risk for democrats in a state like wisconsin . Well, first of all, geoff, your theory sounds just about right because theres been widespread support in this country for the ideals and values of black lives matter, and its worth pointing out that President Trump, according to all the polling data in the summer was very much on the wrong side of that issue. But the fear for democrats in those upper midwestern states, in wisconsin, also in michigan and also notably in minnesota, where my reporting shows some democrats are increasingly nervous about softening there for biden. Thats the epicenter of this movement. Minneapolis being where george floyd was killed several months back. There is concern there that these images and this law and order message from the president is working to start to pry away some of those white voters. I was talking to congresswoman Debbie Dingell the other day. She represents a suburban detroit district. She drives around her district and has seen a lot of Blue Lives Matter signs popping up and thats given her serious pause and shes been communicating that with the Biden Campaign. Phil, as you have been speaking, the president has been tweeting. He says portland is a mess and the mayor cant clean it up. Well clean it up for them. Michael steele, joe biden plans to ask voters today, do you feel safe in Donald Trumps america . Is that a Strong Enough counterargument . How should joe biden address this issue without playing on trumps turf . Thats always the trickiest part because trump wants you to play on his turf. So, yeah, i think thats the beginning of an Important Message but i think there has to be a higher level of emphasis and condemnation of the violence that weve seen so far. What makes the white fear narrative work is that they feel that the Biden Campaign or democrats or whatever, arent addressing that. That theyre just allowing it to happen without recourse or without any type of response. So thats going to be the first important step is to declaratively state exactly what you think and feel about the violence. And then to emphasize what that violence is doing and why, as president , you would have a better handle and control over mitigating that violence as opposed to what trump is doing which is, you know, encouraging it by, you know, praising the people in their caravans and going on to protest in portland. We know what that is. So the thats going to be a hard thing to do because, in my estimation, theyve waited too long. They wasted last week. Theyve wasted the weeks before leading up to this. Pretty much remaining silent. Theyve allowed this narrative to settle in with a lot of the white suburban voters which everyone and their brother knew is going to be the focal point of this election. Now they have to unring that bell in a way that benefits biden and thats going to be tough to do. Once the fear sets in to get people to be unafraid, jeff, as you know, is not the easiest thing. Youve got to come together with some real strong evidence for why they shouldnt be afraid. All right. Michael steele, phil rucker, appreciate the both of you. The first general election ballots will be cast in less than a month. Congress ability to keep tabs on our Election Security just got harder. The office of the director of National Intelligence says it will stop briefing the house and Senate Intelligence committees in person about the threats to our elections. The offices director, john ratcliffe, sent a letter to the Committee Chairs and ranking members on friday citing concerns about leaks. House Speaker Nancy Pelosi and House Intelligence Committee chairman adam schiff blasted the move as, quote, shameful and a shocking abdication of responsibility. Nbcs National Security and intelligence correspondent ken dilanian has been digging into this story for us. Ken, good to see you. The loss of intelligence briefings, inperson briefings, means, obviously, that members of congress cant question officials about the reports they receive. But whats the implication here . Whats the big danger . Whats the big worry . Great to see you, geoff. Look, this is a normshattering moment in the Trump Administration because it attacks a kind of a 50year bipartisan compact for intelligence oversight under which the executive branch provides secrets to these intelligence committees and they agree to keep those secrets and theres some bipartisan checking of the things that the intelligence agencies are doing and collecting in our names. By definition, its secret and we cant see it. Thats breaking down here because dni ratcliffe, a republican, former member of congress and trump supporter, has decided he doesnt want his people to brief the committees in person. And he cited two concerns. He cited leaks. Members of congress have leaked classified information. Geoff, you and i both know thats been going on for years. Heres why that concern doesnt make sense. If youre still going to provide written classified information to the committees, that can still leak. The overriding issue is the other thing he cited which is he wants the Intelligence Community to speak with one voice. And that means he doesnt want career officials standing in front of those committees being questioned by lawmakers because the result of that has been, as you know, democrats have come out and questioned the premise of the intelligence that dni has been making public and particularly saying that russia is a greater threat than the dna has been letting on in these past weeks. And ken, you also reported that the fbi and dhs, the department of homeland security, they will still brief congress in person about Election Security threats, even though the dni wont. Thats right. Thats why this is well, no, its not enough because what officials are telling us is that the fbi and dhs will still brief congress in person about things like cyberthreats and the technical nature of the disinformation that they are seeing on social media. But not anything about the plans and intentions of nation states. Thats usually the purview of the dni and thats really where the rubber meets the road because the American Public needs to know which adversaries are interfering and why. And the Intelligence Community has already told us that russia wants to help donald trump and hurt joe biden and that they are the most aggressive nation in terms of intervening on social media and they are a threat to make more mischief around things like mailin voting. The public needs this information in order to be inoculated from this disinformation and this is a step in the direction of the public getting less information, geoff. Ken, while we have you, the new york times, as you well know, reported yesterday that the Justice Department never fully investigated trumps connections to russia because they cur vatailed the counterintelligence investigation. Robert muellers investigation was hamstrung from the start. Am i right . Is my assessment on that correct . Youre right about the reporting that however, its been disputed, in particular by andrew weisman, a former prosecutor under mueller. Ive done pi my own reporting on this. We dont have clarity on the decisions made behind the scenes in the mueller investigation, but its absolutely a fact that Robert Mueller did not examine Donald Trumps finances. He may never have gotten trumps tax returns, which we all thought he was doing at the time, and not only that, but that the fbi, even after the mueller investigation, i am told, never conducted never fully explored the counterintelligence implications of whether donald trump had untoward ties to russia. Whether Vladimir Putin had any hold over donald trump. Those questions were not investigated by the fbi, and i think we all deserve an answer as to why that didnt happen because certainly during the mueller investigation, even in the mueller report, he said he was passing on information to the fbi of a counterintelligence nature. Whatever happened to that . Members of congress who tried to look into this have never gotten an answer and we all deserve one. I think youre right. We all deserve an answer. The battle over mailin ballots is heating up with new concerns about how and when those ballots will be counted. Thats because, according to laws in at least 14 states, which include some battleground states, officials cant even start authenticating early mailin ballots until election day. Much less begin tabulating them. At the same time, Voting Rights groups are calling recent cuts to the u. S. Postal service a threat to this years election. I asked keith richardson, president of the local Postal Workers Union in chicago, what he and his colleagues think of the postmaster generals refusal to restore those highvolume mail sorting machines which have been removed from hundreds of facilities across the country. They take machines out all the time. As a union, we question, why now . Why during a pandemic when you take machines out when people are not receiving mail for days and weeks at a time . And an election is coming up. Ballots are going to be mailed out. We have to service our troops overseas. We question the motive of the pm general and the president. Why would you send out a directive to remove additional machines. Its not just the mail sorting machines. Drop boxes have become another flash point. Drop boxes allow voters to drop off their ballots in designated and secure locations without having to wait in lines to vote or wait on the postal system to return their mailin ballot. In the key battleground state of ohio, Voting Rights groups and the States Democratic Party are now suing the republican secretary of state there. They are trying to dismiss his directive that each county have just one drop box for absentee ballots. Instead, they want multiple drop boxes in each county. Joining us is ohio secretary of state frank larose. Great to see you. What is your reaction to this lawsuit against you . Well, its unfortunate, but its the reality of life here in battleground ohio. We end up with lawsuits in the weeks leading up to a president ial election. This is one that well pursue like we do all of them. To be clear, though, ohioans know the best way to return your absentee ballot is to mail it in. Im trying to get permission from the legislature to make that a postage paid envelope. If they give me that permission, that would be something wed love to do. And that effectively makes every mailbox in the state a drop box. But what about the drop boxes, though . Arizona, another battleground state, they allocate them based on the size of a county. Mayor of copa county, they just added more drop boxes and strategically place them along bus routes. Why cant ohio do them for instance . Because the law doesnt allow it. I would love to see a program like that, and i woubld be actively supportive of such a legislation. But the ohio law says clearly at the end of the statute, it says ballots may be returned by no other means. Very clear that the state legislature intends to limit that ability and i would like to see them change that but certainly as the executive Office Holder thats in charge of voting in ohio, i cant make up statute. I have to enforce the law as it exists. The lawsuit against you says the need for several secure drop boxes in counties has been heightened because of the welldocumented cutbacks with the mail service. And one of the plaintiffs in the lawsuit says shes, quote, concerned the Postal Service delays will prevent her from timely receiving and removing multiple election mailings including an absentee blks and an absentee ballot. Even if you have absentee ballots, people who follow the rules who follow the deadlines could still be disenfranchised. Sure, and thats obviously a concern that any of us would have making sure that every voice is heard in an election is my Sacred Mission in this office. This week were sending out an absentee ballot request form to every registered voter in the state. This is 16 tractor trailer loads worth of mail. And the reason is because we want to encourage everybody in ohio to cast their absentee ballot but it has to start by making their request. We want them to do that early. The good news is that we can receive our absentee ballots up to ten days after the election. A question for you because President Trump has sort of positioned mailin voting as being some sort of existential threat to republicans. He said in some interview in a conservative outlet, if you have absentee balloting, youll never have a republican elected again in this country. You are a republican secretary of state in a swing state. Is there anything to suggest that increased mailin voting poses some sort of threat to republicans . Well, i am a republican, but first and foremost, i wear the referees jersey as the chief elections officer for the state of ohio. The decisions i make do not it doesnt come into my calculation whether it helps one party or not. But ill tell you here in ohio, absentee voting for close to 20 years has been trusted by republicans and democrats. And actually, i weve seen republicans in slightly higher numbers than democrats taking advantage of it over those years. The fact is ohioans trust it because its safe and secure and everybody in ohio should request their absentee ballot by visiting voteohio. Believe it or not, i think its probably too soon to tell. The reason is, we havent gotten a ton of polling yet that really shows what voters are thinking in the wake of both these conventions. If you look at the polling averages that weve been looking at for the last couple of months, really, its been about eight points or so. You can see it right there. The average, as you said, sitting at about 7 points right now. The lead for joe biden. Let me try this one more time. And we okay. Were still in that loop. I have no idea what happened here. Yeah, lets do that. All good. Lets talk about it because Hillary Clinton, rather trump was trailing Hillary Clinton this time four years ago. And we all know how that turned out. But whats different this time around . One, thats one question. And, two, is there a good reason to believe that the polling in this cycle is more sound than it was back in 2016 . Yeah, i think there were some Lessons Learned in 2016 that really, i think, pertained a lot more to the state polls. To the battleground polls. Im turning around. Here it is. Look at this. The movement in this race weve seen an average lead of biden by 6. 9. It was 7. 8 a week ago, two weeks ago. 7. 7 a month ago. 7. 8. So when you hear about tightening in the polls here, yeah, it was close to 8 in the average. Now its come down about a point. The bigger context for that, though, is biden by 6. 9 here on average. Lets look at the last two president s to seek reelection. So trump coming out of his convention is down by about 7 points. 2012, barack obama coming out of his convention was up 3. Of course, won reelection. George w. Bush, 2004, coming out of his convention, was up 6. That was a very successful Republican Convention in 2004. And he did get reelected. So its tightened a little. Its come down about a point that biden lead over trump in the average, but trump still finds himself in a significantly worse position than george w. Bush, but i said too soon to tell at the beginning. Thats the thing. In the next couple of days, this week hopefully, were going to get a number of polls that come out that really answer the question, in the wake of the dnc, in the wake of the Republican National convention, has there been more Significant Movement towards trump. Does this average come down . If it comes down, obviously, its good news for trump because he wants to be he showed in 2016 he doesnt necessarily have to win the popular vote. He just has to be close and get the right votes in the right states to win the electoral college. If he can get this down to three, four points, that could be within range for him. He hasnt shown so far the ability to do that. I think well find out this week, does he get that from the Republican Convention . Does he get Something Like that . And you have a new oped in the Washington Post entitled the fda should not have caved to trumps latest covid19 demand. The fda says it hasnt, but what is your thesis here . Good morning. The fda is digging itself into a credibility gap hole here with the approval of convalescent plasma that gets ahead of the science. The politics is obvious. There is a pressure to have something done and theyre bending and moving ahead without having really excellent, excellent Clinical Trial data to support the idea that this is going to work. It should work, right . The plasma should work, but there is a gulf between what ought to work and what does work and trials are what help us understand that. We dont have that data yet. This felt very political. And i think that as a result of that, as you say, people are going to wonder down the pipeline, down the fall, can i trust what these agencies say, the career professionals of these agencies are doing great work, it is getting undermined at the top of the political pressure is my perspective. And you also write in this oped, you say regarding hasty approvals of treatment during a pandemic, some will ask what is the harm . So lets set the record straight what is the harm what is the potential harm here . It is such a great question. But has a great answer in this case. So we all have been down the path of hydroxychloroquine and we heard that this could cause really bad cardiac effects. Somehow, im not really sure why, convalescent plasma got a pass through this. I think it is because people think it might actually work for a small subset, we dont know yet, but the real issue is that convalescent plasma is a blood transfusion and the same people who have produced the data that the fda is going on actually have also said, look, we had four deaths in 5,000 transfusions, thats a high number of deaths for a medicine. So for some reason, the side effect profile of plasma has been downplayed. And i think now, of course, when we realize it is being pushed forward, physicians and Public Health experts are saying, wait a second, we know this can cause lung injury and anaphylaxis. It is important to give medicine when you established it works for the disease youre trying to treat. In the minute that we have left, we heard from the Administration Officials and even some Public Health experts who say it is realistic to think that by the end of this year maybe early 2021, there could be a vaccine that would come online. Is that realistic . Can that really happen . And would that vaccine be safe in your estimation . I think time will tell. And unfortunately as we mentioned there is a credibility gap. If the Administration Says something, it will take science experts, Public Health experts to look at the data and say is this ready for primetime . I think the public will be very confused by what is happening because we dont know there is no track record of every time they Say Something it plays out. It could possibly come sooner than we ever kind of hoped. I hope thats true. But if it does come, i hope it is not because someone is trying to score a political point, but because the science is there, so we need to really keep an eye out for that, because if it does come, it is a great moment.
